[2. Recognitions]
I THINK WE HAVE A RECOGNITION OF STATE WRESTLING CHAMPIONS.>> MR. MAKERTO, OUR SUPERVISOR OF ATHLETICS.
MANY THINGS WITH US THIS EVENING FOR OUR RECOGNITION. THANK YOU FOR BEING HERE.
>> THANK YOU VERY MUCH FOR HAVING ME, MY PRESIDENT, BARTON, DR. SIMMONS THE REST OF THE BOARD, THANK YOU FOR HAVING ME HERE TODAY.
I HAVE A GREAT HONOR TO RECOGNIZE OUR STATE WRESTLING CHAMPIONSHIP FINALISTS OUT OF 2,700 WRESTLERS IN THE STATE OF MARYLAND.
WE WERE LUCKY ENOUGH TO HAVE FOUR THAT PLACE THAT THE STATE FINALS THIS YEAR, TWO FROM NORTH CAROLINA AND TWO FROM COLONEL RICHARDSON.
OUR FIRST FILES WITH JANE WARNER.
HE FINISHED FIFTH IN THE STATE.
WE'D LIKE TO RECOGNIZE HIM IN OUR NEXT WHEN GOT THIRD PLACE AT THE STATE CHAMPIONSHIP.
GUS CLARK WHO IS HERE WITH US TONIGHT.
ALL YEAR LONG, YOU ONLY LOST FOR MATCHES.
TO BE WHERE HE WAS, LIKE I SAID, 2,700 WRESTLERS IN THE STATE OF MARYLAND, 200 PLUS AT THIS TOURNAMENT ITSELF.
TO GET WHERE HE DID, IT WAS GREAT.
CONGRATULATIONS GUS [APPLAUSE] OUR NEXT WRESTLER FROM CAROLINE RICHARDSON HIGH SCHOOL IS OUR FIRST FEMALE PLACE WINNER LAST YEAR AND THIS YEAR.
SHE FINISHED SECOND IN THE CHAMPIONSHIP AND THIS WAS THE LARGEST WOMEN'S TOURNAMENT EVER IN THE STATE OF MARYLAND.
THAT'D BE SLATER NICHOLS [APPLAUSE].
IN OUR FIRST TIME EVER IN THE HISTORY OF CAROLINE RICHARDSON HIGH SCHOOL, WE HAVE OUR STATE CHAMPION.
OUT OF ALL THOSE 2,700 WRESTLERS, LIKE I SAID, IN HIS WEIGHT CLASS, PROBABLY 500 IN-STATE.
AGAIN, TO BE A STATE CHAMPION IT SAYS YOU'RE THE BEST OF THE BEST.
I BELIEVE THE RECORD WAS 40 IN ONE ALL YEAR.
>> FORTY EIGHT IN ONE WHICH IS SUPER IMPRESSIVE.
I BELIEVE THE ONLY GUY HE LOST IT WAS THE NUMBER ONE WRESTLER IN THE STATE AND PRIVATE SCHOOL WHEN HE'S RANKED IN THE NATION.
TO HAVE THAT HONOR I MEAN, I'M GOING TO TELL YOU RIGHT NOW IT'S UNBELIEVABLE HONOR TO BE THE FIRST OF THE SCHOOL'S HISTORY.
IT'S A TESTAMENT TO YOUR HARD WORK AND DEDICATION.
I KNOW COACH HALL AND COACH FRY.
IT'S VERY OCCASION THEY PUT IN TO MAKE YOU GUYS WHERE YOU WERE ON FOR THEM, BUT THEY'RE PAYING FOR YOU AND HOW YOU REPRESENT OUR COUNTY.
APPRECIATE IT AGAIN. AGAIN, AUSTIN ALEXANDER CONGRATULATION [APPLAUSE].
NOT A SMALL FEAT OF THE HORRIBLE HIGH SCHOOL WRESTLER FOR ABOUT THIS LONG.
YOU GUYS HAVE DONE AN INCREDIBLE JOB.
>> MR. KAUFMANN, MY MICROPHONE WAS OFF UNTIL NOW.
YOU GUYS HAD AN INCREDIBLE YEAR, INCREDIBLE RUN.
WHAT A HECK OF A WAY TO GO OUT FROM YOUR HIGH SCHOOL EXPERIENCE? ABSOLUTELY INCREDIBLE, VERY PROUD OF THE WORK YOU'VE DONE.
I UNDERSTAND THE HARD WORK THAT'S GONE INTO IT IN SEASON AND OUT.
OBVIOUSLY, WE WISH YOU NOTHING BUT THE BEST OF LUCK AS YOU MOVE, MOVE ON.
HOPEFULLY ALL WRESTLING IN COLLEGE, ALL TAKING THAT OPPORTUNITY.
AS A FATHER OF TWO DAUGHTERS, THAT'S ALL. THAT IS JUST INCREDIBLE.
WHAT YOU'VE ACCOMPLISHED AND WHAT ARE FEMALE WRESTLERS HAVE ACCOMPLISHED OVER THE LAST YEARS IS NOTHING SHORT OF INCREDIBLE.
REALLY IS CHANGING THE FACE OF THAT SPORT.
REALLY FOR THE BETTER OR EVEN IN EVEN IN GOOD OLD LITTLE CAROLINE COUNTY, WHICH IS AWESOME TO SEE, MS. BARRY IS GOING TO WANT TO PICTURE.
WRESTLERS, IF YOU CAN COME UP.
COACHES, IF YOU'RE HERE, PRINCIPALS OR ASSISTANT PRINCIPALS, IF YOU'VE BEEN ASKED TO FILL IN, IF YOU CAN COME OFF.
PARENTS, THANK YOU FOR SUPPORTING YOUR KIDS THROUGH EVERY BIT OF FUN WRESTLING BRINGS NOT ONLY CHEERING THEM ON, BUT ALL OF THE GETTING IN SHAPE.
[00:10:04]
>> BACK ALL THE WAY UP TO THE BOARD AND SQUISH.
[LAUGHTER] YOU GUYS MIGHT WANT TO COME FORWARD.
>> THEY'RE SOME TALL PEOPLE IN THIS GROUP [LAUGHTER] SQUISHED A LITTLE BIT. THANK YOU.
>> PERFECT. THANK YOU VERY MUCH.
>> PARENTS YOU'LL GET [NOISE] .
>> NOW, THE WRESTLERS TO NEED ANYTHING THEY WANT.
>> THEY MIGHT NEED MORE PLATES WITH COOKIES OUT THERE.
>> NOBODY TAKES YOU UP ON THE OFFER TO STAY?
>> THEY MIGHT COME BACK. [LAUGHTER] I DOUBT.
WELL, I THINK WE'RE ALL THERE. IF THERE' NO ONE ELSE THERE WE CAN KEEP GOING.
>> THANK YOU MS. LEE FOR POINTING THAT OUT. MR. SPIKER STAYED.
>> MS. WARREN STAYED AFTER THE HONEY BEES. THANK YOU.
>> [BACKGROUND] I APPRECIATE THAT.
>> WE CAN NOW MOVE ON TO REPORT.
[3. Reports]
I'M STARTING WITH A BOARD MEMBER REPORTS.I DO WANT TO REMIND BOARD MEMBERS THAT WE SHOULD TRY TO LIMIT WHAT WE'RE TALKING ABOUT TO ONE ITEM BECAUSE WE COULD TALK ALL NIGHT AND WE HAVE A LOT OF OTHER PEOPLE HERE, INCLUDING THE STUDENTS THAT NEED TO MAKE REPORTS AND SO LET'S TRY TO FOCUS ON ONE ITEM.
THAT'S SOMETHING WE AGREED TO LAST YEAR AND WE PROBABLY SHOULD TRY TO HONOR THAT.
SO, MR. JONES, WE'LL START WITH YOU, MARK.
>> THANK YOU. I'LL TALK BRIEFLY ABOUT THE NSBA ANNUAL CONFERENCE.
IT WAS A SHORTER TRIP FOR ME, BUT IT WAS A GOOD TRIP TO SIT IN A COUPLE OF REALLY GOOD SESSIONS AND TO MEET A FEW NEW PEOPLE.
FELLOWS FROM THE C BOARD OF EDUCATION.
SOME OF OUR NEIGHBORS AND SOME OF THE OTHER BOARD MEMBERS THAT ARE ON THE MAIN LEGISLATIVE COMMITTEE THAT YOU SEE A FACE AND ACTUALLY GET TO TALK TO HIM.
IT WAS WORTH THE TIME IT TOOK TO DO IT AND THAT'S ONE IMPORTANT THINGS OF THOSE TRIPS IS WHEN YOU GET TO TALK TO PEOPLE AND MEET PEOPLE.
PEOPLE THAT SHARE THE SAME EXPERIENCES OR DIFFERENT EXPERIENCES.
BUT YOU GET TO TALK ABOUT AND GET TO GET PERSPECTIVE FROM OTHERS ON THE SAME POSITION THAT EVERYBODY HAS THE SAME GOAL AND GET TO GET DIFFERENT PERSPECTIVE ON THAT.
IT WAS GREAT AND I'M THANKFUL FOR THE COUNTY FOR SENDING US DOWN. THANK YOU.
>> I'M GOING TO TALK ABOUT THE PERSONNEL VENTURE SPRING FEST.
I WAS ABLE TO ATTEND IN PERSON ELEMENTARY.
I WAS ACTUALLY ABLE TO GET IN THERE RIGHT WHEN MR. ANGEL LOONEY WAS GETTING A POD TO THE FACE.
[LAUGHTER] I THINK THAT WAS A VERY GOOD TIME IN MY PART, BUT IT WAS ALSO AS GOOD TO SEE THEIR OVERWHELMING CROWD.
THE FIREHOUSE WAS ACTUALLY PACKED.
I DIDN'T STAY TOO LONG BECAUSE THERE WERE SO MANY PEOPLE THERE.
BUT IT LOOKS LIKE THEY HAD A GOOD TURNOUT AND I THINK THEY RAISED SOME PRETTY GOOD FUNDS.
>> WAS THAT PIE TO THE FACE RECORDED IN ANY WAY?
>> I DON'T KNOW IF THEY RECORDED IT OR NOT.
>> I WOULDN'T BE SURPRISED IF THAT'S OUT THERE.
IT MAY COME BACK TO VISIT HIM.
>> I GUESS MORE THAN ANY ONE THING.
IT'S JUST THE WHOLE SINUS INFECTIONS.
[00:15:01]
I'VE SAID IT BEFORE.BUT SOMETIMES I THINK WE GET A LITTLE COMPLACENT AND WHEN PEOPLE SAY THINGS, SOMETIMES PEOPLE GET OFFENDED RATHER THAN LISTENING AND REALIZING AS GREAT AS WE ARE, THERE'S ROOM FOR IMPROVEMENT.
I JUST THINK WE NEED TO DO THAT A LITTLE MORE AND AT THE SAME TIME, APPRECIATE THE TEACHERS WE DO HAVE AND THE STAFF WE DO HAVE.
NOT JUST SAY WE APPRECIATE THEM, BUT SHOW THEM THAT WE APPRECIATE THEM.
>> THANK YOU. MICHELLE, I SKIPPED OVER YOUR SPOT HERE.
BUT WE KNOW YOU'RE UP THERE. CAN YOU HEAR US?
>> YES, I CAN. CAN YOU HEAR ME?
>> I'D JUST LIKE TO SAY THAT I ENJOYED ALL THE OPPORTUNITIES TO READ ALOUD TO SEVERAL CLASSES THIS MONTH AND IT JUST BRINGS ME A LOT OF JOY TO READ ALOUD TO THE CHILDREN AND THEN HAVE DISCUSSIONS WITH THEM ABOUT THE BOOKS.
I ALSO JUST WOULD LIKE TO SAY THAT I DID ENJOY MY FIRST NATIONAL CONFERENCE WITH THE BOARD OF ADS AND IT WAS AWESOME.
THANK YOU FOR THOSE OPPORTUNITIES.
>> MY ITEM TO HIGHLIGHT WILL BE THE CULINARY ARTS SCHOOL OPEN HOUSE.
JUST WHAT A TREMENDOUS FACILITY, FIRST OF ALL.
BUT THE PROGRAM, THEY'RE JUST AWESOME AND WE TALK ABOUT LIFE READINESS.
THEY'RE NOT ONLY LIFE READY, LIKE CAREER-READY, LIFE-READY, COLLEGE-READY.
IT'S WHAT WE TALK ABOUT ALL THE TIME.
THIS IS BEING CAREER-READY AND LIFE-READY BECAUSE THEY CAN GO HOME AT NIGHT AND COOK A MEAL.
I CAN'T SAY THAT ENOUGH THAT JUST WATCHING THEM IN ACTION AND THEY'RE VERY HUMBLE.
STAFF THERE WAS ENCOURAGING THEM TO TELL PEOPLE WHAT THEY DO AND HOW THEY'RE DOING IT.
BUT THEY'RE REALLY JUST GOING ABOUT THEIR BUSINESS THERE.
I KNOW SOME GRADUATES THAT HAVE COME OUT OF THAT PROGRAM AND THEY HAVE LANDED JOBS IN THAT FIELD IF THEY SO DESIRE AND HAVE GONE ON TO VERY PRODUCTIVE, EXCELLENT CAREERS IN THE CORONARY FIELD.
I'M JUST SO IMPRESSED BY WHAT THEY DO THERE AND FROM A-Z.
JUST FROM THE MOMENT WE WALKED INTO THE BUILDING, WE WERE GREETED BY SOMEBODY AND THEN THEY GAVE US THE TOUR.
JUST THE FOOD WAS OUTSTANDING, I SHOULD HAVE SAID THAT FIRST.
IT WAS JUST INCREDIBLE. MUCH APPRECIATED WHAT THEY DO.
LET'S GO TO THE SUPERINTENDENT'S REPORT.
>> THANK YOU, MR. BARTON. I WONDER IF CONNECTING THIS LAYMAN'S REPORT AND ALSO TOO, DIDN'T REALIZE THE THINGS THAT I MISSED OUT WERE SPECIAL.
BUT AS WE TALKED ABOUT THE GREENING PROGRAM, FOR 3-5, WHICH WE'LL DISCUSS TONIGHT.
THE THEME OF APRIL REALLY SEEMED TO BE READING ACROSS THE COUNTY, WHICH IS AWESOME.
IT'S ONE OF THE AREAS OF HIGH FOCUS FOR US, IS IMPROVING OUR READING OUTCOMES FOR ALL OF OUR STUDENTS.
MANY OF OUR ELEMENTARY SCHOOLS HAD GUEST READER PROGRAMS THIS MONTH, A GUEST OF MYSTERY READERS.
I WAS ABLE TO GET TO FOUR DIFFERENT ELEMENTARY SCHOOLS AND HAVE A BLAST SHARING BOOKS THAT I ENJOYED READING TO MY OWN KIDS AND ENGAGING WITH STUDENTS FROM PRE-K UP TO GRADE 4, I BELIEVE, WAS THE OLDEST GROUP I HAD.
THE TEACHERS WHO PULLED THIS TOGETHER, THEY'RE FANTASTIC JOB.
OUR TEACHERS SPECIALISTS, OUR TEACHERS. KIDS WERE GRACIOUS.
THE KIDS WERE COMING. I WAS A HIGH SCHOOL HISTORY TEACHER.
LEARNING HOW TO DO READ ALOUD DID NOT COME FROM A METHODS CLASSES IN COLLEGE, IT CAME FROM BEING A PARENT AND ALSO READING WITH KIDS AGAIN, HAVING THEM BEING SO GENEROUS.
BUT I GOT TO SHARE A COUPLE OF BOOKS THAT I KNOW THAT WE DEFINITELY ENJOYED IN OUR HOUSE AND EVEN HAD ONE GROUP OF KIDS AFTER MY FIRST READING, SEND ME TO THE BOOK FAIR THAT WAS HAPPENING TO GO FIND THE NEW VERSION OF THE BOOK I READ TO THEM.
THEY WERE LIKE, DID YOU KNOW THERE WAS A NEW ONE OUT IN THAT SERIES? SURE ENOUGH, WE HAVE IT NOW.
IT'S AN ELEMENTARY SCHOOL BOOK, BUT WE NEEDED IT.
EXCELLENT READS. IT WAS FUN SHARING THAT WITH ALL THE KIDS.
