WE PREPARE ALL STUDENTS TO ACHIEVE COLLEGE, CAREER AND LIFE READINESS THROUGH A CHALLENGING AND PROGRESSIVE EDUCATIONAL EXPERIENCE.

AND THE THINGS THAT WE TALK ABOUT DURING OUR AGENDA ABSOLUTELY LINE UP WITH THIS MISSION.

UM, I ATTENDED.

AN AIR FORCE BOOT CAMP GRADUATION FOR STUDENT I HAD WHO ASKED ME TO GO.

AND IT WAS TOUCHING, IT WAS MOVING, AND IT JUST REALLY BROUGHT HOME TO ME HOW IMPORTANT TEACHERS ARE AND HOW IMPORTANT THE PEOPLE ARE IN THE CLASSROOM AND THAT YOU'RE MAKING A DIFFERENCE WHEN YOU DON'T EVEN KNOW.

THIS WAS A VERY QUIET STUDENT.

I LIKED HER, BUT I NEVER KNEW I TOUCHED HER LIKE THAT.

AND IT WAS KIND OF A JOKE BECAUSE I HAD BEEN IN THE NAVY.

BUT I WOULD ALWAYS TELL MY STUDENTS, JOIN THE AIR FORCE BECAUSE THEY TREAT YOU BETTER.

A WHOLE LOT SAFER, YOU KNOW, BETTER ON A SHIP.

AND SO WHEN SHE CONTACTED ME, SHE WAS.

DO YOU REMEMBER WHAT YOU SAID THAT? AND I'M LIKE, YOU LISTEN TO ME? LIKE SOMEBODY ACTUALLY LISTENED.

AND IT JUST WE NEED TO REMEMBER WHAT THE TEACHERS DO BECAUSE THEY MAKE A DIFFERENCE.

THE PEOPLE THAT ARE WITH THE STUDENTS DAY IN AND DAY OUT.

AND I KNOW WE SAY WE GIVE THEM CREDIT, BUT I DON'T THINK WE GIVE THEM THE CREDIT.

THEY. AND THE PRINCIPLES, THE PEOPLE THAT ARE IN THE SCHOOLS WITH THE KIDS.

IT'S JUST INCREDIBLE BECAUSE, YOU KNOW, NOT ONLY DID I SEE HER AS OBVIOUSLY I SAW LIKE 300 YOUNG PEOPLE THAT HAD JOINED THE MILITARY IN TODAY'S WORLD TO PROTECT OUR FREEDOM AND IS JUST INCREDIBLE.

SO THAT WOULD BE MY TAKEAWAY.

I WAS ABLE ACTUALLY TO DRIVE BY FEDERALSBURG ELEMENTARY THE OTHER DAY WITH THEIR WORK GOING ON.

JUST KIND OF CHECKING OUT THE ROOF PROJECT AND SEEING SOME OF THE DRAINAGE PROBLEMS WE HAD AT COLONEL MIDDLE STOPPED OUT THERE THE OTHER DAY, JUST CHECKED IT OUT.

AND JUST WANT TO SAY I'M LOOKING FORWARD TO THE UP IN THE NEW SCHOOL YEAR AND LOOKING FORWARD TO MEETING OUR NEW TEACHERS OR BRINGING ON BOARD.

JUST KIND OF LOOKING, SEEING HOW THINGS WERE GOING WITH THE RENOVATIONS THAT ARE GOING ON ON JULY 17TH, I IT WAS A VIRTUAL MEETING OF MAY'S EQUITY AND EDUCATION COMMITTEE THAT I'M A PART OF.

SO I HAD THAT MEETING ON JULY 22ND.

I ATTENDED THE LOCKERMAN SCHOOLS.

ANNUAL EVENT THAT THEY HAVE.

IT WAS THE FIRST ONE SINCE COVID, AND THEY HAD A REALLY, REALLY, I THINK, UNEXPECTED TURNOUT AND REALLY NICE TURNOUT OF PEOPLE.

AND THEN YESTERDAY I STOPPED BY LOCKERMAN JUST TO SAY HELLO TO THE LOCKERMAN TEAM.

I CALLED AHEAD SO TO KNOW IF ALL OF THEM WOULD BE THERE AND THEY WERE SO JUST KIND OF A, YOU KNOW, HAVE A GOOD YEAR, KIND OF.

THEY GET TO RIDE BY LOCKERMAN JUST TO SEE THE BUILDINGS ALL CLEANED UP.

I'VE CYCLED BY EVERY ONE OF THOSE SCHOOLS.

IT DEPENDS HOW I'M FEELING, HOW FAST I GO.

I TRY NOT TO STARE TOO MUCH AT THE SCHOOL BECAUSE THEN I'LL HIT SOMETHING AND THEN TROY WILL HAVE TO DISPATCH AN AMBULANCE FOR ME.

BUT ALL KIDDING ASIDE, IT'S KIND OF NICE TO SEE THE SCHOOLS THAT WAY IN A SENSE, BECAUSE YOU LOOK AT IT AND YOU THINK OF THE THINGS THAT HAVE GONE ON THERE AND WHAT'S ABOUT TO HAPPEN. BUT NORTH HIGH IN PARTICULAR, YOU KNOW, I'VE BEEN BY THERE ON WEEKENDS AND THEY'RE WORKING PROBABLY SEVEN DAYS A WEEK.

BILL WOULD KNOW THAT, OF COURSE.

BUT THEY YEAH.

IN THE WORST OF THE HEAT, YOU KNOW, YOU SEE HIM UP ON THAT ROOF.

I'VE BEEN BY THERE ON SUNDAYS AND THERE I WENT BY THIS SUNDAY.

I WAS PROBABLY TOO EARLY BECAUSE I DON'T THINK THEY'RE OUT YET BUT GENERALLY THEY'VE BEEN UP THERE PRETTY EARLY.

