I JUST WANT TO MENTION HERE BRIEFLY THAT THESE ARE ALL FOUR MEMBERS.

WE STILL HAVE ONE VACANT SEAT.

WE ARE IN THE PROCESS OF FILLING THAT SEAT FOLLOWING THE STATUTORY DIRECTION AND HAVE HAD OUR INTERVIEWS, WHICH WE HAD SOLICITED PUBLICLY INTEREST AND APPLICANTS, AND SO WE ARE MOVING FORWARD MAKING A DECISION FOR THE BOARD TO SELECT SOMEONE.

THAT WILL HAPPEN VERY SOON.

CERTAINLY WILL HAPPEN THIS MONTH.

YOU'LL SEE A FIFTH BOARD MEMBER UP HERE IN JULY.

THAT IS IN PARTNERSHIP WITH FAMILIES AND COMMUNITY, WE PREPARE ALL STUDENTS TO ACHIEVE COLLEGE CAREER AND LIFE READINESS THROUGH A CHALLENGING AND PROGRESSIVE EDUCATIONAL EXPERIENCE.

THAT IS OUR MISSION. I THINK WE CAN SKIP RECOGNITION.

AS I THINK YOU ALL ARE AWARE AND IS PART OF WHY YOU'RE HERE.

>> AS OUR FIRST GROUP IS COMING IN, THIS IS AN EXCITING OPPORTUNITY, AND I DON'T WANT TO TAKE THE THUNDER FROM THOSE WHO ARE GOING TO SPEAK, BUT WE HAVE AN AWESOME OPPORTUNITY TO RECOGNIZE TWO RUNNING CLUBS FROM GREENSBORO ELEMENTARY SCHOOL, BOTH THE GIRLS RUNNING CLUB AND THE BOYS RUNNING CLUB, FOR AN INCREDIBLE FEAT THIS YEAR.

WE REALLY DO APPRECIATE ALL THE PARENTS WHO BROUGHT THEIR CHILDREN OUT FOR THIS PLUS EVERYBODY ELSE.

BUT I BELIEVE WE HAVE 22 STUDENTS IN EACH CLUB, CLOSE TO THAT.

WE'VE NEVER HAD THIS MANY PEOPLE HERE FOR RECOGNITION, BUT THAT'S A BEAUTIFUL AND GREAT THING.

WHILE WE'RE PREPPING, I WILL ALSO GIVE FULL CREDIT ALSO TO MS. SEWARD AND MS. PINKETT WHO WERE LIKE, THIS RUNNING CLUB DID SOME NEAT STUFF.

I THINK WE SHOULD RECOGNIZE THEM AT THE BOARD.

NOT TO MENTION OUR WONDERFUL COACHES THAT ARE HERE.

OUR GIRLS TRAINED FOR 10 WEEKS IN ORDER TO RUN A 5K SAILWINDS PARK IN CAMBRIDGE, WITH ALL OTHER GIRLS ON THE SHORE, AND THE GIRLS ON THE RUN PROGRAM.

GIRLS ON THE RUN IS AN EVIDENCE BASED PROGRAM THAT INSPIRES GIRLS TO RECOGNIZE THEIR INNER STRENGTH, INCREASE THEIR LEVEL OF PHYSICAL ACTIVITY, AND STAND UP FOR THEMSELVES AND FOR OTHERS.

ALL THE GIRLS RAN IN EXTREMELY WINDY AND RAINY CONDITIONS ON THAT SATURDAY, MAY 4 WITH MISS PIPER HOLT, COMING IN FIRST OVERALL.

[APPLAUSE] CONGRATULATIONS TO YOU GIRLS.

AND WE HAVE SEVERAL OF THOSE MEMBERS HERE THIS EVENING, SO I WILL CALL THOSE NAMES.

[BACKGROUND]

>> GOOD EVENING. THERE WAS A WONDERFUL GENTLEMAN THAT WORKED IN THIS COUNTY AND I HAD THE PLEASURE OF WORKING WITH HIM AND HIS NAME WAS MERYL MORGAN.

HE SERVED IN THE COUNTY AS A COUNSELOR AND HE WAS THE BASKETBALL COACH FOREVER.

WHEN MR. MORGAN PASSED AWAY, HE HAD PARKINSON'S FOR 19 YEARS.

STACY AND CAROL AND MYSELF THOUGHT IT WOULD BE A NICE IDEA TO KEEP HIS MEMORY ALIVE AND DO SOME GOOD FOR THE PARKINSON'S ASSOCIATION.