I COULD SHOUT OUT EVERY SCHOOL, BUT I DO WANT TO SHOUT OUT ONE IN PARTICULAR JUST BECAUSE THE EXPERIENCE WAS REALLY INTERESTING TO SEE THE KIDS TAKE ON A LITTLE BIT DIFFERENT LOOK.
THAT WAS A FEDERALSBURG ELEMENTARY SCHOOL.
THEIR JOB WAS TO ESCORT ALL THE GUESTS TO THE CLASSROOMS WHERE THEY WERE GUEST READING AND TO ANNOUNCE THEM TO THE CLASS.
ONE OF THE FUN PARTS ABOUT BEING A FEDERALSBURG, MORE OFTEN THAN NOT, I GET INTRODUCED AS MRS. SIMMONS'S HUSBAND AND SOMETIMES IT'S JUST FUN BEING THAT.
[00:20:01]
THE KIDS AGAIN WERE ABSOLUTELY EXCELLENT.BUT THE KIDS, THEY HAD DOING THE ESCORTING AND WALKING AROUND, AWESOME LEADERSHIP SKILLS.
THEY HAD THOSE SOFT SKILLS DOWN AT HOW TO JUST INTERACT WITH PEOPLE.
IT WAS REALLY COOL TO SEE THAT.
AGAIN, JUST THAT DILIGENCE TO MAKE IT A GREAT DAY, BUT A FANTASTIC EXPERIENCE BY ALL.
I BELIEVE EVERY SINGLE CLASSROOM I WENT TO, EVERY CLASS I MET A LITTLE CARD OR SOME OF THE BIG CARD I GOT AT KINDERGARTEN CLASSROOM.
IT'S PROBABLY THIS BIG ONE WALL IN THE OFFICE, BUT LITERALLY EVERY GROUP SENT REALLY NICE THANK YOUS BACK WHICH WAS JUST IT OFTEN WARMS YOUR HEART.
GREAT MONTH FOR READING AND OBVIOUSLY WE SHOULD KEEP READING.
BUT AWESOME EXPERIENCE AND AGAIN, THANKS TO THE SCHOOLS FOR PUTTING THOSE EVENTS, WANT TO GET INTO COMMUNITY AND TO BE PART OF THOSE EXPERIENCES.
>> OUTSTANDING. THANK YOU VERY MUCH.
I'D LIKE TO COLLAGE UP THERE FOR A MOMENT.
IT LOOKS EVERYBODY'S IN THE SAME ROOM THAT I KNEW I WASN'T THE CASE.
THEY'RE HAVING A COUPLE OF BOARD MEMBERS AND THE SUPERINTENDENT IN THOSE PICTURES.
THEY'RE OUTSTANDING. LOOK RIGHT.
>> PRESIDENT BARTON, MEMBERS OF THE BOARD, AND DR. SIMMONS, THIS MONTH'S OPERATIONS SNAPSHOT, IT'S GOING TO FOCUS ON SCHOOL SAFETY AND SECURITY.
I'M GOING TO TRY AND KEEP MY TAME IT DOWN BECAUSE I'M PRETTY EXCITED ABOUT THIS REPORT.
OVER THE PAST 10 MONTHS OR SO, CCPS IN THE CAROLINE COUNTY DEPARTMENT OF EMERGENCY SERVICES HAS FOSTERED A STRONG PROFESSIONAL RELATIONSHIP AND TONIGHT, I'D LIKE TO SHARE WITH YOU HOW THAT RELATIONSHIP IS PAYING OFF FOR BOTH ENTITIES.
SHORTLY FOLLOWING THE MARCH BOARD MEETING, I WAS ASKED BY SCHOOL SAFETY AND SECURITY COORDINATOR, RICO GESTALIC, IF THERE WOULD BE ANY INTEREST IN OBTAINING AN EMERGENCY MANAGEMENT TRAILER.
IT WAS EXPLAINED TO ME THAT THE DEPARTMENT EMERGENCY SERVICES WAS GETTING RID OF TWO TRAILERS AND WOULD LIKE TO PRESENT THE TRAILER TO CCPS FREE OF CHARGE.
SO MY EARS ARE KIND OF PERKED UP WHEN I HEARD THAT.
WE COULD DISCUSS MANY USES FOR THE POTENTIAL ASSET, BUT THE MAIN PURPOSE OF THIS ASSET WOULD BE TO ASSIST OUR PARENT'S STUDENT REUNIFICATION, NOTIFICATION PROCESS WHEN NEEDED.
THE ASSET WOULD BE STATIONED AT AN UNDISCLOSED COUNTY LOCATION AND BE READY TO MOBILIZE AT A MOMENT'S NOTICE IF NEEDED.
THE TRAILER IS 20 FOOT LONG BY SEVEN AND A HALF FOOT WIDE, INSIDE HEADROOM IS SIX AND A HALF FEET.
MR. BARTON, I BELIEVE YOU COULD PROBABLY MAKE THAT.
>> THIS DUAL-AXLE TRAILER HAS A WEIGHT CAPACITY OF 10,000 POUNDS AND AS YOU CAN SEE SOME OF THE PICTURES HERE, THE TRAILER WITH HOW IT'S ALL THE NECESSARY SAFETY SECURITY EQUIPMENT AND SUPPLIES INCLUDING TABLES, CHAIRS, TRAFFIC CONES, VARIOUS SIGNAGE, ELECTRICAL OUTLETS, LAPTOP COMPUTERS, FIRST AID KITS, BOTTLED WATERS, ETC.
AS YOU CAN ALSO TELL FROM THE PICTURES, THE TRAILER NEEDS TO BE FASHIONED UP ON THE OUTSIDE A LITTLE BIT.
ALONG WITH THE AMPLE STORAGE AS NEEDED FOR MATERIALS.
THE TRAILER COMES WITH HEAT AND AIR CONDITIONING TO FACILITATE YOUR ROUND OPERATIONS, THIS IS ALL POWERED BY 7,500-WATT PROPANE-POWERED ONBOARD GENERATOR.
THE TRAILER WOULD ALSO BE MODIFIED OR COULD BE ALSO BE MODIFIED TO ACCEPT THE ROOFTOP SOLAR PANELS FOR ADDITIONAL POWER SOURCES.
THE TRAILER HAS A TRAIL LENGTH OF CANOPY THAT IS DEPLOYABLE FOR INCLEMENT WEATHER SITUATIONS OR IF YOU JUST WOULD NEED TO GET OUT OF THE SUN A LITTLE BIT.
WITH 975 CUBIC FEET PRACTICAL STORAGE SPACE, THIS EMERGENCY READINESS ASSET WILL PLACE CCPS WAY AHEAD OF THE READINESS CURVE ON THE EASTERN SHORE.
WE'RE VERY EXCITED TO HAVE THIS, WE HAVE SOME WORK TO DO ON A LITTLE BIT, BUT IT'S A GREAT STRUCTURE AND WE'RE STARTING TO PUT TOGETHER THE PLAN, HOW WE'RE GOING TO GET THIS THING IMPLEMENTED HERE NEXT FEW MONTHS.
>> SORTING THE DES WORKING WITH US?
>> I HOPE YOU'LL NEVER NEED TO USE IT.
>> IT'S A GREAT INSURANCE POLICY.
THERE WILL COME A TIME AND THANK YOU FOR MAKING IT TALL FOR ME TO WALK AROUND IN THERE AND HAS A WEIGHT CAPACITY THAT I COULD GET IN THERE.
PROBABLY ALL OF US COULD GET IN THERE 10,000 POUNDS.
[LAUGHTER] PROBABLY, IT COULD BE, IT'S REALLY NICE PARTNERSHIP, VERY COOL COLLABORATION. NEXT.
>> GOOD EVENING PRESIDENT BARTON, MEMBERS OF THE BOARD.
EXCITING THINGS HAPPENING IN SPECIAL PROGRAMS AND STUDENTS SERVICES.
WE'RE GOING TO START OFF WITH EARLY CHILDHOOD ELEMENTARY FINALLY GOT TO HAVE THEIR FULL FIELD TRIP [LAUGHTER] TO ATKINS ARBORETUM.
ACTUALLY, WE ALMOST DIDN'T BECAUSE THE DAY THAT WE
[00:25:02]
RESCHEDULED JUST RECENTLY WAS ONE OF OUR COLDEST DAYS.WE WORKED IT OUT. WE HAD A LOTS OF COURTS.
WE WERE WARM ENOUGH AND WE REALLY HAD A GOOD TIME.
FROM THERE, WE WILL BE HAVING OUR SPRINGFIELD TRIPS THAT ARE COMING UP IN APRIL AND THAT WILL BE FOR ALL FIVE ELEMENTARY SCHOOLS.
THEN I WANT TO SKIP DOWN TO SCHOOL COUNSELORS.
OUR SCHOOL COUNSELORS, ON TUESDAY, MARCH 21ST, THE SENIORS FROM COLONEL RICHARDSON HIGH SCHOOL AND NORTH CAROLINA HIGH SCHOOL EXPLORED PROGRAMS AND SUPPORT SERVICES AT CHESAPEAKE COLLEGE.
THIS SPECIFIC GROUP OF SENIORS ARE STILL DECIDING THEIR AFTER GRADUATION PLANS, GO FIGURE.
THERE ARE SOME FOLKS OUT THERE THAT ARE STILL WORKING ON THIS.
GOOD FOR THEM BECAUSE I THINK THEY HAD SOME GREAT OPPORTUNITIES AT CHESAPEAKE COLLEGE AND THERE WERE SOME EYE-OPENING OPPORTUNITIES FOR THEM.
THEY HAD EXPERIENCES THAT ARE ACTUALLY TEASING THEM INTO THE POSSIBILITY OF ATTENDING CHESAPEAKE COLLEGE.
I THINK THAT WAS VERY EXCITING FOR THAT GROUP.
THEN LASTLY, IN STUDENT SERVICES ON MARCH 21ST IN THE EVENING, MR. ALLEN AND HIS PPWS, WHICH ARE PUPIL PERSONNEL WORKERS, THAT WAS SEVERAL FAMILIES, AND STUDENTS TO DELIVER THE LEAF PROGRAMS. WHAT THE LEAF PROGRAM IS, IS LEARNING EFFECTIVE ATTENDANCE FUNDAMENTALS.
THIS PROGRAM IS DESIGNED TO HELP IMPROVE STUDENTS' ATTENDANCE AND PREVENT FURTHER CONSEQUENCES, SUCH AS FAILURE IN SCHOOL, DROPPING OUT PRIOR RECEIVING A HIGH SCHOOL DIPLOMA, AND ALL LEGAL ACTION FOR TRUANCY.
THE INTENT OF THE PROGRAM IS TO ASSIST PARENTS AND THEIR CHILDREN OF COMPULSORY ATTENDANCE AGE WHO HAVE EXCESSIVE ABSENCES UNDERSTAND THE LAW, AND BE INTRODUCED TO RESOURCES IN OUR COMMUNITY FOR SUPPORT.
THIS WAS ACTUALLY OUR FOUR EVENTS THAT WE'VE HAD THIS YEAR AND WE HAVE CLOSE TO 30 FAMILIES ATTEMPT.
PRETTY EXCITING THAT THEY'RE TAKING ADVANTAGE OF THESE OPPORTUNITIES AND BEING ENGAGED IN THE RESOURCES THAT THE COMMUNITY HAS TO OFFER.
>> THANK YOU. DR. DONALD WILL BE STANDING IN FOR MRS. NORMAL TONIGHT.
>> GOOD EVENING, PRESIDENT BARTON, DR. SIMMONS, VENDORS OF THE BOARD.
TONIGHT, I SHARE WITH YOU SOME INFORMATION ABOUT THE ARTS IN OUR SCHOOLS.
IT WAS A RESOURCE THAT WAS PURCHASED THROUGH TITLE FOR FUNDS, OUR TEACHERS ACROSS THE DISTRICT, WE'RE ABLE TO DOWNLOAD LESSON PLANS, RECEIVE PROFESSIONAL DEVELOPMENT IN ORDER FOR THEM TO ENHANCE THEIR PRACTICE.
THEY WEREN'T ON TOPICS OF WRITING EFFECTIVE ART RUBRICS, UNDERSTANDING SLOS IN THE ART ROOM, AND EFFECTIVE FEEDBACK PRACTICES.
TEACHERS ALSO WERE OBSERVED SEARCHING FOR OTHER SUBJECTS THAT THEY CAN ACTUALLY TIE INTO WITH THEIR CLASSES AS WELL.
APRIL IS THE MONTH THAT WE CELEBRATE AND WE RECOGNIZE THE PARTNERSHIP WITH CASA OF CAROLINE PINWHEELS AND IT IS PREVENTING CHILD ABUSE PROVIDING A SAFE ENVIRONMENT FOR CHILDREN.
YOU'LL START SEEING THOSE PINWHEELS DISPLAYED THROUGHOUT THE TOWN.
THERE IS A COMPETITION OF SORTS AND WHEN ALL OF THE PINWHEELS WERE RECEIVED BY THE APRIL 31ST, THEY WILL START TO BE SHARED AND PRESENTED IN TOWN AND BUSINESSES, AND STOREFRONTS.
THE PLANNING CEREMONY AT THE DENTON COMMUNITY GARDEN IS SCHEDULED FOR TODAY AT 04:30, WHICH I GUESS ALREADY OCCURRED, SO WE CAN'T SLIP OVER THERE AND CHECK THAT OUT, BUT WE'LL BE ABLE TO SEE THEM AS WE CRUISE THROUGH TOWN.
WE HAD SOME ARTISTS AND RESIDENTS PROGRAMS AND IT WAS THROUGH THE MIDDLE SCHOOL.
FEMI THE DRIFISH ATTENDED, WALKER MIDDLE SCHOOL AND I THINK HE WAS IN THE CAFETERIA AND HE SPOKE TO ALL THE SIX-GRADE STUDENTS AND HE WAS WORKING ON SLAM POETRY.
HE IS FROM BALTIMORE AND HE HAD AN OPPORTUNITY TO REALLY REACH THE KIDS ON THEATRICAL POETRY THAT'S CONTEMPORARY.
>> EXACTLY AN ADULT DRESSED UP?
>> NO, I THINK HE'S FEATURED IN THAT SECOND ONE.
>> THAT IS HIS HANDLE? [OVERLAPPING]
>> THAT IS, HE'S LIKE A DJ, A CONTEMPORARY POET OF SORTS AND THAT'S HIS MC NAME, I THINK HIS LAST NAME YOU CALL HIM MR. FISH, IS THE NAME THAT HE GOES BY BUT FOR ME, THE DRIFISH.
HE REALLY GOT THE KIDS ENGAGED AND THEY WERE HAVING A GREAT TIME IN THAT AUDIT IN THE CAFETERIA.
THROUGHOUT THE BUILDING, FOOTWORKS WORKED WITH THE SEVENTH-GRADE STUDENTS ON SOUTH AFRICAN STYLE OF DANCE AND CULTURE.
I ACTUALLY READ THE BOOK THAT THEY REFER TO A LONG WALK TO WATER AND I THINK IT WAS A GREAT CONNECTION TO CURRICULUM, TO LITERATURE, AND TO WHAT CAN BE DONE FOR ARTS IN THE CLASSROOM.
[00:30:01]
THEN THE FINAL PIECE WAS AT KERNEL MIDDLE SCHOOL, WHERE WOMBWORKS CAME AS A THEATER GROUP TO PROVIDE OPPORTUNITIES FOR STUDENTS TO CELEBRATE THEMSELVES AND CREATE SHORT PLAYS AND SHORT SCRIPTS ON ANTI-BULLYING AND SELF-ESTEEM, EXPRESSION OF ART, AND THAT'S WAS WHAT WE HAVE.ANY QUESTIONS? [OVERLAPPING] IT WAS A LOT OF FUN, I ACTUALLY WAS ABLE TO SEE SOME OF THIS AND IT WAS NEAT TO SEE THE KIDS GETTING ENGAGED AND START CHANNELING THEIR ARTISTIC ABILITIES INTO DOING SOME CREATIVE THINGS.
>> THANK YOU VERY MUCH. I THINK THAT'S ALL.
NOW, WE HAVE OUR STUDENT REPRESENTATIVE REPORTS.
YOU WANT TO ARM RUSTLE FOR WHO GOES FIRST? [LAUGHTER]
>> ARE YOU SURE YOU WANT TO GO? [LAUGHTER] I THINK YOU GO FIRST.
