I'LL ASK FOR A MOTION TO DO SO.

>> I MOVE THAT WE RECONVENE INTO OPEN SESSION.

>> DO WE HAVE A SECOND?

>> ALL IN FAVOR?

>> AYE.

>> THE MEETING IS OFFICIALLY OPENED.

NOW WE'RE GOING TO HAVE THE PLEDGE OF ALLEGIANCE WITH RIDGELY ELEMENTARY SCHOOL, AND I SEE OUR PRINCIPAL AND ASSISTANT PRINCIPAL AND THEIR TEAM OF WONDERFUL STUDENTS.

SOME OF YOU ARE GOING TO BE IN THE TALENT SHOW? THAT'S SO GREAT. WHAT ARE WE THINKING ABOUT DOING IN THE TALENT SHOW? ARE WE SINGING, WE DANCING?

>> PLAYING THE GUITAR AND SINGING,.

>> WHOA. THAT'S AWESOME.

>> YOU'RE SINGING.

>> VERY COOL.

>> SINGING, SINGING.

>> [INAUDIBLE].

>> THAT IS FANTASTIC. SO, WHAT IS THE?

>> THURSDAY MAY 10.

>> MAY 10. AWESOME. I'M SURE IT'S ON MY CALENDER.

>> [INAUDIBLE] OR DURING THE DAY.

>> GREAT JOB TODAY. THANK YOU-ALL.

>> THANK YOU-ALL.

>> PARENTS, STUDENTS, YOU'RE WELCOME TO STAY FOR THE DURATION OF THE MEETING IF YOU SO CHOOSE.

BUT YOU DON'T HAVE TO THANK YOU FOR BEING HERE AND BRINGING YOUR CHILDREN OUT TONIGHT. MUCH APPRECIATED.

[00:05:11]

>> THEY'RE SO QUIET.

>> I KNOW LIKE THAT ALL DAY.

TONIGHT WE HAVE AN AGENDA THAT HAS BEEN PREPARED AND JUST NEED TO HAVE A MOTION TO APPROVE THE AGENDA?

>> I'LL MAKE A MOTION. WE APPROVE TONIGHT'S AGENDA.

>> WE HAVE A SECOND.

>> I'LL SECOND.

>> ALL IN FAVOR?

>> AYE.

>> I WANT TO REMIND PEOPLE THAT IF ANYBODY IS HERE TO MAKE PUBLIC COMMENT, PLEASE MAKE SURE TO SIGN THE BOOK THAT IS AT THE PODIUM.

IN THAT WAY WE'LL KNOW THAT YOU'RE HERE AND WE'LL CALL ON YOU WHEN WE HAVE PUBLIC COMMENT AT A SPECIFIC SPOT IN OUR AGENDA.

SOMETHING THAT WE DO EACH MEETING.

IT REALLY REMINDS ALL OF US WHY WE'RE HERE AND WHY WE DO THE WORK WE DO IS TO READ OUR MISSION STATEMENT.

I'LL DO THAT NOW. IN PARTNERSHIP WITH FAMILIES AND COMMUNITY, WE PREPARE ALL STUDENTS TO ACHIEVE COLLEGE, CAREER AND LIFE READINESS THROUGH A CHALLENGING AND PROGRESSIVE EDUCATIONAL EXPERIENCE.

IT'S A GOOD THING THAT WE DO TO REMIND EVERYBODY WHAT WE'RE ABOUT.

THROUGHOUT THE AGENDA, YOU'LL SEE THAT MISSION PLAYED OUT EVERY TIME, BOTH IN THIS MEETING AND THE WORK SESSION IN WORK, ALL OF THE STAFF AND STUDENTS TO EVERY SINGLE DAY.

MOVING ALONG, WE NOW HAVE

[2. Recognitions]

OUR RECOGNITIONS AND I THINK WE HAVE SOMETHING PRETTY SPECIAL ABOUT WRESTLING.

>> YES [INAUDIBLE]. WE HAVE MR. MARKETO, OUR SUPERVISOR FOR ATHLETICS WILL BE DOING THE FIRST RECOGNITION.

>> GOOD EVENING, PRESIDENT BARTON SUPERINTENDENT, DOCTOR SIMMONS, AND THE REST OF BOARD OF EDUCATION.

I'M HERE TONIGHT TO RECOGNIZE ONE OF OUR AMAZING COACHES, MR. BRIAN HALL.

BRIAN'S A WRESTLING COACH AT COLONEL RICHARDSON HIGH SCHOOL.

BRIAN IS THE EPITOME OF A LEADER.

BRIAN PUTS IN LOTS OF TIME AND EFFORT INTO HIS PROGRAM, HAS BUILT A VERY SUCCESSFUL PROGRAM AT COLONEL RICHARDSON.

THIS YEAR, THEY WENT AND HAD A 12 AND FIVE RECORD.

BUT IT'S A GROWING PROGRAM, WHICH IS EVEN BETTER, ESPECIALLY WITH OUR WOMEN'S WRESTLING SEASON.

WE ADDED INDOOR TRACK THIS YEAR WHICH PROBABLY TOOK A COUPLE OF PEOPLE AWAY FROM HIM.

BUT HE'S STILL, THOUGH, BUILT A TREMENDOUS PROGRAM ON THE EASTERN SHORE.

IF YOU'RE LOOKING AT WOMEN'S PROGRAM, WE'VE HAD STATE CHAMPIONS LAST YEAR AND HE'S REALLY DONE A GREAT THING.

BUT THE THING I LIKE ABOUT BRIAN THE MOST IS WHEN YOU TALK TO HIM, HE DOESN'T TAKE ANY CREDIT FOR WHAT HE'S DONE.

BRIAN ALWAYS PASSES IT ON TO HIS COACHES AND ALL EVERYBODY IN THE STUDENTS, THE ATHLETES THAT ARE THERE.

AND THAT'S WHAT REALLY AM PROUD OF HIM FOR EARNING THIS.

BECAUSE HE'S BEEN SEEN BY THE OTHER COACHES IN THE BAYSIDE THAT HE TRULY IS DOING A GREAT THING HERE.

COLONEL RICHARDSON. BRIAN, CONGRATULATIONS AGAIN.

BAYSIDE COACH OF THE YEAR FOR '23 '24 SEASON.

I'D ALSO LIKE TO THANK JESSICA, BECAUSE SHE HAS TO PUT UP WITH THE LONG SEASON.

IT IS A VERY LONG SEASON IN THE WINTER SEASON OF WRESTLING.

AS BOY AND WRESTLING, IT JUST SEEMS TO GO ON FOREVER.

BUT WE THANK YOU FOR YOUR DEDICATION TO ALLOWING YOUR HUSBAND TO COME OUT AND HELP AND SERVE OUR STUDENTS AGAIN.

CONGRATULATIONS BRIAN AND HERE YOU GO.

>> BRIAN, WE'LL HAVE YOU COME UP AND MR. MARKETO, LET'S SEE.

MR. SHERMAN, HERE'S PRINCIPAL COLONEL HIGH COLONEL, HIGH STAFF.

SO WE'RE GOOD. YOU WANT US TO COME DOWN? VERY GOOD.

>> BROAD SIDE.

RUNNER UP OUR GIRLS WRESTLING TEAM.

THEY TOOK RUNNER UP QUEEN IN, WHO EVENTUALLY WON THE STATE CHAMPION IN OUR FIRST EVER MARYLAND CITY GIRLS TURN.

THEY ACTUALLY HAD A WINNER LAST YEAR.

POINTS THIS YEAR EVERY GIRL TOOK SET IN THE BAYSIDE BEHIND THEM.

THEN WE HAD A GIRL THAT ACTUALLY FINISHED FOR THIS YEAR, THE FIRST YEAR WRESTLING.

[00:10:50]

>> MR. HALL, ARE THOSE FUTURE COLONEL WRESTLERS?

>> I THINK SO.

>> [INAUDIBLE] HAS ANYTHING TO DO WITH IT? [LAUGHTER]

>> THEY LIKE TO WRESTLE. WE'RE LEARNING SLOWLY.

>> WITH MOM AND DAD BOTH WORKING HERE IN THE COUNTY.

WE'D LOVE TO HAVE YOU.

>> [INAUDIBLE]

>> WE APPRECIATE THAT.

>> HAVE A NICE WEEK.

>> THANK YOU.

>> THANK YOU.

>> SEE YOU, GUYS.

>> WRESTLING IS A TERRIFIC SPORT, BUILDS A LOT OF CHARACTER DISCIPLINE AND SO FORTH, AS DO MANY SPORTS.

>> THEY COME A LONG WAYS. WE DID NOT KNOW WE'RE GOING TO DO AS WELL AS WE DID THIS YEAR.

WE WERE THREE FRESHMAN STARTERS, EIGHT SOPHOMORES, TWO JUNIORS AND ONE SENIOR.

THAT WAS OUR START LINE UP. VERY EXCITED FOR THE NEXT COUPLE OF YEARS.

>> VERY GOOD. A COUPLE OF YEARS. WONDERFUL.

>> I APPRECIATE YOU GUYS.

>> CONGRATULATIONS.

>> THANK YOU.

>> THANK YOU.

>> CONGRATULATIONS.

>> THANK YOU.

>> OUR NEXT RECOGNITION IS THE CARSON SCHOLARS.

>> YES, THIS WILL BE DOCTOR DOWNS DOING THIS RECOGNITION.

>> GOOD EVENING PRESIDENT BARTON, DOCTOR SIMMONS AND THE BOARD.

TONIGHT I'M SHARING SOME AWARDS THAT WE HAVE THIS EVENING.

EACH YEAR, STUDENTS ARE NOMINATED.

GO TO A K12 PUBLIC SCHOOL, UNITED STATES, BY THEIR TEACHER FOR A CARSON SCHOLARSHIP.

STUDENTS ARE NOMINATED BY THEIR TEACHER AND THEY RECEIVE A $1,000 SCHOLARSHIP EACH TIME THAT THEY GET THE CARSON SCHOLARSHIP TOWARDS COLLEGE.

IT'S A PRETTY EXCITING TIME.

IN ORDER TO BE ELIGIBLE FOR THE AWARD, THEY MUST HAVE A GPA OF 3.75 OR HIGHER, AND PARTICIPATE IN COMMUNITY SERVICE ACTIVITIES.

THAT'S HOW THEY GET THIS AWARD.

I'D LIKE TO RECOGNIZE CHRISTIAN LAMAN AND ABBY BOSHEMAN.

CHRISTIAN IS 10TH GRADE AT NORTH CAROLINA HIGH SCHOOL, AND ABBY IS THE SEVENTH GRADE [INAUDIBLE].

>> I KNOW THE PRINCIPALS ARE HERE TONIGHT, SO I'D LIKE TO INVITE THEM TO COME UP TO GET PICTURES.

>> AS THEY'RE COMING UP IS THIS YOUR FIRST CARSON SCHOLAR OR WHAT YEAR IS THIS FOR YOU GUYS FOR CARSON SCHOLARSHIPS? YOU'RE THIRD, AWESOME.

>> GREAT.

>> CHRISTIAN WOW, WOW.

CONGRATULATIONS. THAT'S ALL SUGGESTION.

>> AND STUDENTS GET NOMINATED STARTING IN FOURTH GRADE THROUGH 11TH.

SO THAT SAYS A LOT ABOUT THESE TWO YOUNG PEOPLE.

>> ABSOLUTELY. THAT IS INCREDIBLE.

MOM, DAD, IF YOU WANT TO COME AROUND FOR PICTURES TO GET A BETTER, FEEL FREE.

>> YEAH, THAT'S RIGHT.

EVERYBODY THIS WAY FIRST, DON'T MOVE.

SECOND CROWD STILL DON'T MOVE.

>> CONGRATULATIONS.

>> PARENTS, THANK YOU GUYS FOR NOT WAYS OF HARD WORK.

[INAUDIBLE] WITHOUT YOUR SUPPORT AT HOME AND WHAT YOU'VE BEEN DOING SINCE [INAUDIBLE] THANK YOU.

[00:15:04]

YES. YES.

>> DOCTOR DOWNS, IS THIS ONLY TEACHER RECOMMENDED OR PARENTS RECOMMEND?

>> TEACHER RECOMMEND.

>> TEACHER RECOMMEND.

>> IT'S A NATIONAL.

>> YOU HAVE TO DO A REALLY NICE DINNER IN BALTIMORE, YEARS AGO, IT WAS WONDERFUL TO GO TO AT HOME.

THEY DON'T DO THE DINNER ANYMORE, BUT THE WORD PROGRAM IS STILL NICE.

>> THANK YOU.

>> IT'S REALLY IMPRESSIVE.

MULTIPLE YEARS, DID THEY SAY THREE YEARS OR FIVE YEARS?

>> YES. YEAH. INCREDIBLE. CLEARLY, GOOD STUDENT AND THEN KEEP KEEP UNDERSTANDING.

VERY GOOD. NOW WE WILL MOVE INTO OUR REPORTS.