WE CAME UP WITH A 5K MEMORIAL RUN, IN NAME OF MR. MORGAN.

THIS YEAR WAS THE SECOND YEAR.

WE WERE JUST EXCITED AS WE COULD BE WHEN THE FIRST GROUP TO SIGN UP TO RUN WAS FROM GREENSBORO ELEMENTARY SCHOOL.

IT WAS THE GUYS THAT CAME AND THEY'RE THE ONES STANDING BEFORE YOU TONIGHT IN THE T-SHIRTS.

WE WERE UPSET. WE SAID, "WHAT ABOUT THE GIRLS?" WELL THE GIRLS ARE HERE TONIGHT TOO.

WE WERE ABLE TO RAISE MONEY TO GIVE TO PARKINSON'S.

THERE IS A GROUP IN EASTON CALLED, ROCK STEADY BOXING.

THIS YEAR, THANKS TO THESE YOUNG MEN AND OTHERS WHO PARTICIPATED, WE ARE GOING TO GIVE ROCK STEADY BOXING IN EASTON, $4,287.

[APPLAUSE] THE MORGAN FAMILY WANTED US TO DONATE TO THE MICHAEL J FOX, WHO HAS BEEN FIGHTING PARKINSON'S FOR A LONG TIME.

THEY WILL RECEIVE $3,507.

WE HAVE A ROOM FULL OF PEOPLE TONIGHT AND WHEN WE DO THIS NEXT YEAR, WE'RE JUST HOPING THAT ALL OF YOU WILL COME DOWN AND JOIN US BECAUSE WE THINK THIS IS A WORTHWHILE ORGANIZATION TO RAISE MONEY FOR.

WE ARE JUST SO EXCITED ABOUT THESE YOUNG MEN WHO RAN FOR US THIS YEAR.

WE JUST WANT TO THANK YOU.

THANK YOU SO MUCH AND WE FEEL THAT BECAUSE OF THESE YOUNG PEOPLE, WHEN US OLD FOLKS ARE NO LONGER ON THE SCENE, THESE YOUNG CHILDREN, ARE GOING TO CARRY ON AND CONTRIBUTE TO DIFFERENT ORGANIZATIONS.

IT'S HELPED A LOT OF PEOPLE WHO HAVE PARKINSON'S, AND IT'S JUST WHAT IT SOUNDS LIKE.

IT INCLUDES BOXING TECHNIQUES.

THEY DON'T ACTUALLY HIT EACH OTHER.

IT'S BOXING TECHNIQUES THAT HELPS THEIR BALANCE OR COORDINATION, THEIR FITNESS AND REALLY MAKES A DIFFERENCE.

HE WAS ONE OF THE FOUNDING MEMBERS OF ROCK STEADY AND HE'S COME TO THE RACES AND WALKS.

LIAM, DO YOU WANT TO COME ON UP WHILE I TALK WONDERFUL THINGS ABOUT YOU? LIAM IS A MEMBER OF NEXT GEN SCHOLARS, WHICH IS LED BY ABIGAIL TRICE, WHO JUST PASSED OUT A MAGAZINE THAT HAS LIAM'S PICTURE IN IT.

BUT WE ARE HERE TO CONGRATULATE LIAM TONIGHT ON BEING NAMED ONE OF THE 24 MARYLAND EMERGING SCHOLARS.

THIS AWARD THROUGH THE MARYLAND BUSINESS ROUNDTABLE RECOGNIZES STUDENT LEADERS THROUGHOUT MARYLAND FOR THEIR ACADEMIC ACHIEVEMENT, COMMUNITY, AND SCHOOL INVOLVEMENT AND PARTICIPATION IN MBRT COLLEGE AND CAREER READINESS PROGRAMS. OKAY LIAM IS AN EXTREMELY BUSY YOUNG MAN.

HE IS IN TENTH GRADE WITH A GPA OVER 4.0.

HE'S A MEMBER OF THE MARCHING BAND, THE JAZZ BAND, THE CONCERT BAND.

HE'S A MEMBER OF SGA, AS WELL AS OTHER CLUBS.

IN ADDITION, LIAM ALREADY HAS OVER 100 HOURS OF COMMUNITY SERVICE.

LIAM ASPIRES TO BE A UNITED STATES FOREIGN DIPLOMAT WITH A PRIMARY FOCUS ON GLOBAL PEACE AND ADVOCATING FOR HUMAN RIGHTS.

