WE PREPARE ALL STUDENTS TO ACHIEVE COLLEGE, CAREER AND LIFE READINESS THROUGH A CHALLENGING AND PROGRESSIVE EDUCATIONAL EXPERIENCE.AND I JUST WANT TO COMMENT BRIEFLY THAT WITHIN THE PAST WEEK, SOME EXPERIENCES I HAD, AND I'LL TALK ABOUT IT DURING MY BOARD REPORT, BUT WITH OTHER SCHOOL SYSTEMS, OTHER BOARDS, IT'S REALLY IMPORTANT TO READ THIS MISSION.
I THINK WE'RE ALL ON THE SAME PAGE TO SUPPORT THIS MISSION.
WHAT I HEARD FROM SOME OTHERS AROUND THE STATE, THEY NEED TO PAY ATTENTION TO THEIR MISSION.

WE HAVE A DOCTORATE DEGREE RECIPIENT.SO, I AM ABSOLUTELY ECSTATIC TO BE ABLE TO RECOGNIZE TONIGHT IN FRONT OF THE BOARD.
DR. WIVELL, REBECCA, STARTED THIS PROCESS A FEW YEARS AGO WORKING ON HER DOCTORATE AT SALISBURY UNIVERSITY, AND SHE WAS ABLE TO SUCCESSFULLY DEFEND IN MAY. I WISH I COULD HAVE BEEN THERE.
MR. HONER AT THE SCHOOL WHERE SHE WAS AT, AT COLONEL MIDDLE.
BUT IT IS ABSOLUTELY INCREDIBLE THAT WE CAN RECOGNIZE MRS. WIVELL DR. WIVELL TODAY IN FRONT OF THE BOARD FOR HER DEDICATION AND HER WORK FINISHING THE DOCTORAL PROGRAM.

BUT IT TRULY IS, IT TAKES DEDICATION AND PERSISTENCE AND IT IS TRULY A BATTLE OF WILLS TO COMPLETE.

IT'S NOT ALWAYS THE SMARTEST PERSON WHO FINISHES IT.

YOU SPENT YEARS IMMERSED IN THE WORK, BUT IT REALLY WAS A FASCINATING READ AND INTERESTING STUDY THAT SHE DID ABOUT WAYS TO ENGAGE MIDDLE SCHOOL KIDS WITH THEIR WRITING AND TAKING A VERY 21ST CENTURY APPROACH FOR A WAY TO DO THAT AND THEN DID SOME RESEARCH AROUND THAT.
SO, IT WAS REALLY INTERESTING TO READ FOR ME AND I'M THRILLED THAT SHE IS HERE.
SO, IF YOU WANT TO COME FORWARD AND PRESENT YOU WITH YOUR CERTIFICATE AND ALL, MY FAMILY IS AT SOCCER RIGHT NOW. SOCCER, IT'S ONE OF THE TWO.

I HAD ONE STUDENT WHO WAS A SOCCER PLAYER AT KERNEL HIGH.
BUT WE DON'T HAVE THE OPPORTUNITY, OR THE TIME GIVEN TO THEM TO DO THAT.
AND I WAS JUST SO LUCKY TO HAVE THE GROUP THAT I HAD AND THANKFUL THAT THEY BOUGHT IN, BECAUSE WHEN I STARTED DAY ONE, I WAS LIKE, I'M GOING TO GIVE THESE KIDS A WRITE FOR NINE WEEKS. PROBABLY NOT.
BUT I DID. SO, I WAS JUST BLESSED TO HAVE THEM AND BLESSED TO HAVE DR.
SIMMONS THAT I COULD CRY TOO SOMETIMES.
LIKE, I DON'T THINK I COULD DO THIS.
WILLOUGHBY WENT THROUGH IT BEFORE THAT, AND I WAS LIKE CRYING TO HIM.

AND I'M LIKE, WHAT DO YOU GUYS WANT ON THESE CELL PHONES? SO, THE PLATFORM WAS REALLY COOL BECAUSE IT WASN'T SNAPCHAT, IT WASN'T FACEBOOK OR ANYTHING LIKE THAT, BUT IT WAS THE SAME.