WE WILL START WITH BOARD MEMBER REPORTS.

[3. Reports]

AND MARK, LET'S START WITH YOU. THAT'S OKAY.

>> THAT'S FINE. I WAS ABLE TO ATTEND THE NATIONAL TECHNICAL HONOR SOCIETY AND GIVE REMARKS ON BEHALF OF THE BOARD THIS MONTH.

AND ALSO WAS ABLE TO ATTEND TWO OF THE SCHOOLS FOR THE TEACHER OF THE YEAR SUPPORT STAFF OF THE YEAR NOMINATIONS WHEN THEY WERE GIVEN OUT.

SO BOTH OF THOSE EVENTS HIGHLIGHT EITHER EMPLOYEES OR STUDENTS THAT HAVE PUT IN A LOT OF HARD WORK TO RISE TO THE TOP OF WHERE THEY ARE AND THEY WERE BOTH REALLY GOOD EVENTS TO ATTEND AND ONE OF THE MORE ENJOYABLE PARTS OF BOARD SERVICE, GETTING TO GO OUT AND ATTEND SOME OF THE EVENTS THAT ARE GOING ON THROUGHOUT THE COUNTY.

OVERALL, IT WAS A VERY GOOD MONTH.

>> MICHELLE.

>> I'D SAY MY HIGHLIGHT FOR THE MONTH WAS ATTENDING THE MAY EQUITY MEETING LAST WEEK AND GETTING TO MEET MY COUNTERPARTS FROM ACROSS THE STATE AND SHARING WHAT CAROLINE COUNTY IS DOING AS FAR AS ESPECIALLY OUR RECRUITMENT WORK IN EQUITY.

THIS WAS OUR FIRST IN PERSON MEETING IN THE LAST TWO YEARS.

IT WAS REALLY A VERY WORTHWHILE MEETING TO ATTEND AND I LOOK FORWARD TO CONTINUING THE EQUITY WORK AND USING THE EQUITY LENS AS WE GO THROUGH OUR POLICIES AND SO FORTH AS A BOARD.

>> GOOD, THANK YOU. ANYTHING ELSE YOU WANT TO ADD? GOOD.

>> THAT'S IT.

>> THANK YOU. ALL RIGHT.

>> ACTUALLY JUST TO HIT ON, LIKE MARK SAID, WITH THE TEACHER OF THE YEAR.

IN SUPPORT, I WAS ABLE TO ATTEND THREE SCHOOLS WITH DOCTOR SIMMONS.

I JUST VERY GRATEFUL THAT IT'S NICE TO BE ABLE TO SEE PEOPLE WHO ARE OUTSTANDING AND DOING HARD WORK FOR OUR KIDS.

I'M ALSO ABLE TO ATTEND AN SBA CONFERENCE.

JUST EXCITED TO SEE YOU, MAYBE TALK WITH OTHER COUNTERPARTS THAT ARE JUST NOT IN MARYLAND.

WHAT ARE THEY DOING IN OTHER STATES? WILL WORK FOR US, WILL NOT WORK FOR US.

JUST GOT TO LOOKING FORWARD TO THAT. THIS COMING WEEK.

>> THANK YOU. GOOD FOR ME, JUST COMMENT ABOUT THE SPRING FOURTH.

IT'S REALLY NICE TO SEE THAT EVERYBODY'S OUT THERE AGAIN AND YOU THINK IT'S SPRING.

IT FEELS MORE LIKE WINTER AND THEY ENDURE SOME PRETTY HARSH ELEMENTS AND THEN BY THE TIME THEY'RE FINISHED, THEY'RE GOING TO BE DEALING WITH AN AWFUL LOT OF HOT WEATHER.

BUT JUST I JUST LOVE WATCHING THE SPRING BOARD.

IT'S PROBABLY MY FAVORITE TIME.

I'M REALLY A BIG FAN OF BASEBALL, SO I LOVE SEEING BASEBALL AND SOFTBALL IN PARTICULAR.

BUT AS I MENTIONED ABOUT WRESTLING, IT JUST BUILDS CHARACTER.

SPORTS REALLY BUILDS CHARACTER AND IF THE COACHES ARE DOING IT RIGHT, IT'S SURE YOU WANT TO WIN THE GAMES AND YOU WANT TO WIN MATCHES AND SO FORTH.

BUT IT'S MORE ABOUT THE LESSONS LEARNED.

SOMETIMES YOU LEARN MORE BY LOSING.

THERE'S SOME PLACES THAT LEARN MORE THAN OTHERS BECAUSE THEY LOSE MORE THAN OTHERS.

THE WINNING FEELS GOOD.

AND YET, IF IT COMES TOO EASILY, YOU AREN'T LEARNING COACHING OPPORTUNITIES AND YOU SEE IT HAPPENING.

COACHES ARE GOOD AND WE HAVE GOOD COACHES.

YOU REALLY CAN SEE THAT INTERACTION AND HOW THEY BEHAVE AND WHAT HAPPENS DIFFERENT THE NEXT TIME.

A KID STRIKES OUT AND HE SLAMS HIS BAT INTO THE GROUND.

HE DOESN'T DO IT THE NEXT TIME IF HE STRIKES OUT, I WONDER WHAT HAPPENED.

COACH TAUGHT THAT LESSON.

SO IT'S REALLY NICE TO GET OUT THERE AND WATCH THOSE GAMES.

AND I REALLY LOVE DOING IT.

MAYBE IT'S BECAUSE YOU CAN ACTUALLY GET OUTSIDE AGAIN, I'M NOT SURE.

BUT I THINK IT'S JUST THAT INTERACTION OF THE TEAMS, THE KIDS,

[00:20:03]

AND PHYSICAL AND MENTAL ACTIVITIES, AND THE COACHES, AND SEEN THAT LEADERSHIP.

SO THAT'S IT FOR ME.

WE'LL MOVE NOW TO THE SUPERINTENDENT'S REPORT.

>> GOOD EVENING. MY REPORT THIS EVENING IS ACTUALLY GOING TO CONNECT NICELY TO MR. JONES.

MR. POLLS REPORT, AND ONE OF THE MOST EXCITING THINGS THAT I GOT TO DO IN THE MONTH OF MARCH WAS ACTUALLY GO OUT TO THE BUILDINGS.

AND I GET TO BE THE PERSON THAT DELIVERS THE FLOWERS TO THE FINALISTS FOR TEACHER OF THE YEAR, AND SUPPORT SERVICES OF THE YEAR, EMPLOYEES OF THE YEAR.

I WANT TO THANK OUR TEAM WHO HAS DONE A LOT WITH THE EFFORT, GOES THROUGH THE SELECTION PROCESS IN THIS ROOM.

MISS BARRY IS ON IT.

DOCTOR WILLY IS ON IT.

I THINK THAT'S IN THE ROOM.

IS ON IT I THINK.

WE HAVE SEVERAL OTHER FOLKS WHO ARE PART OF THE SELECTION PROCESS, WHICH IS NOT EASY BY ANY MEANS.

I BELIEVE WE HAD 16 APPLICANTS THIS YEAR WHO COMPLETED THE PROCESS, AND THEY HAD TO NARROW THAT DOWN TO THE FINALISTS.

IT WAS VERY TOUGH COMPETITION AND IT WAS GREAT EXCITEMENT THAT WE GOT TO TRAVEL AROUND WITH THE FLOWERS AND HAND THEM OUT.

OUR TEACHER OF THE YEAR FINALISTS.

WE WILL BE ANNOUNCING THE WINNER AT APRIL 17, AS WELL AS OUR SUPPORT EMPLOYEE OF THE YEAR FINALIST.

WE DO AN EVENING EVENT THAT NIGHT FOR THE FINALISTS AND THEIR FAMILIES.

IT IS AT CAL BARN, WHICH IS JUST LOVELY AND RIGHT HERE IN THE COUNTY.

OUR FINALIST THIS YEAR, A MISS AMY BALLMAN, DENTON ELEMENTARY, FAITH BURTON DENTON ELEMENTARY.

MR. TOM CHISOM, COLONEL HIGH, THOUGH HE HAS BEEN TEACHING AT COLONEL MIDDLE THIS YEAR AS WELL, HELPING OUT, DOING A FANTASTIC JOB IN BOTH BUILDINGS.

MISS DANIELLE DENNIS COLON, RICHARDSON HIGH SCHOOL.

MR. BRIAN HALL, WHO WE JUST SAW, WHO WAS JOKING ABOUT THE FACT IN HIS PICTURE, HE WASN'T DOING THE FLOWERS BECAUSE WE INTERRUPTED HIM HELPING OUT WITH LUNCH DUTY.

WE PUT THEM DOWN ON THE TABLE BECAUSE, WELL, THAT'S WHAT YOU DO IN CAFETERIA.

THEN OUR SUPPORT EMPLOYEE OF THE YEAR FINALIST, MISS AMY BARNES, DENTON ELEMENTARY, MISS STAY HARRIS AT GREENSBORO, AND CALLY TILLY, NURSE AT FELLSBURG ELEMENTARY.

ABSOLUTELY AN OUTSTANDING GROUP OF FOLKS.

IT REALLY COVERS THE GAMUT OF DIFFERENT LEVELS OF EXPERIENCE AS WELL AS DIFFERENT THINGS THAT THEY CONTRIBUTE TO THE SCHOOL SYSTEM.

AGAIN, EXCITED FOR THE 17TH, THESE GUYS HAVE DONE AN OUTSTANDING JOB OVER THEIR CAREERS AND IT'S NICE TO BE ABLE TO RECOGNIZE THEM THIS YEAR.

IN THE UNFORTUNATE PIECES, THERE IS ONLY, THAT IS THE TOUGH PART FOR US IN BOTH CATEGORIES BECAUSE ALL OF THEM ARE ABSOLUTELY DESERVING, SO MANY MORE OF OUR STAFF ARE AS WELL.

BUT THESE GUYS REALLY EXCEL THIS YEAR AND IT WAS GREAT TO RECOGNIZE THEM. THANK YOU.

>> VERY GOOD. THANK YOU.

NOW WE HAVE OUR STUDENT REPRESENTATIVE REPORTS.

LESLIE COULDN'T BE WITH US TONIGHT, BUT WE DO HAVE THE STAR OF THE SHOW, LEVI.

[LAUGHTER]

>> I BELIEVE LESLIE AND I ARE BOTH A LITTLE UNDER THE WEATHER, BUT I SHOWED UP FOR COLONEL, SO [LAUGHTER].

>> WE'LL MAKE SURE [OVERLAPPING].

>> I MIGHT CARE A LITTLE MORE.

[LAUGHTER] SO EXPRESSED AND CELEBRATED THE WORLD AUTISM AWARENESS DAY LAST MONTH.

APRIL 5TH IS A HALF DAY, SO I ALWAYS LOVE GOOD HALF DAY.

[LAUGHTER] APRIL 22ND-26TH IS THE SCHOLASTIC BOOK FAIR, CORRECT? SCHOLASTIC?

>> YES.

>> I REMEMBER YOU GOT TO NAG YOUR PARENTS FOR ALL THE MONEY YOU CAN GET, AND THEN A LITTLE MORE SOME.

THERE'S A LOT OF GOOD BOOKS OUT THERE RIGHT NOW, BUT IT'S VERY IMPORTANT FOR STUDENTS TO READ.

I FEEL LIKE THERE'S A LOT OF TECHNOLOGY GOING AROUND, SO THESE SCHOLASTIC BOOK FAIRS WOULD BE GOOD TO SEE SOME KIDS WITH SOME BOOKS IN THEIR HANDS.

OVER AT FES, SO THEY CELEBRATED THE WORLD AUTISM AWARENESS DAY AS WELL.

APRIL 22ND-26TH, NATIONAL PUBLIC SCHOOL VOLUNTEER WEEK.

NOT A SCHOOL HAS THE SCHOLASTIC BOOK FAIR, BUT I'M SURE THEY'LL HAVE A GOOD TIME.

THEN THE NATIONAL SCHOOL BUS DRIVERS DAY, THE BACKBONE OF OUR COMMUNITY.

WE GOT TO LOVE THEM. I DON'T KNOW.

I'VE NEVER HAD A BAD BUS DRIVER.

[LAUGHTER] IF YOU'RE WATCHING, WE APPRECIATE YOU.

THAT'S WHAT WE GOT FROM FES.

OVER AT CRMS, THEY ALSO CELEBRATED THE AUTISM AWARENESS BY ROCKING THE SOCKS.

I SAW A LOT OF CRAZY SOCKS. I'M STILL SEEING THEM.

A LOT OF OUR TEACHERS ARE STILL WEARING THEM.

IT'S ALWAYS GOOD TO SEE THAT.

[NOISE] ELA MCAP BEGINS, SO NOT THE BEST MONTH, I GUESS.

THE SPRING DANCE, WHICH IS GOING TO BE A TON OF FUN, AND THEN THE NATIONAL JUNIOR HONOR SOCIETY INDUCTION.

HOPEFULLY, OUR BRIGHTEST [NOISE] STUDENTS ARE GETTING INTO THAT.