WITH THIS HONOR, LIAM WAS ABLE TO SPEND THE DAY IN ANNAPOLIS WITH OTHER RECIPIENTS AND ATTENDEES.

THEY ATTENDED SESSIONS AT THE STATE HOUSE AND LIAM PRESENTED A STEM ADVOCACY PROJECT WHERE HE DISCUSSED PROJECT AND DISCUSSION, WHERE HE USED HIS ENGINEERING PROJECT FROM SCHOOL TO DISCUSS THE IMPORTANCE OF STEM IN THE REAL WORLD.

I TOLD LIAM I AM WELL MORE THAN DOUBLE HIS AGE AND I HAVE NOT ACCOMPLISHED NEARLY WHAT HE HAS AS A 16-YEAR-OLD.

IT IS MY PLEASURE AND HONOR TO CONGRATULATE YOU LIAM AND HIS PARENTS WHO ARE WITH US HERE TONIGHT ON THIS AMAZING HONOR.

THIS IS MBRT'S INAUGURAL AWARD YEAR.

SO LIAM IS THE FIRST RECIPIENT OF THIS AWARD EVER IN CAROLINE COUNTY, WHICH I THINK IS REALLY COOL, AND IT COULDN'T HAVE GONE TO A BETTER STUDENT.

LIAM IS GREAT. HE ALSO SERVES AS A STUDENT AMBASSADOR FOR MBRT AND HONESTLY, I LEAN ON HIM MORE THAN I DO SOME ADULTS SOMETIMES, AND HE'S GREAT.

WHAT THAT MEANS IS WE'VE HAD STUDENTS WHO HAVE COMPETED LOCALLY AND ONE AT CHESAPEAKE COLLEGE, THEN WENT TO UMBC AND COMPETED IN ONE THERE, AND NOW THEY ARE MOVING ON TO THE NATIONAL, WHICH WILL BE COMPETING NEXT WEEK IN WASHINGTON COLLEGE PARK.

WE ARE VERY EXCITED FOR THAT AS WELL.

THOSE STUDENTS WHO ARE HERE WITH US TONIGHT, ARIANA ALVAREZ, AND LUCY HOWARD.

AND THESE YOUNG LADIES HAVE DONE A PROJECT ON THE BICYCLE AND HOW THE BICYCLE HELPED WITH WOMEN'S RIGHTS IN WHICH THE CONNECTION IS UNBELIEVABLE, SO LADIES, GOOD LUCK NEXT WEEK.

WE'RE ALL BEHIND YOU, AND WE HOPE THAT YOU BRING ON THE GOLD.

JUST A COUPLE OF HIGHLIGHTS.

THIS YEAR, WE GRADUATED NEARLY 400 STUDENTS BETWEEN BOTH HIGH SCHOOLS.

I DO WANT TO THANK THE ADMINISTRATION AND THE STAFF FROM BOTH OF OUR SCHOOLS, WHO PUT ON AN ABSOLUTELY INCREDIBLE CEREMONY.

BUT LITERALLY AT 5:30 THAT MORNING, I THINK IT MIGHT HAVE BEEN MAYBE A LITTLE BIT EARLIER, MR. SPIKER AND MYSELF AND MR. MENGEL, TEXTING BACK AND FORTH OF WHAT DO YOU THINK? THE DECISION WAS MADE THAT MORNING IF TO MOVE IT INSIDE, AND THAT MEANT MOVING EVERYTHING INSIDE ON A DIME, PIVOTING, MOVING IT ALL IN.

WE APPRECIATE THE HARD WORK THAT WENT INTO IT EVERYBODY DROPPING WHAT THEY COULD TO MAKE IT HAPPEN, AND THE GYM WAS BEAUTIFUL.

AT THIS POINT, WE SPEND APPROXIMATELY 90% OF OUR BUDGET AND I JUST WANT TO TOUCH ON, SINCE WE ARE TOWARDS THE END OF THE FISCAL YEAR, THERE'S ANOTHER NEW OVERAGE THAT I HAVEN'T EXPLAINED IN A PRIOR BOARD MEETING.

THAT OVERAGE IS ON PAGE 1, UNDER THE OTHER INSTRUCTIONAL COSTS, THE TRANSFER LINE ITEM AND YOU'RE PROBABLY WONDERING WHAT IN THE WORLD IS A TRANSFER.

[LAUGHTER] TRANSFERS ARE PAYMENTS THAT WE MAKE TO THE DEPARTMENT OF JUVENILE SERVICES AND THE DEPARTMENT OF HUMAN SERVICES.

