AND WE ALWAYS WE SEE WE HAVE ALL FIVE OF OUR MEMBERS PRESENT, WHICH IS WONDERFUL.

AND WE ALWAYS START WITH OUR PLEDGE OF ALLEGIANCE.

OUR BAND DIRECTOR IS HERE, AND SHE WAS ABLE TO BRING THESE STUDENTS.

VERY GOOD. DO WE MIND INTRODUCING OURSELVES AND OUR STUDENTS? AND IF THEIR BAND, WHAT THEY PLAY? OR OF COURSE, IF THEY SING, YOU DON'T HAVE TO SING.

BUT IF YOU DO SING.

AND WHAT DO YOU PLAY? ALL RIGHT.

MISS BARRY HAS GOTTEN A STRAIGHT FOR THAT, BUT WE'LL MAKE SURE.

ALWAYS A TREAT. BUT THANK YOU GUYS FOR COMING OUT TONIGHT.

GLAD TO HAVE YOU GUYS' PARENTS. THANK YOU, GUYS, FOR BRINGING OUR DENTON FOLKS AND OUR FEDERALSBURG FALCONS.

AND WHO DO WE HAVE WITH US THIS EVENING? SO WE HAVE FOCUSED ON FAMILY THIS YEAR.

SO WITH US WE HAVE FEDERALSBURG STAFF MEMBERS AND THEIR CHILDREN WITH US TONIGHT.

SO AS YOU CAN SEE, THE HOUSE SYSTEM IS BIG WITH OUR FAMILY.

SO WE ALSO BROUGHT FOR THE DIRECTOR, SUPERINTENDENT, ASSISTANT SUPERINTENDENT, AND ALL OF OUR BOARD MEMBERS WHO WOULD LIKE TO PUT YOU IN A HOUSE.

AND WE LIKE TO INVITE YOU TO OUR FIRST PEP RALLY.

SO WHEN YOU COME TO THE PEP RALLY, IF YOU ARE ABLE, THESE ARE THE COLORS THAT YOU WILL WEAR.

AND WE WOULD JUST PICK A BAG AND THEN THAT WILL BE WHAT HELPS YOU WIN.

OH, IT'S ALL BY CHANCE.

THE PRESSURE IS REALLY ON.

LET'S SEE. ALL RIGHT.

WHAT DO WE LOOK IN THE BAG TO SEE? CAN WE LOOK NOW? OH, YOU CAN LOOK.

OH WELL THAT ONE, JUST TO WELCOME THEM INTO YOUR HOUSE.

YES, YES PLEASE MAKE SURE YOU GRAB SOME COOKIES.

YEP. THANK YOU, GUYS.

MIC].

SO WE HAVE AN AGENDA THAT HAS BEEN PROVIDED TONIGHT AND HAS BEEN ON THE WEBSITE.

AND SO IT'S AVAILABLE TO THE PUBLIC, AND I'M LOOKING FOR BOARD MEMBER TO MAKE A MOTION TO APPROVE THE AGENDA.

I'LL MAKE A MOTION TO APPROVE THE AGENDA.

I UNDERSTAND WE HAVE A SECOND.

SECOND. ALL IN FAVOR? AYE. WE HAVE OUR AGENDA APPROVED WITHOUT ANY CHANGES TO IT.

NOW, I'LL READ THE MISSION STATEMENT.

WE DO THAT BEFORE EVERY MEETING.

IT IS A REALLY WONDERFUL WAY TO KEEP OURSELVES FOCUSED AND REMEMBER WHY WE'RE HERE.

AND THE ROLE OF CAROLINE COUNTY PUBLIC SCHOOLS.

SO OUR MISSION IN PARTNERSHIP WITH FAMILIES AND COMMUNITY.

WE PREPARE ALL STUDENTS TO ACHIEVE COLLEGE, CAREER AND LIFE READINESS THROUGH A CHALLENGING AND PROGRESSIVE EDUCATIONAL EXPERIENCE.

I'LL JUST COMMENT BRIEFLY HERE THAT I HAD A CONVERSATION WITH SOMEONE WHO WAS A RETIRED SCHOOL PSYCHOLOGIST AND THEY WERE KIND OF LAMENTING THAT THERE ARE SOME SCHOOL SYSTEMS THAT HAVE LOST TRACK OF THE CAREER READY PIECE, AND COLLEGE IS NOT FOR EVERYONE.

AND SO IT'S ABSOLUTELY FINE AND SUPPORTED.

AND PART OF OUR MISSION TO HAVE PEOPLE PREPARED FOR LIFE AFTER SCHOOL.

AND WHETHER THAT AFTER PUBLIC SCHOOL, WHETHER THAT BE COLLEGE OR TRADE SCHOOL OR THE WORK WORLD OR WHATEVER.

AND SO I SAID, IN CAROLINE COUNTY, THAT'S NOT A PROBLEM.

I MEAN, CERTAINLY PEOPLE HAVE THEIR CHALLENGES, BUT THAT'S DEFINITELY A FOCUS OF CAROLINE COUNTY PUBLIC SCHOOLS.

SO, JUST THOUGHT THAT'S WORTH MENTIONING.

AND THEY WERE, BY THE WAY, REFERENCING THE COUNTY ON THE WESTERN SHORE.

[2. Public Recognitions / Comment]

ALL RIGHT. WE HAVE PUBLIC RECOGNITIONS AND COMMENT AND WE HAVE SOME WONDERFUL PUBLIC RECOGNITIONS, STARTING WITH THE NATIONAL AMERICAN MISS MARYLAND JUNIOR PRE-TEEN QUEEN.

YES. GOOD EVENING, PRESIDENT BARTON.

MEMBERS OF THE BOARD. IT BRINGS ME GREAT PLEASURE TO BRING A RECOGNITION TONIGHT BEFORE THE BOARD.

AND THIS ACTUALLY CAME FROM ONE OF OUR BOARD MEMBERS FROM MISS WAYMAN.

SAW THE INFORMATION SAW IT IN THE LOCAL PAPER AND WAS LIKE, HEY, THAT'S ONE OF OUR STUDENTS, YOU KNOW, BE AWESOME.

YOU KNOW, LET'S RECOGNIZE HER AT A BOARD MEETING.

SO WHILE SHE HAS COME UP, JUST A LITTLE BIT OF BACKGROUND INFORMATION, THE NATIONAL AMERICAN MISS PAGEANT PROGRAM IS BASED ON INNER BEAUTY AS WELL AS POISE AND PRESENTATION.

EMPHASIS IS PLACED ON THE IMPORTANCE OF GAINING SELF-CONFIDENCE, LEARNING NEW SKILLS, LEARNING GOOD ATTITUDES ABOUT COMPETITION AND SETTING AND ACHIEVING PERSONAL GOALS.

THE PAGEANT SEEKS TO RECOGNIZE THE ACCOMPLISHMENTS OF EACH GIRL WHILE ENCOURAGING HER TO SET GOALS FOR THEIR FUTURE.

AND WITH US THIS EVENING IS THE MISS MARYLAND JUNIOR PRE-TEEN QUEEN GREENSBORO ELEMENTARY SCHOOL FIFTH GRADER BROOKLYN ANGEL FAITH ROBINSON, WHO WAS CROWNED THIS YEAR AS THE NATIONAL AMERICAN MISS MARYLAND JUNIOR PRE-TEEN QUEEN.

YEP. NOW WE'RE GOING TO ALL WE'RE GOING TO COME DOWN, CROWD AROUND YOU AND GET A PICTURE.

SO I HAVE TO ASK ALL MY FAMILY TO COME OVER HERE, TOO.

FIRST TIME. THAT'S INCREDIBLE.

THAT IS AWESOME.

[00:11:30]

.

WELL, THAT IS A TOUGH ACT TO FOLLOW RIGHT THERE, BUT I THINK WE HAVE SOME OTHER REALLY OUTSTANDING RECOGNITIONS.

SO WE ARE ON NOW TO THE COLLEGE BOARD'S NATIONAL RECOGNITION PROGRAM.

YES. AND THIS WILL BE DR. DOWNS WITH THE ASSISTANCE OF OUR HIGH SCHOOL PRINCIPALS, MR. SPIKER AND MR. SHERMAN.

GOOD EVENING.

SO I'M GOING TO GIVE A LITTLE SUMMARY OF WHAT THIS MEANS, AND THEN I'LL BE ASKING KIDS TO COME TO THE FRONT.

MR. SHERMAN AND MR. SPIKER HAVE YOUR CERTIFICATES FROM YOUR RESPECTIVE SCHOOLS.

IF ONCE I CALL YOU, YOU PLEASE STAND AND STAY UP THERE FOR A FINAL PHOTOGRAPH FROM EVERYONE.

OKAY. SO THE COLLEGE BOARD'S NATIONAL RECOGNITION PROGRAMS AWARD ACADEMIC HONORS TO HIGH PERFORMING, UNDERREPRESENTED STUDENTS.

THE FIVE NATIONAL RECOGNITION PROGRAMS INCLUDE THE NATIONAL AFRICAN AMERICAN RECOGNITION PROGRAM, THE NATIONAL FIRST GENERATION RECOGNITION PROGRAM BEGINNING IN 2024.

NATIONAL HISPANIC RECOGNITION PROGRAM, NATIONAL INDIGENOUS RECOGNITION PROGRAM AND NATIONAL, RURAL AND SMALL TOWN RECOGNITION PROGRAM.

RECIPIENTS ARE STRONG ACADEMIC PERFORMANCE AND STUDENTS WHO TAKE ELIGIBLE ADMINISTRATIONS OF THE PSAT, PSAT TEN, OR AP EXAMS AND MEET THE SCORE REQUIREMENTS ARE CONSIDERED FOR AWARDS.

STUDENTS MUST ALSO IDENTIFY AS AFRICAN AMERICAN, BLACK, HISPANIC, LATINO, INDIGENOUS, NATIVE AMERICAN, FIRST GENERATION, AND OR HIGH SCHOOL IN RURAL SMALL TOWN.

MANY COLLEGES INTENTIONALLY RECRUIT AWARDEES, AND SCHOOL COMMUNITIES OFTEN CELEBRATE STUDENTS WHO RECEIVE THESE AWARDS, WHICH IS WHAT WE'RE DOING THIS EVENING.

SO I'LL START WITH THE NORTH CAROLINE HIGH SCHOOL STUDENTS.

BLAINE ANDERSON, FIRST GENERATION AND RURAL SMALL TOWN FROM NORTH CAROLINE.

[INAUDIBLE] FIRST GENERATION AND RURAL SMALL TOWN NORTH CAROLINE HIGH SCHOOL.

LUCAS BURNS, RURAL AND SMALL TOWN.

AND I'M GOING TO GO OUT ON A LIMB HERE ON THIS LAST NAME, CHRISTINE KAKURIN.

DID I SAY IT PERFECTLY OR WELL ENOUGH? OKAY. RURAL AND SMALL TOWN.

NOWHERE. OKAY.

CONNOR. CHRISTOPHER. FIRST GENERATION.

ROBERT CRENSHAW.

RURAL AND SMALL TOWN.

FELIX AMBROSE. RURAL AND SMALL TOWN.

USSA WRIGHT.

ISABEL GREENO.

FIRST GENERATION.

ETHAN HEDGE, RURAL AND SMALL TOWN.

AIDAN LYLES, FIRST GENERATION AND RURAL SMALL TOWN.

MADELINE PORTER, RURAL AND SMALL TOWN.

DANA VELASQUEZ-SIFONTES, FIRST GENERATION HISPANIC.

JOSHUA WILKERSON, AFRICAN AMERICAN AND RURAL SMALL TOWN.

ALEXANDER WORMUTH, AFRICAN AMERICAN AND RURAL SMALL TOWN.

LET'S GIVE THE NORTH CAROLINE HIGH SCHOOL STUDENTS A ROUND OF APPLAUSE.

THANK YOU.

[00:15:03]

NOW FOR COLONEL RICHARDSON WILSON CLOUGH.

RURAL AND SMALL TOWN.

OLIVIA FARRIS.

RURAL AND SMALL TOWN.

HARRISON. PEARCE.

RURAL AND SMALL TOWN.

AND KELLIE HARDING.

GENERATION. I'M SORRY.

LET ME REPHRASE THAT, RURAL AND SMALL TOWN AND FIRST GENERATION.

ALL RIGHT, LET'S GIVE A ROUND OF APPLAUSE FOR EVERYBODY HERE THIS EVENING.

AND PLEASE COME UP AND I'LL LEAVE ALL THE PICTURES UP TO MISS BARRY .

MIC].

THANKS FOR COMING. SO WHATEVER THAT WAS.

NUMBER OF PEOPLE.

THESE TWO INDIVIDUALS ARE ABLE TO REPLACE THAT ENTIRE AURA OF EXCITEMENT AND WONDER.

WOW. WE APPRECIATE THEM KEEPING AN EYE ON THE COOKIES.

YES. SO WE ARE NOW AT THE POINT IN OUR AGENDA WHERE WE HAVE THE OPPORTUNITY FOR THE PUBLIC TO COMMENT. DO WE HAVE SOMEONE TONIGHT? WE DON'T HAVE ANYBODY SIGNED UP.

AND I NEEDED TO SAY SOMETHING.

IS THAT IS THIS WHEN I TALK AS A PARENT? YEAH. MISS BERRY? NO. YOU'RE FINE, YOU'RE FINE. MISS BERRY WILL GO AHEAD AND KIND OF GO OVER THE RULES FOR PUBLIC COMMENT, AND DEFINITELY WE'LL HAVE YOU DO IT.

ALL RIGHT. SO THE MEMBERS OF THE CAROLINE COUNTY BOARD OF EDUCATION DESIRE TO HEAR THE VIEWS AND HAVE THE ADVICE OF INTERESTED CITIZENS.

PUBLIC COMMENT SESSION IS HELD AT EACH BOARD MEETING.

FOR THAT PURPOSE, THE TIME ALLOTTED FOR PUBLIC COMMENT IS 30 MINUTES TOTAL, BUT NO MORE THAN FIVE MINUTES PER.

SPEAKER. ONCE TIME LIMIT HAS BEEN REACHED, THE SPEAKER WILL BE ASKED TO FINISH THEIR COMMENTS.

EMPLOYEES WHO HAVE CONCERNS THAT ARE NOT WORK RELATED AND WISH TO APPEAR BEFORE THE BOARD FOR PUBLIC COMMENT.

AS A PARENT OR CITIZEN MAY DO SO ACCORDING TO THE POLICY SPECIFIC OR PERSONAL REFERENCES TO STUDENTS, EMPLOYEES, OR OTHERS ASSOCIATED WITH THE BOARD OF ED ARE NOT PERMITTED.

SO SHOULD SOMEONE WISH TO BRING SOMETHING TO THE ATTENTION OF THE SUPERINTENDENT OR THE BOARD ABOUT A SPECIFIC PERSON OR STUDENT, THEY MAY DO SO IN WRITING TO THE SUPERINTENDENT OR BOARD. RUDE, SLANDEROUS, OR THREATENING REMARKS OR BEHAVIOR THAT IS DISRUPTIVE OR INTERFERES WITH THE ORDER OF THE MEETING IS NOT PERMITTED, AND INDIVIDUALS MAY NOT GIVE

[00:20:04]

THEIR TIME ALLOTTED TO OTHERS.

AND I THINK THAT'S IT.

OKAY. HELLO.

MY NAME IS JENNIFER MOORE.

I'M HERE BECAUSE I'M A SPECIAL NEEDS PARENT.

I'VE BEEN DEALING WITH CAROLINE COUNTY PUBLIC SCHOOLS SINCE I WAS IN KINDERGARTEN, SO I KNOW THE INS AND OUTS PRETTY MUCH.

AND NOW THAT I HAVE SPECIAL NEEDS, SO I KNOW EVEN MORE THAN I WANTED TO KNOW.

SO THAT'S WHY I'M HERE TONIGHT.

FIRST THING IS, THE NURSING SUPERVISOR HAS BEEN ASKED TO LEAVE MY DAUGHTER'S IEP TEAM IN MAY.

AS OF YESTERDAY, I'M STILL FIGHTING THIS BATTLE.

I'M BEING TOLD THAT YOU CAN'T ACCOMMODATE ME BECAUSE CAROLINE COUNTY IS TOO SMALL.

NOT MY PROBLEM.

ME AND THIS WOMAN HAVE BUTTED HEADS SINCE ELEMENTARY SCHOOL.

MY DAUGHTER IS A SENIOR THIS YEAR, AND I'M STILL DEALING WITH THE SAME ISSUES, AND I'M DONE WITH IT.

SECOND THING.

ANDREA HAS COME HOME IN 7080 DEGREE WEATHER WITH A HOODIE ON THAT.

I SENT HER 630 TO SCHOOL IN THE MORNING BECAUSE IT WAS 30 OR 40 DEGREES, THE TEACHER TELLS ME, OH, I DEBATED WHETHER OR NOT TAKING IT OFF OF HER.

DID YOU DEBATE IT BEFORE YOU WALKED OUTSIDE? WHY DO YOU HAVE TO DEBATE FOR ANDREA NURSING THIS PAST DECEMBER, MY DAUGHTER WAS ADMITTED TO DUPONT WITH THE FLU. SHE HAD A SCAR ON HER RIGHT HIP.

I COULDN'T FOR THE LIFE OF ME FIGURE OUT WHERE IT WAS COMING FROM.

SO AS SHE'S IN THE HOSPITAL WITH THE FLU, THEY COME IN AND SAY THE DIAPER IS RUBBING HER IN THIS SAME SPOT.

NOW, MIND YOU, IT'S HER HIP, NOT UP AROUND HER WAIST OR ANYTHING.

SO I ADDRESS IT BACK IN JANUARY WHEN I FINALLY LET HER COME BACK TO SCHOOL.

SCHOOL NURSE, WHOEVER THEIR ASSISTANTS ARE AT THE TIME, CLEARED IT UP.

MY DAUGHTER HAS MISSED SIX DAYS OF SCHOOL THIS YEAR BECAUSE I AM SCARED TO DEATH TO SEND HER TO NORTH CAROLINE HIGH SCHOOL.

SHE HAS ALREADY RECEIVED THE SAME [INAUDIBLE] AND THE SAME SPOT.

AND LIKE I SAID, WE ADDRESSED IT.

IT WAS HANDLED AND FOR ME TO HAVE TO CONTINUE WITH THE SAME NURSE SUPERVISOR IS UNFAIR TO ME AND ANDREA BECAUSE SOMEBODY IS NOT DOING THEIR JOB.

AS OF YESTERDAY, I'VE ASKED FOR EVERY SUPERVISORY NOTE THAT SHE HAS SIGNED OFF ON AND HAS APPROVED FOR.

I GO IN, I NEED SOMEBODY TO OUTLINE IN THE POLICY HANDBOOK, WHERE IT STATES THAT I HAVE TO GIVE NOTIFICATION TO COME AND OBSERVE MY DAUGHTER'S CLASSROOM.

THIS IS MY THIRD CHILD IN THE SCHOOL, AND I'VE NEVER HAD TO CALL ANYBODY TO SEE MY CHILDREN OR SIT IN ON A CLASS.

NEVER UNTIL HER 11TH GRADE YEAR.

EXCUSE ME. SHE STARTED IN 10TH GRADE BECAUSE OF THE ZOOM AND THE COVID AND ALL THAT.

THEY TOLD ME IT WAS A COVID REQUIREMENT.

I WENT ALONG WITH IT.

BUT AS I'M TALKING TO EACH OF HER MARYLAND STATE THE CASEWORKERS.

THEY TELL ME, JENNIFER, YOU SHOULD NOT HAVE TO CALL THEM.

WE DON'T HAVE TO CALL AS LONG AS WE GOT TO AUTHORIZE PAPER FROM YOU SAYING WE CAN STOP IN.

WE GET TO THE OFFICE AND WE TELL THEM WHO WE'RE THERE TO SEE.

WE DON'T HAVE TO CALL AND LET THEM KNOW.

SO WHY DO I NEED TO KNOW WHERE IT IS? AND OUTLINE? YOUR SUPERVISOR.

YOUR SPECIAL EDUCATION DIRECTOR OR SUPERVISOR SAYS THAT IT'S IN YOUR HANDBOOK.

I'VE TALKED TO CASEY.

I BELIEVE HER NAME IS AT DENTON ELEMENTARY FAMILY SUPPORT COORDINATOR ALL DAY TODAY.

LAST EMAIL. I GOT IT FROM HER AT 5:00.

I CANNOT FIND IT.

PLEASE ASK THE BOARD TO INTERRUPT YOU FOR A SECOND.

ONE OF OUR REQUIREMENTS IS THAT YOU DON'T NAME INDIVIDUALS.

OH. I'M SORRY, I'M SORRY.