SO THAT'S THAT'S PRETTY COOL TO SEE.

THE OTHER THING, BECAUSE IN THE FAMILY WE HAD A SENIOR THAT GRADUATED, YOU KNOW, SO MANY OF THEM HAVE THESE CONGRATULATIONS OR FAREWELL PARTIES.

AND SO WE'VE BEEN MAKING THE ROUNDS ON ALL OF THOSE.

AND IT'S KIND OF INTERESTING.

IT JUST WENT TO ONE ON SUNDAY.

INTERESTING TO SEE SOME OF THE KIDS COME BACK TOGETHER THAT HAVE ALL GRADUATED AND THEY KNOW THEY'RE A LOT OF THEM ARE GOING TO VARIOUS PLACES, EITHER THE MILITARY OR OFF TO COLLEGE OR OFF TO WORK.

AND HOW MANY MORE TIMES ARE THEY GOING TO BE TOGETHER KIND OF THAT WAY? SO IT'S KIND OF FUN TO WATCH.

BUT WHILE I WAS WATCHING, I DON'T THINK THEY'RE THINKING ABOUT THAT AT ALL.

THEY'RE JUST BEING WHO THEY ARE HAVING A GOOD TIME.

AND, YOU KNOW, THEY'RE MOVING ON TO THAT NEXT CHAPTER, WHICH IS REALLY KIND OF FUN TO WATCH.

ALSO, ALL THE PARENTS ARE GIVING GIFTS TO EACH OF THEIR KIDS.

RIGHT. AND THEN THEIR KIDS GETTING GIFTS FROM ALL THESE DIFFERENT PARENTS.

I THINK PROBABLY A MUCH MORE EFFICIENT WAY TO DO IT JUST RIGHT.

SOME BIG CHECK TO YOUR KID.

AND THEN, YOU KNOW, EACH PARENT DOES THAT BECAUSE OTHERWISE YOU'RE JUST PASSING A LOT OF MONEY AROUND.

RIGHT. AND IT'S JUST FASCINATING TO OBSERVE THAT IT'S JUST A DIFFERENT WHOLE DIFFERENT KIND OF DYNAMIC, BUT REALLY EXCITING TO WATCH ALL OF THEM SERIOUSLY WATCHING ALL OF THEM NOW MOVING INTO ADULTHOOD, IF YOU WILL.

YOU KNOW, THEY ALL OF THEM ARE FACING A CHALLENGE OF SOME KIND.

AND THERE I DON'T SEE KIDS OVERWHELMED BY IT.

THEY'VE BEEN PREPARED FOR IT.

AND IT'S REALLY KIND OF FUN TO WATCH THEM DO.

AND IN A MONTH WE'LL HAVE ALL KINDS OF STUFF STARTING UP AGAIN.

STARTING UP NOW I KNOW THAT.

SO THAT'S THAT.

BARTON DIDN'T REALIZE HE WAS PLAYING RIGHT INTO MY HAND OF ABOUT ANOTHER MONTH WHERE THINGS START GEARING UP HERE, RIGHT? SO YEAH, IT'S AUGUST 1ST, SO WE'RE ALL IN THAT CRUNCH MODE, BUT REALLY WANTED TO TAKE TIME IN AUGUST AND I THINK IT'S ALWAYS A GREAT TIME FOR US TO REFLECT, ESPECIALLY WHEN WE THINK ABOUT WHAT HAPPENS IN OUR BUILDINGS FROM THE LAST OFFICIAL DAY OF SCHOOL UNTIL REALLY NOW, BUT LET ALONE UNTIL TEACHERS COME BACK. SO NEW TEACHERS COME BACK AUGUST 14TH, 15TH.

SO WE'RE TWO WEEKS AWAY FROM NEW TEACHERS STARTING FOR ABOUT THREE AND A HALF WEEKS AWAY FROM ALL TEACHERS REPORTING.

AND THANKFULLY, THIS YEAR, THE KIDS ARE GOING TO COME BACK TO AFTER LABOR DAY.

SO WE HAVE A LITTLE BIT MORE OF A CUSHION THERE.

HOWEVER, HIGH SCHOOL KIDS COME BACK AUGUST 9TH.

SO FOR HIGH SCHOOL FOLKS, HIGH SCHOOL IS BASICALLY OPEN THEIR DOORS ON THE NINTH.

IT'S A BUSY TIME.

EVERYBODY JOKES ABOUT EVERYBODY GETS INTO TEACHING AND EDUCATION BECAUSE THE SUMMER IS OFF.

IT HADN'T HAPPENED PROBABLY THAT WAY FOR MOST OF OUR FOLKS, MOST OF OUR TEACHERS FOR AT LEAST THE LAST TEN, MAYBE MORE.

IT'S JUST THE WAY THE WORLD WORKS AND THE WAY THAT THINGS GO.

SO I WANT TO SHARE A REAL QUICK LIST.

IT'S NOT ALL INCLUSIVE, BUT WHEN WE THINK ABOUT DURING OUR SUMMERS, WE DON'T DO ANYTHING.

SCHOOL BUILDINGS DURING THE SUMMER THAT WE HAVE NOTHING TO DO OPERATIONS.

SOME OF THE THINGS THAT BILL SHOP HAS BEEN WORKING ON HAVE ALREADY BEEN SHARED BY SOME.

BUT JUST TO HIGHLIGHT, WE HAVE TWO ROOFS GOING ON IN THE MIDDLE OF THE SUMMER AND VERY TIGHT TIMELINES TO GET THOSE THINGS DONE, AND THAT'S FEDERALSBURG IN NORTH CAROLINA, HIGH SCHOOL FEDERALSBURG IS COMPLETE ROOF REPLACEMENT.

NORTH CAROLINA HIGH SCHOOL IS A PARTIAL.

THE OTHER PARTIAL WILL BE NEXT YEAR.

