I AM PLEASED TO COME TO YOU TODAY WITH A RECOMMENDATION FOR OUR CHIEF FINANCIAL OFFICER POSITION, AS THE BOARD IS AWARE OF, THE POSITION DID BECOME OPEN ON JUNE 7TH.

WE MOVED THROUGH OUR INTERVIEW PROCESS.

AFTER THAT PROCESS WAS COMPLETE, I HAVE FOR YOU TODAY, AS A RECOMMENDATION, MRS. JILL HIGGINS, WHO IS HERE WITH US TO SERVE IN THE ROLE OF THE CFO OVER CAROLINE COUNTY PUBLIC SCHOOLS.

JILL GRADUATED FROM SALISBURY UNIVERSITY.

BEFORE THAT SHE HAS A [INAUDIBLE] GRAD.

SHE IS LOCAL, WHICH IS GOOD.

SHE GRADUATED FROM SALISBURY UNIVERSITY ACTUALLY WITH A DUAL MAJOR IN ACCOUNTING AND INFORMATION SYSTEMS. JILL WAS HIRED BY US RIGHT OUT OF COLLEGE, STARTED OUT AS AN ACCOUNTANT INTERNAL AUDITOR WITH US, AND HAS WORKED UP THROUGH OUR FINANCE OFFICE, RECENTLY BEING PROMOTED TO ACCOUNTING MANAGER IN OCTOBER 22.

JILL HAS A VERY GOOD HANDLE ON THE INTERNAL WORKINGS OF THE SCHOOL SYSTEM AND THE FINANCIAL NEEDS OF THE SCHOOL SYSTEM GOING FORWARD.

I THINK THIS IS A CREDIT TO HER, JILL HAS TAKEN ADVANTAGE OF EVERY LEADERSHIP OPPORTUNITY THAT'S BEEN OFFERED BY MARYLAND ASBO, ASSOCIATION SCHOOL BUSINESS OFFICIALS SINCE COMING INTO HER ROLE AND HAS COMPLETED THEIR LEADERSHIP ACADEMY.

SHE ACTUALLY RECEIVED A LEADERSHIP AWARD FROM THEM IN MAY OF 2022.

JILL HAS JUST BEEN A BLESSING TO OUR FINANCE OFFICE.

WHAT STOOD OUT IN HER INTERVIEW WAS NOT ONLY HER KNOWLEDGE OF OUR SYSTEMS, BUT I'LL BE HONEST, JILL HAS A GREAT EYE FOR CUSTOMER SERVICE AND FOR RELATIONSHIP BUILDING AND TEAM BUILDING ACROSS THE FINANCE OFFICE, WHICH WILL SERVE US REALLY WELL AS WE TRANSITION INTO THE BLUEPRINT REALM OF REDOING OUR BUDGETING SYSTEM, REDOING OUR ACCOUNTING SYSTEMS. JILL WAS OVERWHELMINGLY SUPPORTED INTERNALLY, I WILL TELL YOU THAT.

QUITE A FEW PEOPLE AS SOON AS THE POSITION CAME OPEN WERE ASKING HER IF SHE WAS GOING TO APPLY AND ENCOURAGING HER TO AND ALSO OFFERING ANY SUPPORT WHATSOEVER.

I'LL BE HONEST, IT'S BEEN REFRESHING TO SEE EVEN IN THE SHORT TIME JUST HOW FOLKS HAVE TAKEN TO HER IN THIS ROLE OR THE THOUGHT ABOUT HER BEING IN THIS ROLE.

SHE MOVE INTO IT AS OF JULY 1 WITH THE NEW FISCAL YEAR AND WE'RE EXCITED TO BRING HER TO YOU FOR YOUR CONSIDERATION.

MSDE HAS BEEN OVERWHELMINGLY SUPPORTIVE, EVEN IN THE LACK OF A CFO TIME PERIOD.

WE HAVE ALREADY REACHED OUT TO OUR EXTERNAL AUDITORS WHO WE USE, AND THEY WERE THRILLED WITH THE DIRECTION WE'RE MOVING AND HAVE OFFERED ALL SUPPORT AS WELL FOR JILL AND HER TEAM AS WE MAKE THIS TRANSITION.

THIS IS MY THIRD EFMP PRESENTATION, AND I GOT TO TELL YOU, IT HAS A LITTLE FORESHADOWING ELEMENT TO ME BECAUSE A LOT OF THE DATA THAT'S IN HERE GOES INTO THE PORTFOLIOS, GOES INTO THE APPLICATIONS, GOES INTO THE FORMS THAT ARE SUBMITTED TO THE STATE FOR NEW CONSTRUCTION, EXTENSIONS ON THE BUILDING, ADDITIONS ON THE BUILDINGS OR OUR NEW BILL.