FAMILY SUPPORTS FAMILY SUPPORT COORDINATOR.

I JUST FOUND OUT ABOUT IT TODAY.

SO I NEED TO KNOW WHERE THIS STATES THAT I HAVE TO LET NORTH CAROLINE KNOW THAT I'M COVERED.

BECAUSE MY ISSUE WITH IT IS I GET A SHOW EVERY TIME I COME.

ANDREA HAS SOMEBODY SITTING WITH HER THE ENTIRE TIME THAT I'M IN THAT CLASSROOM, AND I KNOW THAT DOES NOT HAPPEN ON A DAY TO DAY BASIS, BECAUSE YOU DON'T HAVE ENOUGH STAFF COMPARED TO ALL THOSE KIDS IN THAT CLASSROOM.

I GO IN LAST WEEK TO FIGURE OUT WHAT THEY'RE DOING WRONG WITH [INAUDIBLE] DIAPER, FOR THE [INAUDIBLE] TO COME BACK.

THEY GOT THREE NURSES SHOWING ME WHAT THEY DO TWICE A DAY.

THERE'S NOT THREE NURSES IN HERE WHEN I'M NOT IN HERE.

SHOW ME WHAT YOU DO WHEN I'M NOT HERE.

I DON'T NEED A SHOW.

I NEED TO KNOW WHAT'S GOING ON WITH MY DAUGHTER WHEN I'M NOT AROUND.

AND NOW THAT THEY'RE AT FORT DDA IS MAKING ME SEND HER THE LAST THREE AFTER SHE GRADUATES THIS YEAR.

IF I GOT TO BE UP HERE EVERY MEETING, I WILL BE BECAUSE SOMETHING NEEDS TO BE DONE.

AND I HATE THAT THE PUBLIC SCHOOL SYSTEM HAS NOBODY OVERSEEING THE CARE FOR THESE KIDS.

THEY CANCELED THEIR SCHOOL TRIP LAST YEAR.

[00:25:01]

I'M JUST FINDING OUT BECAUSE I ASKED FOR PICTURES THAT I NEVER GOT.

I FIND OUT, OH, THE TEACHER SHOULDN'T EVEN HAVE SAID ANYTHING.

OH, WELL, IT WAS SAFETY ISSUES.

ANDRE HASN'T BEEN ON A FIELD TRIP SINCE ELEMENTARY SCHOOL.

WHERE'S THE INCLUSION? TWO YEARS AGO, MY MIDDLE DAUGHTER GRADUATED FROM NORTH CAROLINE.

IT WAS HER FIRST YEAR IN NORTH CAROLINE.

I BUY YOUR BOOK BECAUSE BOTH MY KIDS ARE GOING TO BE IN THIS ONE YEAR BOOK, NOT ONE PICTURE, INCLUDING CLASS PICTURES OF ANDREA, BECAUSE THE TEACHERS FORGOT TO TAKE HER DOWN TO THE MAKEUP DAY BECAUSE SHE WAS IN THE HOSPITAL DURING THE PICTURE DAY.

WHERE'S THE INCLUSION FOR THESE KIDS? IT'S TERRIBLE AND NOBODY'S DOING ANYTHING ABOUT IT.

NO MATTER HOW MUCH I TALK, I'M SURE YOU CAN ASK FROM DENTON ELEMENTARY IN NORTH CAROLINE.

EVERYBODY KNOWS JENNIFER MOORE, INCLUDING TRANSPORTATION.

IT'S TERRIBLE.

AND SOMETHING NEEDS TO BE DONE FOR THESE KIDS.

WELL, THANK YOU FOR COMING IN AND SHARING THIS WITH US.

IT'S SOMETHING CERTAINLY, WE'LL LOOK FOR THE SUPERINTENDENT TO REPORT TO US AND TO LOOK AT.

THANK YOU. THANK YOU.

OKAY, NOW WE'LL MOVE TO OUR STUDENT REPRESENTATIVE REPORTS.

THAT'S A TOUGH KIND OF TOUGH TO FOLLOW THAT VERY POWERFUL PRESENTATION, BUT TO DO WHAT YOU DO BEST.

AND I THINK VANESSA IS LISTED FIRST.

IS SHE FIRST IN THE.

DOESN'T MATTER WHO GOES FIRST.

WE HAVE TONIGHT.

YEAH. YEAH. HELLO, EVERYONE.

OKAY, SO FIRST UP, WE HAVE DENTON ELEMENTARY, AND DR.

KREBS SAID THAT WE ARE READY FOR FALL AND ALL THAT BRINGS THAT IT BRINGS.

NOT TOO SURE WHAT THAT IS.

THEIR FIFTH GRADE INSTRUMENT DEMONSTRATION.

THEN THEY HAD THEIR INSTRUMENTAL OR INSTRUMENT RENTAL NIGHT AND A FIFTH GRADE CANOE TRIP.

THEY RECOGNIZE OUR COMMUNITY SCHOOL COORDINATOR, ASHLEY.

I'M NOT EVEN GOING TO ATTEMPT TO SAY HER LAST NAME, SO YOU UNDERSTAND.

AND THEY ORGANIZED IT.

BUT THAT WAS ORGANIZED BY PBIS.

THEY SAID A BIG THANKS TO COMMUNITY PARTNERS AND FAMILIES WHO MADE THE DONATIONS IN ORDER TO HAVE THIS.

AND THE STUDENTS HAVE QUICKLY ADJUSTED TO USING THEIR CELL PHONE POUCHES.

AND THEN UPCOMING, THEY'RE LOOKING FORWARD TO COLLABORATING WITH GREENSBORO ELEMENTARY AND NORTH CAROLINE HIGH SCHOOL FOR AN MLM FAMILY NIGHT IN OCTOBER. AND THEN MY SCHOOL, NORTH CAROLINE HIGH SCHOOL, MR. SPIKER SAID. OCTOBER IS A VERY BUSY MONTH WITH HOMECOMING AND ALL SPORTS IN FULL SWING.

THAT WAS FUN.

AND THEN THEY HAD THEIR SENIOR MEETINGS.

UPCOMING WE GOT INTERIMS TODAY AND THEN THEIR CUSTODIAN APPRECIATION DAY.

HOMECOMING IS THIS UPCOMING WEEKEND.

AND THEN PICTURE DAY I BELIEVE IS IN NEXT TWO WEEKS OR SOMETHING LIKE THAT.

PROBABLY SHOULD KNOW.

AND THEN WE HAVE OUR HAUNTED HALLWAYS COMING UP AND THEN OVER TO CCTC.

LAST MONTH THE AMP AND CONSTRUCTION HAD A SUCCESSFUL PINEWOOD DERBY RACE.

ACADEMY OF HEALTH PROFESSIONS START THEIR CLINICAL ROTATIONS AT THE END OF THE MONTH.

COSMETOLOGY STUDENTS WILL BE DOING A PINK HAIR EXTENSION DURING LUNCH SHIFTS AT COLONEL RICHARDSON HIGH SCHOOL AND NORTH CAROLINE HIGH SCHOOL TO RAISE MONEY FOR BREAST CANCER AWARENESS. THAT'S ALWAYS FUN.

AND THEN UPCOMING IN OCTOBER.

WHEN? OCTOBER 22ND.

FROM 6 TO 8 P.M.

YEAH, PM.

CCTC AND NCHS ARE HOSTING SPOOKTACULAR HALLWAYS AND FALL FESTIVAL.

AND THEN LASTLY, THEIR FOOD AND BEVERAGE MANAGEMENT AND CASE STUDENTS WILL BE PARTICIPATING IN THE FARM TO SCHOOL EVENT AT COLONEL RICHARDSON MIDDLE SCHOOL.

VERY GOOD. THANK YOU.

SO THOSE SPOOKTACULAR HALLWAYS AND HAUNTED HALLWAYS ARE ACTUALLY GHOSTS.

SO, YOU KNOW, CONSIDERING THAT WE HAVE BOTH SCHOOLS ARE ADDING UP, BOTH HIGH SCHOOLS ARE HAVING THAT'S A NICE PICTURE.

HAVING HOMECOMING. YOU'D THINK THAT SOME OF THE GHOSTS WOULD RETURN.

NO. NEVER.

NO. NEVER. NO. ALL RIGHT.

THANK YOU.

ALRIGHT. VANESSA.

YOUR TURN. OKAY.

HI. HI.

AT PRESTON ELEMENTARY, PRINCIPAL ANGELA SAYS WE ARE OFF TO A ROARING START AT PRESTON ELEMENTARY SCHOOL FOR THIS SCHOOL YEAR AS WE CONTINUE TO MAKE OUR SCHOOL SHIMMER.

THROUGH OUR WPS ERA.

THAT'S A TAYLOR SWIFT REFERENCE.

IF YOU DIDN'T GET IT. YES, THEY ARE SWIFT TO GET UP HERE.

THEY'RE CELEBRATING NATIONAL HISPANIC HERITAGE MONTH WITH DAILY ANNOUNCEMENTS AND INFORMATION BOARDS THROUGHOUT THE SCHOOL.

THEIR FALL TO TABLE LUNCHEON.

OCTOBER 11TH. WE'LL HAVE PICTURE DAY, AND THEN OCTOBER 15TH, THEY'LL HAVE THEIR FAMILY EMPOWERMENT FAIR FROM 5 TO 7.

AND THEN AT COLONEL RICHARDSON.

HI. MR. SHERMAN SAYS CHRIS IS LOOKING FORWARD TO ANOTHER AMAZING HOMECOMING WEEK.

LAST MONTH THEY HAD THE HOMECOMING PARADE.

IT'S ACTUALLY THIS UPCOMING ONE.

I WAS ABOUT TO SAY NEXT MONTH THEY'LL HAVE THE HOMECOMING PARADE, THE HOMECOMING DANCE, AND MISS DENNIS, THE TEACHER OF THE YEAR, WILL BE HONORED AT THE STATE TEACHER OF THE YEAR GALA FRIDAY NIGHT.

VERY GOOD. THANK YOU VERY MUCH.

EXCELLENT HOMECOMING FOR BOTH SCHOOLS COMING UP AND SAME WEEKEND.

THERE'S SO MUCH BETTER.

IT'S THE WAY THE FOOTBALL SCHEDULE IS.

OUTER SPACE. EXCITING.

ANYTHING ELSE? SO? SO I'M NOT GOING TO ASK YOUR OPINION.

SO, COLONEL'S THEME IS OUT OF THIS WORLD.

IT'S LIKE AN OUTER SPACE THEME, I GUESS.

YEAH. THE NORTH II THEME.

MAMMA MIA! THAT'S SO GOOD.

[00:35:01]

BUT I WASN'T GOING TO GO TO HOMECOMING.

I DIDN'T GO LAST YEAR, SO I DON'T.

I DIDN'T EVEN KNOW WHAT THE THEME WAS UNTIL, LIKE, YESTERDAY.

AND I HAD TO GO GET A DRESS LAST MINUTE.

AN ABBA THEMED DRESS.

IT WAS NOT. IT WAS NOT IT.

GOT IT. I COULDN'T FIND SOMETHING ABOUT GOING TO THE BEACH.

I WAS LIKE, NO.

YEAH. NO. VANESSA SEEMED LIKE YOU WERE A LITTLE JEALOUS OF THAT THEME.

YEAH. THAT'S SO CUTE.

LIKE MAMMA MIA! LIKE WE'RE IN HIGH SCHOOL.

LIKE, OUT OF THIS WORLD IS LIKE A THEME FOR A MIDDLE SCHOOL DANCE.

BRING SOME PICTURES BACK.

WE'LL LOOK AT THEM.

OKAY. I'LL BE THERE.

BOTH OF THEM MYSELF.

I THINK YOU COULD ATTEND NORTH SHORE.

I'VE GOT MY OUT OF THIS WORLD OUTFIT, FOR ONE.

AND MY MOM. THAT'S WHAT WE WANT.

PICTURES OF POLYESTER SUIT FOR THE FOR THE MAMMA MIA ONE.

NO. THOSE ARE. I'M SURE IT'LL BE FUN.

I'M SURE BOTH WOULD BE FUN.

YEAH. AND GOOD LUCK TO YOUR TEAMS FRIDAY NIGHT, BOTH OF YOU GUYS.

FOR VICTORIES FOR BOTH TEAMS.

[3. Consent Agenda]

ALL RIGHT. WE'RE NOW ON TO THE CONSENT AGENDA.

AND DR.

WILLOUGHBY WILL GIVE US THE PERSONNEL PORTION.

PRESIDENT BARTON, DR.

SIMMONS, MEMBERS OF THE BOARD.

TONIGHT'S PERSONNEL AGENDA HAS THREE LEAVES OF ABSENCES.

TWO. TWO INVOLVED STAFF MEMBERS, BUT THREE LEAVES BECAUSE OF THE WAY THE LEAVE IS SPLIT.

TWO RESIGNATIONS, ONE TEACHER APPOINTMENT TO REGULAR CONTRACT AND TWO TEACHER APPOINTMENTS TO PROVISIONAL.

MIGHTY STRAIGHTFORWARD THERE.

THANK YOU. WE ALSO HAVE OUR MINUTES FROM SEPTEMBER 3RD AND SEPTEMBER 17TH.

DO WE HAVE ARE THERE ANY CORRECTIONS? FIRST OF ALL. AND IF THERE ARE NONE, DO WE HAVE A MOTION TO APPROVE? I MOVE THAT WE APPROVE THE MINUTES FOR THE SEPTEMBER 3RD AND SEPTEMBER 17TH MEETINGS.

WE HAVE A SECOND.

SURE, I CAN SECOND.

THANK YOU. ALL RIGHT.

ALL IN FAVOR? AYE. ACTUALLY, I SHOULD HAVE SAID THE WHOLE CONSENT AGENDA.

THAT'S WHAT WE MEANT. WE'LL DO THAT AGAIN.

SO DO WE HAVE A MOTION TO APPROVE THE CONSENT AGENDA? DO YOU THINK I'D HAVE THIS DOWN BY NOW? OKAY. SAME THING. DO THIS OVER AGAIN.

ALL IN FAVOR OF SUPPORTING THE CONSENT AGENDA MOTION? SAY AYE.

AYE. ALL RIGHT. THERE WE GO.

THANK YOU FOR INDULGING MY MISTAKE.

AND NOW WE MOVE TO INDIVIDUAL ACTION ITEMS.

[4. Individual Action Items]

THE COMPREHENSIVE MAINTENANCE PLAN.

AND THE MAN OF THE HOUR HAS COME IN THE HOUSE.

YES. HE HAS.

SO THIS EVENING, BEFORE THE BOARD, WE HAVE THE COMPREHENSIVE MAINTENANCE PLAN, THE CMP.

THIS IS ONE OF THOSE BIG DOCUMENTS THAT NEEDS TO BE PRODUCED EVERY YEAR BY THE SCHOOL SYSTEM THAT INFORMS OUR WORK ON CAPITAL PROJECTS AND MAINTAINING THOSE PROJECTS THAT WE DO HAVE. MR. MENGEL HAS A PRESENTATION HE'LL WALK THROUGH WITH YOU ALL, AND AS WELL AS THE BOARD WAS PROVIDED WITH THE FULL DOCUMENT.

AND AS ALWAYS, THE CMP PRESENTATION IS A DELIGHT.

IT IS. IT IS AN INTERESTING READ, BUT, YOU KNOW, IT'S NOT QUITE AS BIG AS THE EDUCATIONAL FACILITIES MASTER PLAN.

BUT. MR. MENGEL, IT IS. YOU'RE UP.

GOOD EVENING, PRESIDENT BARTON.

MEMBERS OF THE BOARD AND DR. SIMMONS.

MY PRESENTATION WILL BE A LITTLE LESS BECAUSE I'M MISSING ONE OF MY PAGES OF NOTES.

SO WE'LL KIND OF ADD A LITTLE, A LITTLE BIT.

SO I HAVE IS THE COMPREHENSIVE MAINTENANCE PLAN FOR FY 25.

I'M A LITTLE WINDED BECAUSE I GOT THAT RUNNING.

SO I'M HERE TO SEEK YOUR APPROVAL ON THE CMP FOR FY 25.

IT IS A REQUIREMENT OF THE BOARD OR OF THE STATE THAT WE GO AND DO THIS.

THE NEXT ONE, THERE ARE THREE PLANTS THAT I BRING TO THE BOARD EVERY YEAR.

THESE ARE, IN ORDER OF IMPORTANCE OPERATIONALLY, NOT CHRONOLOGICALLY BY CALENDAR.

I REALLY SO LAST SEPTEMBER, TO BACKTRACK A LITTLE BIT.

LAST SEPTEMBER, I BROUGHT THE CAPITAL IMPROVEMENT PROGRAM TO YOU GUYS FOR APPROVAL.

AND THEN THE NEXT MONTH IS GENERALLY THE CMP.

AND THEN WE USUALLY DO IN JUNE, THE EDUCATIONAL FACILITIES MASTER PLAN.

HOWEVER, THE COMPREHENSIVE, I'M GONNA CALL EM BY THE ACRONYM, THE CMP IS REALLY KIND OF THE FOUNDATION REPORT FOR ALL THREE OF THESE.

THE SMP IS WHAT I LIKE TO CONSIDER THE DATA GATHERING REPORT.

AND THAT'S, AS YOU KNOW, 100 PLUS PAGE REPORT.

AND THEN THE CAPITAL IMPROVEMENT IS WHAT I CALL KIND OF THE ACTION PLAN.

WE DON'T MAKE ANY KIND OF DECISIONS WITHOUT GOING THROUGH THIS PROCESS.

FOR HOW WE'RE GOING TO DO SOME OF OUR MAJOR FUNDING.

CAN WE DO IT DURING THE SUMMERTIME, OR DO WE NEED STATE ASSISTANCE BASED ON THE AMOUNT OF, OF THE COST OF WHATEVER IS GOING TO BE.

SO THE CAPITAL IMPROVEMENT FUND, EVEN THOUGH I BRING IT TO YOU IN SEPTEMBER, EARLY IN THE SCHOOL YEAR, IT'S ACTUALLY THE VERY LAST STAGE OF THIS WHOLE PROCESS. YOU GOT THE RIGHT ONE.

[00:40:01]

YEAH. IT'S WORKING. SO CCPS HAS 17 BUILDINGS.

WE HAVE TEN SCHOOLS, THREE ADMINISTRATION BUILDINGS, TWO JUDY HOYER CENTERS, A CULINARY CENTER AND A FAMILY SUPPORT CENTER.

I'M GOING TO NOTE THAT THE FAMILY SUPPORT CENTER IS STILL OUR BUILDING, BUT WE DON'T HAVE ANY KIDS THERE.

WE CURRENTLY ARE LEASING THAT BUILDING OUT TO MRDC SO THEY CAN DO THEIR 0 TO 3 YEAR PROGRAM.

IN THAT BUILDING. HOWEVER, IT'S OUR BUILDING AND THE CONTRACTORS ARE RESPONSIBLE FOR GENERAL MAINTENANCE AND SIMPLE REPAIRS.

BUT SOMETHING MAJOR HAPPENS IN THE BUILDING.

WE SEND OUR PEOPLE IN, OR WE GET A CONTRACTOR TO GO IN AND TAKE CARE OF THAT.

SO WE HAVE LIMITED SUPPORT THAT WE, THAT WE GIVE THEM BECAUSE A LOT OF THINGS THEY CAN TAKE CARE OF THEMSELVES.

THE PICTURE THAT'S UP THERE.

WHERE IS THAT? THAT IS ACTUALLY ONE OF THE MECHANICAL ROOMS THAT GREENSBORO ELEMENTARY SCHOOL.

IT HONESTLY LOOKS LIKE A SUBMARINE.

IT IS BEAUTIFUL. IT REALLY DOES.

WHEN YOU GET UP THERE. IT KIND OF REMINDS ME OF, I DON'T KNOW IF YOU EVER SAW THE MOVIE RED OCTOBER WHEN THEY'RE RUNNING THROUGH THE SILOS.

YEAH. THAT'S WHAT THIS THIS HALLWAY UP HERE LOOKS LIKE.

THAT'S NOT A VERY TOP FLOOR.

SO THERE'S NO STUDENTS UP THERE? YEAH, IT'S A VERY NEAT LITTLE PLACE TO HANG OUT.

ALL RIGHT, SO THE CMP, IT COMPLEMENTS OUR VISION STATEMENT AND OUR MISSION STATEMENT.

THESE ARE BASICALLY GUARDRAILS AS TO HOW AND WHY WE'RE GOING TO DO MAINTENANCE, HOW AND WHY WE'RE GOING TO DETERMINE WHAT PROJECTS GET DONE NOW, GET LATER, GET FUNDED WITH THIS SOURCE. GET FUNDED WITH THAT SOURCE.