SO THAT'S MY REPORT FOR THE WEEK OR THE MONTH.I HAVE TO ALSO SAY THAT ATTENDING THE MAY CONFERENCE FOR THE FIRST TIME FOR ME BECAUSE LAST YEAR COVID INTERFERED WITH ATTENDING, BUT IT WAS SO WORTHWHILE AND SO REWARDING TO LEARN THAT CAROLINE COUNTY IS ON TOP OF A LOT THAT WE SET THROUGH LISTING OTHER COUNTIES TALKING ABOUT.
THERE WERE TWO THINGS THAT I REALLY, REALLY PAID ATTENTION TO.
ONE WAS THE PARTICIPATION OF OUR STUDENTS ON THE BOARD, AND WE'LL TALK MORE ABOUT THAT AT ANOTHER TIME. BUT THERE WERE SO MANY STUDENTS THAT EITHER HAD A VOTE EVEN THOUGH IT WASN'T COUNTED OR HAD FULL VOTING RIGHTS. AND SO I THOUGHT THAT WAS VERY INTERESTING TO HEAR THE STUDENTS GIVE THEIR COMMENTS ABOUT THAT.
AND TALKED ABOUT A PROGRAM THAT ACTUALLY DAD, WHO WAS A PROFESSOR, INITIATED CALLED 1% BETTER.
AND THE GOAL THAT HE AND HIS SON SET WAS TO RUN A MARATHON AND TO DO WHAT NEEDED TO BE DONE 1% BETTER EVERY DAY IN PREPARATION FOR THE MARATHON.
AND IN SIX MONTHS, HE RAN A MARATHON.
AND THE KEY, I THINK THE KEY POINTS THAT THEY BOTH WERE THERE AND THEY BOTH SPOKE.
BUT THE KEY POINT THAT DAD MADE WAS THAT YOU MAKE A PLAN, YOU EXECUTE THE PLAN AND YOU CELEBRATE THAT 1% EVERY DAY.
AND IT WAS VERY MOVING AND MOTIVATIONAL TO KNOW THAT ONE LITTLE STEP EVERY DAY FOR IN OUR CASE, 180 DAYS CAN MAKE A DIFFERENCE IN THE LIFE OF EVERY CHILD.
AND THEN I ALSO ATTENDED THE HOMECOMING PARADE HERE AT NORTH CAROLINA IN DENTON.
AND IT WAS IT WAS GREAT TO SEE.
FORTUNATELY, I WAS NOT ABLE TO MAKE THE CONFERENCE LIKE EVERYONE, BUT IT SOUNDS LIKE I MISSED HIM.
HERE'S A COUPLE VARIOUS SPORTING EVENTS.
BUT ONE BIG ONE I JUST WANTED TO HIGHLIGHT WAS THE HOMECOMING FOOTBALL GAME FOR COLONEL.
PUT OUT A NICE, TREMENDOUS WIN.
I WAS ABLE TO SPEAK WITH SOME PARENTS AND SOME OTHER PEOPLE ALONG WITH COMMISSIONER BREEDING.
I THINK THE THING THAT I VALUE MOST AS A BOARD MEMBER IS THE RELATIONSHIPS WITH THE STAFF AND THE STUDENTS AND JUST THE PEOPLE AND JUST BEING ABLE WHEN WE GO OUT THERE, THEY'RE LIKE, HI, HOW ARE YOU? AND WE'RE TALKING.
AND I JUST, I'VE HAD SOME REALLY INTERESTING DISCUSSIONS THIS, THIS PAST MONTH ABOUT A LOT OF DIFFERENT THINGS, ABOUT BEING ON THE BOARD AND HOW ALL THE THINGS WORK.
AND TWO THINGS I'D LIKE TO MENTION IS I'M HEARING POSITIVE THINGS ABOUT LOCKERMAN MIDDLE SCHOOL.
I'M HEARING VERY POSITIVE THINGS.
AND THAT THAT JUST WARMS MY HEART.
PARENTS ARE SAYING THEIR KIDS ARE COMING HOME SAYING IT'S NECESSARY, STRICT.
AND I MEAN, TO ME, THAT'S AWESOME.
AND THE STUDENTS THAT WERE HELPING AT THE CONCESSION STAND, THEY ROCKED IT.
USUALLY AT THE CONCESSION STANDS DURING HOMECOMING.
BUT IT WAS REALLY WE COULDN'T HAVE DONE IT WITHOUT THOSE KIDS.
AND THE KIDS THAT ARE IN THE HIGH SCHOOL THIS YEAR REALLY SEEM TO HAVE A LOT OF SPIRIT.
AND THAT'S JUST REALLY, REALLY GOOD.
AND, YOU KNOW, I ENJOY THAT BEING ABLE TO GO OUT THERE AND HEARING POSITIVE THINGS.