WE'VE HAD THE PORTABLES AT LOCKERMAN MIDDLE SCHOOL REMOVED AND CLEANED UP AND LITERALLY LOOKS LIKE THEY NEVER WERE THERE.

DID A FANTASTIC JOB.

WE HAD AN IMPROMPTU WAS THE BOARD IS AWARE EMERGENCY SITUATION AT COLONEL RICHARDSON MIDDLE SCHOOL TO DEAL WITH SOME STORM MANAGEMENT OR STORMWATER MANAGEMENT ISSUES THANKS TO BILL'S TEAM LITERALLY SPRANG TO ACTION VERY QUICKLY.

THESE REPEATED HEAVY RAINS WE JUST KEEP GETTING THE SUMMER.

EVERYTHING SEEMS TO COME IN 2 TO 3 INCH INCREMENTS IN ABOUT 45 MINUTES.

JUST CAN'T GET THE WATER AWAY FROM THE BUILDINGS IN SOME PLACES.

COLONEL MIDDLE HAD A REAL BIG ISSUE.

I THOUGHT IT DID WHEN I WENT BY ON A SUNDAY AFTERNOON, BILL AND THE CONTRACTOR ACTUALLY WENT BY, I THINK MONDAY, THAT MONDAY MORNING TO CHECK IT OUT.

IT'S LIKE THESE PICTURES WERE GREAT.

YOU SENT, HOWEVER, YOU SHOULD HAVE BEEN HERE WHEN IT ACTUALLY WAS DOWN DURING THEY WERE.

AND IT REALLY DIDN'T DO JUSTICE FOR HOW BAD IT WAS.

AND LITERALLY, HATS OFF TO BILL AND HIS TEAM BECAUSE IT ACTUALLY HAS ALREADY BEEN FIXED.

THEY'VE COME IN. WE'VE BEEN DEALING WITH THE STORMWATER RUNOFF ISSUE AT COLONEL MIDDLE FOR PROBABLY A DECADE OR MORE, AND WE BELIEVE WE HAVE IT RESOLVED AT THIS POINT.

WE ALSO HAVE NEW GYM FLOORS ALREADY COMPLETED AT NORTH CAROLINA HIGH SCHOOL AND COLONEL RICHARDSON HIGH SCHOOL WITH A NEW GYM FLOOR, STARTED AT LOCKERMAN MIDDLE SCHOOL AND WILL BE DONE SO.

AND I'M GOING TO MISS SOME OTHER STUFF FROM OPERATIONS.

BUT ON THE INSTRUCTIONAL SIDE OF THE HOUSE, WE HAD A STUDENT STEM PROGRAM IN DORCHESTER COUNTY THAT WE HAD MIDDLE SCHOOL STUDENTS FROM OUR SCHOOLS PARTICIPATING IN WITH DORCHESTER AND TALBOT.

WE HAVE HAD A VERY COMPREHENSIVE AND STRONG SUMMER CAMP PROGRAM THAT TOOK PLACE AT ALL FIVE ELEMENTARY SCHOOLS.

WE HAD SUMMER CREDIT RECOVERY HAPPENING AT OUR HIGH SCHOOLS.

WELL, ONE HIGH SCHOOL, THE OTHER HIGH SCHOOL HAD TO BE AT THE MIDDLE SCHOOL BECAUSE OF THE ROOF GOING ON AT NORTH CAROLINA HIGH SCHOOL AND TRANSPORTATION FIGURED ALL THAT OUT.

WE HAVE HAD MULTIPLE DATES FOR ILLUSTRATIVE MATH TRAINING, MATH 180 TRAINING DESMOS MATH TRAINING NUMBER CORNER FOR MATH.

THERE'S FOUR BIG MATH TRAINING.

ELEMENTARY ADMINISTRATORS HAVE BEEN TRAINED IN LETTERS, WHICH IS PHONEMIC AWARENESS READING PROGRAM.

WE HAVE HAD GRADES 3 TO 5 TRAINED IN OUR NEW PROGRAM WONDERS.

THEY'VE HAD ELA EXPECTATIONS TRAINING FOR K TO FIVE TEACHERS, OPEN COURT TRAINING FOR GRADES 4 TO 5 LETTERS, TRAINING FOR TEACHERS AND K TO GET THE POINT.

MIDDLE SCHOOL AND HIGH SCHOOL ASSESS OUR ENGLISH ASSESSMENT WORK.

LEXIA ASPIRE SCIENCE OF READING TRAINING HAS BEEN TAKING PLACE.

MY PERSPECTIVE TRAINING FOR MIDDLE AND HIGH SCHOOL ENGLISH SCIENCE MATERIALS CENTER WORK SCIENCE WORK WITH ENVIRONMENTAL LITERACY CURRICULUM WORK FOR MEDIA ARTS, HIGH SCHOOL BIOLOGY, VARIOUS SCIENCES AT ALL LEVEL CHEMISTRY, PHYSICS, INTEGRATED SCIENCE, HEALTH, PHYS ED BIOLOGY AND ELEMENTARY SOCIAL STUDIES.

AND THAT IS JUST A SMALL SMATTERING OF WHAT'S HAPPENED LITERALLY SINCE MID-JUNE THROUGH TODAY WITH MORE TAKING PLACE OVER THE NEXT COUPLE OF WEEKS, WITH MORE AND MORE ONBOARDING AND WORK BEING DONE WITH OUR STAFF.

UM, STAFF ARE VERY DEDICATED.

WE KNOW OUR CLASSROOM TEACHERS ARE VERY DEDICATED.

OUR CENTRAL OFFICE ADMINISTRATORS ARE VERY DEDICATED.

OUR COACHES ARE VERY DEDICATED.

TEACHING IS A YEAR ROUND JOB.

EDUCATING OUR STUDENTS IS A YEAR ROUND JOB THAT TAKES EVERYBODY ALL YEAR ROUND TO PULL IT OFF AND TO DO IT WELL.