OKAY. SO THE NEXT ONE IS A SAYING THAT DR.

SIMMONS HAS GOT US TALKING ABOUT HE BROKE OUT WHAT IS WORKING WELL TO US AT THE [INAUDIBLE] RETREAT.

HE ALSO, I THINK, MENTIONED IT AT OPENING DAY.

WE AS AN EXECUTIVE TEAM MEET ONCE A WEEK, AND WE HAVE A SECTION NOW THAT WE TALK ABOUT WHAT'S WORKING.

WELL IT'S GOOD BECAUSE PEOPLE LIKE ME GET INVOLVED IN A LOT OF NEGATIVITY STUFF.

AND FOR ME, IT'S LIGHT AND IT KIND OF BRINGS POSITIVITY TO YOUR WORLD.

TO FOCUS ON SOME OTHER THINGS THAT YOU DON'T NORMALLY FOCUS ON.

SO THANK YOU FOR BRINGING THAT TO THE TO THE MEETING.

I THINK IT'S A GREAT THING THAT WE DO.

SO WHAT IS WORKING WELL, BASICALLY IS THIS YEAR WE GOT A COUPLE OF THINGS THAT I WANT TO TALK ABOUT.

WE GOT A NEW MAINTENANCE COORDINATOR.

THIS HAS BEEN A GODSEND TO ME.

TAKING A LOT OFF MY PLATE.

THE PERSON WHO'S DOING IT IS DOING AN INCREDIBLE JOB.

TAKING THE BULL BY THE HORNS AND TAKING OWNERSHIP IN THAT POSITION.

IT'S. HE'S LEARNING.

IT'S A LITTLE TOUGHER THAN WHAT HE THOUGHT.

IT'S A HANDS ON POSITION.

SO YOU STILL NEED TO BE OUT IN THE FIELD WORKING.

YOU'RE DOING A LOT OF SUPERVISORY WORK.

YOU'RE ALSO IN THE OFFICE, AND THEN YOU'RE DOING A LOT OF PAPERWORK.

SO, HE'S LEARNED HOW TO JUGGLE AND HOW TO DO SOME TIME MANAGEMENT SKILLS.

BUT HE'S STILL DOING A GREAT JOB WITH IT.

SO WE WERE VERY FORTUNATE THAT WE WERE ABLE TO HIRE FROM WITHIN THE MAINTENANCE STAFF AND PROMOTE FROM WITHIN.

BUT THE PROBLEM WITH THAT IS THAT CREATED A VACANCY.

AND SO WE SPENT THE LAST SIX MONTHS OR SO KIND OF TALKING LIKE, WHAT? WHAT DO WE REALLY NEED HERE? YOU KNOW, WE NEED SOMEBODY, BUT WHAT DO WE REALLY NEED? SO WE'VE BEEN NARROWING IT DOWN THE LAST COUPLE OF WEEKS.

AND YOU KNOW, WE'VE BEEN WORKING WITH THE HR DEPARTMENT, DR.

WILLOUGHBY FOR SOME JOB DESCRIPTIONS FOR A POSITION THAT WE THINK WE'RE GOING TO BE GOING WITH.

WE NEED SOMETHING THAT'S GOING TO BRING A DIFFERENT SKILL SET TO THE MAINTENANCE TEAM.

WE ALSO WANT TO BRING SOME TALENT IN.

AND SO, IT'S GOING TO BE A TRICKY POSITION.

WE'RE KIND OF LOOKING FOR SOMEONE WHO DOES LIKE APPLIANCE REPAIRS, WHERE A LOT OF OUR, A LOT OF OUR WORK IS FALLING SHORT, LIKE IN FOOD SERVICE.

WE HAVE A LOT OF REFRIGERATORS, ICE MACHINES IN OUR SCHOOLS THAT NEED THAT MORE OF THAT SPECIALTY.

OUR GUYS CAN TAKE CARE OF IT, BUT THEY GO IN FULL FORCE.

AND, YOU KNOW, I THINK THERE'S A MORE KIND OF GENERAL WAY TO GET THE PARTS FOR SOMEONE WHO KNOWS THAT BACKGROUND BETTER THAN.

AND THEN THERE'S ALSO TIMES WHERE WE NEED OUR GUYS TO BE FOCUSING ON WHAT THEIR TRADE IS, AND WE'RE STUCK DOING ICE MACHINE REPAIR.

SO WE'RE KIND OF LOOKING FOR THAT.

ANOTHER THING THAT WE ADDED WAS A LOT OF THINGS, I'M SORRY, CUSTODIAL STAFF, NEARLY 100%.

THIS SOUNDS RELATIVELY SIMPLE, BUT I GOT TO TELL YOU, THIS IS VERY COMPLICATED AND VERY FRUSTRATING.

SO, WE'RE VERY HAPPY THAT WE'RE NEAR 100%.

ACTUALLY, WHEN I PUT THIS POWERPOINT TOGETHER, WE WERE AT 100%.

IT WENT DOWN TO THE SUPERVISOR TO DOUBLE CHECK.

HE SAID, OH, I JUST LOST TWO YESTERDAY.

BUT I GOT INTERVIEWS NEXT WEEK AND WE SHOULD BE ABLE TO FILL THESE IN.

SO I DON'T KNOW WHERE HE'S AT WITH THOSE INTERVIEWS AND THE HIRING PROCESS.

BUT IF WE'RE NOT AT 100%, WE ARE REALLY, REALLY CLOSE TO IT.

THE CUSTODIAL STAFF IS ONE OF THE HARDEST POSITIONS AND THE SUPPORT SERVICE SIDE TO HIRE JUST YOU GET PEOPLE.

BUT THE SHORT TERM, YOU KNOW, IN ABOUT 2 OR 3 WEEKS IF YOU GET SOMEONE THAT LASTS A SEMESTER, THAT'S GREAT.

IF THEY LAST A YEAR, YOU THINK YOU GOT THEM FOR LIFE.

BUT YOU KNOW, THE NEXT YEAR SOMETHING ELSE COMES ALONG.

SO IT'S VERY HARD TO KIND OF GET THAT STAFF FILLED.

SO I'M VERY EXCITED THAT WE ARE STILL 100% WHY IS IT IMPORTANT TO ME? I'M GOING TO SHOW MY AGE HERE A LITTLE BIT.

AND MOST OF US PROBABLY GREW UP IN THE 80S.

SORRY, RACHEL. WATCHING THE BREAKFAST CLUB, THE MOVIE, THE BREAKFAST CLUB.

[00:45:03]

AND IN THAT SCENE, IT'S A SATURDAY MORNING DETENTION WITH A BUNCH OF KIDS.

AND THERE IS THE TEACHER WHO IS SNOOPING IN THE FILES BECAUSE NO ONE'S AROUND AND THE HEAD CUSTODIAN CATCHES THEM.

AND SO THE HEAD CUSTODIAN AND HIS TEACHER GO BACK AND FORTH, BACK AND FORTH.

FINALLY, THE CUSTODIAN GOES, YOU KNOW, HE'S KIND OF CHALLENGING HIM.

HE GOES, YOU KNOW, BASICALLY LOOK UP WE ARE THE EYES AND EARS OF THIS INSTITUTION.

AND THAT'S A THAT'S A GREAT LINE BECAUSE IT CAN'T BE ANY MORE TRUTHFUL THAN WITH CUSTODIANS BECAUSE THEY ARE THERE EARLY IN THE MORNING BEFORE THE STAFF GETS THERE.

THEY ARE THERE IN THE AFTERNOON WHEN STAFF AND CHILDREN ARE THERE, AND THEN THEY'RE THERE AT NIGHT, IN THE EVENING WHEN THERE'S LIMITED STAFF AND THERE'S NO ONE THERE AT 10 OR 11:00 AT NIGHT. SO THEY HEAR THINGS IN THE BUILDING THAT YOU DON'T NORMALLY HEAR.

IF YOU EVER GET A CHANCE TO TALK TO JOSH RYAN OR ENERGY MANAGER, HE WALKS THE BUILDING AT TWO, THREE, FOUR IN THE MORNING.

SOME OF THE STUFF HE TELLS US HE HEARS, IT'S KIND OF EERIE WALKING THE HAUNTED HOUSE.

YEAH. HAUNTED HOUSE? YEAH. HE'S COMING BACK.

EXACTLY. SO, YOU KNOW, THEY SEE THINGS.

THEY HEAR THINGS. AND THEY'RE OUR FIRST LINE OF DEFENSE IN TERMS OF FILLING OUT WORK ORDERS, GETTING ON THE HORN WITH THE SUPERVISOR, OR WITH THE HEAD CUSTODIAN, LETTING US KNOW WHAT NEEDS TO BE FIXED.

YOU KNOW, THE CLASSIC THING IS, YOU KNOW, LIKE THE PICTURE I SHOWED YOU WITH THE MAINTENANCE.

YOU KNOW, THEY MIGHT BE UP THERE AND THEY'LL BE CHECKING OUT BECAUSE THERE'S NO TEACHERS, NO KIDS, NO ADMIN.

GO UP THERE. THERE MAY BE A FAUCET THAT'S DRIPPING A LITTLE BIT OF WATER.

THAT'S A PROBLEM. THAT'S A POTENTIAL PROBLEM.

THEY'RE UP THERE. THEY'RE SEEING IT.

THEY REPORT IT. WE KNOW IT. OTHERWISE, IT MAY GO SIX MONTHS BEFORE ANYBODY REALIZES, AND THE PROBLEM'S GOTTEN MUCH LARGER.

SO I APPRECIATE WHAT THE CUSTODIANS DO.

HAVING 100% LIKE I SAY, IT'S A VERY SIMPLE SENTENCE.

IT'S A VERY COMPLICATED ISSUE.

SO WE'RE VERY HAPPY TO HAVE THEM.

ALL RIGHT. THIRD THING, IT'S WORKING WELL FOR US IS THAT WE ARE TRANSITIONING TO A NEW COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM.

IT'S A LITTLE BIT OF A MOUTHFUL TO SAY ALL THAT.

SO WE TRANSITIONED TO ASSET ESSENTIALS AWAY FROM OUR FILE PRO FILEMAKER PRO PROGRAM.

THAT WAS BACK IN THE DAY WHEN IT WAS MADE.

GOOD. GOOD SYSTEM.

IT'S JUST BEEN ANTIQUATED AND OUTDATED.

AND THERE'S MORE THINGS THAT ARE NEEDED.

WE'VE TRANSITIONED TO GREATEST ASSET ESSENTIALS COMPUTER MANAGEMENT MAINTENANCE SYSTEM, WHICH IS SIMPLY KNOWN AS THE CMMS. ANOTHER ACRONYM THAT YOU GET TO TUCK AWAY.

SINCE CCPS USES THE BRIGHTLEY SYSTEM, WE ARE NOW COMPLIANT WITH THE IEC, WHICH HAS ALWAYS BEEN AN ISSUE.

SO I'M GOING TO KIND OF GIVE SOME KNOWLEDGE TO OUR STUDENTS OVER HERE.

NETWORKING IS HUGE WHEREVER YOU GO.

TRY AND NETWORK AS BEST YOU CAN.

MY EXAMPLE IS I'VE GOTTEN TO KNOW ONE OF THE IAC REPRESENTATIVES PRETTY WELL, AND WE HAD A SIDEBAR CONVERSATION ABOUT 18, 20 MONTHS AGO, AND HE WAS TELLING ME, BECAUSE, YOU KNOW, WE CAN'T READ, WE CAN'T UNDERSTAND THE DOCUMENTS YOU'RE SENDING UP BECAUSE IT'S NOT COMPATIBLE WITH OUR SYSTEM.

IT'S COMING THROUGH AS HIEROGLYPHICS.

AND I'M LIKE, WELL, HOW LONG HAS THIS BEEN GOING ON? HE GOES, IT'S BEEN GOING ON FOR YEARS.

I SAID, WELL, WHY DIDN'T YOU SAY ANYTHING? SO THEY CAN'T EXTRACT THE DATA THAT THEY NEED, THAT WE'RE WORKING HARD TO GET TO THEM.

AND SO WE'RE JUST LOSING OUT.

SO ONCE I LEARNED THAT, I SAID, THANKS FOR THE TIP.

APPRECIATE IT. WE'RE GOING TO GO AND GET THIS GREAT PROJECT.

RIGHT NOW, AND GET THAT GOING.

SO WE'RE STILL WITHIN THE FIRST YEAR OF THE IMPLEMENTATION OF THE CMS. WE ARE GRADUALLY BUILDING OUR DATABASES TO INCLUDE ASSET INVENTORIES, CORRECTIVE MANAGEMENT, PREVENTIVE MANAGEMENT AND HAVE BETTER EFFICIENCIES OF MONITORING AND TRACKING WORK ORDERS THAT ARE SUBMITTED, AS WELL AS THEIR MEAN TIME FOR MONITORING BEING COMPLETED.

THIS IS ALL VALUABLE INFORMATION THAT WE WEREN'T ABLE TO TRACK BEFORE, AND IT'S THE STUFF THAT IEC WANTS TO SEE.

SO WE'RE VERY HAPPY THAT THEY'VE BEEN ABLE TO LINK UP TOGETHER.

THAT BEING SAID WE'RE STILL IN THE VERY BEGINNINGS OF IT, SO THERE'S LOTS OF GRIDS THAT WE HAVE TO FILL OUT.

AND BEFORE THEY WERE ALWAYS JUST ZERO THE WHOLE WAY DOWN, PAGE AFTER PAGE AFTER PAGE, BECAUSE WE JUST DIDN'T HAVE THE DATA.

NOW WE'RE STARTING TO FILL THESE IN AND WE'RE STARTING TO GET THIS INFORMATION.

WE'RE STARTING TO PROVE TO THE IEC THAT, LOOK, WE ARE GETTING IN COMPLIANCE.

WE'RE FALLING IN LINE.

YOU KNOW, WE'RE DOING THE JOB THAT YOU'RE ASKING.

I DON'T KNOW HOW SMART GOAL ORIENTED THE ISC IS SOMETIMES, BECAUSE I DON'T KNOW HOW MEASURABLE AND ATTAINABLE THIS IS.

AND THERE'S TIME BASED ISSUES WITH THIS.

SO, AND I'LL GIVE YOU AN EXAMPLE.

WE HAVE A LARGE COUNTY ON THE EASTERN SHORE THAT HAS ONE GUY DEDICATED TO DOING CCMS WITH BRIGHTLY AND HE'S COME UP AND HELP TRAINING OUR PEOPLE AS WELL.

FOR YEARS THEY'VE BEEN WORKING WITH THIS PROJECT, THIS PROGRAM, AND THEY'RE ONLY ABOUT 80% COMPLETE FOR WHAT THE IEC REALLY WANTS US TO BE AT.

SO THIS IS ONE GUY WE GOT, WE GOT A HALF A GUY.

IT'S PROBABLY GOING TO TAKE US 7 OR 8 YEARS PUT TOGETHER.

WHO KNOWS WHAT COULD HAPPEN WITH 7 OR 8 YEARS.

IT'S A VERY SLOW BUILD.

IT'S A LONG PROCESS.

SO WHAT I'M ASKING IS PATIENCE FROM EVERYBODY INCLUDING IEC, AND THEY'VE RESPONDED PRETTY WELL.

SO WE'RE HAPPY WITH THE WAY THEY, HOW THEY FEEL ABOUT US BUILDING THIS, THIS, THIS COMPUTER SOFTWARE.

[00:50:05]

THE NEXT ONE IS THE CHALLENGES.

WE HAVE A LOT OF CHALLENGES, NO DIFFERENT THAN ANY OTHER SCHOOL SYSTEM.

OUR CHALLENGES ARE SMALL STAFFS.

WE HAVE A DIFFERENT WAY HOW WE DO TRAINING AND PROFESSIONAL DEVELOPMENT.

WE HAVE VERY LIMITED RESOURCES AND ALL THAT REALLY IMPACTS THE MATRIX OF DIFFERENT OUTCOMES, WHICH I'LL GO INTO HERE IN A LITTLE BIT.

THE CMP DOES BRING TO LIGHT THE CHALLENGES FOR CCPS WITH SMALL STAFF.

PROFESSIONAL DEVELOPMENT IS BEST SERVED ONLINE PRESENTATIONS OR DURING CSPS CLOSED DAYS.

SO WHAT WE DO ONLINE IS WE WILL LITERALLY FLASH A 5 MINUTE OR 10 MINUTE SESSION ON A COMPUTER SOMEWHERE THAT THEY CAN SIT THERE AND JUST WATCH REAL QUICK.

IT HELPS KEEP THEM UPDATED A LITTLE BIT.

WE DON'T HAVE A LOT OF TIME AND EFFORT TO GO AND PUT FORTH A FULL DAY'S WORTH OF TRAINING FOR THEM.

WE DO HAVE SOME, SOME LIMITED OPPORTUNITIES THROUGHOUT THE SCHOOL YEAR, AND WE HAVE ONE COMING UP OCTOBER 18TH.

SO WHAT WE'LL DO IS WE'LL BRING THEM IN FOR THE FULL DAY.

THEY'LL WORK HALF THE DAY DOING SOME DEEP CLEANING, FINISH UP SOME PROJECTS THAT THEY MAY BE WORKING ON THAT MAY BE DIFFICULT TO GET BECAUSE THERE'S KIDS IN THE CLASSROOM OR ADULTS, YOU KNOW, TEACHERS AND STAFF SOMEWHERE.

SO IT GIVES THEM THAT OPPORTUNITY TO DO THAT.

AND THEN WE'LL TAKE THE OTHER HALF OF THE DAY.

AND THEN WE ACTUALLY BRING PEOPLE FROM THE OUTSIDE.

WE BRING THEM IN TO ACTUALLY DO THE, THAT DO THE TRAININGS, DO THE DEMONSTRATIONS.

IT'S A GREAT TIME FOR THE MAINTENANCE AND CUSTODIAN STAFF TO ACTUALLY SIT THERE AND DO, LIKE, ANSWER QUESTIONS, ASK THE QUESTIONS AND GET THE ANSWERS IN PERSON AS OPPOSED TO, YOU KNOW, PEOPLE WILL RESERVE WHEN THEY DO THINGS ONLINE.

SO IT'S A GOOD THING.

I KIND OF WISH WE HAD MORE OF THOSE DAYS, BUT I DO UNDERSTAND IF WE HAD MORE OF THOSE DAYS, THE SCHOOL YEAR WOULD GET LONGER.

SO I DO UNDERSTAND HOW ALL THAT WORKS.

WITH SMALL STAFFS, OUR WORKLOADS ARE MUCH HIGHER THAN WHAT OUR INDUSTRY STANDARDS ARE.

SO, APPA AND YOU'RE PROBABLY THINKING WHAT IS APPA? APPA IS THE ASSOCIATION OF PHYSICAL PLANT ADMINISTRATORS REPRESENTS MORE THAN 17,000 EDUCATIONAL FACILITIES PROFESSIONALS FROM OVER 1200 FACILITIES AND INSTITUTIONS WORLDWIDE.

APPA IS A HIGHLY RENOWNED GATHERING PLACE FOR EDUCATIONAL FACILITIES PROFESSIONALS DEDICATED TO THE ONGOING EVOLUTION OF THE PROFESSION.

THESE PEOPLE TAKE THE DATA THAT'S OUT THERE AND THEY TRANSFORM IT INTO RATIOS AND GUIDING PRINCIPLES THAT WE CAN USE.

SO IF YOU WOULDN'T MIND TURNING IN YOUR PAGE TO IN YOUR BOOK ON PAGE 47, I THINK I GOT IT AS IT LINED UP.

RACHEL. NOPE.

THERE YOU GO. SO IT'S THE SECOND TO THE LAST PAGE OF THE OF THE CMP PAGE.

I'M SORRY. ALL RIGHT.

SO THIS IS INDUSTRY STANDARDS THAT APPA HAS SUGGESTED ARE BEST PRACTICES.

THE MAINTENANCE STAFFING.

OUR SQUARE FOOTAGE FOR SCHOOLS IS 877,413FT².

THEY ARE SAYING THAT WITH THAT TYPE OF SQUARE FOOTAGE, WE NEED TO HAVE AT LEAST 14 PEOPLE, 14 FULL TIME EQUIVALENTS TO SUFFICIENTLY CLEAN OR SUFFICIENTLY MAINTAIN AND SERVICE OUR BUILDINGS.

WE HAVE 5.7 PEOPLE ON OUR MAINTENANCE STAFF, SO WE'RE TWO, TWO AND A HALF TIMES UNDER WHERE WE SHOULD BE.

THAT LEADS TO AN INCREASED LOAD.

SO THE APPA SAYS THAT THE AVERAGE PERSON SHOULD BE DOING ABOUT 62 SHOULD BE COVERING ABOUT 62,000FT².