BY LAW, WE ARE REQUIRED TO PAY FOR THE EDUCATIONAL COST ASSOCIATED WITH CHILDREN PLACED IN STATE SUPERVISED CARE.

AS YOU CAN PROBABLY TELL, IT'S VERY DIFFICULT TO PREDICT ON A YEAR TO YEAR BASIS HOW MANY CHILDREN WE'RE GOING TO HAVE IN STATE SUPERVISED CARE, SO HOW MUCH THE BILL IS GOING TO BE SO IT'S VERY DIFFICULT TO PREDICT THE BUDGET FOR THIS LINE ITEM.

THERE IS AN OVERAGE BASED ON THE BILLS THAT HAVE COME IN THUS FAR.

HOWEVER, AS I MENTIONED BEFORE, THERE ARE SAVINGS AND OTHER LINE ITEMS TO COVER THESE OVERAGES AND I'M HAPPY TO REPORT THAT BASED ON MY ANALYSIS AT THIS POINT IN TIME, WE ARE IN GOOD FISCAL SHAPE, AND I WILL BE COMING TO YOU LATER THIS EVENING WITH A LONG LIST OF ONE TIME YEAR END PURCHASES THAT ARE

THE TRANSPORTATION DEPARTMENT IS LOSING ITS LEADER.

AFTER 44 YEARS, THE TRANSPORTATION SUPERVISOR KARMA MILIGAN IS RETIRING.

ALSO, THE CURRENT TRANSPORTATION SPECIALIST, TERRY LUZKI IS RETIRING AFTER 12 YEARS AT THE DEPARTMENT.

ALSO, OF NOTE, MR. JOHN BOB IS STEPPING UP FROM TRANSPORTATION RANKS AS A PREVIOUS BUS DRIVER AND DRIVER TRAINER OF THE PAST FIVE YEARS TO BECOME THE NEW TRANSPORTATION SUPERVISOR.

ALL THIS EFFECTIVE JULY 1ST.

WITH SUCH CHANGES COMES A VALUABLE OPPORTUNITY TO CONSIDER THE DEPARTMENT'S REORGANIZATION.

WHILE MISSES MILIGAN'S AND MISS LUZKI'S SUCCESSORS HAVE BEEN HIRED, THE COMPLEXITIES OF THE DEPARTMENT ARE SIMPLY MIND BOGGLING ON A NORMAL DAY WITH AN EXPERIENCED TEAM.

WE WILL BE PULLING MANY OF THE DAY TO DAY OPERATIONAL RESPONSIBILITIES OFF OF THE CURRENT SUPERVISORS PLATE TO ALLOW FOR A MORE EFFICIENT MANAGEMENT OF OUR FLEET AND DRIVING STAFF FROM THE SUPERVISORS LEVEL.

THOSE DAY TO DAY OPERATIONAL RESPONSIBILITIES WILL FALL TO THE COORDINATOR OF TRANSPORTATION.

GIVEN THE NATURE OF THESE ADDITIONAL OPERATIONAL RESPONSIBILITIES, I'M SEEKING THE BOARD APPROVAL TO PROMOTE THE CURRENT TRANSPORTATION COORDINATOR, MR. GARRETT SHAW, HERE ON MY RIGHT TO THE COORDINATOR OF TRANSPORTATION WITHIN ANS RANKS.

THIS YEAR, WE HAD THREE, WE WILL BE AT EIGHT OF NINE NEXT YEAR, WHICH IS A SIGNIFICANT LIFT WITHIN THE STUDENT SERVICES DEPARTMENT.

WE ARE REALLOCATING SOME RESOURCES AND BRINGING BACK OUR DIRECTOR OF STUDENT SERVICES POSITION TO PROVIDE LEADERSHIP IN THAT DEPARTMENT OVER NOT ONLY THE COMMUNITY SCHOOLS WORK, BUT THE OTHER WORK WITHIN STUDENT SERVICES.

IT IS MY ABSOLUTE PLEASURE TONIGHT TO BRING FORWARD MR. KIRK HOWIE FOR YOUR CONSIDERATION FOR APPOINTMENT AS DIRECTOR OF STUDENT SERVICES.

DR. DOWNES LED AN INTERVIEW TEAM OF SEVERAL VERY QUALIFIED CANDIDATES, BOTH INTERNAL AND EXTERNAL WHO ALL COULD HAVE DONE AN OUTSTANDING JOB AND WOULD HAVE DONE WELL IN THE POSITION.

