The members of the Caroline County Board of Education desire to hear the views and have the advice of interested citizens. The public comment session is held at each Board meeting for that purpose.
In-Person Public Comment - The time allotted for the Public Comment portion of the agenda is no more than 30 minutes total. The Board of Education does not engage in a discussion of the matter being brought to it but will, if appropriate, direct the Superintendent to respond at a later time.
Individuals interested in participating during the Public Comment portion may sign up in advance by emailing publiccomment@ccpsstaff.org or by signing in at the podium prior to the beginning of the meeting. Individuals will be called to the podium in the order in which they registered by email or sign-in.

Written Public Comment emailed to publiccomment@ccpsstaff.org – Emails must be received no later than noon one day prior to the Board meeting, and must clearly state in the subject line or body of the email 'For Public Comment.' Revenues from other sources were more than budgeted due to high interest rates and an increase in other miscellaneous revenue. The increase in other miscellaneous revenue is due to additional E-rate rebates which facilitated connectivity that were received from the Federal Communications Commission. The budgeted amount for restricted revenue must be decreased so that it balances with the actual expenditures for restricted programs.
Total expenditures in the areas of other instructional costs, pupil transportation, operation of plant, maintenance of plant and capital outlay exceeded the amount that was budgeted. The reasons for the overages in these categories are as follows:
The areas of administration, school management and support, instructional salaries, instructional supplies, special education, pupil services, health services and fixed charges will be decreased to offset the overages in the above categories.

DESMOS is a comprehensive core curriculum for Math 6-8 and Algebra I. CCPS has used DESMOS for the core math curriculum in grades 6-8 since 2019. This recommendation is asking the CCPS BOE to approve the DESMOS curriculum for Algebra I.
DESMOS Algebra I curriculum aligns with the Maryland College and Career Readiness standards for Algebra I. DESMOS is a robust, rigorous, problem based learning curriculum using digital and print materials. The curriculum includes a scope and sequence of units, lesson plans, practice sets, unit assessments, and family resources available in English and Spanish. DESMOS provides interactive digital resources along with flexible print activities. The DESMOS curriculum also includes powerful facilitation tools for teachers to monitor student work and to guide productive discussions around student work through an interactive dashboard. The curriculum platform is high interest, interactive, and engaging for students to discover Algebraic principles and apply them to real life situations and scenarios. The curriculum also includes digital tools such as a graphing calculator.

Revisions to Policy II.20.10 (Comprehensive Health Education) were introduced at the October 10, 2023 Board of Education meeting for First Reading and discussion. Following the meeting, the policy revisions were published for community review via the electronic communication as well as published on the CCPS website. No community comments were received at the end of the comment period on 10/31/2023.

At the October 10, 2023 Board of Education meeting, a new policy (XI.110.40) was introduced to provide direction regarding the distribution of materials in schools and on school property. The Board of Education engaged in discussion and the new policy was published for community comment.

This award provides for the snow removal and salting of walkways/parking lots following a snowfall of 2 or more inches. The estimated cost per occurrence of a 2 to 6-inch snowfall will be up to $30,800.00 (if the option for salting is taken), and will include:
The bid process and procedures complied with Board policy and applicable state laws and regulations. Notice of the opportunity was posted on e-Maryland Marketplace Advantage, as well as the CCPS Purchasing website, with direct notification sent to two known contractors. The sole on-time response was received by Choptank Excavating, LLC, an incumbent vendor that has been an excellent partner with CCPS to date.

This award is for a 2021 model year, used school bus with 42,800 miles. Purchasing this high-quality, used school bus proves budget-friendly towards reducing the overall purchasing impact needed to replace three, 15-year, expiring school buses this school year with three, new school buses. Purchasing used school buses are not a normal practice. This type of purchase only happens when our bus inventory is very low and/or our need is great. Furthermore, the last two new school buses purchased took 14 months to be delivered. The funds associated with this project are provided for within the FY24 operating budget.
The bid process and procedures complied with Board policy and applicable state laws and regulations. The purchase of this 2021 Model Year school bus represents a budget savings of $50,000 if it was replaced with a new school bus.
This award is for a 2018 model year, used school bus with 41,150 miles and replaces Bus 35 that sustained severe storm damages during a storm in FY23. MABE, during an insurance assessment, declared Bus 35 a total loss. Purchasing this high-quality, used school bus proves budget-friendly towards reducing the overall financial impact needed to replace three, 15-year, expiring school buses this school year with three, new school buses. Purchasing used school buses are not a normal practice. This type of purchase only happens when our bus inventory is very low and/or our need is great. Furthermore, the last two new school buses purchased took 14 months to be delivered.
The funds associated with this project are provided for between two sources. MABE’s insurance claim reimbursement would fund $58,892.00. The difference remaining $2,738 would be funded from the FY24 operating budget. The purchase of this 2018 Model Year school bus represents a budget savings of $95,000 if it was replaced with a new school bus.

The USDA recently revised their summer meal feeding regulations for all children. A change of the USDA’s non-congregate meal policy allows more children the opportunity to receive free summer meals in rural America. Last summer, the Food Services Department doubled their meal distribution. A second refrigerated van is needed to keep up with the increasing demands of summer meals to the children of Caroline County.
A secured grant from No Kid Hungry, in the amount of $38,500.00, will help offset the cost of this vehicle. The remaining $36,517.01 will come for the Food Services Department’s cash balance.