OVER AT CRHS DURING ASSISTANT PRINCIPAL WEEK, OUR NEW ASSISTANT PRINCIPAL, MR. MILLS, VERY GLAD TO HAVE HIM.

I'VE SEEN HIM CRACK DOWN ON A LOT OF STUFF,

[00:25:01]

WHICH IS GOOD AND BAD FOR ME, BUT [LAUGHTER] I LIKE THAT. IT'S GOOD TO SEE IT HAPPEN.

SPRING SPORTS ARE IN FULL [NOISE] SWING.

IT'S STILL RIDICULOUSLY COLD LIKE MR. BARTON SAID.

I'M HOPING WE HAVE A LITTLE BIT OF LIKE THE '60S, THE '70S AND NOT JUMP RIGHT TO '80S AND '90S BECAUSE I'M NOT A FAN OF SWEATING.

THEN APRIL 6TH, THE SECOND ANNUAL MERRILL PROGRAM.

THEN APRIL THE 12TH TRACTOR DAY, SO GET TO GET OUT OF SCHOOL [NOISE] FOR THAT VERY ENJOYABLE DAY.

THEN CRH PROM, WE'RE VERY EXCITED FOR THAT.

I'VE SEEN A LOT OF PEOPLE PUTTING A LOT OF TIME AND DEDICATION TO THAT.

PEOPLE GETTING DRAGGED OUT OF SPORTS TO GO MAKE STUFF.

SO I'M EXCITED [NOISE] AND HOPEFULLY, THERE'S A LOT OF COOL PRIZES THAT AFTER PROM, SO I'M THRILLED.

THAT'S ALL I GOT FOR OUR STUDENT REPORT.

>> OUTSTANDING. THANK YOU VERY MUCH.

WE WILL CERTAINLY UNDERSTAND [NOISE] TONIGHT IF YOU CAN'T HANG IN THERE WITH US.

I WANT YOU TO FEEL BETTER [OVERLAPPING].

>> I'M FEELING BETTER.

>> I REALLY APPRECIATE THE SHOUT-OUT YOU WERE GIVING TO READING BECAUSE EVERYBODY KNOWS IT'S IMPORTANT.

BUT IT REALLY IS SOMETIMES UNDERAPPRECIATED HOW MUCH THAT DOES TO TRAIN YOUR BRAIN, ENTERTAIN YOU AS WELL.

THAT REALLY IS POWERFUL.

>> DO WE STILL DO LIKE YOU HAD TO GET LOGGED FOR YOUR READING? YOU HAD TO READ A CERTAIN AMOUNT OF TIME OF DAY AND THEN YOUR PARENT WOULD SIGN OFF.

>> WE DO NOT ANYMORE. WE HAVE A DIFFERENT PROGRAM WE'RE USING NOW, BUT WE USED TO.

>> I FELT LIKE THAT WAS A GOOD SYSTEM.

I WOULDN'T MIND SEEING THAT COME BACK.

>> THANK YOU. GOOD SUGGESTION.

>> THANK YOU FOR SHARING IT.

>> WANT TO GET HOME SOON?

>> WELL, THANK YOU VERY MUCH.

THE FUN STUFF IS ALL OVER NOW.

[LAUGHTER]

>> COME ON, BUT IT'S FUN.

>> COME BACK TO FOLLOW.

>> I DO ENJOY THOSE KIND OF REPORTS.

>> NUMBERS AREN'T NEAR AS COMICAL AS [LAUGHTER] THE PRESENTATION WAS. [LAUGHTER].

>> NUMBERS ARE NOT COMICAL. [LAUGHTER].

>> GOOD EVENING, PRESIDENT BARTON AND MEMBERS OF THE BOARD, DR. SIMMONS.

YOU HAVE BEFORE YOU THE FINANCE REPORT FOR THE PERIOD ENDING MARCH 31ST.

WE ARE NINE MONTHS INTO FISCAL YEAR AND WE SPENT OR ENCUMBERED APPROXIMATELY 85% OF OUR BUDGET THIS MONTH.

THERE ARE TWO NEW OVERAGES TO REPORT.

THEY'RE VERY SMALL OVERAGES, BUT THEY ARE OVERAGES THAT APPEAR IN THE TRANSPORTATION OTHER CHARGES LINE ITEM AS WELL AS THE MAINTENANCE OF PLANT OTHER CHARGES LINE ITEM.

[NOISE] BOTH OF THESE OVERAGES ARE DUE TO THE SAME REASON.

IT'S FOR THE MADE-GROUP INSURANCE POOL PREMIUMS. WE PAY THESE PREMIUMS TWICE A YEAR AND WE JUST PAID THE SECOND HALF OF THE YEAR AND IT PUT BOTH OF THESE LINE ITEMS OVER BUDGET.

WHEN YOU SEE THE BUDGET SUMMARY LATER ON, YOU'LL SEE THAT WE HAD TO MAKE ADJUSTMENTS TO ACCOUNT FOR THIS IN NEXT YEAR'S BUDGET SO THAT NEXT YEAR'S BUDGET IS IN LINE WITH WHERE IT SHOULD BE.

I ALSO WANTED TO BRING TO YOUR ATTENTION THE TRANSPORTATION EQUIPMENT LINE ITEM, WHICH I BELIEVE I HIGHLIGHTED ON PAGE 2.

IT'S A LITTLE UNUSUAL FOR YOU TO SEE A NEGATIVE EXPENDITURE, SO I JUST WANTED TO EXPLAIN THE REASON FOR THAT.

A COUPLE OF MONTHS AGO, WE PURCHASED A BUS AND IT GOT CODED TO CARMEN'S TRANSPORTATION OPERATING BUDGET, AND THEN WE [NOISE] PICKED UP ON THE FACT THAT IT GOT MISCODED.

IT WAS A BUS TO REPLACE A BUS THAT HAD BEEN IN AN ACCIDENT.

WE HAD INSURANCE PROCEEDS COVER THE PURCHASE OF THAT BUS.

SO IT SHOULD NOT HAVE BEEN CHARGED TO OUR OPERATING BUDGET, IT SHOULD HAVE BEEN CHARGED TO THE INSURANCE ACCOUNT.

SO I HAD TO CREDIT THE TRANSPORTATION LINE ITEM AND MOVE THAT MONEY.

I JUST WANTED TO BRING THAT TO YOUR ATTENTION BECAUSE IT DOES LOOK UNUSUAL.

OTHER THAN THAT, WE'RE IN GREAT SHAPE AND WE'RE RIGHT ON TRACK WITH WHERE WE SHOULD BE AT THIS POINT IN THE YEAR.

HOPEFULLY, RIGHT NOW IS WHEN WE START TO CRUNCH THE NUMBERS TO SEE WHERE WE ARE AS WE'RE APPROACHING YEAR-END.

HOPEFULLY, WE'LL BE ABLE TO COME TO THE BOARD EITHER NEXT MONTH OR THE FOLLOWING MONTH WITH SOME YEAR-END PURCHASES [NOISE] TO BUY SOME THINGS FOR THE NEEDS OF THE SYSTEM.

ARE THERE ANY QUESTIONS OR COMMENTS?

>> ANY QUESTIONS, BOARD MEMBERS? I'LL JUST SAY THAT IT'S REALLY GREAT TO HEAR WE'RE IN GREAT SHAPE.

THAT'S ALWAYS MUSIC TO OUR EARS.

WE APPRECIATE YOU POINTING OUT THE AREAS AND EXPLAINING AREAS THAT SHOW DOWN A BIT OR SOMETHING OUT OF THE ORDINARY.

LOOKING FORWARD TO THOSE END-OF-THE-YEAR PURCHASES.

THAT'S ALWAYS AN EXCITING TIME.

IT JUST FEELS LIKE GIFT GIVING ALMOST BUT REALLY IT'S NOT.

IT'S GOOD MANAGEMENT THROUGHOUT THE YEAR THIS YEAR THAT RESULTS IN THE OPPORTUNITY TO BUY SOME THINGS THAT ARE REALLY NEEDED.

>> THANK YOU.

>> WONDERFUL. THANK YOU. GREAT REPORT [OVERLAPPING].

>> I HAVE A QUESTION.

>> SURE.

>> YOU'RE SAYING WHEN WE HAD THE $58,000, DOES THAT END UP SOMEWHERE ELSE IN THIS?

[00:30:02]

>> IT IS NOT ACTUALLY IN THIS REPORT.

[NOISE] OUR INSURANCE ACCOUNT IS ON OUR BALANCE SHEET.

IT'S NOT HERE BECAUSE OUR INSURANCE ACCOUNT IT FLUCTUATES BASED ON THE INSURANCE MONEY COMING IN AND GOING OUT TO MAKE PURCHASES LIKE THIS.

SO IT DOES NOT APPEAR ON THIS REPORT.

>> THANK YOU.

>> THANK YOU. GREAT REPORT, AS ALWAYS.

>> THANK YOU.

>> I THINK NOW WE HAVE DR. WILLOUGHBY AND THE PERSONNEL CONSENT AGENDA.

[4. Consent Agenda]

>> PRESIDENT BARTON, DR. SIMMONS, MEMBERS OF THE BOARD.

TONIGHT'S PERSONNEL AGENDA INCLUDES TWO LEAVE OF ABSENCE REQUESTS, ONE EMPLOYEE, TWO DIFFERENT REQUESTS DUE TO THE NATURE OF THE LEAVE, THREE RESIGNATIONS, AND ONE TEACHER APPOINTMENT TO A REGULAR CONTRACT.

>> ANY QUESTIONS? VERY GOOD. THANK YOU.

WE ALSO HAVE BEFORE US THE APPROVAL OF THE MINUTES FOR MARCH 5TH, OUR REGULAR MEETING AND THEN THE WORK SESSION MINUTES OF MARCH 19TH.

UNLESS THERE'S ANY CHANGES THERE, I'LL SEEK A MOTION TO SUPPORT AND PASS THE CONSENT AGENDA ITEMS.

>> I MAKE A MOTION TO APPROVE THE CONSENT AGENDA.

>> VERY GOOD. DO WE HAVE A SECOND TO APPROVE?

>> I SECOND IT.

>> ALL IN FAVOR?

>> AYE.

>> ANY OPPOSED? WE HAVE UNANIMOUS PASSING THE CONSENT AGENDA. THANK YOU.

IS THERE ANYONE SIGNED UP FOR PUBLIC COMMENT? NOT TONIGHT. NOW WE ARE AT INDIVIDUAL ACTION ITEMS, ADMINISTRATIVE APPOINTMENT, SUPERVISOR OF TRANSPORTATION.

[6. Individual Action Items]

>> THE PLEASURE OF THIS WILL GO TO MR. MANGLE, DIRECTOR OF OPERATIONS.

>> WELCOME TO THE PODIUM, MR. MANGLE.

>> THANK YOU. GOOD EVENING, PRESIDENT BARTON, MEMBERS OF THE BOARD, DR. SIMMONS.

I'M VERY EXCITED TO BRING THIS ACTION ITEM TO YOUR ATTENTION.

I COME TO YOU WITH THE REQUEST FOR THE BOARD'S APPROVAL OF AN ADMINISTRATION APPOINTMENT OF THE SUPERVISOR OF TRANSPORTATION EFFECTIVE JULY 1ST, 2024.

CARMER MILLIGAN, THE CURRENT SUPERVISOR OF TRANSPORTATION, IS RETIRING AS OF JUNE 30TH, 2024.

I MIGHT ADD THAT FROM HER RETIREMENT IS MUCH DESERVED.

AT THE 44 YEARS OF SERVICE IN THE TRANSPORTATION DEPARTMENT AND THE LAST SIX OF THOSE YEARS HAVE SHE'S BEEN A SUPERVISOR OF TRANSPORTATION.

YOU SIMPLY JUST DON'T HEAR ABOUT THAT TYPE OF LONGEVITY IN THAT DEPARTMENT ANYMORE.

>> FORTY FOUR YEARS?

>> YES.

>> THANK YOU.

>> ON MARCH 15TH, THE HIRING COMMITTEE CONDUCTED INTERVIEWS TO REPLACE THE RETIRING CARMER MILLIGAN.

OUT OF THE FOUR SCHEDULED INTERVIEWS, THE COMMITTEE RANKED MR. JOHN BOB AS THE NUMBER ONE CANDIDATE.

DURING THE INTERVIEW, HE OPENLY DISCUSSED HIS DESIRE TO DO THE JOB AND TAKE THE DEPARTMENT TO THE NEXT LEVEL OF OPERATIONAL EFFICIENCIES UTILIZING TECHNOLOGY, OLD FASHIONED HANDS ON APPROACH, AS WELL AS TAKING ADVANTAGE OF THIS LEADERSHIP CHANGE TO IMPLEMENT A DEPARTMENTAL REORGANIZATION OF STAFFING RESPONSIBILITIES.

JOHN CONVEYED HIS EFFECTIVE IMPROVING LONG TERM MANAGEMENT SKILL SETS FROM HIS 30 PLUS YEARS IN THE MANUFACTURING INDUSTRY.