AND I'M THANKFUL FOR THE TEAM THAT WE HAVE TO PULL ALL THIS TOGETHER.

THIS SUMMER IS NO DIFFERENT THAN MOST SUMMERS, BUT IT'S JUST IMPORTANT, I THINK, AT TIMES FOR US TO REMEMBER THAT SUMMERS OFF REALLY AIN'T A THING.

IT IS A YEAR ROUND.

GO GET EM PROFESSION.

AND IT REQUIRES THAT FOR FOLKS TO DO IT WELL.

AND WE APPRECIATE EVERYBODY PUTTING ALL THE HARD WORK IN.

WE GOT COPIES OF ALL OF THEM, NARROWED IT DOWN TO TWO.

THERE WAS A PARENT FROM BOTH COLONEL AND NORTH CAROLINE.

IT'S A VERY SMALL POOL OF STUDENTS THAT WE AFFECT IN AP PHYSICS.

CURRENTLY WE ONLY HAVE A CLASS AT NORTH CAROLINE WITH ABOUT TEN STUDENTS IN IT.

WE'RE HOPING TO BUILD THAT AT COLONEL AS WELL.

THOSE STUDENTS DO HAVE THE OPPORTUNITY TO TRANSITION TO NORTH CAROLINE TO TAKE THAT COURSE IF NECESSARY.

BUT CURRENTLY WE ONLY HAVE IT AT NORTH CAROLINE.

SO ONE OF THE THINGS I ALSO WANTED TO TALK ABOUT WAS THE MOISTURE MANAGEMENT COMPONENT OF THIS, RIGHT? SO WHEN WE FIRST STARTED AND I WAS DOING MY INITIAL TOUR OF THE BUILDING, WE WERE SEEING PRETTY HIGH HUMIDITY.

AND RIGHT NOW WE'VE JUST GOT DATA LOGGERS OUT THERE AND WE'RE SEEING AVERAGES OF 60 TO 70% HUMIDITY IN THESE SETBACK BUILDINGS IN THE SUMMER, WHICH IS A HUGE IMPROVEMENT ON THE LAST YEAR.

AND I KNOW WE STILL HAVE A LITTLE BIT MORE TO DO, BUT, YOU KNOW, BUILDING.

YEAH, EXACTLY. AND WE'VE WE'VE ALSO LEARNED AND JOSH HAS HELPED ME LEARN AS WELL, THE IMPORTANCE OF UPGRADING CONTROLS ON MANY OF OUR UNITS. SO WE'VE HAD TO PUT SOME UPGRADED CONTROLS ON SOME AND WE'RE WORKING ON FUNDING FOR OTHERS BECAUSE BEING ABLE TO.

TAILOR THEIR ON AND OFF AND CONTROL THEM BETTER AS OPPOSED TO GETTING THEM ON THE ROOF MAKES A TREMENDOUS DIFFERENCE, ESPECIALLY WHEN YOU CAN'T GET ON THERE.

WELL, TERRIFIC SYSTEM.

AND ONE OF MY COMMENTS AND QUESTIONS, TOO, IS TERRIFIC SYSTEM AND IN SOME CASES OLD INFRASTRUCTURE.

WE'RE STARTING TO GET A BETTER IDEA.

TO ME, IT RESONATES FOR WHAT OTHER BOARD MEMBERS TO COMMENT BUT RESONATES FOR THOSE FOLKS WATCHING AT HOME.

AND EVERYBODY IN THIS ROOM IS A TAXPAYER.

SO BETTER USE OF TAXPAYER DOLLARS.

THAT'S ONE OF THE THINGS WHEN I HEAR YOU SAY THE COST AVOIDANCE OR SAVINGS OF $258,000, WELL, THAT'S GOING TO BE PUT ELSEWHERE INTO THE SYSTEM.

IT'S NOT LIKE LIKE AN ENTIRE SCHOOL NEEDS A WHOLE HVAC SYSTEM, BUT THERE MAY BE 4 OR 5 UNITS OUT OF THE 20 OR 30 THAT ARE UP ON THE ROOF OR ON THE GROUND THAT PROBABLY NEED TO BE UPDATED OR UPGRADED ALTOGETHER.

ANYBODY ELSE. I THINK A LOT OF THE SUCCESS FOR THIS HAS BEEN FROM COMMUNICATION THROUGHOUT THE BUILDINGS AND, YOU KNOW, BACK AND FORTH UP AND DOWN FOR DIFFERENT PEOPLE.

IT'S A BIG PROGRAM TO HELP STUDENTS AND FAMILIES AND BRIDGE THOSE CONNECTIONS BETWEEN RELATIONSHIPS WITH THE COMMUNITY AND THE STUDENTS THAT THEY SERVE AND A LOT OF REALLY GREAT RESOURCES. MAYBE THE MINDSET IN THOSE DAYS WAS TOUGH.

AND THE ITALIANS LIVED IN ONE NEIGHBORHOOD AND THE POLISH IN ANOTHER AND SO FORTH AND SO ON.

AND SO THAT'S THEIR CULTURE, RIGHT? WHAT ASSIMILATED THEM WHEN THEY ALL WENT IN THE ARMY OR IN THE MARINES OR WHAT HAVE YOU, OR MAYBE THE AIR FORCE? THERE WASN'T AN AIR FORCE UNTIL THE END OF WORLD WAR TWO, EVEN THOUGH THERE WAS THE ARMY AIR CORPS.

AND THEN DR. DOWNS, WHO HAS BEEN GIVEN THE GREAT TASK OF WORKING THROUGH THE GRANT DEVELOPMENT AND SUBMISSION, WE'LL TALK TO YOU ABOUT WHAT THE OVERALL GOALS ARE OF THE GRANT THAT WE'VE BEEN AWARDED AND WHAT WE'LL BE WORKING ON OVER THE NEXT COUPLE OF YEARS ASSOCIATED WITH THIS.