>> STARTING AT OUR ELEMENTARY SCHOOLS FOR THE NORTHERN END OF THE COUNTY, PRINCIPAL CREBS JUST WANTED EVERYONE TO KNOW THAT DES HAD A BUSY MONTH OF ADVENTURES AND THEY'RE LOOKING FORWARD TO WHAT APRIL BRINGS.
LAST MONTH, WE TALKED ABOUT THIS A LOT ALREADY TONIGHT, BUT THEY FINISHED THEIR ONE SCHOOL, ONE BOOK INITIATIVE. I SAW SOME PHOTOS FROM IT.
THEY HAD A LOT OF MYSTERY READERS LIKE MERRIT MCNICHE, MR. MATT, MS. WAYMAN, AND MR. GIACOMO.
THEY HAD TO FIND THOSE SPIRIT WEEKS TO KIND OF GO ALONG WITH THAT. IT'S FUNNY.
ONE OF THE SPIRIT WEEKS WAS VERY HAMSTER RELATED, FOR EXAMPLE, THEY HAD EAT LIKE A HAMSTER DAY, WORK OUT LIKE A HAMSTER DAY.
THEN THEY ENJOYED THEIR READ ACROSS AMERICA EVENTS AND THEIR SPRING FAMILY ACADEMIC NIGHTS WHERE CHILDREN HAD THE OPPORTUNITY TO EAT PIZZA.
THEY SAW THEIR TEACHERS DRESSED UP AS PIRATES AND SHARKS.
THEY GOT SEE HUMPHREY, THE HAMSTER ONE LAST TIME.
UPCOMING FOR THIS MONTH OVER THERE.
I BELIEVE FOURTH-GRADE IS GOING ON AS WELL, DES FIELD TRIP THE 12TH, WHICH IS GOING TO BE FUN.
I REMEMBER LIKE I KISSED THE FISH.
MY TRIP WASN'T THE MOST SANITARY, BUT IT WAS FUN.
THAT'S ALWAYS THE MOST COORDINATE THING.
ON THE 14TH, THEY'RE HAVING THEIR MORNING MILE WHERE THERE THE FIFTH GRADE STUDENTS ARE WELCOME TO JOIN THE STAFF.
BASICALLY JUST WALK THE PAIN TRAILS AROUND THE SCHOOL.
THEN THEIR SPRING FLING OVER RAS LAST MONTH THEY HAD A VERY SUCCESSFUL GRANDPARENTS DAY WITH OVER 300 GRANDPARENTS VISITING.
THEY ALSO HAD THEIR READ ACROSS ORIGINALLY THEY, WHERE THEY HAD READERS COME IN AND READ BOOKS OF THE CLASSES.
SOME READERS INCLUDED DR. SIMMONS, DR. DOWENS, MISS.
WAYMAN, MR. GIACOMO, MISS ALICE FISHER, SCHOOL RESOURCE OFFICER, THAT THE WHOLESALER AND THEN OFFER SO ALONE.
THEN THIS MONTH, THEY'RE HAVING A SPRING BREAK AND THEN THEIR SPRING PICTURE THERE.
THEN OVER AT GES, IT WAS A VERY GREEN MAN, WHICH IS SOMETHING I REALLY WANT TO HIGHLIGHT.
THE GREEN SCHOOL TEAM FINISH THE GREEN SCHOOL APPLICATION, WHICH TOOK TWO YEARS OF HARD WORK, DOCUMENTATION AND PLANNING.
AMY PHILIPS AND MELISSA HOFFMAN SPONSORED ENVIRONMENTAL CLUB THIS YEAR, WHERE STUDENTS ARE LEARNING HOW TO BE GOOD STEWARDS OF THE ENVIRONMENT THROUGH INCREASING NATURAL HABITAT WITH NATIVE PLANET PLANTS.
THEN ON MARCH 22ND, GES OFFICIALLY BROKE TWO TONS OF FOODS SAVED FROM TRASH DURING LUNCH SHIFTS.
THAT IS 4,000 POUNDS OF FOODS SAVED FROM LOCAL LANDFILLS.
BEE SCRUBS ARE TAKEN TWICE WEEKLY TO LOCAL FARMS TO HOPEFULLY LIVESTOCK'S.
SINCE FEBRUARY 1ST THEY'VE SAVED FROM THE TRASH 200 BAGS OF SLICED APPLES, 1,200 BAGS OF CRANBERRIES, 500 BAGS OF ORANGE SLICES, AND 600 CLEMENTINES.
I JUST WANTED TO HIGHLIGHT THIS LIKE IT'S AMAZING TO SEE JUST THE SCHOOL IS MAKING A MEAL TO BECOME MORE ENVIRONMENTALLY FRIENDLY AND SUSTAINABLE.
LIKE I MAY NOT SEE MUCH, BUT THAT'S TO ME, IT'S INSANE LIKE TWO TONS OF FOOD AND IT'S GOING TOWARDS SOMETHING THAT'S HELPING THE LOCAL COMMUNITY, FARMS, SOMETHING THAT BENEFITS US.
>> IS THERE A WAY WE CAN DO THAT IN ALL THE SCHOOLS?
>> I'D LOVE TO SEE IT HAPPEN BECAUSE.
>> WE WILL BE WORKING TOWARDS THAT.
THERE WAS A BILL THAT WAS PASSED.
>> THERE'S A BILL THAT WAS PASSED THAT WE'RE WORKING TOWARDS THAT.
BREWSTER IS WORKING WITH MR. MANDEL, ON BASICALLY TRYING TO SET THIS UP AT ALL OF
[00:35:03]
THE BUILDINGS TO KEEP FOOD FROM GOING INTO THE LANDFILL.THERE'S LEGISLATIVE REQUIREMENT COMING AS WELL, WE KNOW IS COMING, SO WE'RE WORKING TOWARDS THAT TO BE ABLE TO FIND A LOCAL PLACES THAT CAN ACCEPT IT.
>> [INAUDIBLE], IS THAT THERE'S VERY FEW PEOPLE CAN PICK IT UP.
JUST ONE COMPANY OUT THAT ATLEAST OF IT COMES AND PICKS THAT UP.
ONCE THEY START WORKING ALL THE SCHOOLS, IT'S GOING TO BASICALLY EXPLODE.
BUT THERE IS INFRASTRUCTURE MORE TRUCKS, MORE WORKERS.
IT'S SUCH A GREAT ECONOMIC BOOSTER ALSO.
THIS GUYS ARE GOING TO GO A COUPLE HUNDRED POUNDS A WEEK TO SAY 20,000 POUNDS ON AVERAGE PER WEEK, AND SO IT'S GOING TO BE A LOT MORE. BUT IT'S A GOOD THING.
>> THERE IS SHORTAGE YES, WE'RE WORKING TOWARDS THIS CAN TAKE A LITTLE TIME TO GET THE INFRASTRUCTURE UP, BUT YEAH, WE DEFINITELY WE WILL.
WHY ARE WE ALLOWING THAT MUCH EXTRA?
>> IS WHAT THE KIDS DON'T NEED [INAUDIBLE].
>> DO THEY TAKE IT OR ARE THEY FORCED TO TAKE IT?
>> THEY TAKE IT THERE ARE REQUIREMENTS THAT HAVE TO HAPPEN.
THEY HAVE TO HAVE A MAIN COURSE.
YOU DON'T HAVE TO HAVE MILK ANYMORE LIKE I SAID I KNOW EXACTLY WHAT ARE THE REQUIREMENTS.
>>THERE ARE CERTAIN REQUIREMENTS THEY HAVE TO TAKE.
>> THERE ARE CERTAIN REQUIREMENTS THEY HAVE TO TAKE.
>> IN SOME CASES IT'S NOT THAT THEY'RE TAKING YOU TO WASTE IT.
THEY'RE BEING REQUIRED TO TAKE IT.
>> SOMEWHERE ALONG THE WAY THERE'S SOMETHING BROKEN.
WOULD YOU SAY THEY'RE MAKING THEM TAKE SOMETHING THAT THEY PLAN TO EAT AND THEY KNOW THAT THEY'RE GOING TO EAT.
>> WHICH IS JUST LIKE A HUGE SHOUT OUT TO THEM BECAUSE THEY'RE MAKING THE FIRST MOVES TO MAKING THIS COUNTY JUST LIKE A GREENER LIKE ENVIRONMENTS.
IT'S LIKE IN A WAY THAT'S EXECUTING BACK TO OUR COMMUNITY.
THEN OVER FOR THE MIDDLE HIGH SCHOOLS.
PRINCIPAL GROW, WANTED US TO KNOW THAT QUARTER FOUR, STARTS THIS WEEK WITH A FRESH START.
LAST MONTH, THE SIXTH GRADER SAW THE FOOTWORKS PERCUSSIVE DANCE ASSEMBLY, AND THEY JUST HAD THE SPRING FLING DANCE, I BELIEVE IT WAS LAST FRIDAY.
BUT THIS MONTH THEY'RE GOING TO HAVE A KICKOFF TO TEST IN.
ALL GRADE LEVELS ARE GOING TO HAVE THE OPPORTUNITY TO PARTICIPATE IN OR WATCH A MATCH OF KICKBALL DURING FOCUS FOR SOME PRETESTING FUN.
FACE PAINTING WILL ALSO BE AVAILABLE ON THE ASSIGNED DAYS DURING LUNCH.
I BET THEY'RE JUST HAVING A BUNCH OF FUN LIKE THAT.
LIKE I KNOW SMALL STUFF LIKE THAT IS REALLY JUST LIKE IT SEEMS LITTLE, BUT I JUST KNOW IT REALLY HELPS YOU DURING THAT PHASE, LIKE AFTER SPRING BREAK IN YOUR LEG, YOU DON'T WANT TO DO THE TESTING.
IT JUST VERY MOTIVATING AND GOOD TO SEE.
THEN ON THE 13TH TO 14TH, THEY'RE GOING TO HAVE THE SCHOOL WELLNESS AND PTA WALK-A-THON WHERE THEY ARE IN HEALTH AND PE CLASSES.
STUDENTS ARE GOING TO BE ABLE TO WALK LAPS AROUND THE TRACK FOR A CAT CASH.
THEY'LL BE COLLECTING DONATIONS FOR THE WALK BOND DURING SPRING BREAK AS WELL.
THEN THEY'RE HAVING THEIR SPRING PICTURE DAY ON THE 27TH.
AT NCHS, MR. SPIKER, WANTED EVERYONE TO KNOW THAT THE THIRD-QUARTER HAS ENDED AND THAT WE ARE IN THE FINAL HOMESTRETCH.
HE ENCOURAGES ALL FAMILIES TO REACH OUT IF THEY NEED ANYTHING OR IF THERE ARE ANY QUESTIONS THAT HE CAN ANSWER.
LAST MONTH WE SAW THE RHYTHM OF THE BRIDGE.
THE NATIONAL TECHNICAL HONOR SOCIETY INDUCTIONS, WORLD DOWN SYNDROME DAY AND THE ASVAB TEST.
THIS MONTH, I BELIEVE IT'S TOMORROW.
WE HAVE THE SENIOR BREAKFASTS DURING FIRST PERIOD.
THE FCA IS PRESENTING THEIR CAROLINE'S GOT TALENT AND IT'S GOING TO BE VERY FUN TO SEE.
I'VE NEVER EXACTLY SEEN SOMETHING LIKE THIS HAPPENING AT THE SCHOOL.
THEN ON THE 18TH, WE'RE GOING TO HAVE THE EDUCATORS RISING INTERNSHIP DINNER.
AT CCTC MRS. HANDITE WANTS US INTO THAT CCTC CONTINUES TO HAVE COMMUNITY AND BUSINESS PARTNERS AND POST-SECONDARY EDUCATION INSTITUTES AS GUEST SPEAKERS TO SHARE INFORMATION TO PREPARE STUDENTS FOR WHAT LIES AHEAD OF THEM AFTER HIGH SCHOOL.
CTE NIGHT WAS A HUGE SUCCESS WITH OVER 100 PEOPLE IN ATTENDANCE.
THE CULINARY ARTS CENTER HAD THEIR OPEN HOUSE AS A WAY TO SHARE, WHAT EXACTLY THEY HAVE TO OFFER TO THE COMMUNITY.
THEN CCTC RECEIVED A VERY GENEROUS DONATION FROM THE PRESTON AUTOMOTIVE TO THE AUTOMOTIVE TECHNOLOGY PROGRAM.
I BELIEVE IT WAS 4,000 DOLLARS.
I REMEMBER READING. BUT IT'S JUST AMAZING.
HELP EXPAND OPPORTUNITIES FOR THEIR STUDENTS KNOWLEDGE AND AUTOMOTIVE AND EXPERIENCE.
[00:40:02]
THEN AMP STUDENTS PRESENTED THEIR BIRD HOUSE DESIGNS TO LOCAL BUSINESS PARTNERS.I REMEMBER I SAW A PICTURE OF THE WINNING DESIGN IT WAS VERY SWEET.
I THINK THE STUDENTS SAID THAT IT WAS INSPIRED OFF HIS GRANDFATHER'S BARN, WHICH WAS VERY SENTIMENTAL TO ME. I THOUGHT IT WAS SWEET.
EVENTUALLY THEY WILL BUILD THE BIRD HOUSES AND AUCTION THEM OFF OR SELL TO BUSINESS PARTNERS.
>> THANK YOU. BEFORE WE MOVE ON TO THE NEXT REPORT, THAT DISCUSSION ABOUT THE FOOD AND THE LANDFILL, IT'S NOT ENTIRELY RELEVANT TO OUR MEETING, BUT THAT DEFINITELY CREATES A CONNECTION.
TONIGHT AT THE SAME TIME, THE COUNTY IS HOLDING I GUESS IT'S EITHER HEARING OR PUBLIC MEETING ABOUT THE CURRENT LANDFILL OPERATION IN CAROLINE COUNTY.
THAT LANDFILL IS GOING TO HAVE ADDITIONAL CAPACITY BEYOND ITS LIFESPAN SO THAT WHEN THEY BUILD THOSE THINGS, AND IT REQUIRES A LOT OF ENGINEERING AND ENVIRONMENTAL PROTECTIONS TO BUILD A LANDFILL.
THE COUNTIES, MULTIPLE COUNTIES HERE, INCLUDING CAROLINE, HAVE AN AGREEMENT THAT THEY'LL HAVE THE LANDFILL IN THEIR COUNTY FOR A PERIOD OF TIME, THEN IT MOVES TO ANOTHER COUNTY.
CAROLINE'S LANDFILL IS NOT GOING TO BE FILLED BY THE TIME IT'S SCHEDULED TO MOVE.
THE COUNTY HAS TO DECIDE IF THEY'RE GOING TO CONTINUE TO OPERATE HE LANDFILL HERE OR CLOSE IT AS PER THE AGREEMENT.
WHY ISN'T IT FILLING UP? THAT'S A GOOD THING, ISN'T IT? I GUESS IT'S A GOOD THING BECAUSE MAYBE THEY'RE NOT GETTING AS MUCH REVENUE PER POUND, BUT THE THING YOU DESCRIBE, PEOPLE ARE BEING VERY CONSCIOUS ABOUT WHAT THEY PUT IN LANDFILLS AND WHAT THEY THROW AWAY.
RECYCLING AND EVEN IN THIS CASE, THAT'S A RECYCLING.
TAKING THAT FOOD AND GIVING IT TO LIVESTOCK.
I JUST WANTED TO COMMENT ON THAT BECAUSE YOU BROUGHT UP THAT SUBJECT, AND RIGHT NOW AT THIS MOMENT THEY'RE CONSIDERING WHAT TO DO ABOUT THE LANDFILL AND IT'S A GOOD THING THAT IT'S NOT OVERFLOWING, SO TO SPEAK, IN A SENSE BEHIND SCHEDULE.
I THINK IT'S SUPPOSED TO CLOSE IN 2030.
WHILE THAT SEEMS A LONG TIME OUT, IT TAKES A LONG TIME TO BUILD THE NEXT ONE.
WHY NOT KEEP USING THIS ONE? I DON'T KNOW, THAT'S WHAT THEY HAVE TO DECIDE.
AGAIN, THANK YOU FOR BRINGING UP THAT SUBJECT.
GREAT REPORT. SHELBY, NOW IT'S YOUR TURN.
>> PRINCIPAL ROWAN WOULD LIKE YOU TO KNOW THAT SPRING IS IN THE AIR AT FBS, AND THEIR TESTING SEASON HAS BEGUN AND THE STUDENTS ARE EAGER TO SHOW ALL THEY HAVE LEARNED ON THEIR STATE ASSESSMENTS.