I GO BACK AND I CAN PULL THIS DATA.

I HAVE ABOUT 10 YEARS OF IT THAT I KEEP COLLECTING AND I JUST ROTATED THROUGH.

IT'S A CONSTANT 10-YEAR BILL, BUT THIS YEAR DID FEEL A LITTLE DIFFERENT BECAUSE OF THE SPECTRUM

OF US MAYBE BUILDING ANOTHER BUILDING DOWN THE ROAD HERE.

I'M NOT SAYING THAT DATA WASN'T TIGHT, BUT WE WANT TO MAKE SURE THAT THE DATA IS TIGHT GOING FORWARD SO WE HAVE THE INFORMATION READILY AVAILABLE FOR AGENCIES LIKE DEPARTMENT OF PLANNING AND THE IAC.

THE EFMP PROVIDES THE FOUNDATION FOR LONG-TERM FACILITIES PLANNING.

THE RULES, REGULATIONS, PROCEDURES FOR BOTH THE IAC COMMISSION OF SCHOOL CONSTRUCTION KNOWN AS THE IAC, AND THE DEPARTMENT OF PLANNING, NOT AS MDP REQUIRE EACH LEA TO MANUALLY SUBMIT AN AMENDED SCHOOL SYSTEMS EFMP.

THIS MATCH THE PLANS, THE PLANNING TOOL THAT DEALS WITH THE LEA'S PROJECTED FACILITY NEEDS BY USING DATA, SYSTEMATIC FACTORS OF EACH CAROLINE COUNTY'S TOWNSHIPS AND UNINCORPORATED AREAS.

STUDIES INCLUDING COUNTY AND COMMUNITY ANALYSIS, DETAILED DISCUSSIONS WITH THE IAC AND MDP, AS WELL AS STUDENT ENROLLMENT FIGURES HELP GUIDE CAROLINE COUNTY BOARD OF EDUCATION WITH DECISIONS NEED TO MOVE FORWARD IN TERMS OF OUR SCHOOL BUILDING NEEDS.

THESE ANALYSIS AND CONCLUSIONS THERE WITHIN SYSTEM, THE DEVELOPMENT OF OUR CAPITAL IMPROVEMENT PLAN, WHICH I COME TO YOU IN SEPTEMBER FOR FOR THAT APPROVAL AS WELL.

WE BUILT OFF OF THIS IN THE CIP, AND IS CONSISTENT WITH THE ADOPTED CAROLINE COUNTY 2023 COMPREHENSIVE PLAN.

THIS DOCUMENT MUST BE SUBMITTED TO THE IAC BY JULY 1ST.

I KNOW WE'RE AT THE WALL HERE WITH THIS, BUT THANK YOU FOR MEETING SO WE CAN GET THIS TAKEN CARE OF AT THIS TIME OF THE MONTH.

THERE ARE BASICALLY THREE SYSTEMATIC FACTORS THAT GO INTO BEING USED FOR LONG-TERM PLANNING.

ONE IS THE COMMUNITY ANALYSIS OF NEIGHBORHOODS, AVAILABLE HOUSING, POPULATION TRENDS, SOME ASPECTS THAT MANY OF US DON'T CONSIDER LIKE SEWER AND WATER, TRANSPORTATION NEEDS, EMPLOYMENT PATTERNS.

THEN THERE'S DETAILED DISCUSSIONS WITH THE IAC, WITH THE DEPARTMENT OF PLANNING, THOSE ARE THE TWO MAIN, BUT THERE'S ALSO DETAILED DISCUSSIONS WITH THE STATE DEPARTMENTS THAT OCCUR ON A MONTHLY BASIS THAT BASICALLY PERTAIN TO SYSTEM WIDE SCHOOL FACILITY INVENTORIES OF BUILDINGS, AND PROPERTY LAYOFFS, THE SCHOOL UTILIZATION PERCENTAGES, THE DECISIONS ON FACILITY IMPROVEMENTS, WHICH BASICALLY BROKEN ON TWO AREAS; IS IT A PRIORITY, OR IS IT JUST A NEED? THEN FROM THERE, WHICH ARE THE QUESTIONS, WELL, WHAT DO WE DO? DO WE DO AN ADDITION? DO WE BUILD OR DO WE NOT DO ANYTHING AND JUST GO DIFFERENT OUT ALTOGETHER? STUDENT ENROLLMENTS, THE THIRD ONE.

THIS IS IMPACTED BY HISTORIC SCHOOL SYSTEMS ENROLLMENTS, INFLUENCES OF PRIVATE AND OR HOME SCHOOLING.

