[00:00:01]
>> [BACKGROUND] GOOD EVENING EVERYONE.
WE HAVE SUCH A WONDERFUL CROWD HERE.
I KNOW EVERYONE IS GOING TO STAY FOR THE ENTIRE MEETING.
MAYBE NOT, BUT YOU'RE WELCOME TO. [BACKGROUND]
>> WE'RE GOING TO CALL TO ORDER THE CAROLINE COUNTY PUBLIC SCHOOLS TUESDAY,
[1. Opening Items]
JUNE 6TH 2023 AND I'D LIKE TO GET A MOTION TO OPEN THE MEETING.>> AS MOTION TO OPEN THE MEETING. I SECOND.
>> MOTION CARRIES FOUR TO NOTHING.
MR. JONES COULD NOT BE WITH US AT THE START OF THE MEETING TONIGHT, HE HAD SOMETHING COME UP ON THROUGH UNFORESEEABLE AND HE MAY COME DURING THE MEETING.
WE HAVE A REALLY HEALTHY AGENDA TONIGHT, PLENTY TO DO AND SO WE MAY SEE HIM DURING THE MEETING.
BUT FOR NOW WE STILL HAVE FOUR MEMBERS.
WE ARE GOING TO START WITH THE PLEDGE OF ALLEGIANCE AND WE HAVE ELEMENTARY SCHOOL YEAR, I SEE OUR PRINCIPAL IS WITH US.
>> ANYBODY FROM GC [INAUDIBLE] [OVERLAPPING] STUDENTS COME ON IN.
>> I THOUGHT WE'D HAVE A GOOD SHOWING WE GET TONIGHT. THIS IS GREAT.
>> WE HAVE COOKIES. [LAUGHTER]
[OVERLAPPING] WE HAVE A COUPLE MORE MS. GRIFFIN.
>> ANY OTHER DAYTON ELEMENTARY SCHOOL KIDS HIDING BACK THERE?
[BACKGROUND] ARE WE GOOD? JUST BRING ME, WE GO BACK THERE. NO MORE DAYTON KIDS.
>> THERE'S A SHORT ONE BACK THERE, WE CAN'T SEE HIM.
WE THANK YOU GUYS FOR COMING OUT TONIGHT TO DO THE PLEDGE ON OUR LAST BOARD MEETING OF THE YEAR FOR YOUR SCHOOL YEAR AND I WOULD LIKE TO ASK MS. GREBS IF WE COULD THOUGH IT'S A BIG GROUP.
>> COULD OUR KIDS INTRODUCE THEMSELVES SO WE KNOW WHO'S HERE AND WHAT GRADE?
>> IF YOU DON'T, YOU CAN PHONE A FRIEND TO TALK FOR YOU.
>> NAOMI THIRD GRADE. [INAUDIBLE].
>> SOFI, FIFTH GRADE. [BACKGROUND]
WELL, WE THANK YOU GUYS FOR COMING OUT TONIGHT AND DOING THE PLEDGE SO WE CAN GET OUR BUSINESS STARTED.
>> IF EVERYBODY COULD JUST REVERSE ORDER.
>> THAT'S MS. BARRY WE'LL GET A PICTURE.
>> GUYS SKEWED TOGETHER IN, AND BACK UP.
[00:05:02]
>> I'M SORRY. NO. YOU'RE GOOD TERRY.
I GOT THE WHOLE BOARD THOUGH YOU GUYS ARE GOOD.
>> THAT'S LIKE THE LONGEST SMILE [LAUGHTER]
>> THANK YOU GUYS AND MS. GREBS, MS. MARY WILL [OVERLAPPING]
>> MY KIDS DON'T EVEN SMILE THAT WELL FOR ME WHEN THEY GET.
>> PARENTS THANK YOU VERY MUCH.
>> THANK YOU PARENTS. [BACKGROUND]
>> WHILE THEY ARE MAKING THEIR WAY OUT, WE HAVE AN AGENDA AND I NEED A MOTION TO APPROVE THE AGENDA.
>> MOTION CARRIES FOUR TO NOTHING AND WE'LL TAKE A MINUTE HERE AS PEOPLE ARE COMING IN.
I WILL LET THEM GET IN, IT'S ALL RIGHT.
SOMEONE TO READ THE MISSION STATEMENT [LAUGHTER].
IT LOOKS LIKE A LOT OF ATHLETES ARE FINDING THEIR WAY INTO SOME CHAIRS.
HOW MANY OF THOSE DO YOU THINK NEW PHONE'S RANG?
>> YEAH, I REALIZED MY REFERENCES DEFINITELY DATED. [OVERLAPPING]
>> BUT THEY DID PICK RIGHT UP AND [OVERLAPPING] HELP EACH OTHER.
>> YEAH, THAT WAS GOOD. [BACKGROUND]
>> SOMETHING WE DO EVERY MEETING IS WE TAKE A MINUTE TO REVIEW OUR MISSION, TO READ OUR MISSION, AND IT'S JUST A REMINDER TO US, OF COURSE, AND EVERYBODY ELSE THAT THIS IS WHY WE'RE HERE.
OUR MISSION. WHAT WE DO IN PARTNERSHIP WITH FAMILIES AND COMMUNITY.
WE PREPARE ALL STUDENTS TO ACHIEVE COLLEGE, CAREER, AND LIFE READINESS THROUGH A CHALLENGING AND PROGRESSIVE EDUCATIONAL EXPERIENCE.
NOW, WE HAVE SOMETHING VERY WONDERFUL ABOUT TO HAPPEN.
WE ARE GOING TO HAVE THE SWEARING-IN OF A REAPPOINTED BOARD MEMBER, MICHELE WAYMAN, AND I WANT TO TAKE THIS MOMENT VERY QUICKLY TO JUST SAY, THANK YOU FOR SERVING, THANK YOU FOR DOING THIS AGAIN, AND WE ARE SO LUCKY TO HAVE YOU ON THIS BOARD.
THIS COUNTY IS FORTUNATE TO HAVE YOU DOING THIS.
IT'S VERY SELFLESS AND YOU BRING AN AWFUL LOT TO OUR BOARD.
>> THAT MEANS A LOT. I THINK TERRY LORD IS HERE.
THANK YOU, OUR CLERK OF THE COURT, TO DO THE OFFICIAL SWEARING-IN.
IT IS A GOOD THING FOR ALL OF YOU YOUNG FOLKS TO SEE BECAUSE HOPEFULLY, YOU WILL DO THE SAME THING [BACKGROUND] AS YOU MATURE IN YOUR LIFE. [NOISE]
>> MICHELE, NOW YOUR COMMISSION HAS YOUR FULL NAME, SO WHEN I ASK YOU TO STATE YOUR NAME, YOU DO THE FULL NAME.
>> YES. IF YOU'LL RAISE YOUR RIGHT HAND, PLEASE, AND REPEAT AFTER ME.
>> OF CAROLINE COUNTY STATE OF MARYLAND.
>> OF CAROLINE COUNTY STATE OF MARYLAND.
>> THAT I WILL SUPPORT THE CONSTITUTION OF THE UNITED STATES.
>> THAT I WILL SUPPORT THE CONSTITUTION OF THE UNITED STATES.
>> AND THAT I WILL BE FAITHFUL.
>> AND THAT I WILL BE FAITHFUL.
>> AND SUPPORT THE CONSTITUTION AND LAWS THEREOF.
>> AND SUPPORT THE CONSTITUTION AND LAWS THEREOF.
>> TO THE BEST OF MY SKILL AND JUDGMENT.
>> TO THE BEST OF MY SKILL AND JUDGMENT.
>> WITHOUT PARTIALITY OR PREJUDICE.
>> WITHOUT PARTIALITY OR PREJUDICE.
[00:10:02]
>> MEMBER OF THE BOARD OF EDUCATION OF CAROLINE COUNTY.
>> MEMBER OF THE BOARD OF EDUCATION OF CAROLINE COUNTY.
>> ACCORDING TO THE CONSTITUTION.
>> ACCORDING TO THE CONSTITUTION.
>> LET ME SEE. YEAH, [OVERLAPPING] SO IT'S 10.
[OVERLAPPING] [LAUGHTER] RIGHT INTO YOUR SIGNATURE AND THEN PRINT, PLEASE.
>> FOR THOSE OF YOU WHO AREN'T AWARE, OUR BOARD IS A LITTLE DIFFERENT THAN OTHERS AND THE COMPOSITION.
WE HAVE THREE ELECTED POSITIONS AND TWO APPOINTED POSITIONS.
MR. JONES IS IN ONE OF THE APPOINTED POSITIONS, AND MS. WAYMAN'S IN THE OTHER APPOINTED POSITION.
IT'S NOT A REQUIREMENT [BACKGROUND] FOR HER TO DO THIS, AND SHE IS NOT INSURED, AND SO SHE FINISHED OUT THE TERM OF A MEMBER OF THE BOARD WHO HAD STEPPED OFF; SHE DECIDED TO RESIGN THAT POSITION.
SHE FINISHED THAT TERM AND THIS WILL NOW BE HER FIRST FULL TERM.
WE HOPE THAT THERE MAY BE MANY MORE AFTER THAT.
>> SHE WOULDN'T DARE MENTION MANY MORE, BUT I APPRECIATE THAT.
>> WE'RE JUST GLAD SHE'S DOING DIFFERENTLY. [BACKGROUND]
>> I DO BELIEVE THE LAST TIME SHE WAS SWORN IN, [BACKGROUND] SHE PROBABLY WAS WEARING A MASK. MAY HAVE BEEN.
>> MIGHT HAVE BEEN. [OVERLAPPING] [LAUGHTER]
>> VERY THANK YOU FOR BEING HERE.
>> THANK YOU FOR ACCEPTING ME BACK ON THE BOARD.
>> WE ARE ABSOLUTELY THRILLED TOO.
>> ANY OTHER BOARD MEMBER WHO WANTS TO COMMENT?
>> YES. CONGRATULATIONS. WELCOME BACK. [LAUGHTER]
>> NOW WE'RE GOING TO HAVE SOME WONDERFUL RECONDITIONS.
[2. Recognitions]
WE HAVE HAD SOME STUDENTS IN TEAMS OF OUR SYSTEM ACHIEVE SOME VERY LOFTY SUCCESS AND SOMETHING TO BE VERY PROUD OF, AND THEN THERE'S QUITE A FEW, I BELIEVE IT MAY BE A RECORD NUMBER, WHICH IS A REALLY GREAT THING.IT MEANS THAT WE GOT A LOT OF SUCCESS.
I KNOW A LOT OF THE BOARD MEMBERS HAVE BEEN FOLLOWING ALONG AND PAYING ATTENTION AND IT'S REALLY A PRIDE.
DR. SIMMONS IS ON THE LINE [OVERLAPPING]
>> CERTAINLY, THIS TIME I ACTUALLY GOING TO PASS TO MR. JOHN MARKEDO WHO WAS THEIR SUPERVISOR OF ATHLETICS.
I'M SURE MR. MARKEDO IS GOING TO OFFER SOME HELP AS WELL FROM MOTHERS WHO ARE HERE WITH THE CONDITIONS OF MR. MARKEDO, FEEL FREE.
>> I LIKE THAT MR. NASH, COME UP AS WELL AT THIS TIME, PRESIDENT BARTON, SUPERINTENDENT SIMMONS, AND THE REST OF THE BOARD MEMBERS.
I HAVE THE EASIEST JOB IN TERMS OF COMING IN HERE END OF EVERY SEASON AND TELL YOU HOW GREAT OUR ATHLETES HAVE BEEN.
THIS YEAR HAS BEEN AN INCREDIBLE YEAR FOR ALL OUR ATHLETES AND ALL OUR SPORTS.
A LOT OF FIRST AND AGAIN, THIS IS ONE OF THOSE THINGS, THE FIRST.
WE ARE HONORED TO HAVE TWO STATE CHAMPIONS IN THE ROOM TONIGHT, REGIONAL CHAMPIONS IN THE ROOM AND BASE CHAMPIONS IN THE ROOM.
>> IT'S AN UNBELIEVABLE ACCOMPLISHMENT FOR MANY OF OUR ATHLETES.
IF YOU LOOK AT BOTH SCHOOLS, BOTH SCHOOLS HAD VERY SUCCESSFUL FALLS, SPRINGS, AND WINTERS.
LOOKING AT STATE CHAMPION WRESTLERS, WE HAD CHAMPIONS ALL THROUGHOUT THE YEAR, SO IT'S AN HONOR TO SUPPORT ALL THESE STUDENT-ATHLETES.
WITHOUT FURTHER ADO, MR. NASH, DO YOU MIND TALKING?
>> SURE. I'M GOING TO JUST SPEAK ON SOME SPECIFICS WITH THESE GUYS.
I FIRST WANT TO SAY, AS ATHLETIC DIRECTOR, I'M VERY PROUD OF YOU GUYS FOR EVERYTHING YOU'VE DONE THIS YEAR.
I'VE TOLD A TON OF PEOPLE THIS, BUT OUR TENNIS TEAM, BOYS AND GIRLS PUT IN A TON OF WORK IN THE OFF-SEASON.
MY DAUGHTER GOES TO DC-DC RIGHT ACROSS FROM THE FOURTH STREET COURTS, AND THE DATE OF JANUARY, HALF OF THESE GUYS WERE OUT THERE PLAYING TENNIS AND I WOULD LOOK OVER EVERY TIME I PICK UP MY DAUGHTER AND I WAS LIKE, YOU GUYS ARE CRAZY, THIS DEGREES OUTSIDE, BUT YOU'RE PLAYING TENNIS.
[NOISE] TONIGHT WE'RE RECOGNIZING REALLY THE BOY'S TEAM FOR A BASE SIDE CHAMPIONSHIP.
THEY DEFEATED WASHINGTON 6-1 TOWARDS THE END OF MAY.
THAT WAS THE VERY FIRST BASE SIDE CHAMPIONSHIP IN SCHOOL HISTORY FOR TENNIS.
THEN THE BOYS AND GIRLS TEAM COMBINED WON THE 2A EAST REGIONAL CHAMPIONSHIP, WHICH IS ALSO THE FIRST TIME IN SCHOOL HISTORY THAT WE'VE HAD A REGIONAL CHAMPIONSHIP TENNIS TEAM.
THEN LASTLY, JOSH FUTURE AND REBECCA WHITE MADE IT ALL THE WAY TO THE STATE FINALS IN MIXED DOUBLES,
[00:15:02]
AND THEY ARE OUR FIRST STATE CHAMPIONS IN SCHOOL HISTORY IN ANY FACET FOR TENNIS.JUST WANT TO CONGRATULATE THEM ON THAT AS WELL. IT'S ALL I GOT.
>> THE PLAYER PERSPECTIVE, THE BOYS' TEAM WENT 14 AND ONE, THE GIRLS TEAM WENT 12 AND TWO.
[NOISE] THE TOTAL MATCHES I READ WAS THEY WON 76 MATCHES OUT OF THE POSSIBLE 99.
THAT'S A GREAT TESTAMENT TO THE HARD WORK THAT YOU GUYS PUT IT.
FURTHER ADO, I'D LIKE TO HAVE COACH WHITE AND COACH DONALD.
IF THEY WON'T MIND COME ON UP.
>> REBECCA WHITE AND JOSH SCHUSTER IF YOU WOULD COME UP.
THE REST OF YOU GUYS WOULDN'T MIND COMING UP FOR A PICTURE.
>> AS THEY'RE COMING UP, I WOULD LOVE TO GIVE THEM A ROUND OF APPLAUSE.
>> AS THEY ARE COMING AND AS WE'RE POSITIONING FOR A PICTURE AS WELL FROM MS. BARRY, IN MY FORMER DAYS AS MR. WHITE KNOWS, I MAY HAVE COACHED A LITTLE TENNIS NOWHERE TO THE LEVEL OF MR. WHITE HAS.
I'M GLAD HE'S JUST A REP BUT WHAT THEY'VE PULLED OFF IS INCREDIBLE AND WHAT THEY'VE DONE IS NEARLY IMPOSSIBLE IN THE PLACES OF OUR SIZE AND OUR DISTRICT.
IT DOES NOT GO WITHOUT THE HARD WORK OF THE COACHES OF YOU GUYS WORKING IN THE OFF-SEASON, NOT JUST THIS SEASON, BUT EVERY YEAR.
THE BAY SIDE PIECE, TO WIN THE BAY SIDE, THAT MEANS YOU'RE MEETING EVERY SCHOOL IN THE CONFERENCE FROM [INAUDIBLE] TO [INAUDIBLE].
THE REGION'S TOP? BAY SIDE SIDE IS HARD.
TWO OF THEM KNOCKED OFF THE IMPOSSIBLE BY GETTING STATE CHAMPIONSHIP AS WELL, WHICH AGAIN REALLY HAS BEEN A REAL CHALLENGE.
WHAT THEY'VE DONE. THIS COMMUNITY'S EMBRACED THE SPORT AS WELL.
I APPRECIATE THE COMMUNITY SUPPORT.
WE'RE SEEING THAT PAY OFF BIG TIME, THE HARD WORK OF ALL THESE GUYS. THANK YOU ALL.
ONE MORE STEP, BUT JUST A LITTLE MORE.
MAYBE ONE MORE STEP. [LAUGHTER] YOU GO FIRST.
>> WE'RE GOING TO DO TWO PHONES.
>> EVERYBODY LOOK UP HERE. HERE WE GO,1, 2, AND 3. DON'T MOVE.
HOLD ON,1, 2, AND 3. NOW RIGHT HERE.
I WAS GOING TO SAY I WANT THE TALL PEOPLE IN THE BACK THAT YOU ALL ARE TALL.
>> NASH, YOU CAN CONTINUE STAYING ON UP THERE.
>> IF IT EMBARRASSES YOU TO HAVE YOUR PHOTO TAKEN, THAT'S A GOOD PROBLEM TO HAVE.
IT MEANS YOU DID SOMETHING SPECIAL.
>> I ALSO HAVE THE HONOR AND PLEASURE TO LET THE DISTRICT KNOW THAT WE ACTUALLY HAVE ELECTED, I SHOULD SAY, MARYLAND STATE ATHLETIC DIRECTOR OF THE YEAR IN NASH IRELAND [APPLAUSE] NASH HAS BEEN OUR ATHLETIC DIRECTOR FOR THE LAST EIGHT YEARS.
PUT THAT IN A LITTLE BIT OF PERSPECTIVE.
WE HAVE OVER 800 EVENTS PROBABLY IN HIS TIME THAT HE'S BEEN HERE ABOUT 100 A YEAR, IF YOU THINK ABOUT THAT.
AND YOU THINK ABOUT THE TIME AND THE EFFORT, I DON'T THINK PEOPLE REALIZE HOW MANY THINGS IT TAKES TO PUT ON A SPORTING EVENT.
HAVING BEEN IN THAT POSITION, I REALIZED THE BUSES, THE TRAINERS, THE SCHEDULES,
[00:20:01]
THE MOWING THE FIELDS, THE LINING THE FIELDS, EVERYTHING THAT THE TIME IT TAKES FOR HIM AND THE AMOUNT OF TIME THAT HE PUTS IN IF HE MISSES ONE OF THOSE THINGS, EVERYBODY RECOGNIZES.IT'S SOMETHING THAT I DON'T TAKE FOR GRANTED.
I KNOW MANY OF THE PARENTS IN THE COMMUNITY DON'T TAKE THAT FOR GRANTED BECAUSE YOU PUT IN THE TIME AND EFFORT TO MAKE OUR SPORTS PROGRAM GREAT AND NORTH CAROLINA HAS BEEN SUCCESSFUL.
MORE IMPORTANTLY, I KNOW THAT YOU WOULD WANT TO THANK YOUR WIFE, RACHEL, FOR GIVING HIM AND US THE TIME TO BORROW HIM DURING THAT TIME.
RACHEL, WE APPRECIATE YOU AS WELL IN TERMS OF THE TIME AND EFFORT THAT YOU'VE PUT IN FOR ALL THIS.
THE GREAT THING ABOUT THIS AWARD IS THAT HE WAS ELECTED BY ALL THE OTHER ATHLETIC DIRECTORS IN THE CONFERENCE AND THE DISTRICT.
THAT SPEAKS VOLUMES TO THE TYPE OF PERSON THAT HE IS.
COMING IN NEW TO THIS YEAR, IT'S BEEN A PLEASURE WORKING WITH NASH.
I LOOK FORWARD TO WORKING WITH YOU FOR MANY MORE YEARS.
>> I'M SURE SANDY IS GOING TO ASK US TO GET A PICTURE WITH NASH.
>> I JUST WANT TO THANK EVERYBODY FOR EVERYTHING.
IT'S A LOT OF TIME, IT'S A LOT OF EFFORT.
SOMETIMES IT MAKES ME GO A LITTLE NUTS.
ESPECIALLY TONIGHT WHEN WE GET TO RECOGNIZE THESE KIDS FOR ALL THE GOOD THINGS THAT THEY DO AND THE SUCCESS THEY HAVE.
THAT'S WHAT MAKES IT WORTH IT.
IT'S GREAT TO SEE THEIR SUCCESS.
I'M GOING TO KEEP DOING IT AND IT'S REALLY MY PLEASURE DOING IT FOR NORTH CAROLINA AND FOR CAROLINE COUNTY, I APPRECIATE IT. THANK YOU.
>> CAN WE ALSO GET RACHEL AND THE KIDS?
>> NASH, I REMEMBER THE FIRST YEAR.
>> I WAS LIKE, NASH STICK WITH IT.
>> NASH, I NEED YOU IN THE MIDDLE AND EVERYBODY ELSE CAN SETTLE AROUND.
>> THANK YOU. I APPRECIATE EVERYBODY.
>> THERE'S STILL MORE RECOGNITIONS TO GO, I BELIEVE.
>> WE HAVE NEW STUDENT BOARD REPRESENTATIVES.
>> YES, WE DO AND I THINK WE ONLY HAVE ONE OR TOO.
WE HAVE ONE CONTINUING STUDENT BOARD REP, WHO GETS TO JUST JOIN TONIGHT JUST TO BE HERE, DOESN'T HAVE TO DO A PRESENTATION TO REPORT.
AARON WILL BE THANKFUL TO NOT HAVE TO FOLLOW IT.
WE HAVE ONE NEW REPRESENTATIVE.
OUR STUDENT BOARD REPS ARE TYPICALLY ELECTED TO A ONE-YEAR TERM.
LESLIE ENDED UP IN AN INTERESTING SPOT BEING ABLE TO BE REAPPOINTED AND CONTINUE IN THAT ROLE.
[APPLAUSE] WE GET ANOTHER YEAR WITH LESLIE HERE WITH US AS A STUDENT BOARD REP, WE HAVE A CERTIFICATE FOR YOUR SELECTION TO THE BOARD AND OUR NEW REP FROM COLONEL HIGH, I DO NOT SEE, I DON'T BELIEVE, IS LEVI DEVIAC.
LEVI WILL BE A WONDERFUL ADDITION AS WELL FROM COLONEL HIGH.
THEIR TERMS, IN ESSENCE, WILL START IN EARNEST THE BOARD MEETINGS WITH THE SEPTEMBER BOARD MEETING.
WE'LL DO A LITTLE ON-BOARDING.
SHE CAN PROBABLY RUN THE ON-BOARDING WITH LEVI HERSELF.
BUT WE'LL DO THAT OVER THE SUMMER.
THEN OF COURSE, MAYBE DOES A LITTLE REACH OUT WITH STUDENT BOARD MEMBERS AS WELL.
BUT WE'RE VERY EXCITED TO HAVE YOU BACK FOR ANOTHER YEAR.
YOU AND SHELBY DID A FANTASTIC JOB, WHICH WE TALKED ABOUT AT THE LAST MEETING.
BUT YOU GUYS REALLY DID RAISE THE BAR IN
[00:25:01]
SO MANY POSITIVE WAYS FOR WHAT A STUDENT BOARD REP CAN BE.WE'RE THRILLED TO HAVE YOU BACK.
I KNOW LEVI WILL DO A GREAT JOB REPRESENTING KERNEL AS WELL AS THE REPRESENTATIVE.
WE'RE GLAD YOU'RE HERE AND I'LL BRING YOU YOUR CERTIFICATE.
WE'RE VERY GLAD TO HAVE YOU BACK.
>> BOTH OUR STUDENT REPS DID AN OUTSTANDING JOB ALL YEAR.
IT'S EASY TO SAY THAT, BUT IT'S TRUE, OF COURSE.
BUT ONE OF THE THINGS YOU DID AND SHELBY DID AS WELL IS YOU WOULD SOMETIMES INTERJECT YOUR OWN EXPERIENCES AS YOU WERE COMING THROUGH THE SYSTEM.
IT COULD BE SOMETHING LIKE, I WISH THEY DID THAT WHEN I WAS IN ELEMENTARY SCHOOL, [LAUGHTER] OR WHEN I WAS IN MIDDLE SCHOOL AND THEY DID THAT, HERE'S MY REACTION TO IT, THAT REALLY MEANS SOMETHING.
[OVERLAPPING] I WAS HAPPY TO DO IT.
>> THERE WAS A LITTLE BIT OF HUMOR HERE AND THERE AND IT WAS ALWAYS APPROPRIATE.
THANK YOU AND WE LOOK FORWARD TO ANOTHER GREAT YEAR.
>> IT'S WONDERFUL. [OVERLAPPING]
>> CONGRATULATIONS, YOU'RE A SENIOR NOW.
>> IT'S LIKE A SCARY GOOD THING.
>> THANK YOU. THANKS FOR COMING OUT.
>> WE HAVE ANOTHER AWARD, THE GREEN SCHOOLS AWARD FOR GREENSBORO.
>> FIRST TIME IN FRONT [INAUDIBLE] [LAUGHTER].
PRESIDENT BARTON, DR. SIMMONS, REST OF THE BOARD MEMBERS AND EVERYONE HERE TONIGHT, I'M IN FRONT OF YOU THIS EVENING FOR A VERY SPECIAL REASON.