HE ALSO DETAILED HIS EXTENSIVE AND SUCCESSFUL LEADERSHIP CAPABILITIES THAT THE COMMITTEE FOUND HIGHLY TRANSFERABLE FOR THE SUPERVISOR TRANSPORTATION POSITION.

FOR THE LAST 5.5 YEARS, IS THAT CORRECT.5.5 YEARS? JOHN HAD SERVED AS CCPS'S SCHOOL BUS TRAINER AS WELL AS A BUS DRIVER.

WHENEVER WE NEEDED, JOHN WAS ALWAYS THERE.

HE HAS VERY THOROUGH UNDERSTANDING OF WHAT THE DEPARTMENT IS ALL ABOUT, WHAT THE NEEDS ARE.

HE ALSO HAS A VERY STRONG RELATIONSHIP WITH OUR BUS DRIVERS AND OUR BUS ASSISTANTS.

JOHN HAS COMMITTED A LONG TERM TO SUCCESS AS CCPS BECAUSE HE LIVES IN THE COUNTY.

HE UNDERSTANDS THE COUNTY'S NEEDS AND HE WANTS TO RETIRE AND FINISH HIS CAREER HERE.

I WOULD LIKE TO RECOMMEND FOR BOARD APPROVAL MR. JOHN BOB AS THE NEXT SUPERVISOR OF TRANSPORTATION, AS WELL AS AN ANS MEMBER. ARE THERE ANY QUESTIONS?

>> ANY QUESTIONS? THIS IS MR. JOHN BOB RIGHT HERE.

>> WELL DONE. WELCOME. DO WE HAVE A MOTION TO APPROVE THE APPOINTMENT?

>> I MOTION. WE APPROVE MR. JOHN BOB AS THE SUPERVISOR IN TRANSPORTATION.

>>DO WE HAVE A SECOND?

>> I SECOND IT.

>> ANY DISCUSSION? THIS IS WHERE YOU GET NERVOUS.

>> THAT TWO FIRST NAMES, JOHN BOB.

>> ACTUALLY PEOPLE KNOW ME FOR YEARS AND DON'T KNOW IF THE LAST NAME IS SOMEONE.

JOHN BOB IS ONE NAME.

>> WE HAVE A MOTION AND A SECOND. ALL IN FAVOR?

>> AYE.

>> AYE.

>> AYE. WELL, NO OPPOSED? IT'S UNANIMOUS. HOW ABOUT THAT?

>> EXCELLENT.

>> CONGRATULATIONS.

>> THANK YOU.

>> CONGRATULATIONS.

>> JOHN YOU HAVE TO GO OUT AND DO PICTURES.

>> THERE'S SOMEBODY SITTING THERE WITH YOU?

[00:35:02]

>> YES.

>> WHO WOULD THAT BE?

>> WELL, YOU CAN BACK TO CORNIE.

>> HOW ABOUT THAT?

>> YOU ACTUALLY SIT THERE. ACTUALLY, SEE THE OTHER PERSON SITTING OVER THERE.

HER NAME WAS GOING TO BE SHISCO.

>> [INAUDIBLE]

>> THAT JUST CRACKS ME UP. I HAD NO IDEA.

THAT'S SO CAROLINE. WHY IS [INAUDIBLE] THANK YOU.

>> [INAUDIBLE]

>> YOU'RE RIGHT ABOUT THAT.

>> YOU'LL BE FINE.

>> THE CELL PHONE STILL WORKS.

>> THAT IS ABSOLUTELY WONDERFUL.

NEXT ON THE ACTION ITEMS, WE HAVE OVERNIGHT FIELD TRIP. I LOVE THESE.

YES. BEFORE THE BOARD TONIGHT, WE HAVE AN APPROVAL FOR A OVERNIGHT FIELD TRIP FROM OUR LOCAL FFA CHAPTER.

IT IS FOR THEIR STATE CONVENTION, WHICH IS IN MCHENRY, MARYLAND, JUNE 23RD THROUGH 26TH.

ACCORDING TO BOARD POLICY, IF A FIELD TRIP IS THREE NIGHTS IN LENGTH, IT MUST REQUIRE BOARD APPROVAL.

LESS THAN THREE, IT'S ONLY SUPERINTENDENT APPROVAL.

THEY HAVE THE REQUISITE NUMBER OF CHAPERONES.

MRS. ANTEY AS A PRINCIPAL OF THE BUILDING, HAS SUPPORTED THE TRIP.

OUR FFA HAS BEEN GOING TO THE STATE CONVENTION FOR A NUMBER OF YEARS NOW.

IT'S A WONDERFUL OPPORTUNITY FOR THEM TO ATTEND AND THEY ARE SEEKING THE BOARD'S PERMISSION AND APPROVAL TO TAKE SAID TRIP. IT'S AT THE WISK.

>> NOT THE TIME OF YEAR FOR SKIING.

>> NO, BUT IT'LL BE A WONDERFUL TIME FOR AN FFA CONVENTION.

>> YES, I UNDERSTAND.

IT SOUNDS LIKE A GREAT TRIP AND FFA IS A FANTASTIC ORGANIZATION.

I'M GLAD TO HEAR THIS.

ANY QUESTIONS, BOARD MEMBERS? HEARING NONE. DO WE HAVE A MOTION TO APPROVE?

>> I'LL MAKE A MOTION WE APPROVE [INAUDIBLE]

>> THANK YOU. DO WE HAVE A SECOND?

>> SECOND.

>> ALL IN FAVOR?

>> AYE.

THERE WE GO. MOTION PASSES.

>> VERY GOOD. THANK YOU-ALL.

>> WE WERE JUST TALKING ABOUT CAROLINE COUNTY EARLIER TODAY BEFORE THE MEETING.

THAT'S A GREAT TRIP. LEGISLATIVE UPDATE.

LESS THAN A WEEK TO GO.

[7. Reports and Presentations]

>> YES, IT IS. [INAUDIBLE] IS APRIL 8TH.

IT IS A WEEK FROM YESTERDAY.

AND THEY ARE FLYING.

ACTUALLY, SOME OF THE INFORMATION ON HERE IS NOT CURRENT ANYMORE, SO WE'LL JUMP THROUGH AS WE DISCUSS AND TALK ABOUT, BUT I FIGURED I WOULD TRY TO HIGHLIGHT A COUPLE OF THE BILLS THAT HAVE PASSED THUS FAR.

BY PAST, I MEAN THEY HAVE PASSED BOTH HOUSES AND THEY'RE AWAITING GOVERNOR'S SIGNATURE.

THERE'S NOT ANY ANTICIPATION THAT THE GOVERNOR WILL VETO ANY OF THESE BILLS, SO I FIGURE WE'RE SAFE TO CONSIDER THEM PASSED AT THIS POINT, THOUGH NOT TRYING TO TRUMP HIS AUTHORITY.

THEN HIGHLIGHT A FEW BILLS THAT WE'RE STILL MONITORING IN THIS LAST WEEK TO SEE HOW THEY END UP.

THAT COULD HAVE AN IMPACT ON US AS A SCHOOL SYSTEM THAT WE ARE MONITORING.

THE FIRST BILL JUST TO HIGHLIGHT IS ONE THAT'LL DIRECT AND HIT AARON SHOP A LITTLE BIT AND WILL HAVE AN IMPACT ON MR. MENGELE SHOP WHO HAS A LOT OF BIDDING THAT TAKES PLACE.

THERE IS A CHANGE IN STATUTE THAT WILL RAISE THE THRESHOLD BY WHICH YOU HAVE TO DO PUBLIC BIDDING UP TO $100,000.

IT WAS RAISED TO 100,000 IN ONE STATUTE LAST YEAR FOR GOVERNMENT PURCHASES, BUT THE PUBLIC SCHOOL COMPONENT WAS NOT ADJUSTED.

THEY'RE ADJUSTING THE PUBLIC SCHOOL PIECE TO MEET THE SAME STATE STATUTE AT 100,000.

CURRENT BOARD POLICY IS ANYTHING GREATER THAN 50,000 HAS TO BE BID.

TO GO THROUGH THE SEALED BID PROCESS, THE PUBLIC BIDDING, IT'LL BE 100,000 ONCE THIS IS PASSED.

SO WE'LL HAVE TO DO A POLICY ADJUSTMENT ON THAT PIECE.

PART OF THAT THAT'S IN THAT BILL THAT JUST MIGHT BE OF SOME INTEREST TO THE BOARD, THEY CHANGED A COMPONENT IN THERE THAT IF A SCHOOL SYSTEM IS CONSIDERING BUILDING A SCHOOL AND A NEW PIECE OF PROPERTY,

[00:40:01]

THERE IS A PUBLIC HEARING PROCESS NOW THAT HAS TO BE GONE THROUGH WHEN YOU'RE CONSIDERING USING LAND THAT A BUILDING IS CURRENTLY NOT SEATED UPON.

IT'S JUST INTERESTING TO NOTE BECAUSE WE'VE HAD A LOT OF DISCUSSION ABOUT WHERE LOCKERMAN MAY FALL IN THE RENOVATION PROCESS AND IF LOCKERMAN CAN REMAIN WHERE IT IS OR HAS TO GO SOMEWHERE ELSE.

ANY OTHER YEAR THAT PART OF THE BILL MIGHT NOT HAVE PIQUED MY INTEREST, BUT WITH US POSSIBLY HAVING THAT THE NEXT COUPLE OF YEARS TO CONSIDER, THAT'S JUST ANOTHER INTERESTING SIDE PIECE OF THE BILL.

THAT'S WHAT THE ELECTRONIC POSTING PART IS.

IT'S REALLY ELECTRONIC POSTING OF HEARING NOTICES.

WE'VE ALREADY BEEN DOING WHAT WE NEED TO FORBID REQUIREMENTS, BUT THAT'S REQUIRING THAT FOR HEARING NOTICES.

THE NEXT BILL, WE HAVE BEEN A PARTICIPANT IN THE MARYLAND MEALS FOR ACHIEVEMENT PROGRAM FOR YEARS.

THIS IS THE BREAKFAST IN THE CLASSROOM PROGRAM.

THE RULES OF THAT PROGRAM, THE WAY IT IS WRITTEN, REQUIRES STUDENTS TO BE FED IN THE CLASSROOM IN ALL OF THEIR CLASSROOMS. THEY MUST GO INTO CLASSROOM TO GET THE FOOD.

THIS ADJUSTMENT TO THE BILL ALLOWS SECONDARY STUDENTS TO BE FED FROM A GRAB AND GO CART.

THEY NEEDED TO CHANGE THE STATUTE BY WHICH, NORTH CAROLINE HIGH SCHOOL IS A GREAT EXAMPLE OF HAVING 1,300 KIDS, THEY COULD SET UP A STATION IN THE HALLWAY OUTSIDE THE AUDITORIUM, WHATEVER ELSE THESE KIDS GO BUY, GRAB SOMETHING, AND GO TO CLASS.

IT JUST CHANGES THE STRUCTURE AND FORMAT, PROVIDES MORE FLEXIBILITY, BUT THAT'S ONE THAT WILL HAVE AN IMPACT CONSIDERING WE'RE A BIG SYSTEM THAT PARTICIPATES IN THE MARYLAND MEALS FOR ACHIEVEMENT.

THE MENTAL HEALTH TRAINING HOUSE BILL 204 PASSED.

I THINK IT WAS UNANIMOUS OR CLOSE TO UNANIMOUS.

HOUSE BILL 204 REQUIRES ALL OF OUR ATHLETIC COACHES TO BE TRAINED IN MENTAL HEALTH AWARENESS.

RIGHT NOW OUR ATHLETIC COACHES ARE REQUIRED TO DO TRAINING IN THINGS LIKE HEAT ACCLIMATIZATION, CONCUSSION AWARENESS, SEIZURE IDENTIFICATION, SOME OTHER THINGS THEY HAVE TO BE TRAINED IN.

THIS WOULD ADD THIS AS A REQUIREMENT.

PART OF THIS BILL, IN ITS DEVELOPMENT, IT ASKS THE MARYLAND STATE ATHLETIC ASSOCIATION, AS WELL AS MSD, AND THE MARYLAND DEPARTMENT OF HEALTH TO COME UP WITH THE GUIDELINES FOR WHAT THAT COURSE HAS TO CONTAIN AND THEN THE LOCAL SCHOOL SYSTEMS WOULD MAKE SURE THAT ALL OF OUR COACHES PARTICIPATE IN THAT.

SO WE WOULD NEED TO UPDATE OUR COACHING CONTRACTS TO SHOW THAT ALL COACHES HAVE TO COMPLETE THIS BEFORE THEY'RE OUT THERE WORKING WITH KIDS, BUT THAT'S A NEW REQUIREMENT THAT'S COME.

TOTALLY UNDERSTAND IT. WILL PROBABLY END UP BEING MODELED OFF THE NATIONAL FEDERATION OF HIGH SCHOOLS COURSE THAT THEY ALREADY HAVE SET UP.