OUR GUYS ARE COVERING ABOUT 154,000FT².

WOW. SO WE'RE SMALL.

WE'RE MIGHTY. WE DON'T ALWAYS GET EVERYTHING RIGHT AWAY.

BUT THERE'S A REASON WHY IT'S.

YOU KNOW, WE'RE JUST NOT AT THE LEVELS WHERE WE PROBABLY SHOULD BE WITH CUSTODIAN.

WE'RE IN A LITTLE BETTER SHAPE THERE.

WE STILL HAVE SOME ISSUES. SO THE APPA HAS SUGGESTED THAT WE DO 56 FTES.

WE HAVE 46.

SO THE DIFFERENCE IS TEN.

WE HAVE TEN SCHOOLS. THAT'S ABOUT ONE PERSON PER BUILDING.

WE'RE KIND OF CLOSE ON THAT.

BUT WE'RE BUDGETED FOR 46 NOT 56.

SO WE HAVE TO KIND OF KIND OF FIGURE OUT THE BUDGET STRATEGY, HOW WE CAN GET MORE PEOPLE TO DO THAT BECAUSE THE CUSTODIAL LOAD SHOULD BE, ACCORDING TO APPA, 15,000 SQUARE FEET, AND THESE GUYS ARE DOING 19,000FT².

SO IT'S KIND OF LIKE IF YOU HAD A 4000 SQUARE FOOT HOUSE, YOU GOT TO DO YOUR DUTIES.

ALL YOU GOT TO GO DO THAT 4000 SQUARE FOOT HOUSE.

ALSO NOT DO THAT.

SO THAT'S KIND OF WHERE WE'RE AT WITH THAT, WITH THAT WHOLE PROCESS.

AND THAT'S HOW WITH THE SMALL STAFFS, THAT'S WHAT IMPACTS LOW FUNDING.

THAT'S WHAT IMPACTS OUR INABILITY TO MEET THE INDUSTRY STANDARDS.

AND THEN THE LAST PAGE IS GOING TO BE THE CURRENT REPLACEMENT VALUE.

THIS IS THIS IS REALLY INTERESTING.

THE CURRENT REPLACEMENT VALUE HAS GONE UP 20% FROM LAST YEAR ALONE.

SO IT'S BASED OFF OF A SQUARE FOOTAGE COST THAT THE IEC GIVES.

THAT IS $4,481 PER SQUARE FOOT.

SO WHEN I WAS HERE LAST YEAR, I PRESENTED THE YEAR BEFORE WE WERE AT $404 PER SQUARE FOOT.

[00:55:05]

NOW WE'RE AT 481.

WHERE I THINK THIS IS RELEVANT.

IS THAT, YEAH, IT WENT UP 70, $77 PER SQUARE FOOT.

BUT WE NEED TO KEEP THIS FIGURE IN MIND AS WE'RE WORKING DOWN THE ROAD WITH THE NEW BUILD, BECAUSE THIS IS ACTUALLY A YEAR OLD ALREADY AND I HAVE NOT RECEIVED WHAT NEXT YEAR IS GOING TO BE. A LOT OF PEOPLE THAT I TALKED TO IN THE STATE ARE THINKING IT'S GOING TO BE OVER 500.

SO, YOU KNOW, THAT BECOMES A BIG PRICE TAG FOR A NEW SCHOOL.

THIS IS SOMETHING TO KIND OF THINK ABOUT A LITTLE BIT.

IF YOU WORK YOUR WAY DOWN, YOU'LL SEE THAT THE CURRENT THE TOTAL FOR THE CURRENT REPLACEMENT VALUE.

AND THIS IS KIND OF RELEVANT BECAUSE OF WHAT THE HURRICANE DID TO THOSE STATES, LIKE IN, YOU KNOW, THE APPALACHIAN MOUNTAINS AND EVERYTHING.

IT'S DEVASTATED.

AND I WAS THINKING AS I'M WATCHING THESE, THESE PICTURES AND VIDEOS, I'M LIKE, I MEAN, THESE PEOPLE'S HOUSES, THIS IS PEOPLE'S I MEAN, THEIR CARS ARE TOTALLY UNDERWATER.

WHAT'S THE SCHOOLS LOOK LIKE? THE SCHOOLS ARE PROBABLY TOTALLY DAMAGED.

SO, COULD IT HAPPEN? YEAH. IT COULD.

WELL, IT WOULD COST US JUST TO DO OUR SCHOOLS.

NOT ANY OF THE OTHER SEVEN BUILDINGS.

NO BOARD OFFICE, NO.

MY BUILDING, NONE OF THAT.

$607 MILLION JUST TO REPLACE OUR SCHOOLS.

THAT'S GONE UP 100, NEARLY $100 MILLION JUST IN ONE YEAR.

SO, YOU KNOW, I KIND OF WONDER LIKE, WELL, WHERE'S THE 20% INCREASE? WHERE'S IT COMING FROM? AND I DON'T THINK THERE'S A BIG DRIVER, SINGLE DRIVER, BUT I THINK IT'S A COMBINATION OF SEVERAL.

AND THESE ARE MY THOUGHTS AND IT'S ONLY MY THOUGHTS.

I COULD BE TOTALLY OFF BASE ON THIS.

YOU KNOW THE CATCH ALL IS INFLATION.

OKAY. INFLATION IS DEFINITELY UP.

BUT I THINK AT OUR HIGHEST TIME I THINK INFLATION WAS LIKE SEVEN, EIGHT 9%.

IT WASN'T 20%.

SO OKAY.

BUT INFLATION IS A IT'S A PLAYER.

OKAY. INCREASE IN LABOR COSTS.

YOU KNOW MARYLAND WENT TO $15 AN HOUR LAST YEAR.

SO YOU HAD SOMEBODY WHO WAS MAKING 1250 AN HOUR, JUST GOT A $2.50 INCREASE.

AND THEN THEIR PERSON THEY WERE WORKING NEXT TO WAS MAKING $16 AN HOUR.

WELL, THE COMPANY'S GOT TO COMPENSATE THAT PERSON TO KEEP THEM, KEEP EVERYTHING FAIR.

SO THERE'S A SHIFT IN PAYROLL POLICIES FOR THESE, FOR THESE FOLKS WHO PASSED THE BUCK, THEY PASSED THE BUCK TO THE CONSUMER.

SO WE HAVE TO DO SOMETHING WITH THE CONTRACT WITH THE VENDOR.

WE'RE PAYING A HIGHER, HIGHER DOLLAR AMOUNT BECAUSE OF THAT AS WELL.

AND THEN THERE'S SOMETHING THAT I REALLY THINK IS INTERESTING.

WE'RE SEEING IT IN OUR PURCHASING DEPARTMENT, AND IT'S SOMETHING THAT'S NOT REALLY TALKED ABOUT, BUT IT'S, YOU KNOW, YOU FOLLOW THE WALL STREET, YOU FOLLOW THE NUMBERS.

AND EVERY NOW AND THEN FOR REALLY NO APPARENT REASON.

NO, NO POLITICS, NO ENVIRONMENTAL, NO WAR, NO NOTHING.

JUST EVERYTHING KIND OF CRASHES FOR A DAY.

AND THEN YOU HEAR THE FINANCIAL ANALYSIS COME OUT OF ANALYSTS COME OUT AND THEY SAY THAT COMPANIES ARE TAKING PROFITS OR SHARING THEIR PROFIT, TAKING THEIR VALUES ARE HIGH IN THEIR STOCKS. THEY'RE PULLING IT ALL BACK, MAKING SOME EXTRA MONEY.

AND A COUPLE OF DAYS IT WORKS ITSELF OUT AND THEY'RE RIGHT BACK IN BUSINESS AGAIN.

I THINK WHAT'S HAPPENING WITH OUR CONTRACTS DURING THE COVID YEARS, YOU KNOW, THEY WERE LOCKED INTO A CERTAIN PRICE AND SOME OF THESE COMPANIES REALLY GOT RAKED OVER THE COALS.

I HAD SEVERAL CALLS THE LAST COUPLE OF YEARS SAYING, CAN WE RENEGOTIATE? AND I SAID, NO, I'M NOT GOING TO RENEGOTIATE BECAUSE I KNEW WHAT WAS COMING.

WHEN THE CONTRACT COMES AROUND AGAIN, YOU'RE GOING TO REALLY UP IT.

AND THAT'S WHAT WE'RE SEEING. WE'RE SEEING THAT IN OUR CONTRACTS.

OUR CONTRACTS ARE GETTING HEAVILY BID HIGH, AND IT'S BEEN A COUPLE THAT WE'VE ACTUALLY SHUT DOWN AND GAVE 30 DAYS TO COOL OFF.

AND IT WILL PUT THE BID BACK OUT THERE AGAIN.

AND WE'VE SEEN THE COMPANIES COME BACK TO US A LITTLE BIT.

BUT THEY WANT TO THEY'RE TRYING TO MAKE UP FOR LOST TIME.

YOU KNOW, THE ONES THAT DID WELL AND SURVIVED, THEY DON'T HAVE A LOT LEFT IN THEIR CASH RESERVES.

THEY'RE STRUGGLING. AND SO NOW THEY'RE TRYING TO BUILD THAT UP A LITTLE BIT.

SO I THINK THAT'S A THAT'S AN ISSUE ALSO.

SO BETWEEN INFLATION LABOR AND THE CONTRACT RENEWAL I THINK IT IS DRIVING SQUARE FOOT PRICES UP BY 2,020%.

SO THAT IS THE CMP.

I'M AVAILABLE FOR ANY KIND OF QUESTIONS.

AND IF NOT IF I SAY I SEEK YOUR APPROVAL OF THE CMP.

QUESTIONS, BOARD MEMBERS COMMENTS.

YOU ANSWERED THE PRIMARY QUESTION I HAD ABOUT THAT 20%.

WHERE IS THAT COMING FROM? WHAT'S DRIVING IT? I MEAN, THOSE ARE GOOD THEORIES.

WHO KNOWS FOR SURE. SOME OF IT YOU DO GET FEEDBACK AND HEAR.

YEAH. BUT IF THAT CONTINUES, JUST THINK OF WHERE THIS IS HEADED.

AND I CAN'T SEE IT GOING UP 20% NEXT YEAR.

I THINK THERE'S GOING TO BE A LOT OF ALARMS AND WHISTLES THAT ARE BLOWN.

AND IF IT GOES UP LIKE THAT AGAIN, I THINK THERE'S A LITTLE BIT OF PROFIT TAKING HAPPENING RIGHT NOW.

YEAH. SO, THAT'S WHY IT DOES MAKE YOU THINK WHEN YOU SEE THE VIDEOS AND READ THE STORIES ABOUT WHAT HAPPENED IN THE SOUTHEASTERN STATES, INCLUDING TENNESSEE, OF COURSE. YEAH. NORTH CAROLINE AND OTHERS THAT, YOU KNOW, THE ONE THE IMAGES THAT WERE SO PROMINENT OF PEOPLE ON THE ROOF OF THE HOSPITAL.

WELL, THANK GOODNESS THEY'RE BEING RESCUED.

WHAT HAPPENED TO THE HOSPITAL? AND WHAT WERE PEOPLE DOING WITHOUT THAT HOSPITAL? AND CERTAINLY THE SCHOOLS WERE DAMAGED OR DESTROYED.

HAD TO BE IF THERE WERE ANY SCHOOLS IN THAT AREA WHERE THE FLOODING WAS GOING ON.

SO IT MAKES YOU THINK AND YOU LOOK AT THAT TOTAL DOLLAR VALUE THERE.

[01:00:04]

IT'S JUST BREATHTAKING.

YES. THAT'S THE THAT'S THE INVESTMENT.

THAT'S OUR VALUE. EVEN ONE SCHOOL WAS GONE.

YES. THAT INVESTMENT WAS JUST A REMARKABLE LOSS.

SO WE'LL THINK ON THE POSITIVE SIDE THAT WE'RE GOING TO KEEP MAKING IT ALL BETTER AND WE'LL JUST KEEP MAKING WHAT'S GOING WELL.

RIGHT. YEAH. BUT THAT'S YOU KNOW, IT ALSO UNDERSCORES HOW IMPORTANT THE ROOFING WORK IS THAT'S BEEN UNDERTAKEN OVER THE LAST FEW YEARS.

YOU SAID YOU WERE IN THE ROOFING BUSINESS, AND YOU WERE.

AND THE ROOF IS DEFINITELY ESSENTIAL TO KEEP RAINWATER OUT OF THE BUILDING.

CORRECT. WHICH IS ANYBODY WHO MANAGES INFRASTRUCTURE KNOWS IF YOU DON'T MAINTAIN YOUR ROOF, THE BUILDING GOES.

YES. JUST A MATTER OF HOW LONG? YEAH. YOU KNOW, WATER GETS INTO THAT BUILDING.

WHAT HAPPENS NEXT? EVEN IF IT'S NOT A SEVERE AMOUNT.

MOLD AND MILDEW? YES.

MOLD AND MILDEW. NOW WHAT? IT GETS INTO YOUR HVAC SYSTEM.

SAY GOODBYE TO THAT. SO, YEAH.

IT'S GOOD. GOOD STUFF.

YES. ALL RIGHT.

NO OTHER COMMENTS OR QUESTIONS.

ENTERTAIN A MOTION TO APPROVE.

YES. CAN WE LEAVE? YES. OF COURSE. I SHOULD HAVE SAID THAT TO YOU.

WE KNOW YOU DON'T HAVE ANY HOMEWORK OR ANYTHING ELSE TO DO.

WE MADE YOU SIT THROUGH MR. MINGLE. CMP.

THERE YOU GO.

YOU'RE ALSO WELCOME TO STAY.

SEE YOU GUYS. YEAH. SEE YOU GUYS AT HOMECOMING.

HOMECOMING? I THOUGHT SHE WAS GOING TO SAY, OH, WE DON'T CARE ABOUT ROOFS.

I THOUGHT YOU HAD A GOOD QUESTION FOR ME.

FOR HOMECOMING OR, LIKE, THAT ROOF LOOKS REAL NICE.

YEAH. YEAH.

WELL, YOU KNOW, ALL KIDDING ASIDE, FOR THE STUDENTS, THEY CERTAINLY WILL NOTICE WHEN THE INFRASTRUCTURE IS NOT WORKING.

RIGHT, AND IT CAN MAKE THEIR DAY MISERABLE.

AND THAT'S WHAT THE STAFF, OF COURSE.

SO ALL RIGHT, SO WE HAVE A MOTION TO APPROVE THE PLAN.

SURE I CAN DO THAT. I MAKE A MOTION TO APPROVE THE COMPREHENSIVE MAINTENANCE PLAN.

WE HAVE A SECOND. I SECOND THE MOTION SECOND.

ALL IN FAVOR? AYE.

NONE OPPOSED? ALL RIGHT.

WELL DONE. THANK YOU VERY MUCH.

THANK YOU. THANK YOU, BILL.

ALL RIGHT. NOW, THE CITIZENS ADVISORY COMMITTEE, WE, IT'S OUR YEAR TO NOMINATE THE MEMBERS.

WHO'S GOT THAT BALL? YOU OR I? EITHER ONE.

GO AHEAD. OKAY. THAT'S, AS PRESIDENT BARTON SAID, THIS IS THE YEAR BOARD MEMBERS MAKE THEIR NOMINATIONS TO THE CITIZENS ADVISORY COMMITTEE.

THE CAC, SINCE WE'RE USING A LOT OF ACRONYMS TONIGHT, THE CITIZENS ADVISORY COMMITTEE MEETS MULTIPLE TIMES A YEAR.

THEIR ROLE IS TO PROVIDE FEEDBACK TO THE BOARD ON POLICIES THAT THE BOARD IS CONSIDERING TO SOLICIT STAKEHOLDER FEEDBACK, AND AS WELL AS TO PROVIDE FEEDBACK ON THE BUDGET AND CALENDAR OR SOME OF THE ITEMS THEY DEAL WITH.

SO, THE BOARD MEMBERS THIS YEAR, EACH OF YOU HAS MADE A NOMINATION.

THIS THIS INDIVIDUAL WILL SERVE FOR TWO YEARS.

SO YOU HAVE THOSE AS A SLATE.

AND THANK YOU BOARD MEMBERS FOR ALL NOMINATING SOMEBODY.

AND THEN WE ALSO HAVE BECAUSE IN ONE YEAR BOARD MEMBERS THE FOLLOWING YEAR PRINCIPALS.

WE HAVE TWO OPEN SEATS FROM SCHOOLS.

AND THAT ONE MEMBER MOVED AWAY FROM THE COMMUNITY.

THE OTHER ACTUALLY WILL BE JOINING THIS BOARD IN DECEMBER.

SO, THEY COULD NO LONGER SERVE ON THE CAC.

SO THE SCHOOL PRINCIPALS IN THOSE TWO SCHOOLS, DENTON ELEMENTARY AND KERNEL MIDDLE NOMINATED TWO PARENTS TO FILL THEIR SPOTS.

SO BEFORE YOU TONIGHT IS FILLING OR APPROVING ONE YEAR TERMS FOR CARA CALLAWAY AND KATHLEEN ESKRIDGE AND THEN APPROVING TWO YEAR TERMS FOR EACH OF YOUR REPRESENTATIVES THAT YOU'VE NOMINATED.

OKAY. THANK YOU FOR DOING THAT.

YOU DID A BETTER JOB THAN I WOULD HAVE.

I APPRECIATE IT VERY MUCH.

DO WE HAVE ANY QUESTIONS OR COMMENTS? I THINK WE'LL HAVE TO MOVE FORWARD WITH TROY OUT OF THE ROOM FOR A MINUTE.

I'M SURE HE SUPPORTS HIS NOMINEE.

SURE, HE DOES. I'M PRETTY SURE HE WILL.

SO, DO WE HAVE A MOTION TO APPROVE THIS ACTION ITEM? I'LL MOTION THAT WE APPROVE THE NOMINEES FOR CITIZENS ADVISORY COMMITTEE.

DO WE HAVE A SECOND? I SECOND THAT MOTION.

THANK YOU. ALL IN FAVOR? AYE. PASSES.

WE'LL MOVE AHEAD.

I SAID OH, HE SAID I GOT YOU.

THANK YOU. THANK YOU. THANK YOU.

WONDERFUL. THAT'S GREAT.

THESE ARE REALLY GOOD PEOPLE.

BY THE WAY, SINCE YOU MENTIONED STEPHANIE JOHNSON, WHO WAS ON THE CITIZENS ADVISORY COMMITTEE, SHE DID REACH OUT TO ME BEFORE THE MEETING, IN FACT, YESTERDAY, AND EXPRESSED HER REGRET SHE WOULD HAVE BEEN HERE ATTENDING AND WATCHING.

AND SHE I DON'T THINK SHE'D MIND ME, YOU KNOW, SHARING THAT WITH EVERYBODY.

AND ALSO SHE SAID SHE DIDN'T WANT ANYBODY TO THINK THAT.

SHE JUST, YOU KNOW, IGNORING US AND NOT INTERESTED.

[01:05:02]

ESPECIALLY THE LAST MEETING.

LAST OFFICIAL MEETING BEFORE OR ACTUAL MEETING AFTER WORK SESSION, BUT BEFORE THE ELECTION.

SHE TAKES IT SERIOUSLY.

SHE CARES ABOUT PAYING ATTENTION.

AND SHE CERTAINLY CAN WATCH THE RECORDING LATER.

BUT SHE WANTED TO EXPRESS HER REGRET FOR NOT BEING THERE.

SO NOW WE MOVE ON TO THE NEXT ACTION ITEM.

POLICIES AND REVISION.

AND YOU'VE DONE SUCH A GREAT JOB WITH THIS.

WE APPRECIATE IT. DR. WILLOUGHBY.

THANK YOU, PRESIDENT BARTON.

DR. SIMMONS, MEMBERS OF THE BOARD.

THREE POLICIES.

WELL, FOUR POLICIES TONIGHT THAT ARE COMING FOR YOU FOR ACTION.

THREE OF THEM ARE REVISIONS THAT, BY YOUR POLICY-ON-POLICY DEVELOPMENT FALL INTO THE CATEGORY THAT THEY CAN BE APPROVED IN A SINGLE READ, BECAUSE EITHER THE REVISIONS ARE MINIMAL OR THE REVISIONS ARE STATE MANDATED LANGUAGE.

AND SO WE'RE GOING TO WALK THROUGH EACH OF THOSE THREE AND SORT OF EXPLAIN WHERE THEY ARE.

AND THEN ONE THAT WILL BRING FOR RETIREMENT.

I'LL EXPLAIN THAT AS WELL.