THE STRONGER COMMUNITIES GRANT WAS PART OF THE BIPARTISAN SAFE COMMUNITIES ACT OF 2022, A FEDERAL ACT THAT WAS PASSED.

IT GAVE ABOUT $1 BILLION TO STATE EDUCATION AGENCIES.

SO IN OUR STATE, MSD RECEIVED SOME MONEY WITHIN THAT.

AND IT'S FOR HIGH NEED SCHOOL SYSTEMS. AND EACH STATE WAS ALLOWED TO DEFINE WHAT IT MEANT BY HIGH NEEDS SCHOOL SYSTEMS. MSD RECEIVED 16.14 MILLION FOR 14 LOCAL SCHOOL SYSTEMS. THEY DECIDED TO DIVIDE IT UP OVER 14.

SO A $16 MILLION FOR THE 14 OF US.

WE WERE ONE TO POSSIBLY LOOK AT.

SCHOOL SYSTEMS WERE IDENTIFIED BASED ON SOMETHING CALLED THE SOCIAL VULNERABILITY INDEX.

TO BE HONEST, I FIGURED IT PROBABLY IF CAROLINE COUNTY WAS IDENTIFIED, IT PROBABLY INVOLVES POVERTY IN SOME FORM OR FASHION BECAUSE WE'VE HAD THE CONVERSATION ABOUT OUR CENSUS TRACK DATA WHEN THE STATE SUPERINTENDENT WAS LOOKING AT THE NEIGHBORHOOD INDICATORS OF POVERTY AS A WAY TO FUND OUR SCHOOL SYSTEM.

SO IT ACTUALLY DOES INCLUDE SOCIOECONOMIC STATUS.

SO YOUR LEVEL OF POVERTY, LACK OF HEALTH INSURANCE POPULATIONS, THAT IS DONE BY CENSUS TRACK AREA POPULATIONS THAT HAVE NO HIGH SCHOOL DIPLOMA, HIGHER UNEMPLOYMENT.

THEY LOOK AT CERTAIN HOUSEHOLD CHARACTERISTICS, THE NUMBER OF SINGLE PARENT HOUSEHOLDS YOU HAVE.

DO YOU HAVE A HIGH ENGLISH LANGUAGE PROFICIENCY RATE WITHIN THE CENSUS TRACK AREA? AND THEY LOOK AT YOUR RACIAL AND ETHNIC MINORITY STATUS WITHIN THOSE AREAS AND THEN THE HOUSING TYPE INFORMATION, THINGS SUCH AS DO YOU HAVE A HIGH RATE OF MOBILE HOMES IN THAT AREA? DO YOU HAVE CROWDING? DO YOU HAVE A HIGH CONCENTRATION OF FOLKS THAT DO NOT HAVE ACCESS TO TRANSPORTATION? OR IS THERE PUBLIC TRANSPORTATION OR NO PUBLIC TRANSPORTATION? THERE'S A LIST OF ABOUT 16 DIFFERENT ITEMS THAT GO INTO THE SOCIAL VULNERABILITY INDEX, ALL PULLED FROM CENSUS DATA OVER THE LAST FIVE YEARS.

THE FEDERAL GOVERNMENT USES THIS IN MULTIPLE AVENUES.

CDC IS ONE OF THEM THAT USES THIS DATA POINT.

AND REALLY IT'S LOOKING AT WHAT IS OUR ABILITY WITHIN OUR COMMUNITY TO BE RESILIENT AND BOUNCE BACK WHEN THERE ARE EXTERNAL PRESSURES OR EXTERNAL STRESSES, THEN DOES IT HAVE AN IMPACT ON HEALTH CONNECTS TO THINGS TO YOU GUYS MAY HAVE HEARD OF IN TERMS OF SOCIAL DETERMINANTS OF HEALTH OR OTHER EXTERNAL THINGS THAT CAN IMPACT OUR ABILITY TO BE HEALTHY. SO BASED ON THOSE CALCULATIONS AND CRITERIA.

CAROLINE COUNTY PUBLIC SCHOOLS WAS ONE OF THE 14 SCHOOLS THAT MEETS THAT CRITERIA.

WE WERE NOT AT THE HIGHEST LEVEL OF SOCIAL VULNERABILITY.

ACTUALLY, WICOMICO COUNTY IS AT THE HIGHEST LEVEL.

WE WERE JUST ABOUT IN THE MIDDLE FOR OUR SOCIAL FOR OUR VULNERABILITY INDEX PIECE.

SO WHY DO I SHARE THAT INFORMATION? JUST SO YOU KNOW, WHERE THE FUNDING SOURCE AND HOW WE WERE IDENTIFIED, IT REALLY FOR KPS HAS TO DO MORE WITH OUR POVERTY, OUR HIGHER RATE OF ENGLISH LANGUAGE PROFICIENCY, OUR HIGHER RATE OF STUDENTS THAT CONTINUES TO GROW, OUR LACK OF PUBLIC TRANSPORTATION, OUR LACK OF ACCESS TO THOSE SORTS OF THINGS WITHIN OUR BOUNDARIES AND WITHIN OUR CENSUS TRACTS.

WE WERE ENCOURAGED TO APPLY FOR THE FUNDING WHEN IT CAME OUT AND WE DID REACH OUT AND SAID, I THINK THIS WOULD BE A GREAT OPPORTUNITY FOR YOU GUYS TO EXPLORE AND CONSIDER WHAT WE HAVE TRIED TO TAKE A FOCUS ON WHEN LOOKING AT GRANTS.

