UNFORTUNATELY, ONE OF THE THINGS WE DON'T HAVE A WHOLE LOT OF CONTROL OVER IS THE UTILITY PRICES.
AS YOU CAN SEE HERE SINCE THE START OF THE PROGRAM, OUR ELECTRICITY PRICES HAVE GONE UP 28%, HEATING OIL 70%, PROPANE 33%.
WE'RE AN ENVIRONMENT OF EVER INCREASING UTILITY COSTS.
THAT'S A PROGRAM LIKE THIS IS IMPORTANT TO CONTAIN THOSE COSTS.
THIS IS THE ENERGY COST PROFILE FOR THE THIRD YEAR OF THE PROGRAM.
A COUPLE OF THINGS I WANT TO POINT OUT HERE IS THAT THE YEAR PRIOR TO STARTING THE ENERGY CONSERVATION PROGRAM, THE UTILITY SPEND WAS ABOUT 1.5 MILLION.
AS YOU CAN SEE HERE, ELECTRICITY IS THREE QUARTERS OF YOUR TOTAL COST FOR THE DISTRICT.
DESPITE THAT GOING UP 25%, WE STILL HAVE IN THE LAST THREE YEARS GOTTEN ABOVE THAT 1.5 MILLION.
WE ARE REALLY CONTAINING COSTS WITH THIS ENERGY PROGRAM.

IT TAKES 86,110 TREES OVER TEN YEARS TO OFFSET THAT AMOUNT OF CO_2. IT'S PRETTY SUBSTANTIAL.

THE EPA USES IT FOR THEIR ENERGY STAR PROGRAM AND WE USE IT TO BENCHMARK SCHOOL DISTRICTS, UNIVERSITIES ACROSS THE COUNTRY.

LET'S TALK ABOUT REALLY THE IMPORTANT STUFF, AND THAT'S REVENUE.
IT'S TOO EARLY TO KNOW HOW MUCH MONEY WE'RE GOING TO HAVE COMING IN.
AS I STATED EARLIER, IT'S NOT UNTIL THE GENERAL ASSEMBLY REALLY GETS TO WORK AT ANNAPOLIS THAT WE KNOW WHERE WE'RE GOING TO GO, BUT WE HAVE SOME PREDICTABILITY, A LITTLE BIT.
SCHOOL SYSTEM BUDGETS ARE BASED ON THE NUMBER OF PEOPLE OR THE NUMBER OF KIDS WHO ARE IN SCHOOL.
OUR ENROLLMENT IS DOWN, ABOUT 40 STUDENTS.
THEY DO IT AS A THREE-YEAR AVERAGE.
WE EXPECTED TO BE DOWN. A FEW STUDENTS.
MARYLAND DEPARTMENT OF PLANNING DOES A 10-YEAR SURVEY EVERY YEAR; THEY DO ANOTHER 10-YEAR.
WE KNOW WHERE ENROLLMENT PROJECTIONS ARE LYING BASED ON BIRTH RATES AND THOSE THINGS.
WE'RE WHERE WE SHOULD BE, BUT WE DO HAVE A FEW LESS KIDS ACROSS THE DISTRICT.
THAT DOES MEAN YOUR ENROLLMENTS ARE DOWN.
IF WE GOT THE SAME DOLLAR AMOUNT PER KID, WE WOULD GET LESS MONEY.

BUT IT DOESN'T MEAN WE'RE GOING TO BE A HIGH ON THE HAG YEAR FOR CAROLINE, NOT THAT WE'VE BEEN.
IT'S JUST GOING TO BE A MORE TRADITIONAL INCREASE.
THE ONE THING WE ARE KEEPING AN EYE ON, AND THE BOARD IS AWARE OF THIS.
ONE OF THE DRIVERS OF FUNDING IN OUR SCHOOL SYSTEM IS CONNECTED TO THE AMOUNT OF STUDENTS WE HAVE THAT QUALIFY FOR FREE AND REDUCED MEALS.
CAROLINE COUNTY IS NOT A WEALTHY COUNTY WITH A LOT OF STUDENTS WHO QUALIFY FOR FREE REDUCED MEALS.
THERE ARE A COUPLE OF DIFFERENT WAYS YOU CAN CALCULATE THE NUMBER OF KIDS WHO MEET THAT REQUIREMENT.
THERE WAS A LEGISLATIVE CHANGE THAT CHANGED THE WAY THAT THAT IS CALCULATED.
WHETHER THAT HOLDS OR NOT, WE WILL FIND OUT WHEN THE LEGISLATURE MEETS IN ANNAPOLIS.
IF THEY DO IT THE WAY THEY'VE ALWAYS DONE IT, WE'RE GOOD.
FUNDING SHOULD BE WHERE IT IS.
IF THEY GO TO THE NEW WAY, WHICH RELIES ONLY ON THE NUMBER OF FORMS THAT HAVE BEEN SUBMITTED BY FAMILIES, IF YOUR KID QUALIFIES FOR FREE AND INTRODUCED MEALS, OR KIDS WHO QUALIFY FOR DIRECT CERTIFICATION.
WE'LL HAVE A COUPLE OF HUNDRED LESS KIDS WHO QUALIFY FOR CEP FOR THAT COMPENSATORY EDUCATION PIECE.
IT'S CONFUSING TO GET LOST IN ASSAULT, BUT THEY BASICALLY CHANGED THE FORMULA.
I DON'T THINK THEY UNDERSTOOD THE FULL IMPACT OF CHANGING THE FORMULA.

THAT'S JUST SOMETHING THAT WE'RE GOING TO KEEP AN EYE ON THE REVENUE PICTURE, SO WE KNOW WHAT WE'RE LOOKING AT THERE TO HAVE TO MAKE SOME ADJUSTMENTS.

WE ARE SELF-INSURED FOR HEALTH INSURANCE.
OVER THE LAST SEVERAL YEARS, OUR HEALTH INSURANCE INCREASES HAVE BEEN ANYWHERE FROM PROBABLY 4% 8% EVERY YEAR.
PRELIMINARILY, WE'LL PROBABLY START A NEIGHBORHOOD OF BUDGETING FOR A 10-12% INCREASE IN HEALTH INSURANCE, AND WE START WORKING IT DOWN AS OUR CONSULTANT WE WORK WITH GIVES US HOPEFULLY BETTER NUMBERS.
AS I SAID BEFORE, TYPICALLY, THE CONSULTANT WE WORK WITH, IT'S LIKE WHEN YOU GO BUY A CAR, THE VERY FIRST PRICE THEY GIVE YOU IS NOT THE BEST PRICE BECAUSE THEY WANT TO MAKE YOU FEEL GOOD LATER WHEN THEY COME BACK AGAIN AND SAY, WE GAVE YOU THIS, BUT WE CAN DO BETTER.