TESTING SEASON, NOT FUN, BUT THEY HAVE A LOT PLANNED OUT FOR THE REST OF THE MONTH AND THEY DID A LOT OF COOL STUFF LAST MONTH.
THEY HAD THE READING TAKES YOU EVERYWHERE WEEK AND ALREADY TONIGHT WE'VE HEARD A LOT ABOUT THE GREAT PEOPLE THAT CAME TO READ THEM.
THEY ALSO HAD POETRY AND PAINT NIGHT.
THE KINDERGARTEN FIELD TRIP TO THE BOWLING ALLEY, WHICH IS VERY EXCITING.
THE PRE-K TOOK THEIR FIELD TRIP TO ATKINS ARBORETUM, I THINK THAT'S HOW YOU SAY IT.
THAT'S EXCITING LONG AWAITED, WE HEARD ABOUT THAT ALREADY.
THE NEXT MONTH THEY HAVE THE FEDERALSBURG'S GOT TALENT SHOW.
IT'LL BE GREAT IF EVERYONE COULD COME TO THAT AND SUPPORT THEM.
THEY ALSO HAVE THEIR PBIS PEP RALLY AND QUARTER 3 HOUSE WINNER ANNOUNCED.
I KNOW THAT THE HOUSE PROGRAM IS A BIG THING AT THEIR SCHOOL, ALL THE STUDENTS GET SUPER EXCITED ABOUT IT.
THE FOURTH-GRADE IS TAKING THEIR ANNUAL FIELD TRIP TO THE SULTANA.
I REMEMBER WHEN I WAS IN FOURTH GRADE, THAT WAS THE BIG THING THAT WE TALKED ABOUT SINCE WHEN WE WERE IN THIRD GRADE.
IT'S LIKE OKAY, ONCE YOU GO TO FOURTH GRADE, YOU'RE GOING TO GET ON THIS BOAT AND KISS A FISH.
[LAUGHTER] I KNOW THEY'RE PROBABLY SUPER EXCITED FOR THAT.
THE SECOND GRADE IS ALSO TAKING THE SAME FIELD TRIP, THE KINDERGARTEN AT PRECARIOUS DONE.
THEN AT PS, THEY HAD A BUSY MONTH AS WELL.
PRINCIPAL ANGELA WOULD LIKE YOU TO KNOW THAT MARCH WAS A FANTASTIC MONTH FOR PES.
WE WOULD LIKE TO THANK OUR AMAZING PRESTON PANTHER PTO FOR HOLDING AN AMAZING SPRING FEST.
THIS COMMUNITY EVENT FEATURED GAMES, FOOD, A SILENT AUCTION ON THE FAMOUS CLASSROOM BASKET, PIEING THE PRINCIPAL AND OTHERS IN THE FACE AND MUCH MORE.
SUPER EXCITING FOR THE STUDENTS.
I'M NOT SURE HOW EXCITED HE WAS TO GET PIED IN THE FACE.
LAST MONTH, THE FIFTH GRADE PANTHERS DID A TREMENDOUS JOB ON THE MESA SCIENCE ASSESSMENT.
ONCE AGAIN, THEY ALSO HAD A LOT OF TESTING.
THEY TOOK PART IN HERE THE CRUNCH DAY, AND THE KINDERGARTEN TRIP ALSO TOOK A FIELD TRIP TO EASTERN BOWLING ALLEY.
P IS CELEBRATED IN MARYLAND DAY ON MARCH 24TH.
I DIDN'T KNOW THAT THE FOURTH GRADERS HAVE A TRADITION OF DRESSING LIKE COLONISTS.
[00:45:02]
SO THAT WAS INTERESTING TO LEARN ABOUT.THEN THE REST OF THE STUDENTS JUST WORE MARYLAND COLORS OR SOMETHING.
IN THEIR UPCOMING EVENTS, THEY ARE ALSO GOING TO HAVE A THIRD-QUARTER PBIS INCENTIVE.
THEY'RE GOING TO HAVE A SPIRIT WEEK FROM APRIL 17TH TO APRIL 21ST FOR AUTISM AWARENESS, AND THEN MANY OF THE GRADES WILL BE TAKING FIELD TRIPS.
AT THE MIDDLE SCHOOL, DR. HOLLOWAY WOULD LIKE YOU TO KNOW THAT MARCH WAS LONG, BUT WE FOUND SOME WAYS TO ADD SOME FUN TO AVOID THE FATIGUE.
LAST MONTH, THE NATIONAL JUNIOR HONOR SOCIETY SPONSORED SCHOOL DANCE.
GRADE 6-11 ELA CLASSES LOVES THE WORKSHOP THAT THEY HAD THAT WE LEARNED A LITTLE BIT ABOUT EARLIER.
THEY ALSO HAVE THEIR LAST CO-CURRICULAR PBIS INCENTIVE.
ADDING A NEW CLASS, ENHANCING YOUR NATURAL BEAUTY, WHICH HAD STUDENTS MAKE THEIR OWN NATURAL BEAUTY PRODUCTS.
I THINK THAT'S PROBABLY THE MOST INTERESTING PART OF THE WHOLE MONTH IN LAST MONTH.
WE DEFINITELY DID NOT DO ANYTHING LIKE THAT WHEN I WAS IN SCHOOL.
THEIR UPCOMING EVENTS IS THE RETURN OF OUTDOOR DINING DURING LUNCH, WHICH I KNOW A LOT OF STUDENTS ARE LOOKING FORWARD TO, EXCEPT FOR STUDENTS WITH SPRINGTIME ALLERGIES.
THEN ON APRIL 20TH, THE NATIONAL JUNIOR HONOR SOCIETY WILL HAVE THEIR INDUCTION.
>> THAT LITERALLY JUST CHANGED AFTER THE REPORT CAME IN.
DR. HOLLOWAY AND I HAVE BEEN IN CONVERSATIONS, SO IT WILL BE APRIL 27TH ON YOUR SHEET.
>> THEN DR. VONDENBOSCH AT THE HIGH SCHOOL WOULD LIKE YOU TO KNOW THAT MARCH WAS AN EXCITING MONTH AT CRHS WITH SPRING SPORTS STARTING, NHS AND SPANISH NHS INDUCTIONS AND THE MARYLAND STATE SUPERINTENDENT VISITING.
THEN LAST MONTH, SPRING SPORTS STARTED, WHICH WAS EXCITING FOR ALL THE STUDENTS AND ALL THE TEAMS ARE PERFORMING REALLY WELL SO FAR.
THEN ON THE 21ST, WE HAVE TRACTOR DAY, AND ON THE 29TH, WE HAVE PROM.
DEFINITELY COME OUT TO TRACTOR DAY.
IT'S GOING TO BE A VERY EXCITING TIME.
>> QUESTION FOR SHELBY. DID I SEE YOU WERE DOING SOMETHING SPECIAL IN ANNAPOLIS?
>> COULD YOU TELL US JUST A LITTLE BIT ABOUT?
>> YES. TWO WEEKS AGO, I WAS A PAGE AT THE MARYLAND GENERAL ASSEMBLY.
BASICALLY DURING SESSION, YOU HELP THE LEGISLATORS WITH WHATEVER THEY NEED.
IF THEY NEED YOU TO GRAB PAPERS OR TELL SOMEONE ACROSS THE ROOM SOMETHING, YOU HELP THEM WITH THAT DURING SESSION.
THEN BETWEEN SESSIONS, WE GOT TO VISIT THEM WHILE THEY WERE IN THEIR COMMITTEES.
THEN A LOT OF THE LEGISLATORS, IF WE JUST WALKED TO THEIR OFFICE, THEY WERE LIKE, HEY AND THEN THEY GOT TO TALK TO US.
IT WAS A REALLY GREAT EXPERIENCE AND THEY ALL GAVE REALLY GREAT ADVICE.
BUT IT WASN'T JUST THE LEGISLATORS THAT GAVE ADVICE.
ALSO THEIR INTERNS AND CHIEF OF STAFF GAVE REALLY GOOD ADVICE, TOO.
IT WAS A FUN TIME. I GOT TO MEET THE GOVERNOR.
>> THAT'S EXCITING. SHELBY, IS THERE AN OPPORTUNITY YOU'LL FIND OUT IF YOU GET TO GO BACK ON THIS TINY DAY?
>> THERE IS A POSSIBILITY I COULD GO BACK.
>> BUT I'M NOT SURE YET IF I GO BACK OR NOT.
>> KEEP US IN THE LOOP IF YOU DO.
IT'S A GREAT CHAOTIC, WONDERFUL EXPERIENCE IF YOU GET CALLED TO DO IT, AND IF YOU DO WHATEVER YOU CAN TO MAKE IT HAPPEN AND TRULY IT'S AN EXPERIENCE.
>> BUT IT DOESN'T KNOW WHAT TINY DAY IS, IT'S THE LAST DAY OF LEGISLATURE.
I'M NOT SURE. SOMEBODY TOLD ME WHAT THOSE WORDS MEAN?
>> IT MEANS TO ADJOURN WITHOUT DAY.
>> SEE YOU LATER. [LAUGHTER] SEE YOU. THAT'S GREAT.
WELL, ONCE AGAIN, FINANCE REPORT GETS TO FOLLOW. [LAUGHTER]
>> AS ALWAYS, THOSE ARE HARD ACTS TO FOLLOW.
THESE NUMBERS ARE BORING COMPARED TO THAT.
GOOD EVENING, PRESIDENT BARTON, MEMBERS OF THE BOARD, DR. SIMMONS.
YOU HAVE BEFORE YOU THE FINANCE REPORT FOR THE PERIOD ENDING MARCH 31ST.
WE'RE NINE MONTHS INTO OUR FISCAL YEAR AND WE SPENT AND/OR ENCUMBERED 86 PERCENT OF OUR BUDGET.
COMPARED TO THIS TIME LAST YEAR, WE HAD SPENT OR ENCUMBERED 87 PERCENT OF OUR BUDGET.
WE ARE RIGHT ON TRACK WITH WHERE WE NORMALLY ARE AT THIS POINT IN THE YEAR.
THIS IS THE TIME OF YEAR WHERE WE START TO WIND DOWN OUR SPENDING.
WE TRY TO CUT OFF THE LOCAL SPENDING AS MUCH AS POSSIBLE.
NOT OUR ROUTINE OPERATIONS, BUT ANY PLANNED SPENDING WE TRY TO WIND DOWN SO THAT WE CAN START TO CRUNCH THE NUMBERS AND SEE IF THERE'S ANY FUNDING LEFT FOR SOME YEAR-END PURCHASES.
AS YOU KNOW, WE TYPICALLY COME TO THE BOARD IN MAY OR JUNE IF WE DO HAVE FUNDING LEFT AND GET YOUR APPROVAL FOR THESE YEAR-END PURCHASES.
IF YOU LOOK DOWN THE REPORT, THERE ARE A COUPLE OF LARGE OVERAGES WHICH I'VE EXPLAINED IN PRIOR BOARD MEETINGS.
[00:50:06]
THE ONE IS IN THE TRANSPORTATION CATEGORY, AND THAT'S THE TWO BUSES THAT WE PURCHASED.WE ACTUALLY FINANCE THEM AND WE'RE STILL WAITING ON THE SECOND BUS TO COME IN.
ONCE IT COMES IN, I WILL BE SUBMITTING THAT FOR REIMBURSEMENT, AND THAT AVERAGE WILL WASH ITSELF OUT.
THERE'S ALSO A LARGE OVERAGE ON THE THIRD PAGE UNDER THE CAPITAL OUTLAYS SECTION, AND THAT IS THE ORIGINALLY ELEMENTARY SCHOOL PLAYGROUND THAT WE HAD TO DO SOMETHING ABOUT.
THANKS TO MR. MANDEL, HE WAS ABLE TO GET GRANT FUNDING FOR A PORTION OF THAT, AND SO LOCAL DID NOT HAVE TO PICK UP 100 PERCENT OF THE COST.
BUT OVERALL, OUR BOTTOM LINE, WE'RE IN GOOD SHAPE AND THERE ARE NO ISSUES TO REPORT THIS MONTH.
DOES ANYBODY HAVE ANY QUESTIONS?
>> YOU SAID THERE'S NO ISSUES TO REPORT THIS MONTH, SO THAT MEANS HE HIT A HOME RUN, DID A GREAT JOB FOLLOWING.
[LAUGHTER] GOOD NEWS WE'LL ALWAYS WIN THE DAY.
GOOD NEWS AS FAR AS FINANCES ARE CONCERNED.
[4. Consent Agenda]
>> PRESIDENT BARTON, MEMBERS OF THE BOARD, DR. SIMMONS.
PERSONNEL AGENDA TONIGHT INCLUDES TWO LEAVES OF ABSENCE, SIX RESIGNATIONS, ONE RETIREMENT, AND TWO APPOINTMENTS FOR THIS SCHOOL YEAR TO REGULAR TEACHER CONTRACTS.
>> ANY QUESTIONS, ANYBODY? WE HAVE TWO SETS OF MINUTES.
WE HAVE THE MARCH 7TH REGULAR MEETING MINUTES AND THE MARCH 21ST WORK SESSION MINUTES.
DO I HAVE A MOTION TO APPROVE THE MINUTES?
>> I MAKE A MOTION TO APPROVE THE CONSENT AGENDA.
>> THANK YOU. I SAID MINUTES, SO CONSENT AGENDA.
THANK YOU FOR THAT. DO I HAVE A SECOND?
>> [INAUDIBLE] THANK YOU, MICHELLE. CITIZEN COMMENTS.
[6. Individual Action Items]
CURRICULUM ADOPTION 6.01.>> YES. OUR FIRST INDIVIDUAL ACTION ITEM TONIGHT MR. BARTON INVOLVES CURRICULAR ADOPTION FOR ELEMENTARY ELA GRADES 3-5 AND MS. ALEX FISCHER IS HERE TO EXPLAIN WHAT'S GOING ON IN THAT AREA WITH THE WORK HAS BEEN DONE AND WHAT THE PROPOSAL IS. THANK YOU FOR BEING HERE.
>> THANK YOU. GOOD EVENING PRESIDENT BARTON, MEMBERS OF THE BOARD, DR. SIMMONS.
I COME BEFORE YOU TONIGHT TO REQUEST APPROVAL TO ADOPT A NEW ELEMENTARY ELA CURRICULUM AND TECH SERIES FOR GRADES 3-5 WONDERS 2023 PUBLISHED BY MCGRAW HILL.
THESE TEXTBOOKS ALIGN WITH THE MARYLAND COLLEGE IN CAREER READY STANDARDS FOR ENGLISH LANGUAGE ARTS AND ARE A KEY PART OF A COMPREHENSIVE LITERACY PROGRAM.
THE SERIES INCLUDES SIGNIFICANT PRINT AND DIGITAL LITERACY COMPONENTS SUCH AS HIGH INTEREST, AUTHENTIC TEXTS THAT ARE BOTH ON AND ABOVE GRADE LEVEL.
IT ALSO INCLUDES DAILY OPPORTUNITIES FOR WRITING AND RESPONSE TO TEXTS AND ONLINE LESSON PLANNING PLATFORM FOR TEACHERS, SPEAKING AND LISTENING ACTIVITIES, SOCIAL EMOTIONAL LEARNING, SEL, OR INSTRUCTIONAL VIDEOS AND LESSONS AS WELL AS A VARIETY OF INSTRUCTIONAL SUPPORTS AND SCAFFOLDS FOR SPECIAL POPULATIONS.
WONDERS 2023 ALSO INCLUDES BOTH ENDED UNIT AND BIWEEKLY PROGRESS MONITORING ASSESSMENTS TO CHECK FOR STUDENT UNDERSTANDING.
IN ADDITION TO THE ONLINE PLATFORM FOR TEACHERS, THIS SERIES INCLUDES A ROBUST AND ENGAGING ONLINE STUDENT WEBSITE TO ACCESS ADDITIONAL CONTENT MATERIALS AND STUDENT'S SUPPORT TO MEET A RANGE OF NEEDS.
WONDERS 2023 IS ALSO A FISCALLY RESPONSIBLE CHOICE AS ALL CONSUMABLE MATERIALS AND DIGITAL SUBSCRIPTIONS ARE PROVIDED FOR A TERM OF SIX YEARS WITHOUT ADDITIONAL EXPENSE TO CAROLINE COUNTY PUBLIC SCHOOLS.