IT'S VERY SIMILAR TO WHAT THE REQUIREMENTS LOOK LIKE THEY'RE GOING TO BE ASKING OF US.

>> IT'S A GOOD THING.

>> IT IS. IT'S A GOOD MOVE.

A LOT OF STATES HAVE ALREADY JOINED IN THIS, AND MARYLAND'S STEPPING IN.

IT'S GOING TO REQUIRE THE SAME FOR COLLEGE AS WELL FOR HIGHER ED.

>> JUST CURIOUS AS TO WHY IT'S JUST COACHES AND NOT TEACHERS AS WELL WHO ARE IN THE CLASSROOM EVERY DAY.

>>. THERE'S OTHER COMPONENTS, I THINK, THAT THEY'RE LOOKING AT TO EXPAND THE TRAINING.

WE'VE OFFERED TRAININGS THROUGH OUR PROJECT AWARE GRANT FOR STAFF ON A VOLUNTARY BASIS, WHICH HAS BEEN BENEFICIAL, BUT IT'S BEEN MORE VOLUNTARY, BUT RIGHT NOW, I THINK THE STATE WAS LOOKING AT TYPICALLY DURING ATHLETIC TIME, THERE'S NOBODY AT THE SCHOOL.

IF SOMEBODY HAS A CRISIS EMERGING, THERE'S NOT SOMEONE THERE WHO CAN JUMP IN THE HELP DURING THE SCHOOL DAY, AND THE SCHOOL COUNSELORS AND OTHERS AVAILABLE, BUT THE LACK OF RESOURCES THAT CAN HAPPEN ON THE ATHLETIC FIELD OR ON THE BUS, I THINK THEY'RE TRYING TO MAKE SURE THAT MORE PEOPLE ARE AWARE THAT OUR YOUNG FOLKS ARE STRUGGLING WITH SOME THINGS, AND THAT WE HAVE SOME SUPPORT FOR THEM.

THE NEXT BILL, JUST TO MAKE NOTICE OF, THERE'S A LOT OF CONVERSATION ABOUT THIS.

I KNOW BOTH MR. VLOUCHEK [PHONETIC] AND MR. JONES HAVE SERVED ON THE MAY LEGISLATIVE COMMITTEE.

MARYLAND ASSOCIATION OF COUNTIES OF COUNTY COMMISSIONERS PUT A BILL IN TO INCREASE TRANSPARENCY AND EDUCATION SPENDING.

THERE'S A LOT OF CONVERSATION AROUND INCREASING TRANSPARENCY IN SCHOOL SYSTEM BUDGETS AND HOW SCHOOLS USE BUDGETS.

THERE WERE TWO DIFFERENT VERSIONS OF THE BILLS THAT WENT THROUGH: ONE IN THE HOUSE AND ONE IN THE SENATE.

LOTS OF CONVERSATION BACK AND FORTH, AND THERE REALLY ARE DIFFERENT VERSIONS OF THE WAY TRANSPARENCY RUNS IN EDUCATION.

LARGER SYSTEMS HAVE DIFFERENT CONCERNS AND SMALLER SYSTEMS, SYSTEMS THAT RECEIVE A LOT OF THEIR FUNDING FROM LOCAL GOVERNMENTS ARE VERY DIFFERENT IN SYSTEMS THAT RECEIVE A LOT OF FUNDING FROM THE STATE.

THIS BILL HAS WORKED THROUGH A LOT OF PROCESSES AND THE WAY THE FINAL BILL LOOKS GOING TO THE GOVERNOR WILL NOT REQUIRE MANY CHANGES ON OUR END.

AS A SCHOOL SYSTEM, FOR TRANSPARENCY, WE'LL HAVE TO MONITOR AND MAKE SURE THAT WE HAVE THINGS SET UP ON OUR WEBSITE THAT MEET THE NEW REQUIREMENTS THAT ARE IN,

[00:45:01]

BUT THE NEW LEGISLATION REALLY DRAWS A LINE BETWEEN SCHOOL SYSTEMS WHO RECEIVE 40% OR MORE OF THEIR FUNDING FROM THE LOCAL GOVERNMENT AND 40 OR MORE FROM THE STATE.

SCHOOL DISTRICTS THAT RECEIVE 40% OR MORE FROM THEIR LOCAL GOVERNMENTS WILL HAVE TO MEET MORE REQUIREMENTS RELATED TO COMMUNICATION WITH THEIR COMMISSIONERS, SCHOOL SYSTEMS THAT HAVE LESS THAN 40%, REALLY, WE'LL SEE NO CHANGE IN THE REPORTING REQUIREMENTS THAT EXIST RIGHT NOW.

IT WOULD TAKE A SIGNIFICANT SHIFT IN THE WAY THE FUNDING SITUATION IS IN CAROLINE COUNTY FOR US TO END UP IN A 40% LOCAL SHARE.

I THINK WE'RE SITTING NOW ROUGHLY PROBABLY 18 TO 20% OF OUR FUNDING COMES FROM THE COUNTY COMMISSIONERS.

AGAIN, IT'S NOT A KNOCK ON THEM, IT'S JUST THE WAY THE MATH IS WITH THE WEALTH IN OUR COUNTY.

THIS BILL, WHILE THERE WAS A LOT OF CONVERSATION ABOUT IT, GOOD CONVERSATION ON ALL SIDES, FOR A DISTRICT OF OUR WEALTH STRUCTURE, REALLY, WILL HAVE VERY MINIMAL IMPACT ON US.

MORE SO IT MIGHT JUST BE IN THE WAY THAT WE PRESENT THINGS ON OUR WEBSITE FOR THE FINAL BUDGET AND THOSE KINDS OF PIECES, BUT DOESN'T CHANGE THE TRANSFER COMPONENTS THAT MS. THORTON GOES THROUGH WHERE IF WE HAVE OVERAGES, WE TRUE UP WITH THE COMMISSIONERS AT THE END OF THE YEAR.

IT DOESN'T CHANGE ANY OF THAT PROJECT, ALL OF THAT REMAINS THE SAME, BUT FOR SYSTEMS OF GREATER THAN 40%, IT DOES CHANGE FOR THAT.

THOSE HAVE ALL PASSED.

THE BILLS THAT ARE MONITORING, WE'RE KEEPING AN EYE ON AS THINGS CHANGE.

SADLY, THIS IS OUT OF DATE AS OF ABOUT 2:15 TODAY, AND SADLY, BECAUSE THIS WAS A BILL THAT FRANKLY WE'RE ALL SCRATCHING OUR HEADS RIGHT NOW FOR WHY IT DIDN'T GO THROUGH BECAUSE THERE WAS TREMENDOUS AMOUNT OF SUPPORT AND WE'RE ALL TRYING TO FIGURE OUT WHERE THE WHEELS FELL OFF THE WAGON.

IT'S THE COMMUNITY SCHOOLS BILL THAT WOULD HAVE ALLOWED US TO USE ABOUT 10 TO 15% OFF THE TOP TO COVER THE ADMINISTRATIVE COSTS ASSOCIATED WITH IMPLEMENTING THE COMMUNITY SCHOOLS MODEL, THE CONSERVATION OF POVERTY FUNDING MODEL.

RIGHT NOW THE WAY THE LAW WAS WRITTEN WAS THAT SCHOOL SYSTEMS HAVE TO HAVE AT LEAST 40, 4-0, COMMUNITY SCHOOLS IN ORDER TO BE ABLE TO USE ANY OF THE FUNDING TO COVER THE OVERHEAD THAT GOES ALONG WITH THE GRANT FUNDING.

WHAT THE REQUEST WAS THAT SCHOOL SYSTEMS COULD TAKE UP TO 10% WAS THE ORIGINAL OFF OF THE PER PUPIL, WHICH IS THE LARGER SIDE OF THE GRANT TO HELP COVER THE OVERHEAD COSTS ASSOCIATED WITH RUNNING THE CONCENTRATION OF POVERTY COMMUNITY SCHOOL GRANTS.

RIGHT NOW THE WAY THE LEGISLATION IS WRITTEN IN THE BLUEPRINT WHEN IT WAS PASSED, THE PRINCIPAL IS SUPPOSED TO BE THE 100% SOLE GRANT MANAGER OF THE GRANT WITH NO SUPPORT FROM CENTRAL OFFICE, ON TOP OF BEING THE INSTRUCTIONAL LEADER OF THE BUILDING, ON TOP OF BEING THE SAFETY LEADER OF THE BUILDING, ON TOP OF BEING, YOU NAME IT, THE HEAD HR PERSON FOR THE BUILDING.

IT'S A BIG ASK.

IT WAS NOT SUCCESSFUL, SO IT JUST MEANS THAT WE'RE GOING TO HAVE TO LOOK AT THINGS A LITTLE BIT DIFFERENTLY TO FIGURE OUT HOW WE OFFER THAT SUPPORT.

NEXT YEAR, BASED OFF PRELIMINARY BUDGET INFORMATION, WE'LL GO FROM A SCHOOL SYSTEM OF THREE COMMUNITY SCHOOLS TO A SCHOOL SYSTEM OF SEVEN, WHICH IS A SIGNIFICANT AMOUNT OF BUDGET OVERSIGHT.

THAT IF WE DON'T LOOK AT A WAY TO GIVE SOME SUPPORT CENTRALLY, WE WILL HAVE SEVEN PEOPLE HANDLING A GRANT DIFFERENTLY.

OUR PRINCIPALS ARE FANTASTIC INSTRUCTIONAL LEADERS.

FRANKLY, THEY REALLY DON'T HAVE THE TIME TO DEVOTE TO BEING GRANT MANAGERS OF A GRANT OF THIS SIZE.

CONCENTRATION OF POVERTY GRANT INCREASES EVERY YEAR FOR EVERY SCHOOL.

WE WILL BE SEEING GRANT AWARDS GOING TO SCHOOLS.

ONE OF OUR SCHOOLS NEXT YEAR MAY SEE CLOSE TO A MILLION DOLLARS IN GRANT FUNDING THROUGH THIS ONE PROGRAM ALONE.

TITLE 1 IS A COMPARISONS OF FEDERAL GRANT WHERE WE RECEIVE OVER A MILLION DOLLARS AND THEY'RE ALLOWED TO HAVE, ACTUALLY PERSONNEL WISE, TWO FULL DEDICATED PEOPLE OVERSEEING THAT GRANT FROM A DISTRICT WIDE.

THIS WILL BE MANY MILLIONS AND THEY'RE NOT ALLOWED TO HAVE ANY, BECAUSE WE DON'T HAVE 40 SCHOOLS, 40.

NOW WE'RE LITTLE CAROLINE.

WE WERE ONLY ONE OF THEM ARGUING.

I BELIEVE ANNE ARUNDEL COUNTY THIS PAST YEAR HAD 36 COMMUNITY SCHOOLS, AND YOU CAN HAVE NO OVERHEAD OFF THE GRANT.

EVERY GRANT ALLOWS YOU TO TAKE OVERHEAD TO COVER THAT.

BUT I'M CRYING OVER SPILLED MILK, SO I APOLOGIZE.

IT DID NOT PASS. WE WILL BE BACK TO TRY TO WORK ON IT AGAIN NEXT YEAR.

TODAY, I WATCHED THE COMMITTEE HEARING WHERE IT DIED.

>> WE'VE ACTUALLY GOT A NEGATIVE VOTE. [OVERLAPPING].

>> IT WAS AMENDED OUT. THEY AMENDED IT COMPLETELY OUT.

>> ALTOGETHER?

>> YES, WITH NO REAL DISCUSSION.

JUST THAT IT WAS. THERE'S A REASON, WE'LL FIGURE IT OUT.

[00:50:01]

WE'LL WORK AGAIN NEXT YEAR TO TRY TO GET THE ADJUSTMENT MADE.

WE'RE PAYING ATTENTION TO ANOTHER BILL RIGHT NOW, IT'S HOUSE BILL 1441, WHICH IS EARLY CHILDHOOD EDUCATION BILL.

THE SHORT OF THAT IS, WE'VE RECEIVED PRE-K EXPANSION MONEY FOR MULTIPLE YEARS NOW.

THE PRE-K EXPANSION GRANT IS SET TO EXPIRE NEXT YEAR.

THIS BILL IS LOOKING TO EXTEND THAT GRANT THROUGH FY27, WHICH AS SCHOOL SYSTEMS ARE SCALING UP PRE-K BECAUSE OF BLUEPRINT.

IT MAKES SENSE TO CONTINUE A GRANT THAT WILL HELP SCHOOL SYSTEMS SCALE UP PRE-K. WE'RE HOPING THAT MAKES IT THROUGH.

HOUSE BILL 1082.

>> IF YOU HOLD ON THAT A LITTLE BIT.

>> YEAH.

>> I GUESS IT'S PROBABLY LINKS TO IT AS WELL, BUT HERE'S A BLUEPRINT-MANDATED FUNCTION AND THE FUNDING BILL, THERE IS A MAYBE. [OVERLAPPING].