SO STARTING WITH THE POLICY THREE 3130, WHICH IS THE USE OF DRUG DETECTING DOGS, THIS IS A CURRENT POLICY THAT IF YOU LOOK IT UP IN OUR POLICY BOOK, HAS A SINGLE PARAGRAPH AS THE POLICY, THAT POLICY, THAT PARAGRAPH, I'M SORRY, IS INCLUDED IN WHAT IS PRESENTED TO YOU AS A NEW POLICY IN THE POLICY STATEMENT.

THAT IS PART TWO POLICY STATEMENT.

THAT IS YOUR CURRENT POLICY.

OKAY. THERE IS THEN A REGULATION THAT GOES ALONG WITH IT, AND THE REGULATION VERBATIM IS WHAT HAS BECOME IMPLEMENTATION GUIDELINES TO TRY TO MAKE THIS A LITTLE BIT MORE ROBUST AS A POLICY INSTEAD OF A SINGLE PARAGRAPH POLICY.

IN TALKING WITH MR. CASSERLY, WHO IS OUR SAFETY AND SECURITY COORDINATOR.

MANY OF THE THINGS IN THAT IMPLEMENTATION ARE NOT NECESSARILY THINGS THAT YOU WANT TO HAVE IN A REGULATION THAT CAN BE CHANGED WITHOUT BOARD APPROVAL.

FOR EXAMPLE, IN THE REGULATION, IT SAYS THAT A DOG WILL NOT SNIFF A PERSON.

WELL, IF YOU CHANGE, IF THAT WERE TO EVER BE CHANGED, THAT'S A PRETTY BIG POLICY DECISION THAT PROBABLY NEEDS TO HAVE BOARD APPROVAL, BECAUSE THAT'S CHANGING THE ENTIRE, YOU KNOW, SCOPE OF THE USE OF DRUG DETECTING DOGS.

IT DOESN'T NEED TO BE IN A REGULATION THAT REALLY SHOULD BE POLICY LANGUAGE.

SO WHAT THIS IS BRINGING BEFORE YOU IS REALLY TAKING THAT POLICY RIGHT NOW, THAT SINGLE PARAGRAPH POLICY, MAKING IT THE POLICY STATEMENT AND THEN TAKING THAT REGULATION AND MAKING IT THE IMPLEMENTATION GUIDELINES IN POLICY SO THAT ANY REVISION TO IT AT A LATER DATE DOES HAVE TO COME BACK BEFORE THIS BOARD.

NO NEW LANGUAGE.

EVERYTHING THAT IS HERE IS VERBATIM WHAT YOU ALREADY HAVE PACKAGED DIFFERENTLY FOR A DIFFERENT LEVEL OF OVERSIGHT, IF THAT MAKES SENSE TO EVERYBODY. SO ANY QUESTIONS ABOUT IT? IT IS EXACTLY OUR CURRENT PRACTICE.

IT IS EXACTLY WHAT'S CURRENTLY WRITTEN, BUT BRINGING THE REGULATION BACK UNDER A POLICY UMBRELLA SO THAT THERE'S MORE OVERSIGHT THERE.

I'LL PAUSE THERE.

OKAY. QUESTIONS? OKAY. OKAY.

THE SECOND POLICY THEN IS REGISTERED SEX OFFENDERS ON SCHOOL PROPERTY.

THIS AGAIN IS CURRENT LANGUAGE.

IT IS IN OUR POLICY BOOK.

HOWEVER, WHEN YOU LOOK AT IT IN OUR POLICY BOOK IT ITSELF IS A REGULATION UNDER THE SCHOOL SAFETY.

UNDER THE I'M SORRY UNDER THE POLICY ENTITLED SAFETY WHICH MEANS AGAIN REGULATION CAN BE CHANGED WITHOUT BOARD APPROVAL.

I'M SURE IT WAS PUT THERE FOR GREAT REASON.

YOU KNOW, THIS COMES FROM 2008 WHEN IT WAS LAST REVIEWED.

BUT AND AGAIN, TALKING WITH MR. CASSERLY AND JUST KIND OF LOOKING AT WHAT THIS IS TALKING ABOUT AND THE LEGAL REFERENCES TO THIS TOPIC.

AND JUST TO BE FRANK, THE, THE PUBLIC INTEREST IN THIS TOPIC, SHOULD IT EVER BECOME A THING, IT NEEDS TO BE MORE THAN A REGULATION, TOO, IT REALLY NEEDS TO BE A POLICY THAT YOU HAVE OVERSIGHT OF.

AND SO IT WILL BECOME A NEW POLICY.

FIVE 5130.

SAME EXACT LANGUAGE AS YOUR CURRENT REGULATION, BUT BRINGING IT INTO POLICY STATUS SO THAT AGAIN, CHANGES TO THAT.

THIS IS ANOTHER TOPIC THAT IF YOU EVER MADE A CHANGE TO HOW YOU WERE GOING TO TREAT SEX OFFENDERS ON SCHOOL PROPERTY, PROBABLY NEEDS TO HAVE THAT CHANGE DONE BEFORE THE BOARD WITH A VOTE WITH PUBLIC INPUT INSTEAD OF JUST A REGULATION CHANGE.

SO IT'S JUST AN UPGRADE, BUT NO NEW LANGUAGE IN THIS POLICY BY.

ANY QUESTIONS ON THAT ONE? OKAY. NONE SO FAR.

WE'RE DOING GOOD. OKAY.

THE THIRD POLICY THIS IS A NEW POLICY AGAIN 55140 NEW POLICY CODE.

[01:10:09]

THIS IS FOR STUDENT REGISTERED SEX OFFENDERS, WHICH IS A TOPIC THAT THERE WAS A LAW PASSED BY THE GENERAL ASSEMBLY.

AND THEN IN JULY WE GOT MODEL POLICY LANGUAGE FROM MSD TALK WITH MR. HOWIE ON THROUGH STUDENT SERVICES.

IF WE EVER HAD A STUDENT THAT WAS IN THIS CATEGORY, THE LAW IS VERY CLEAR.

THEY DO NOT COME ON SCHOOL PROPERTY.

HOWEVER, THE SCHOOL SYSTEM STILL HAS THE OBLIGATION TO PROVIDE FAPE AND TO PROVIDE EDUCATIONAL SERVICES.

THE MODEL POLICY REFERENCES THE LAW ABOUT NOT COMING ON SCHOOL PROPERTY DEFINES WHAT SCHOOL PROPERTY IS, AND THEN TALKS ABOUT OPTIONS THAT THE SCHOOL BOARD HAS TO PROVIDE THAT STUDENT WITH EDUCATION, WHETHER THAT IS A VIRTUAL PROGRAM, WHETHER THAT IS INDIVIDUAL ONLINE INSTRUCTION OR THAT IS ENROLLMENT IN A NONPUBLIC CENTER.

AND HOW THAT WOULD HAPPEN, THE FACT THAT THERE WILL BE A TEAM THAT GATHERS IN ORDER TO MAKE THE DECISION AND HOW THAT CHILD WILL BE EDUCATED.

AND THEN IF THERE DOES COME A TIME THAT THE CHILD IS NO LONGER IN THAT CATEGORY OF BEING A REGISTERED SEX OFFENDER OR JUVENILE REGISTRANT, WHAT THAT TRANSITION BACK TO SCHOOL LOOKS LIKE FOR THE CHILD, FOR THE SCHOOL, FOR THE WHOLE COMMUNITY.

SO WE'VE TALKED AND TOOK A LOOK AT THE MODEL POLICY AND THE LANGUAGE THAT WAS IN THE MODEL POLICY AND REALLY FELT LIKE THAT WAS THE LANGUAGE WE NEEDED TO TAKE.

SO THIS REPRESENTS THE MODEL POLICY THAT CAME FROM MSD WITHOUT REVISION.

AND IT REALLY IS THAT THEY'RE NOT ALLOWED ON SCHOOL PROPERTY.

WE HAVE AN OBLIGATION TO EDUCATE.

AND HERE'S WHAT THE OPTIONS ARE TO DO THAT.

AND SHOULD THEIR STATUS CHANGE, WE WILL TRANSITION BACK IS REALLY WHAT THIS POLICY SAYS.

SO BRINGING THOSE THREE TO YOU UNDER THAT HEADING OF APPROVAL AND SINGLE READ BECAUSE THERE ARE NOT CHANGES THAT ARE SUBSTANTIVE.

THERE ARE A COUPLE UPGRADES TO BRING THEM BEFORE, YOU KNOW, PUTTING THEM REALLY IN THE BOARD'S PURVIEW AND THAT THE ONE NEW POLICY, THE TRUE NEW POLICY IS THE MODEL POLICY PROVIDED BY MSD.

QUESTIONS? COMMENTS? DID I HEAR YOU SAY THAT THERE'S NO ONE WHO FALLS INTO THAT STUDENT? I DON'T KNOW THAT AS OF RIGHT THIS SECOND, I DON'T THINK WE DO NOT HAVE A STUDENT THAT IS INVOLVED IN THAT RIGHT NOW.

RIGHT. WHAT A CHALLENGING SITUATION, RIGHT? SO HEARING NO QUESTIONS OR COMMENTS, I THINK WE CAN VOTE ON THESE AT ONCE.

IS THAT CORRECT? SO DO WE HAVE A MOTION TO APPROVE THESE THREE POLICIES? I MOVE THAT WE ACCEPT THE POLICIES THAT WERE PRESENTED THIS EVENING ON STUDENT REGISTERED SEX OFFENDERS, REGISTERED SEX OFFENDERS ON SCHOOL PROPERTY AND DRUG DETECTING DOGS.

VERY GOOD. THANK YOU. DO WE HAVE A SECOND? I'LL SECOND. OKAY.

ALL RIGHT. HAVING A MOTION AND A SECOND.

ALL IN FAVOR? AYE. ALL RIGHT.

PASSES. THANK YOU.

SO THEN OUR NEXT AGENDA ITEM IS THE RETIREMENT OF A POLICY WHICH IS ONE 1210.

THIS POLICY IS CALLED ADMITTANCE TO BUILDINGS.

AND WHEN YOU LOOK AT THE POLICY TITLE AND YOU LOOK AT IT, YOU WOULD THINK THIS WOULD TALK ABOUT LIKE, OKAY, THIS IS OUR POLICY ON WHO IS ALLOWED INTO OUR BUILDINGS, RIGHT? THAT'S WHAT WE WOULD THINK.

AND THEN WHEN WE READ THE POLICY, WHAT IT ACTUALLY IS, IS IT'S ONE LINE AND IT SAYS THAT STUDENTS WILL BE ADMITTED TO THE BUILDING AT A REASONABLE TIME, DETERMINED BY THE SUPERINTENDENT. THAT DOESN'T REALLY MATCH EXPECTATIONS WHEN YOU READ THE TITLE.

BUT EVEN WHEN YOU READ THE TITLE THAT REALLY IS GOING TO BELONG IN OUR IN OUR SAFETY POLICY.

AND MR. GASTOLI IS REVIEWING OUR SAFETY POLICY AND WILL BE IF YOU REMEMBER, LAST YEAR WE RETIRED A FEW OLDER POLICIES ALSO THAT WERE IN THAT SAFETY.

AND WE'RE GOING TO TRY TO ENCOMPASS THAT IN THE SAFETY POLICY.

AND THIS IS ANOTHER ONE OF THOSE SINGLE LINE DOESN'T SEEM TO MATCH.

OF COURSE WE'RE GOING TO LET KIDS IN THE BUILDING AT A REASONABLE TIME EACH MORNING BECAUSE WE HAVE TO EDUCATE THEM.

AND THE THINGS THAT YOU WOULD HAVE EXPECTED TO BE IN A POLICY TITLED ADMITTANCE TO BUILDINGS LIKE WHO YOU'RE ALLOWING IN AND WHAT THE PROCESSES ARE AND WHAT CHECKS WE MAKE, AND ALL THOSE SORTS OF THINGS WILL BE ENCOMPASSED IN THE SAFETY POLICY WHEN WE BRING IT TO YOU FOR REVIEW AT A LATER DATE.

SO THAT IS THE REASON FOR THIS RETIREMENT.

DO YOU THINK THE POLICY APPROVED IN 1988? I MEAN, EVEN I WOULD HAVE THOUGHT 1888.

YEAH, THERE HAD TO BE A REASON, RIGHT? THAT'S WHAT I KEEP SAYING. IT'S LIKE, WHAT WAS THE THEORY THAT HAD TO BE ONE THING.

[01:15:01]

SOMEBODY THAT DROVE THE BOARD TO SAY, WE GOT TO DO IT.

I DON'T THAT'S BIZARRE.

WELL, IT'S PRETTY EASY, I THINK.

DO WE HAVE A MOTION TO APPROVE THE RETIREMENT OF THIS WONDERFUL POLICY? SURE. I'LL MAKE A MOTION TO RETIRE THE ADMITTANCE TO BUILDINGS POLICY.

SECOND. SECOND.

THANK YOU. ALL IN FAVOR? AYE. THANK YOU.

THANK YOU. FOR A SECOND THERE, I THOUGHT MAYBE YOU COULD BELONG BECAUSE WE WEREN'T GOING TO GET A MOTION.

I'M HERE FOR IT. THANK YOU VERY MUCH.

AND NOW WE MOVE TO REPORTS AND PRESENTATIONS.

[5. Reports and Presentations]

WE HAVE PAST SEPTEMBER 30TH, THE OFFICIAL DATE.

IT IS OCTOBER 1ST.

AND SO THE SEPTEMBER ENROLLMENT UPDATE.

YEAH. MR. HOWIE LITERALLY HAD LESS THAN ONE DAY TO PULL TOGETHER THE SEPTEMBER 30TH ENROLLMENT COUNT REPORT.

BUT UP TO THE BUILDING TO DO IT.

YES. SO WE WILL PREFERENCE.

THIS IS HILLARY.

HE WILL SAY IT AS WELL.

I KNOW MULTIPLE TIMES THIS IS VERY, VERY, VERY, VERY, VERY PRELIMINARY.

VERY DRAFT, VERY UNOFFICIAL.

VERY. THERE YOU GO.

YES. PRESIDENT BARTON, DR.

SIMMONS AND MEMBERS OF THE BOARD, ANYBODY WHO SAID, FIRST OF ALL, I JUST GOT TO SAY THIS, THE TEAMWORK AND COLLABORATION, THE SYNERGY THAT IS HERE IS REALLY OUTSTANDING.

WHEN YOU WATCH YOUR STUDENTS REPORT AND THEY DON'T JUST REPORT ON THEIR SCHOOL, BUT EVERY SCHOOL IN THEIR AREA, IT KIND OF REVERBERATES IN THAT WHOLE ONE FAMILY, ONE VISION, AND IT REALLY IS REFRESHING. I JUST HAD TO SAY THAT AND HOW IT ALL TIES TOGETHER.

IT'S REALLY IMPORTANT. AND I REALLY WANT TO APPLAUD EACH SCHOOL, ESPECIALLY THE ENROLLMENT SECRETARIES WHO WORK THEIR TAILS OFF TO GET ALL OF THIS STUFF DONE.

OUR PBWS AND OUR COUNSELORS WHO ARE OUT THERE FOLLOWING UP WITH FAMILIES, AND OUR TEACHERS WHO ARE MAKING CONTACTS OR ADMIN OR FOLLOWING UP.

IT IS TRULY A TEAM EFFORT.

SO I'M GOING TO TALK A LITTLE BIT ABOUT THE TEN DAY COUNT, THE 30 DAY COUNT AND SOME OF OUR TRENDS.

SO JUST TO START THIS OFF, WHY DO WE DO IT? WELL, OUR TEN DAY COUNT KIND OF IS AN EARLY INDICATOR FOR ENROLLMENT.

IT'S LETTING US KNOW WHERE WE'RE AT.

IT ALSO HELPS US GAUGE PRE-K ENROLLMENT, WHICH WE HAVE A LITTLE BIT OF FLEXIBILITY OR TIMING WITH.

WE NEED TO FIND OUT IF FAMILIES HAVE RELOCATED, IF WE NEED TO FIND SOME FOLKS WHO'VE MOVED AND INTERVENE FOR PEOPLE WE HAVE SOME ATTENDANCE CONCERNS WITH.

AND WHY DOES ENROLLMENT MATTERS? AND THIS IS KIND OF TAKEN RIGHT FROM MSD.

THAT IS THE OFFICIAL ENROLLMENT COUNT FOR HOW THEY DETERMINE FUNDING.

TO PUT IT VERY BRIEFLY, AND IT IS A SNAPSHOT.

AND WHAT I MEAN BY THAT IS THEY MAY HAVE BEEN HERE ON SEPTEMBER 7TH, BUT IF THEY'RE NOT HERE.

ON THE 30TH OR THIS WEEK, WE DON'T GET THEM.

SO AND THEY MAY COME BACK TWO WEEKS LATER.

SO, IT'S THAT'S WHY IT'S SO CRITICAL THAT WE'RE FOLLOWING UP, BECAUSE THAT FUNDING IS WHAT PROVIDES US THE RESOURCES TO DO WHAT WE NEED FOR ALL OF OUR STUDENTS.

ALL RIGHT. SO, HERE'S SOME TEN YEAR TREND INFORMATION.

SO THIS IS HARD TO READ AT HOME.

BUT I'LL JUST TO SUMMARIZE IT YOU SEE THAT BIG DROP OFF.

ANYBODY KNOW WHAT THAT WAS COVID.

SO, 14-15 WE'RE CRUISING ALONG.

YOU SEE THE GROWTH RATE IS STEADY.

AND THEN WE PLUMMET DOWN AND I SAY PLUMMET.

IT'S ABOUT 300 AROUND YOU KNOW, 2021.

AND IT WAS TRULY THE IMPACT OF COVID.

IF YOU LOOK AT THE CENSUS DATA FOR CAROLINE COUNTY FROM 2014 TO NOW, WE'VE GROWN BY ABOUT 127 PEOPLE.

SO 300 IS ABOUT RATIONAL FOR THAT KIND OF SHOE.

BUT IF YOU ALSO SEE COMING BACK EACH YEAR WE'RE STEADILY MOVING UP, NOT AT THAT RATE THAT ONE YEAR GAVE US, BUT WE'RE CLIMBING BACK.

SO THIS IS GOING TO BE HARD TO READ FROM HERE.

BUT WE GAVE YOU A QUICK TEN DAY COUNT BY OUR ELEMENTARY, MIDDLE AND OUR HIGH SCHOOL.

AND IF YOU NOTICE OUR GRAND TOTALS DOWN AT THE BOTTOM WITHOUT PRE-K, WE HAVE 5138 WITH PRE-K 5472.

OKAY. THAT'S IMPORTANT BECAUSE WHEN YOU LOOK AT OUR SEPTEMBER 30TH DATA, IF YOU LOOK AT THOSE NUMBERS DOWN AT THE BOTTOM, AND I CAN'T EVEN READ IT FROM HERE FOR THE K THROUGH 12, BUT WE'RE LOOKING AT 56, 67, ALL INCLUDED.

SO YOU CAN SEE THE NUMBER GOES UP PRETTY SIGNIFICANTLY FROM OUR PREVIOUS SLIDE, WHICH WAS DOWN AT 5472.

SO THAT IS THE EFFORTS OF PEOPLE GOING OUT AND FINDING THE PEOPLE WHO DIDN'T SHOW UP TO THOSE FIRST TEN DAYS.

THAT'S WHAT I MEAN, HOW POWERFUL THAT TEAMWORK IS.

ANOTHER REPRESENTATION IS JUST SHOWING YOU THIS AS WELL.

AND IF YOU SEE THAT BOTTOM NUMBER IN THE RIGHT HAND CORNER, IT SAYS WE'RE DOWN NINE STUDENTS.

THAT'S WHEN WE'RE INCLUDING PRE-K.

WE'RE ACTUALLY UP 139 STUDENTS OVER LAST YEAR.

THAT'S PRETTY SIGNIFICANT FOR AN AREA THAT ONLY GREW BY 1200 PEOPLE IN A TEN YEAR PERIOD.

THAT IS THE IMPACT OF THIS IS THE CHANGES IN OUR PRE-K.

[01:20:01]

THE INCOME RESTRICTIONS THAT HAVE COME WITH IT HAVE DROPPED OUR PRE-K NUMBERS.

THAT IS WHERE WE'RE SEEING THE BIGGEST DEFICIT IN STUDENTS.

SO KIND OF HITTING ON THAT, I'LL SLOW DOWN.

GO AHEAD. NOW I'M GOING TO JUMP IN. DO YOU HAVE? DO YOU HAVE A SLIDE HERE ON THE PRE-K OF WHY THE DIP IN PRE-K? I DIDN'T DO A SLIDE ON IT, BUT I AM GOING TO MENTION IT.

OKAY, I'LL LET YOU. SO, JUMP IN.

WE TALK ABOUT SOME OF THE TRENDS AND RATIONALE.

THE FIRST THING I WANT TO BRING UP WAS HOME SCHOOL OR HOME INSTRUCTION.