UNLESS THERE ARE TITLE GRANTS THAT WE DO APPLY FOR EVERY YEAR, AND EVEN WITHIN THOSE, WE ARE TRYING TO STREAMLINE OUR USE OF GRANT FUNDS TO FOCUS ON THINGS THAT WE ARE PLANNING TO DO OVER THE NEXT SEVERAL YEARS AND FIND WAYS TO USE THOSE FUNDS TO CONNECT TO WHAT THE MISSION AND VISION IS, AS OPPOSED TO GETTING US OFF ON A SIDETRACK CHASING DOLLARS.

WITH THAT IN MIND, A LOT OF THIS GRANT DOES FIT TO THAT CRITERIA.

AND WHEN WE TALKED ABOUT IT WAS THIS COULD BE A GREAT OPPORTUNITY FOR US TO TRY TO STREAMLINE SOME OF OUR WORK.

HOWEVER, THE OTHER CHALLENGE THAT I GAVE TO DR.

TOTARO WAS WE CANNOT BE IN A POSITION WHERE WE'RE USING GRANT FUNDS TO HIRE PEOPLE.

THE STRUGGLE WITH THAT IS IF WE RELY TOO MUCH ON GRANT FUNDS TO HIRE STAFF WHEN THE GRANT DISAPPEARS AND THIS IS A THREE YEAR NONRENEWABLE GRANT, YOU'VE GOT THREE YEARS TO DO SOMETHING WITH IT. WHEN THE GRANT GOES, THE PEOPLE GO.

AND WITH WHAT WE KNOW IS COMING DOWN THE PIPE FROM BLUEPRINT, WE ARE NOT GOING TO HAVE THE INTERNAL CAPACITY TO ABSORB ANY POSITIONS THAT WE PICK UP OUT OF GRANTS.

WE JUST AREN'T.

UM. I DON'T SEE THE MONEY TREE COMING TO DO OTHER THINGS WITH.

SO THAT WAS SORT OF THE BOX THAT I PUT DOCTOR DOWNS IN IS WE NEED TO FOCUS ON SUSTAINABILITY, BUILDING UP OUR CURRENT STAFF.

WE'RE NOT LOOKING TO INCREASE PERSONNEL AND WE'VE GOT TO KEEP IT ATTACHED TO WHAT IT IS THAT WE'RE FOCUSING IN ON OVER THE NEXT COUPLE OF YEARS.

SO WITHIN THAT BOX WE DID SUBMIT THE STRONGER CONNECTIONS GRANT, AND I'LL LET TARA TALK ABOUT THAT.

BUT WHAT WE WROTE TOWARDS AND WE DID RECEIVE FULL FUNDING FROM MSC, WHICH TO BE HONEST, WE RECEIVED THE FULL FUNDING, WHICH WAS ABOUT ONE POINT, A LITTLE OVER $1.2 MILLION OF THE TOTAL OF 16.14.

NOT BAD FOR A COUNTY THAT IS SMALLER THAN JUST ABOUT EVERYBODY ELSE WHO QUALIFIED.

THERE ARE SO MANY THINGS ON OUR PLATE AND THIS IS AN OPPORTUNITY TO LEAN INTO WHAT'S ACTUALLY WORKING.

HOW CAN WE TELL IF IT'S WORKING AND HOW CAN WE TRAIN UP OUR STAFF TO BE CONSISTENTLY, PROFESSIONALLY TRAINED IN ALL OF THE ASPECTS OF EDUCATION AND ACADEMIC AND BEHAVIOR AND SOCIAL EMOTIONAL? SO WE KNOW ALL THESE THINGS WORK AND WE WANT TO MAKE SURE THAT WE WHATEVER WE CREATE IS SUSTAINABLE BEYOND THE LIFE OF THE GRANT.

THAT'S A REALLY GREAT, EXCITING CHALLENGE FOR ME.

SO WHEN WE STARTED LOOKING AT WHAT THIS GRANT COULD DO, WE'D ALREADY DONE A LOT OF WORK RECOGNIZING WE HAD INITIATIVE INVENTORY, WE HAD GRANT MEETINGS TO LOOK AND SEE WHERE ALL OF OUR GRANTS WERE SPENDING AND WHAT WE WERE DOING TO REALLY HELP WITH INSTRUCTION AND HELP WITH INTERVENTIONS.

AND WE HAD ALREADY KIND OF DONE A LOT OF WORK SEEING THAT WE HAD SOME OPPORTUNITY TO REALLY CREATE SOME ALIGNMENT AND BUILD UP SOME MORE EVIDENCE BASED PRACTICES AND ONGOING PROFESSIONAL DEVELOPMENT.

SO THE GRANT IS WAS FULLY FUNDED AT 1.2414 90 OVER THREE YEARS.

SO IT'S BASICALLY DIVIDED OVER THREE YEARS.

AND WE ARE WORKING WITH A FACILITATOR, A PARTNER THAT'S GOING TO HELP US WITH THE TRAINING OF ALL OF OUR STAFF STARTING WE'RE GOING TO START THE CENTRAL OFFICE AND THE ADMINISTRATOR LEVEL.

AND BY YEAR THREE IT WILL BE ALL AT THE BUILDING LEVEL WITH TEACHERS.

SO ALL OF THE WORK THAT WE'RE DOING IS WITH TEACHER, ADMINISTRATOR STAFF INPUT TO CREATE WHAT WE'RE DOING ONGOING.

WE TALK ABOUT MTS.

THIS IS MTS WITH A CAPE AND A BIG OLD S ON THE BACK.

WE HAVE A LOT OF CONSCIOUS DISCIPLINE WORK GOING ON AT OUR ELEMENTARY LEVELS SOCIALLY, EMOTIONALLY.

WE NEEDED A UNIVERSAL SCREENER, SO WE WERE WORKING ON MAKING SURE THAT WE HAVE A UNIVERSAL SCREENER FOR SOCIAL EMOTIONAL, NOT ONLY FOR STUDENTS BUT ALSO FOR STAFF.