THE MAEOE ASSOCIATION, WHICH IS THE MARYLAND ASSOCIATION FOR ENVIRONMENTAL AND OUTDOOR EDUCATION, IS ANNOUNCING THAT GREENSBORO ELEMENTARY SCHOOL HAS BEEN AWARDED THE GREEN SCHOOL AWARD FOR THE SECOND TIME, LED BY ZELLY.
SHE AND PART OF HER GREENSBORO TEAM HAS PUT TOGETHER A TWO-YEAR PROCESS OF GOING THROUGH A VERY LONG, RIGOROUS PROCESS OF APPLICATION.
ONCE YOU GET APPROVED, WE HAVE A COUPLE OF SCHOOLS THAT ARE GOING THROUGH THAT PROCESS, YOU HAVE IT FOR FOUR YEARS AND THEN IT'S ANOTHER TWO YEAR PROCESS OF GETTING IT PUT BACK TOGETHER IN A PORTFOLIO.
THE PROCESS IS VERY RIGOROUS AND WE KNOW THAT, AND WE'VE BEEN WORKING ON TRYING TO GET A COUPLE OF OTHER SCHOOLS ON THAT.
WE'VE PUT ADDITIONAL STIPENDS IN TO BUILD THE TEAM AT EACH OF THE BUILDINGS.
COLONEL HIGH IS IN THE PROCESS AND PRESTON ELEMENTARY.
THEN NEXT YEAR DENTON ELEMENTARY IS GOING TO COME ON BOARD AS ANOTHER SCHOOL WORKING THROUGH THE PROCESS.
WE'RE IN THE PROCESS OF GETTING MORE SCHOOLS ON BOARD, BUT ZELLY IS GOING TO BE OUR CHEERLEADER, TEAM LEADER, AND SHE HAS ALREADY TAKEN ON WORKING WITH PRESTON AND WORKING THROUGH HELPING THEM GET THROUGH THE APPLICATION PROCESS AS A STAR LEADER.
I WANT TO RECOGNIZE HER ON BEHALF OF ALL OF THE WORK SHE'S PUT IN IN GREENSBORO ELEMENTARY, SO I WANT TO SAY CONGRATULATIONS AND THANK YOU SO VERY MUCH FOR ALL OF THE WORK YOU'RE DOING.
>> [INAUDIBLE] EVEN THOUGH IT WAS REALLY JUST DIFFICULT AND CHALLENGING, IT'S WORTH IT. COMPLETELY WORTH IT.
>> SHE SAID IF THERE'S EVER AN OPENING FOR GREEN SCHOOL COORDINATOR, SHE WOULD LOVE TO. [LAUGHTER]
>> ZELLY, COULD YOU SHARE JUST A LITTLE BIT ABOUT WHAT GOES INTO THE GREENSBORO APPLICATION.
I KNOW IT'S A LOT OF WORK AND I APPRECIATE EVERYTHING THAT YOU'VE DONE AND GES HAS DONE.
>> THERE'S DIFFERENT OBJECTIVES THAT YOU HAVE TO REACH AND PART IS COUNTY AND DISTRICT, AND THEN STAFF AND OBJECTIVES THAT WE HAVE TO REACH, GOALS.
THEN THE OTHER TWO ARE BASICALLY STUDENT-LED AND HOW WE WORK WITH THE COMMUNITY.
WE JUST FIND WAYS, EITHER, THINGS THAT HAVE ALREADY BEEN PUT IN PLACE OR IT COULD BE STUDENT INITIATIVES OR HOW CAN WE FACILITATE STUDENT INITIATIVES AND GET THEM ON BOARD WITH HELPING WITH SUSTAINABILITY PRACTICES.
>> YOU'RE DOING COMPLEX THINGS.
>> YEAH. WE DO LIKE FOOD RECYCLING AND WE HAVE A COUPLE OF CLASSROOM [INAUDIBLE] THEY TOOK THE LEAD ON THAT.. SHE IS ANOTHER PASSIONATE PERSON LIKE ME AND SHE WORKS WITH TWO LOCAL FARMS IN HER COMMUNITY TO
[00:30:04]
TAKE THE LEFTOVER FOOD THAT WE DON'T USE IN OUR CAFETERIA AND THE STUDENTS SORT IT OUT AND MAKE SURE IT GOES TO THE RIGHT ANIMAL AND WHAT NOT AND SO-AND-SO AND THEN IT GETS TAKEN TO THE FARM.THEN WE ALSO USE SOME LEFTOVER THINGS THAT OUR STAFF TAKES IT AND MAKES CAKES AND THINGS FOR THE STAFF TO SHARE.
IT'S REALLY A COOL SCHOOL AND COMMUNITY [INAUDIBLE]
>> I'M FAMILIAR WITH MAEOE FROM PAST WORK WHERE I WAS AN OUTDOOR EDUCATOR AND INVOLVED IN OUTDOOR EDUCATION AND THIS IS AN EXCELLENT ORGANIZATION.
TO RECEIVE THAT RECOGNITION FROM MAEOE, I KNOW THAT'S NOT AN EASY THING TO ACHIEVE AND YOU'RE RECEIVING RECOGNITION FROM A VERY GOOD ORGANIZATION.
IT HAS A TREMENDOUS REPUTATION.
>> THANK YOU FOR WHAT YOU'RE DOING.
>> MRS. [INAUDIBLE] WOULD YOU LIKE TO JOIN THE PICTURE?
>> ANYONE ELSE FROM GES? [OVERLAPPING] YOU GUYS HAVE YOUR OTHER FUNCTIONS TONIGHT SO I APPRECIATE YOU GUYS BEING HERE AS WELL.
>> NOW I THINK WE'RE ON TO AWARD FOR EXCELLENCE IN COMPUTER SCIENCE EDUCATION.
>> MRS. KATIE ALICE FISHER WILL BE DOING THAT.
>> TONIGHT WE RECOGNIZE OUR FIVE ELEMENTARY MEDIA SPECIALISTS.
OUR MEDIA SPECIALISTS, AKA LIBRARIANS, IF YOU'RE OLD SCHOOL, MANAGE OUR LIBRARIES AND ALL OF OUR ELEMENTARY SCHOOLS., BUT THEY ALSO TEACH MEDIA SCIENCE STANDARDS AND NOT ONLY DO THEY TEACH THAT, THEY SEE ALL OF THE STUDENTS IN THE BUILDING, SO THAT'S 300-800 STUDENTS.
THEY MIGHT SEE THEM ONCE A WEEK AND NOT ONLY HAVE THEY BEEN TEACHING THOSE SCHOOL LIBRARY MEDIA STANDARDS, THEY ALSO HAVE TAKEN ON THE TASK OF TEACHING OUR COMPUTER SCIENCE STANDARDS SO THAT OUR STUDENTS ARE DIGITALLY LITERATE IN AN INCREASINGLY DIGITAL WORLD.
EVERY YEAR, ACTUALLY THIS IS THE INAUGURAL YEAR, THE COMPUTER SCIENCE 100, WHICH IS A GROUP THAT ADVOCATES FOR DIGITAL LITERACY, STARTED THE CS 100 AWARD AND ALL FIVE OF OUR ELEMENTARY SCHOOLS AND MEDIA SPECIALISTS EARNED THAT AWARD OUT OF 147 NATIONWIDE.
WE'RE EXTREMELY PROUD OF THE MULTIPLE HATS THAT OUR MEDIA SPECIALISTS WEAR, ALL FOR THE GOOD OF OUR STUDENTS SO THAT THEY CAN BE LITERATE CITIZENS IN MORE WAYS THAN ONE.
I HAVE, I BELIEVE, THREE OF OUR MEDIA SPECIALISTS HERE TONIGHT, CHRISTINE FORTNER FROM RIDGELY ELEMENTARY.
[APPLAUSE] KENNETH BOUCHE FROM DENTON ELEMENTARY.
[APPLAUSE] ANN MANGLE FROM GREENSBORO ELEMENTARY.
[APPLAUSE] THEN ALSO NOT HERE TO RECEIVE THEIR AWARD TONIGHT IS LINDA BLACKMEN MEDIA SPECIALISTS FOR PRESTON ELEMENTARY AND BRITTANY SIMMONS FROM FEDERALSBURG ELEMENTARY.
THANK YOU ALL [APPLAUSE] [INAUDIBLE]
>> MRS. SIMMONS OFFERED TO BE HERE, BUT IT MEANT THAT I COULDN'T BE.
[LAUGHTER] I WAS WILLING TO SPLIT IT.
>> I'M GOING TO NEED YOU TO TAKE HER AWARD IN HER ABSENCE.
>> [INAUDIBLE] WILLING TO HAVE THAT.
>> I'D FACE TIME HER RIGHT NOW, BUT [INAUDIBLE] [OVERLAPPING]
>> COULD I GET THE THREE OF YOU IN THE MIDDLE AND EVERYBODY ELSE ON THE SIDE.
MRS. [INAUDIBLE] YOU'RE GOING TO HAVE TO GO ONE WAY OR THE OTHER.
[LAUGHTER] [BACKGROUND] BOARD MEMBERS COULD GO THAT WAY A LITTLE BIT.
>> ACTUALLY, [INAUDIBLE] I APOLOGIZE, THEY DID ALL THIS WORK WITH LINDSEY [INAUDIBLE] SHE WROTE ALL OF THE LESSONS IN CURRICULUM [INAUDIBLE].
[00:35:16]
[OVERLAPPING] [APPLAUSE]>> DO WE GET PAID FOR PICTURE? [LAUGHTER]
>> DON'T BREAK THAT DOWN INTO HOW MUCH YOU GUYS ACTUALLY MAKE OVER THE COURSE OF THE YEAR. [LAUGHTER].
WE NOW HAVE THE MSEA MINORITY RECOGNITION AWARD.
>> IT BRINGS ME GREAT PLEASURE TO BE ABLE TO RECOGNIZE TONIGHT, MIRTA BRADNER.
I HAD THE OPPORTUNITY TO GO IN JANUARY, AND MIRTA IS VERY BUSY FOR THOSE WHO DON'T KNOW.
SHE'S VERY INVOLVED AND VERY ENGAGED, AND WE'VE BEEN WORKING ON PUTTING THIS RECOGNITION TOGETHER SINCE FEBRUARY AND WE'RE SO GLAD MIRTA IS HERE TONIGHT.
BUT MIRTA WAS RECOGNIZED BY THE MARYLAND STATE EDUCATORS ASSOCIATION FOR THEIR MINORITY RECOGNITION AWARD.
A BIG DRIVING FORCE BEHIND THAT, MIRTA HAS SERVED AS OUR TEACHER OF THE YEAR, CAROLINE COUNTY THIS YEAR, SHE'S GOING TO GIVE A PRESENTATION TONIGHT, WHICH I KNOW WILL BE FANTASTIC AND WONDERFUL.
BUT MIRTA HAS BEEN AN ABSOLUTE CHAMPION AND ADVOCATE FOR EXPANDING OPPORTUNITY TO ACCESS TO ADVANCED PLACEMENT COURSES, NOT JUST IN HER SCHOOL BUT HER COUNTY AND HER STATE.
MIRTA WAS PART OF AN EFFORT TO INCREASE ACCEPTANCE OF AP CREDITS AT COLLEGES ACROSS THE STATE OF MARYLAND.
THERE WAS A GREAT PICTURE OF HER WITH GOVERNOR HOGAN AND THE WORK THAT WAS DONE TWO YEARS AGO NOW, IT WAS SIGNED.
REALLY INCREDIBLE WORK, IT WAS FOR THE EFFORTS THAT SHE'S DONE NOT ONLY TO INCREASE THAT ACCESS, BUT TO REALLY WORK TO BUILD A MORE EQUITABLE OPPORTUNITY FOR ALL OF OUR KIDS IN ADVANCED PLACEMENT COURSES IN CAROLINE COUNTY AND FOR THAT SHE WAS RECOGNIZED.
I WAS SO GLAD YOU ASKED ME TO GO, I WAS THRILLED TO BE THERE.
I THINK THEY WERE A LITTLE SHOCKED THE SUPERINTENDENT WAS ATTENDING, THAT'S OKAY.
IT WAS A GREAT EXPERIENCE MIRTA DID A WONDERFUL JOB AND SHE IS VERY DESERVING OF THE RECOGNITION.
IT WAS NICE TO BE THERE TO SEE HER RECOGNIZED IN FRONT OF HER PEERS ACROSS THE ENTIRE STATE.
THAT'S SUCH A LARGE GATHERING IS SUCH AN EVENT.
I'M HERE TO THANK YOU FOR ALL THAT YOU DO AND I KNOW ALL THAT YOU WILL CONTINUE TO DO.
YOU ARE SO DESERVING OF THIS RECOGNITION AGAIN, I WAS GLAD TO BE THERE WITH YOU FOR IT, SO I'M HERE TO THANK YOU.
THANK YOU FOR COMING. [BACKGROUND]
>> THEY'RE GETTING THEIR EXERCISE. [OVERLAPPING].
>> I HAVE TO TELL YOU, MIRTA AND I HAVE KNOWN EACH OTHER 30 SOMETHING YEARS NOW.
>> I THINK I MET YOU WHEN I WAS 22 AND THAT WAS 30 SOMETHING YEARS.
>> THE LOG OF HEALTH PLANS [INAUDIBLE]
>> I WAS WORKING FULL-TIME, GOING TO SCHOOL FULL TIME TO BE A TEACHER.
MIRTA COMES IN ONE DAY AND GOES GUESS WHAT? YOU CAN TAKE OVER THE REGION.
>> IT WAS [INAUDIBLE] MIDDLE SCHOOL.
>> SHE SAID, WE NEED A BAND TEACHER.
DO YOU WANT TO DO IT? SHE GOES, ISN'T THAT SO COOL? I SAID NOT REALLY.
SHE SAID, [INAUDIBLE] WHICH I WAS HAPPY FOR HER.
THEN IN THE END, WE ENDED UP WORKING TOGETHER.
WE'VE BEEN FRIENDS FOR 30 SOMETHING YEARS.
>> CONGRATULATIONS. [APPLAUSE]
>> BOTH ARE WONDERFUL. CAN WE HAVE SOME MORE RECORDS? [LAUGHTER]
>> NOW WE'RE MOVING INTO OUR REPORTS.
[3. Reports]
MITCHELL, WOULD YOU LIKE TO GO FIRST?>> OKAY. I HAD BASICALLY SLOMAR BECAUSE OF A EYE SITUATION,
[00:40:07]
I'M RECOVERING FROM THAT.BUT I WILL SAY THAT THE HEIGHT OF THE MONTH WAS SPEAKER AT CAROLINE'S GRADUATION.
I TOTALLY ENJOYED GOING BACK TO CAROLINE AND IT'S JUST EXCITING TO SEE THEM MOVE THE NEXT STEP IN THEIR LIFE, THE NEXT CHAPTER.
I GUESS WE WOULD SAY WHETHER IT'S COLLEGE OR CAREER, OR TRADE SCHOOL OR MILITARY WHENEVER IT WILL BE.
I HAVE TO PUT OUT THERE THAT TO SEE 100% OF THE CLASS GRADUATE WAS TRULY AN EXCEPTION.
THAT WAS THE HIGHLIGHT OF THE MONTH FOR ME.
>> I ATTENDED QUITE A FEW DIFFERENT VARIOUS SPORTING EVENTS AND CAROLINE'S GRADUATION.
UNFORTUNATELY, DUE TO WORK, I WAS UNABLE TO GO TO NORTH CAROLINA.
BUT I THINK THE BIGGEST THING OF THE MONTH WAS A CAROLINE MIDDLE BANDING COURSE CONCERT.
MY DAUGHTER AVERY, WAS IN THAT AS WELL.
BUT IT SEEMS THAT EVERY YEAR THEY KEEP GETTING BETTER AND BETTER.
IT'S NICE TO BE ABLE TO SEE THAT.
THAT WAS PROBABLY THE BIGGEST THING.
>> YOU WERE DOING DOUBLE DUTY THEN?
>> YEAH. I WALK FROM A BOWL FIELD TO THE BAND.
I WAS TRYING TO WATCH THE GAME ON MY PHONE.
[LAUGHTER] WATCH MY DAUGHTER PLAY IN THE BAND AT THE SAME TIME AND WHEN CAROLINE WON THAT IT WAS ENOUGH TO HAND DIGGER DURING THEIR MIDDLE OF SINGING AND STUFF.
[LAUGHTER] IT WAS DEFINITELY INTERESTING.
>> IT WAS AN AWESOME EXPERIENCE.
>> I GOT SMART, WROTE SOMETHING UP BECAUSE WHEN THEY EVER ASKED ME, I ALWAYS GO OH.
FIRST OFF, I'D LIKE TO START OFF BY CONGRATULATING ALL OF THE STUDENTS FOR THE CLASS OF 2023.
IT'S A GREAT JOB AND WE'RE ALL VERY PROUD OF THEM.
WE WISH THEM THE BEST OF EVERYTHING AS THEY MOVE ON TO THE NEXT PHASE OF THEIR LIFE.
I'D ALSO LIKE TO THANK ALL OF THE TEACHERS, STAFF MEMBERS, FAMILY, AND FRIENDS WHO HELPED AND ENCOURAGED THEM.
BECAUSE I'M SURE MOST OF THEM HAVE FIGURED OUT BY NOW LIFE IS NOT A SOLO ADVENTURE. GREAT JOB.
MY BIGGEST TAKEAWAY THIS MONTH IS HOW AMAZING OUR TEACHERS ARE.
THEIR DEDICATION, EXPERIENCE, AND KNOWLEDGE IS ABSOLUTELY INCREDIBLE.
AS I'M SURE WE ARE ALL AWARE THERE'S A NATIONWIDE SHORTAGES OF TEACHERS RIGHT NOW.
WE NEED TEACHERS MORE THAN THEY NEED US AT THIS POINT IN TIME.
I'M GRATEFUL AND THANKFUL TO ALL OF THE TEACHERS WHO HAVE STAYED HERE AT CCPS THROUGH THE COVID, THROUGH CHANGES IN LEADERSHIP, BUDGETARY RESTRAINTS AND IMPLEMENTATION OF SOME EDUCATIONAL PROGRAMS THAT WERE PRETTY QUESTIONABLE.
THESE HAVE BEEN VERY TRYING IN DIFFICULT TIMES AND WE COULD NOT HAVE GOTTEN WHERE WE ARE WITHOUT THE TEACHERS THAT KEEP COMING BACK YEAR AFTER YEAR.
THERE'S A LOT OF TALK ABOUT RECRUITMENT AT THIS TIME OF YEAR, BECAUSE WE'RE ALREADY PREPARING FOR 2023, 2024.
I THINK IT'S INCREDIBLY AWESOME THAT WE ARE ABLE TO CONTINUE RECRUITING TEACHERS DURING THIS NATIONWIDE SHORTAGE.
BUT MORE IMPORTANTLY, I BELIEVE WE NEED TO LOOK AT AND FOCUS ON RETENTION.
RETENTION OF TEACHERS IS NEEDED NOT ONLY FOR OUR STUDENTS BEFORE INCOMING CROP OF NEW HIRES.
RETURNING TEACHERS PROVIDE MUCH NEEDED STABILITY TO OUR STUDENTS, AND ARE INVALUABLE MENTORS TO BOTH STUDENTS AND NEW HIRES.
WE NEED TO VALUE, APPRECIATE, AND LISTEN TO OUR TEACHERS.
THEY'RE THE FRONTLINES OF OUR SCHOOL SYSTEM.
THEY ARE IN THE PROVERBIAL TRENCHES AND THEY KNOW OUR STUDENTS BETTER THAN ANYBODY HERE.
THEY KNOW WHAT WORKS AND WHAT DOESN'T WORK, AND THEY KNOW WHAT OUR STUDENTS NEED.
TEACHERS WORK IN REALITY, NOT THEORY.
WE NEED TO LISTEN TO WHAT THEY HAVE TO SAY.
I GUESS WHAT I'M TRYING TO SAY IS THANK YOU TO ALL OF OUR RETURNING TEACHERS.
NEXT TO THE STUDENTS, YOU ARE THE HEART AND SOUL OF CAROLINE COUNTY PUBLIC SCHOOLS.
I HOPE YOU HAVE AN AMAZING AND RESTORATIVE SUMMER AND MOST OF ALL TAKE CARE OF YOURSELVES AND YOUR FAMILIES. THANK YOU.
FOR ME, WHAT MORE CAN I SAY ABOUT GRADUATION? I DIDN'T THINK I NEEDED TO TALK ABOUT GRADUATIONS BECAUSE THEY'RE SO AWESOME, THE ENTIRE STAFF DOES SUCH A GREAT JOB, GRADUATION.
YOU MIGHT HAVE SEEN ALL THE LITTLE MISTAKES AND THAT THING I DIDN'T SEE THEM THEY'RE FLAWLESS.
I DON'T REALLY WANT TO TALK ABOUT GRADUATION BECAUSE IT JUST SAYS FOR ITSELF.
INSTEAD, I'M GOING TO TALK ABOUT THE ARTS AND ACADEMIC SHOWCASE IN CAROLINE.
THERE'S A WHOLE BUNCH OF OTHER THINGS THROUGHOUT THE MONTH THAT I WAS INTO, BUT I LISTED THAT SO I'D REMEMBER TO TALK ABOUT IT.
[00:45:02]
I HAVEN'T MISSED IT SINCE I'VE BEEN ON THE BOARD AND THAT DOESN'T MEAN I WON'T MISS IT NEXT YEAR, BUT IT'S JUST AMAZING TO WATCH THAT AND FIRST OF ALL, THE TALENT IS TERRIFIC.I HAD TO VOTE ON ONE OF THOSE PIECES AND THAT'S NOT SO EASY TO DO.
BUT WHAT REALLY STRUCK ME IS WATCHING STUDENTS THERE THAT HAD PIECES IN THE SHOWCASE.
THEIR WORK WAS THERE FOR EVERYBODY TO LOOK AT, FOR THE WORLD TO SEE AND THE INTERACTION OF THE STUDENTS WITH EACH OTHER, SUPPORTING EACH OTHER.
IT JUST WAS SO IMPRESSIVE AND MADE ME FEEL REALLY GREAT TO JUST BE THERE WATCHING WHAT THEY WERE DOING.
A COUPLE OF THEM LOOKED AT ME LIKE, WHO ARE YOU AND I THOUGHT, WELL, I JUST WANT TO BE INVISIBLE.
I JUST WANT TO WATCH WHAT THEY'RE DOING AND SO THEIR WORK IS UP THERE AND THAT IS REALLY PUTTING YOURSELF OUT THERE WHEN YOU'RE IN CREATIVE FIELDS OR CREATIVE ENDEAVORS, WHETHER IT'S WRITING OR THE ART OF PERFORMING THAT THING.
IF YOU'RE UP ON A STAGE, YOU'RE RIGHT OUT THERE IN FRONT OF EVERYBODY, I GET IT.
THAT'S HARD THAN THE ATHLETES WHO ARE IN HERE, SPOTLIGHT IS ON YOU.
WHEN YOU HAVE A PAINTING, WE'LL USE THAT AS AN EXAMPLE.
IT'S UP THERE, POSTED ON THE WALL, IT'S NOT MOVING, IT'S NOT QUICK.
IT'S THERE FOR AS LONG AS SOMEBODY WANTS TO STARE AT YOUR WORK AND FIND OUT WHAT'S WRONG WITH IT AND IT REALLY MEANS OUR HEART IS IN THERE, SO IT'S REALLY AMAZING TO ME TO SEE THAT AND I ENCOURAGE PARENTS AND MEMBERS OF THE COMMUNITY WHEN YOU HEAR ABOUT THOSE EVENTS STOP BY, JUST GO SEE THAT.
IT'S NOT JUST ARTWORK IT'S THEIR HEARTS.
THAT'S MY PIECE. THANK YOU, EVERYBODY.
NOW WE CAN MOVE INTO THE SUPERINTENDENT'S REPORT.
>> EXACTLY. THANK YOU MR. BARTON.
MR. BARTON WASN'T GOING TO TALK ABOUT GRADUATIONS, MS. LAYMAN DID, I WILL AS WELL.
WE HAD TWO INCREDIBLE GRADUATIONS THIS YEAR, STUDENTS OBVIOUSLY DID A FANTASTIC JOB AND MS. LAYMAN WAS CORRECT.
BOTH SCHOOLS, EVERY KID WHO STARTED THAT SHOULD HAVE MADE IT WHEN THE SCHOOL YEAR BEGAN, WALKED ACROSS THE STAGE.
THAT HAPPENS BY THEIR HARD WORK, HAPPENS BY THE HARD WORK OF EVERY STAFF MEMBER IN THAT BUILDING, HAPPENS BY THE HARD WORK OF A PARENT OR GRANDPARENT OR A GUARDIAN WITH A FOOT WEDGE HELPING MOVE THEM ALONG TO GET THEM TO THAT POINT AND EVERYBODY'S EFFORT IS APPRECIATED OR GETTING EVERYBODY ACROSS THE STAGE AND I'M THANKFUL FOR THE BLOOD, SWEAT, AND TEARS THAT PEOPLE PUT INTO EVERY ONE OF THOSE KIDS GETTING THERE.
I WANT TO GIVE A QUICK SHOUT-OUT ALSO TO THOSE FOLKS BEHIND THE SCENES THAT MADE GRADUATION FLAWLESS AT BOTH SCHOOLS, CURVATURES IN HIGH SCHOOL GRADUATION THE FIRST NIGHT THAT WE HAD.
I WAS TOLD A LONG TIME AGO WHEN I GOT MY PRINCIPALSHIP AT COLONEL RICHARDSON HIGH SCHOOL.
VERY FIRST MEETING WITH THE SUPERINTENDENT AT THE TIME WAS CONGRATULATIONS.