THIS ANTHOLOGY SERIES WONDERS 2023 GRADES 3-5 WILL SERVE AS A CRITICAL RESOURCE FOR BOTH TEACHERS AND STUDENTS IN THE 3RD, 4TH, AND 5TH GRADES FOR YEARS TO COME.
AS YOU CAN SEE FROM THE LONG LIST, WE HAD A VERY ROBUST COMMITTEE THAT INCLUDED TEACHERS IN ALL FIVE ELEMENTARY SCHOOLS.
I HAD PILOTS IN ALL FIVE ELEMENTARY SCHOOL STARTING FROM THE BEGINNING OF THE YEAR.
THIS HAS ACTUALLY BEEN A TWO YEAR PROCESS AS WE STARTED FROM THE BOTTOM UP WITH K-2 LAST YEAR, AND CONTINUE THE PILOT PROGRAM THIS YEAR BEGINNING IN SEPTEMBER.
WE HAD TEACHERS OF SPECIAL POPULATIONS AS WELL AS PARENTS REVIEW THE TEXTS.
IT WAS VOTED ON UNANIMOUSLY TO APPROVE.
TEACHERS ARE HAPPY SO I AM HAPPY, SO I REQUEST YOUR PERMISSION TO PURCHASE.
>> DID THEY ACTUALLY ALL FILL OUT THAT FORM? WERE THEY ALL ACTIVELY INVOLVED WITH THIS?
[00:55:05]
[OVERLAPPING]>> NO. EVERY SINGLE TEACHER ON THAT LIST WAS A PILOTING TEACHER.
THEY USED IT IN THEIR CLASSROOM.
>> THEY FILLED OUT THE PAPERWORK ETC?
>> YES. THEY ONLY WOULD FILL OUT THE PAPERWORK FOR THEIR GRADE LEVEL.
OF COURSE, FIFTH GRADE TEACHERS DID NOT READ THEIR GRADE TEXTS AND SO FORTH BUT ALL OF THOSE TEACHERS, YES, [OVERLAPPING] WERE PILOTING TEACHERS. YES.
>> THEY'VE IMPLEMENTED IT ALL YEAR AND PROVIDED FEEDBACK AS WE'VE BEEN GOING?
>> LIKE WE DID FOR THE K-2, WE WANTED TO FIELD TEST IT.
IT'S A HUGE COMMITMENT BY CCPS.
WE'RE USING OUR FUNDING WHICH IS A BLESSING AND A CURSE.
BUT WE ALSO NEED TO MAKE SURE THAT WE'RE USING THE RESOURCES APPROPRIATELY AND GETTING A CURRICULUM THAT WILL LAST AND ONE THAT MEETS THE NEEDS OF OUR STAFF AS WELL.
I APPRECIATE MS. ALEX FISCHER'S EFFORTS LAST YEAR AND THIS YEAR WITH REALLY TAKING A STEP FORWARD TO PILOT A CURRICULUM BEFORE JUMPING IN FEET FIRST.
I THINK THAT HELPED BECAUSE IT PROVIDED VALUABLE FEEDBACK LAST YEAR.
WE STARTED THE PROCESS THINKING WE WERE WANT TO GO ONE DIRECTION AND REALLY GETTING IT FIELD TESTED BY STAFF, TOOK US ON ANOTHER MUCH BETTER DIRECTION WHICH WAS GREAT THAT WE DID THAT AND AGAIN, HAVING THAT OPPORTUNITY THIS YEAR HAS PROVEN INVALUABLE.
AGAIN, GET STAFF FEEDBACK IS KEY.
>> I'D LIKE TO JUST ADD A COMMENT.
I DON'T KNOW THE PARENTS, WHAT SCHOOLS THEY'RE FROM.
BUT IF WE WOULD LOOK AT INCLUDING AT LEAST ONE OR TWO PARENTS FROM EACH OF OUR SCHOOLS WHEN WE'RE GOING THROUGH THE PROCESS OF SELECTION.
>> IT SEEMS LIKE THE SAME SIGNATURES ON ALL OF THESE ONES.
I'M LOOKING THROUGH THE EVALUATION FORMS, IT'S A LOT OF THE SAME SIGNATURES.
>> THAT'S BECAUSE WE ONLY HAD A SMALL GROUP FOR EACH GRADE LEVEL.
FOR EXAMPLE, IN THIRD GRADE WE HAD FOUR TEACHERS PILOTING PLUS TEACHERS OF SPECIAL POPULATIONS AND SO THE TEACHERS WHO WERE ABLE TO COME AFTER HOURS ARE THE ONES THAT SIGNED THE FORMS. HOWEVER, ALL OF THE TEACHERS USED THOSE TEXTS.
>> I THINK THAT'S AN EXTENSIVE LIST AND WHEN I GO THROUGH AND LOOK AT ALL THESE DIFFERENT BOOKS, I'M PRETTY SURE EVERY NAME ON THAT LIST IS SOMEWHERE IN HERE.
WERE THEY THERE TO MAKE COMMENTS OR DID EVALUATIONS OF IT? THANK YOU FOR GOING TO THAT DEPTH TO [OVERLAPPING]
>> ABSOLUTELY. TEACHERS WHO WERE NOT ABLE TO ATTEND THAT EVENING ALSO SENT ME THEIR INFORMAL FEEDBACK VIA EMAIL AND WHAT THEY WANTED ME TO CARRY TO THE COMMITTEE.
>> JUST MAYBE I SHOULD EXPLAIN MY REQUEST.
I THINK JUST AS EFFORT TO IMPROVE AND INCREASE PARENT INVOLVEMENT, THAT'S MY REASONING FOR WANTING TO SEE MORE PARENTS INVOLVED WITH THE SELECTION PROCESS.
I KNOW WE DEFINITELY WANT PARENT INVOLVEMENT SO WE JUST HAVE TO GO EXTRA MILE TO REACH OUT AND DO WHAT WE CAN TO KEEP THEM INVOLVED. THANK YOU.
>> I THINK THAT'S AN EXCELLENT SUGGESTION MICHELLE. THANK YOU FOR THAT.
>> THERE'S ONE BOOK, GRADE 4 AD850L.
IT SAYS RECOMMENDED CONDITIONALLY.
>> WHAT WAS THE TITLE OF THAT TEXT?
>> THAT SOUNDS LIKE THE LEXTILE LEVEL.
>> DO YOU BRING JUSTICE? WHY IS IT ALL CONDITIONAL?
>> WHAT WERE THE COMMENTS? BECAUSE I CAN TELL YOU BECAUSE I'VE READ THROUGH ALL THE COMMENTS AND FOLLOW IT UP.
>> THAT GRAM NEEDS TO BE ADDRESSED.
>> THAT GRAM KNOWLEDGE. HAVING ISSUES LONG STORY.
>> YES, DELIVERING JUSTICE ABOUT THE CIVIL RIGHTS MOVEMENT.
THE TEACHERS NOTED THAT THERE WOULD HAVE TO BE BACKGROUND KNOWLEDGE SO STUDENTS UNDERSTAND WHAT WAS THE CLIMATE OF THAT TIME PERIOD AND THE LIFESTYLE DOES INDICATE THAT IT NEEDS TO BE ADULT DIRECTED.
WE WOULD NEED TO SCAFFOLD LEARNING SO STUDENTS ARE UNDERSTANDING OF THE BACKGROUND OF THAT TIME PERIOD.
>> IT'S ACTUALLY REALLY IMPRESSIVE. IT SHOW THEY REALLY READ IT.
>> ABSOLUTELY. THEY USED IT IN THEIR CLASSROOMS. THAT IS THE BENEFIT OF HAVING A NEARLY YEAR-LONG PILOT.
WE ARE ABLE TO USE NEARLY EVERYTHING.
WE'VE USED IT FOR THREE-QUARTERS OF THE YEAR NOW AND WILL CONTINUE THROUGH THE REMAINDER OF THIS YEAR.
[01:00:02]
>> WE SEE THE SAME THING FOR THE GAME OF SCIENCE.
UNCLEAR THEME IS HARD TO FOLLOW, BUT WE STILL RECOMMEND THEY GET IT.
>> THE GOOD THING ABOUT THIS TECH SERIES IS THERE ARE SO MANY RESOURCES THAT IF THERE IS A TEXT THAT TEACHERS DECIDE THIS IS NOT A GOOD FIT FOR MY CLASS OR I'M UNSURE ABOUT THE CONTENT, THEY HAVE MULTIPLE OTHER APPROVED TEXTS THAT THEY CAN USE FOR THE SAME, TO ADDRESS THE SAME STANDARDS.
>> I GOT TO ASK DR [INAUDIBLE], IS THAT YOUR SIGNATURE THAT'S LIKE TWO SQUIRRELS? [LAUGHTER].
>> THAT'S WHY YOU ARE A DOCTOR. [LAUGHTER]
>> ONE MORE QUESTION. THE BOOK WORDSMITH, IT SAYS, THE TEXT IS NOT SUITED FOR FIFTH GRADE.
>> YES, I FOLLOWED UP ON THAT COMMENT AND WHEN I ASKED THEM ABOUT WHAT THEY MEANT ABOUT THE LANGUAGE AND CONTENT NOT BEING APPROPRIATE FOR FIFTH GRADE, THOSE TEACHERS ELABORATED THAT IT WAS MORE THE LEVEL OF THE VOCABULARY.
IT WAS THAT THEY FELT THAT IT WAS WELL ABOVE A FIFTH GRADE LEVEL AND WOULD REQUIRE A LOT OF, AGAIN, PRE-TEACHING AND SCAFFOLDING FOR STUDENTS TO COMPREHEND THE TEXT.
IT WASN'T THAT LANGUAGE WAS INAPPROPRIATE OR CONTENT WAS QUESTIONABLE.
>> I MAKE A MOTION WE APPROVE.
>> WE HAVE A MOTION. DO WE HAVE A SECOND?
>> THANK YOU. ANY DISCUSSION? ALL IN FAVOR?
>> NEXT, WE HAVE AN OVERNIGHT FIELD TRIP.
THE NEXT ITEM WE HAVE IS AN OVERNIGHT FIELD TRIP REQUEST THAT CAME THROUGH MY OFFICE AND IS FOR THE NORTH CAROLINA HIGH SCHOOL MARCHING BAND.
AS THE BOARD PROBABLY REMEMBERS THIS FROM THE PAST, TYPICALLY OUR BANDS DO A TRIP EACH YEAR.
COLONEL RICHARDSON HIGH SCHOOL'S BAND TRIP DOES NOT EXCEED THE NUMBER OF NIGHTS BEING WASTE, THEREFORE DOESN'T GO TO THE BOARD FOR APPROVAL.
HOWEVER, NORTH CAROLINA HIGH SCHOOLS WILL NEED BOARD APPROVAL BECAUSE IT WILL BE THREE NIGHTS OVERNIGHT, WHERE COLONEL'S I BELIEVE WAS TWO.
THEY ARE TAKING THEIR MARCHING BAND TO THE NORFOLK NATO FESTIVAL, APRIL 20TH THROUGH THE 23RD.
THEY ARE TRAVELING BY COACH BUS TO NORFOLK.
IT'S 42 STUDENTS, NINE CHAPERONES.
MR. SPIKER CAN ANSWER ANY QUESTIONS AS HE IS HERE AS WELL, AND HE'S SUPPORTED VANS REQUESTS AS HAVE I.
STUDENTS HAVE HAD A CHANCE TO RAISE FUNDS FOR THE TRIP AND THE BAND BOOSTERS ASSOCIATION HAS ENSURED THAT IN ESSENCE, ANY STUDENT THAT WASN'T ABLE TO HIT THEIR THRESHOLDS WILL BE ABLE TO SUPPORT ANY STUDENT WHO WANTS TO GO TO BE ABLE TO MAKE THAT HAPPEN.
THE BAND, MR MARTIN AND MR. SPIKER REQUESTING BOARD APPROVAL FOR THE BAND TO GO ON THEIR TRIP TO THE NORFOLK NATO FESTIVAL.
>> WILL THEY COME BACK AND TELL US ABOUT IT LIKE FBLA DID?
>> WE COULD GLADLY ASK THEM TO.
>> WE COULD HAVE SOMETHING TO TELL US USING MUSIC. [LAUGHTER].
>> IT'S A LARGE BAND, IT MIGHT NOT FIT IN HERE.
>> WE COULD GO IN THE PARKING LOT. [LAUGHTER]
>> GO IN THE PARKING LOT AND HAVE THEM DO FORMATIONS OUT IN THE PARKING LOT.
>> THE ONES THAT WEREN'T ABLE TO MAKE THE MONEY ARE STILL GOING TO BE ALLOWED TO GO?
>> YES. BAND BOOSTERS ARE HELPING COVER THAT FOR ANY KID WHO WANTS TO GO.
>> IS THIS THE FIRST TIME SINCE COVID?
>> THAT'S GREAT. BECAUSE FIRST, LIKE SENIORS, THIS IS THEIR FIRST OPPORTUNITY.
>> ACTUALLY, YEAH. YOU'RE RIGHT.
>> I WAS JUST GOING TO SAY IT SOUNDS LIKE A GREAT TRIP.
IT'S LIKE OVER 100 BANDS THAT PARTICIPATE.
AS I WAS LOOKING IT UP ONLINE, IT LOOKS LIKE IT'D BE A LOT OF FUN.
>> WE GENERALLY DO PRETTY WELL.
EVERY YEAR I COME BACK AND THERE WAS A TROPHY ON THE FRONT DESK.
>> I'LL MAKE A MOTION. WE APPROVE THE FIELD TRIP FOR THE BAND.
>> ALL RIGHT. THANK YOU. ANY DISCUSSION? ALL IN FAVOR?
HAVE A GREAT TIME. IT'S REALLY A TERRIFIC IDEA.
[01:05:03]
AS DONNA POINTED OUT, FIRST TIME SINCE THAT AWFUL C WORD, COVID.THANK YOU. LAST DAY OF SCHOOL I'VE HEARD IT'S GOING TO BE IN JULY, IS THAT RIGHT?
>> THE ACTION ITEM BEFORE THE BOARD THIS EVENING, IT DOES SEEM INTERESTING, I GUESS.
SORRY SIRI, THE BOARD HAS TO TAKE ACTION TO DELINEATE WHAT THE LAST DAY OF SCHOOL IS.
IT'S BECAUSE THE BOARDS CALENDAR WHEN YOU APPROVE IT BUILDS IN FOR WEATHER DAYS, AND BOARD DOES SET THE STUDENT CALENDARS AND THEREFORE THE BOARD HAS TO DECIDE WHEN THE LAST DAY OF SCHOOL IS.
FOR THOSE WATCHING AT HOME, THIS IS AN APRIL ACTION ITEM EVERY SINGLE YEAR.
IT IS ALWAYS IN APRIL BECAUSE YOU NEVER KNOW IF THERE'S GOING TO BE A MARCH SNOW.
IT IS ALWAYS THE FIRST BOARD MEETING IN APRIL THAT WE WILL TAKE IT.
IT'S NO SURPRISE FOR ANYBODY WHO WOULD BE WATCHING FROM HOME.
WE DIDN'T USE ANY OF THE INCREMENT WEATHER DAYS WE BUILT IN FOR, SO WE LITERALLY WE JUST BACK THE FOUR OUT.
LAST DAY FOR STUDENTS, 180TH DAY OF SCHOOL WOULD BE JUNE 9TH.
MY RECOMMENDATION IS THAT JUNE 9TH BE CITED AS THE LAST DAY OF SCHOOL FOR KIDS AND THEN THE LAST DAY FOR STAFF WOULD BE JUNE THE 12TH, WHICH WOULD BE THE 190TH DAY FOR TEACHERS TO WORK.
THE HR SIDE WOULD CLARIFY AND SAY THAT'S FOR 10-MONTH TEACHERS.
BE MAKING THE LAST DAY, JUNE 9 AND THEN JUNE 12TH.
>> YOU'RE NO SNOW DANCER [INAUDIBLE].
>> ANY QUESTIONS, BOARD MEMBERS? JUST SEEM SO DOGGONE EARLY, CAN'T YOU BE THERE ANOTHER WEEK? SENIORS DON'T CARE. [LAUGHTER] POLAZZI.
>> DO YOU KNOW IN NEW JERSEY, THEY GOT TO DO 180 DAYS SENIORS? THEY DON'T GET OUT EARLY.
>> THEN THEY WERE IN MARYLAND.
>> THEY DON'T USUALLY KNOW WHEN YOUR GRADUATION IS BOOKED.