THEN THE ANNUAL ENROLLMENT PROJECTIONS THAT WE RECEIVED BOTH FROM THE STATE AND THE COUNTY.

THOSE ANNUAL ENROLLMENTS ARE VERY DETAILED, VERY NUMEROUS.

I KNOW MS. MILLIGAN HERE TO MY LEFT PROBABLY LOST A COUPLE OF NIGHTS SLEEP TRYING TO PULL THE DATA OUT BECAUSE IT'S VERY INTENSE.

THOSE ARE THE THREE POINTS I'LL BE SPEAKING ABOUT.

I'LL JUST SPEAK ABOUT TWO OF THEM PRIMARILY AND MS. MILLIGAN WILL DO THE LAST ONE IS THE STUDENT ENROLLMENT PROJECTIONS.

IN THE EFMP, YOU'LL PROBABLY NOTICE THAT THE CHARTS AND GRAPHS NOW INCLUDE 2020 DATA.

IN THE PAST, I HAVE NOT BEEN ABLE TO GIVE YOU THAT DATA BECAUSE IT WAS DELAYED BEING RELEASED.

THE 2020 CENSUS DATA HAS FINALLY BEEN RELEASED.

UNFORTUNATELY, THE CENSUS DATA ARRIVED TO MY DESK MUCH LATER IN THE FINALIZATION OF THE EFMP, SO I WAS NOT ABLE TO INCORPORATE MUCH DATA INTO IT AS I WAS HOPING.

I DO HAVE PLANS TO WORK WITH MS. LESLIE PUTIN THIS SUMMER WITH CAROLINE COUNTY ZONING AND PLANNING.

SHE IS CURRENTLY THE GATEKEEPER FOR THE CENSUS DATA THAT I FOUND OUT LATE IN THE SEASON TO PUT THIS TOGETHER.

IF YOU'VE NEVER GONE TO THAT CENSUS DATA WEB PAGE, IT'S INTIMIDATING.

IT'S DAUNTING. YOU GET LOST REAL QUICK.

I LOVE GOING TO RABBIT HOLES IN THE COMPUTER SYSTEM, BUT MY GOSH, IT DOESN'T TAKE LONG FOR YOU TO GET LOST IN THAT THING.

FEBRUARY 13TH, 2024, THE TOWN OF DENTON RELEASED AN ORDINANCE, NUMBER 572, THAT ADOPTED THE NEW ZONING MAPS 01 AND 02.

IT DOES DESIGNATE THE DIFFERENT ZONINGS WITHIN THE TOWN'S BOUNDARIES WITH AGRICULTURE, WITH INDUSTRIAL, MIXED INDUSTRIAL, COMMERCIAL, RESIDENTIAL, MEDICAL, YOU HAVE IT.

THIS IS 328. THIS IS ABOUT WHERE THE CEMETERY IS.

I DON'T SEE THIS BEING A PROBLEM FOR A LONG TIME BECAUSE THIS NEEDS TO HAPPEN.

IT'S ON THE WEST SIDE OF THE RIVER.

THERE NEEDS TO BE A WATER TREATMENT PLANT ESTABLISHED TO HANDLE THAT VOLUME.

THERE'S TALK ABOUT THAT MAYBE HAPPENING SOON, BUT SOON IS AT LEAST TWO YEARS AWAY, MAYBE THREE, MAYBE EVEN LONGER.

THERE'S A CHANCE IT MAY NOT EVEN HAPPEN.

THE WAY I LOOK AT IT, IN ORDER FOR THAT PROJECT TO BE REALLY SUCCESSFUL, WE NEED TO HAVE THAT WATER TREATMENT PLANT ESTABLISHED.

I KNOW REPRESENTATIVE BRYCE HAS BEEN WORKING WITH THE STATE TO TRY AND GET SOME FUNDING, TRY AND GET SOME LOCATIONS WHERE TO PUT THAT POSSIBLE PLANT.

WE'RE A BALANCE ON THAT.

IT WAS A 20 OR 30 ACRE PLOT OF LAND THAT ABOUT 15, 20 YEARS AGO, THEY WERE REALLY PUSHING TO PUT ABOUT 30-40 SINGLE FAMILY HOMES IN.

NOW BECAUSE IT'S WITHIN 1,000 FEET OF THE RIVER, THEY'RE GOING TO GO WITH 4-5.

I DON'T KNOW HOW YOU'RE GOING TO BREAK THIS PROPERTY.

I OFTEN GOING TO PUT VERY LARGE PROPERTY WITH EACH HOME OR IF THEY'RE GOING TO JUST KEEP THE GREEN SPACE AND KEEP THE PROPERTY SIZE LOW.