THE BOARD APPROVED MY GOALS LAST MONTH WHEN WE MET, AND WE'LL BE GOING MORE PUBLIC WITH THE GOALS THAT WE'RE WORKING ON FOR THE SCHOOL SYSTEM AND HAVING LITTLE PRESENCE ON THE WEBSITE AS WELL.
WE'RE PUTTING THIS OUT THERE, BUT FOR THOSE IN THE AUDIENCE, EACH YEAR THE BOARD AND THE SUPERINTENDENT DEVELOP GOALS FOR ME TO WORK ON OVER THE COURSE OF THE YEAR OF THINGS THAT WE'RE WORKING TO IMPROVE THE SCHOOL SYSTEM.
BUT GOAL ONE ULTIMATELY SHOULD BE IMPROVING THE ACADEMIC OUTCOME FOR ALL OF OUR KIDS.
THERE HAD BEEN A COMMUNICATION GAP.
THERE ALWAYS EXISTS, THERE'S ALWAYS OPPORTUNITY FOR A COMMUNICATION GAP TO EXIST.
BUT THERE WAS A CLEAR COMMUNICATION GAP BETWEEN THE SCHOOL SYSTEM AND THE COMMUNITY.
CLEAR COMMUNICATION GAP BETWEEN US AND OUR PARENTS.
AND WE NEEDED TO WORK TO CLOSE THAT.
SO, WE'VE TRIED TO PUT SOME THINGS IN PLACE TO CLOSE THOSE, AND WE WILL CONTINUE TO REFINE THE WAYS BY WHICH WE COMMUNICATE, AND WE WILL ALSO CONTINUE TO REFINE WAYS THAT WE ACTUALLY ENGAGE IN COMMUNICATION.
SCHOOL SYSTEMS LOVE TO PUSH INFORMATION OUT.
THAT'S NOT COMMUNICATION, THAT'S SENDING INFORMATION, IT'S NOT DIALOG.
AND WE NEED TO CONTINUE TO REFINE, EVEN AT OUR SCHOOL LEVELS AND AT OUR LEVELS HERE, THAT WE ENGAGE MORE IN COMMUNICATION, AND WE CREATE THOSE OPPORTUNITIES FOR DIALOG THAT WE NEED TO SO WE ALL CAN GET BETTER.
GOAL THREE IS STRENGTHENING OUR CULTURE WITHIN CCPS.
THE FOLKS WHO WERE ACTUALLY WORKING WITH THE KIDS IN THE COUNTY.
AND WE'VE WORKED HARD TO CLOSE THOSE GAPS AND WE WILL CONTINUE TO.

THEY HAD THEIR FALL PICTURE DAY, AND THEY ALSO HAD THE MOST DREADED WEEK FOR ALL ELEMENTARY SCHOOL STUDENTS DIAGNOSTIC ASSESSMENT WEEK, WHICH NOBODY REALLY LIKES IT, BUT IT'S AN ABSOLUTE NECESSARY.
SO AND THEN THAT'S COMING AT THIS MONTH.
THIS WEEK WE ARE CELEBRATING SCHOOL LUNCH WEEK AND OUR ABSOLUTELY WONDERFUL LUNCH LADIES ON THE 27TH, THEY ARE CELEBRATING THEIR PTA TRUNK OR TREAT. AND THEN ON THE 31ST, THEY WILL HAVE THEIR ANNUAL PARADE THROUGHOUT TOWN OVER AT ARIAS PRINCIPAL SETS AND WANTS EVERYONE TO KNOW THAT ARIAS IS JUST ABSOLUTELY WILD ABOUT LEARNING THIS MONTH.
THIS WEEK, ACTUALLY, THEY HAVE THEIR FALL BOOK FAIR.

AND THEN THEY ALSO HAD THE THEIR MULTILINGUAL LEARNER INFORMATION NIGHT WHERE HISPANIC FAMILIES AND SPANISH SPEAKING FAMILIES WERE INVITED IN FOR A DINNER AND HAD THE OPPORTUNITY TO LEARN MORE ABOUT THEIR PROGRAM.
AND THEIR STUDENTS ALSO HAD THE DREADFUL BUT NECESSARY ASSESSMENTS.
I ACTUALLY HAD THE OPPORTUNITY TO MEET WITH MISS KERR TO TALK MORE ABOUT THIS.