NOW LET'S TALK ABOUT COLONEL HIGH GRADUATION BECAUSE THEY TEND TO BE LONG.
IT WAS LOOK, WHAT YOU GOT TO SHOOT FOR HERE'S THE TARGET.
IF SOMEBODY WHO'D SERVED ACROSS THE BRIDGE AND MONTGOMERY COUNTY IS OUR SCHOOLS WERE THREE TIMES THE SIZE OF THAT AND YOU CAN GET IT DONE SHORT AND IT WAS NOT RUSHING, YOU MAKE A CLASSY WHICH YOU MOVE IT.
YES, SIR. IT WAS A CLASSY EVENT, IT HAS CONTINUED THE TRADITIONS AT COLONEL.
THE GRADUATION WAS BEAUTIFUL, THE KIDS WERE RECOGNIZED WELL, THEY WERE HONORED WELL, THE KIDS DID A GREAT JOB SUPPORTING EACH OTHER IN THE EVENT WAS JUST FLAWLESS.
WE LIVE-STREAMED THE EVENT, WE USED PLAY STORE LOCAL GUY DOES A FANTASTIC JOB WITH THAT WORK AND IT WAS INCREDIBLE FOR THOSE WHO WERE ABLE TO WATCH FROM HOME AND WE WERE LIKE THIS IS GREAT FOR ALL OF US.
THIS IS WONDERFUL. THEIR GRADUATION'S INDOOR EVERYBODY IN THIS ROOM KNOWS THAT NOT EVERYBODY AT HOME DOES.
THERE'S THIS INSIDE, YOU DON'T HAVE TO WORRY ABOUT THE WEATHER, YOU HAVE TO WORRY ABOUT HUMIDITY.
YOU HAVE TO WORRY ABOUT OTHER THINGS YOU CAN'T CONTROL WHEN YOU'RE OUTSIDE.
THEN WE SHOW UP TO NORTH HIGH THE NEXT DAY AND THE FOLKS AT NORTH HIGH BEHIND THE SCENES AND THANK YOU, MR. SPIKER FOR YOUR STAFF.
IT WAS INCREDIBLE, IT WAS FLAWLESS, IT WAS CLASSY, IT WAS BEAUTIFUL, IT WAS PERFECT.
TWO NIGHT'S TWO FLAWLESS, PERFECT GRADUATIONS.
STUDENTS WERE HONORED, THE STUDENTS HONORED EACH OTHER.
THE STAFF WERE HONORED, FAMILIES WERE HONORED.
THE SPEAKER THAT NORTH HIGH HAD COME IN, 2001 GRADUATE OF NORTH CAROLINA HIGH SCHOOL, CHARLES HUFF.
NOW THE HEAD FOOTBALL COACH AT MARSHALL, HIS SPEECH WAS SO SPOT ALONG AND AS HE SAID,
[00:50:02]
COMING IN, IT WON'T LAST MORE THAN FIVE MINUTES BECAUSE THAT'S ABOUT WHAT THEIR ATTENTION SPAN WAS.I THINK HE ALSO REALIZED IT'S PROBABLY ATTENTION SPAN FOR ADULTS NOW TOO.
BUT HE WAS ON IT, HE NAILED IT AND IT JUST SET THE RIGHT TONE AND KEPT IT MOVING AND BOTH GRADUATIONS LITERALLY DID A GREAT JOB.
EVERYBODY WHO HAD A HAND IN THAT SHOULD BE VERY PROUD OF HOW THOSE EVENTS RAN, IT JUST HONORED EVERYONE SO WELL AND SET THE TONE THAT EVERYBODY HAS BEEN WORKING ON IN BOTH OF THOSE BUILDINGS ALL YOU AND CANNOT BE UNDERSTATED.
THANK YOU TO EVERYONE WHO WAS PART OF IT.
THANK YOU TO BOARD MEMBERS WHO HAD THE PLEASURE OF SPEAKING THIS YEAR.
THE STUDENTS DID A GREAT JOB, SORRY TO KEEP GOING ON, BUT THE STUDENTS DID GREAT, EVERY STUDENT'S SPEECH WAS PERFECT.
EVERY STUDENT'S SPEECH WAS ABSOLUTELY LIKE THE RIGHT THING AT THE RIGHT TIME.
THEY GOT THE POINT OF THE VALEDICTORIAN SPEECH OR THE PRESIDENT'S MESSAGE.
IT WAS JUST SO FUN AND I'M SURE YOU HAD A HAND MR. SPIKER IN DIALING UP PERFECT WEATHER FOR THE NIGHT.
WORKED OUT WELL, ALSO WHEN IT'S ONLY ABOUT 75 DEGREES, LIGHT BREEZE WORKED OUT WELL.
BUT AGAIN, THANKS TO EVERYBODY, THE STAFF AT CAROLINE NORTH HIGH WHO HELPED PUT IT ON.
I CANNOT SAY ENOUGH ABOUT HOW WONDERFUL, CLASSY AND JUST RESPECTFUL, THOSE EVENTS REALLY WE'RE SETTING A HIGH BAR FOR WHAT GRADUATION SHOULD BE.
>> WELL SAID. I KNEW I DIDN'T NEED TO TALK ABOUT GRADUATION BECAUSE HE WOULD DO IT FAR [LAUGHTER] INCLUDING THE PICTURES THAT SMART ENOUGH TO INCLUDE A COUPLE OF BOARD MEMBERS IN THOSE PHOTOGRAPHS [LAUGHTER].
>> GREAT JOB. TIME FOR A DIRECTOR SNAPSHOT.
>> GOOD EVENING, PRESIDENT BARTON, MEMBERS OF THE BOARD, DR. SIMMONS.
THIS MONTH'S OPERATIONS SNAPSHOTS AND EXCLUSIVE TALK ABOUT THE LARGE-SCALE FOR SUMMER PROJECTS PLANNED FOR THIS SUMMER.
I WILL NOT BORE YOU WITH SOME OF THE ROOFS AND THE BATHROOMS THAT WE'VE ALREADY GONE THROUGH SEVERAL TIMES FOR THE LAST FOUR OR FIVE MONTHS.
HOWEVER, THEY ARE ON THE AGENDA FOR THE SUMMER.
WE HAVE 17 PROJECTS PLANNED AND NINE BUILDINGS.
THEY ARE GOING TO BE FUNDED BY A VARIETY OF SOURCES, INCLUDING STATE, LOCAL, YEAR-END, GRANTS, ARBESSER, OUTSIDE AGENCIES, INSURANCE AND OPERATIONS BUDGET.
QUITE A VARIETY GOING ON, ABOUT A THIRD OF THE PROJECTS ARE GOING TO BEGIN A WEEK FROM NOW, NEXT TUESDAY AND THE OTHER THIRD ARE GOING TO BE THROUGHOUT THE SUMMER AS WE FIT THEM IN.
WE DO HAVE SOME GYM FLOORS AT LOCKER MEN, AS WELL AS BOTH HIGH SCHOOLS THAT ARE GOING TO BE DONE ALL AT THE SAME TIME STARTING ON JULY 10TH.
I'M NOT GOING TO GO THROUGH THE WHOLE LIST HERE, I JUST WANT TO HIGHLIGHT A COUPLE OF THE PROJECTS THAT WE'RE ANTICIPATING TO BE ABLE TO GET THROUGH SUCCESSFULLY AT GREENSBORO ELEMENTARY SCHOOL, WE'RE LOOKING TO DO SOME OUTSIDE ENHANCEMENTS AND TO MAKE SOME HANDICAPPED ACCESSIBILITY TO SOME OF THE PLAY FIELDS.
WE'RE GOING TO BE PUTTING DOWN TWO SETS OF SIDEWALKS TO GIVE STUDENTS AND STAFF ACCESS TO.
JUST NOW RECENTLY OPENED UP ATHLETIC FIELDS THAT WE'RE GOING TO DO TO ENHANCE THOSE FIELDS THROUGHOUT THE FALL NEXT YEAR.
BUT AT LEAST WE'LL BE ABLE TO HAVE ACCESS TO IT AND IF YOU'RE NOT FAMILIAR WITH GES IS LAID END WITH TRENCHES FOR RAIN, WATER COLLECTION AND SO IT'S VERY DIFFICULT FOR STUDENTS TO GET ACROSS INTO THE OTHER FIELDS, AS WELL AS HOUSING HANDICAPPED.
THE BRIDGE IS THERE IN A TEMPORARY LOCATION WE HAD SET IT UP JUST FOR THE JUNE 2ND FIELD DAY.
THAT BRIDGE WILL BE MARRIED INTO THIS 96-FOOT SECTION OF SIDEWALK AND WE'LL BE LOOKING TO IT PERMANENT LOCATION SO WE'RE LOOKING FORWARD TO SEEING THAT.
ALSO, ANOTHER THING GOING ON THERE IS THAT WE'RE GOING TO HAVE MULTIPLE SHADES STRUCTURE GOING ON.
MAYBE NOT QUITE AS BIG AS WHAT YOU SEE AT DENTON ELEMENTARY SCHOOL, BUT THERE'LL BE SOME SMALLER SHADED AREAS ON THE PLAYGROUNDS BEHIND THE SCHOOL AS WELL AS ON NORTH SIDE OF THE SCHOOL AND WE'RE LOOKING TO DEVELOP SOME OF THAT LAND INTO COMMUNITY USE WITH PICNIC TABLES AND SOME SHADE SO THE COMMUNITY CAN USE IT DURING OR AFTER SCHOOL ON THE WEEKENDS SO THAT'S SOMETHING THAT WE'LL BE GETTING STARTED ALSO.
AN INTERESTING PROJECT IS THE [INAUDIBLE] ELEMENTARY SCHOOL'S WEATHER STATION.
YES, WE'RE GETTING A WEATHER STATION NOW IF YOU'RE FAMILIAR BUT [OVERLAPPING]
>> ARE THEY GOING TO TELL US WHEN IT'S GOING TO RAIN?
>> I DON'T KNOW. [LAUGHTER] MAYBE FOG LESS [LAUGHTER] [BACKGROUND].
THAT WEATHER STATION IS ACTUALLY A GREAT PARTNERSHIP BETWEEN US AND UNIVERSITY OF MARYLAND AND MARYLAND ENVIRONMENTAL AGENCY.
THOSE TWO ENTITIES THEY COME TOGETHER AND THEY ARE ACTUALLY DOING THE WHOLE THING.
[00:55:03]
WE JUST GOT TO PROVIDE THEM THE LAND.THAT IS ACTUALLY GOING TO GO ON THE PROPERTY THAT THE HOUSES THAT WE JUST ACQUIRED ABOUT TWO YEARS AGO.
WE'RE GOING TO BEGIN I THINK JUNE 14TH AND GUTTING THAT PROPERTY, GETTING EVERYTHING OUT OF THERE.
I'M HOPING TO BE ABLE TO USE IT FOR VOLUNTEER FIRE COMPANY, MAYBE DO SOME HOUSE FIRE TRAINING.
THEY CAN BURN IT DOWN. THEY COULD DO PRACTICE DRILLS ON THAT.
I HAVE NOT TALKED TO THE CHIEF YET, BUT IT IS ON MY AGENDA TO DO IT SOON.
SOME COOL THINGS HAPPEN ORIGINALLY.
>> WHAT ARE YOU GOING TO DO WITH THE INFORMATION? WHERE IS IT GOING TO GO?
>> IT WILL BE AVAILABLE ON AN APP, IT'LL BE AVAILABLE ONLINE. WE'LL HAVE ITS OWN WEBSITE.
STUDENTS THAT ORIGINALLY WILL BE ABLE TO HAVE ACCESS TO IT DIRECTLY, SO I IMAGINE WITH ORIGINALLY HAVE AN ACCESS TO IT, ALL THE OTHER STUDENTS IN THE COUNTY ALSO HAVE ACCESS TO IT.
IT'S JUST NEAT BEING THAT YOUR SCHOOL AND HAVING A WEATHER STATION 50 FEET AWAY.
>> THEY'LL BE ABLE TO DO SOME EDUCATIONAL SESSIONS OFF OF THAT AND USE IT'S NOVICE.
>> WHEN IT'S DONE, IF YOU GUYS WANT TO CAN I HAVE A LITTLE TOUR OF IT OR SOMETHING?
>> ABSOLUTELY. IT WON'T BE MUCH.
>> YEAH, IT WON'T BE MUCH. [OVERLAPPING] BASICALLY A TOWER WITH SOME INSTRUMENTS ON IT, BUT IT'S GOING TO BE GREAT.
IT'S PART OF THE OVERALL STATE OF MARYLAND WEATHER TRACKING SYSTEM.
THEY CAN TRACK, SAY, TORNADOES COMING ACROSS FROM THE WESTERN SHORE.
THEY COULD TRACK THAT COMING BECAUSE THEY WANT TO HAVE THE SAME STATIONS AS WOULD HAVE ORIGINALLY.
THEY WANT TO GET ANOTHER 2-3 HERE IN CAROLINE AND THEN HAVE THREE OR FOUR IN EVERY COUNTY.
>>THAT MAY EVEN OPEN THE OPPORTUNITY FOR SOME OF OUR STUDENTS.
I'M SURE ALL OF YOU HEAR EASTERN RADIO STATION FROM TIME TO TIME YOUR STUDENTS ARE GUESTS FOR THE WEATHER.
ALSO, WJZ AND OUR CHANNEL 13, SO THAT MAY OPEN UP SOME OPPORTUNITIES FOR OUR STUDENTS.
>> I DON'T KNOW IF YOU REMEMBER, BUT WE USED TO HAVE A WEATHER STATION THAT WAS TELEVISED ON ABC NEWS AND [INAUDIBLE] KNOW THE CODE AND HAD AMERICAN CORNER.
I'D ALWAYS HEAR AMERICAN CORNER, LIVING [INAUDIBLE] AND THAT'S ORIGINAL, THAT'S WHAT THE WEATHER IS, EVEN THOUGH IT WAS 50 MILES AWAY.
>> MAYBE WE GET [OVERLAPPING].
>> WE NEED SOME METEOROLOGY CLASSES THEN.
>> I WAS GOING TO SAY MAYBE A SPECIAL EVENT, GROUNDHOG DAY.
>> WE CAN GET A STUFFED [OVERLAPPING].
>> WE CAN DO BETTER THAN THAT. [OVERLAPPING] [LAUGHTER].
>> GOOD RABBIT HOLE TO GO DOWN.
>> THE OTHER THING I DO WANT TO TALK ABOUT BRIEFLY IS, COLONEL RICHLAND HIGH SCHOOL IS GOING TO BE GETTING A NEW VISITOR STADIUM BLEACHERS.
THEY EVER INSPECTED LAST YEAR, AND WHILE THEY ARE DEEMED SAFE, THEY ARE ALSO SAYING, LOOK, YOU NEED TO GET THEIR REPLACES.
WE'RE LOOKING TO GET THAT DONE THIS SUMMER.
HOPEFULLY, I TALKED TO THE VENDOR AND THEY'RE HOPING TO HAVE IT IN PLACE READY TO GO FOR THE FIRST FOOTBALL GAME, FINGERS CROSSED.
THE LAST THING I WOULD DO WANT TO TALK ABOUT A LITTLE BIT JUST BRIEFLY IS BATHROOM SENSORS ARE GOING TO BE INSTALLED THIS SUMMER IN OUR SECONDARY SCHOOLS.
THERE ARE GOING TO BE AT ALL FOUR SECONDARY SCHOOLS, AND THEY'RE GOING TO BE CAPABLE OF DETECTING SMOKE, VAPOR, AS WELL AS EXCESSIVE NOISES.
MORE IMPORTANTLY, AI, IT'S ALL PROGRAMMED, BUT THEY CAN PICK UP DESTRUCTIVE NOISES.
TO BUILD ADMINISTRATION WILL THEN HAVE NOTIFICATION ON THEIR CELL PHONES THAT THERE'S SOMETHING GOING ON IN A WAY BATHROOM SO THEY KNOW WHAT'S GOING ON.
WE'RE HOPING THAT CONTROL SOME OF THAT.
>> YES. IT HELP GET THE VANDALISM A LITTLE BIT MORE IN CONTROL.
>> I KNOW YOU CAN'T HAVE CAMERAS IN THE BATHROOM.
WE KNOW WHY. CAN YOU HAVE CAMERAS FACING IT?
>> THIS WILL BE ABLE TO PULL SOME OF THOSE PIECES TOGETHER THAT ARE MISSING TO KNOW EXACTLY WHEN SOMETHING HAS OCCURRED?
>> ACTUALLY THE PURCHASE OF THIS WILL BE COMING TO YOU ON THE END OF YEAR.
ITEM WE HAVE TONIGHT IS ONE OF THE ITEMS ON THE END OF THE YEAR LIST.
BUT WE'RE VERY EXCITED WE HAVE THE ABILITY TO DO THIS.
WE'VE LOOKED AT IT BEFORE. WE TRIED TO FUND IT THROUGH A SCHOOL SAFETY GRANT A FEW YEARS AGO.
WE WERE A LITTLE AHEAD OF THE TIME OF THE SAFETY GRANTS, SO AT THAT TIME IT WASN'T AN ACCEPTABLE FUNDING MECHANISM.
JUST INTERESTING IT WASN'T, BUT IT WASN'T.
BUT WE DO HAVE THE ABILITY TO END THE YEAR FUNDS THAT COVER THE COST AND ALL OF OUR SECONDARY SCHOOL RESTROOMS.
>> YEAH. WE WILL HIT EVERY SECONDARY SCHOOL RESTROOM
>> THE DETERMINANT VALUE OF SOMETHING LIKE THAT MY WORD GETS AROUND WHICH JUST IS, BETWEEN THE CAMERAS IN THE HALLWAY AND THOSE SENSORS, IT'S NOT A PLACE TO POLISH.
>> THE CHALLENGE THAT OUR ADMINISTRATORS FACE TODAY ISN'T
[01:00:04]
WHAT I FACED IN THE BUILDING OR WHAT OTHER SPACE IN THE BUILDING.IN TODAY'S WORLD, VAPE FOR THE MOST PART, DOESN'T HAVE A SMELL.
THE CANNABIS CHEMICAL IN IT, WHETHER IT IS A TOBACCO BUT NICOTINE BASE, UNLESS IT'S ONE OF THE FRUITY ONES.
IN ESSENCE, YOU DON'T SEE THE CLOUD OF PUFF BEING BROWN UP AND ALL OF US IN THIS ROOM FOR THE MOST PART OUR EXPERIENCES, THE MINUTE SOMEBODY WENT TO SMOKE A JOINT, THE BATHROOM, EVERYBODY KNEW BECAUSE YOU STUMPED BEHALF OF BUILDING UP.
IT'S VERY EASY TO CATCH KIDS, VERY EASY.
SOMEBODY WHO SMOKES CIGARETTE, YOU KNEW IT.
IT'S A TOTALLY DIFFERENT WORLD.
WE DO BELIEVE THESE WILL HELP US SIGNIFICANTLY.
WHERE THEY'D BEEN IN PLACE, THEY REALLY HELPED SCHOOLS.
AGAIN, HAVING THAT CONNECTION TO THE ADMINISTRATOR CELL PHONE AUTOMATICALLY WILL REALLY HELP BE ABLE TO IDENTIFY AND DETER.
WILL STOP ALL, BUT IT WILL DEFINITELY ELIMINATE AND REDUCE AND ALLOW US TO REALLY HOPEFULLY GET AT THE ROOT OF WHERE IT'S HAPPENING.
APPRECIATE. MR. [INAUDIBLE] WORK ON THAT WITH RICO AS WELL TO REALLY IDENTIFY GOOD SOURCE MEDIA.
>> IT'S A VERY AGGRESSIVE LIST OF PROJECTS OCCUR THIS SUMMER THIS ARE LARGE PROJECT.
THIS DOES NOT INCLUDE THE OVER 100 SMALLER PROJECTS THAT WE ALSO HAVE PLANNED.
>> NO, THANK YOU. THAT'S AWESOME.
>> THANK YOU. WELL, YOU ALL DID A GREAT JOB LAST SUMMER.
IT SOUNDS LIKE YOU'VE PLAN FOR THIS YEAR.
ALSO WANT TO RECOGNIZE THAT BOTH OF YOUR CHILDREN GRADUATED, YOUR DAUGHTER FROM CHESAPEAKE AND YOUR SON FROM NORTH HIGH LAST WEEK, CONGRATULATIONS.
[LAUGHTER] WELL DONE. THANK YOU.
>> GOOD EVENING, PRESIDENT BARTON, DR. SIMMONS, MEMBERS OF THE BOARD.
EVEN WITH THE SCHOOL DAYS WINDING DOWN, INSTRUCTION HAS STAYED BUSY.
AS YOU CAN SEE HERE, WE HAVE KEPT STUDENTS ENGAGED WITH HANDS-ON LEARNING EXPERIENCES AND OPPORTUNITIES.
WE HAD A CLASS VISIT DOVER SPEEDWAY.
THEY HAVE THE OPPORTUNITY TO INVESTIGATE HOW PHYSICS PLAYS A ROLE IN THE CREATION AND SAFETY OF THE SPEEDWAY.
WE ALSO PARTNERED WITH THE MARYLAND ARTS COUNCIL TO GIVE SOME FIFTH GRADERS THEATER AND CREATIVE MOVEMENT OPPORTUNITIES.
THE OTHER THING I WANTED TO HIGHLIGHT WAS OUR SUMMER PROGRAM.
ALTHOUGH THEY HAVE NOT STARTED YET, AND I KNOW TYPICALLY THIS IS WHAT'S HAPPENED IN THE PAST.
OUR ELEMENTARY PROGRAM, IN COLLABORATION WITH CAROLINE COUNTY RECREATION AND PARKS, HAS A RECORD NUMBER OF REGISTERED STUDENTS.
WE ARE AT OVER 700 ELEMENTARY STUDENTS REGISTERED FOR OUR FIVE ELEMENTARY SCHOOLS PROGRAMS. THAT WILL BE A FIVE-WEEK PROGRAM STARTING ON FRIDAY, JUNE 23RD, AND THEN IT WILL BE MONDAY THROUGH THURSDAY FOR FOUR WEEKS OTHER THAN THOSE 4TH OF JULY, 3RD OF JULY DAYS.
WE'RE EXPANDING OUR MIDDLE SCHOOL PROGRAMS SLIGHTLY, ALTHOUGH WE WILL BE FOCUSING ON MATH AND READING, DEJA HAS REALLY DONE A NICE JOB OF INCLUDING MINI SESSIONS WITH CAREER AND TECHNOLOGY EDUCATION, AS WELL AS ART, DANCE, AND THEATER MINI SESSIONS.
OUR ENROLLMENT IS NOT EXACTLY WHERE WE'D LIKE IT WITH MIDDLE-SCHOOL.
WE OPENED IT BACK UP FOR A COUPLE MORE DAYS, BUT WE DO HAVE A HARD STOP DUE TO TRANSPORTATION AND THEN NEEDED TO FIGURE OUT ROUTES AND SO FORTH.
BUT WE HOPE THAT THE STUDENTS THAT ARE THERE THIS YEAR GETTING MORE INVOLVED, GAIN INTERESTS, AND THAT WE JUST CONTINUE TO GROW THAT PROGRAM AS WELL.
>> WE HAVE MORE THAN WE HAD LAST YEAR FROM NOW?
>> SO FAR, LET'S HOPE THEY ALL SHOW UP.
[LAUGHTER] BUT YES, WE HAVE MORE REGISTERS THAN WE DID LAST YEAR.
>> IT IS A POSITIVE. THAT'S GREAT.
>> THANK YOU. LINDSEY WE WON A COUPLE OF US WERE LIKE, HOW DID WE GET INTO DUPER TRIP NEXT YEAR.
>> BUT SERIOUSLY, THE WORK WITH THE SUMMER PROGRAMMING THAT YOU'VE DONE, THAT DEJA HAS DONE, APPRECIATE EVERYTHING THAT'S GONE INTO IT.
IT'S A TREMENDOUS AMOUNT OF PLANNING, IT KEEPS GROWING, WHICH IS GOOD.
BUT IT KEEPS GROWING WHICH CAN PRESENT MORE CHALLENGES.
I APPRECIATE YOU WORKING THROUGH THE CHALLENGES AND LEADING NOT ONLY OUR TEAM, WORKING RECREATION PARKS THROUGH THOSE CHALLENGES TO MAKE IT HAPPEN FOR A LOT OF KIDS.
LINDSEY DIDN'T SHARE WE'RE DOING FIVE ELEMENTARY SCHOOLS, BUT IN FOUR BUILDINGS.
>> CORRECT. WE DID DO THAT LAST SUMMER, SO WE'VE GOTTEN GOOD AT THAT.
JUST BECAUSE OF ALL THOSE ROOF PROJECTS AND SO FORTH, WE ARE DEFINITELY COMBINING SCHOOLS. BUT IT WORKS.
>> YES. BUT NOT WITHOUT ALL THE PLANNING THAT GOES INTO IT. THANK YOU.
[01:05:03]
>> IT'S GREAT TO SEE THE ARTS.
>> WHOEVER THOUGHT OF THAT, THESE KIDS LOVE DINOSAUR.
>> GOOD EVENING, PRESIDENT BARTON, DR. SIMMONS, MEMBERS OF BOARD.
I HAVE TWO HIGHLIGHTS TONIGHT.
I TOLD YOU BACK IN FEBRUARY THAT I WOULD BRING YOU SOME DATA AND I HAVE DATA TONIGHT.
IF YOU HAVE NOTICED ON THE SCREEN, WE HAD HIGH-DOSAGE TUTORING IN OUR ELEMENTARY SCHOOLS.