OKAY. AND IF YOU LOOK AT 23, 24, WE HAD A TOTAL OF 466 KIDS WHO TOOK IT OR FAMILIES WHO TOOK ADVANTAGE OF THIS OPTION.

THIS IS THEIR RIGHT.

LSS MEANS WE'RE SUPERVISING UNDER AN UMBRELLA.

MEANS THEY HAVE A LITTLE BIT MORE SUPERVISION FROM THE PROGRAM THAT THEY'RE UNDER, AND THAT BREAKS IT DOWN THAT WAY.

WE DID THAT FOR YOU AS WELL.

THIS YEAR WE'RE AT 504.

THIS IS ONE OF THE AREAS WHERE WE WE'VE SEEN A LITTLE BIT OF A LOSS OF STUDENTS.

THE OTHER ISSUE, AS I SAID WITH PRE-K, THAT INCOME RESTRICTION HAS MADE IT MADE IT IMPOSSIBLE FOR US TO PLACE EVERY SINGLE STUDENT WHERE IN THE PAST WE WOULD HAVE BEEN ABLE TO DO IT.

WE ALSO HAVE MOVED IN RECENT YEARS FROM A PART DAY MODEL TO A FULL DAY MODEL.

WE'RE IN A HALF DAY.

YOU HAD AN AM AND PM SO YOU COULD CAPTURE MORE FAMILIES WITH A FULL DAY.

ALTHOUGH THEY'RE GETTING LONGER TIME PERIOD IN SCHOOL, YOU MAY BE LOSING SOME OF THE FAMILIES THAT YOU COULD HAVE GOTTEN IN WITH THE AM OR THE PM, SO THAT'S A HUGE IMPACT THAT WE'RE DOING NOW. PRE-K DOESN'T IMPACT OUR DIRECT FUNDING THE WAY K THROUGH 12 DOES.

BUT LOOKING AT THE BLUEPRINT AND THE WAY WE'RE MOVING, IT STANDS TO REASON IT WILL IN THE FUTURE.

SO IT'S DEFINITELY AN ISSUE WE'RE GOING TO CONTINUE TO TACKLE.

YES, MA'AM. SO LOOKING AT THE HOMESCHOOL NUMBERS SUPERVISED UNDER LOCAL SCHOOL SYSTEM LSS, I ASSUME THAT'S WHAT THAT IS.

YES. ARE THOSE NUMBERS INCLUDED IN OUR SEPTEMBER 30TH FUNDING? NO, MA'AM. WE DON'T GET FUNDING EVEN THOUGH WE SUPERVISE.

THAT IS CORRECT. WOW.

IN THE STATE OF MARYLAND.

WE ARE REQUIRED.

WHAT'S ONCE A FAMILY NOTIFIES US THAT THEY'RE GOING TO GO, THEY'RE GOING TO PURSUE HOME INSTRUCTION.

THEY HAVE TO NOTIFY US. THAT'S A REQUIREMENT FOR REPORTING PURPOSES.

THAT MEANS WE NOTIFY THE STATE THAT THIS IS A FAMILY DOING HOMESCHOOL, SO THAT THE STATE DOESN'T ADDRESS THEM FOR COMPULSORY ATTENDANCE.

WE ARE REQUIRED, AT MINIMUM, TWICE A YEAR TO REVIEW THEIR PROGRESS.

IT'S GENERALLY DONE IN JANUARY.

THEN AGAIN IN MAY JUNE, WHERE WE REVIEW THE PORTFOLIO OF WHAT THEY'VE SUBMITTED.

SO IT IS A TAX ON OUR STAFF.

WE DO HAVE FOLKS THAT KIND OF HONE IN ON THIS.

BUT NO, WE DO NOT RECEIVE FUNDING FOR THOSE STUDENTS.

NO. NOTHING.

I WILL POINT OUT, AS THE BOARD IS PREPARING TO GO TO THE MAY CONFERENCE NEXT WEEK THERE WILL BE CONVERSATIONS AROUND THE BLUEPRINT.

WE HAVE ACTUALLY, WE'RE ONE OF THE COUNTIES THAT HAS SEEN A DECREASE IN PRE-K ENROLLMENT.

AND IT IS TIED TO THE, AS MR. HOWIE DESCRIBED, THE INCOME RESTRICTIONS.

SO THERE ARE CERTAIN STUDENTS WHO ARE ELIGIBLE FOR PRE-K THAT WE ARE FUNDED FOR, AND THAT'S TIER ONE STUDENTS.

IT'S AT A CERTAIN INCOME LEVEL.

THE STATE DELAYED THE IMPLEMENTATION OF TIER TWO.

I COMPLETELY UNDERSTAND WHY THEY DELAYED THE IMPLEMENTATION OF TIER TWO, BECAUSE AT THAT POINT, PARENTS WOULD PAY THE SCHOOL SYSTEM A FEE TO ACCESS ON A SLIDING SCALE.

SCHOOL SYSTEMS ARE NOT DESIGNED TO BE A BILLING AGENT AND A RECEIVING AGENT.

THERE WERE A LOT OF PIECES THAT WEREN'T READY FOR THAT.

BUT ONCE THAT WENT INTO PLACE, BASED ON THE FUNDING MODEL, WE CAN ONLY ACCEPT KIDS AT TIER ONE OR WE'RE FULLY RESPONSIBLE AT TIER TWO.

SO WE LOST THE LOCAL OPTION THAT WE ORIGINALLY HAD IN OUR POLICY PRIOR TO BLUEPRINT.

SO WE HAVE LESS STUDENTS RIGHT NOW IN PRE-K THAN WE DID LAST YEAR.

SO OUR PRE-K ENROLLMENTS TOOK A DIP BASED OFF THE INCOME ELIGIBILITY GUIDELINES.

AND IN LAYMAN'S TERMS, IF YOU ARE, AND I'LL JUST SAY THIS TO KIND OF GENERALIZE IT, IF YOU'RE A SINGLE PERSON WHO'S A TEACHER IN THIS COUNTY AND YOU HAVE A CHILD, YOU WILL NOT QUALIFY UNDER TIER ONE.

YOU MAKE WAY TOO MUCH MONEY.

SO, IT'S SUPPORTING THOSE AT THE WHO ARE MOST NEEDY.

BUT THAT NEXT TIER, ESPECIALLY IN THIS COUNTY WHERE THERE'S A REAL DEFICIT OF PROVIDERS.

THAT PART.

WE DON'T HAVE THE FLEXIBILITY THAT WE PROBABLY HAD BEFORE TO PICK UP MORE KIDS IN THOSE SCENARIOS.

SO WE IT'S ABSOLUTELY THAT'S WHY WE'RE SEEING A DROP IN PRE-K ENROLLMENT THIS YEAR.

I DON'T WANT TO GO DOWN A RABBIT HOLE, BUT I AM VERY INTERESTED IN LIKE IF THERE ARE OTHER PARTNERSHIPS OR OTHER CONVERSATIONS FOR RESOURCES FOR THOSE FAMILIES, BECAUSE THOSE KIDS ARE COMING TO US IN KINDERGARTEN AND WILL NOW BE COMING TO US WITHOUT THAT PRE-K EXPERIENCE, I THINK, YOU KNOW, IT'S YEAH, WE'RE STILL CONCERNING.

WE'RE STILL REALLY CONNECTED WITH MRDC AND OTHER AVENUES.

WE'RE STILL VERY CONNECTED WITH PRIVATE PROVIDERS IN THE COUNTY THROUGH OUR WORK WITH TIER ONE, MRS. SAYLOR'S EFFORTS.

SORRY, NOT TIER ONE PILLAR, ONE BLUEPRINT.

[01:25:03]

WE STILL HAVE THE EARLY LEARNING COUNCIL THAT WE LEAD.

WE'RE DOING A TREMENDOUS AMOUNT OF OUTREACH.

THE STRUGGLE WE'RE GETTING INTO IS THE NUMBER OF PROVIDERS ARE DECREASING, AND YOU KNOW THAT THEY'RE DECREASING RAPIDLY.

AND HAVE THEY WERE STARTING TO BEFORE COVID, THEY REALLY DROPPED OFF DURING AND THEY'VE NEVER BUILT BACK UP AND THEY'RE NOT COMING BACK.

IT'S A GREAT ECONOMIC DEVELOPMENT OPPORTUNITY, PERHAPS.

NO. CHESAPEAKE HAS BEEN INTERESTED IN TRYING TO FIGURE OUT HOW TO BRIDGE THAT GAP, TO HELP PEOPLE WITH STARTING THEIR OWN AVENUES IN CHILDCARE, WHETHER IT'S IN-HOME OR IN CENTERS.

A LOT OF CONVERSATION HAS TAKEN PLACE REGIONALLY, BUT IT'S THE PRIVATE SECTOR THAT WE NEED TO REALLY SEE.

THOSE WHO ARE IN IT ARE DOING A GREAT JOB.

THERE'S JUST A GREAT OPPORTUNITY IN THE PRIVATE SECTOR FOR MORE TO COME IN, BECAUSE THERE'S A REAL NEED AND THERE'S A THERE'S A CHALLENGE FOR OUR PRIVATE SECTOR PROVIDERS WITH THE QUALIFICATIONS, PAY RATES, ET CETERA, THAT IT MAKES IT CHALLENGING FOR THEM TO BECOME CERTIFIED.

AND THERE ARE SOME OBSTACLES THAT THEY'RE STILL WORKING OUT SOME OF THE DETAILS OF IT.

SO IT'S DEFINITELY A CHALLENGE.

AND IN THE MORE RURAL OR SMALLER COMMUNITIES, THOSE DESERTS OF DAYCARE OPTIONS BECOME REALLY CHALLENGING.

SO IT'S DEFINITELY SOMETHING WE'RE WORKING ON.

BUT AGAIN, AS DR.

SIMMONS SAID, IT'S A PARTNERSHIP DEVELOPMENT THAT'S GOT TO HAPPEN.

ALL RIGHT.

SO LOOKING AT OUR ELEMENTARY TRENDS, THIS JUST SHOWS YOU SOME OF THE NUMBERS AND WHERE THEY'VE GONE.

AND EACH SCHOOL IT'S HARD TO READ.

GREENSBORO IS IN YELLOW.

AND AS YOU SEE THEY HAVE THE DIP.

BUT THEN THEY'VE CLIMBED BACK UP.

THEY WENT FROM BACK IN 1516.

THERE WERE ABOUT 777 STUDENTS CURRENTLY.

RIGHT NOW OUR UNOFFICIAL ENROLLMENT THERE IS 841.

SO WE'RE MOVING UP.

RIDGELY BACK IN 1516 WAS 535.

AND IF YOU LOOK EACH YEAR THEY'VE BEEN DECREASING DOWN TO 434.

THAT'S THE RED LINE.

DENTON IS THE PURPLE LINE.

YOU'RE SEEING KIND OF A SAME PATTERN WITH DENTON.

THEY WERE UP AT 665 AT ONE POINT.

WE'RE DOWN TO ABOUT 598, AND IF I MISREAD A NUMBER, I APOLOGIZE.

IT'S THE DISTANCE IN THE SCREEN.

IT'S SMALL, SO I'M TRYING TO DO THIS FOR THE FOLKS WHO ARE FOLLOWING.

PRESTON IS THE GREEN LINE DOWN AT THE BOTTOM.

AND IF YOU LOOK, THEY'RE FAIRLY STABLE AND CONSISTENT, BUT THEIR NUMBER HAS BEEN.

DON'T DO THAT TO ME. A LITTLE LOW.

THERE WERE 391.

WE'RE AT 381 NOW.

BUT IT'S THAT NORMAL FLUCTUATION OF ABOUT 10 TO 15 STUDENTS.

FEDERALSBURG. THEY PEAKED AS HIGH AS 488.

THEY'RE CURRENTLY SITTING AT 416.

THAT'S A34 YEAR PATTERN OF INCREASE.

BUT YOU CAN SEE THAT KIND OF TRENDING DATA THERE FOR ELEMENTARY AND WHERE WE'RE GOING NOW.

I THINK IT'S IMPORTANT TO NOTE.

RIDGELY. AND DENTON, YOU'RE SEEING A DECLINE KIND OF CONSISTENTLY THAT THAT KIND OF MIRRORS POPULATION TRENDS.

AND I DON'T KNOW IF THAT'S GOING TO TURN OR NOT, BUT IT'S SOMETHING WE EYEBALL THESE AS WE'RE PLANNING, SO IT MAY COME INTO PLAY LATER ON FOR MR. MENGEL AS WELL.

YEAH. COME ON.

THERE WE GO. MIDDLE SCHOOL.

ALL RIGHT. LOCKERMAN.

WE SEE SOME OF THE SAME TRENDS.

ALTHOUGH, INTERESTINGLY ENOUGH, RIGHT BEFORE COVID AND DURING COVID, THEY SHOT UP TO ABOUT 900.

THEY'RE AT 829 RIGHT NOW.

WE HAVE SEEN A TREND AT THE MIDDLE SCHOOL AGE GROUP.

THERE'S BEEN AN INCREASE IN HOME INSTRUCTION.

THAT IS SOMETHING WE'RE MONITORING.

COLONEL MITCHELL.

BACK IN 15-16, THERE WERE AROUND 407.

THEY DIPPED, AND WE'RE CLIMBING BACK UP.

WE'RE AT ABOUT 392 NOW.

SO YOU'RE SEEING A GENERAL TREND MOVING BACK UP, BUT IT DID DIP DOWN FOR A WHILE.

AND YOU ALSO YOU'LL SEE ON THE NEXT SLIDE IS MR. HOWIE GOES TO IT.

IF YOU RECALL LOCKERMAN HAD A LARGE BUBBLE OF CHILDREN MOVING THROUGH.

THEY HAD THREE LARGE CLASSES.

IT HAS NOW MOVED FURTHER.

AND WHEN HE FLIPS THE SCREEN, YOU WILL SEE THAT SAME BUBBLE HAS MADE IT TO NORTH HIGH AND IT'S THAT SAME IT.

POPULATION TRENDS GO THAT WAY.

THEY LITERALLY JUST SLID THE GRAPH.

THAT'S COOL. THAT IS COMPLETELY BUCKING ALL THE OTHER TRENDS.

THEY JUST KEEP GOING UP.

YEP. SO, THEY WENT ALL THE WAY BACK FOR 15, 16 WHEN THEY WERE JUST OVER A THOUSAND STUDENTS TO NOW THEY'RE SITTING AT 1242, WHERE IF YOU LOOK AT COLONEL, IT'S ALMOST A FLAT LINE. IT'S KIND OF BEEN STABLE.

AND THAT DOES MIRROR THE POPULATIONS OF THE FEEDER SCHOOLS FOR THE MOST PART.

YEAH. YEAH. ALL RIGHT.

ANY QUESTIONS? VERY INTERESTING STUFF.

WE TRY TO TRY TO PRESENT THAT IN A WAY WHERE YOU SEE SOME OF WHERE IT'S GOING.

I DO SEE US AS MOVING FORWARD BACK TOWARD NORMAL POPULATION TRENDS.

THERE'S DEFINITELY BEEN A RECOVERY.

THERE'S STILL SOME WORK TO DO IN CERTAIN AREAS, BUT WE'RE DEFINITELY SEEING A GENERAL BOUNCE BACK TO NORMAL.

AND WE KNOW THOSE ARE THE FINAL OFFICIAL NUMBERS.

SO WE'RE VERY HAPPY. NOT YET, BUT THEY'LL BE WITHIN THIS RANGE FOR SURE.

[01:30:02]

YEAH. YEAH.

WELL, I KNOW A LOT OF HARD WORK GOES INTO THIS FOR A LOT OF PEOPLE AT THE SCHOOLS, THE ENROLLMENT [INAUDIBLE] TOUGH CHALLENGE TO TAKE THAT ON? YOU KNOW, THE INDIVIDUAL PARENT WHO ENROLLS THEIR CHILD OR FORGETS TO HOPEFULLY THEY DON'T FORGET THAT'S ONE CHILD, OR MAYBE THEY HAVE 2 OR 3 OR WHATEVER.

BUT FOR THAT ENROLLMENT PERSON, THEY'RE TAKING ON ALL OF IT, YOU KNOW, ALL OF THEM.

IT'S A RECIPROCAL. IT'S KIND OF THERE'S A RIPPLE EFFECT WITH IT.

WHEN WE HAVE THOSE LATE ENROLLMENTS, THEY CAN CHANGE CLASS SIZES.

IT CAN IMPACT SCHEDULING.

AND WHAT HAPPENS IF WE DON'T HAVE THE ACCURATE COUNTS.

THEN WE DON'T HAVE THE ACCURATE STAFF.

WE DON'T HAVE THE PROPER RESOURCES TO DO THE BEST WE CAN FOR OUR STUDENTS.

SO IT REALLY IS IMPORTANT THAT WE HAVE THEM HERE.

AND I'M JUST GOING TO THROW THE PLUG OUT THERE.

WE NEED THEM IN SCHOOL ALL DAY, EVERY DAY.

SO WE MAKE SURE WE'RE GIVING THEM THE BEST OPPORTUNITY TO SUCCEED.

DO YOU THINK THAT POPULATION TREND WITH THAT BUBBLE? A LOT OF THAT IS AT THE SAME TIME WHEN THERE WAS A LOT OF DEVELOPMENT IN THE COUNTY, SO YOU HAD NEW FAMILIES COMING IN THAT HAD, YOU KNOW, I MEAN, CHILDREN BORN IN THAT 2006, SEVEN EIGHT.

YOU KNOW, THEY MOVED IN, BOUGHT A HOUSE, HAD A BABY OR TWO, YOU KNOW, TWO KIDS.

AND THEN ALL OF A SUDDEN, ACTUALLY, YEAH, YOU PLAY IT BACK.

THEY'RE THE PEOPLE WHO BOUGHT THE HOUSES, THE PEOPLE WHO BOUGHT THE HOUSES IN THE DEVELOPMENTS BEFORE IT DROPPED.

RIGHT. HAD THEIR KIDS AND THEN THEY PASSED THEM.

YOU'RE RIGHT. SO THERE'S THAT GENERATIONAL CYCLICAL PIECE.

YOU'LL SEE I'M GETTING CLOSE TO THE COVID BABY BOOM.

AND OUR PRE-K ALMOST.

YEAH, YEAH, BUT WE WILL, WE WILL.

WE'LL SEE THAT ONE MOVING UP.

AND THAT'LL BE MIDDLE SCHOOL IN 2030, MAYBE SOMETHING LIKE THAT.

AND, AND WITH WHAT'S IN THE PIPELINE IN DENTON IF THE ECONOMY HOLDS AND ALL THOSE THINGS WITH WHAT'S BEING TALKED ABOUT THERE, THE NUMBER OF DEVELOPMENTS IN DENTON TOWN LIMITS COULD REALLY HAVE A SIGNIFICANT IMPACT ON LOCKERMAN, NORTH CAROLINE AND DENTON ELEMENTARY ALL AT THE SAME TIME BECAUSE THEY'LL BRING IN KIDS OF ALL AGES.

AND THOSE CHALLENGES PRESENT THEMSELVES AS MR. MANGEL IS TRYING TO PRESENT TO THE STATE WHAT THE SPACING WE NEED.

THEY'RE GOING TO BUILD IT ON THE NUMBERS YOU HAVE, RIGHT THEN.

NOT WHAT YOU SEE COMING IN FIVE YEARS.

SO ME STARTING MY CAREER AT A PLACE LIKE FLORIDA, YOU WOULD BUILD A HIGH SCHOOL FOR 3000 STUDENTS.

AND BEFORE THEY BROKE GROUND, THEY'D ALREADY PUT PORTABLES ON THE PLANS BECAUSE THE GROWTH WAS CONSISTENT.

BUT IT'S KIND OF SIMILAR THAT THAT'S HOW THEY FUND.

IT'S NOT WHERE YOU SEE THE PROJECTION, IT'S WHERE YOU ARE RIGHT THEN AND THERE.

SO IT'S REALLY CRITICAL THAT WE ACCOUNT FOR AS MANY OF OUR STUDENTS AS WE CAN.

THERE ARE SO MANY OTHER THINGS THAT AFFECT DEVELOPMENT HERE, YOU KNOW, AS A TARGET OF OPPORTUNITY FOR PEOPLE TO FIND MORE AFFORDABLE LAND OR MORE AFFORDABLE HOUSING.

IF THEY WORK ON THE WESTERN SHORE, THEY NOW HAVE TO DEAL WITH TRAFFIC ON ROUTE 50 AND THE BAY BRIDGE.

THAT WASN'T THAT BAD TEN YEARS AGO.