YOU SHOULD BE GLAD TO LIVE IN MARYLAND.
>> IF YOU'RE IN THE BAND, YOU HAVE TO GO EXTRA DAY.
>> [OVERLAPPING] BECAUSE HE'S HAVING HIS CONCERT.
I DON'T THINK WE HAVE ANY OTHER QUESTIONS, SO WE JUST NEED A MOTION.
>> PASS UNANIMOUSLY. THE LAST DAY OF SCHOOL IS JULY 30.
>> CAN'T CROSS FISCAL YEAR, IT'S GOING TO MAKE IT JUNE 30.
>> I DON'T SEE MR. STUART AND GO, CAN'T DO THAT.
>> JUST HAVING FUN WITH EVERYBODY.
[LAUGHTER] NOW THAT'S BECAUSE AARON KEPT IT FROM SNOWING.
>> BROUGHT OUR NEXT ACTION ITEM IN FRONT OF THE BOARD THIS EVENING AND MR. MANDEL WILL DISCUSS WHERE WE'RE AT BUT THIS IS SEEKING THE BOARD'S APPROVAL FOR A REVISED FY '24 CAPITAL IMPROVEMENT PROGRAM.
MR. MANDEL CAN EXPLAIN WHY THERE'S A REVISION TO THE PROCESS, AND WHY THE TIMELINE CHANGED.
YOU ORIGINALLY APPROVED THIS IN OCTOBER, BUT SOME THINGS HAVE HAPPENED WITH THE STATE.
>> WELL, GOOD EVENING. YOU TOOK MOST OF THE WINTER MYSELF SO I NEED TO JUST APPROVE THIS.
I STOPPED HERE IN OCTOBER TO ASK FOR YOUR APPROVAL FOR THE CIP TO BE APPROVED FOR FY '24 AND EVERYTHING WAS FINE AND DANDY AND WE MOVE ALONG.
THEN WE HAD A GOVERNOR CHANGE AND EVERYTHING CHANGED IN THE STATE HOUSE.
YOU ARE GOING TO NOTICE ON YOUR AGENDA ITEM SHEET, THE PUBLIC COMMENT OR CONTENT IS A LOT DIFFERENT THAN WHAT IT NORMALLY IS.
IT'S A PARAPHRASE OF WHAT I NOTICED I GOT FROM IAC IS ABOUT FOUR PAGES LONG SO I WOULD LIKE TO READ THAT JUST BECAUSE IT DOES READ DIFFERENTLY THAN WHAT YOU'RE ACCUSTOMED TO AND THEN I'LL GO AND EXPLAIN SOME MORE DETAILS ON WHAT THIS ALL MEANS.
ON FEBRUARY 2ND, 2023, THE INTER-AGENCY COMMITTEE FOR SCHOOL CONSTRUCTION, THE IAC SENT A NOTICE OF POSSIBLE ADJUSTMENTS TO THE FY '24 CIP.
THE IAC STAFF RECOMMENDED THAT LEAS CONSIDERED SUBMITTING ADDITIONAL PROJECTS NOT ONLY TO MEET BUT TO EVEN EXCEED THE TOTAL STATE ESTIMATOR PROGRAM OF $485 MILLION.
IN ADDITION TO THE $485 MILLION CURRENTLY IN THE GOVERNOR'S BUDGET, AN ADDITIONAL $100 MILLION MAY BECOME AVAILABLE FOR THE CIP IN ACCORDANCE WITH THE CAPITAL BUDGET.
THIS WAS WRITTEN A COUPLE OF WEEKS BACK AND I THINK SIMON DIADE WHEN I WAS COMING UP VERY SHORTLY, I BELIEVE THAT THIS IS GOING TO MAKE IT $100 MILLION.
THE REVISED CIP IS A ONE-TIME BUDGET ADOPTION FOR THE FY '24 IT DOES NOT REPLACE THE ANNUAL CIP BOARD OF EDUCATION APPROVAL PROCESS.
[01:10:03]
FOLLOWING THE BOARD OF EDUCATION ACCEPTANCE AND APPROVAL, THE REVISED CIP WILL BE SUBMITTED TO THE COUNTY COMMISSIONERS FOR ACCEPTANCE.I GOT TO TELL YOU IT'S A LITTLE FIB I HAD TO GO TO IN FRONT OF THEM THIS MORNING TO GET THERE, EXCEPT IT'S JUST BECAUSE OF THE TIMING.
EVERYTHING WAS DUE ON MARCH 17TH AND I DID A JUROR APPROVAL AS WELL AS THE COUNTY'S APPROVAL, AND THAT WAS GIVEN LEEWAY TO ADD A COUPLE MORE DAYS UNTIL WE GET THOSE APPROVAL AND I COULDN'T WAIT UNTIL NEXT WEEK TO GET IT DONE.
THE PROPOSED REVISED FY '24 CIP REFLECTS THE ADJUSTMENTS TO THE BOARD'S PRIORITIES SHOWN IN A PREVIOUSLY APPROVED EDUCATIONAL FACILITIES MASTER PLAN KNOWN AS THE EFMP, WHICH I'LL COME TO YOU IN PROBABLY JUNE WITH THAT MASSIVE DOCUMENT.
A SUMMARY OF ALL CURRENT PLANT IN FUTURE YEARS PROJECTS IS INCLUDED AND CAN BE FOUND ON PAGE 8 OF THE REVISED CIP DOCUMENT.
IF YOU'RE NOT FAMILIAR WITH IT AS A SHEET HERE, EXCEL SPREADSHEET THAT HAS NUMBERS GOING DOWN IN A 45-DEGREE ANGLE ON THE RIGHT-HAND SIDE AND I'M GOING TO GO OVER THAT HERE VERY SHORTLY WITH WHAT THE CHANGES INCLUDE.
THE FY '24 REVISED CIP REQUESTS THE APPROVAL OF A ROOF REPLACEMENT PROJECT THAT FELLOWS BYRD ELEMENTARY SCHOOL AND PHASE ONE OF A NEW ROOF OF PROJECT AT NORTH CAROLINA HIGH SCHOOL.
BOTH THOSE PROJECTS ARE ON TRACK TO BEGIN MID-JUNE.
THIS DOCUMENT OUTLINES THE FUTURE OF PROJECTS IN FY '25 TO INCLUDE PHASE 2 OF THE CURRENT NORTH CAROLINA HIGH-SCHOOLS ROOF PROJECT, ANY PARTIAL ROOF REPLACEMENT AT PRESTON ELEMENTARY SCHOOL.
BEFORE I ASKED FOR YOUR APPROVAL EYES, I JUST WANT TO GO OVER THIS IF YOU HIT THE PAGE 8, I JUST WANT TO SHOW YOU WHAT HAPPENED HERE.
WITH THE ADDITIONAL FUNDING DEBT WE CAME AVAILABLE DIDN'T NECESSARILY MEAN THAT WE HAD ALL THIS EXTRA MONEY CAME IN AT ARTIST'S DISCRETION.
IT ALLOWED US TO TRIGGER INTO OTHER FUNDING SOURCES, PARTICULARLY THE BUILD-TO-LEARN FUNDING SOURCE ON ISC, THIS IS A FUNDING SOURCE THAT EXPIRES IN TWO YEARS.
IF YOU WENT BACK AND LOOKED AT THE CIP I PRESENTED BACK IN OCTOBER, YOU WILL SEE THAT NORTH CAROLINA PROJECT WOULD BEGIN VERY END OF THAT TWO YEARS OR THIRD YEAR.
IT DEPENDS ON WHAT THE ISC WOULD INTERPRET AS THE START DATE OF THAT.
I WAS NOT ABOUT TO LEAVE $4.8 MILLION ON THE TABLE FOR A STATEMENT CAROLINE COUNTY COULDN'T USE.
THIS REVISED CIP WITH THE DISABILITY OF THESE EXTRA FUNDINGS THAT ARE IN THE GOVERNOR'S BUDGET ENABLES ME TO REARRANGE SOME OF THESE PROJECTS TO TAKE FULL ADVANTAGE OF THESE FUNDING EFFORTS THAT ARE OUT THERE.
JUST TO REVISE YOU REAL QUICK THE FELLOWS' BIRD GROUP PROJECTS WILL BEGIN IN JUNE AT THE TOTAL CIP PROJECT THAT IS ALL SET.
THE NORTH CAROLINA ROOFING PROJECTS, THAT'S GOING TO BE A TWO-PHASE TWO SUMMER PROJECT.
THE FIRST IS GOING TO BE THE SUMMER $4.89 MILLION WILL COME FROM THE BUILT LEARN FUNDING PROJECT OR FUNDING SOURCE FROM THE ISE.
THE SECOND PHASE WILL BE THE FOLLOWING SUMMER AND THAT WILL BE A CIP, SO I WILL COME TO YOU AGAIN THIS AUGUST OR SEPTEMBER WITH THE REQUEST FOR FY '25 CIP, AND THAT WILL BE A CIP ITEM.
THERE'S ACTUALLY TWO AGES, THREE-EIGHTHS ON A ROOF.
THE GOOD ROOF THE GOOD HALF IS 2016.
IT'S IN GOOD SHAPE. THE OTHER TWO SECTIONS, THERE'S TWO DIFFERENT DATES.
THE ONE IS FROM 1998, THE OTHER ONE IS 2008, SO 15 YEARS DO NOT QUALIFY FOR CIP FUNDING FROM THE ISC.
IT TYPICALLY WOULD, BUT WE WOULD ADD UP BEING ABOUT A 50-50 PAY.
WE'D HAVE TO PAY 50 PERCENT OF THAT ROOF VERSUS WHAT WE PAY NOW, 12 PERCENT, SO A LOT OF SAVINGS THERE.
BUT THEY PIVOT US INTO THIS HEALTHY SCHOOLS FACILITY FUND AND IT'S MUCH EASIER PROCESS TO GO THROUGH THE CIP TO GET FUNDING FOR IT, AS WELL AS THAT AS ONE OF THE FUNDS THAT ARE BEING ENERGIZED BY THE GOVERNOR'S EXTRA FUNDS.
I ALSO HAVE SOME FUNDS AVAILABLE WITH THAT NEXT YEAR TO DABBLE WITH THE FIX SOME OTHER ASSETS IN THE SYSTEM BUT THE HEALTHY SCHOOLS FACILITY FUND WILL DEFINITELY BE A BIG PLAYER IN PRECEDENCE NEXT YEAR.
TO RECAP, I KNOW I'VE SAID A LOT THERE, WHAT THE FUNDING CHANGE THAT THE GOVERNOR HAS PUT IN REALLY JUST ENABLES US TO EXERCISE OTHER FUNDING SOURCES AND MOVE UP CERTAIN PROJECTS THAT ARE GOING TO EXPIRE THAT WE'RE NOT REALLY AROUND.
I HAD A HARD TIME LEAVING ACTUALLY OVER $5 MILLION ON THE TABLE WHEN IT'S EASY, GRAB THE COURSE, AND HELPS US WITH OUR INVESTMENTS.
WITH ALL THAT SAID, IF THERE'S NO QUESTIONS, I'LL BE ABLE TO TAKE QUESTIONS.
>> I HAVE A QUESTION ABOUT PHASE 3.
>> IT SAYS, WHAT ARE THE CONSEQUENCES IF THIS PROJECT IS NOT APPROVED?
[01:15:04]
>> THEN IT SAYS, CHECK ALL THAT APPLY.
>> YES, YOU'RE ABSOLUTELY RIGHT, AND THAT WAS WHY I MOVED FEDERALSBURG UP LAST YEAR OR LAST FALL FROM WHERE IT WAS SUPPOSED TO BE THE YEAR BEFORE ABOUT THIRD OR FOURTH ROOT DOWN.
WE STARTED HAVING ALL KINDS OF ISSUES.
WATER IS COMING INTO THE BUILDING, WE'RE FIGHTING IT LEFT AND RIGHT.
WE COULDN'T WAIT ANOTHER YEAR.
IT CAME DOWN BETWEEN PRESTON AND FEDERALSBURG TO BE HONEST WITH YOU AND, I HATE TO SAY IT BECAUSE I HATE TO BE THE JUDGE AND RULER ON THIS, BUT AT LEAST PRESTON HAS HALF THE ROOF THAT'S GOOD.
FEDERALSBURG'S WHOLE ROOF IS BAD.
AND SO I DIDN'T WANT TO TAKE A CHANCE ON HAVING A CATASTROPHIC FAILURE ON THAT PARTICULAR PROJECT BEFORE WE CAN GET TO IT.
SO THAT'S WHY WE MOVED THAT UP TO THREE MONTHS FROM NOW.
>> IT'S SCARY THAT IT GOT THAT BAD.
>> SOMETIMES YOU HAVE TO FILL THESE FORMS OUT.
I'M NOT GOING TO SAY PUT YOUR ARMOR INTO IT, BUT THIS FORM GETS APPROVED BY FOUR DIFFERENT GROUPS UP AT THE STATE DEPARTMENT, AND THEY'VE NEVER STEPPED IN CAROLINE COUNTY.
THEY DON'T KNOW WHERE FEDERALSBURG IS.
SO SOMETIMES YOU HAVE TO PLUG IN A LITTLE EXTRA OOMPH TO GET THESE PROJECTS APPROVED, TO GET THEM MOVED UP HIGHER THE PRIORITY SO THAT WE BEAT OUT A BETTERTON OR A QUEEN ANNE'S WITH THEIR PROJECT. IT IS COMPETITIVE.
>> IT'S NOT LIKE YOU GET A NEW ROOF FOR FUN.
>> NO, I'D MUCH RATHER BE DOING SOME OF OUR OTHER THINGS WE CAN DO.
>> YEAH. AS YOU'LL SEE ON THAT PAGE 8, AND I SAID THIS BEFORE, WE'RE IN THE ROOFING BUSINESS FOR NEXT FIVE PLUS YEARS.
THAT IS THE BIG CONSTRUCTION EMPHASIS THAT WE'RE WORKING ON RIGHT NOW.
>> WHY DON'T WE MAKE THAT TO [INAUDIBLE] ROOFERS.
>> CAN I SIT DOWN? [OVERLAPPING] SORRY, YOU WANT ME TO PUT YOU ON THE SPOT?
>> I'D LIKE JUST TO THANK MR. MANDEL WE'RE ONLY STEWARDS OF THIS MONEY.
FOUR MILLION DOLLARS, IT'S A LOT OF MONEY FOR YOU TO BE ABLE TO LOOK AND NOT ALLOW IT TO GO TO WASTE.
>> THANK YOU. I WAS HAPPY THAT THE GOVERNMENT PUT THE MONEY INTO IT BECAUSE IT DID ALLOW ME THE ABILITY NOW TO RESHUFFLE IT.
>> THIS MONEY HAS TO BE USED FOR THIS.
>> JUST SO IT'S CLEAR TO PEOPLE THAT THERE IS, ISN'T IT?
>> THERE'S A PRIORITY IN THE IC, IT'S ABOUT 10 LEVELS.
NUMBER 2 IS AIR QUALITY WITH HVAC, AND THEN IT GOES DOWN FURTHER WITH [OVERLAPPING] BUILDINGS, WINDOWS, ETC.
>> I THINK SHE WAS TALKING TO SOMEBODY AT HOME.
>> WELL, WE WOULD LIKE TO HEAR HER, AGAIN ANYWAY [LAUGHTER] WELL, DONALD'S POINT IT'S A GOOD ONE [OVERLAPPING]
>> I COULDN'T HEAR WHAT SHE SAID, SO THANK YOU.
DONALD'S POINT IS A GOOD ONE BECAUSE SOMETIMES PEOPLE SEE CAPITAL PROJECT MONEY OCCURRING AND WONDER WHY SOMETHING OPERATIONALLY ISN'T BEING DONE.
THE MONEY IS NOT INTERCHANGEABLE THAT WAY, AND YOU KNOW THAT.
MOST PEOPLE DO IT, BUT SOMETIMES PEOPLE DON'T UNDERSTAND THAT.
IT'S A GOOD CLARIFICATION TO MAKE.
>> I'D LIKE TO MAKE A MOTION TO APPROVE THE REVISED FISCAL YEAR 2024 PUBLIC SCHOOL CAPITAL IMPROVEMENT PROGRAM FOR CAROLINE COUNTY.
>> ANY DISCUSSION, FURTHER QUESTIONS, COMMENTS? ALL IN FAVOR?
THANK YOU, MR. MANDEL. GOOD JOB.