WE ACTUALLY STARTED THAT JOURNEY WITH A 12-WEEK JOURNEY THAT ENDED UP BEING 16 WEEKS BECAUSE WE WERE ABLE TO CONTINUE IT FOR FOUR ADDITIONAL WEEKS AND WE WERE DEFINITELY GAINING SOME TRACTION WITH CHILDREN THAT WE DIDN'T WANT TO END THE PROGRAM AFTER 12 WEEKS.
JUST TO SUMMARIZE, BRING YOU BACK UP TO SPEED WHERE WE WERE, WE HAD CHILDREN THAT WERE PUT INTO GROUPS OF 1-3.
WE HAD OVER 40 TEACHERS THAT ACTUALLY PARTICIPATED IN THE PROGRAM, EITHER ALL FIVE DAYS OR THEY WOULD PAIR UP WITH ANOTHER TEACHER.
ONE WOULD BE TWO DAYS AND ONE WOULD DO THREE DAYS.
THEN YOU CAN SEE SOME OF OUR CHARTS THAT WE HAVE UP HERE.
WHAT THAT MEANS IS WE HAD CHILDREN THAT PARTICIPATED AT LEAST THREE OR MORE DAYS A WEEK WHERE THEY HAD TO PROVIDE THEIR OWN TRANSPORTATION.
THAT'S A PRETTY GOOD PERCENTAGE.
THEN YOU CAN SEE AS YOU GO DOWN FARTHER, ACTUALLY WHAT WE GAINED AND WHAT WE FOUND WAS WE HAD 50% OF OUR STUDENTS MADE AT LEAST THREE MONTHS OR MORE GROWTH WITH, I THINK IT WAS CLOSE TO 20 THAT ACTUALLY MADE A YEAR OR MORE GROWTH IN A 16-WEEK PERIOD.
THERE'S SOMETHING TO BE SAID ABOUT HIGH-DOSAGE TUTORING.
THEN YOU CAN SEE THAT WE HAVE 50% THAT DID NOT MAKE THAT GROWTH.
THE QUESTION IS, WHY? THEY WERE IN-TAKING INCONSISTENTLY ONE OR TWO DAYS.
IT MAKES A DIFFERENCE IF YOU ARE COMING THREE OR MORE DAYS.
AT THE SAME TIME, THE DEDICATION AND THE COMMITMENT OF THE TEACHERS BECAUSE THE ATTENDANCE OF THE TEACHERS WAS OVER THE TOP TWO FOR PARTICIPATION.
THIS WAS EXCITING. THE SECOND HIGHLIGHT I HAVE IS ACTUALLY OUR STUDENT'S SERVICES SPECIAL PROGRAMS YEAR IN REVIEW.
WHAT WE DID WAS AT OUR LAST MEETING THIS YEAR, WE DECIDED THAT IT WAS TIME FOR THE CHALLENGES ASIDE AND ANY FRUSTRATIONS AND HIGHLIGHT ALL THE POSITIVES THAT CAME OUT OF THIS YEAR.
YOU CAN DO THIS AT YOUR OWN LEISURE BECAUSE IT'S PRETTY LENGTHY, A LOT OF DEPARTMENTS UNDER THIS DIVISION.
EACH ONE OF THEM HIGHLIGHTED ALL OF THEIR ACHIEVEMENTS FOR THIS YEAR.
IT STARTS ALL THE WAY FROM EL TO FIVE OR FOUR, ALL THE WAY TO EARLY CHILDHOOD.
PLEASE TAKE ADVANTAGE OF REVIEWING THAT. ANY QUESTIONS?
>> I'D LIKE TO THANK ALL THE DIRECTORS FOR THE PRESENTATIONS TONIGHT.
THEY'VE BEEN VERY INFORMATIVE, MEANINGFUL INFORMATION FOR OUR STUDENTS AND PARENTS.
I HOPE THAT PARENTS ARE LISTENING. THANK YOU.
I'LL SAVE MOST OF THIS FOR LATER, THE RETIREMENT THING.
BUT THIS IS TWIG'S LAST BOARD MEETING WITH US AND I'LL SAY A LOT FOR RETIREMENT.
BUT TWIG, I APPRECIATE EVERYTHING YOU'VE DONE IN THIS COUNTY FOR ALL OF OUR KIDS, FOR OUR STAFF FOR SUCH A LONG TIME.
I APPRECIATE WHAT YOU'VE DONE WITH NOT ONLY THIS BOARD, BUT ALL BOARDS OF KEEPING OUR BOARDS INFORMED, ALWAYS KEEPING STUDENTS FIRST IN EVERY DECISION AND EVERYTHING YOU PRESENT AND EVERYTHING YOU PROVIDE.
YOU WILL BE MISSED. YOU'VE LEFT A STRONG LEGACY IN CAROLINE COUNTY.
WE KNOW YOU WON'T BE GOING FAR.
YOU'LL LIVE THAT FAR AWAY, SO WE KNOW YOU WILL MOVE ON THAT FAR.
BUT I DIDN'T WANT THE MOMENT TO GO BY.
THIS IS YOUR LAST BOARD MEETING.
YOU'LL BE HAPPY ABOUT THAT LATER. IT'S YOUR LAST BOARD MEETING.
[LAUGHTER] BUT THANK YOU SO MUCH FROM THE BOTTOM OF MY HEART FOR EVERYTHING YOU'VE DONE, FOR EVERYBODY IN THIS ROOM, FOR ME, AND FOR ALL THE KIDS IN THE COUNTY. THANK YOU.
>> I APPRECIATE THAT. THANK YOU VERY MUCH.
[LAUGHTER] THE FIRST TUESDAY OF THE MONTH.
>> THEY'RE DRINKING A LITTLE MORE.
>> I'LL JUST ADD TO THAT BECAUSE THIS IS A PRETTY NEW BOARD REALLY.
WE HAVEN'T HAD THAT MUCH TIME WITH YOU.
BUT THE POSITIVE ENERGY YOU BRING INTO THIS ROOM, ALWAYS POSITIVE APPROACH.
>> THANK YOU FOR THE EFFORT PUT INTO
[01:10:02]
GUIDING THE SPECIAL NEEDS STUDENTS IN THEIR ACHIEVEMENT.>> THANK YOU VERY MUCH, I HAVE ENJOYED EVERY MINUTE WITH YOU.
I CAN HONESTLY SAY I'VE GOT A SPECIAL PLACE FOR YOU IN MY HEART.
>> I GOT TO WORK WITH TWIG WHEN I WAS TEACHING.
>> WE'LL TAKE THE SPOTLIGHT OFF FOR YOU.
I KNOW HOW THAT FEELS [LAUGHTER] ONCE AGAIN, FOLLOW THE TOUGH ACT.
>> I KNOW, I THOUGHT I CAUGHT A BREAK TONIGHT, NOT FOLLOWING THE STUDENT REPRESENTATIVES.
[LAUGHTER] THAT'S HARD ACT TO FOLLOW.
IT SEEMS LIKE I ALWAYS GET THE BAD END OF THE DEAL.
GOOD EVENING, PRESIDENT BARTON, MEMBERS OF THE BOARD, DR. SIMMONS.
YOU HAVE BEFORE YOU THE FINANCE REPORT FOR THE PERIOD ENDING MAY 31ST, AND WE'RE 11 MONTHS INTO OUR FISCAL YEAR AND WE SPENT APPROXIMATELY 92% OF OUR BUDGET.
WE ARE APPROACHING THE END OF THE FISCAL YEAR WITH ONLY ONE MONTH TO AGO.
AS YOU LOOK DOWN THIS REPORT, YOU ARE GOING TO SEE SOME AVERAGES AND SOME OF THE LINE ITEMS, AND THE LINE ITEMS THAT HAD OVERAGES THAT WEREN'T EMERGENCY PURCHASES THAT WE HAD TO MAKE THROUGHOUT THE YEAR.
I TRIED TO CLEAN UP WHEN I DESIGN THE FY24 OPERATING BUDGETS.
HOPEFULLY NEXT YEAR, IT'LL CLEAN UP SOME OF THESE OVERAGES.
WE ARE IN GOOD SHAPE FROM A FISCAL STANDPOINT AS FAR AS OUR BOTTOM LINE IS CONCERNED.
THIS IS MAINLY DUE TO THE FACT THAT WE WERE ABLE TO REDIRECT SOME OF OUR INSTRUCTIONAL AND TECHNOLOGY PURCHASES TO THE COVID GRANTS.
THOSE LINE ITEMS THAT DO HAVE BALANCES IN ON [INAUDIBLE] BECAUSE WE WERE ABLE TO REDIRECT SOME OF THAT, WHICH FREED UP MONEY IN OUR GENERAL FUND OPERATING BUDGET.
DUE TO THE FACT THAT WE WERE ABLE TO DO THIS BASED ON MY ANALYSIS, WE DO HAVE LEFTOVER FUNDS, SO I WILL BE COMING TO YOU LATER THIS EVENING WITH A LIST OF REQUESTED YEAR-END PURCHASES, SOME OF WHICH YOU'VE ALREADY HEARD ABOUT FROM MR. BENGAL.
HE'S VERY ANXIOUS TO GET ROLLING ON SOME THOSE [LAUGHTER] BIG TICKET PURCHASES.
BUT WE ARE IN GOOD SHAPE FOR YEAR-END AND I WILL ANSWER ANY QUESTIONS IF ANYBODY HAS ANY.
>> THIS IS NOT YOUR LAST [INAUDIBLE]
>> [INAUDIBLE] HAS GOT A FEW YEARS TO GO.
>> I'VE GOT A LONG WAY TO GO [LAUGHTER].
>> IT'S INTERESTING THAT COVID GRANT HELPED. JUST INTERRUPTING THAT.
COVID CAN BE PAINTED IN A POSITIVE LIGHT SOMETIMES.
>> THE TECHNOLOGY PURCHASES THAT WE MIGRATED TO THE COVID MONEY, WE COULDN'T REDUCE THAT LINE ITEM BECAUSE WE ARE STARTING NEXT YEAR GOING TO HAVE TO START REDIRECTING.
IT'S GOING TO GO BACK TO THE OPERATING BUDGET.
>> IT WOULDN'T BE COVID GRANT.
>> RIGHT. THAT MONEY IS COMING TO AN END.
>> HEY, IT WAS GOOD FROM THIS STANDPOINT, BUT NOT FROM [LAUGHTER].
>> THERE'S ALWAYS A LITTLE SILVER LINING, BUT IT WASN'T WHERE THE BIG CONCERN.
[4. Consent Agenda]
>> GOOD EVENING, PRESIDENT BARTON, DR. SIMMONS, MEMBERS OF BOARD.
PERSONNEL AGENDA TONIGHT HAS TWO LEAVES OF ABSENCE, FIVE RESIGNATIONS.
ONE TEACHER APPOINTMENTS WITH REGULAR CONTRACT FOR THIS SCHOOL YEAR, 14 TEACHER APPOINTMENTS TO REGULAR CONTRACT FOR NEXT SCHOOL YEAR.
WHAT THAT REPRESENTS JUST SO YOU KNOW IS THOSE ARE THE PEOPLE THAT HAVE PHYSICALLY COME IN AND SIGN THEIR BLUE CONTRACT.
WE HAVE HIRED MORE PEOPLE THAN THAT, BUT THESE ARE THE FOLKS THAT HAVE COME IN TO PROCESS THUS FAR.
THEN AN ADDENDUM ADDED WITH ONE RESIGNATION AND ONE ADDITIONAL APPOINTMENT TO ANOTHER CONTRACT THIS WEEK.
>> QUESTIONS OR COMMENTS, BOARD MEMBERS?
>> HAVE WE BEEN ABLE TO HIRE ANY MINORITY TEACHERS?
>> JUST QUITE A FEW OF THE PEOPLE COMING TO WORK HERE ACTUALLY GRADUATED FROM THERE.
I THINK THAT SAYS A LOT ABOUT THIS COUNTY.
WE EVEN HAVE A TEACHER WHO LEFT AND IS COMING BACK. THAT'S PRETTY GOOD.
>> THANK YOU, SO WE HAVE MINUTES FROM MAY 9TH.
WE NEED TO HAVE AN APPROVAL OF THAT OR ADJUSTMENTS.
DO WE HAVE A MOTION FOR APPROVAL?
>> THE MOTION TO APPROVE THE MAY 9TH, 2023 MINUTES.
>> ANY FURTHER DISCUSSION? ALL IN FAVOR?
[01:15:04]
LIKEWISE, WE HAVE THE MINUTES FROM OUR WORK SESSION MAY 16TH.ANY ADJUSTMENTS OR DO WE HAVE A MOTION FOR APPROVAL?
>> ANY FURTHER DISCUSSION? ALL IN FAVOR?
>> MOTION CARRIES [INAUDIBLE] NOTHING.
WE'D HAVE IN OUR AGENDA TIME FOR A BRIEF BREAK BECAUSE WE DO HAVE A ONE-FOURTH LENGTHY PROGRAM TONIGHT.
I KNOW SOME OF YOU ARE WAITING FOR SOME OF THESE THINGS TO HAPPEN.
BUT FIVE-MINUTES, LET'S TAKE FIVE-MINUTES.
>> FIVE NUMBERS MIGHT BE A RESTROOM BREAK WHILE WE HAVE WATER [OVERLAPPING].
>> [INAUDIBLE] FIVE WE'LL TAKE SEVEN OR EIGHT.
>> WE'LL BE BACK NO LATER THAN 7:25.
THEN WE'LL BUST THROUGH EVERYTHING ELSE IN HERE.
IF YOU'RE AT HOME, STANDBY, GET A BEVERAGE.
>> WE'LL SEE YOU IN A MINUTE. [LAUGHTER] SEE YOU IN SEVEN MINUTES.
>> HOPEFULLY THE FOLKS AT HOME HAVE COME BACK WITH US.
LOOKS LIKE EVERYBODY IS STILL HERE. WE'LL GET STARTED AGAIN.
ONE QUICK THING I WANT TO DO AS AN ADJUSTMENT THAT WE DIDN'T DO IN CONSENT AGENDA, I NEGLECTED TO VOTE ON THE PERSONNEL ITEMS. I THINK DR. WILLOUGHBY WOULD APPRECIATE IT IF WE'D APPROVE THAT.
EVERYBODY'S GOOD WITH IT. APPROVING THE ENTIRE CONSENT AGENDA WHICH WILL INCLUDES PERSONNEL ITEMS. COULD WE HAVE A MOTION.
>> ANY OTHER DISCUSSION? ALL IN FAVOR?
>> PASSES 4-0. MOTION CARRIES.
VERY GOOD. NOW YOU CAN MOVE FORWARD.
NOTHING TO WORRY. DO WE HAVE ANY PUBLIC COMMENTS?
[7. Individual Action Items]
WE ARE READY FOR INDIVIDUAL ACTION ITEMS. IT LOOKS LIKE WE HAVE ONE OR TWO APPOINTMENTS, MORE THAN THAT.>> THE FIRST ITEM I HAVE TONIGHT FOR THE BOARD'S CONSIDERATION IS AN INDIVIDUAL ACTION ITEM CONCERNS THE APPOINTMENT OF PRINCIPAL TO GREENSBORO ELEMENTARY SCHOOL.
AS THE BOARD IS AWARE, MRS. SWANN HAS MADE IT.
THANK YOU FOR BEING HERE, MRS. SWANN.
MRS. SWANN IS RETIRING AT THE END OF THE SCHOOL YEAR.
I'M SURE SHE'S NOT COUNTING DOWN THE DAYS BY ANY MEANS.
BUT MRS. SWANN IS RETIRING THIS YEAR, WHICH DOES OPEN UP THE POSITION OF PRINCIPAL AT GREENSBORO ELEMENTARY SCHOOL.
WE WENT ALL THROUGH OUR HR PROCESSES AND INTERVIEWS AND THROUGH OUR PROCESS ARE TOP CHOICE FOR GREENSBORO ELEMENTARY SCHOOL BY THE COMMITTEE, AND THEN BY ME THROUGH A SECOND ROUND INTERVIEW IS MRS. MARY JO KERR.
MRS. KERR IS CURRENTLY THE ASSISTANT PRINCIPAL AT GREENSBORO ELEMENTARY SCHOOL, AND SHE HAS BEEN FOR AWHILE UNDER THE TRUE DILIGENT MRS. SWANN, WORKED VERY CLOSELY WITH DAWN.
PRIOR TO BEING AT THE GREEN GEM, MRS. KERR SERVED AS AN ELA TEACHER AT CUTHBERTSON MIDDLE SCHOOL, AND SHE HAS ALSO BEEN A FIRST GRADE AND SECOND GRADE TEACHER ACTUALLY IN PENNSYLVANIA.
SPEAKING WITH MRS. KERR DURING OUR SECOND ROUND INTERVIEW, IT IS OBVIOUS THAT SHE BLEEDS GREEN.
SHE KNOWS THE COMMUNITY INSIDE AND OUT.
SHE UNDERSTANDS THE NEEDS OF THE SCHOOL.
SHE UNDERSTANDS THE STRENGTHS OF THE SCHOOL.
SHE UNDERSTANDS THE PATH THAT THE GREENSBORO ELEMENTARY SCHOOL HAS BEEN A VERY STRONG FOUNDATION, STRONG FOOTING FOR NUMBER OF YEARS.
DAWN, THANKS TO YOU AND YOUR TEAM IN THE WORK THAT YOU'VE DONE.
I TRULY BELIEVE THAT MARY JO WILL LEAD THAT SCHOOL TO NEW HEIGHTS UNDER THE FOUNDATIONS THAT DAWN HAS SET AND HER TEAM HAS OVER A NUMBER OF YEARS.
TONIGHT I BRING BEFORE YOU, MRS. MARY JO KERR, AND ASK FOR YOUR APPROVAL FOR HER AS PRINCIPAL OF GREENSBORO ELEMENTARY SCHOOL EFFECTIVE JULY 1.
>> WILL I GET A MOTION TO THAT EFFECT?
>> CONGRATULATIONS. [APPLAUSE].
>> WE'RE GOING TO SAVE PHOTOS ALL AT ONCE AT THE END.
BARRY IS JUST GETTING UP AND DOWN. [OVERLAPPING] [LAUGHTER].
>> YES, IT WILL SAVE THE BOARD MR. BARRY, THANK YOU FOR THE SUGGESTION.
[LAUGHTER] MARY JO, IS THERE ANYTHING YOU'D LIKE TO SAY AND OTHERS IN THE ROOM AS SHE COMES DOWN, WILL GIVE YOU THE OPPORTUNITY TO SAY SOMETHING, SO SHE GETS TO BE THE GUINEA PIG.
>> I'LL BE QUICK. I'M JUST VERY, VERY HONORED TO BE IN THIS POSITION.
[01:20:03]
I'M VERY EXCITED TO CONTINUE THE LEGACY THAT MY PREDECESSORS HAVE LEFT BEHIND FOR ME TO FOLLOW AND TO CONTINUE TO INVITE OUR COMMUNITY TO BE PARTNERS WITH US IN OUR EDUCATION SO THAT WE COULD DO ALL THE GREAT THINGS THAT WE KNOW WE CAN DO.>> CONGRATULATIONS. [APPLAUSE]
>> OUR NEXT ADMINISTRATIVE APPOINTMENT.
WITH THE TRANSFER OF DR. NICKY VONDENBOSCH INTO OUR SUPERVISOR OF MATHEMATICS POSITION, IT OPENED UP THE PRINCIPALSHIP AT COLONEL RICHARDSON HIGH SCHOOL.
WE'VE GONE THROUGH A VERY SIMILAR HR PROCESS, INTERVIEW PROCESS OF CANDIDATES AND THE TOP CHOICE BY THE INTERVIEW COMMITTEE, AND THEN I MET WITH THE INDIVIDUAL AS WELL AS WHAT ARE THEIR RECOMMENDATION 100% IS TO APPOINT JARED SHERMAN.
MR. SHERMAN, WHO IS THE CURRENT ASSISTANT PRINCIPAL AT COLONEL RICHARDSON HIGH SCHOOL AS PRINCIPAL OF COLONEL RICHARDSON HIGH SCHOOL EFFECTIVE JULY 1.
MR. SHERMAN HAS BEEN WITH CAROLINE COUNTY, I HAD TO GO BACK AND LOOK AND WE HAD THIS CONVERSATION THE OTHER DAY.
HE'S ONE OF THOSE THAT AS A TEACHER, THAT'S POINT I WAS AN AP AT COLONEL, I GOT THE PHONE CALL FROM OUR PRINCIPAL BECAUSE THE THING THEN WAS HE NEEDED TO GET THEM FOR THE OTHER SCHOOLS VID, SO YOU'D HAVE THE INTERVIEW AND YOU'D GO.
I'M BRINGING THEM BY THE SCHOOL, BRING THEM BY ROLL OUT THE RED CARPET, LET'S GO.
IT'S A ENGAGED COUPLED, IT'S GOING TO BE HUSBAND AND WIFE, LET'S GET THEM BOTH.
LITERALLY THAT WAS THE MESSAGE FROM THE PRINCIPAL, AND I WAS LIKE, LET'S DO THIS.
>> IT WORKED, AND I UNDERSTAND.
>> IT WORKED VERY WELL FOR BOTH YOU.
LITERALLY REMEMBER MEETING JARED WALKING IN, HE HAD MET THE TEAM AT COLONEL MIDDLE LITERALLY RIGHT BEFORE, BECAUSE COLONEL MIDDLE AND COLONEL HIGH WE'RE BOTH LOOKING FOR SOCIAL STUDIES.
WE WERE VERY HAPPY TO HAVE MR. SHERMAN JOIN US AS A SOCIAL STUDIES TEACHER AT THE TIME.
JARED HAS BEEN ENGAGED IN THE COMMUNITY EVER SINCE, SINCE DAY 1.
HE'S BEEN AN ACTIVE COACH. HE'S COACHED SOME THINGS, I DON'T THINK HE KNEW HE COULD COACH, BUT HE DID BECAUSE THAT'S WHAT YOU DO AT A HIGH SCHOOL WHEN YOU'RE ASKED AND YOU NEED SOMEBODY TO WORK WITH KIDS, TRACK COACH.
AGAIN, YOU NAME IT, JARED'S PROBABLY DONE IT TO FILL A VOID AT COLONEL, AND IS JUST SO IMMERSED IN THE CULTURE AND COMMUNITY IN OUR CONVERSATION AS WELL WITH THE SECOND INTERVIEW, JARED LAID OUT VERY CLEARLY THAT THE STRENGTHS OF COLONEL RICHARDSON HIGH SCHOOL ARE THE AREAS IN WHICH COLONEL RICHARDSON HIGH SCHOOL CAN WORK TO IMPROVE AND STRENGTHEN.
IT IS A WONDERFUL SMALL SCHOOL IN SOUTHERN OF THE COUNTY, AND JARED IS A VERY KEEN EYE UNDERSTANDING OF WHERE THINGS CAN GO TO EVEN MAKE COLONEL RICHARDSON HIGH SCHOOL STRONGER AND BETTER FOR ALL KIDS.
I WILL SAY JARED REALLY THROUGH HIS TIME NOT JUST AS A TEACHER AND COACH, DEAN OF STUDENTS AND INTO HIS ROLE AS AP.
JARED HAS BEEN AN INTEGRAL PART OF REACHING ALL ASPECTS OF THE COMMUNITY IN THE COLONEL RICHARDSON HIGH SCHOOL AREA.
IT'S A TESTAMENT TO HIM, HIS PATIENTS, AND WHAT YOU SEE THAT'S HIM, STEADY ALL THE TIME.
IT'S JUST SUCH A CALMING FORCE, AND I KNOW JARED WILL DO GREAT THINGS AT COLONEL HIGH AND LEAD THEM TO GREAT HEIGHTS.
I BRING JARED BEFORE YOU TONIGHT, FOR APPOINTMENT AS PRINCIPAL OF COLONEL RICHARDSON HIGH SCHOOL EFFECTIVE JULY 1.
>> THANK YOU VERY MUCH, FOR WORTH RETAIN.
>> JUST REAL QUICK. I WANT TO SAY, LIKE BERINGIA SAID, I'M REALLY HONORED AND HUMBLED.
ONE PART OF THE STORY I CAN ADD IS I CAME [LAUGHTER] FROM WESTERN PENNSYLVANIA, BOTTOM HALF HOURS AWAY.
BOTH MY PARENTS STILL ALIVE, STILL MARRIED, GREAT FRIENDS.
YOU EVER BEEN TO THE PITTSBURGH AREA IT'S A GREAT PLACE TO LIVE.
WE LEFT ALL THAT BEHIND ONCE WE MOVED DOWN TO SOUTHERN CAROLINE COUNTY, YOU CAN REVOLVE CAROLINE COUNTY PUBLIC SCHOOLS.
IT WAS REAL HONOR. THEY'LL GET BACK TO NOT JUST CAROLINE BUT THE ENTIRE CC JEFF'S FAMILY.
>> OUR NEXT ACTION ITEM WE HAVE FOR THIS EVENING IS THE APPOINTMENT OF AN ASSISTANT PRINCIPAL AT NORTH CAROLINE HIGH SCHOOL.
NORTH CAROLINE HIGH SCHOOL HAD AN ASSISTANT PRINCIPAL POSITION OPEN FOR THIS WHOLE YEAR.
MR. SPEAKER AND HIS TEAM WENT THROUGH A RIGOROUS INTERVIEW PROCESS AS WELL.
YOU'RE DOING MULTIPLE CANDIDATES FOR THE POSITION OF ASSISTANT PRINCIPAL,
[01:25:02]
AND THEIR TOP CHOICE FOR CANDIDATE WAS MRS. CRYSTAL DREXEL.MRS. DREXEL IS WITH US THIS EVENING.
I THOUGHT WE WERE IN A GREAT PLACE BECAUSE WE WERE ABLE TO I WON'T SAY STEAL, WE'RE ABLE TO CONVINCE MRS. DREXEL LEAVE A NEIGHBORING COUNTY TO COME TO US LAST YEAR, AND SHE HAS BEEN AN ABSOLUTELY DYNAMIC SOCIAL STUDIES TEACHER AT LOWER AND MIDDLE SCHOOL AND HAS HAD A GREAT IMPACT ON THE STAFF AND ON THE STUDENTS IN THAT BUILDING IN A VERY SHORT TIME.