SO NOW THAT ALL FIGURES INTO THE MIX ABOUT WHETHER OR NOT PEOPLE WANT THAT COMMUTE AND WHETHER OR NOT THEY'LL SETTLE HERE, WHO KNOWS? IT'S REALLY A JUDGMENT CALL OR, YOU KNOW, JUST KIND OF GUESSING.

YEAH, ABSOLUTELY.

IT LOOKS TO ME LIKE IN I DON'T KNOW IF I HAVE THIS RIGHT OR NOT, BUT OUR MIDDLE SCHOOL, AS YOU SAID, HAS A LOT OF HOMESCHOOLING GOING ON.

WE ARE SEEING AN UPTICK, BUT THEY'RE SENDING THEM BACK TO HIGH SCHOOL BECAUSE THE HIGH SCHOOL NUMBERS ARE GOING UP.

AND QUITE HONESTLY, I DO THINK THAT'S AN IMPACT OF COVID.

THE PULL BACK LESS SOCIALIZATION, COUPLED WITH SOME OF THE CHALLENGES THAT ADOLESCENTS PROVIDES US IS A PERFECT STORM OF, YOU KNOW, OH, YEAH, PULL IT BACK A LITTLE BIT AND THEN WE MATURE.

WE WANT TO BE MORE ENGAGED. WE WANT TO BE MORE ACTIVE.

WE WANT TO RETURN. SO I THINK THAT'S SYSTEMIC OF WHAT WE'VE SEEN OR SYMPTOMATIC OF WHAT WE'VE SEEN.

I DO THINK THAT WILL KIND OF EBB AND FLOW OVER TIME.

BUT I JUST THINK WE'RE SEEING A PEAK IN THAT.

AND I THINK THAT HAS A LOT TO DO WITH IT.

YEAH, HIGH SCHOOL HAS A LOT OF RITES OF PASSAGE THAT YOU CANNOT DO.

HOMESCHOOLED. OKAY.

ATHLETICS. YOU KNOW, YOUR PROM, YOUR GRADUATION AND THE WAY THAT THE MARYLAND DIPLOMA IS SET UP? YES. THE DIPLOMA ITSELF IS ONLY ACCESSIBLE THROUGH HIGH SCHOOL.

YOU CAN DO THE GED THROUGH A HOMESCHOOL PROGRAM, BUT IT'S.

SO THAT'S A REASON TO GET BACK INTO HIGH SCHOOL.

YEP. YEAH.

WE DO TEND TO SEE THEM RETURN NINTH GRADE.

ALL RIGHT. WELL THANK YOU VERY MUCH.

YOU'RE VERY WELCOME.

VERY INTERESTING.

WE'LL KEEP YOU UPDATED AS WE FINALIZE.

I THINK NOW WE ARE MOVING TO THE BUDGET CALENDAR.

YES. TONIGHT WE HAVE MAKING HER DEBUT FIRST, FIRST PRESENTATION TO THE BOARD OUR AWESOME CFO, MRS. JILL HIGNETT, WITH OUR BUDGET CALENDAR.

GOOD EVENING, PRESIDENT MARTIN.

DR. SIMMONS, MEMBERS OF THE BOARD.

BEFORE YOU IS THE BUDGET CALENDAR FOR THE FY 26 YEAR.

[01:35:05]

FOR THE MOST PART, IT IS THE SAME TIMELINE WE HAVE FOLLOWED IN YEARS PAST.

THE LAST YEAR WE MADE A CHANGE TO THE TIMELINE TO BE MORE IN LINE WITH THE GENERAL ASSEMBLY, AND WHEN WE RECEIVE STATE REVENUE NUMBERS, WE TYPICALLY DON'T GET THEM UNTIL APRIL.

SO IN YEARS PAST, THE BUDGET WAS BROUGHT TO THE BOARD FOR APPROVAL IN FEBRUARY.

BUT NUMBERS WERE CHANGING STILL.

SO THIS YEAR WE HAVE BROUGHT IT TO THE MAY BOARD MEETING SO THAT WE CAN ACTUALLY HAVE REALISTIC NUMBERS. SHOULD BE THE FINAL NUMBERS FROM THE STATE.

SO BEGINNING IN NOVEMBER, WE WILL BE MEETING WITH ANS TO GO OVER BUDGET REQUESTS FOR NEXT YEAR.

AND THEN STARTING AT THE DECEMBER BOARD MEETING, WE WILL BEGIN OUR CONVERSATION.

IT WILL BE VERY FLUID.

THERE SHOULDN'T BE NUMBERS THAT WE'LL HAVE AT THAT TIME.

AND THEN WE'LL CONTINUE TO DISCUSS THE BUDGET AT MONTHLY MEETINGS AS IT'S BEING DEVELOPED LEADING UP TO THE MAY BUDGET APPROVAL AND FINAL APPROVAL IN JUNE.

QUESTIONS? THE ONLY COMMENT I WOULD MAKE IS AND AGAIN, IT'S THE SAME AS OTHER YEARS OTHER THAN THE THINGS YOU POINTED OUT, THE JANUARY 21ST MEETING THAT INCLUDES THE COUNTY COMMISSIONERS AND THEIR STAFF IS REALLY IMPORTANT.

YES. IT SEEMS KIND OF LIKE OH, JUST A STANDARD THING THAT'S DONE EVERY YEAR, BUT IT'S NOT SOMETHING TO BE TAKEN FOR GRANTED.

THEIR SUPPORT, THEIR INVOLVEMENT, AND THE INTERACTION BETWEEN THE TWO STAFFS.

IT'S REALLY AN IMPORTANT THING TO DO.

AND THEY ALSO ARE TRACKING THE GENERAL ASSEMBLY AND THE DECISION MAKING.

SO THAT'S SUCH A KEY PART OF THE PARTNERSHIP AND GREAT TO SEE IT IN THERE IN THE CALENDAR AGAIN.

AND YOU CAN'T TAKE PARTNERSHIPS FOR GRANTED.

SO JUST KIND OF PUT IT FOR ME I PUT ANOTHER SCORE UNDER THAT ONE FOR EVERYBODY.

AND I'LL JUST HIGHLIGHT, AND MISSY KNOWS THIS AS WE WORK THROUGH AS WELL.

I'M SURE THE BOARD DOES THE BLUEPRINT FORMULA GOING INTO THIS YEAR IS A POSITIVE FORMULA FOR CCPS.

IT IS. BUT WE WILL BE OBVIOUSLY MONITORING AND ENGAGED AND WHICH WILL BE PART OF MY REPORT AS WELL.

THE GOVERNOR'S MADE MENTION OF THE NEED TO LOOK AT ALL PARTS OF BLUEPRINT, MAYBE SLOW SOME THINGS DOWN, MAYBE MASSAGE SOME THINGS.

I KNOW LEADERSHIP HAS TALKED ABOUT IT IN ANNAPOLIS AS WELL, BECAUSE OF THE COST FACTOR IN THE OUT YEARS AND THE STATE'S SHORTFALL THIS YEAR.

SO IT'S GOING TO BE AN IMPORTANT ONE FOR US TO KEEP AN EYE ON BUDGET WISE, BECAUSE WHILE I AM OPTIMISTIC AND I WAS LAST YEAR TALKING WITH STAFF AS WELL, I'M OPTIMISTIC THAT THE FORMULA WILL BE A POSITIVE FORMULA FOR CAROLINE COUNTY.

OUR ENROLLMENT IS UP.

THERE'S A LOT OF POSITIVE FACTORS GOING INTO THE FY 26 BUDGET CYCLE FOR CSPS.

WHAT THEY DECIDE TO DO BETWEEN THE START OF SESSION AND THE END OF SESSION COULD DRAMATICALLY CHANGE THAT.

SO WE WILL NEED TO MONITOR AND BE ENGAGED AND BOARD MEMBERS POTENTIALLY.

NOT ALL 24 LEAS ARE THE SAME OR LESS IS WHATEVER ACRONYM WE'RE USING NOW.

WE'RE NOT ALL THE SAME, BUT MY PRIORITY WILL BE CSPS AS I KNOW THE BOARDS WILL BE.

ENROLLMENT IS TRENDING UP.

THE FORMULA RIGHT NOW IS POSITIVE FOR A DISTRICT LIKE US MOVING INTO THE BUDGET YEAR.

AND IT'S IMPORTANT THAT WE HELP TO PRESERVE THAT AS THE EFFORTS ARE KIND OF MOVING FORWARD WITH THE LEGISLATIVE OFFICIALS.

SO BUT THIS WILL BE AN IMPORTANT TEST YEAR FOR THE GENERAL ASSEMBLY, BECAUSE THEY'RE LOOKING AT SHORTFALLS THAT THEY'RE TRULY GOING TO STAND BEHIND.

THE FUNDING FOR BLUEPRINT THIS YEAR AND THE FOLLOWING YEAR ARE BOTH GOING TO BE TEST BECAUSE THEIR STATED SHORTFALLS, THEIR ANTICIPATED SHORTFALLS, WHERE ARE THEY GOING TO GET THAT MONEY? AND IF THEY BEGIN TO THIS IS MAYBE NOT THE RIGHT TERMINOLOGY BUT RAID THE FUNDS THAT ARE IDENTIFIED FOR BLUEPRINT.

WELL THEN THAT ERODES THE FUNDING PORTIONS OF BLUEPRINT.

AND THAT THAT'S A PRETTY SIGNIFICANT SHIFT IN POSITION BY THE GENERAL ASSEMBLY.

SO THAT WILL DEFINITELY MERIT WATCHING.

AND WE KNOW THAT JOE WILL KEEP OUR EYE ON IT FOR US.

AND OR AT LEAST ON THE NUMBERS AND TRACK THEM FOR US.

SO MUCH APPRECIATED.

THANK YOU. THANK YOU.

THANK YOU. THANK YOU.

WELL DONE. ALL RIGHT.

NOW WE ARE ON TO THE SUPERINTENDENT'S REPORT.

[01:40:01]

AM I USUALLY BEFORE THE BOARD MEMBERS? OKAY. DON'T RECALL BEING BEFORE THE BOARD MEMBERS.

WELL, I AM NOW.

SO REPORT FOR THIS MONTH.

I WANTED TO HIGHLIGHT A FEW THINGS, AND I'LL GO BACK TO MR. MENGEL'S POINT. ABOUT WHAT? WHAT'S WORKING? WELL. IT'S ONE OF THE THINGS WE TALKED TO OUR ANS LEADER, OUR LEADERSHIP STAFF ABOUT AT OUR SUMMER RETREAT, AND THEN WITH ALL STAFF.

BUT AT OUR SUMMER RETREAT, I ALSO ASKED ALL OF OUR LEADERSHIP STAFF, OUR ANS MEMBERS BUILDING LEVEL AND SUPPORTS OUR CENTRAL OFFICE FOLKS TO THINK ABOUT WHAT THE MAIN THINGS ARE AND TO REALLY TRY TO KEEP THE MAIN THINGS, THE MAIN THINGS.

THERE'S A LOT OF THINGS THAT POP UP ON THE TO DO LIST OVER THE COURSE OF THE YEAR, AND IT CAN PULL YOU OFF OF WHAT THE MAIN THINGS ARE.

AND AS I ASKED THEM TO THINK ABOUT WHAT THEIR MAIN THINGS WERE I NEEDED TO THINK ABOUT WHAT MY MAIN THINGS ARE AND WHAT ARE THE THINGS THAT I HAVE TO KEEP AT THE FOREFRONT AS WE MOVE FORWARD THROUGHOUT THE YEAR.

BECAUSE THEN IF WE'RE ALL OPEN ABOUT IT AND WITH OUR LEADERSHIP, WE CAN ALL KEEP EACH OTHER IN CHECK, YOU KNOW, HOW ARE YOU DOING AT KEEPING THOSE MAIN THINGS? THE MAIN THINGS. ONE OF MINE WAS IMPROVING STUDENT OUTCOMES.

ONE WAS ON FISCAL RESPONSIBILITY AND THE OTHER WAS ON ADVOCACY FOR CAROLINE COUNTY PUBLIC SCHOOLS.

ESPECIALLY KNOWING WHAT WE'RE WALKING INTO THIS YEAR.

AND IN ANNAPOLIS, AS WELL AS AT TIMES ADVOCATING FOR OUR COMMUNITY.

SO I'VE HAD SOME GREAT OPPORTUNITIES POP UP OVER THE SUMMER AND IN THE LAST MONTH, AND I WANTED TO HIGHLIGHT SOME OF THOSE JUST FOR REALLY KEEPING PEOPLE AWARE OF WHAT WE'RE DOING TO TRY TO ADVOCATE FOR OUR SCHOOL SYSTEM, AND NOT JUST IN THE HERE AND NOW OF WHAT WE'RE DOING IN TERMS OF RAISING ACHIEVEMENT, RAISING READING SCORES, RAISING MATH SCORES, THE THINGS THAT ALL OF US SHOULD FOCUS IN ON.

BUT THERE'S A LOT MORE AS A SCHOOL SYSTEM THAT WE SHOULD KEEP AN EYE ON AND TRY TO MAKE SURE THAT OUR VOICE IS HEARD.

WE ARE A UNIQUE SCHOOL SYSTEM.

WE KNOW THAT SAID IT MULTIPLE TIMES.

YOU ALL HAVE SAID IT, BUT BECAUSE WE'RE A UNIQUE SCHOOL SYSTEM, WE NEED TO MAKE SURE THAT OUR VOICES IN THE ROOM WHEN SOME DECISIONS ARE BEING MADE OR WHEN GUIDANCE IS BEING CREATED AT THE STATE LEVEL.

SO IF WE CAN FIND AN OPPORTUNITY, WE'RE GOING TO FIND AN OPPORTUNITY IF THERE MIGHT BE AN OPPORTUNITY AND WE'VE NOT BEEN SELECTED AS A COUNTY, WE MIGHT STILL FIND A WAY TO TRY TO MAKE OURSELVES HEARD, TO TRY TO BE PART OF IT.

AND THAT'S A SMART PART OF BEING AN ADVOCATE FOR OUR FAMILIES AND FOR OUR KIDS AND FOR OUR COMMUNITY.

SO JUST TO HIGHLIGHT A COUPLE PLACES WHERE I'M CURRENTLY DOING THAT, I'VE BEEN ASKED TO SERVE ON SOME THINGS AND SOME OF IT WE'VE BEEN DOING MARYLAND STATE DEPARTMENT OF EDUCATION HAD TO CREATE A TELEHEALTH WORKGROUP.

LAST YEAR, LEGISLATION WAS PASSED THAT WOULD CREATE A TELEHEALTH WORKGROUP TO STUDY HOW TELEHEALTH IS USED IN SCHOOL SYSTEMS, AND THAT WORKGROUP IS TO COME UP WITH GUIDANCE FOR ALL SCHOOL SYSTEMS FOR HOW THEY CAN THEN PUT TELEHEALTH IN PLACE.

WE HAPPEN TO BE A UNIQUE SCHOOL SYSTEM, AS THE ONLY SCHOOL SYSTEM IN THE STATE THAT HAS SCHOOL BASED HEALTH CENTERS IN ALL OF OUR SCHOOLS.

I'D SAY THAT IF [INAUDIBLE] WASN'T SITTING HERE.

BUT WE HAVE A UNIQUE VOICE IN THAT WE'RE THE ONLY SCHOOL SYSTEM THAT HAS IT IN EVERY SCHOOL.

WE ALSO ACTIVELY UTILIZE TELEHEALTH TO PROVIDE SERVICES THROUGH OUR SCHOOL BASED HEALTH CENTERS.

I WAS ABLE TO, TO GET AN APPOINTMENT TO THIS WORK GROUP TO BE PART OF THE WORK WE'VE JUST STARTED MEETING, LITERALLY, I THINK, TWO WEEKS AGO, AND WE HAVE UNTIL DECEMBER TO GET OUR GUIDELINES CREATED, TOO, THEN GO TO THE STATE BOARD FOR APPROVAL, TO PROVIDE GUIDANCE ACROSS THE STATE FOR WAYS TO INCORPORATE TELEHEALTH, WHETHER IT BE THROUGH SOMATIC HEALTH OR WHETHER IT BE THROUGH BEHAVIORAL HEALTH, AND KIND OF WHAT ARE SOME BEST PRACTICES OR GUIDELINES FOR ALL SCHOOL SYSTEMS TO USE.

SO THAT'S BEEN AN EXCITING PIECE THAT I WAS ON OR AM ON AND SERVING ON REPRESENTING CAROLINE COUNTY WHILE I WAS AT THAT MEETING.

I WAS ASKED IF I WOULD JOIN THE STATE SUPERINTENDENTS TASK FORCE ON STUDENT ATTENDANCE, WHICH WAS IN THE SAME WEEK.

SOMETIMES IT'S JUST BEING IN THE SAME, IN THE RIGHT PLACE.

TO GET ASKED. THAT GROUP DR.

WRIGHT ESTABLISHED WITH THE STATE BOARD TO DEVELOP GUIDELINES TO ADDRESS CHRONIC ABSENTEEISM.

CHRONIC ABSENTEEISM WAS A PROBLEM BEFORE THE PANDEMIC.

IT EXACERBATED DURING THE PANDEMIC, BUT IT'S A TASK FORCE TO AGAIN, TO DEVELOP GUIDELINES AND BEST PRACTICES ACROSS THE STATE FOR WAYS THAT WE CAN ADDRESS CHRONIC ABSENTEEISM.

WE HAD OUR FIRST MEETING.

GREAT MEETING A REALLY THOUGHT PROVOKING.

AND WE WILL BE MEETING AGAIN SOON TO CONTINUE THE WORK TO DEVELOP THOSE GUIDELINES.

AND IT HAS THE SAME TIMELINE.

WE'RE ASKED TO HAVE SOMETHING READY TO GO BASICALLY BY THE END OF THE CALENDAR YEAR.

AND WE WILL CONTINUE WORKING ON THAT.

IT'S GREAT TO BE ABLE TO OFFER A SMALL RURAL SYSTEM PERSPECTIVE.

THERE'S SOME GREAT STUFF HAPPENING IN MORE URBAN AREAS, AND I'M SURE THERE'S GREAT IDEAS.

WE CAN STEAL FROM THEM OR BORROW FROM THEM AND BUILD A BETTER DOCUMENT.

AND THERE'S SOME THEY CAN PICK UP FROM US AS WELL.

[01:45:03]

SO IT'S EXCITING TO BE PART OF THAT.

I ALSO WAS ASKED TO SERVE AS THE EASTERN SHORE REPRESENTATIVE ON A BLUEPRINT SUBCOMMITTEE PUT FORTH BY THE SUPERINTENDENTS ASSOCIATION.

KAZAM. AS WE, AS A SUPERINTENDENTS ASSOCIATION, WORK TO BE PART OF THE SOLUTION WHEN WE HEAR LEGISLATIVE OFFICIALS AND THE GOVERNOR TALK ABOUT POSSIBLY NEEDING TO MAKE CHANGES TO BLUEPRINT, WE'D RATHER TRY TO BE PART OF THE SOLUTION AND OFFER COMMON SENSE, REASONABLE APPROACHES TO DO SUCH, INSTEAD OF WAITING FOR WAITING TO PLAY DEFENSE.

ALSO, WE WOULD RATHER ENGAGE IN THE CONVERSATION.

I'M SURE MABE WILL BE DOING THE SAME THING.

YOUR ASSOCIATION.

I'M SURE THERE WILL BE OVERLAP, BECAUSE MANY OF THEM HAVE WORKED WELL TOGETHER OVER THE YEARS, BUT IT WAS GREAT TO BE THE EASTERN SHORE VOICE AS PART OF THAT WORK.

THAT STARTED LAST WEEK AND WILL CONTINUE.

I'VE ALSO BEEN SERVING, AS THE BOARD IS AWARE, AS THE SUPERINTENDENT'S REPRESENTATIVE ON THE MARYLAND CONSORTIUM ON COORDINATED COMMUNITY SUPPORT.

IT'S A MOUTHFUL. BUT REALLY IT'S RESPONSIBLE FOR DEVELOPING A FRAMEWORK ACROSS THE STATE TO EXPAND ACCESS TO BEHAVIORAL HEALTH FOR STUDENTS AND FAMILIES.

IT'S BEEN A BLESSING TO BE PART OF THAT.

I'M THE CO-CHAIR OF OUR SUBCOMMITTEE ON BEST PRACTICES.

I SERVE ON IT WITH MISS BARTS.

LITERALLY, IT'S JUST WORKED OUT THAT WAY.

AND TO BE HEARD.

YEAH. IT'S GREAT THAT.

CAROLINE. WE HAVE TO WE ACTUALLY THINK WE HAVE THE MOST REPRESENTATIVE REPRESENTATION OF ANY COUNTY IN THE STATE.

WHICH IS GREAT TO BE PART OF THAT WORK.