>> THANK YOU, MR. MANDEL. NOW WE'RE ON TO REPORTS AND PRESENTATIONS COMMUNITY SCHOOLS.
[7. Reports and Presentations]
>> GOOD EVENING, AGAIN, PRESIDENT R. BARTON, MEMBERS OF THE BOARD.
>> WE ARE GOING TO PRESENT TO YOU TONIGHT ON COMMUNITY SCHOOLS.
BUT I DO WANT TO INTRODUCE [LAUGHTER] [OVERLAPPING] MAYA ROBINSON, OUR COMMUNITY SCHOOL COORDINATOR FOR FEDERALSBURG ELEMENTARY.
THEN ALSO WE HAVE ASHLEY [INAUDIBLE], OUR GREENSBORO COMMUNITY SCHOOL COORDINATOR, WHO ARE GOING TO JOIN THE PRESENTATION A LITTLE BIT FARTHER INTO IT.
BUT I'M VERY LUCKY TO HAVE BOTH OF THEM.
WE'VE TALKED ABOUT COMMUNITY SCHOOLS ALL YEAR IN SNIPPETS.
WE'VE REALLY NEVER GONE IN DEPTH.
TONIGHT WE'RE GOING TO GIVE YOU ALL THE INFORMATION AND ALSO BE ABLE TO ANSWER ANY QUESTIONS THAT YOU DO HAVE ABOUT COMMUNITY SCHOOLS.
WHAT IS A COMMUNITY SCHOOL? COMMUNITY SCHOOLS ARE SCHOOLS THAT DEVELOP AND UTILIZE PARTNERSHIPS TO CONNECT THE SCHOOL, THE STUDENTS, THE FAMILIES, AND THE SURROUNDING COMMUNITY TO THE RESOURCES NEEDED IN ORDER TO THRIVE.
[01:20:04]
WHAT THAT MEANS IS, IS THAT WE ARE CONNECTING OURSELVES WITH PARTNERSHIPS SO THAT WE CAN BRING THOSE RESOURCES INTO OUR SCHOOLS, SO THEY ARE AVAILABLE TO THE STUDENTS AND THE FAMILIES AND THE COMMUNITY AT ANYTIME THAT IF THEY ARE NEEDED.SOME EXAMPLES OF THAT ARE CHOPTANK.
WE HAVE CREATED A PHENOMENAL PARTNERSHIP WITH CHOPTANK HEALTH.
WE'VE ALSO CREATED AN UNBELIEVABLE PARTNERSHIP WITH CAROLINA BEHAVIORAL HEALTH.
THESE FOLKS ARE WITH US AT ALL TIMES.
WE WORK WITH THEM REGULARLY TO CREATE DIFFERENT RESOURCES AND PACKETS, AND ALSO SUPPORTS THAT CAN BE PROVIDED TO THE FAMILIES AND STUDENTS AND COMMUNITY.
ALSO, OUR COMMUNITY SCHOOLS PROMOTE EQUITY.
IT'S IMPORTANT THAT WE'RE PRIORITIZING THE NEEDS AND WELL-BEING OF ALL STUDENTS AND FAMILIES, THAT IT'S CRITICAL AND URGENT.
IT DOESN'T MEAN THAT THE RESOURCES AREN'T AVAILABLE TO ALL.
IT JUST MEANS WE HAVE TO PRIORITIZE.
THEN COMMUNITY SCHOOLS SERVE AS A HUB THAT PROVIDES THE NEEDED WRAP-AROUND SERVICES.
THEN IF WE LOOK AT THE NEXT SLIDE, YOU CAN SEE WHERE WE'VE EXPLORED EVEN MORE OF WHAT THOSE WRAPAROUND SERVICES LOOK LIKE.
HOW DO YOU BECOME A COMMUNITY SCHOOL? WELL, THE DETERMINING FACTOR FOR ELIGIBILITY IS BASED ON A FOUR-YEAR AVERAGE OF THE PERCENTAGE OF THE SCHOOL'S STUDENTS LIVING IN POVERTY, EXCLUDING THE 2021 SCHOOL YEAR, WHICH I THINK WE CAN ALL UNDERSTAND WHY.
THIS IS DETERMINED BY THE COMPENSATORY EDUCATION ENROLLMENT, OUR FREE AND REDUCED LUNCH.
THEN COMMUNITY SCHOOLS RECEIVE WHAT WE CALL CONCENTRATION OF POVERTY GRANT.
INITIALLY, THE GRANT WAS AWARDED TO SCHOOLS WITH 80% OR MORE OF ITS STUDENTS RECEIVING FREE OR REDUCED MEALS.
IN FY'22, WHEN WE HIT 70%, WE WERE ABLE TO HAVE ONE COMMUNITY SCHOOL.
AND THEN AS YOU CAN SEE, IT DECREASES A LITTLE BIT EACH YEAR.
IN TURN, YOU WILL HAVE MORE SCHOOLS IDENTIFIED AS A COMMUNITY SCHOOL.
LET'S EXPAND ON WHAT THIS CONCENTRATION OF POVERTY GRANT LOOKS LIKE.
WELL, THE FIRST YEAR THAT WE'VE RECEIVED THE FUNDS, THIS IS WHAT WE CALL A PERSONNEL GRANT.
WITHIN THE PERSONNEL GRANT, WE HAVE TO HIRE A COMMUNITY SCHOOL COORDINATOR, AND WE HAVE TO EXTEND OUR WELLNESS HOURS, WHICH WE HAVE DONE BOTH, AND WE WERE VERY PROUD TO REPORT THAT IN THE BLUEPRINT.
AFTER ALL OF THOSE POSITIONS ARE FILLED, YOU CAN SEE THAT THERE WILL BE ADDITIONAL FUNDING THAT IS LEFTOVER, AND THAT IS TO SUPPORT WRAP-AROUND SERVICES INSIDE THAT SCHOOL.
THEN IN YEAR 2 AND BEYOND, YOU RECEIVE ADDITIONAL FUNDING.
THIS IS CALCULATED BASED ON THE NUMBER OF STUDENTS THAT ARE LIVING IN POVERTY ATTENDING THAT SCHOOL.
THE GRANTS ARE AWARDED TO THE SCHOOL BASED ON A SLIDING SCALE AND ARE USED TO PROVIDE A WIDE VARIETY OF WRAP-AROUND SERVICES.
JUST TO PUT THIS IN PERSPECTIVE, AND I HAVE AARON HERE IF I GET THESE NUMBERS WRONG, BUT THE FIRST YEAR IS TYPICALLY AROUND 259,000.
THEN DEPENDING ON HOW MANY STUDENTS ARE LIVING IN POVERTY, THAT PERCENTAGE WILL CALCULATE WHAT THE NEXT YEAR'S GRANT WILL LOOK LIKE.
SO YOU'RE RECEIVING TWO FUNDING SOURCES THROUGH THE CONCENTRATION OF POVERTY TO SUPPORT THE NEEDS OF THAT SCHOOL.
IT IS PRETTY SIGNIFICANT ONCE YOU REACH YEAR 2.
>> TO ADD TO MRS. ANTHONY IS POINT, THE MONEY COMING THROUGH CONCENTRATION OF POVERTY, IT COMES THROUGH BLUEPRINTS, IT'S PART OF THAT FORMULA, AND ALL OF IT GOES TO THE SCHOOL.
EVERY DOLLAR THAT COMES TO THAT GRANT MUST GO TO SERVICES PROVIDED IN THE BUILDING FOR THE KIDS IN THE BUILDING.
AS MRS. ANTHONY MENTIONED, THE SLIDING SCALE, YEAR 1 OF PER-PUPIL.
I'LL GET MY NUMBERS WRONG, BUT I BELIEVE YEAR 1 OF PER-PUPIL IS THE NUMBER OF KIDS WITH FREE REDUCED MEALS TIMES 8% OF WHAT THE ALLOTMENT IS, AND THEN IT GOES UP TO 12% IN YEAR 2.
BUT THERE'S AN INCREASE STEADY OVER TIME, SO YOUR POT GROWS.
IT'S NOT ALL AT ONCE PER-PUPIL, BUT IT DOES STAGGER AND GO UP AS THAT BUILDS IN.
SO OUR SCHOOLS WHO YOU'LL HEAR FROM SHORTLY, THE SEED WILL GROW OVER THE NEXT SEVERAL YEARS AS THAT PER-PUPIL ALLOTMENT DOES INCREASE TO SUPPORT WHAT IT IS THAT RIGHT NOW THESE LADIES ARE PLANNING WITH THEIR ADMINISTRATION TO SUPPORT THEIR FAMILIES AND KIDS.
>> IN FY-22, YEAR 1, FEDERALSBURG ELEMENTARY WAS IDENTIFIED AS A COMMUNITY SCHOOL.
[01:25:02]
AS I SAID EARLIER, WE HAD HIRED A COMMUNITY SCHOOL COORDINATOR, WE EXTENDED OUR WELLNESS HOURS, AND THEN DURING THAT SAME YEAR, WE'RE PUTTING TOGETHER A NEEDS ASSESSMENT.IT'S A GATHERING OF A LOT OF DATA.
THIS CAN BE THROUGH THE FORMS OF SURVEYS, THIS CAN BE DATA THAT WE ACTUALLY HAVE WITHIN THE COMMUNITY.
WE PUT ALL OF THAT TOGETHER, AND WHAT WE WORK THROUGH IS THAT NEEDS ASSESSMENT TO DETERMINE WHAT THE HIGH PRIORITY AREAS ARE.
THEN FROM THERE, WHEN YOU MOVE INTO YEAR 2, YOU CAN SEE HERE, THE SECOND YEAR, WE HIRED MAYA ROBINSON AS OUR COMMUNITY SCHOOL COORDINATOR.
NOW, IN YEAR 1, WE HAD HIRED A COMMUNITY SCHOOL COORDINATOR AND SHE ACTUALLY MOVED TO A DIFFERENT STATE SO WE HAD TO GO THROUGH THAT ALL OVER AGAIN.
WE WERE VERY LUCKY BECAUSE MAYA HAS BEEN PHENOMENAL FOR FEDERALSBURG.
WE DID EXTEND THOSE WELLNESS HOURS AND WE DID COMPLETE THAT NEEDS ASSESSMENT.
ALSO AT THE END OF THAT YEAR, WE BEGAN WRITING A PLAN FOR THAT SCHOOL.
WITH THAT BEING SAID, I AM GOING TO HAVE MAYA COME UP HERE AND I'M GOING TO HAVE HER SHARE SOME HIGHLIGHTS AND THEN ALSO TALK ABOUT COMMUNITY PARTNERSHIPS.
I AM THE CSC AT FEDERALSBURG ELEMENTARY SCHOOL.
SOME GREAT HIGHLIGHTS FOR FEDERALSBURG IS UP ON THE RIGHT YOU'LL SEE OUR CARE CLOSET.
IT'S WAY BIGGER THAN THIS PICTURE, BUT THIS WAS JUST A GLIMPSE OF IT.
THANKFULLY, OUR PARTNERSHIP WITH THE JUDY CENTER, THEY DONATED A BUNCH OF COATS, HYGIENE PRODUCTS, AND STUFF FOR OUR CARE CLOSET JUST BECAUSE THAT WAS ONE OF OUR NEEDS INSIDE OF OUR SCHOOL WAS TO PROVIDE THOSE TYPE OF PRODUCTS AND THINGS FOR OUR STUDENTS.
THEN OVER TO THE LEFT IS OUR PTO COMMITTEE.
PTO AT FEDERALSBURG DIMINISHED FOR A LITTLE WHILE.
WE ARE ACTUALLY STARTING TO BUILD THAT BACKUP, WHICH HAS BEEN GOING REALLY GREAT.
THEY'VE BEEN COMPLETELY PHENOMENAL.
THEN IN THE MIDDLE IS SOMETHING THAT I HAVE IMPLEMENTED, WHICH IS A GIRLS EMPOWERMENT GROUP.
I IMPLEMENTED THAT I'M DOING IT WITH OUR FOURTH-GRADE GIRLS.
BASICALLY JUST TO TALK ABOUT MENTAL HEALTH AND SELF-LOVE AND SELF-GROWTH AND BUILDING THAT SISTERHOOD WITH ONE ANOTHER.
I FEEL LIKE THAT'S REALLY IMPORTANT.
JUST LETTING THEM EMBRACE AND EMBARK ON THEIR JOURNEY AND BECOMING QUEENS AT THAT YOUNG AGE.
THIS WAS IN CRAFT WE DID WHICH I CALLED MIRROR MIRROR.
ON THEM EACH GIRL DECORATED IT AND THEN WROTE AFFIRMATIONS ON THEIR MIRROR.
WHEN YOU HAVE THOSE DAYS WHERE YOU'RE JUST DOWN ON YOURSELF AND YOU KNOW YOU NEED THAT EXTRA SELF-LOVE.
THAT'S WHAT THE GOAL FOR THEIR MIRRORS ARE.
ALSO JUST WE HAVE OUR HOUSE SYSTEM, WHICH HAS BEEN ABSOLUTELY PHENOMENAL, WHICH IS THROUGH RON CLARK, WHICH WE HAVE OUR FOUR DIFFERENT HOUSES.
WE ACTUALLY HAVE OUR THIRD PEP RALLY TOMORROW SO WE'RE REALLY EXCITED.
IT'S A BEHAVIORAL SYSTEM, AND IT JUST HAS BEEN GREAT AND IT ACTUALLY IS FOR OUR WHOLE ENTIRE SCHOOL SO ALL THE STAFF ARE A PART OF IT.
THOSE ARE OUR BIGGEST HIGHLIGHTS AT FEDERALSBURG ELEMENTARY SCHOOL.
>> I THOUGHT THAT MIGHT BE THE SCHOOL RESOURCE OFFICER THERE.
>> NO. THAT'S ONE OF OUR LITTLE KIDDOS FOR OUR TRUNK OR TREAT THAT WE DID AT FEDERALSBURG ELEMENTARY SCHOOL.
I FORGOT WHAT THAT CHARACTER IS.
>> ALSO PART OF OUR HIGHLIGHTS, I DID HOST A COMMUNITY RESOURCE NIGHT WHERE I HAD ABOUT 25 OF OUR PARTNERS COME JUST TO PROVIDE RESOURCES FOR OUR FAMILIES AND GIVING EXTRA INFORMATION THAT WAS NEEDED FOR OUR FAMILIES AT FEDERALSBURG.
FOR THE NEXT SLIDE, FOR COMMUNITY PARTNERSHIPS.
THERE'S A TON OF PARTNERSHIPS THAT WE HAVE AT FEDERALSBURG AND I COULDN'T PUT ALL THE PICTURES IN THERE.
BUT JUST SOME OF THESE WHERE WE HAVE, TO THE LEFT, WE HAVE THE JUDY CENTER.
SOME OF THESE ARE FROM OUR TRUNK OR TREAT NIGHT WE DID AND THEN OTHERS IS WE DID A BLACK HISTORY SCAVENGER HUNT AND BE INVITED A BUNCH OF COMMUNITY PARTNERS TO COME AND ACTUALLY ALL OF THEM PARTICIPATED AND DID THE SCAVENGER HUNT.
THEY ALL WERE SAYING LIKE, WOW, I REALLY HAD TO LEARN SOMETHING, AND THEN THINK ABOUT IT AS AN ADULT.
WE HAVE THE JUDY CENTER IN THE MIDDLE, THAT'S ME AND THE MAYOR, WHICH IS KIP ABNER, SHE IS THE MAYOR OF FEDERALSBURG.
[01:30:01]
THEN WE HAVE LINDSAY NEWCOMB SHE'S WITH TOP TANK COMMUNITY HEALTH.THEN THE TWO PICTURES ON THE RIGHT, WE HAVE OUR CHANNEL MARKERS.
THEY ARE A MENTAL HEALTH RESOURCES THAT WORKS WITH SOME OF OUR STUDENTS.
THEIR WHOLE CREW CAME IN DEEP AND THEY DID THE SCAVENGER HUNT.
THEN WE HAVE STELLA LEE, AND CARE CALLAWAY AT THE BOTTOM.
>> THEN FY-23 COMES, AND GREENSBORO ELEMENTARY IS IDENTIFIED IN YEAR 1 OF BEING A COMMUNITY SCHOOL.
THAT YEAR WE HIRED ASHLEY POWELL AS OUR COMMUNITY SCHOOL COORDINATOR.
WE EXTENDED THE WELLNESS HOURS AND WE'RE MAKING IT SOUND LIKE IT'S BEEN SO EASY.