I KNOW IT'LL BE THEIR LOSS WITH HER MOVING INTO THIS POSITION.
BUT I KNOW SHE WILL DO A FANTASTIC JOB.
MRS. DREXEL CAME TO US FROM DORCHESTER COUNTY WHERE SHE HAD ACTUALLY SERVED AS AN ACTING ADMINISTRATOR IN THAT CAPACITY IN DORCHESTER, WAS ALSO A TEACHER IN DORCHESTER COUNTY AND HAS BEEN A TEACHER IN OTHER SCHOOL SYSTEMS, GOOD SOCIAL STUDIES PEOPLE SEE YOU AT THE CORE OF ALL GOOD FOR USE OF BEING A SOCIAL STUDIES TEACHER.
[LAUGHTER] JUST SEVERAL OF US CAN ATTEST TO THAT.
WE'RE HAVING EXPERIENCES IN SOCIAL STUDIES.
MRS. DREXEL HAS DONE A GREAT JOB.
I THINK SHE WILL BE A FANTASTIC ADDITION TO NORTH CAROLINE HIGH SCHOOL.
I REALLY BELIEVE THIS AND I SAID THIS EARLIER.
MS. DREXEL IS THE PIECE OF THE PUZZLE THAT NORTH CAROLINE HIGH SCHOOL HAS BEEN MISSING AND NOT KNOWING THEY'D BEEN MISSING UNTIL MEETING.
THAT IS THE PIECE OF THE PUZZLE THAT THEY'VE BEEN MISSING.
I THINK IT WILL REALLY PROVIDE A STRONG, VERY WELL-ROUNDED ADMINISTRATIVE TEAM THAT IS DOING GREAT THINGS AND THEY'VE HAD A WONDERFUL YEAR.
I THINK IT'S ONLY GOING TO GET BETTER AND STRONGER WITH YOU ON THEIR TEAM.
MRS. DREXEL WILL ALSO WILL WALK IN KNOWING ALL THE NINTH GRADERS THAT WILL BE COMING OVER TO NORTH CAROLINE HIGH SCHOOL NEXT YEAR FROM WORKMAN.
I TRULY BELIEVE SHE WILL BE A GREAT ADDITION TO NORTH CAROLINE HIGH SCHOOL, SO I BRING MRS. DREXEL EXCELLENT RECOMMENDATION TO YOU THIS EVENING FOR HER APPOINTMENT.
>> THANK YOU. DO YOU HAVE A MOTION TO APPROVE?
ARE YOU OLD ENOUGH? [LAUGHTER].
>> I HONESTLY THOUGHT YOU ARE A DAUGHTER.
>> WELL I ACCEPT YOUR COMPLIMENT. [LAUGHTER]
>> NOT THAT YOU LOOK OLD IT JUST SHE LOOKS THAT YOUNG. IT IS NOTHING.
>> I'M A LOT OLDER THAN I LOOK, BUT THANK YOU.
>> DO I HAVE SECOND TO THE MOTION.
>> ANY FURTHER DISCUSSION OR QUESTIONS?
>> THANK YOU. YOUR WORDS ARE VERY KIND AND I'M VERY HUMBLED TO BE A PART OF THE TEAM AND I'M EXCITED TO SEE WHERE I FIT IN AND TO HELP DO THE WONDERFUL WORK THAT THEY DO THERE ALREADY.
BUT I'M SO EXCITED FOR TOMORROW BECAUSE I HAVE A LOT OF EIGHTH GRADERS WHO'VE BEEN BEGGING ME TO GO TO HIGH SCHOOL WITH THEM.
THEY GET TO FIND OUT THAT I AM.
[LAUGHTER] THANK YOU VERY MUCH [APPLAUSE].
>> THAT IS A CURIOUS BLUFF BECAUSE IT MAKES THEIR NINTH GRADE EXPERIENCE STARTING OUT FEEL A LITTLE BETTER.
IT'S A GOOD THING TO NOT LOOK AS OLD AS YOU MIGHT ACTUALLY BE.
>> I HOPE I WALK AROUND WITH THAT EVERY DAY. NEXT.
>> PASS THAT POINT FOR ME. OUR NEXT ADMINISTRATIVE APPOINTMENT FOR THIS EVENING.
WE WERE ABLE TO USE BLUEPRINT FUNDING THROUGH THE WAY THAT WE'RE PROVIDING FUNDING THROUGH THE WORKFORCE INVESTMENT BOARD TO GROW OUR COLLEGE AND CAREER READINESS PROGRAMMING AND SUPPORT.
WE WERE ABLE TO UTILIZE SOME OF THAT FUNDING TO ADD A POSITION OF A COORDINATOR OF CAREER AND TECHNICAL EDUCATION.
IT WAS A BIG PART OF BLUEPRINTS.
CTE IS GOING TO REALLY JUST GET SO MUCH LARGER AND MORE INTENSE.
CASE AND POINT ONE SMALL PIECES WE KNOW WE'RE GOING TO END UP SEEING THE RISE OF INDUSTRY CREDENTIALS AND INDUSTRY STANDARDS REALLY TAKEN HOLD OF DRIVING CTE PROGRAMMING, WHICH IS A LITTLE BIT DIFFERENT THAN THE WAY THINGS ARE NOW.
BUT THE WORLD IS REALLY GOING TO SHIFT AS IT RELATES TO CTE AND CCPS NEEDS TO BE IN A POSITION TO BE ABLE TO RESPOND TO THOSE CHANGES THAT ARE COMING DOWN.
PART OF THAT WAS ADDING THE COORDINATOR OF CTE POSITION AND APPRECIATE THE BOARD FOR ALLOWING US TO ADD THAT INTO THE BUDGET USING THE BLUEPRINT FUNDING.
IT'S MY RECOMMENDATION TONIGHT WILL COME TO YOU FOR MR. ERIC COOK, WHO CURRENTLY SERVES AS THE TEACHER SPECIALISTS FOR CCTC TO SERVE AS THE COORDINATOR OF CTE.
NOW, IF YOU LOOK AT THE ACTION ITEM, IF THE BOARD HAS IT, MR. COOK WILL ACTUALLY BE RESIGNING HIS POSITION AS TEACHER EFFECTIVE THE END OF THIS YEAR TO BEGIN HIS APPOINTMENT AS CTE COORDINATOR AS OF JULY 1.
THAT'S BECAUSE HE'S LEAVING FROM THE TEACHER CONTRACT TO AN ADMINISTRATOR CONTRACT.
THE BOARD IS FAMILIAR WITH MR. COOK,
[01:30:01]
WITH ERIC THROUGH ALL OF OUR WORK WITH THE BLUEPRINT.HE WAS AT OUR WORK SESSION AND ERIC HAS BEEN INTEGRAL IN THE WORK ALONG WITH MS. HANDY AND WITH LINDSEY IN TERMS OF NOT ONLY BUILDING OUT PILLAR 3, BUT REALLY DIGGING INTO WHAT'S GONNA BE REQUIRED OF US AS WE GROW OUR CAREER AND TECHNICAL EDUCATION PROGRAMS AND OUR CAREER PATHWAYS.
AS WELL AS HE'S BEEN IMMERSED IN ALL THE WORK WITH THE APPRENTICESHIP.
ERIC COMES TO US AGAIN, HAVING SERVED AS OUR CTE TEACHER SPECIALIST.
WE HAD HIM FOR A BRIEF PERIOD OF TIME AS A CRIMINAL JUSTICE TEACHER.
PRIOR TO THAT, HE TAUGHT SPECIAL EDUCATION BEFORE COMING TO US FROM NEW JERSEY, CORRECT?
>> I KNEW ERIC'S BUFFALO BILL STAND HAD NOTHING TO DO WITH THE FACT THAT HE'S ON THE AGENDA ITEM.
>> WE FORGIVE HIM. [LAUGHTER].
ERIC HAS DONE A GREAT JOB AT THE TECH CENTER IN WORKING WITH ALL STAFF TO GROW THE CTE PROGRAMS. HE'S BEEN INTEGRAL IN WORKING WITH TEACHERS.
BOTH THOSE WHO HAVE TEACHING FOR A LONG TIME AND THOSE WHO ARE NEW TO THE TEACHING PROFESSION AND LEARNING THEIR CURRICULUM AND LEARNING HOW TO INSTRUCT KIDS.
ERIC HAS MADE GOOD INROADS WITH OUR BUSINESS COMMUNITIES, WHICH IS WHAT IT'S GOING TO TAKE AS WE REVAMPED CTE UNDER THE NEW GUIDANCE OF BLUEPRINT.
I TRULY BELIEVE AGAIN, OF OUR APPOINTMENTS, I THINK ERIC WILL DO A FANTASTIC JOB LEADING THIS WORK.
IT'S A NEW POSITION WITH A NEW APPROACH UNDER LINDSEY.
I THINK THIS HELPS COMPLETE OUR TEAM TO MAKE SURE WE'RE POSITIONED WHERE WE NEED TO BE, NOT JUST FOR THIS YEAR GOING IN, BUT FOR THE FULL NINE REMAINING YEARS OF THE BLUEPRINT IMPLEMENTATION.
I BRING TO YOU TONIGHT, ERIC COOK FOR YOUR CONSIDERATION FOR APPOINTMENT AS COORDINATOR OF CAREER AND TECHNICAL EDUCATION.
>> VERY GOOD. DO WE HAVE A MOTION TO APPROVE THE RECOMMENDATION?
>> I DO HAVE A QUESTION. WHAT PART OF NEW JERSEY?
>> I'M FROM NORTH JERSEY. JERSEY BOY.
>> MY COMMENT WOULD BE DR. WILLOUGHBY. I'M SURE YOU HAVE THAT.
IT'S COORDINATED THE RESIGNATION OF THE APPOINTMENT SO THAT IF THE FIRST ONE HAPPENS, THE SECOND ONE, THAT CAN BE SCARY.
[LAUGHTER] YOU'VE GOT NO HICCUP.
WE'LL CALL TO A VOTE, ALL ON FAVOR.
>> MOTION PASSES. CONGRATULATIONS.
>> CONGRATULATIONS. [APPLAUSE]
>> EVERYONE ELSE SAID SOMETHING.
I GUESS I'LL LEAVE IT AT TWO THINGS FIRST, THANK YOU.
I'M EXCITED TO SEE YOU GETTING A BIG BOOST THAT WITH LUBRICANTS ALL EXCITED TO CARRY THAT FORWARD.
I'M SORRY, IT'LL BE THREE THINGS. THAT WAS ONE.
TWO, WAS I'M IN THE UNIQUE SPOT OF I WAS THE FIRST PERSON IN TWO POSITIONS NOW THREE WITH CAROLINE COUNTY, SO THAT'S EXCITING.
THIRD, I WAS ORIGINALLY A SOCIAL STUDIES TEACHER, SO THAT JUST [LAUGHTER].
>> THERE WE GO. THAT EXPLAINS EVERYTHING [LAUGHTER]
[LAUGHTER] WELL, CONGRATULATIONS.
>> WE HAVE TWO REMAINING APPOINTMENTS AND I'LL TAKE ONE EACH INDIVIDUALLY, BUT I WANT TO EXPLAIN THE SHIFT.
THE BOARD IS AWARE OF THE CHANGE IN THE BUDGET STRUCTURE, BUT I WANT TO MAKE SURE THAT EVERYBODY ELSE IS AWARE.
AS WE'RE MOVING INTO A BLUEPRINT, A BIG PIECE OF BLUEPRINT IS NOT JUST CTE AND COLLEGE CAREER PATHWAYS.
THERE'S A REALLY SIGNIFICANT INCREASE IN SUPPORT FOR OUR ENGLISH LANGUAGE LEARNERS.
PRIOR TO A MONTH AGO THEY WERE ENGLISH LANGUAGE LEARNERS, NOW THEY ARE MULTILINGUAL LEARNERS, MLLS.
THERE'S A REALLY BIG PUSH TO SUPPORT OUR MULTILINGUAL LEARNERS.
IN CAROLINE COUNTY, OUR FASTEST-GROWING POPULATION, HANDS DOWN, IS THAT POPULATION.
WE SAW AN INCREASE FROM DECEMBER OF LAST SCHOOL YEAR WHERE IT WAS A LITTLE OVER EIGHT PERCENT OF OUR SCHOOL POPULATION.
IN DECEMBER OF THIS YEAR, IT WAS ALMOST 13 PERCENT.
IF WE WERE TO RUN THE NUMBERS NOW WE'RE PROBABLY GETTING CLOSER TO 15 PERCENT.
IT'S RAPIDLY INCREASING AND WE NEED TO BE ABLE TO SUPPORT OUR TEACHERS WHO ARE WORKING WITH OUR STUDENTS, NOT JUST OUR MLL TEACHERS, BUT ALSO OUR GENERAL EDUCATION TEACHERS WHO ARE WORKING WITH OUR STUDENTS IN OUR REGULAR CLASSROOMS AS WELL.
GIVEN THE SHIFTS THAT HAVE TAKEN PLACE, MS. HEARTWOOD DEVELOPED A VERY STRONG STAFFING PLAN.
IT WAS PART OF THE BLUEPRINT ABOUT HOW WE CAN TRY TO APPROACH THE RAPID NUMBER OF KIDS WE'RE SEEING COME IN.
ON TOP OF NOT JUST NUMBER OF KIDS,
[01:35:01]
BUT WE WERE ALSO SEEING A COUPLE OF CHOKE POINTS IN OUR DATA.WE WERE GETTING KIDS EXITING FROM EL STATUS IN ELEMENTARY GRADES, AND WE WERE SEEING IN UPPER MIDDLE, AND IN HIGH SCHOOL, WE WERE NOT EXITING KIDS AT THE SAME RATE.
THE ORIGINAL STAFFING PLAN INVOLVED ONE COORDINATOR AND A COUPLE OF TEACHERS SPECIALISTS.
THAT SHIFTED AT EXTREMELY POSITIVE WAY AFTER A REALLY ROBUST INTERVIEW PANEL WHEN LOOKING FOR A COORDINATOR OF MULTILINGUAL LEARNERS AND TIME IT WAS COORDINATED REVEAL.
BUT I'M LOOKING AT A COORDINATOR AND THAT DID SHIFT.
AFTER THE INTERVIEW, THIS IS ARGO MET WITH ME AND SHE'S LIKE, I THINK I WANT TO REVISE MY STAFFING PLAN.
HERE'S WHY, HERE'S WHAT I'M SEEING AND HERE'S WHERE I THINK WE CAN GO.
ANYBODY WHO KNOWS ANYTHING ABOUT CRYSTAL, HE'S VERY DETAIL FOCUSED AND PUTS THE WORK IN TO REALLY EXAMINE EVERY ANGLE OF WHAT'S POSITIVE AND WHAT COULD BE DONE TO MAKE THINGS BETTER.
CRYSTAL PROVIDED A PLAN THAT MADE PERFECT SENSE AS TO WHY WE NEEDED TO SHIFT OUR STAFFING PLAN TO BE ABLE TO SUPPORT TEACHERS MORE.
WITH THAT, WE REVISED WITHIN THE BUDGET STRUCTURE AT NO ADDITIONAL COST WITHIN THE BUDGET.
WE WERE ABLE TO RESTRUCTURE TO TWO COORDINATOR POSITIONS BY REDUCING THE NUMBER OF TEACHER SPECIALISTS THAT WE HAD.
COORDINATOR POSITIONS ARE 12 MONTH OR ANS POSITIONS THAT ALLOWS US THE ABILITY TO PROVIDE MORE SUPPORT AND STRUCTURE FOR OUR TEACHERS, PROVIDES THE ABILITY FOR MORE OBSERVATION APPROACHES AS WELL, WHICH IS HELPFUL FOR US.
IT DOES HELP US CONTINUE TO BUILD A PIPELINE FOR ADMINISTRATORS, AND WE APPRECIATE THAT.
TONIGHT, WE ACTUALLY HAVE TWO COORDINATORS OF MULTILINGUAL LEARNERS COMING TO YOU THIS EVENING FOR ORIGINALLY, PREVIOUS BUDGETS, WE WERE LOOKING AT ONLY ONE.
WE'LL TAKE EACH ONE INDIVIDUALLY.
BUT I WANTED TO MAKE SURE EVERYBODY UNDERSTOOD THE WHY FOR THAT SHIFT AND WE WILL BE ABLE TO PROVIDE THAT SUPPORT.
THE SPLIT IN OUR COORDINATORS WILL BE IN ELEMENTARY, SECONDARY LEVEL, WOULD BE THE SPLIT THAT WILL BE IN PLACE TO BETTER PROVIDE THAT SUPPORT.
OUR FIRST INDIVIDUAL WHO'S BEING RECOMMENDED AS A COORDINATOR IS MRS. VICTORIA SHAW.
MRS. SHAW HAS SERVED AS OUR EL TEACHER SPECIALIST AND HAS DONE AN EXCELLENT JOB WITH THAT IN CAROLINE COUNTY.
SHE IS A CAROLINE COUNTY GRAD.
THANK YOU FOR COMING BACK AND STAYING. WHAT'S THAT?
>> I TAUGHT HER IN MIDDLE SCHOOL.
>> WERE YOU TEACHING SOCIAL STUDIES AT THE TIME BY CHANCE?
>> BECAUSE I'M GOING TO DO THAT TOO.
TORY HAS SERVED EXTREMELY WELL FOR US AS AN EL TEACHER SPECIALIST PRIOR TO THAT, SHE WAS A TEACHER FOR US AS WELL.
SHE HOLDS A CERTIFICATE AS A READING SPECIALIST AND A MASTERS IN TESOL.
TORY, ACTUALLY, PRETTY IMPRESSIVE.
TORY APPLIED FOR THIS PAST YEAR AN INSPIRING LEADERSHIP PROGRAM. SHE WAS SELECTED.
SOMETIMES WE'RE ASKED FOR PROGRAMS AND WE NOMINATE.
SHE APPLIED FOR WHAT'S SELECTED AND COMPLETED A PROGRAM.
SHE WAS OUR CAROLINE COUNTY REPRESENTATIVE, WHICH WAS IMPRESSIVE.
WE SPOKE A LITTLE BIT ABOUT IT.
SHE DEFINITELY LEARNED A LOT FROM THE EXPERIENCE.
IT'S ABOUT GROWING LEADERS WITHIN OUR SCHOOL SYSTEM.
TORY IS RECOMMENDED AS ONE OF OUR COORDINATORS OF EL.
SHE WILL DO A FANTASTIC JOB LEADING THOSE EFFORTS AND REALLY EXPANDING UPON EVERYTHING THAT SHE'S BEEN DOING AS A TEACHER SPECIALISTS.
I CAN'T WAIT AND SEE WHAT SHE WILL BE ABLE TO DO WITH FOLKS AT THE ELEMENTARY LEVEL AS WE MOVE THIS FORWARD AT ALL OF OUR SCHOOLS.
I BRING TORY TO YOU THIS NIGHT FOR YOUR CONSIDERATION AS COORDINATOR OF MLL.
>> DO WE HAVE A MOTION TO APPROVE THE RECOMMENDATION?
>> ANY DISCUSSION? ALL IN FAVOR?
>> MOTION PASSES, UNANIMOUS. [APPLAUSE]
>> I JUST WANT TO THANK YOU SO MUCH, AND I REALLY APPRECIATE THIS OPPORTUNITY TO CONTINUE WORK WITH OUR MULTILINGUAL LEARNERS AND THEIR FAMILIES.
I REALLY I'M PASSIONATE ABOUT WHAT I DO.
I LOVE MY TEAM. MY ONE MAN TEAM.
>> CONGRATULATIONS. [APPLAUSE]
>> OUR LAST AND CERTAINLY NOT LEAST RECOMMENDATION TONIGHT FOR THE OTHER COORDINATOR OF MULTILINGUAL LEARNERS IS MS. HEATHER MONTGOMERY.
MS. MONTGOMERY CURRENTLY SERVES AS THE EL LEAD TEACHER IN QUEEN ANNE'S COUNTY.
I HOPE YOU LET YOUR FOLKS KNOW BEFORE COMING TONIGHT. THANK YOU.
[01:40:02]
JUST REALIZE THAT WAS A PHONE CALL I PROBABLY WAS SUPPOSED TO MAKE, BUT IT'S OKAY.THAT'S RIGHT. IT'S BEING RECORDED.
BUT SHE CURRENTLY SERVES AS THE LEAD EL TEACHER IN QUEEN ANNE'S COUNTY AND SUPPORTS FOLKS THERE.
SHE HAS SERVED PREVIOUSLY BEEN AN ELL TEACHER AND INTERESTING TO SEE.
THIS WAS REALLY INTERESTING TO NOTE AND READ THROUGH YOUR APPLICATION IN THE PACKET AND WORKING TO MEET.
YOU STARTED HERE IN GOOD OLD CAROLINE.
SHE HAS CHOSEN TO COME BACK, WHICH IS AWESOME.
I WILL TELL YOU THAT LITERALLY, I DON'T EVEN KNOW HOW LONG THE INTERVIEWS WERE DONE AND I ALREADY HAD TWIG EMAIL ME GO AND CAN YOU TALK TO CRYSTAL.
BECAUSE THAT'S THE IMPACT THAT BOTH OF YOU HAD THAT DAY THAT WE NEED TO ABSOLUTELY REWRITE OUR STAFFING PLAN.
WE NEED TO TOTALLY CHANGE OUR STRUCTURE BECAUSE OF WHAT WE CAN DO FOR OUR MLL KIDS BASED OFF OF WHAT I JUST EXPERIENCED.
THAT'S POWERFUL. I CAN'T RECALL THAT EVER HAPPENING.
NOT JUST MY SHORT TIME IN THIS POSITION IN THE COUNTY AND IT HAS EVERYTHING TO DO WITH THE IMPACT YOU'VE HAD IN QUEEN ANNE, THE IMPACT THAT YOU GUYS TALKED ABOUT COMING IN.
I KNOW THAT'S ONE OF THE THINGS THAT EVERYBODY HERE MAY KNOW.
QUEEN ANNE DEFINITELY HAS A GROWING POPULATION.
MAYBE MASKS FROM FOLKS IN THE OUTSIDE NOT ALWAYS SEEING IT, BUT THERE'S A STRONG GROWING YEAR POPULATION.
THERE'S ALSO A STRONG HISTORIC MIGRANT POPULATION THAT NEEDS AND CONTINUES TO NEED LOTS OF SUPPORT.
WE KNOW THOSE EXPERIENCES WILL HELP YOU TREMENDOUSLY AND HELP US GET BETTER WITH WHAT WE'RE DOING FOR OUR KIDS AS THEY COME IN.
FOR THE BOARD, I DO RECOMMEND THE APPOINTMENT OF HEATHER MONTGOMERY AS OUR SECOND COORDINATOR OF MLL.
>> OUTSTANDING. THANK YOU. DO WE HAVE A MOTION TO APPROVE THE RECOMMENDATION?
>> OKAY. ANY DISCUSSION. ALL IN FAVOR?
WELCOME. CONGRATULATIONS. [APPLAUSE]
>> [INAUDIBLE] HAVE TO SAY SOMETHING.
THIS IS MY PASSION, AND I THINK THAT CAME THROUGH IN MY INTERVIEW.
ALL THE AMAZING THINGS THAT WE CAN DO AND PROBABLY WILL DO FOR OUR POPULATION HERE, SOMETHING TO LOOK FORWARD TO, THIS OPPORTUNITY.
THERE'S NOW PICTURE TIME, SO PLEASE TELL US WHAT YOU WOULD LIKE US TO DO.
YEAH, ON THE OTHER SIDE[OVERLAPPING].
>> OF ALL PEOPLE I DIDN'T EXPECT THAT FROM YOU.
>> THEN NEXT WAY, WE HAVE GOT 12 MORE.
[LAUGHTER] MR. CHAIRMAN IN THE MIDDLE.
THERE WE GO. NO, YOU CAN JUST STAY RIGHT THERE AND IF YOU GUYS COULD GO THIS WAY OVER, ONE MORE.
>> HERE WE GO. PERFECT. THANK YOU.
THEN THERE YOU ARE [LAUGHTER] RIGHT IN THE MIDDLE.
>> THANK YOU SO MUCH. [OVERLAPPING]
>> IF MY FRONT ROW CAN TAKE ONE STEP THAT WAY.
PERFECT. [LAUGHTER]. YOU'LL BE SURPRISED HOW GOOD IT LOOKS. THANK YOU.
>> ERIC IN THE MIDDLE. NOW MR. BARTON.
[01:45:04]
>> NOW YOU CAN [LAUGHTER], THAT'S RIGHT.
>> WE'RE STILL IN THE SAME [INAUDIBLE]
>> LADIES IN THE MIDDLE. TORY, IF YOU COULD STEP ONE THAT WAY.
NO, DON'T ANYBODY MOVE EXCEPT DONNA.
THERE YOU GO. THIS ONE WAS A LITTLE MORE CHALLENGING, THANK YOU.
INTERESTING YOU DID THIS. THANK YOU MS. VERA.
>> THIS WAS NOT IN HER APPLICATION OR HER RESUME, THOUGH IT SHOULD BE.
TORY, YOU WERE THE STUDENT REP TO THE BOARD?
>> WAS MS. DERRYL ON THE BOARD THEN?
>> WE WON'T ASK WHAT YEAR, IT'S UP TO YOU IF YOU WANT TO SHARE. THAT'S VERY COOL.
>> WELL, THANK YOU GUYS VERY MUCH.
MAKES ME VERY EXCITED ABOUT NEXT YEAR.