>> THAT'S CORRECT. PART OF MY COMMENTS I MADE AT THE STATE BOARD MEETING LAST WEEK, AND IT'S THE HISTORY PERSON IN ME, I'LL ADMIT IT.

DR. WILLOUGHBY WILL APPRECIATE IT BECAUSE WE BOTH TALKED ABOUT IT.

THE BLUEPRINT WAS PASSED IN THE SHORTEST SESSION SINCE WORLD WAR II.

THE SHORTEST LEGISLATIVE SESSION.

CIVIL WAR. IT GOES BACK THAT.

I KNOW THEY WERE SHORT IN WORLD WAR II. [LAUGHTER]

>> CIVIL WAR.

YOU REMEMBER BACK THEN, YOU'RE NOT THAT OLD.

>> THEY LOST ABOUT 30 DAYS OF DELIBERATIVE TIME.

BASICALLY, THE CAKE GOT PULLED OUT OF THE OVEN BEFORE IT WAS FULLY BAKED.

[LAUGHTER].

>> AND NOW WE'RE EATING IT.

>> WE ARE. BUT WE HAVE TO REALIZE THEY LOST 30 DAYS OF DEBATE, THEY LOST 30 DAYS OF REALLY REFINING.

IN THOSE PRESSURE MOMENTS IS WHEN YOU TEND TO FIND WHERE THINGS ARE INCONGRUENT AND FIXES HAPPEN.

MANY OF THE PEOPLE WHO WERE THERE AT THE TIME SAID WE KNEW IT WASN'T PERFECT BECAUSE WE WERE SHORT ON TIME.

PLUS IT PROJECTS OUT 12 YEARS.

WE JUST HAVE TO.

THEY'VE GOT TO BE WILLING TO FIX IT.

AGAIN, I WON'T SOAP BOX, BUT THEY'VE JUST GOT TO BE WILLING TO FIX IT.

THAT'S WHERE SOME OF THESE BILLS WE'RE TRYING TO GET AT.

HOUSE BILL 1082.

THE BIGGER PART FOR US, AS ONE OF THOSE FIXES, WE'RE REQUIRED IN THE BLUEPRINT TO HAVE A BLUEPRINT IMPLEMENTATION COORDINATOR.

EVERY SCHOOL SYSTEM IS.

WHAT THEY DID NOT INCLUDE IN THE ORIGINAL BLUEPRINT WAS FUNDING FOR THE IMPLEMENTATION COORDINATOR.

THEY DID A FIX LAST YEAR, BUT THEIR FIX LAST YEAR WAS A ONE YEAR FIX.

IT WAS, HERE'S THE MONEY FOR ONE YEAR, BUT WE'RE REQUIRED TO HAVE IT THROUGH THE DURATION OF THE BLUEPRINT.

THIS IS THE ATTEMPT TO GET THAT FUNDING SECURED, SO IT'S THERE GOING FORWARD, AND WE'LL SEE HOW IT PANS OUT.

THE LAST ONE IS SENATE BILL 1102, HOUSE BILL 1446.

THIS ONE IS ACTING AS THE CATCH ALL FOR ANY ADJUSTMENTS THAT CAN BE MADE TO BLUEPRINT, THAT'S NOT WRAPPED UP IN THOSE.

THIS ONE RIGHT NOW TENDS TO BE MORE OF THE ADJUSTMENTS THAT MSDE AND THE AIB HAVE SEEN AND HEARD FROM US TO TRY TO MAKE SOME OF THOSE ADJUSTMENTS.

WE ARE ANXIOUSLY AWAITING TO SEE IF THINGS LIKE THE FUNDING ASSOCIATED WITH THE COLLEGE AND CAREER READINESS STANDARDS WILL BE REFLECTED IN THERE.

I WILL REMAIN OPTIMISTIC THROUGH APRIL 8TH THAT IT MAY END UP THERE THOUGH I'LL TRY TO REMAIN OPTIMISTIC FOR US TO THINK ABOUT AND THIS IS WHERE WE'RE TRYING TO ARTICULATE OUR FUNDING RELATED TO BLUEPRINT NEXT YEAR FOR COLLEGE AND CAREER READINESS STANDARDS IS ABOUT $90,000 EARMARK.

THAT INCLUDES ALL DUAL ENROLLMENT, THAT INCLUDES AP EXAMS, THAT INCLUDES SATS, OTHER THINGS AND THIS YEAR'S DUAL ENROLLMENT BILL ALONE IS CLOSE TO $300,000.

THAT DOESN'T ALIGN AND WE'RE ALLOWING.

NOTHING AGAINST DUAL ENROLLMENT, JUST THE MATH DOESN'T.

THOSE ARE THE KIND OF THINGS THAT WE'RE HOPING GET ADDRESSED A LITTLE BIT IN THIS LAST BILL.

I DON'T KNOW THAT THEY WILL, BUT WE'RE GOING TO KEEP WORKING ON IT.

THE AIB AND MDSE OF BOTH PROMISED TO WORK WITH US ON REVISED GUIDELINES AS WELL, AND HOPEFULLY THERE ARE GUIDELINES THAT ACTUALLY MATCH THE FISCAL COMPONENT THAT'S ATTACHED TO IT, AND NOT OUTLANDISH AND OUT OF ALIGNMENT WHERE THE DOLLARS ARE.

BUT WE WILL KEEP WATCHING THESE.

THERE ARE ALWAYS SURPRISES IN ANNAPOLIS.

FOR THOSE OF US WHO WATCH THIS GAME, THERE'S ALWAYS SURPRISES LAST MINUTE, THERE'S ALWAYS THINGS THAT POP UP OR CHANGE.

WE CAN HOPE THAT THERE ARE SOME CHANGES POSITIVELY IN OUR FAVOR.

[00:55:02]

I KNOW THERE WILL BE SOME GOOD DISCUSSION TAKING PLACE OVER BUDGET.

JUST BECAUSE AS IT PANS OUT, THEY WERE SUPPOSED TO HAVE THE BUDGET APPROVED LAST NIGHT.

IF THEY DON'T, THEY HAVE TO FILE A PROCEDURAL PIECE WHICH THEN CAN EXTEND SESSION IF NEED BE TO MAKE SURE THE BUDGET IS STRUCK.

BUT AS EVERYBODY HAS BEEN WATCHING AND PROBABLY SEEING IN THE MEDIA, THERE'S BEEN A DISCONNECT BETWEEN THE HOUSE SAYING THEY NEED TO RAISE TAXES TO COVER THE COSTS ASSOCIATED WITH THINGS, AND THE SENATE SAYING, NO, WE'RE GOOD, WE DON'T NEED TO RAISE TAXES RIGHT NOW.

THOSE TWO THINGS PROBABLY HAVE TO MESH AS WELL BEFORE THEY GET THE BUDGET TO WHERE THEY NEED.

I'M SURE WRAPPED UP IN ALL THAT ARE THE COST THINGS THAT WE WOULD LIKE TO SEE ADDRESSED IN BLUEPRINT.

USUALLY THAT'S WHEN THE SAUSAGE, YOUR SCRAPPLE GETS MADE.

PICK YOUR PORK AND APPLEGATE.

THAT'S USUALLY WHEN IT GETS MADE AND HOPEFULLY SOMETHING COMES OUT OF IT THAT BENEFITS US FOR WHAT WE'RE TRYING TO ACCOMPLISH FOR OUR KIDS.

>> THESE THINGS HAVE DOLLAR AMOUNTS ATTACHED TO THEM?

>> YES. THE REMAINING MONITORING BILLS ALL ARE FUNDING THINGS THAT WOULD HELP US.

>> THEN THEY HAVE TO IDENTIFY WHERE THE FUNDING COMES FROM IN THE BUDGET.

>> YEAH.

>> IF THEY DON'T DO THAT, THEN WE'LL BE IDENTIFYING WHERE THAT UNFUNDED MANDATE COMES FROM.

>> YES, WHICH WE DON'T WANT THAT.

THEY'VE ALREADY DONE THAT TO US FOR SOME OF IT.

WE'RE HOPING MOST OF THESE SHOULD BE ADDITIONAL.

BUT AGAIN, WE NEVER KNOW WHO GET SWORN IN.

HOPEFULLY, MOST OF THESE WILL BE ADJUSTMENTS THAT HELP CORRECT SOME OF THE STRUGGLES THAT WE HAVE.

>> THEY HAD A LITTLE TIME AND ALLOWANCE.

>> SOME PEOPLE TEND TO WORK BEST WHEN THEY'RE UNDER PRESSURE, MR. PLUTSCHAK.

I'M GOING TO REMAIN OPTIMISTIC BUT CRAZY THINGS HAPPEN.

>> THAT'S WHEN THINGS GET MESSED UP AGAIN.

>> YES.

>> THIS NOTION OF PASSING A MAJOR INITIATIVE KNOWING IT'S NOT RIGHT AND WE'LL FIX IT LATER.

I'M GLAD THEY'RE NOT AIR TRAFFIC CONTROLLERS.

[LAUGHTER] IT JUST SEEMS TO ME, I UNDERSTAND IT, BUT IF THEY DON'T DO THESE THINGS, THEN IT'S HIGHLY IRRESPONSIBLE AS A BODY.

NONE OF THE INDIVIDUALS AND CERTAINLY OUR OWN LOCAL DELEGATION, WE THINK HIGHLY OF THEM.

WE LIKE THEM. THEY LOOK OUT FOR US.

SO I'M NOT COMMENTING ABOUT IT, SPECIFIC LEGISLATURE, BUT THE GENERAL ASSEMBLY, IT'S JUST NOT RESPONSIBLE.

I'VE SEEN THEM DO IT BEFORE, CERTAINLY, WITH ENVIRONMENTAL LEGISLATION.

THEY PASSED SOMETHING THAT THEY KNOW HAS QUIRKS AND PROBLEMS AND IT'S GOING TO CAUSE DIFFICULTY FOR HOMEOWNERS AND LANDOWNERS AND BUSINESSES.

WE'LL FIX THAT LATER.

CORRECT AT 1,000 FEET AIRCRAFT.

[LAUGHTER] MY GOODNESS.

I KNOW IT'S NOT INSTANTANEOUS LIFE AND DEATH, BUT IT'S JUST NOT RESPONSIBLE.

[OVERLAPPING] SORRY FOR THE VENTING THERE.

>> THAT'S OKAY. IT'LL BE THE NEXT FISCAL YEAR BEFORE THE COMMUNITY SCHOOLS BILL WE'LL BE ABLE TO COME UP FOR DISCUSSION.

>> WE WANT TO COME BACK AND ARGUE, ARTICULATE MORE BETWEEN NOW AND THE NEXT SESSION TO TRY TO GET THE BILL THROUGH.

THEN THAT ONE, I'LL BE HONEST, THAT'S ONE I'M AT AN ABSOLUTE LOSS.

>> I KNOW, YEAH.

>> BECAUSE I LITERALLY, THE FIRST BILL HEARINGS THAT TOOK PLACE, YOU HAD EVERY ADVOCACY GROUP LINED UP THAT YOU WOULD WANT TO SEE THERE, WHO WERE ALL BIG BLUEPRINT PROPONENTS.

EVERYONE SAYING THIS IS EXACTLY WHAT WE NEED, THIS IS EXACTLY WHAT WE NEED, THIS IS EXACTLY WHAT WE NEED.

THEN IN THE LAST BIT, IT DIDN'T AND THAT'S THE ONE WHERE YOU JUST GO, WHO.

HOW DID WE MISS THE TEA LEAVES OR WHAT WORSE TRADING TOOK PLACE?

>> THERE'S A REASON.

>> YEAH. IT JUST WE'VE HAD SOME POSITIVE THINGS HAPPEN.

>> IT MAY NEVER COME OUT.

>> YOU MAY NEVER FIND OUT, BUT YOU HOPE SO, SO YOU CAN WORK OUT THE NEXT TIME.

>> YEAH. THIS WAS THE BITTER PILL FOR A SYSTEM LIKE US.

>> ESPECIALLY WITH MOVING FROM 3-7 SCHOOL.

>> BY THE FOLLOWING YEAR WE'LL BE ALL NINE.

I REALLY PROJECT, WE WILL BE AT ALL NINE IN TWO YEARS, AND WITHOUT A CLEAR FISCAL LINE TO BE ABLE TO OFFER THE SUPPORT THAT'S GOING TO BE NEEDED.

WE WILL OFFER THE SUPPORT. WE WILL FIGURE IT OUT.

IT'S JUST NOT THE CLEAN LINE THAT THIS SHOULD HAVE BEEN.

>> ANY OTHER COMMENTS OR QUESTIONS?

>> WE WILL ALWAYS FIGURE IT OUT.

>> THIS TIME NEXT WEEK THEY'LL BE FINISHED.

>> YES.

>> WE'LL KNOW, WELL, THE ANSWERS AT LEAST TO WHAT MADE IT AND WHAT DIDN'T.

>> YES.