WHAT STOOD OUT WITH MR. HOWIE, ONE OF THE THINGS THAT CLEARLY DID IS HIS EXPERIENCE, VERY POSITIVE EXPERIENCE HE'S HAD IN A NEIGHBORING COUNTY DOING THIS WORK, DOING THE VERY WORK THAT WE'RE ASKING HIM TO DO HERE.

MR. HOWIE HAS BEEN A DIRECTOR OF STUDENT SERVICES IN DORCHESTER COUNTY FOR THE LAST SEVERAL YEARS.

I FIRST MET HIM WHEN HE RECEIVED THE POSITION IN DORCHESTER, AND I WAS IN THE POSITION HERE, AND PEOPLE IN THOSE POSITIONS TALK AN AWFUL LOT.

IN THE COUNTY, WE ARE CHANGING A POSITION, RECOMMENDATION HAS CHANGED DR. WILLOUGHBY'S POSITION FROM SUPERVISOR OF HUMAN RESOURCES TO EXPAND HIS POSITION TO DIRECTOR OF ADMINISTRATIVE SERVICES OVERSEEING HUMAN RESOURCES AND A SIGNIFICANT PROPORTION OF OUR FINANCE DIVISION FOR THE HR PURPOSES.

THE RECOMMENDATION IS TO MOVE ROBIN TO THE DIRECTOR OF ADMINISTRATIVE SERVICES POSITION.

ROB WILL CONTINUE HIS WORK OF LEADING HR AND WILL PICK UP THE AREAS OF PAYROLL AND BENEFITS AND A LITTLE BIT OF FINANCE AS WELL.

BOTH MR. MENGEL AS WELL AS MR. RYAN, OUR ENERGY MANAGER, TOOK A LOOK AT THOSE BECAUSE WE ARE IN A SITUATION WHERE WE MAY NEED TO, IF SOMEONE WANTS TO RENT A CERTAIN PART OF OUR BUILDING, WE MIGHT NEED TO TO CHARGE AN ENERGY SURCHARGE IF THEY'RE GOING TO BE AIR CONDITIONING A BUILDING, LET'S SAY, ON A DAY THAT SCHOOL IS NOT IN SESSION, AND WE WERE PLANNING TO NOT HAVE THAT SPACE ENERGIZED, AND EVEN RISK MANAGEMENT AND TRYING TO MITIGATE RISKS.

THIS AGAIN, HAD AN OLD TITLE IN IT THAT HAD NOT BEEN USED IN QUITE SOME TIME.

WE HAVE UPDATED THAT AND THIS THE IDEA THAT IF SOMEONE WISHES TO MAKE THAT SORT OF DONATION, WE'RE GOING TO MAKE SURE WE'RE IN COMPLIANCE WITH GOVERNING LAWS, WITH CODES, WITH GOVERNMENTAL REGULATIONS THAT WE CAN TAKE ON THE PROJECT, THAT WE CAN MAINTAIN THE PROJECT, THAT IT'S IN THE BEST INTEREST OF THE SCHOOL SYSTEM.

AGAIN, VERY STRAIGHTFORWARD REGULATION WILL BE DEVELOPED TO FOLLOW, BUT JUST TRYING TO GET IT UPDATED IN LINE, AGAIN, ANOTHER POLICY THAT HAD NO DATE ON IT, SO WE WILL THROW TODAY'S DATE ON IT IF YOU APPROVE IT, AND THEN IT'LL GO INTO OUR FOUR YEAR CYCLE ROTATION.

SO BY DEFAULT, THEY ACTUALLY ARE OURS.

THAT WE HAVE TO MAINTAIN, THEY WEREN'T ROPED IN UNDER A POLICY AT THE TIME, I BELIEVE.

SO WE HAVE TO MAINTAIN THOSE WE DON'T WANT TO GET IN THAT POSITION EVER AGAIN.

BUT IF PUSH COME TO SHOVE AND THAT SOMETHING WAS UNSAFE FROM ONE OF THOSE BUILDINGS BECAUSE A STORM BLOWS THROUGH OR WHATEVER, CAROLINE COUNTY PUBLIC SCHOOLS AND THE BOARD OF AD IS RESPONSIBLE FOR THE SAFETY OF THOSE STRUCTURES, THOUGH, THE CONTENTS, THE DESIGN, NONE OF THAT WAS DONE BY US, AND WE DON'T WANT TO BE IN THAT AGAIN.