IF IT WASN'T ALREADY, DEFINITELY AND I THINK WE'RE PUTTING TOGETHER ABSOLUTELY AN AMAZING TEAM TO DO GREAT THINGS FOR ALL OF THE KIDS ACROSS THE COUNTY, SO THANK YOU GUYS VERY MUCH.
BEFORE WE MOVE ON, I THINK THAT MAYBE YOU SHOULD RECOGNIZE YOUR PRINCIPAL GREENSBORO, WHO'S RETIRING AS WELL.
SHE CAME TO THE LAST BOARD MEETING.
SHE DIDN'T EVEN HAVE TO COME AND SHE CAME. THANK YOU FOR THAT.
I WILL AND I WILL SAY, AS I TOLD TORY, YOU WEREN'T HERE FOR THAT EARLIER.
I'LL SAVE MOST OF THIS FOR THE RETIREMENT CELEBRATION, BUT THERE REALLY IS NOT.
I'D LOVE TO BE ABLE TO ROAST YOU [LAUGHTER] BUT YOU CAN'T.
YOU'RE LEAVING SUCH A LEGACY, NOT JUST THE GREENSBORO, BUT ACROSS THE COUNTY, ACROSS WHAT IT MEANS TO REALLY BE A LEADER AT THE SCHOOL.
THE SCHOOL LEVEL, YOU ARE THAT PRINCIPLE THAT UNDERSTANDS HOW TO WORK WITH ALL KIDS.
YOU'RE ALSO THAT PRINCIPLE THAT UNDERSTAND HOW TO WORK WITH ALL STAFF AND YOU'VE ALSO FIGURED OUT HOW TO WORK WITH THE COMMUNITY.
THOSE THREE THINGS ARE REALLY HARD TO PUT TOGETHER ALL THE TIME IN A WAY THAT WORKS LIKE YOU FIGURED IT OUT.
I TRIED TO EXPLAIN THIS TO SOMEBODY THE OTHER DAY.
WHEN TALKING ABOUT THE DAWN LEGACY AT GREENSBORO, LIKE DR. ULRIKE, EVERYBODY LOOKS AT DR. ULRIKE LIKE MR. GREENSBORO.
YOU WERE GREENSBORO, I GET THAT BUT YOU'RE THERE AND THE LEGACY IS ALREADY THERE.
DR. WARS LEGACY HAS BEEN CONTINUED TO BE BUILT BY HIM COMING BACK AND GIVING BACK.
AFTER HIS TIME THERE, YOURS IS THERE WHILE YOU'RE THERE.
I MEAN, I DON'T KNOW IF THAT MAKES SENSE OR NOT, BUT YOU'VE GIVEN SO MUCH TO THE PLACE LIKE NOBODY CAN IMAGINE GREENSBORO WITHOUT YOU OR IMAGINE A GREENSBORO THAT ISN'T TOUCHED EVERY SINGLE ASPECT BY WHAT YOU'VE DONE THERE IN EVERY CAPACITY THAT YOU SERVED AND YOU'RE BETTER FOR IT.
I CAN TELL YOU THE TOWN OF GREENSBORO.
IN EVERY FAMILY THERE AND THE GENERATIONS OF FAMILIES THERE ARE BETTER FOR WHAT YOU'VE DONE THERE.
I'LL SAVE THE REST FOR RETIREMENT THING BUT DAWN YOU'RE GOING TO BE MISSED AND JUST LEAVE SUCH A LEGACY.
THERE'S SO MANY PEOPLE IN THIS ROOM THAT YOU'VE GIVEN ADVICE TO, THAT YOU'VE HELPED.
THEY MAY HAVE HELPED YOU AS WELL, BUT YOU'VE GIVEN A LOT OF ADVICE AND GUIDANCE AND WE HAVE FOLKS IN ADMINISTRATION THAT EITHER WOULDN'T EVER MADE OR WOULDN'T BE IN ADMINISTRATION IF IT WASN'T FOR YOUR ABILITY, YOUR GUIDANCE, YOUR TOUCH, YOUR APPROACH.
[01:50:04]
>> GOSH, WE DIDN'T DO THAT STANDING PART FOR YOU. [OVERLAPPING]
>> I CAME HERE IN 2004 AND I REMEMBER LIKE IT WAS YESTERDAY.
I WORK THE DEGREES PRIOR OF THE INTERVIEW.
AFTER THE INTERVIEW [INAUDIBLE] WILL WALK YOU AROUND.
[INAUDIBLE] I WENT HOME AND I SAID, I WANT TO GO, I WANT TO DO IT.
I'M GOING TO DRIVE OVER THAT BRIDGE EVERY DAY.
>> THAT BRIDGE BEING THE OVER BRIDGE FOLKS.
NOT THE VAPOR [LAUGHTER] THAT'S RIGHT.
>> [INAUDIBLE] IT WAS THE BEST DECISION I MADE, BEING TOGETHER ALL THE TIME.
>> THE MARY JO SITTING THERE THINKING, OH MY GOSH, THIS IS ALL I HAVE TO FOLLOW, BUT YOU JUST HAVE TO BE YOURSELF.
>> MOVING FORWARD, WE HAVE AN MOU TO CONSIDER WITH THE ADMINISTRATORS AND SUPERVISORS ASSOCIATION OF CAROLINE COUNTY, DR. WILLOUGHBY.
>> PRESIDENT BARTON, DR. SIMONS, MEMBERS OF THE BOARD.
THE BOARD IS NEGOTIATING TEAM MET WITH REPRESENTATIVES FROM THE ADMINISTRATORS AND SUPERVISORS ASSOCIATION OF CAROLINE COUNTY TO START THIS YEAR'S MEET AND CONFER PROCESS FOR THEIR MEMORANDUM OF UNDERSTANDING, WE HAVE COME TO AN AGREEMENT WHICH WAS RATIFIED LAST WEDNESDAY UNANIMOUSLY BY ADMINISTRATORS, AND WE SUBMIT THOSE CHANGES TONIGHT FOR YOU FOR YOUR APPROVAL.
>> IF I COULD ASK DR. WILLOUGHBY EXPLAIN ONE ITEM WITHIN THE AGREEMENT.
TRADITIONALLY, THE DOCUMENT MIRRORS THE CERTIFICATED CONTRACT, IN TERMS OF HEALTH INSURANCE, BUT ALSO IN TERMS OF SALARY ADJUSTMENTS.
THE SALARY COMPONENT WITHIN THIS DOCUMENT DOES LOOK A LITTLE DIFFERENT, LIKE WHAT'S IN THE TEACHER'S TO GET YOU TO EXPLAIN.
>> FOLKS, THEY PARALLEL, BUT I WANT TO MAKE SURE THAT EVERYBODY UNDERSTANDS THAT THEY DO PARALLEL AND ONE IS NOT GIVING MORE THAN THE OTHER.
>> I'M GOING TO TRY VERY HARD TO MAKE MY FORMER MATH TEACHER VERY HAPPY.
[LAUGHTER] LAST YEAR, EFFECTIVE JULY 1ST ADMINISTRATORS AGREED THROUGH THEIR MOU PROCESS TO A 2% COLA.
AS WE KNOW, WE WENT THROUGH AN IMPASSE PROCESS WITH TEACHERS.
AT THE END OF THAT IMPASSE PROCESS, WE AGREED THAT EFFECTIVE FEBRUARY 1ST, WE WILL A 4.5% COLA THAT WAS PAID AT MID-YEAR.
MID YEAR AT FOUR-AND-A-HALF MEANS WE'RE REALLY REALIZING, TEACHERS ARE REALLY REALIZING IN THEIR PAYCHECKS A 2.25% COLA OVER THE COURSE OF THE YEAR.
WE HAVE ALWAYS KEPT, AT LEAST FOR RECENT MEMORY THAT AS I SAT ON A DIFFERENT SIDE OF THE TABLE FOR A NUMBER OF YEARS WITH A SACK AND FOLKS, WE'VE ALWAYS KEPT IT ON PAR.
5% ADJUSTMENT TO ADMINISTRATOR PAY, SO 2% ALL YEAR AND 0.
5% FOR HALF A YEAR IS 2.25% ALL YEAR, WHICH MATCHES THE TEACHERS.
WHAT ENDS UP HAPPENING WHEN YOU GIVE A HALF-YEAR OR MID-YEAR COLA INCREASE OF ANY TYPE, IS YOU REALIZE THE REST OF THAT, YOU REALIZE THE BALANCE OF THAT STARTING THAT NEXT YEAR.
JULY 1ST, WHAT WILL HAPPEN IS TEACHERS WILL REALIZE THE REMAINING 2.25% THAT THEY DID NOT REALIZE THIS YEAR.
THEY WILL REALIZE THAT JULY 1ST, ON TOP OF THE 5% COLA THAT WAS NEGOTIATED WITH THE TEACHER CONTRACT THAT YOU GUYS APPROVED IN JUST A COUPLE WEEKS AGO AT YOUR WORK SESSION.
TO KEEP ADMINISTRATORS UP TO THAT THAN JUST KEEP OUR MASTERY, THEY FELT 2.25%, JUST LIKE THEY WOULD THEY GOT A HALF A PERCENT AT MID YEAR.
THEY WILL REALIZE THAT OTHER 0.25% AT JULY 1, AND THAT LEAVES THEM STILL 2% OFF FROM TRULY MATCHING WHAT TEACHERS WOULD HAVE RECEIVED.
THERE'S 2% TO CATCH UP TO MAKE THAT EQUAL AND THEN THE TEACHERS RECEIVE FIVE, SO ADMINISTRATORS RECEIVE FIVE.
IT'S JUST THAT ADMINISTRATORS ARE RECEIVING IT ALL AT ONCE, JULY 1, WHERE TEACHERS NEGOTIATED A PORTION OF IT EFFECTIVE FEBRUARY 1ST AND A PORTION OF IT EFFECTIVE JULY 1ST, BECAUSE OF TWO DIFFERENT NEGOTIATING CYCLES.
BUT THAT'S HOW THE MATH WORKS AND WHY THINGS ARE HAPPENING.
AS YOU DO MID YEAR INCREASES, YOU REALIZE HALF OF THE VALUE, AND THEN THE REST OF THE VALUE GETS REALIZED EFFECTIVE JULY 1ST.
[01:55:04]
EVERYTHING ELSE IN HERE MATCHES AND THERE IS JUST AN INCREASE WITH TRAVEL, STIPEND REIMBURSEMENT AS THE PRICE OF GAS AND TRANSPORTATION CONTINUES TO RISE.JUST SO THAT YOU KNOW WHAT THAT REPRESENTS FOR OUR ADMINISTRATORS THAT HAVE MULTI-SCALE ASSIGNMENTS, THIS NUMBER REALLY TRULY REPRESENTS DRIVING AROUND 19 MILES A DAY.
IF AN ADMINISTRATORS HOUSE HERE, THE CENTRAL OFFICE AND THEY DRIVE TO FEDERALBERGHI AND BACK.
THIS IS REALLY A 19 MILE A DAY.
THAT'S HOW THE MATH WORKS OUT WHEN YOU DO IT BY THE IRS TRAVEL RATE.
>> THAT'S STIPEND IS ONLY FOR ADMINISTRATORS AND SUPERVISORS BUT MULTI-SCHOOL ASSIGNMENTS.
>> CORRECT. IF YOU'RE A BUILDING BASE PERSON, YOU WOULD NOT RECEIVE THAT SLIGHT, BUT BECAUSE YOU ARE GOING TO YOUR BUILDING EACH DAY, IT'S FOR THE MULTI-SCHOOL ASSIGNMENT FOLKS.
THAT'S FOR IN COUNTY TRAVEL OUT OF COUNTY TRAVELS STILL PAY THE IRS RATE.
>> WE HAVE A MOTION TO APPROVE THE MOU.
>> FURTHER DISCUSSION OR QUESTIONS? WILL CALL FOR A VOTE. ALL IN FAVOR?
>> ANY OPPOSED? WE HAVE A UNANIMOUS BOARD ZERO APPROVAL.
>> WE DO, AND I THINK RACHEL, WE HAVE COPIES FOR DAWN TO SIGN OR I CAN RUN AND MAKE SOME COPIES WHILE WE DO THE NEXT ONE.
[OVERLAPPING] LOOKS LIKE WE ARE READY TO TALK ABOUT THE OPERATING BUDGET.
IF THAT'S CONSIDERED A PODIUM.
>> THE CENTER OF OUR ATTENTION.
>> YES. NUMBERS. RACHEL, IF YOU CAN PULL UP THE BUDGET SUMMARY FIRST BEFORE WE GET TO THE MONSTER? GOOD EVENING, PRESIDENT BARTON, MEMBERS OF THE BOARD, DR. SIMMONS, YOU HAVE BEFORE YOU THE FINAL VERSION OF THE BUDGET SUMMARY AND THE BUDGET DETAIL FOR FY 2024 OPERATING BUDGET.
AS I GO THROUGH THIS, PLEASE FEEL FREE TO STOP ME AT ANY POINT AND ASK QUESTIONS INSTEAD OF JUST WAITING TILL THE END.
THAT WAY, IT'S EASIER TO ADDRESS.
THIS VERSION OF THE BUDGET SUMMARY IS BASICALLY THE SAME AS WHAT YOU SAW LAST MONTH.
THERE ARE ONLY A FEW CHANGES AND THOSE CHANGES ARE HIGHLIGHTED IN YELLOW.
THE FIRST CHANGE IS THE LOCAL COUNTY APPROPRIATION.
AS I MENTIONED LAST MONTH, WE'RE VERY BLESSED THAT THE COUNTY COMMISSIONERS CHOSE TO FUND US ABOVE MAINTENANCE OF EFFORT FOR FY 24.
TECHNICALLY, THEY COULD HAVE DECREASED THE ALLOCATION FROM OUR CURRENT YEAR ALLOCATION.
ACTUALLY, I THOUGHT THEY WERE JUST GOING TO HOLD IT THE SAME.
WHAT THEY DID WAS THEY ROUNDED UP.
WE'RE GETTING AN EVEN $16,081,000, WHEREAS IN OUR PREVIOUS VERSION, I CARRIED IT OUT TO THE DOLLAR, JUST ME BEING THE WAY I AM.
[LAUGHTER] WE GOT AN INCREASE THERE OF $168 WHEN I CONFIRM THE NUMBER WITH THEM A COUPLE OF WEEKS AGO.
THAT $168 ALL WENT TO THE SALARY AND BENEFIT ENHANCEMENT LINE ITEM.
THE OTHER CHANGE, YOU'RE GOING TO SEE A CHANGE IN THE STATE A, WHICH IS LINE NUMBER 3, AND ALSO A CHANGE IN LINE NUMBER 27.
THIS IS BASICALLY JUST A WASH. WHAT HAPPENED WAS THERE ARE TWO BLUEPRINT PROGRAMS, THE CAREER LADDER, AND A TRANSITIONAL SUPPLEMENTAL INSTRUCTION PROGRAM, THAT ONCE I HAD PARTICIPATED IN SOME OF THE CFO CALLS AND RACHEL HEIST FROM THE AIB GAVE FURTHER EXPLANATION.
I FELT LIKE I NEEDED TO PULL THESE OUT OF OUR UNRESTRICTED OPERATING BUDGET AND MAKE THEM RESTRICTED JUST SO THAT WE FOR TRACKING PURPOSES AND THESE DOLLAR AMOUNTS WILL FLUCTUATE FROM YEAR TO YEAR.
IT'S REALLY GOING TO MESS UP OUR UNRESTRICTED OPERATING BUDGET IF WE LEAVE THEM IN THERE.
I JUST THOUGHT IT WAS CLEANER TO ACCOUNT FOR THEM.
I JUST DECREASED THE STATE REVENUE BY THAT AMOUNT AND THEN ALSO DECREASED LINE ITEM NUMBER 27 BY THE SAME AMOUNT.
LIKE I SAID, IT WAS JUST A WASH.
IT'S JUST A MATTER OF SHUFFLING.
AS YOU'LL SEE, THERE WERE NO OTHER CHANGES TO THIS BUDGET SUMMARY.
THE BIGGEST LINE ITEM IS THE MID-YEAR SALARY INCREASE THAT WE HAD TO ACCOUNT FOR BECAUSE THE TEACHERS WILL AS MR. WILLOUGHBY JUST SAID, THE TEACHERS WILL REALIZE THAT AMOUNT JULY 1 AND ALSO,
[02:00:04]
LINE NUMBER 31, WHICH IS THE NEGOTIATED SALARY AND BENEFITS ENHANCEMENTS.THIS HAS ALWAYS BEEN THE BOARD'S NUMBER 1 PRIORITY THAT'S WHY IT IS THE NUMBER 1 ADDITION.
IT'S A LARGE AMOUNT FOUR MILLION, A LITTLE OVER $4 MILLION.
I WOULD LIKE TO MENTION IT'S NOT SPECIFICALLY SPELLED OUT BUT LINE NUMBER 26, WE TALKED ABOUT THIS EARLIER, THE MONEY FOR THE WORKFORCE INVESTMENT BOARD.
WE HAVE TO SET ASIDE A CERTAIN AMOUNT, $62 TIMES OUR ENROLLMENT, AND THAT'S WHAT IT COMES TO.
TEN PERCENT OF THIS MONEY WILL BE GOING TO THE WORKFORCE INVESTMENT BOARD, AND THE REMAINDER WILL BE STAYING WITH US TO FUND THREE POSITIONS ONE OF THEM BEING THE COORDINATOR OF CTE, WHICH YOU JUST HEARD ANNOUNCED EARLIER, AND THEN ALSO A PATHWAY'S COACH AND A COLLEGE AND CAREER COACH.
THESE ARE POSITIONS THAT THROUGH THE BLUEPRINT, WE ARE REQUIRED WITH THAT PILLAR TO HAVE THESE POSITIONS IN PLACE.
IN ADDITION TO THESE WORKFORCE INVESTMENT BOARD POSITIONS, THIS BUDGET REPRESENTS AN ADDITIONAL SEVEN TEACHING POSITIONS AN EL ASSISTANT, A MAINTENANCE FOREMAN, AND A PART-TIME CUSTODIAN.
THOSE ARE ALL ADDITIONAL POSITIONS THAT ARE BEING ADDED.
WE ALSO HAVE SOME POSITIONS WHICH IS LINE NUMBER 25 WHERE IT SAYS SALARY LABS ASSOCIATED WITH RETIREMENTS AND POSITIONS BEING REDESIGNED.
THAT'S THE FUNDING WHERE WE REPURPOSE MONEY FROM A TEACHER SPECIALIST AND A SUPERVISOR POSITION TO FUND TWO COORDINATORS OF I HAD EL BUT NOW IT'S CHANGED.
THE TERMINOLOGY HAS CHANGED [LAUGHTER].
I NEED TO GET UP WITH THE TIMES.
THEN ALSO MRS. ANTHONY'S POSITION, THE DIRECTOR OF SPECIAL PROGRAMS AND STUDENTS SERVICES, HAS ALSO BEEN REPURPOSED AND IS FUNDING THE SUPERVISOR OF DATA AND RESEARCH.
IF YOU'VE SEEN OUR ORGANIZATIONAL CHART, THAT'S WHERE THE FUNDING FOR THOSE POSITIONS HAS COME FROM, IT'S JUST POSITIONS THAT HAVE BEEN REPURPOSED.
WITH THAT BEING SAID, WE HAVE A BALANCED BUDGET, IT'S IN GREEN.
ADDITIONAL REVENUE OF $7,871,918.
WITH ALSO ALL OF THE COST OF DOING BUSINESS INCREASES, THE BLUEPRINT INCREASES AND THE ADDITIONS COMING TO THE SAME AMOUNT.
>> IT WENT UP BECAUSE THE ENROLLMENT. GOT IT.
>> YES. THIS BUDGET SUMMARY REFLECTS THE CHANGES FROM OUR CURRENT YEAR GENERAL FUND OPERATING BUDGET AND NEXT YEAR'S GENERAL FUND OPERATING BUDGET.
ANY CHANGE WILL BE LISTED ON HERE RATHER, THE APPLE COMPUTER LEASE IS COMING OFF, SO THAT'S A DECREASE, AND THEN ALL THE REST ARE INCREASES THAT ARE BEING ADDED TO OUR FY 2024 OPERATING BUDGET.
I JUST WANT TO NOW GO THROUGH THE BUDGET DETAIL.
I WON'T BORE YOU WITH A BUNCH OF NUMBERS BECAUSE IT IS A LENGTHY 93-PAGE, MASSIVE DOCUMENT.
BUT I CAN ASSURE YOU NOTHING JUST APPEARED OUT OF NOWHERE, IT IS ALL FROM THE BUDGET SUMMARY THAT YOU'VE SEEN AT PREVIOUS BOARD MEETINGS.
THIS OPERATING BUDGET DOES INCLUDE NOT ONLY OUR GENERAL FUND BUT ALSO OUR SCHOOL CONSTRUCTION FUND AND OUR FOOD SERVICES FUNDS.
THIS DOCUMENT ENCOMPASSES ALL OF OUR CAPITAL PROJECTS AND FOOD SERVICES DEPARTMENT AS WELL.
RACHEL, IF YOU DON'T MIND SCROLL IN THE PAGE 3 OF THE PDF.
THIS IS OUR REVENUE PAGE AND I JUST WANTED TO MENTION THAT THE STATE REVENUES, OUR STATE REVENUE IS FORMULA BASED, IT'S BASED ON ENROLLMENT, FARMS DATA, AND ALSO OUR COUNTY WEALTH.
IF YOU LOOK DOWN THE TOTAL UNRESTRICTED STATE AND LOCAL REVENUE, IS THE SAME FIGURE THAT MATCHES THE BUDGET SUMMARY THAT'S $7,871,918 IN NEW REVENUE.
[02:05:05]
ALSO, IF YOU LOOK FURTHER DOWN, YOU'RE GOING TO SEE A DECREASE IN RESTRICTED FEDERAL REVENUES.I JUST WANTED TO MENTION THAT THE REASON FOR THAT IS BECAUSE WE HAVE A LOT OF THE CARES 1 AND CARES 2.
FUNDING STREAMS HAVE ENDED SO THAT FEDERAL COVID REVENUE WAS COMING OFF THE BOOKS SO THAT'S WHY THERE'S A DECREASE THERE.
WITH THAT BEING SAID, THE FY 2024 GENERAL FUND OPERATING BUDGET IS A TOTAL OF AROUND $113 MILLION.
THIS IS NOW EVEN OUR LITTLE CAROLINE COUNTY, WE'VE GOT $113 MILLION RUNNING THROUGH OUR GENERAL FUND.
THAT'S JUST OUR GENERAL FUND THAT DOESN'T INCLUDE ANY CAPITAL PROJECTS OR THE FOOD SERVICES FUND.
IF YOU LOOK AT THE PIE CHART AT THE BOTTOM, YOU'LL SEE THAT MOST OF OUR REVENUE IS COMING IN FROM THE STATE.
OUR STATE UNRESTRICTED REVENUE ACCOUNTS FOR APPROXIMATELY 65%, WHEREAS OUR COUNTY APPROPRIATION ACCOUNTS FOR ONLY ABOUT 14%.
THAT'S BECAUSE CAROLINE COUNTY DOES NOT HAVE THE TAX BASE.
THE MOST OF THE OTHER COUNTIES DO, WE'RE NOT WEALTHY.
A LOT OF STATE FUNDING FOR FORMULAS ARE WEALTHY CLIENTS, SO WE HAVE A LOT MORE MONEY COMING IN FROM THE STATE.
>> JUST A NOTE THERE THAT WE REMAIN THE HIGHEST-FUNDED ITEM IN THE COUNTY.
>> YES. THAT'S CORRECT. WE DO.
>> EVEN THOUGH IT DOESN'T LOOK LIKE A LOT HERE, IT'S A BIG CONTRIBUTION FOR THAT.
>> OUR COUNTY COMMISSIONERS DO WHAT THEY CAN.
>> IT IS AMAZING WHAT THEY'RE ABLE TO DO ABOUT THAT.
THIS ONE'S SIDEWAYS. THE ONE BEFORE THAT. ONE DOWN, THAT ONE.
I JUST WANTED TO MENTION THIS LAYS OUT ALL OF THE CATEGORIES, AND I DON'T USE THESE CATEGORIES.
THE STATE MANDATES HOW WE HAVE TO ACCOUNT FOR ALL OF OUR EXPENDITURES.
YOU'LL SEE THE CATEGORIES DOWN THE LEFT-HAND SLIDE.
BUT THE SECOND COLUMN IS THE SALARIES AND WAGES.
I JUST WANTED TO MENTION HERE THAT SALARIES AND WAGES ACCOUNT FOR 61 PERCENT OF OUR OPERATING BUDGET.
THEN IF YOU ADD THE BENEFITS ON TOP OF THAT, SO YOU HAVE SALARIES AND BENEFITS, OVER 80 PERCENT OF OUR OPERATING BUDGET GOES TO SALARIES AND BENEFITS.
IT'S NOT LIKE WE HAVE MUCH DISCRETIONARY FUNDING OR PLAY MONEY THAT WE CAN DECIDE WHAT TO DO WITH, IT'S ALL GOING TO SALARIES AND BENEFITS.
I'LL TRY NOT TO BORE YOU THE REST.
THE MEAT OF THE BUDGET, IT'S JUST THE DETAIL FOR WHAT YOU'VE SEEN ON THE BUDGET SUMMARY.
SOME OF THE SALARY FLUCTUATIONS, IF YOU LOOK THROUGH THERE, MAY SEEM EITHER LARGER OR SMALLER THAN WHAT WAS NEGOTIATED, BUT THAT'S BECAUSE I'M TRYING TO TRUE IT UP TO ACTUAL EXPENDITURES FROM THE CURRENT YEAR SO THAT NEXT YEAR'S BUDGET IS IN LINE WITH WHERE IT SHOULD BE.
IT WASN'T THAT SOMEBODY WAS GETTING MORE MONEY THAN WHAT WAS AGREED UPON OR ANYTHING LIKE THAT.