>> LIKE COLLEGE BASKETBALL CHAMPIONSHIP THE SAME NIGHT, WE'LL KNOW WHO WON THE MEN'S NCAA TOURNAMENT.

[8. Discussion of Items for Future Board Action]

NEXT WE MOVE ON TO THE DISCUSSION FOR FUTURE BOARD ACTION, AND LEADING THE CHARGE THERE IS THE BUDGET. YOU WANT TO GO AHEAD?

>> SURE.

>> MS. THORTON AND I WILL WALK THROUGH THIS.

[01:00:01]

BEFORE WE START AND DIVE IN, BOARD HAS SEEN LAST MONTH OUR COST OF DOING BUSINESS IN BUDGET, ACTUAL ADJUSTMENTS, AND WE'RE STILL WORKING THROUGH THOSE, AND I'LL HAVE AARON HIGHLIGHT A FEW OF THOSE AS WE WALK THROUGH.

WE DID ADD IN THIS MONTH AS WE'RE WORKING THROUGH OUR FINAL STAGES OF BUDGET DEVELOPMENT, THE PROPOSED ADDITIONS, AND THESE ARE POSITIONS THAT RIGHT NOW ARE CURRENTLY FUNDED THROUGH THE AMERICAN RESCUE PLANT OR IT'S FUNDED THROUGH LEADS, AND THERE ARE POSITIONS THAT WE HAVE DEEMED ABSOLUTELY CRITICAL TO BE ABLE TO CONTINUE.

THE THREE TECHNOLOGY SUPPORT POSITIONS ARE CRITICAL, THAT IS THE STAFFING THAT MR. WILGOSH NEEDS FOR US TO BE ABLE TO MAINTAIN OUR ONE OF THE ONES, AND HAVING OUR PEOPLE IN THE BUILDINGS PROVIDING THE SUPPORT.

WE TRIED A MODEL INITIALLY WHERE WE HAD FOLKS THAT WOULD DRIVE BETWEEN BUILDINGS THE AMOUNT OF LOST WORK TIME, AND EVEN COSTS TO MOVE PEOPLE BACK AND FORTH WAS TOUGH.

THEY JUST WEREN'T AS EFFICIENT, SO BEING IN THE BUILDINGS HELPS.

THE OTHER ONE IS THE NORTH CAROLINE HIGH SCHOOL ASSISTANT PRINCIPAL POSITION.

YOU'D BE HARD PRESSED TO FIND A HIGH SCHOOL OF 1,300 STUDENTS THAT HAVE LESS THAN THREE AP'S AND A PRINCIPAL.

IT'S ONE OF THE LARGER SCHOOLS ON THE EASTERN SHORE, SO THAT POSITION NEEDS TO REMAIN AT NORTH CAROLINE HIGH SCHOOL.

WE DO NOT HAVE THE REVENUES FULLY IN HERE.

WE ARE WORKING THROUGH WHAT OUR FINAL REVENUE NUMBERS LOOK LIKE.

IT'S LIKELY THE FINAL NUMBERS DON'T COME UNTIL SESSION IS DONE ON MONDAY OF NEXT WEEK, BUT WE WERE ABLE TO DETERMINE THE CONCERN THAT WE HAD THAT WE SHARED WITH THE BOARD IN FEBRUARY REGARDING OUR COMPENSATORY EDUCATION MONEY OR MONEY ASSOCIATED WITH THE NUMBER OF FREE MEALS STUDENTS WOULD HAVE.

WE FELT IT WAS INCORRECT THROUGH MS. THORTON'S HARD WORK AND WORKING THROUGH THAT NUMBER OF WHERE IT SHOULD BE AND WORKING WITH MSDE, WE APPRECIATE THEIR SUPPORT IN DIGGING THROUGH EVERYTHING.

IT'S BEEN A TOUGH TWO MONTHS OF WORKING THROUGH IT WITH MSDE AND OTHERS, BUT THE ERROR HAS BEEN CORRECTED, THE MISALIGNMENT HAS BEEN CORRECTED, AND IT SHOULD BE AT LEAST UPWARDS OF PROBABLY TWO, TWO-AND-A-HALF MILLION ADDITIONAL DOLLARS THAT WE SHOULD BE SEEING, MAYBE MORE AS WE'RE WORKING THROUGH ALL THE TENTACLES ASSOCIATED WITH FUNDING PIECES, BUT NOW THAT WE'RE STARTING TO GET A FINAL REVENUE PICTURE, THEN WE CAN FINALLY PUT THE FRUIT ON THE TREE HERE TO GET OUR BUDGET TO WHERE IT NEEDS TO BE IN TERMS OF THE FULL REVENUE PICTURE.

THE LINE ITEMS THAT ARE EMPTY ARE THOSE ASSOCIATED WITH THE NEGOTIATED AGREEMENTS BECAUSE WE'RE WORKING THROUGH NEGOTIATIONS WITH OUR TEACHERS ASSOCIATION.

WE WILL BE WORKING THROUGH OUR PROCESS OF MEET AND CONFER WITH OUR ADMINISTRATORS AND SUPERVISORS.

IT'S EMPTY BECAUSE WE DON'T HAVE A DOLLAR AMOUNT YET UNTIL WE REACH AGREEMENTS WITH THOSE EMPLOYEE GROUPS.

MS. THORTON, IF YOU WANT TO WALK THROUGH THE CHANGES IN COST OF DOING BUSINESS OR ANYTHING ELSE THAT NEEDS TO BE HIGHLIGHTED FOR THE BOARD.

>> SURE.

>> SO THEY UNDERSTAND WHERE WE'RE COMING FROM WITH SOME CHANGE.

>> I'VE HIGHLIGHTED THE CHANGES SINCE LAST MONTH FOR THE COST OF DOING BUSINESS.

HEALTH INSURANCE, WE ACTUALLY HAD A DECREASE.

WE HAD A [INAUDIBLE] INSURANCE MEETING LAST WEEK AND OUR RATE HAS DECREASED FROM THE ESTIMATED 7% DOWN TO SIX-AND-A-HALF PERCENT.

I SAT NEXT TO THE CONSULTANT FROM BOTH PARTNERS AND HE TOLD ME THAT HE FEELS SIX-AND-A-HALF IS STILL A MAIN CONCERN, SO HE THINKS WE'RE GOING TO BE ABLE TO GET DOWN A LITTLE BIT MORE.

>> GOOD.

>> THEY'RE GOING TO RUN THE FINAL NUMBERS.

WE'LL HAVE THEM IN A FEW WEEKS.

I'M HOPING THAT THAT WILL GO DOWN EVEN MORE.

AS I MENTIONED EARLIER WHEN I PAID THE SECOND HALF OF THE MAY INSURANCE PREMIUMS, THAT BILL WENT UP FOR THE CURRENT YEAR AND THEN IT'S SLIGHTLY DEVELOPED EVEN MORE NEXT YEAR.

I GOT THOSE PROTECTIONS.

WHEN I RAN THE NUMBERS, I NEEDED TO INCREASE THAT LINE ITEM MORE THAN WHAT WE HAD ON THERE LAST MONTH.

I JUST ALSO WANTED TO TOUCH ON DR. SIMMONS WENT OVER THE PROPOSED ADDITIONS AND THOSE FIGURES THAT YOU SEE, THOSE DO INCLUDE THE SALARY PLUS THE FIXED CHARGES ASSOCIATED WITH THE POSITION, EVEN THOUGH IT'S NOT SPLIT OUT, SALARY AND FIXED CHARGES, THAT DOES INCLUDE THE HEALTH INSURANCE AND THE RETIREMENT AND ALL THOSE COSTS THAT GO ALONG WITH THOSE POSITIONS.

THIS IS A WORKING DOCUMENT.

IT IS NOWHERE NEAR FINAL.

WE'VE GOT SEVERAL MORE MONTHS TO GO.

WE WILL BE DISCUSSING THIS IN DETAIL AT THE WORK SESSION.

FEEL FREE TO BRING YOUR QUESTIONS TO THAT WORK SESSION OR ANY QUESTIONS THAT YOU HAVE ANY TIME, FEEL FREE TO REACH OUT.

SINCE WE ARE A POOR COUNTY, MOST OF OUR REVENUE COMES FROM THE STATE, SO WE DO LAG BEHIND SOME OF

[01:05:02]

OUR OTHER COUNTIES AND JURISDICTIONS WHERE MOST OF THEIR REVENUE COMES FROM THE COUNTY, SO THEY KNOW WHAT THEIR NUMBER IS GOING TO BE.

WHEREAS WE HAVE TO WAIT UNTIL THE END OF THE LEGISLATIVE SESSION, WHICH THAT'S THE WAY IT IS NOW.

THAT'S NOT THE WAY IT USED TO BE.

I REMEMBER WHEN I FIRST STARTED WORKING HERE, BEFORE WE LEFT FOR CHRISTMAS BREAK, WE KNEW WHAT OUR REVENUE PICTURE LOOKED LIKE FROM THE STATE AND WE KNEW WHAT MAINTENANCE OF EFFORT WAS GOING TO BE, AND WE COULD START TO NAIL DOWN NEGOTIATIONS AND PUT THE NUMBERS ON THE PAGE.

NOW IT JUST SEEMS LIKE WE'RE GETTING LATER AND LATER IN THE PROCESS.

IT'S SAD THAT WE HAVE TO WAIT UNTIL THE SUPPLEMENTAL BILL IS APPROVED AND THAT WE ACTUALLY DO GET OUR FINAL NUMBERS BECAUSE WE DON'T WANT TO BE IN A SITUATION WHERE WE'RE GUESSING WHAT OUR REVENUE NUMBERS ARE GOING TO BE AND THEN IT TURNS OUT TO BE SOMETHING DIFFERENT.

>> I THINK I MENTIONED THIS LAST MONTH TOO, HAVING THOSE TWO BLANK SPOTS IN THERE IS A GOOD IDEA.

PLACEHOLDER, I KNOW THAT WAS A GOOD IDEA TOO, BUT BY DOING THAT, IT CREATES SOME EXPECTATIONS, SO THIS IS WISE TO DO IT THIS WAY.

IT'S ALSO GREAT THAT YOU POINTED OUT THAT FOR PEOPLE WHO ARE LISTENING, THAT SOME OTHER COUNTIES DON'T HAVE THE SAME ISSUE WHERE THEY HAVE TO RELY ON THE STATE MONEY AND THEY KNOW SOONER.

PEOPLE WILL SAY, WHY IS IT THAT COUNTY X KNOWS THEIR FIGURE AND WE DON'T? IMPLYING INCOMPETENCE SO THAT SORT OF THING IS NOT THE CASE.

WE'RE RELYING ON THE STATE WHERE SOME COUNTIES DON'T HAVE TO WORRY ABOUT THAT, DON'T HAVE TO THINK ABOUT THAT.

THEY HAVE OTHER THINGS TO WORRY ABOUT.

SOME OF THOSE COUNTIES HAVE A VERY BAD RELATIONSHIP BETWEEN THEIR SCHOOL BOARD AND THEIR BOARD OF COUNCIL OR COMMISSION.

WE'LL MAKE THE BEST OF WHAT WE HAVE, AND I THINK YOU'RE DOING IT THE BEST WAY YOU CAN.

>> I WANT TO HIGHLIGHT, MR. MARTIN, IF I CAN ALSO, THE RELATIONSHIP WE HAVE WITH OUR ASSOCIATION IS ALSO BENEFICIAL AND HELPFUL BECAUSE WE DON'T EVER WANT TO BE IN A POSITION, AND THIS HAPPENS SOMETIMES IN OTHER DISTRICTS, SOMETIMES THROUGH NO FAULT OF THEIR OWN, THEY REACH AN AGREEMENT WITH THEIR EMPLOYEE GROUPS AND THEN THE MONEY THEY END UP GETTING IS NOT WHAT THEY THOUGHT, AND THEN THEY HAVE TO GO BACK AND RENEGOTIATE EVERYTHING.

THERE'S NOTHING LIKE SOMEBODY GETTING THEIR HOPES UP IF THEY HEAR THAT A CERTAIN PERCENTAGE INCREASE IS COMING, AND THE MONEY DOESN'T COME THROUGH AND THEN ALL OF A SUDDEN YOU'VE GOT TO GO BACK TO ALL YOUR EMPLOYEES AND GO, WELL, WE THOUGHT WE WERE GETTING THAT AND WE'RE GOING TO BE FLAT FUNDED THIS YEAR AND THERE'S NO INCREASES FOR ANYBODY, AFTER MONTHS OF NEGOTIATIONS AND AN AGREEMENT THAT THEN IS NOT FUNDED AND THEN IT IS THROWN OUT THE WINDOW TO GO BACK AND REDO.

I APPRECIATE MS. VALENS LEADERSHIP AND THE ASSOCIATION'S WORK ON THIS AS WELL.

WE'VE WORKED HARD OVER THE LAST COUPLE OF YEARS TO RE-ESTABLISH THAT AND ALSO TO BUILD THE UNDERSTANDING THAT IT'S NOT GAMESMANSHIP, IT'S JUST HONEST CONVERSATION ABOUT OUR DOLLARS.