TO ME, EITHER WAY, IT DOESN'T SOUND IT'S GOING TO BE A VERY GOOD MARKET FOR THOSE RENTERS OR FIRST TIME HOME BUYERS TO GET INTO A HIGHER LEVEL, MORE EXPENSIVE HOME.

SURPRISINGLY HERE IS PRESTON. I CAN'T READ IT.

WE HAVE A GROSS NET OF ONLY 116 PEOPLE ADDED TO THE POPULATION OF THOSE 10 YEARS.

IT'S FLAT, WE'RE GROWING.

THE SECOND SYSTEMATIC FACTOR, DETAILED DISCUSSIONS.

I WANT TO REVIEW WHERE WE WERE LAST YEAR OR WHERE WE ALL THOUGHT WE WERE LAST YEAR BY LOOKING BACK AT THE 2010 CENSUS DATA AND HOW THAT CHANGED WITH THE 2020 CENSUS DATA.

IN 2010, OUR DATA PROJECTIONS SAW THE GROWTH IN THE CENTRAL PART OF THE COUNTY.

NORTH COUNTY SHOWED LIMITED GROWTH AND SOUTH COUNTY SHOWED FLAT OR VERY LITTLE GROWTH.

LAST YEAR, WE EXPECT THE 2020 CENSUS DATA TO REFLECT THE DIFFERENT STORY.

WE EXPECT TO SEE INCREASES IN STRONG GROWTH SHIFTS IN NORTH COUNTY.

WE EXPECTED CENTRAL AND SOUTH COUNTY TO EXPERIENCE NORMAL OR FLAT GROWTH.

THAT HAPPENED.

ACCORDING TO THE 2020 CENSUS DATA PRODUCED NEW PROJECTIONS THAT WERE MODERATELY LOWER IN THE NEAR TERM COMPARED TO THE PREVIOUS MDP PROJECTIONS.

TOTAL POPULATION IS NOW EXPECTED TO GROW AT A SLOWER RATE FROM THE 33,177 IN 2010 TO 44,520 45.

ANOTHER INDICATOR IS HOUSING PERMITS.

REVIEW OF CAROLINE COUNTY HOME PERMITS CLEARLY SHOWS TWO LONG LASTING ECONOMIC IMPACT BETWEEN 2008-2020.

GREENSBORO AND RIDGELY, IN PARTICULAR, HAD OVER 20 AND 24 STUDENTS, WHICH IS THAT'S EQUIVALENT TO A WHOLE ANOTHER TEACHER.

THAT NET GAIN OF 47, SO THEN I WAS LIKE, WHERE ARE THESE STUDENTS COMING FROM? FOR THE NEXT SLIDE, I JUST THOUGHT THIS IS INTERESTING INFORMATION.

THAT'S PRETTY DESCRIBING. THEY WERE LOOKING AT DEVELOPMENTS COMING JUST LIKE WE ARE NOW.

AND THAT RECESSION THAT MR. MENGEL REFERRED TO PREVIOUSLY, THAT KILLED THOSE DEVELOPMENTS, WHERE YOU RECEIVED ANOTHER YEAR OR TWO LIKE THAT.

AND ONE OF THE DIFFERENCES FOR THE COUNTY THEN COMPARED TO TODAY IS THE FAMOUS GASOLINE TAX.

THE COUNTY USED TO GET A LARGE CHUNK OF MONEY FROM THE COUNTY SHARE OF THE GASOLINE TAX.

DURING GOVERNOR O'MALLEY'S TERM WHEN THE RECESSION HIT, THEY TOOK THAT AWAY.

THE COUNTY HAS NEVER RECOVERED.

THEY'VE GOT SOME OF IT BACK BUT VERY MINOR.

AND SO WHEN YOU LOOK AT SEVERAL MILLION OF DOLLARS THAT A COUNTY LIKE THIS LOSES, HOW DO THEY MAKE UP FOR IT? SO AT THE TIME, THE THINKING WAS,

WELL, JUST CUT YOUR PUBLIC WORKS DEPARTMENT.

THAT'S WHAT FUNDS THAT PRIMARILY.

NO PUBLIC WORKS DEPARTMENT. HAT DOESN'T WORK.

WHAT DO YOU HAVE TO DO IF YOU HAVE TO CUT EVERYTHING ELSE? SO THE COUNTY WAS IN BETTER POSITION THEN, TO ANSWER YOUR QUESTION IN MY OPINION, THAN THEY ARE TODAY BECAUSE THEY DON'T HAVE MUCH FLEXIBILITY IN THEIR BUDGET.