I ALSO WANTED TO MENTION THAT EACH SCHOOL GETS A PER STUDENT ALLOTMENT, WHICH WE CALL A BLOCK GRANT.
SO THIS IS MONEY THAT GOES TO THE SCHOOL FOR THEM TO SPEND AS THEY SEE FIT THE PRINCIPAL AND THE SCHOOL IMPROVEMENT TEAM DECIDE HOW THAT MONEY SHOULD BE SPENT.
WE DON'T CONTROL THAT MONEY UP HERE, IT'S AT THEIR OWN DISCRETION.
NEW NEXT YEAR IF THIS BUDGET IS APPROVED, IS THE PBIS PER STUDENT ALLOTMENT, WHICH WILL ALSO GO TO THE SCHOOLS FOR THEM TO SPEND AT THEIR DISCRETION.
WHEREAS IN THE PAST IT'S BEEN HANDLED UP HERE.
JUST FROM WHAT I'VE SEEN, THEY HAVEN'T SPENT THEIR MONEY PROBABLY BECAUSE THEY HAD TO JUMP THROUGH HOOPS.
I'M ASSUMING THE SCHOOLS HAD TO JUMP THROUGH HOOPS TO EXPLAIN HOW THEY WERE SPENDING IT.
ANYWAY, AS DISTRIBUTING IT TO THE SCHOOL, I THINK WILL BE A-, AND THANK YOU FOR COMING UP WITH THAT SUGGESTION, MRS. GIACOMO.
TOWARDS THE END OF THE BUDGET ON PAGE 87, BUT YOU DON'T HAVE TO NECESSARILY SCROLL THERE, IT LISTS ALL OF OUR FEDERAL AND STATE RESTRICTED GRANTS THAT WE KNOW ABOUT AT THIS TIME.
THERE WILL BE MORE THAT COME ALONG AFTER THE BUDGET WAS DEVELOPED.
BUT AT THIS POINT IN TIME, THESE ARE THE GRANTS THAT WE KNOW ABOUT.
I KNOW WE'VE APPLIED FOR OTHERS, BUT WE'RE STILL WAITING TO HEAR WHETHER OR
[02:10:01]
NOT OUR APPLICATION WAS APPROVED AND THAT THING.THEN WE ALSO HAVE OUR CAPITAL PROJECTS BUDGET THAT'S ON PAGE 91.
WE HAVE THREE CAPITAL PROJECTS COMING UP THAT ARE SPLIT FUNDED BY BOTH THE COUNTY COMMISSIONERS AND THE STATE, AND THAT'S THE FEDERAL ELLSBERG ROOF, THE NORTH HIGH ROOF, AND THE PRESTON ROOF.
WE'RE IN THE ROOFING BUSINESS NEXT YEAR.
[LAUGHTER] THE COUNTY COMMISSIONERS COUGHED UP A LOT OF MONEY TO ASSIST WITH THESE ROOFING PROJECTS BECAUSE IT IS A FUNDING FORMULA.
THE STATE WON'T GIVE YOU THE MONEY UNLESS THE LOCALS COME UP WITH THEIR PERCENTAGE.
THE COUNTY DID HAVE TO COME UP WITH THE FUNDING TO COVER THOSE PROJECTS SO THAT WE CAN MOVE FORWARD AND THAT'S A LOCAL COST OF $1.4 MILLION.
THAT WAS NO SMALL CHANGE THAT THE COUNTY COMMISSIONERS HAD TO COME UP WITH.
THEN FINALLY, AT THE VERY END, YOU'LL SEE OUR FOOD SERVICES OPERATING BUDGET.
THE FOOD SERVICES HAS THEIR OWN SEPARATE CHART OF ACCOUNTS, THEY OPERATE ON THEIR OWN INDEPENDENTLY OF THE BOARD'S GENERAL FUND OPERATING BUDGET.
THEY RUN LIKE A BUSINESS, BUT WITHOUT A FOR PROFIT MOTIVE OR THEY'RE NOT OUT THERE TRYING TO EARN REVENUE, THEY'RE JUST TRYING TO MAKE ENDS MEET.
BETH BREWSTER AND THE FOOD SERVICES DIVISION [OVERLAPPING].
>> BUT THEY GET THE RACE WITH EVERYBODY ELSE?
>> CORRECT, THEY DO. YES. THEY DO.
WITH ALL STUDENTS EATING, THE FEDERAL REVENUE COMING IN HAS SUBSTANTIALLY INCREASED.
I NOTICED WHEN I WAS PUTTING THIS TOGETHER, THE STUDENT PAYMENTS HAVE DROPPED OFF BECAUSE THAT'S JUST THE ILO CARP STUFF THAT THE STUDENTS ARE PURCHASING.
STUDENTS AREN'T HAVING TO PURCHASE THEIR MEALS ANYMORE BECAUSE THE MONEY IS COMING IN FROM THE FEDERAL GOVERNMENT.
>> IT'S MORE LIKE AN ENTERPRISE PROGRAM.
>> WHAT HAPPENS IF THEY DO MAKE MONEY?
>> INTERESTING THAT YOU ASK THAT.
LAST YEAR THEY MADE QUITE A BIT BECAUSE ALL STUDENTS WERE EATING FOR FREE AND WE WERE GETTING RATE FROM THE FEDERAL GOVERNMENT.
AT THE END OF THE YEAR, WE GET NOTIFIED THAT WE'RE OUT OF COMPLIANCE BECAUSE WE EARNED TOO MUCH MONEY.
[LAUGHTER] I'VE GOT THE NOTES.
I SAID WHO IS YELLING AT US FOR HAVING TOO MUCH MONEY IN RESERVES? BECAUSE I WAS ARGUING THE POINT THAT SALARIES ARE INCREASING, INFLATION, THE COST OF FOOD, EVERYTHING'S GOING UP.
I'M LIKE, HOW CAN YOU HAVE TOO MUCH MONEY IN RESERVES IN A YEAR WHERE WE HAD ALL THE MONEY COMING IN? MR. MANGOLO AND THE SUPERVISOR OF FOOD SERVICES, BETH BREWSTER, HAD TO ACTUALLY WRITE AN ACTION PLAN TO SAY HOW THEY'RE GOING TO GET THAT DOWN.
>> IT'S A GOOD PROBLEM THOUGH.
>> ME BEING CONSERVATIVE, I'M LIKE WE'RE GOING TO NEED THIS MONEY, BUT THAT I HAD COME UP WITH A CORRECTIVE ACTION PLAN.
>> FOR ALL OF OUR TIME, MY TIME, BILL'S TIMES AND WHEN BETH FIRST CAME ON AND AARON PROBABLY THE CALLS FROM MANY YEARS AGO, THERE WERE TIMES FOOD SERVICES WERE RUNNING IN THE RED.
>> IT'S IS THE OPPOSITE END OF THE NOW. [OVERLAPPING] WHAT IS THE OPPOSITE END OF THAT [OVERLAPPING]
>> BUT EVERYTHING IS INCREASING.
WE HAD TO ACCOUNT FOR THE $15 MINIMUM WAGE.
FOOD COSTS, EVERYTHING'S GOING UP.
>> YOU GUYS WON'T LET US BILL. WE HAD A LOT OF GOOD CONVERSATION AROUND THE COST OF LETTUCE, BUT YEAH
>> THE KIDS ARE EATING CRABS. WHAT SORT OF CRABS?
>> WELL, THEN I GUESS THE THING I'M NOT GOING TO GET MY AGE AWAY, BUT WHAT THE HECK? FOOD IS GOOD IN THE CAFETERIA NOW.
[LAUGHTER] WHEN I WAS A TEACHER, BAKED POTATO DAY, I WAS THERE.
WHEN I WENT TO SCHOOL, DONNA PACKED HER OWN LUNCH BECAUSE IT WAS DISGUSTING. IT WAS HARD FOR US.
NOT ONLY ARE THEY MAKING MONEY, THE FOOD IS ACTUALLY GOOD.
DID YOU GUYS KNOW THAT? I'M IMPRESSED. THAT'S ALL I'VE GOT TO SAY.
>> THAT'S WHY THEY HAD FOOD FIGHTS IN MY CAFETERIA.
IT WASN'T WORTH EATING SO THEY THREW IT.
>> WHAT THAT DOES IT'S INCREDIBLE.
I MEAN, ALL THE PEOPLE UNDERNEATH IT ALL.
IT REALLY IS AMAZING WHAT THEY DO.
>> THAT'S PRETTY MUCH OUR OPERATING BUDGET IN A NUTSHELL.
I JUST WANT TO MENTION JUST SO IT'S ON YOUR RADAR.
WITH THE CURRENT NEGOTIATED AGREEMENT, IT PUTS THE STARTING SALARY FOR TEACHERS AT AROUND $53,000, SO WE'RE STILL 13 PERCENT AWAY FROM THE 60,000 THAT WE HAVE TO GET TO.
[02:15:02]
>> WE MADE GREAT STRIDES THIS YEAR, BUT WE'VE STILL GOT A LONG WAY TO GO.
>> WE HAVE HIGH HOPES IN THE NEGOTIATIONS.
>> WHEN DO WE HAVE TO START SAYING, OKAY, THIS LIGHT BULB GOES TO THE SCHOOL?
>> NOT THIS BUDGET THAT YOU'RE GETTING READY TO APPROVE, BUT THE FY2025 BUDGET.
>> WE HAVE TO BE MAKING OUR PLANS [OVERLAPPING].
>>WE ACTUALLY HAVE TO SUBMIT OUR PLAN NOW AND SAY OUR TIMELINE, WHICH I'VE BEEN MIGRATING EVERYTHING OVER AS I'M ABLE TO.
BUT THERE ARE CERTAIN THINGS THAT ARE VERY DIFFICULT.
WELL, LET'S PICK A BIGGER TICKET ITEM LIKE A LAPTOP.
TECHNOLOGY ORDERS LOTS OF LAPTOPS.
WELL, NOW WE GOT TO PARSE THEM OUT HOW MANY ARE GOING TO EACH SCHOOL AND THEN PUT ALL OF THOSE ACCOUNT CODES FOR EACH, SO YOU'RE GOING TO HAVE 10 ACCOUNT CODES.
>> IS JUST A LOT MORE PAPERWORK?
>> IT'S A LOT MORE. I'M NOT TO OVERHAUL THE WHOLE BUDGET AND THEN THERE'S A LOT MORE ACCOUNTING.
EVEN SAY IT SAY ACCOUNTS [OVERLAPPING]
>> WE'RE GOING TO NEED MORE PEOPLE.
>> EVEN ACCOUNTS PAYABLE INSTEAD OF KEYING IN [OVERLAPPING]
>> WELL, WE'VE ADDED SOME ADDITIONAL POSITIONS AND WE VERY WELL COULD BE IN A POSITION TO ADD MORE AS THIS BUILDS OUT.
THAT'S WHY WE ADDED THE GRANTS ACCOUNTANT AS WE START BRINGING MORE OF THIS IN.
>> RIGHT. BECAUSE I CAN'T REALLY COMPREHEND.
>> WE HAVE OUR ACCOUNT NUMBER IS CURRENTLY 18 DIGITS AND SO WHEN OUR ACCOUNTS PAYABLE PERSON KEYS IN THAT NUMBER, SHE'S KEYING IN 18 DIGITS.
IF SHE HAS TO KEY IN THAT ACCOUNT NUMBER FOR EVERY LOCATION THAT WE HAVE THAT MULTIPLIES.
>> IT'LL BE HARDER, TOUGHER AUDIT ALSO INSTEAD OF LOOKING AT ALL THE MOVING PARTS.
>> WHICH IS THEIR PLAN. [LAUGHTER]
>> WE'LL GET THERE. [LAUGHTER]
>> WITH THAT, ARE THERE ANY QUESTIONS ABOUT THE BUDGET THAT I'VE JUST PRESENTED?
>> THANK YOU FOR MAKING IT UNDERSTANDABLE.
>> I AM WORKING ON TRYING TO GET IT SO THAT IT'S NOT A NINETY-THREE-PAGE DOCUMENTED.
>> THIS CHAPTER IS FORMED FOR A LONG AND SO CHOOSING THAT MAKES IT EASIER. [OVERLAPPING]
>> YOU HAVEN'T SURPRISED [OVERLAPPING]
>> THERE AREN'T ANY SURPRISES.
YOU'VE SAID 80 PERCENT OR THEREABOUTS, THE SALARY AND BENEFITS.
IF ANYTHING WERE EVER TO HAPPEN, THINKING RECESSION, DEEP CUTS THROUGH A BUDGET, PEOPLE JUST NEED TO UNDERSTAND WHAT THAT MEANS.
IF 80 PERCENT OF YOUR BUDGET IS IN PEOPLE, WHEN YOU TAKE A DEEP BUDGET HIT, IT'S PEOPLE.
IN A SCHOOL SYSTEM, PEOPLE ARE REDUCED.
WHAT ULTIMATELY HAPPENED WITH THE STUDENTS? IS THAT LARGELY CLASSES WORK? WHAT DOES THAT? YOU ALL UNDERSTAND WHAT THAT TRANSLATES TO.
THAT SHOWS THE REALITY OF THE SITUATION.
YOU HAVE A LABOR-INTENSIVE ORGANIZATION AND YOU SUFFER A FINANCIAL LOSS, DEEP RECESSION, AND WE'VE HAD THOSE IN THE PAST.
IT HITS YOUR WORKFLOW. WHETHER IT'S THEIR SALARIES ARE CUT OR POSITIONS ARE CUT.
THERE'S NO RECESSION HITTING US RIGHT NOW.
BUT IT'S SOMETHING TO KEEP IN MIND AND KEEP OUR EYE ON.
>> I KNOW YOU DO. WELL, THAT SAD POTENTIAL FORECAST.
[LAUGHTER] THERE'S NONE COMING THAT WE KNOW.
DO WE HAVE A MOTION TO APPROVE THE BUDGET?
>> ANY FURTHER COMMENTS OR QUESTIONS? ERIN, YOU'RE ON THE HOT SEAT.
>> I JUST NEED SOME SIGNATURES FOR US, BUT YOU CAN STAND [OVERLAPPING]
>> IN WHAT SHE'S BRINGING UP THANK YOU TO AARON, THANK YOU TO EVERYBODY WHO'S HAD A HAND IN DEVELOPING THIS BUDGET.
ROB, TARA, LINDSEY, TWIG, BILL.
I'M SURE I'M MISSING OTHER FOLKS.
CRYSTAL, LIZ, CLARISSA AS WE'RE LOOKING AT INDIVIDUAL PROGRAMS. THANKS TO EVERYBODY WHO'S HAD A HAND IN THIS AND DOES NOT HAPPEN OVERNIGHT.
THANKS FOR PRINCIPLES FOR BEING UP FRONT WITH THEIR NEEDS.
IT LITERALLY STARTS IN OCTOBER TO GET TO THIS POINT AND WE'LL START IT AGAIN IN OCTOBER.
>> THAT MEANS YOU DON'T HAVE ANYTHING TO DO UNTIL OCTOBER?
>> DEALING WITH AUDITORS ALL SUMMER [LAUGHTER]. [OVERLAPPING]
>> ALSO A NEW YEAR'S EVE PARTY ON JUNE 30TH. HAPPY NEW YEAR.
>> WELL, IT'S AMAZING JOB WHEN YOU'RE TALKING ABOUT THIS YEAR'S BUDGET TOO.
TRACKING AND HOW WELL YOU'VE DONE A TERM TO YOUR PERCENTAGE OF EXPENDITURE AND YOU'D GET SO WELL-INFORMED.
YOU'RE TRACKING IT, YOU'RE MANAGING IT, THIS NOT EASY TO DO, AND CONSOLE THE NEW BUDGET REFLECTS THEIR CONNECTION TO THE CURRENT BUDGET,
[02:20:03]
TOTALLY UNDERSTOOD. THANK YOU.>> QUICKLY, IF WE'RE AIRING GETS INTO THE NEXT THING IS, A BUDGET OF OUR SIZE OVER $100,000,000 BUDGET.
DON'T WANT TO SAY IT'S STEALING AND DART, BAD ANALOGY.
THERE'S A LOT OF WORK THAT GOES INTO IT.
BUT WHEN WE'RE PROVING A BUDGET TONIGHT, [NOISE] AND LITERALLY WE ARE THROWING A DART AND TRYING TO ASSUME WHAT ALL IS GOING TO HAPPEN OVER THE NEXT 12 MONTHS, INTO LAND AS CLOSELY AS WE DO YEAR AFTER YEAR, WITHIN A VERY SMALL MARGIN.
[NOISE] THAT GOING OVER, IT'S IMPRESSIVE AND IT IS DUE TO THE HARD WORK FOR EVERYBODY TO MAKE SURE WE LAND AT THAT POINT AND YEAR AFTER YEAR, WE'RE COMING IN RIGHT WHERE WE NEED TO BE.
>> AS I WAS SAYING BEFORE, YOU COULD EASILY HAVE COME IN TONIGHT AND TO LOWER 101 PERCENT OF OUR [LAUGHTER] BUDGET AND WE'RE GOING TO HAVE TO GO INTO FUND BALANCE OR WHATEVER.
WELL SAID [INAUDIBLE] IT ISN'T HAPPENING.
THAT'S NOT AN EASY ACCOMPLISHMENT AND IT'S NOT TO BE TAKEN FOR GRANTED.
>> YES. IT'S A WHOLE TEAM THAT GETS US TO WHERE WE NEED TO BE.
>> YEAH. NEXT UP IS THE REQUESTED END OF THE YEAR FISCAL PURCHASE. IF YOU WANT THAT. [OVERLAPPING]
>> [INAUDIBLE] SURE. AS I MENTIONED EARLIER WHEN I DID THE FINANCE REPORT, WE ARE IN THE FINAL MONTH OF THE CURRENT FISCAL YEAR AND MY ANALYSIS SHOWS THAT THERE ARE FUNDS AVAILABLE TO PURCHASE ONETIME ITEMS THAT ARE NEEDED AT VARIOUS LOCATIONS THROUGHOUT THE DISTRICT.
MANY OF THESE ITEMS WERE IDENTIFIED AS PART OF THE FISCAL YEAR FY 2024 BUDGET DEVELOPMENT PROCESS, THE BUDGET THAT YOU JUST APPROVED.
BUT THERE WAS NOT ENOUGH FUNDING TO COVER THE COST OF THESE ITEMS. SINCE THEY ARE LARGER ITEMS THAT AREN'T BUDGETED AND THEIR ONETIME COSTS, WE'RE REQUESTING THAT YOU APPROVE THIS LIST OF YEAR-END PURCHASES AND SOME OF THEM YOU'VE ALREADY HEARD ABOUT FROM MR. MANGO EARLIER.
HE'S EAGER TO GET A JUMP-START ON THE DETECTORS, THE SIDEWALKS, AND CONTROLS, THE BLEACHERS.
I DON'T KNOW IF YOU MENTIONED THE COURTYARDS?
>> LET'S SAY LVT [OVERLAPPING]
>> LUXURY VINYL TILE. LUXURIES [INAUDIBLE]
>> THAT IS RITUALLY ELEMENTARY SCHOOL.
WELL, THE HOUSE WHERE WE'RE GOING TO PUT THE WEATHER STATION.
>> I JUST GOT SOMEBODY'S HOUSE GETTING THE BUDGET [LAUGHTER]
>> WE DID PURCHASE OR INHERIT. I'M NOT SURE.
WE'VE HAD IT ON THE BOOKS FOR THEM.
>> HOW MANY BE-FORT ARE THERE IN YOUR SECONDARY SCHOOLS?
>> I'M JUST GOING WITH YOU, GO AHEAD I HAVE NO IDEA.
>> I HEARD THE NUMBER 36 FROM WHO HE'S TALKING ABOUT.
>> THAT'S A PRETTY DECENT NUMBER THEN.
>> THE QUOTE CAME IN REALLY WELL AND IT WAS VERY GOOD QUOTE.
IT'S A ONETIME PURCHASE WITH US DOING THINGS THAT END OF THE YEAR.
IT'S GOT TO BE A ONETIME PURCHASE CAN'T BE ONGOING.
WE WERE ABLE TO GET A ONETIME PURCHASE AND SUPPORT FOR THE LICENSE OVER THE LIFETIME.
THROUGH THIS, WHERE WE WEREN'T ABLE TO GET THAT THROUGH OTHERS.
BUT BECAUSE OF THE FUNDING SOURCE, WE WERE ABLE TO SECURE THAT PIECE OF IT, SO THEY WILL BE MAINTAINED AND SUPPORTED.
WE'LL DO THE INSTALL BUT THEY'LL BE [OVERLAPPING]
>> REOCCURRING CALLS FOR SUPPORT. [LAUGHTER]
>> IT SAYS ON THE QUOTE, FEE WAIVED PERMANENTLY, WERE PERMANENTLY AS LONG THERE.
>> NO. THEY ARE NOT IN ANY PARTICULAR ORDER.
UNLIKE THE BUDGET SUMMARY THAT IS AN ORDER, THESE ARE NOT.
IT'S JUST THE WAY THE REQUEST CAME IN.
>> THAT'S GOING TO BE MONEY WELL SPENT.
>> I NEVER THOUGHT I'D BE SITTING WITH ALL [INAUDIBLE]
>> WELL, ANYTHING ELSE YOU WANT TO COMMENT ABOUT? IF NOT SO, WE CAN SEEK A MOTION FOR APPROVAL.
>> IN THE POWERSCHOOL TRAININGS FOR ALL TEACHERS.
>> TARA, DO YOU WANT TO SPEAK TO THE POWERSCHOOL TRAINING?
>> POWERSCHOOL THING IS FOR US TO BE ABLE TO MAXIMIZE THE PERFORMANCE MATTERS AND THE DASHBOARDS THAT WE'RE USING TO GET THEM UP TO SPEED AND UP-TO-DATE WITH RESOURCES IN THAT BECAUSE IT DOES HAVE,
[02:25:01]
TO BE ABLE TO GET INFORMATION LIKE HIT IN THE HANDS OF TEACHERS AND BUILDING PEOPLE.>> THIS IS CENTRAL OFFICE, BUT GETTING IT THE ON-BOARDING HAND FROM THE INFORMATION SYSTEM, PERFORMANCE MATTERS TO COMMUNICATING EFFECTIVELY, TO BE ABLE TO ON BOARD, AND EVERY MORE TO COME TO SHARE OUT, IF YOU WOULD LIKE FOR ME TOO ON, THAT LOOKS LIKE.
>> I WOULD ASSUME IT'S ALSO NEW EMPLOYEES.
>> THIS ONE HERE IS REALLY BRINGING OUR CURRENT SYSTEMS UP TO SPEED AND TO BE ABLE TO MAXIMIZE WHAT IT IS WE'VE BEEN PAYING FOR WITHIN BOTH POWERSCHOOL PERFORMANCE MATTERS.
WE SENT A TEAM OF FOLKS TO TRAINING BACK IN, PROBABLY MARCH AND HAD EXCELLENT OPPORTUNITY.
MOST OF OUR INSTRUCTIONAL TEAM WAS ABLE TO GO AND WE STARTED REALIZING THERE ARE WAY MORE THINGS WE CAN GET OUT OF PERFORMANCE MATTERS THAN WE CURRENTLY WORK.
IT REALLY CAME DOWN TO JUST PERFORMANCE MATTERS AND POWERSCHOOL WHEN THEY WERE PURCHASED.
SORRY. FORMS MATTERS IS PURCHASED BY POWERSCHOOL, SO THEY BECAME ONE ENTITY REALLY AT THAT POINT IN TIME THERE ARE SOME COMMUNICATION MECHANISMS THAT WOULD ALLOW THEM TO TALK BETTER, TO FUNCTION BETTER, THAT WE NEED TO OVERHAUL AND PUT IN PLACE AND TO RESTRUCTURE AND MAKE SURE THAT YOU'RE THERE.
THIS WILL ENABLE US TO GET THAT PART DONE, BUT THEN ALSO TO WORK WITH ALL OF OUR CENTRAL OFFICE STAFF WHO'VE DONE WITH THE ASSESSMENT GRADING, ASSESSMENT DEVELOPMENT, ALL OF THOSE THINGS TO GET THOSE PLATFORMS BACKUP RUNNING AND REALLY THERE'S BRAND NEW TOOLS AND ALL THOSE THAT WE DIDN'T HAVE YEARS AGO WHEN WE WERE DOING IT.
IT'S REALLY BRINGING ALL THAT BACK INTO THE FOREFRONT.
>> WE'RE ALREADY PAYING FOR IT.
WE ALREADY HAVE A SUBSCRIPTION AND WE'RE JUST REALLY ENHANCING, ENRICHING OUR USE OF IT AND MAKING IT FOR ALL OF US.
>> THEN YOU'LL BE PROVIDING TRAINING TO TEACHERS [OVERLAPPING]
>> ONCE WE GET OUR ARMS AROUND WHAT WE HAVE AND HOW WE CAN PUSH IT OUT TO BUILDINGS AND TO BUILD UP THE CAPACITY ON THAT END AS WELL.
>> PART OF IT WILL BE A MULTI-YEAR PROCESS.
>> GREAT QUESTION. ANYTHING ELSE BEFORE WE DID A MOTION TO APPROVE.
>> I MAKE A MOTION TO APPROVE THE REQUESTED END OF FISCAL YEAR?
>> ALL IN FAVOR, NOT OPPOSED? YOU ARE APPROVED TO MAKE THE PURCHASES.
>> NOW WITH SPECIAL EDUCATION STAFFING PLAN, HE WAS HEARD ABOUT JUST DURING OUR WORK SESSION. [OVERLAPPING]
>> YES, YOU DID. I WILL BE CONCISE AND SO WE CAN GET TO SOME OF THE OTHER ITEMS THIS EVENING BECAUSE I KNOW WE ARE TWO-AND-A-HALF HOURS.