AND WE'RE ALSO LOOKING AT IMPLEMENTING RESTORATIVE APPROACHES, WHICH WAS RESTORATIVE PRACTICES, THE SAME EXACT UNIVERSITY OF MARYLAND COHORT, THE SAME EXACT CONCEPT, BUT THEY'RE CALLING IT APPROACHES NOW.

KIND OF LIKE GOING FROM BELL TO BELL RESTORATIVE APPROACHES IS A GREAT WAY TO HELP ROUND OUT DISCIPLINE AND BEHAVIOR ISSUES.

WE HAVE HAD STAFF TRAINED IN THE PAST.

HOWEVER, THE SUSTAINABILITY WAS A CHALLENGE, SO WE WOULD TRAIN UP EVERYBODY ONE YEAR AND BE LIKE, OKAY, GREAT.

ALL THE ADMIN COUNSELORS ARE TRAINED AND THEN THE NEXT YEAR OUR ADMIN AND OUR STAFF WILL MOVE AROUND AND SO WE HAVE GAPS AND HOLES IN THOSE THOSE COMPONENTS OF THE BUILDINGS.

SO THIS WORK IS TO TRAIN ALL ADMINISTRATORS AND COUNSELORS, THE SECONDARY LEVEL AND HAVE THAT SUSTAINABILITY GOING ON FOR THREE YEARS AND THEN BEYOND.

BECAUSE ONCE WE GET THEM ALL TRAINED UP AND ALL THEY HAVE THE CONTINUING EDUCATION ON IT, THEN IT JUST TAKES A SMALL AMOUNT OF RESOURCES TO MAINTAIN ALL OF THE RESTORATIVE APPROACHES. TRAINING WILL THEN CONNECT IT WITH WHAT THE ELEMENTARY SCHOOLS ARE DOING SO THAT THERE'S A SEAMLESS TRANSITION WITH.

SOCIAL, EMOTIONAL, WELLNESS, CONSCIOUS DISCIPLINE AND RESTORATIVE APPROACHES.

HOW DO WE KNOW IT'S WORKING? THAT'S A GREAT QUESTION.

THIS IS WHAT THAT WORK WILL BE AND WE'LL BE USING OUR OWN STAFF AND OUR OWN TEAMS TO MAKE THOSE DECISIONS AND TO CREATE THOSE FIDELITY TOOLS AS YOU'RE CHANGING.

WHEN WE TALK ABOUT BUILDING CAPACITY OF OUR LEADERS AND OF OUR STAFF, WE HAVE AGAIN, WE HAVE FOLKS WHO WORK VERY HARD.

WE IMPLEMENT PROGRAMS. WE'RE REALLY GOOD AS A SYSTEM OF STARTING.

WE ARE GREAT AT STARTING AND IMPLEMENTING WHERE WE DRAG, MYSELF INCLUDED AND I'VE BEEN HERE FOR A WHILE WHERE WE DRAG IS THAT BEING ABLE TO SUSTAIN OVER A LONG PERIOD OF TIME BECAUSE WE'RE GREAT AT STARTING THE IDEA.

A LOT OF TIMES IF PEOPLE CHANGE, PERSONALITIES CHANGE FOLK, I CHANGE, WE BOUNCE, BUT THEN WE LOSE SIGHT OF WHAT IT WAS WE PUT THAT IN

THAT'S WHERE WE NEED TO FOCUS SOME OF OUR COACHING WITH OUR ADMINISTRATORS AND OUR TEACHER LEADERS IS HOW DO WE SUSTAIN THINGS OVER TIME AND HOW DO WE KNOW THAT WE'RE STICKING WITH AND HOW ARE WE GETTING THE RESULTS WE NEED AND MOVE OUT OF THE FIELDS RANGE INTO THE WE KNOW BECAUSE WE'RE SEEING IT BASED OFF THE RESULTS.

IT IS THAT CONSISTENCY PIECE THAT WE SHOULD BE DOING A BETTER JOB OF LEADING OUR OWN ADMINISTRATORS IN THAT DEVELOPMENT, AS WELL AS OUR TEACHER LEADERS.

SO THAT'S A BIG PART OF THE COACHING THAT IS PART OF THIS AND THAT CAPACITY BUILDING FROM WITHIN.

BECAUSE IF WE'VE HEARD THE COMPLAINT THAT WE JUMP ON THE NEXT THING ONE TIME, WE'VE HEARD IT 100.

AND TO BE HONEST, IT'S ACCURATE.

IT HAS BEEN ACCURATE. WE WANT TO WORK SMARTER, NOT HARDER.

AND SO THAT IS WHAT THIS GRANT WILL HELP US DO.

WE ARE ALSO MAKING SURE THAT EVERYTHING AND THIS WAS IN THE APPLICATION AS WELL, WE CONNECTED ALL OF THE INITIATIVES AND PROGRAMS THAT WE'RE DOING TO THIS GRANT. SO WE'RE NOT WORKING IN ISOLATION.

AND WHEN YOU LOOK AT IF YOU WANT TO GO TO THE NEXT SLIDE, I'M SORRY, I THINK, RACHEL, IF YOU WANT TO LOOK AT AND HOW THEY WEAVE TOGETHER, YOU KNOW, WE HAVE THINGS GOING ON WITH LEADS. WE HAVE THINGS GOING ON WITH OUR OWN GOALS.

SO THIS STRONGER CONNECTION GRANT TAKES INTO CONSIDERATION ALL OF THE INDEPENDENT.

THE TITLE GRANTS THAT WE HAVE, ALL OF THE LEADS WORK THAT WE'VE BEEN DOING.

AND IT'S NOT ANOTHER THING.

IT'S TAKING IT ALL AND TYING IT TOGETHER.

AND I'M KIND OF LIKING IT TO THAT TWIZZLER THAT HAS LIKE A.

PIECES TO IT. ALTOGETHER, IT'S A BIG, NICE, HEALTHY BUNCH.