AND IT'S DOING SOME REALLY GOOD THINGS TO EXPAND ACCESS TO FAMILIES AND STUDENTS, NOT JUST IN OUR COUNTY, BUT IT'S TRYING TO WE'RE TRYING TO CREATE A MODEL BY WHICH EVERYBODY, WHETHER YOU'RE IN GARRETT SOMERSET OR YOU'RE IN THE MORE URBAN AREAS, CAN ACCESS BEHAVIORAL HEALTH.

AND THEIR FAMILIES CAN AS WELL, WHICH IS NICE.

AND LASTLY IS ANOTHER PART OF ADVOCACY.

I WAS SELECTED AS PRESIDENT OF OUR EASTERN SHORE OF MARYLAND EDUCATIONAL CONSORTIUM, OUR ISMET GROUP WHICH WE'VE BEEN WORKING THROUGH THAT AGAIN.

AND WE'RE DOING A LOT OF THE SAME THINGS THAT WE'RE DOING AT POZEN, BUT ON AN EASTERN SHORE LEVEL TO BE PART OF THAT WORK.

ESPECIALLY AROUND ADVOCACY AS IT RELATES TO OUR LEGISLATIVE FOLKS.

AND IT'S BEEN INTERESTING TO START SOME GOOD CONVERSATION.

WE HAVE THREE BRAND NEW SUPERINTENDENTS ON THE EASTERN SHORE TO ENGAGE CONVERSATION WITH THEM TO HELP WITH THEIR DEVELOPMENT AND FOR OUR GROUP TO REALLY TAKE A LEADERSHIP ROLE IN SUPPORTING EACH OTHER.

HAS BEEN HAS BEEN WONDERFUL.

I DO THINK IT'S IMPORTANT SITTING IN THIS SEAT.

A BIG PART OF SUPERINTENDENCY IS NOT JUST THE EDUCATIONAL PIECE, BUT IT TRULY IS MAKING SURE THAT WE ARE DOING WHAT WE CAN TO GET RESOURCES FROM ALL PLACES FOR OUR KIDS. AND RESOURCES DOESN'T HAVE TO BE MONEY.

IT CAN BE ACCESS TO SERVICES.

BUT TO MAKE SURE THAT THEY ARE AWARE AND ALSO MAKE SURE PEOPLE KNOW WHAT WE'RE DOING.

WE LOVE OUR COUNTY.

WE DO GREAT THINGS.

WE ARE TERRIBLE SALESPEOPLE.

WE ARE TERRIBLE MARKETERS FOR WHAT WE DO BECAUSE FRANKLY, MOST PEOPLE THAT WE WORK WITH THAT WE ARE AROUND AND MOST OF THEM LIVE IN THE COUNTY, THE HUMBLE, WHICH IS AWESOME.

BUT IT'S IMPORTANT. WE'VE GOT TO BE IN THE PLACES WE CAN BE HUMBLE, BUT WE'VE GOT TO BE IN THE PLACES WHERE CONVERSATIONS ARE HAD TO MAKE PEOPLE AWARE OF WHAT'S WORKING WELL AND WHERE WE NEED HELP AND WHERE WE CAN HELP BE PART OF THE SOLUTION.

SO WE'LL CONTINUE THE WORK AND CONTINUE PUSHING.

AND OUR TEAM IS DOING THE SAME THING AND TRYING TO BE OUT THERE AND BRING IN MORE RESOURCES AND MORE SUPPORTS FOR OUR FAMILIES AS WE MOVE FORWARD.

WELL DONE. ANY QUESTIONS ANYBODY.

THE MUSEUM THERE.

SO SOME OF THE THINGS TO TRY TO SAY.

YES I MEAN IT SHOULDN'T BE MUSEUMS SHOULD HAVE TO READ OUT ALL THOSE WORDS.

PUBLIC SCHOOL SUPERINTENDENTS ASSOCIATION OF MARYLAND.

THAT'S WHY THERE'S SO MANY ACRONYMS. YES, IT'S CRAZY, BUT THE BLUEPRINT SUBCOMMITTEE, I KIND OF READ BETWEEN THE LINES THAT THEY RECOGNIZED THE BLUEPRINT ACHIEVEMENTS THIS COUNTY AND THIS SYSTEM HAS MADE HERE.

AND MAYBE THEY'RE JUST GETTING YOU BECAUSE YOU'RE WILLING.

BUT THEY ARE NOW ONE OF THE OLD GUYS, APPARENTLY.

WELL, THEY RECOGNIZED WHERE THERE'S BEEN LEADERSHIP IN THIS WORK, AND IT HAS BEEN WELL DONE.

AND WHY NOT HAVE THE VOICE OF A SCHOOL DISTRICT THAT HAS DONE WELL, AND ESPECIALLY ONE THAT DOESN'T HAVE.

TONS OF STAFF RESOURCES.

HOW HAVE YOU GOTTEN IT DONE AND OTHERS WANT TO? WE PRESENT A REALLY INTERESTING PICTURE OF BLUEPRINT.

WE'VE DONE SOME AMAZING THINGS.

WE HAVE GREAT STAFF WHO ARE DOING A FANTASTIC JOB.

WE ABSOLUTELY DO.

WE PRESENT A REALLY INTERESTING PICTURE BECAUSE WE ARE A SCHOOL SYSTEM THAT GETS ALONG REALLY WELL WITH OUR COUNTY COMMISSIONERS, BECAUSE WE ALSO HAVE REALLY HONEST

[01:50:02]

CONVERSATIONS. WE HAVE 100% UNDERSTAND THE FISCAL PICTURE FOR THEM.

THEY DO FOR US.

WE DON'T ARGUE ABOUT IT.

WE KNOW EXACTLY WHAT WE'RE FACING.

SO THAT NOISE NEVER ENTERS THE SPACE.

YEAH. AND I THINK THAT'S JUST A REALLY UNIQUE PICTURE FOR US THAT WE GET TO FIGURE OUT THE BLUEPRINT.

WE DON'T HAVE TO FIGURE OUT THE FUNDING AND THE BLUEPRINT OR FIGURE OUT THE POLITICS AND THE BLUEPRINT.

WE JUST GET TO FOCUS IN ON THE KIDS, THE STAFF, THE MOVING THINGS FORWARD, WHICH IS, I THINK, WHICH IS A NICE PIECE THAT WE GET TO ADD THAT PERSPECTIVE.

SO I APPRECIATE THAT. YEAH.

AND YOUR INVOLVEMENT IN THESE THINGS, AS YOU POINTED OUT, IT'S GOOD FOR OUR SCHOOL DISTRICT.

IT'S GOOD FOR OUR, FOR THE CAROLINE COUNTY PUBLIC SCHOOLS TO HAVE THAT THAT VOICE BEING HEARD BECAUSE IT DOES MAKE A DIFFERENCE.

THANK YOU.

ALL RIGHT. WELL, MOVING ALONG, HERE WE ARE AT BOARD MEMBERS REPORTS OR COMMENTS.

SO JUST ONE WHO WANTS TO START FIRST.

WE'LL GO LEFT TO RIGHT OR RIGHT TO LEFT.

YOU CAN SAY MORE IF YOU WANT.

CERTAINLY, I WAS HOPING THAT SOMEONE ELSE WOULD TALK ABOUT WHAT WE DID THIS MONTH SO I COULD REMEMBER.

IF NOT, I CAN GO I JUST ACTUALLY WANT TO GIVE A SHOUT OUT TO ALL THE SCHOOLS POSTING ON FACEBOOK THE GREAT STUFF THAT'S HAPPENING IN OUR SCHOOLS. YEAH.

I'M NOT ABLE TO SEE, YOU KNOW, OR BE IN THE SCHOOLS, BE ABLE TO SEE THAT AND WHAT'S GOING ON.

BUT IT'S GREAT TO BE ABLE TO EVEN BE ABLE TO TUNE IN AND SEE THAT KIND OF STUFF THAT'S HAPPENING THAT I DON'T KNOW IF THAT'S HAPPENING EVERY DAY.

YOU KNOW, IT'S GREAT THAT THEY'RE POSTING THAT, AND THE PUBLIC IS BEING ABLE TO SEE WHAT'S GOING ON.

ABSOLUTELY IT IS.

I THINK THEY JUST NEED TO KEEP IT UP.

AND I THINK IT'S GREAT.

SO THANK YOU. YEAH, THAT'S A GOOD ONE.

IT REALLY IS FUN TO WATCH THAT.

OKAY. SO, MICHELLE, I HAVE TO AGREE WITH TROY.

I FIND MYSELF, YOU KNOW, GOING ON AND TAKING A LOOK JUST TO.

AND ALSO USING THE APP TO SEE WHAT'S GOING ON A REGULAR BASIS.

I REALLY ENJOYED FEDERALSBURG BACK TO SCHOOL EVENT THAT I WENT TO.

AND ONE THING THAT I SHARED WITH OUR PRINCIPAL, MR. BRUEN, THAT REALLY, REALLY KIND OF TOUCHED ME WHEN I WAS GOING.

IT WAS ONE OF THE DAYS THAT WAS KIND OF RAINY, AND IT WAS LIKE A HEAVY MIST.

IT WASN'T REALLY POURING DOWN THAT I SAW THREE FAMILIES WALKING TO SCHOOL TO BRING THEIR CHILDREN FOR BACK TO SCHOOL NIGHT.

AND I THOUGHT, YOU KNOW, THAT'S DEDICATION AND COMMITMENT.

AND SO I EXPRESSED THAT TO HER TO SEE THOSE FAMILIES.

AND ONE OF THEM WAS A BABY IN THE ARM, AND DAD HAD A KID, AND MOM HAD A KID.

SO IT WAS THE WHOLE FAMILY WAS COMING.

IT WAS REALLY NICE.

AND THEN I ALSO, JUST BY CHANCE, WAS TALKING TO TWO OF THE CUSTODIANS THERE.

I DON'T KNOW THEIR NAMES, BUT THEY WORKED THE EVENING SHIFT AND THEY WERE BOTH TALKING ABOUT HOW MUCH THEY LOVED FEDERALSBURG AND MAKING SURE EVERYTHING WAS CLEAN AND READY FOR THE KIDS FOR THE NEXT DAY.

WE MIGHT HAVE TO WORK EXTRA HARD AT NIGHT BECAUSE EVERYONE'S HERE IN THE BUILDING, BUT WE'LL HAVE IT READY FOR THEM IN THE MORNING.

SO IT WAS GOOD TO SEE THEIR DEDICATION TO THEIR SCHOOL.

AND THAT'S WHAT THEY CALLED IT, THEIR SCHOOL.

OH THAT'S GREAT. YEAH THAT'S GREAT MARK, DO YOU THINK? WELL, THIS TIME OF YEAR, I'VE BEEN ABLE TO ATTEND SOME ATHLETIC EVENTS.

SO I WOULD JUST SAY THANKS TO THE VOLUNTEERS AT OUR CONCESSION STANDS AND DOING DIFFERENT THINGS, BECAUSE I KNOW THEY'RE TAXED HEAVILY THIS TIME OF YEAR.

AND THANKS AGAIN TO OUR COACHES.

MOST OF THEM HAVE FULL TIME JOBS AND THEN WORK WITH THE KIDS IN THE AFTERNOONS.

AND IF THEY'RE LUCKY, THEY GET TO HERE AT THE END FROM A DISGRUNTLED OR FRUSTRATED PARENT AND TO TOP THEIR DAY OFF.

SO THANKS TO THEM FOR, FOR WHAT THEY DO FOR, FOR DOING THEIR BEST WITH OUR KIDS.

AND I'LL LEAVE IT AT THAT.

OKAY. CHRISTIE. AND I'LL JUST MENTION THAT TONIGHT IS THE FIRST NIGHT OF THE OR YESTERDAY, I GUESS MONDAY WAS THE FIRST NIGHT OF AFTER SCHOOL PROGRAMING.

AND I HAD A CHANCE TO POP INTO GREENSBORO TO KIND OF WELCOME THOSE KIDS BACK INTO THE RECREATION PARKS AFTER SCHOOL PROGRAM.

AND THAT WAS REALLY, YOU KNOW, IT WAS NICE.

IT WAS NICE. IT WAS NICE TO HAVE KIDS BACK IN THAT AFTER SCHOOL TIME.

IT LOOKED LIKE SUMMER FOR A MINUTE.

AND THEY WERE, YOU KNOW, SEEMED TO, IT SEEMED EXCITED TO STAY.

AND IT WAS A REALLY GOOD FIRST NIGHT OF BACK TO SCHOOL.

SO EXCITED ABOUT HOMECOMING.

THIS WEEKEND. HEARD THAT THERE MAY BE A SPECIAL APPEARANCE OF PORK PARFAITS AT THE CONCESSIONS AT NORTH CAROLINE HIGH SCHOOL.

IF ANYONE IS INTERESTED IN PARTAKING.

HOW ABOUT THAT? POP ON OVER.

GREAT. THANK YOU.

I'D LIKE TO ADD ONE.

ONE MORE THING I READ TODAY; I THINK.

THAT THE OKTOBERFEST KICKS OFF TODAY WITH 6000 STEPS PER DAY, AND I'M JOINING THAT.

[01:55:02]

DO YOU HAVE A TEAM ALREADY? OH, NO, I DON'T.

I DIDN'T KNOW WE.

YOU CAN JOIN OUR TEAM. YEAH, YOU CAN JOIN OUR TEAM.

I CAN WE SIGN UP ON THERE? OH, I DIDN'T KNOW. AS A BOARD MEMBER, WE'LL FIGURE.

WE'LL TAKE YOUR STEPS. WE'LL FIGURE OUT.

WE MIGHT BE A LITTLE COMPETITIVE WITH GETTING OUR STEPS.

ARE. YOU SEEM TO KNOW.

THAT'S GREAT. YEAH.

SO FOR ME, I WANTED TO ECHO A LITTLE BIT OF WHAT MARK WAS SAYING ABOUT THE ATHLETIC EVENTS.

AND ONCE AGAIN THIS YEAR, I'M DOING THE SIDELINE MARKERS OR HELPING WITH THE SIDELINE MARKERS AT THE NORTH CAROLINE HIGH FOOTBALL GAMES.

AND THAT'S REALLY, TRULY AN UP CLOSE AND PERSONAL LOOK.

WE HAD SOMEBODY THIS WEEK WHO FILLED IN FOR SOMEBODY IN THE SIDELINE, JUDGE AND A COUPLE OTHERS OF US SAID THE NUMBER ONE RULE IS GET OUT OF THE WAY, BECAUSE YOU WILL GET FLATTENED. AND THERE WERE A COUPLE TIMES WHERE IF I HADN'T HEADED FOR THE HILLS, YOU KNOW, THEY'RE COMING 100 MILES AN HOUR.

MAYBE NOT THAT FAST, BUT THEY'RE YOUNG AND STRONG AND THEY'RE WEARING PADS, AND I'M NOT.

SO BUT IT'S REALLY FUN TO WATCH.

AND IT'S REALLY IT REALLY FEELS GREAT WHEN YOU SEE SOME OF THE STUDENTS THAT YOU KNOW OR HAVE KNOWN, YOU KNOW, OVER YOUR LIFE OR OVER THEIR LIFE, AND JUST TO SEE THEM INTERACTING AND WATCH THE WHOLE DYNAMIC, PLUS THE CHEERLEADERS AND THE KIDS IN THE STANDS.

THEY ARE JUST A BLAST TO WATCH.

SO REALLY GOOD.

AND ECHOING WHAT MARK SAYS ABOUT THE DEDICATION OF EVERYBODY INVOLVED IN SPORTS AND COACHES IN PARTICULAR.

AND OF COURSE, HOMECOMING COMING UP THIS FRIDAY.

I GET TO GO JUDGE THE FLOATS.

I OFFERED TO DO THAT.

I THINK DR. SIMMONS WILL BE THERE.

I DON'T KNOW IF ANY OF THE OTHER DR.

DOWNS WILL BE THERE FOR ME. MR. PLUTCHIK AND I WILL BE WRITING TO THE TEACHER OF THE YEAR GALA.

OH. ALL RIGHT. OKAY, SO I'LL JUST PUT THIS OUT THERE.

EVERY YEAR THAT I'VE GONE, WHATEVER I VOTE FOR NEVER WINS.

VERY BAD JUDGMENT FOR VOTES.

NOT VERY GOOD AT IT. AND SPEAKING OF VOTES, I JUST WANT TO PUT OUT THERE THAT ELECTION SEASON IS HERE.

IT'S REALLY IMPORTANT FOR PEOPLE TO VOTE.

I DON'T KNOW HOW MANY PEOPLE ARE STILL WATCHING, BUT MAYBE PEOPLE WILL BE WATCHING THIS LATER.

GET OUT AND VOTE, PLEASE.

PEOPLE. AND LOCAL ELECTIONS REALLY MATTER? YOU MIGHT THINK THAT THE THAT THE BIGGER ELECTIONS ARE DECIDED, THAT OUR STATE IS GOING TO GO A CERTAIN WAY OR OTHER.

BUT LOCAL ELECTIONS CAN HINGE ON ONE VOTE AND WE HAVE TWO OF OUR SEATS HERE ARE OPEN.

SO CHRISSY'S SEAT, WHO SHE IS FILLING NOW IN DISTRICT ONE SHE IS ON THE BALLOT AND WE THINK SHE'S UNOPPOSED.

WE HOPE SO. BUT GET OUT AND VOTE FOR HER.

AND WE ALSO HAVE STEPHANIE JOHNSON IS THE ONLY PERSON WHO FILED FOR DISTRICT TWO.

GET OUT AND VOTE FOR HER.

AND IT'S IMPORTANT TO VOTE IN THESE LOCAL ELECTIONS.

SO AND PEOPLE COMPLAIN ABOUT ELECTIONS.

I'M GOING TO GIVE JUST A BRIEF LITTLE SPEECH HERE.

AND THEY SAY ELECTIONS ARE FIXED AND THERE'S NOT ENOUGH DOCUMENTATION.

THERE'RE ALL THESE PROBLEMS. WELL, I AM VERY, VERY CONFIDENT IN OUR LOCAL ELECTION BOARDS AND THEIR EMPLOYEES.

THEY WORK REALLY HARD TO DO THIS RIGHT.

I KNOW SOME OF THOSE PEOPLE.

THEY ARE DEVOTED TO THIS.

THEY'RE DEDICATED TO IT, TO DOING IT RIGHT, TO HAVING A CLEAN ELECTION, TO HAVING ELECTION JUDGES THAT ARE PROPERLY PREPARED.

AND IF YOU GO INTO THESE POLLING PLACES, LIKE IN HOUSE, I MEAN, IT IS VERY EFFICIENT AND VERY WELL DONE.

SO I THINK YOU CAN HAVE CONFIDENCE THAT IN THIS COUNTY YOUR VOTE GETS COUNTED PROPERLY AND IT MATTERS.

SO AGAIN, IF IT'S MINE, I'LL VOTE FOR THE FLOAT I THINK IS BEST.

AND YOUR VOTE STILL MATTERS.

YEAH, YEAH.

SO THANK YOU EVERYBODY FOR INDULGING MY LITTLE SPEECH.

[8. Upcoming Meetings and Events]

UPCOMING MEETINGS AND EVENTS.

WE HAVE A NICE LONG LIST.

AND OF COURSE, THE HOMECOMINGS ARE ON THERE.

AND MANY OTHER THINGS.

SO PLEASE SIGN UP.

AND THE FARM TO SCHOOL LUNCH IS THE THIRD I WAS GOING TO GO AND CAN NOT.

I KNOW SOME OF THE OTHERS OF THE BOARD MEMBERS ARE GOING SO GOOD THINGS THERE AND OUR NEXT MEETING IS OCTOBER 15TH, WHICH IS OUR WORK SESSION AT 8:00.

AT 830.

WE'LL BE HERE A LITTLE BEFORE THAT FOR A CLOSED SESSION.

BUT 830 IS THE OPEN MEETING AND PUBLIC MEETING, AND THEN NOVEMBER 5TH IS OUR NEXT REGULAR BOARD MEETING AND THAT'S ELECTION DAY . SO YES, IT IS GOING TO BE A BUSY, BUSY DAY.

ALL RIGHT.

SO THAT TAKES US TO THE LAST ITEM ON THE AGENDA, WHICH IS ADJOURNING THE MEETING.

WE HAVE A MOTION TO ADJOURN.

SURE. I'LL MAKE A MOTION TO ADJOURN.

ALL RIGHT. DO WE HAVE A SECOND? I'LL SECOND.

ALL I HAVE TO SAY.

[02:00:02]

ALL IN FAVOR? ALL OPPOSED ON THIS ONE.

ALL IN FAVOR? UNANIMOUS.

THANK YOU VERY MUCH, EVERYBODY.

THANK YOU. GREAT JOB.

THANK YOU.