I WILL BE AWARE OF THAT. [NOISE]
>> WE ARE ENJOYING IT. IS ALL RIGHT. [LAUGHTER]
>> WE WERE ENJOYING IT. IT'S PRETTY GOOD.
>> PRESIDENT BARTON, SUPERINTENDENT DR. SIMMONS, AND THE REST OF THE BOARD MEMBERS HERE I COME BEFORE YOU TONIGHT SEEKING APPROVAL FOR THE FY 24 SPECIAL EDUCATION STAFFING PLAN, WHICH I PROVIDED AND PRESENTED TO YOU ON THE MAY 16TH BEFORE OR DURING THE MAY 16TH BOARD SESSION.
DURING THAT PRESENTATION, I SHARED WITH YOU THE HIGHLIGHTS FROM THE PAST SCHOOL YEAR IN THE TRAJECTORY FOR THE UPCOMING YEAR, AS WELL AS PERTINENT INFORMATION NECESSARY TO CREATE OUR STAFFING PLAN.
DO YOU HAVE ANY QUESTIONS AT THIS TIME ABOUT THE PLAN ITSELF OR ANY COMMENTS?
>> ANYBODY. IT'S REALLY WELL PUT TOGETHER IN THE PRESENTATION DURING THE WORK SESSION WAS OUTSTANDING.
I LOVED THE PHOTOGRAPHS AND THE SAN JUAN REALLY MAKES ME CHUCKLE.
>> WE RECEIVED THIS IN ENOUGH TIME TO ACTUALLY LOOK AT.
>> THAT WAS GOOD [OVERLAPPING].
>> THE QUESTION THAT ONE THAT I PRESENTED BECAUSE IT WAS A ONE NURSE ASSISTANT.
BUT THEN I UNDERSTOOD THAT AT EACH SCHOOL, WHEN THEY'RE STUDENTS WHO NEED SPECIAL ASSISTANCE IN WHATEVER, THERE'S A COMMUNICATION WITH THE NURSE.
>> THAT'S CORRECT. A MAJORITY OF OUR STUDENTS THAT HAVE HEALTH NEEDS OR SERVICES THROUGH THE SCHOOL-BASED HEALTH SERVICES OR THE WELLNESS PROGRAM WITHIN THERE, THE NURSE AND NURSING ASSISTANT THAT IS LISTED AS PART OF THE STAFFING PLAN ARE DEDICATED SPECIFIC NURSE OR NURSING ASSISTANT FOR AN INDIVIDUALIZED STUDENT NEED BASED ON THEIR IEP.
>> I ALSO THINK THAT THE PUBLIC INPUT PART OF THIS.
I KNOW YOU WENT OVER THAT DURING THE PRESENTATION.
THAT'S SO IMPORTANT BECAUSE THE CONNECTION TO
[02:30:02]
THE COMMUNITY IS SOMETHING WE NEVER CAN LOSE SIGHT OF.I KNOW YOU'RE AWARE OF THAT, YOU APPRECIATE THAT.
>> YOU ALWAYS ARE. BUT FOR ANY PARENTS THAT MIGHT STILL BE WATCHING BUT EVEN IF THEY'RE NOT, THAT COMMUNITY INVOLVEMENT, IT'S SO IMPORTANT.
WE WANT THEM TO OFFER COMMENTS AND ADVICE AND SO THEY'RE AFFECTED BY THIS WORK.
THAT'S REALLY POWERFUL PART OF THE PLAN AS WELL.
EVEN THOUGH IT'S NOT NECESSARILY WHERE THIS WAS GOING TO HELP DRIVE WHAT YOU DO.
>> THANK YOU. APPRECIATE THAT.
>> THANK YOU. WE NEED A MOTION TO APPROVE.
>> COMING COMMISSION AND PREVIOUS SPECIAL EDUCATION STATEMENT.
>> THANK YOU. DO WE HAVE A SECOND.
>> ANY FURTHER COMMENTS? ALL IN FAVOR OF THE MOTION?
>> IT'S UNANIMOUS. THANK YOU VERY MUCH. THE MOTION CARRIES.
NOW WE HAVE THE BOARD OF EDUCATION PUBLIC MEETING DATES FOR 2023 AND 2024. GOOD GRIEF.
>> THIS USUALLY TENDS TO BE A VERY SIMILAR PROCESS YEAR AFTER YEAR, BECAUSE USUALLY THE DATES ALWAYS LINE UP TO THE FIRST TUESDAY OF THE MONTH.
THEN THE THIRD TUESDAY OF THE MONTH.
NEXT YEAR, THAT DOESN'T QUITE WORK THAT WAY.
IT IS THAT WAY EXCEPT FOR WHEN IT'S NOT.
I'LL POINT IT OUT TO THE BOARD.
THERE'S THREE INSTANCES WHERE IT DOESN'T WORK OUT THAT WAY.
JULY BOARD MEETING WOULD FALL ON JULY THE 4TH.
THEREFORE THE JULY BOARD MEETING IS LISTED AS JULY THE 11TH, WHICH IS THE FOLLOWING TUESDAY.
HISTORICALLY, THIS BOARD HAS JUST MOVED THEIR MEETING TO THE FOLLOWING TUESDAY.
AUGUST 1 IS THE FIRST TUESDAY, SEPTEMBER 5, 1ST TUESDAY.
OCTOBER. THIS YEAR MADE A SET THEIR ANNUAL CONFERENCE ON THE FIRST HALF OF THE WEEK TYPICALLY HAS BEEN THE SECOND HALF OF THE WEEK.
THIS YEAR IT'S THE FIRST HALF OF THE WEEK.
YOU ALL WOULD BE AT THE MAIN CONFERENCE ON OCTOBER 3RD, WHICH IS A TUESDAY NIGHT.
WE'VE MOVED THE MEETING OR RECOMMENDED MOVING INTO MEETING TO OCTOBER 10TH DUE TO THE MAY OF ANNUAL CONFERENCE.
THE OTHER DATE THAT WE ARE SUGGESTING MOVING BACK WOULD BE THE JANUARY BOARD MEETING.
THIS YEAR, WE HELD THE JANUARY BOARD MEETING, THE VERY FIRST DAY BACK FROM WINTER BREAK.
I WILL TELL YOU THAT IS A REAL CHALLENGE FOR STAFF TO PUT TOGETHER EVERYTHING FOR THE MEETING.
CHALLENGE. WE'RE NOT JUST FOR RACHEL PULLING IT ALL TOGETHER, BUT A CHALLENGE FOR EVERY STAFF MEMBER WHO HAS REPORTS TO BE IN, WE TRY TO GET THEM IN A WEEK AHEAD OF TIME.
IT THEN PUTS THEM IN 2-3 WEEKS AHEAD OF TIME DUE TO THE HOLIDAY BREAK.
WE ARE SUGGESTING MOVING THE JANUARY MEETING TO JANUARY 9 TO PUSH IT BACK A WEEK.
THE WORK SESSION STRUCTURE HAS FOLLOWED THE HISTORICAL WORK SESSION STRUCTURE THAT WE'VE HAD.
WE HAVE TYPICALLY NOT HAD ONE IN JULY AND AUGUST AND WE TYPICALLY HAVE NOT HAD ONE IN DECEMBER BECAUSE OF ALL THE HOLIDAY CONCERTS WE'RE GETTING TO IN THE MONTH OF DECEMBER.
THERE IS USUALLY IN LATE JULY, OR EARLY AUGUST, THERE TYPICALLY IS A BOARD RETREAT.
REALLY, IT'S A BOARD WORKSHOP.
AS JACK WAS POINTED OUT IN RETREAT USUALLY ENTAILS YOU GOING SOMEWHERE FUN AND EXCITING.
USUALLY YOU'RE GOING TO HAVE FOUR FRANKLIN STREET, [OVERLAPPING] EXACTLY MEANS WE'RE HANGING OUT IN THIS ROOM WORKSHOPPING THINGS.
THAT WILL BECOME WE JUST HAVEN'T SET THE DATE YET WHAT THE COORDINATE EVERYBODY'S SCHEDULE FOR THAT AND IT'S A DAY MEETING TAKES PLACE.
BUT THESE ARE THE DATES THAT WE ARE PROPOSING FOR OUR REGULAR MEETINGS AND OUR WORK SESSION MEETING DATES FOR NEXT YEAR.
>> THANK YOU. THAT'S A GOOD RECAP.
THE PLAN AND OCTOBER AGAIN, CHALLENGE THERE.
I DON'T THINK ANYBODY WANTS TO MEET ON JULY 4TH OVER A LOT OF DETAILS, BUT ALSO THAT JANUARY SITUATION WHERE YOU'VE COME BACK IMMEDIATELY BACK FROM THE BREAK AND HAVE A MEETING, IT'S NOT A GOOD IDEA FOR ANYBODY INCLUDING THE BOARD MEMBERS, BUT ESPECIALLY THE STAFF.
ANY QUESTIONS, COMMENTS, CLARIFICATIONS? EVERYBODY GOOD? WE NEED A MOTION TO APPROVE THAT AS WELL.
>> I'M GOING TO SET THE DATES FOR THE 2023, '24 SCHOOL YEAR.
>> ANY FURTHER DISCUSSION? QUESTIONS, COMMENTS. ALL IN FAVOR?
IT'S PASSED IN THE MEETING DATES ARE APPROVED.
THANK YOU FOR PUTTING THAT TOGETHER.
[8. Reports and Presentations]
I FEEL WE HAVE REPORTS AND PRESENTATIONS.I FEEL BADLY FOR OUR TEACHER OF THE YEAR HAVING TO WAIT SO LONG TO GIVE A REPORT.
[02:35:03]
WHY SHE COULDN'T HAVE BEEN EARLIER UP IN THE MEETING.BUT THANK YOU FOR YOUR PATIENCE.
>> THANK YOU SO MUCH. I JUST WRITE A FEW NOTES.
SHOULD I READ IT BECAUSE IT'S SO LATE NOW?
>> WE ARE HERE, WE ARE GOOD TO GO.
WE TOOK A SEVEN OR EIGHT MINUTE BREAK.
>> I FEEL LIKE I NEED TO THANK MY HUSBAND.
I MADE HIM COME TO THIS MEETINGS.
>> THANK YOU. YOU PLEASE TAKE YOUR GLASS.
>> PERHAPS THE ECONOMICAL FLAWLESS.
>> FIRST OF ALL, THANK YOU FOR HAVING ME HERE WITH EACH OF YOU TO JUST TALK ABOUT MY MEMORIES FOR THE LAST YEAR.
BEING HERE TONIGHT REMINDS ME THERE REPRESENTING CAROLINE COUNTY PUBLIC SCHOOLS AS A 2022, '23 TEACHER OF THE YEAR WAS MORE THAN SOMETHING TO RECOGNIZE.
IT'S JUST ONE INDIVIDUAL FOR A WHOLE COMMUNITY OF EDUCATORS THAT EACH DAY PROVIDES OUR STUDENTS WITH OPPORTUNITIES TO LEARN, GROW, AND SUCCEED.
ALL OF US IN OUR SCHOOLS HAVE A ROLE IN IMPACTING OUR COMMUNITY AND HERE IN OUR DISTRICT, WE'RE ALSO A FAMILY.
I WANT TO REMIND EACH TEACHER TO HERE THIS OR A TEACHER IN YOUR SCHOOLS THAT EVERY DAY THAT THEY WALK INTO THEIR CLASSROOMS, THEY ARE SOMEBODY'S TEACHER OF THE YEAR.
A YEAR HAD AMAZING OPPORTUNITIES FOR GROWTH IN COMMUNITY WITH OTHER 23 EXCEPTIONAL EDUCATORS.
WE CAME TOGETHER AS STRANGERS LAST OCTOBER IN SMITH ISLAND AND WE WALKED OUT OF THE GOVERNMENT HOUSE LAST WEEK AS DEAR FRIENDS.
THE EVENTS THAT WE SHARE FROM GOING TO THE WHITE HOUSE A DAY OF NORTHROP GRUMMAN, OR STANDING ON THE STEPS OF THE MARYLAND STATE HOUSE, LISTENING TO STUDENTS FROM THE MOST INCREDIBLE ROBOTICS TEAM IN GARRETT COUNTY ARE THINGS THAT I WILL NEVER FORGET.
BUT FOR ME, THE REAL VALUE CAME FROM THE NEW LEARNING EXPERIENCES, LIKE BEING PART OF A TEAM THAT PUT TOGETHER A NEW BILL AND SEEING IT PASSED INTO LAW, DEMONSTRATING OUR ABILITY AS EDUCATORS TO INVOKE REAL CHANGE.
THE TIME SPENT DRIVING TO STATE EVENTS WITH TEACHERS FROM ACROSS MARYLAND IN WHICH RICH CONVERSATIONS TOOK PLACE.
WE TALKED ABOUT THINGS, DAY-TO-DAY CHALLENGES WE FACE, HOW WE MIGHT SOLVE THEM.
THAT WAS A PART OF THE LEARNING THAT I LOVED AND OF COURSE, I'M STILL LEARNING.
MY HOPE IS TO CONTINUE TO SEE OUR STUDENTS ENGAGE WITH IDEAS AND PEOPLE THAT ARE DIFFERENT FROM THEM.
TO HAVE OUR CLASSROOMS OPEN THE WINDOW TO OUR GLOBAL COMMUNITY AND OUR NEEDS AND TO REMIND THEM THAT IN CAROLINE COUNTY, WHILE WE'RE SMALL WE'RE MIGHTY.
WHEN I WAS A YOUNG GIRL GROWING UP IN PUERTO RICO, I ALWAYS HAD A VISION OF WHAT I WANT IN MY WORLD TO LOOK LIKE.
I WAS ALWAYS ENCOURAGED TO DREAM AND DREAM BIG AND DREAM OUTSIDE OF THE SMALL ISLAND THAT I LIVED.
THE OPPORTUNITY THAT YOU HAD GIVEN ME, AND BY THAT I MEAN, TO TEACH IN THIS COUNTY HAS BEEN THE GREATEST JOY OF MY LIFE.
LIKE THE FORMER TEACHER AUSTRIAN THAT WE REMEMBER, CHRISTA MCAULIFFE HAS SAID, I TOUCHED A FEATURE I TEACH.
I SAW THAT THIS YEAR IN MY CLASSROOM AND MY AP CLASSROOM, MY COURSE WAS EVERY SINGLE GIRL IN MY CLASS WAS NINTH GRADE AND 10TH GRADE HISPANIC HERITAGE SPEAKER.
THAT'S A FUTURE THAT I WANTED TO SEE THAT INCLUDED THEM.
CAROLINE COUNTY, WE HAVE MADE A TABLE BIGGER AND WE HAVE INVITED OTHERS TO SIT AT THAT TABLE AND FOR THAT, I COMMEND YOU THAT IS THE VISION THAT I DREAM OF.
I WANT TO THANK THE SELECTION COMMITTEE.
I WANT TO THANK MY HUSBAND, BEN, BECAUSE EVERY TIME I SAY WE'RE GOT TO TAKE THE TOY CAR, YOU'RE BIGGEST SUPPORTER.
DR. SIMMONS AND THIS [INAUDIBLE] FOR GUIDING ME THROUGH THIS PROCESS AND ALL THE OPPORTUNITIES THAT I RECEIVED TO THE MOST AMAZING PRINCIPAL, MR. SPIKER. I LOVE HIM.
HE AND THE ADMINISTRATION IN NORTH CAROLINA HIGH SCHOOL AND MY CO-WORKERS HELP ME COVER CLASSES, BEING SUPPORTED THAT I WENT TO THE EVENTS AND OF COURSE, TO MY STUDENTS THAT I HAVE FROM YEARS AGO AND JUST FROM THIS YEAR.
WITHOUT THEM, NONE OF THIS WOULD BE HAPPENING.
I JUST WANT TO REMIND EVERYONE THAT OUR ACTIONS THAT'S A SMALL DAY IN, OR DAY OUT OR THOSE WITH THE LARGEST SIGNIFICANT WILL DEFINE AND CONTRIBUTE TO HOW OUR STUDENTS WILL REACT AND BE INSPIRED BY US.
ADVOCATE FOR WHAT IS RIGHT AND BREAKS THE CHALLENGES AND CONTINUE TO LEAD WHICH IS SEAMLESS.
>> THERE'S NO QUESTION THAT THE RIGHT PERSON IS SELECTED FOR THAT.
>> DID YOU WANT US TO GO AHEAD AND SHOW THE VIDEO?
>> WE'RE NOT THERE. [BACKGROUND] YEAH, OPEN IT.
RACHEL SAID ONCE YOU DOWNLOAD.
>> WHILE WE'RE WAITING FOR THAT, I'LL ADDRESS THESE COMMENTS TO YOUR HUSBAND.
THANK YOU FOR SHARING HER WITH US,
[02:40:03]
FOR THE STUDENTS, AND EVERYTHING SHE HAD TO DO IN THIS ROLE. MY GOODNESS.>> [BACKGROUND]. I GET TO HAVE HER AT HOME TOO.
>> HE GOT TO WATCH OUR DAUGHTER A LOT OF TIMES.
>> YEAH. WELL AND THE JOURNEY AROUND THE STATE, IT'S A WONDERFUL STATE.
THERE'S SO MUCH TO LEARN IN ALL THESE DIFFERENT COUNTIES, AND I KNOW THAT FROM PERSONAL EXPERIENCE. [OVERLAPPING] IT'S WONDERFUL.
>> I BELIEVE THAT IF ANYBODY HAS EVER BEEN TO SMITH ISLAND, THAT'S REALLY A LIFE CHANGING EXPERIENCE.
I RECOMMEND THAT YOU GOT TO SMITH ISLAND
>> THAT'S WHERE YOU SHOULD DO YOUR RETREAT, IN SMITH ISLAND.
>> YEAH. THAT'D BE A REAL RETREAT [LAUGHTER].
>> I WOULD EVEN LET YOU CALL IT A RETREAT. [LAUGHTER].
>> YEAH. I MEAN IT, RETREAT IS WHEN YOU RUN AWAY.
>> BECAUSE EVERY TIME THEY SAY RETREAT, I'M LIKE THIS IS NOT A RETREAT.
I'M AN ENGLISH TEACHER. THIS IS NOT A RETREAT.
>> BUT IT'S GREAT THAT YOU SAID ABOUT SMITH ISLAND BECAUSE IT'S MORE THAN JUST A CAKE.
>> YEAH. THE CAKE WAS [OVERLAPPING].
>> THE SMITH ISLAND CAKES MAKE FOOD NETWORK.
>> LIFE'S JOURNEY STARTING OUT WITH GOVERNOR HOGAN, AND THEN JUST FINISHED UP WITH [OVERLAPPING].
>> GOVERNOR MOORE. WE HAD TWO GOVERNORS IN ONE YEAR.
>> YOU TAKING ME BACK TO PLAY? [BACKGROUND] OKAY.
>> [INAUDIBLE] I LISTEN TO THIS MYSELF. YES, I'M THE ART'S TEACHER [INAUDIBLE]. [LAUGHTER].
>> JUST [INAUDIBLE] DOES A LOT MORE.
SHE GOES ABOVE AND BEYOND WHAT WAS REQUIRED OF TEACHER OF THE YEAR.
YOU DESERVE A LOT OF CREDIT FOR THAT, AND I APPRECIATE WHAT YOU DO FOR OUR STUDENTS. THANK YOU.
>> I HAVE GREAT OPPORTUNITIES AHEAD, AND I'M GOING TO BE WORKING WITH LATINOS FOR EDUCATION IN NATIONAL BOARD.
I'M GOING TO BE DOING WEBINARS FOR THEM.
THE REASON I COULDN'T BE HERE ON TUESDAYS WAS BECAUSE SINCE SEPTEMBER I FIRST WAS ASKED BY, I'M NOT SURE HOW I GOT THERE BECAUSE IT WAS FOR TEACHERS OF THE YEAR, OR FINALISTS, STATE FINALISTS.
BUT I WAS INVITED TO TAKE AN EQUITY COURSE WITH DR.
RICHARD WARREN WHO HAD BEEN OUR PREVIOUS STATE WINNER FOR MARYLAND.
THEN I WAS ASKED TO BE AT THE FACILITATOR AND THAT FACILITATE OR SO I'VE BEEN LITERALLY BREAKING THE BARRIERS OF EQUITY SINCE SEPTEMBER UNTIL JUST MY LAST SESSION, JUNE 13TH.
>> [INAUDIBLE], I JUST WANT TO THANK YOU FOR EVERYTHING YOU'VE DONE THIS YEAR.
AS TEACHER OF THE YEAR, YOU'VE REPRESENTED CAROLINE COUNTY SO WELL, [BACKGROUND] COULD NOT HAVE ASKED FOR A BETTER PERSON TO DO IT.
I HAD A STATE COMPETITION IS WHAT IT IS.
I GET IT. NOT TAKING ANYTHING ELSE AWAY FROM ANYBODY.
YOU'VE SET SUCH A HIGH BAR FOR WHAT IT MEANS AND WHAT IT TAKES.
YOU'VE LED BY EXAMPLE, YOU'RE OUT THERE DOING.
YOU ARE PROMOTING, NOT YOURSELF BY ANY MEANS, YOU'RE PROMOTING WHAT WE DO HERE, YOU'RE PROMOTING WHAT YOUR COLLEAGUES DO HERE YOU'RE PROMOTING WHAT KIDS DO HERE.
EVERYWHERE YOU GO, YOU ARE LIVING AND BREATHING YOUR CHOSEN PROFESSION AND WHAT IT IS THAT YOU DO.
[02:45:01]
NOT JUST SITTING FROM THIS SEAT, BUT FROM ANYWHERE WITHIN THE COUNTY, AND KNOW THAT LITERALLY WE'RE AT THE FOREFRONT BECAUSE OF YOUR EFFORTS IN ABSOLUTELY EVERYTHING.I APPRECIATE ALL THAT YOU DO FOR EVERYBODY. THANK YOU.
>> THANK YOU SO MUCH. THIS IS REALLY WHY I WANTED TO BE A TEACHER, AND TO BE HERE.
MY PARENTS WERE REFUGEES AND SO FOR ME, EDUCATION IS VERY IMPORTANT.
IT'S THE WAY WE EDUCATE OUR COMMUNITY, WE CAN MOVE FORWARD.
THAT'S WHAT I FIND, I CONTINUE TO DO HERE AND CONTINUE ADVOCATING.
>> THAT'S SO WELL SAID. THANK YOU.
>> HARD TO MOVE ON FROM THAT, WE STARTED TONIGHT WITH SUCH WONDERFUL RECOGNITION FOR STUDENTS AND THEIR ATHLETIC ACHIEVEMENTS AND SOME OTHER FOLKS AND ALL THAT RECOGNITION.
EVEN THOUGH I HATED TO HAVE YOU HAVE TO WAIT THIS LONG, I THINK WE'VE FINISHED WITH THE BEST.
>> WONDERFUL. THANK YOU FOR HANGING IN THERE WITH US AND BEING SO PATIENT.
BUT IT'S REALLY NICE TO HAVE A COUPLE OF MORE THINGS TO DO, BUT THAT'S REALLY WRAPPING UP OUR MEETING WITH SUCH GREAT PRESENTATION.
TALKING ABOUT THE YEAR YOU'VE HAD, THE YEAR YOU'VE DEVOTED.
>> BUT I DO HAVE TO MOVE ALONG.
UPCOMING MEETINGS AND EVENTS THAT LIST GOT SHORT.
[11. Upcoming Meetings and Events]
>> AMAZING WHEN KIDS STOP COMING TO SCHOOL.
>> THE BIG THING I WOULD POINT OUT, MR. MARTIN IS THAT IF ANYBODY PLANS TO GO TO THE [INAUDIBLE] SUMMER SUPERINTENDENT AND BOARD CONFERENCE, PLEASE MAKE SURE RACHEL IS AWARE.
I THINK ON OUR CHECK SHEET RIGHT NOW, THERE'S ONLY [OVERLAPPING] OKAY.
IF ANYBODY WHO DECIDES THEY WANT [OVERLAPPING].
>> TO CHANGE YOUR MIND, AND THEY CAN, PLEASE LET RACHEL RELEASE THAT.
>> IT'S GOOD. I HAD PLANNED ON THAT ONE.
>> YOU WENT LAST YEAR, RIGHT? [OVERLAPPING]. IT WILL BE IN TEXAS, RIGHT?
>> I'LL BE IN TEXAS OTHERWISE. I MEAN YOU WERE THERE.
>> WE'LL BE SURE TO GRAB ANY HANDOUTS THAT ARE THERE FOR BOARD MEMBERS AS WELL.
>> BECAUSE I HAVE MY EX IN THERE.
NEVER HAD PLANNED THAT, OVER AT TEXAS. [INAUDIBLE]
>> YEAH, I WANT TO BUT I CAN'T.
>> ORIGINALLY, I HAD A CHECK AND I HAD TO REMOVE IT.
BEFORE WE GO AND ADJOURN HERE, WHAT A TERRIFIC YEAR WE'VE HAD.
DOESN'T MEAN THE WORK IS DONE, BUT WHAT A TERRIFIC JOB.
HOW WONDERFUL EVERYBODY. WHAT'S THAT?
>> I SAID, WE'VE GOT TWO-AND-A-HALF DAYS.
>> YEAH, THAT'S RIGHT. NOT DONE YET.
>> NO. NOT THIS COUNTY. [LAUGHTER]
>> NO. WE TALKED ABOUT GRADUATIONS AND THE RECOGNITION, AND IT'S JUST BEEN AMAZING.
>> WITH THAT, I'LL ENTERTAIN A MOTION TO ADJOURN.
>> NOBODY SECONDS WE AREN'T GOING. [OVERLAPPING].
>> YOU DID IT. YOU JUST DID IT.
>> THANK YOU VERY MUCH, EVERYBODY.
>> 30 MINUTES, SEE YOU.