WE CAN'T TALK DOLLARS UNTIL WE KNOW HOW MANY WE HAVE, AND THEY REALLY UNDERSTAND THAT AND HAVE BEEN HELPFUL WITH THAT PROCESS.

>> VERY GOOD. QUESTIONS, COMMENTS, BOARD MEMBER?

>> I JUST WANT TO CONFIRM THESE POSITIONS, WE'RE MORE OR LESS JUST THINKING OVER FUNDING-WISE.

>> CORRECT.

>> THEY'RE ALREADY IN PLACE.

>> ALREADY IN PLACE. PEOPLE ARE ALREADY IN THEM.

WE WOULD JUST MAINTAIN THOSE POSITIONS.

NORTH CAROLINE HIGH SCHOOL ASSISTANT PRINCIPAL POSITION, WE HAD THREE THERE.

THEN I UNDERSTAND THE DECISION AT THE TIME BY THE BOARD AT THE TIME AND THE SUPERINTENDENT AT THE TIME IT WAS AS WE WERE WALKING INTO COVID, EVERYBODY EXPECTED THE ECONOMY TO JUST NOSE DIVE.

NOBODY ANTICIPATED THE INFLUX OF MONEY COMING FROM THE FEDS TO PROP EVERYTHING UP, SO THEY PRUNED THE TREE BACK HARD ON POSITIONS.

UNDERSTAND IT COMPLETELY AT THE TIME.

[BACKGROUND] WE'VE GOT TO GET THAT ONE BACK AND GET MORE TIME.

WE HAVE SOME OTHER WAYS, WE CAN USE SOME OTHER FUNDING TO SUPPORT SOME OF THE OTHER POSITIONS THROUGH GRANTS, BUT THESE, WE NEED TO INCLUDE IN [INAUDIBLE].

>> THAT'S THE POSITION, IT WAS GRANT-FUNDED.

>> WAIT, WE USED A GRANT IN THE SHORT TERM TO PICK IT UP, TO PUT IT BACK IN, 9TH GRADE ACADEMY THROUGH THE MARYLAND LEADERS GRANT.

IT EXPIRES IN SEPTEMBER, SO WE'VE GOT TO FIND A WAY TO KEEP THAT GOING.

>> GOT IT.

>> IT HELPED US BRIDGE THE GAP. GREAT QUESTION.

>> OTHER QUESTIONS, COMMENTS? WELL, YOU'VE DONE A GREAT JOB SO FAR AND WE EXPECT THE SAME NEXT MONTH. THANK YOU.

>> A COUPLE WEEKS OF US JUMPING AT IT. [LAUGHTER]

>> YEAH, AND WE'LL BE TALKING ABOUT IT MORE IN THE WORK SESSION.

>> YES, SIR.

>> ANOTHER ITEM FOR FUTURE ACTION THAT WAS MENTIONED EARLIER IS WE HAVE A BOARD VACANCY, UNEXPECTED.

WHAT THE BOARD IS GOING TO DO, IS WE'RE GOING TO PURSUE A PROCEDURE THAT IS ESTABLISHED THROUGH THE LAW,

[01:10:02]

THAT ENABLES US TO FILL A BOARD VACANCY.

THAT MEANS WE'LL BE SEEKING APPLICANTS FOR THIS VACANCY, AND THEN FOLLOWING THE PROCESS THAT GOES FROM THERE TO THEN SELECT SOMEBODY TO FILL THAT VACANCY.

WE DON'T HAVE AN EXACT TIMELINE RIGHT NOW, WE'LL KNOW MORE AT THE WORK SESSION BY THEN.

WE'LL KNOW MORE IN A COUPLE OF WEEKS, BUT WE EXPECT THIS TO BE PUT OUT THERE AS YOU SAY OR MIGHT SAY, A SOLICITATION FOR APPLICANTS SOMETIME THIS MONTH, BUT WE'LL FIRM UP THAT PROCESS AND GET MORE INFORMATION OUT, AS I SAID, BY THE WORK SESSION.

WE EXPECT BY THEN WE'LL BE ABLE TO TALK ABOUT IT MORE.

AGAIN, THIS VACANCY JUST OCCURRED YESTERDAY, SO WE'RE GETTING STARTED AND THAT'S ABOUT AS FAR AS WE REALLY ARE AT THIS POINT.

ANY QUESTIONS OR COMMENTS ABOUT THAT, BOARD MEMBERS? UPCOMING MEETINGS AND EVENTS,

[10. Upcoming Meetings and Events]

THERE'S NOTHING GOING ON.

[BACKGROUND] I MEAN, IT IS WONDERFUL.

IT IS JUST WONDERFUL, THERE'S SO MANY.

>> LOTS OF GREAT EVENTS. MY SHAMELESS PLUG EVERY MONTH, PLEASE MAKE SURE YOU USE THE GOOGLE SHEET, SO BOARD MEMBERS ARE AWARE OF WHO'S AT WHAT BUILDING OR AT WHAT EVENT SO WE CAN SHARE THE LOVE AND OUR PRINCIPAL'S LOVE TO KNOW WHO MAY BE THERE.

I KNOW YOU GUYS AREN'T ASKING FOR THE ATTENTION, BUT THEY'D LOVE TO KNOW IF YOU'RE THERE SO THEY CAN MAKE SURE THEY SAY HI TO YOU AND THEY HAVE THE OPPORTUNITY TO THANK YOU FOR BEING THERE.

BUT LOTS OF GREAT EVENTS, THERE ARE LOTS OF OVERLAP, JUST BECAUSE THAT HAPPENS WITH NINE SCHOOLS SQUEEZING THINGS IN THIS TIME OF YEAR.

BUT LOTS AND LOTS OF GREAT EVENTS.

>> THERE REALLY ARE. MORE THAN WE CAN POSSIBLY DO BUT WE CAN.

AND BY LOOKING AT THE SPREADSHEET THAT RACHEL GIVES US, WE'LL GIVE YOU THE CREDIT, YOU'RE THE ONE WHO CREATES IT, EVEN THOUGH IT'S ATTACHED TO DR. SIMMONS'S RECORDER.

>> IT'S ALL GOOD. [LAUGHTER]

>> BUT BY DOING THAT, WE ALSO CAN COMPARE NOTES AND IF WE ALL WANT TO GO TO ONE THING, LIKE I THINK WE'RE ALL GOING TO GO TO GRADUATIONS, THAT'S FINE.

BUT THERE'S OTHER THINGS WHERE MAYBE WE CAN DIVIDE UP.

AT LEAST THAT GIVES YOU THE OPPORTUNITY TO DO THAT, BUT IF I KNOW ONE OF YOU IS GOING SOMEWHERE, I MAY NOT.

>> MR. MARTIN, THAT REMINDS ME, WE DEFINITIVELY HAVE OUR GRADUATION SPEAKERS AT THIS POINT.

MR. JONES WILL BE SPEAKING AT NORTH CAROLINA HIGH SCHOOL GRADUATION AND MR. PLUTSCHAK WILL BE DOING FOR COLONEL RICHARDSON HIGH SCHOOL'S GRADUATION.

SO I'M SURE YOU GENTLEMEN WILL DO A FANTASTIC JOB.

>> THEY'RE PRACTICING THEIR ONE-HOUR SPEECH?

>> FORTY-FIVE MINUTES.

[LAUGHTER]

>> IS IT ANTICIPATED AGAIN AT THIS POINT THAT NORTH HIGH WILL BE OUTDOORS?

>> I BELIEVE SO. IF WE CAN GET ALL THE RAIN OUT OF THE WAY NOW IN THE SPRING, AND THEN WE'LL MAKE THAT HAPPEN, AND THEN COLONEL, OF COURSE, WILL BE INSIDE, IN THE AUDITORIUM.

>> THEY DO A GREAT JOB, BOTH OF THEM ARE JUST SO IMPRESSIVE.

>> YES.

>> THEY'RE SIMILAR, BUT ALSO DIFFERENT AND MAYBE PARTLY BECAUSE ONE'S INDOORS AND ONE'S OUT, BUT THERE'S REALLY AN IMPRESSIVE TIME.

SO WE NEED TO GET OURSELVES UPDATED ON THE SHEET AND ENJOY ALL THESE ACTIVITIES.

ANYTHING IN PARTICULAR ON THIS LIST THAT YOU WANT TO POINT OUT THAT WE SHOULD PAY SPECIAL ATTENTION TO?

>> CONCERTS ARE ALWAYS GREAT THIS TIME OF YEAR.

THEY ABSOLUTELY ARE.

>> THE TEACHER OF THE YEAR.

>> TEACHER OF THE YEAR EVENT IS FANTASTIC AND WONDERFUL, I HOPE ALL OF YOU CAN MAKE IT. REALLY IS A NICE EVENT.

AND THE COW BARN JUST DOES A GREAT JOB OF WELCOMING US THERE AS WELL, WHICH IS WONDERFUL.

TRACTOR DAY IS ALWAYS FUN.

TRACTOR DAY IS ALWAYS SPECIAL TO ME, IT STARTED WHEN I WAS THERE, WHICH IS NEAT TO SEE IT'S STILL GOING.

THINKING OF HOW IT GOT STARTED AND WHO STARTED IT, IT'S JUST NEAT TO SEE IT ROLLING FORWARD.

IT REALLY IS IMPRESSIVE, AND THERE'S A LOT.

>> THE SPRING MUSICAL IS NEAR.

>> THE SPRING MUSICAL, YES.

>> I JUST ADDED THAT TODAY AND THEN THE RIDGELY TALENT SHOW HAS BEEN ADDED SINCE.

>> VERY GOOD. WHILE WE WERE HERE.

>> WHILE WE WERE HERE. SO IT'S NOT ON THIS ONE, BUT IT'S ON YOUR SPREADSHEET.

>> SO DO WE KNOW WHAT THE NORTH HIGH MUSICAL IS?

>> I'M GETTING MORE DETAILS. I'LL LET YOU KNOW. [LAUGHTER]

>> AWESOME. THANK YOU.

>> AND WHEN IS THAT ONE?

>> LOVE A GOOD MUSICAL. [BACKGROUND] APRIL 19TH AND 20TH, OR 26TH AND 27TH. [OVERLAPPING]

>> I'LL LOOK OUT FOR THAT. LOOK AT IT.

OH, YEAH. THEY DO A GREAT JOB.

>> JUNE 19TH, THE RETIREMENT RECEPTION.

>> YES. THE JUNE 19TH RETIREMENT RECEPTION IS ALWAYS NICE. AGAIN, COW BARN.

>> THAT WILL BE AT COW BARN?

>> IS THAT FOR COW BARN ALSO?

>> YES.

>> IT WAS A GREAT ONE LAST YEAR CERTAINLY.

>> AGAIN, THEY'VE JUST BEEN SO WONDERFUL TO US.

>> JUNE 19TH.

>> WE TRIED OUTSIDE. UNDER A TENT IN JUNE IS SMOKING.

[01:15:04]

AND THEN ALL THE CUPCAKES, WHATEVER, IT ALL STARTED MELTING AND IT JUST DOESN'T.

WE'VE TRIED IT. PEOPLE START MELTING, EVERYBODY'S CHAIRS START MOVING TO GET UNDER THE TENT.

>> AND PEOPLE WHO WANT TO SAY A FEW WORDS, NOT THAT ANYBODY DRONES ON, BUT THEY FEEL PRESSURED TO SAY ALMOST NOTHING.

PEOPLE ARE [OVERLAPPING] MELTING.

OUTSTANDING. EXCITING. AND OUR NEXT BOARD MEETING IS IN TWO WEEKS?

>> APRIL 16TH.

>> APRIL 16TH.

>> DOING MY MATH. YEAH, THE 16TH. WE LOOK FORWARD TO THAT.

THAT ONE IS A WORK SESSION OF COURSE.

AS WE SHARED, THIS ONE YOU GOT OFF EASY, IT WAS A SHORTER MEETING BECAUSE THE NEXT SEVERAL WILL.

>> MAKE UP FOR IT.

>> YES, IT WILL. [LAUGHTER] THAT, THEY WILL. GOOD WORK. [LAUGHTER]

>> WE CAN AMEND THE AGENDA AND ADD A BUNCH MORE THINGS. I DON'T THINK SO.

>> I DON'T THINK WE'RE PREPARED TO PAY FOR THAT.

>> WE'RE AT THE END OF OUR AGENDA IF SOMEONE WANTS TO MAKE A MOTION TO ADJOURN.

>> I MOVE THAT WE ADJOURN [LAUGHTER] THIS EVENING'S BOARD MEETING. [OVERLAPPING]

>> DO WE HAVE A SECOND?

>> SECOND.

>> THANK YOU VERY MUCH. ALL IN FAVOR?

>> AYE. [OVERLAPPING]

>> AYE. WE ARE ADJOURNED. THANK YOU, MARK. THANK YOU, EVERYBODY.

>> THANK YOU.