AND THEN OVER AT THE MIDDLE AND HIGH SCHOOLS AT LOCKERMAN, THEY ACTUALLY WELCOMED THE VERY WONDERFUL DOCTOR SIMMONS WHERE THEY HE GOT TO VISIT CLASSROOMS AND HE GOT TO SEE A LOT OF GREAT COLLABORATION BETWEEN STUDENTS AND TEACHERS.
AND IF DOCTOR SIMMONS VISIT WASN'T THE HIGHLIGHT OF THE MONTH, THEY ALSO HAD 20 STUDENTS WHO WERE RECOGNIZED FOR SHOWING THEIR PRIDE AT THE STUDENT OF THE MONTH CELEBRATION. AND THEN SEVENTH EIGHTH GRADE STUDENTS ENJOYED AN ALEX SPOIL ASSEMBLY WHERE THEY WERE REMINDED ABOUT THE POWER OF POSITIVE TALK AND HAVING POSITIVE SELF ESTEEM, WHICH I THINK THAT'S A WONDERFUL PRESENTATION TO HAVE, ESPECIALLY FOR THAT AGE GROUP, BECAUSE THAT'S USUALLY WHEN YOU START TO GO THROUGH A BUNCH OF THINGS. UPCOMING THIS MONTH ON THE 19TH, THEY'LL HAVE THEIR PTA FALL TROT AND THEY'RE ALSO LOOKING FORWARD TO THEIR FIRST DANCE OF THE YEAR, WHICH IS GOING TO BE VERY EXCITING FOR ALL THE STUDENTS THERE.

AND THEN THE AMP PROGRAM THEY SOLD THEIR PRODUCTS THAT THEY MANUFACTURED AT THE GOLDSBORO FALL FESTIVAL.

THAT'S $60 MILLION EXTRA THAT IT'S GOING TO COST US TO BUILD OR TO REPLACE OR TO ADD ON.
AND I WOULD EXPECT THAT HONESTLY TO GO UP AGAIN NEXT YEAR.
THAT'S YET TO BE SEEN, BUT I CAN'T IMAGINE WHY IT WOULDN'T GO UP ANYMORE.
BUT, YOU KNOW, $60 MILLION IN ONE YEAR IS A HUGE JUMP.
SO I JUST WANT TO BRING THE BOARD'S ATTENTION TO THAT, THAT WHEN WE START BRINGING SOME OF THESE OTHER PROJECTS THAT WE HAVE STARTING TO TALK ABOUT DOWN THE ROAD, YOU KNOW, WE'RE TALKING ABOUT SOME PRETTY BIG NUMBERS.
AND THE REASON BEING IS BECAUSE THE SQUARE FOOTAGE NUMBER IS DRASTICALLY INCREASING.
I THINK INFLATION IS AROUND, WHAT, 7.5%? THEY INCREASED. THEY INCREASED THE VALUE 12%.
SO THAT'S ABOUT IT FOR THE CMP.

KEEP IN MIND THE ENROLLMENT PROJECTIONS THAT WE REVIEW IN MAY COME TO US FROM THE MARYLAND DEPARTMENT OF PLANNING BASED OFF OF BIRTH RATES, DEATH RATES AND THOSE SORTS OF FACTORS. SO, IT DOESN'T TAKE INTO CONSIDERATION THE ECONOMIC CONDITIONS EITHER.

AND I DID A QUICK, VERY INFORMAL ASSESSMENT OF HOUSES THAT HAVE SOLD IN THE LAST THREE MONTHS IN CAROLINE COUNTY, LOWBALLED THE AVERAGE HOME PRICE, ASSUMING A FIRST-TIME HOME BUYER FAMILY IS PROBABLY WALKING IN, IF THEY'RE LUCKY, AT ABOUT A $250,000 HOUSE.
$250,000 HOME WITH NO MONEY DOWN, WHICH IS HOW MOST PEOPLE WALK INTO THEIR FIRST HOME.
YOU'RE TALKING ABOUT A $2,300 A MONTH MORTGAGE PAYMENT AND RENTALS ARE NOT.