INDEPENDENTLY, IT'S NOT A WHOLE LOT.

SO THAT IS WHAT WE'RE WORKING ON TO MAKE SURE THAT WE DON'T LET THINGS SLIP AS WE START MOVING THROUGH THE PROCESS OF WEAVING IT ALL TOGETHER TO MAKE TRUE SYSTEMS CHANGE AND IMPLEMENTING PRACTICES AT THE BUILDING LEVEL THAT WILL SUSTAIN THEMSELVES LONG BEYOND THE ADMINISTRATOR, THE CENTRAL OFFICE PERSONNEL, THE TEACHERS.

THERE'S PLANS IN PLACE THAT WILL SUSTAIN THEMSELVES AND THERE WILL BE EVIDENCE BASED PRACTICES AND FIDELITY AND EVALUATIONS THAT WILL HELP DRIVE THE WORK.

SO WHEN WE'RE LOOKING AT ALIGNMENT, THIS GOES BACK TO THAT MULTI TIERED SYSTEMS OF SUPPORTS.

MR. WAYMAN. THIS IS WHERE WE ARE PROVIDING AN OPPORTUNITY TO INTEGRATE THOSE SUPPORTS BECAUSE THEY'RE NOT INDEPENDENT OF EACH OTHER.

WHEN WE'RE LOOKING AT BEHAVIOR THAT MIGHT EXPLAIN ACADEMIC ISSUES.

AND SO WHEN WE WANT TO LOOK AT WHY ARE WE PUTTING A STUDENT IN ACADEMIC INTERVENTION IF IT'S A BEHAVIORAL PROBLEM? SO YOU'RE LOOKING AT THIS IS WHERE THERE'S GOING TO BE OUR FOCUS ON WHAT WE USE THESE RESOURCES AND THESE OPPORTUNITIES FOR, BECAUSE IT ESSENTIALLY BOILS DOWN TO THE STUDENT.

IT'S WHAT'S BEST FOR THE STUDENT. SO THAT'S WHAT THIS GRANT REALLY IS GOING TO DO.

AND I'M EXCITED ABOUT IT BECAUSE I LIKE THE IDEA OF USING OUR STAFF, OUR TEAM, THE TALENT THAT WE HAVE IN CAROLINE COUNTY TO CREATE THIS.

YOU DO HAVE THE CREDENTIALS FOR THE PARTNER THAT WE ARE USING.

SHE HAS DONE A LOT OF WORK IN THIS AREA, IN THIS STATE AND OTHER STATES WITH OTHER COUNTIES.

SHE'S ALSO DONE WORK IN CAROLINE COUNTY.

THE SHE DID WORK AROUND THE REDDING REDDING ASSESSMENT.

AND YOU KNOW THAT WE'VE DONE AN AMAZING JOB WITH THAT.

SO SHE IS NOT A STRANGER TO CAROLINE COUNTY.

SHE WORKED THROUGH JOHNS HOPKINS UNIVERSITY AND SHE'S WORKED INDEPENDENTLY.

SHE'S A VERY GOOD RESUME FOR TEAM, HAS A VERY GOOD RESUME OF WHAT THEY'VE DONE TO HELP STUDENTS.

THE BIG KEY IS BUILDING UPON WHAT WE'VE BEEN WORKING TOWARDS AND TRYING TO KEEP IT ALL UNDER ONE UMBRELLA AND REALLY STREAMLINE AS MUCH AS WE POSSIBLY CAN.

WE TOOK THAT WORK CONNECTIONS AND WE RAN WITH IT.

OH, AND I HAVE TO SAY THAT WE RECEIVED A LOT OF REALLY GOOD FEEDBACK, BOTH DR.

SIMMONS AND I, WHEN WE SUBMITTED THE GRANT ON HOW INNOVATIVE THIS WAS AND OTHER DISTRICTS BROUGHT PEOPLE AND APPRECIATIVE OF THE THOUGHT THAT IT WAS NOT FOCUSED ON STAFF.

WE HAVE ALL THE TALENT HERE.

IT COULD BE EITHER A NATURAL DISASTER TO GO THAT FAR BECAUSE IT IS USED IN THAT CONTEXT IN THE FEDERAL GOVERNMENT LAND AS WELL.

ALSO LOOKING AT THINGS, IF YOU END UP WITH SAY, I DON'T WISH THIS TOWN OF FEDERALSBURG BUT SAY SOLO CUP MARYLAND PLASTICS, ONE OF THOSE DECIDES THEY CLOSE A MAJOR BUSINESS MAJOR BUSINESS FOLDS.

HOW DOES OUR COMMUNITY RESPOND? RIGHT. THOSE SORT OF MASSIVE.

IT COULD HAVE TO DO WITH FAMILY SUPPORT LOCALLY.

YOU KNOW, SOMEBODY WHO HAS A LOT OF FAMILY LOCALLY AND SUFFERS THAT KIND OF STRESS OR LOSS.

THEY GET HELP FROM THEIR IMMEDIATE FAMILY.

WELL, IF YOU IF SOMEBODY IS HERE AND ALL THEIR FAMILY IS ELSEWHERE, THAT'S A WHOLE DIFFERENT THING.

AND WE KNOW THAT THOSE CHILDREN ARE MOST VULNERABLE.

AND SO WHEN WE'RE LOOKING AT THE SUPPORTS THAT WE HAVE, WE REALLY NEED TO BE SPECIFIC ON WHAT WE GIVE THEM.

BECAUSE IF WE ADD ANOTHER INTERVENTION OR WE ADD ANOTHER COMPONENT OF INTERVENTION THAT DOESN'T MEET THEIR NEEDS, WE'VE DONE A DISSERVICE TWICE.

WE'VE GIVEN THEM AN EXTRA ADDED STRESS AND WE HAVEN'T MET THE STRENGTH.

WE HAVEN'T ADDRESSED THE NEED WE HAVE.