WE'VE HAD SO MANY SUPPORTS FROM THE COMMUNITY TO ENSURE THAT WE ARE SUCCESSFUL IN OUR COMMUNITY SCHOOLS THAT WE HAVEN'T HAD SOME OF THE SAME CHALLENGES THAT THE OTHER DISTRICTS HAVE HAD.
ONE BEING, WE HAVE BEEN ABLE TO EXTEND OUR WELLNESS HOURS WITHOUT ANY WEEPS, CHILD TAG HAS DONE IT, BUT I'LL JUST KEEP SAYING IT OVER AND OVER OUR PHENOMENAL JOB WITH THIS PARTNERSHIP AND ENSURING THAT THESE RESOURCES ARE THERE.
ALSO, ASHLEY AND MAYA RIGHT AWAY, THAT WAS EARLY ON IN THE SUMMER WHEN WE HIRED THEM, WHERE THERE ARE STILL SOME DISTRICTS THAT HAVE NOT FILLED THOSE POSITIONS.
RIGHT NOW, ASHLEY IS WORKING WITH HER TEAM ON DEVELOPING A NEEDS ASSESSMENT TO DETERMINE WHAT THEIR NEEDS ARE.
HER NEEDS ASSESSMENT IS DUE JUNE 1ST, AND THEN SHE WILL BEGIN WORKING WITH THE TEAM TO WRITE A PLAN FOR GREENSBORO ELEMENTARY.
FROM THERE, WE'RE GOING TO HAVE ASHLEY COME UP AND SHE IS GOING TO SHARE SOME OF THE HIGHLIGHTS OF GREENSBORO ELEMENTARY.
>> GOOD EVENING BOARD. I JUST WANT TO EXPLAIN TO YOU OUR CARE CLOSET.
WE STARTED THIS IN THE BEGINNING OF THE SCHOOL YEAR.
THIS IS A CLOSET THAT'S IN THE HALLWAY AND EVERY STUDENT HAS ACCESS TO IT.
THEY CAN TELL THEIR TEACHER THEY WANT TO GO TO IT.
THEY CAN TELL THE SCHOOL COUNSELOR OR THEY CAN TELL ME, OR THEY CAN JUST GO TO BY THEMSELVES.
THIS HAS HYGIENE PRODUCTS IN IT, SNACKS, SCHOOL SUPPLIES, SHOES, AND WE HAVE CLOTHS, AND ANOTHER CLOSET BUT WE'RE EXPANDING SOON.
ONE MORE THING ON THAT CARE CLOSET.
I CAN'T TELL YOU HOW MANY STUDENTS HAVE MUSIC CARE CLOSET BECAUSE I WANT TO KEEP THAT CONFIDENTIAL AND I DON'T WANT THEM TO HAVE TO COME TO ME EVERY TIME.
THEY USE IT BUT THE THINGS THAT HAVE BEEN USED THE MOST ARE DEODORANT, CHOPSTICK, BODY WASH, AND SHOES.
I THOUGHT THAT WAS JUST GOOD TO KNOW.
THEN HERE'S OUR COMMUNITY PARTNERSHIPS.
WE HAD THE JUDY CENTER UP THERE.
THEY'VE BEEN A HUGE HELP NOT ONLY TO OUR PRE-K AND K STUDENTS, BUT THEY'VE DONATED TO OUR CARE CLOSET WITH A LOT OF DIFFERENT ITEMS THAT WE'RE REALLY THANKFUL FOR THEM.
SAVE A LOT HAS DONATED SNACKS TO OUR STUDENTS WHO HAVE PARTICIPATED IN OUR MATH AND READING INCENTIVES EACH MONTH, SO WE THANK THEM.
THERE'S ANGEL PHRASE UP THERE AND KIND OF GREENSBORO, HE'S GIVEN OUR STUDENTS AND FAMILIES A LOT OF SUPPORT AND OPPORTUNITIES.
ALSO DOWN AT THE BOTTOM, THERE'S AARON'S PLACE AND EARLIER LAST MONTH, OUR AMAZING SCHOOL COUNSELOR, MS. WEBSTER, SHE CREATED A FOOD DRIVE WHERE WE COLLECTED BOX FOOD ITEMS AND WE WERE ACTUALLY ABLE TO DONATE ALL OF THE FOOD TO OVER SEVEN DIFFERENT FOOD PANTRIES IN THE COUNTY.
WE'RE REALLY THANKFUL FOR ALL OUR PARTNERSHIPS AND LIKE MAYA SAID, I COULDN'T PUT THEM ALL ON THERE BECAUSE THERE'S JUST SO MANY.
>> ACTUALLY GOING TO TAKE THAT A STEP FURTHER WHEN WE WROTE THE BLUEPRINT AND WANT TO SAY WE WORKED WITH THREE PAGES WORTH OF COMMUNITY PARTNERSHIPS THAT WE'VE DEVELOPED IN JUST TWO YEARS.
LOOKING FORWARD, WHERE ARE WE HEADED? FEDERAL SPARK ELEMENTARY WILL BE EXPANDING THE CARE CLOSET.
THEY'RE PLANNING A THANKSGIVING DRIVE, SO THEY'RE ALREADY AHEAD OF THE GAME FOR NEXT YEAR.
COMMUNITY RESOURCE NIGHTS WILL CONTINUE, AND WITHOUT A DOUBT, IT WON'T BE A ONE-TIME EVENT.
WE'RE GOING TO CONTINUE THAT THROUGHOUT THE YEAR SO THAT OUR FAMILIES KNOW THAT THAT IS ALWAYS AVAILABLE IN THE EVENINGS AND THEN ALSO THE PARENT CAFE.
NOW, GREENSBORO ELEMENTARY, WHICH THEY WILL BE MOVING INTO YEAR 2, THEY ARE GOING TO BE HAVING A THIRD SCHOOL COUNSELOR, WHICH IS VERY EXCITING.
IN TURN, THEY WILL ALSO HAVE A SCHOOL PSYCHOLOGISTS THAT IS BILINGUAL TO SUPPORT THE NEEDS.
BOTH SCHOOLS RIGHT NOW HAVE TRANSLATORS, WHICH IS VERY NICE AND THAT'S A LUXURY WE ALL KNOW THAT.
THEN ALSO AT GREENSBORO, WE'RE GOING TO BE OFFERING ENGLISH LEARNING CLASSES IN THE EVENING WHICH IS EXCITING TO ADULT FAMILIES.
ON THE HORIZON, AS ALL INFORMATION COMES OUT FROM MSDE,
[01:35:02]
ONE BIG PIECE OF NEWS CAME OUT RECENTLY AND THAT WAS WE HAVE ANOTHER COMMUNITY SCHOOL.IT'S LIKE HAVING ANOTHER BABY.
[LAUGHTER] WE HAVE ANOTHER COMMUNITY SCHOOL AND THIS WILL BE COLONEL RICHARDSON MIDDLE SCHOOL.
ALL OF THESE EXCITING THINGS THAT ARE HAPPENING THAT WE WERE ABLE TO SHARE WITH YOU TONIGHT, YOU'RE GOING TO GET TO SEE HAPPEN IN CAROLINE MIDDLE SCHOOL TOO. ANY QUESTIONS?
I'M SORRY, MY WAIT TIME IS TERRIBLE.
I DON'T KNOW. IF YOU HAVE QUESTIONS GO AHEAD SORRY, I LITERALLY LOOKED AND DIDN'T SEE ANYBODY JUMPING OFF JOSH.
>> NO, I WAS GOING TO WAIT [LAUGHTER] BOARD MEMBERS.
IT JUST SEEMS LIKE SUCH A GREAT WAY TO CONNECT THE SCHOOLS AND THE COMMUNITY, THOSE PARTNERS, THAT PART OF IT.
WHAT YOU'RE DOING FOR THE CHILDREN, IT'S JUST AWESOME AND WONDERFUL.
THE SIDE BENEFIT THAT THEY CAN HAVE THAT CONNECTION, GETTING THE SCHOOL PART OF THE PARTNERS IN THE COMMUNITY, CONNECTING TO THE SCHOOL.
NOT THAT THEY WOULDN'T HAVE BEEN GOOD PARTNERS WITH OTHER THINGS BEFORE, BUT IT JUST ENHANCES THAT.
I THINK HAVING PEOPLE ASSIGNED TO THOSE ROLES MAKES ALL THE DIFFERENCE.
>> WE WOULDN'T BE ABLE TO DO THESE GREAT THINGS WITHOUT PRINCIPALS.
STEPHANIE BROWN AND DAWN SWORN HAVE BEEN PHENOMENAL IN SUPPORTING THIS INITIATIVE IN BOTH SCHOOLS.
>> NEXT YEAR YOLANDA HOLLOWAY WILL BE JOINING OUR GROUP.
>> JUST TRULY WANT TO SHOUT OUT THE PRINCIPALS AND MAYA AND ASHLEY.
NOT ONLY FOR WHAT THEY'VE DONE THIS YEAR IN THE WORK, BUT THEY'RE OUT OF THE BUILDINGS.
IT'S NOT JUST DURING THE SCHOOL DAY IN THE BUILDING, YOU WILL SEE THEM AT COMMUNITY EVENTS, COMMUNITY MEETINGS, WHETHER IT'S DURING THE SCHOOL DAY, IN THE EVENINGS, YOU NAME IT, THEY'RE THERE.
THEY'RE THERE FOR THEIR KIDS AND FAMILIES WHICH IS ABSOLUTELY INCREDIBLE.
COME ACROSS MANY MEETINGS I'VE BEEN AT AND LOOK UP AND THERE'S EITHER MAYA OR ASHLEY AND [LAUGHTER] IT'S JUST DIFFERENT.
BUT AGAIN, THEY'RE CHAMPIONING THE NEEDS OF THEIR KIDS AND THEIR FAMILIES.
DAWN AND STEPHANIE HAVE BEEN EXTREMELY SUPPORTIVE AND VERY ENGAGED IN THE WHOLE PROCESS.
KERNEL MIDDLE WILL BE ADDED IN NEXT YEAR.
IF OUR FREE AND REDUCED MEALS RATES TREND AS THEY ARE RIGHT NOW, SHEAR ROLL NUMBER FOR FREE MEALS RATES, EVERY ONE OF OUR SCHOOLS WILL QUALIFY.
BUT IT'S A THREE-YEAR AVERAGE.
FOUR-YEAR AVERAGE TAKE OUT THE COVID YEAR, HAS THE COVID YEAR DROPS OUT, IT WILL BE A THREE-YEAR AVERAGE.
LITERALLY, WE WILL START SEEING MORE AND MORE OF OUR SCHOOLS IN AND WE LIKELY WILL BE IN ABOUT THREE YEARS, IF IT TAKES THAT LONG, ALL NINE OF OUR SCHOOLS WILL END UP BEING COMMUNITY SCHOOLS.
THEY'LL BE RECEIVING THE CONCENTRATION OF POVERTY GRANT THAT WILL COME IN TO HELP SUPPORT THESE EFFORTS AT ALL THE BUILDINGS AND YOU'LL SEE THESE EFFORTS GROW.
BIG PART OF THE FUNDING IS NOT JUST HELPING THE KIDS IN THE COMMUNITY, BUT IT'S ALSO ABOUT CHANGING THE OPPORTUNITY FOR PARENTS IN THE AREAS WHERE THERE'S A HIGHER CONCENTRATION OF POVERTY.
YOU'RE SEEING THAT WITH WHAT ASHLEY HAS SET UP.
GOING INTO NEXT YEAR WITH THE ELL CLASSES AND OPPORTUNITIES, I KNOW MAYA AND I HAVE TALKED A LITTLE BIT ABOUT IT, ABOUT IF WE CONNECT WITH EMPLOYERS AND SETTLESBERG, WE'RE LOOKING TO DO TRAINING FOR SOME OF THE NEEDS OF SAY, SOLO CUP OR MARILYN PLASTICS.
PERHAPS THEY NEED A CLASSROOM SPACE IN THE EVENING.
WE CAN POSSIBLY PROVIDE IT AT THE SCHOOL AND WE CAN FIND A WAY TO PROVIDE COVERAGE TO SUPPORT, I DON'T SAY DAYCARE, BUT WATCHING THEIR KIDS WHILE THE PARENTS WERE IN TRAINING IN ONE PART OF THE BUILDING.
HERE, THESE ARE THE KINDS OF THINGS THAT THIS MONEY IS DESIGNED FOR TO REALLY HELP CHANGE COMMUNITIES. IT'S AWESOME.
YOU GUYS HAVE PLAYED INCREDIBLE FOUNDATIONS, EVEN A SHORT PERIOD OF TIME IT'S REALLY AWESOME TO SEE THAT HAPPENING.
>> YEAH, THANK YOU. YOU MIGHT SEE YOUR COUNTERPART THAT DISTRICT COLONEL COME TO YOU AND ASK FOR ADVICE.
>> THE OLD VETERANS HAVE BEEN THERE AND EXPERIENCED ALL OF THAT SO IT'S REALLY TRUE.
>> LASTLY, SORRY, I DON'T WANT TO MISS.
MS. ANTHONY'S HAD TO LEARN ALL OF THIS ON THE FLY QUICKLY BECAUSE MSD HAD SOME SHIFTS.
WHO WAS OVERSEEING THE CONCENTRATION OF POVERTY GRANTS AS BLUEPRINT IS COMING ON BOARD AND SHE'S HANDLED AT ALL LIKE A CHAMP.
YOU CAN TELL SHE'S STILL SMILING THROUGH THE PROCESS OF EVERYTHING COMING IN AS WE'VE BEEN GETTING.
IT'S THE PLANE WAS BEING BUILT IN FLIGHT AND MSD HAS BEEN REALLY PICKING UP THE PIECES HERE LATELY TO TRY TO HELP GET A BUMP OF SMOOTHER PATH GOING FORWARD.
BUT I'D BE YOUR MISS WITHOUT THANKING DOING FOR ALL THE EFFORT TO MAKE SURE IT WORKS AND SUPPORTING OUR SCHOOLS IN THE SACRUM.
>> IT'S GREAT REPORT LOOKING FORWARD TO ALL OF OUR SCHOOLS BECOMING COMMUNITY SCHOOLS.
>> EXACTLY. THANK YOU VERY MUCH FOR THAT.
[01:40:04]
THANK YOU FOR THE WORK YOU'RE DOING.WELL FROM THE [LAUGHTER] SUBLIME TO THE INSANE, I GUESS.
THIS IS LIKE FOLLOWING THE STUDENT REPORT.
>> EVERYBODY'S LEAVING THE ROOM.
>> CHECK LEFT MS. BARRY'S LEAVING.
>> NOW WHERES THE WARRANT? [LAUGHTER]
>> YEAH. MR. JONES AND I, MARK SITS ON OUR REPRESENTATIVE ON THE COMMITTEE ON LEGISLATION AND I SIT ON PRE-AMPS COMMITTEE FOR LEGISLATION.
REALLY AS THINGS ARE DOWN TO THE WIRE, THINGS ARE MOVING PRETTY QUICKLY AS WE'RE MOVING THROUGH SIGNING DIE.
LITERALLY, WHILE YOU'RE SITTING HERE TONIGHT, I HAD AN UPDATE ON ONE BILL THAT I'M GOING TO TRY TO SIT IN ON A SUBCOMMITTEE HEARING TOMORROW VIRTUALLY TO SEE IF I CAN HELP ANSWER SOME QUESTIONS.
BUT WE'LL SEE WHERE IT ENDS UP EVEN ON ONE WE'RE GOING TO TALK ABOUT TONIGHT.
HOUSE BILL 119, WHICH WAS THE BILL WE DISCUSSED LAST MONTH.
THE VERY NEXT DAY, MAY HAVE HAD A CALL TO ACTION WHICH OUR BOARD DRAFTED A LETTER IN OPPOSITION TO HOUSE BILL 119.
THEN THE STATE BOARD DRAFTED A LETTER OF OPPOSITION TO HOUSE BILL 119 WITHIN A WEEK OF OUR BOARD AND OTHER BOARDS.
THE STATE BOARD EVEN CAME OUT AGAINST IT.
THIS WAS THE BILL THAT STARTED OUT AS THE HEALTH FRAMEWORK BILL AND TURNED INTO THE CURRICULUM-MANDATE BILL.
AT THIS POINT IN TIME, I WATCHED THE HEARING WHEN IT TOOK PLACE THIS PAST WEEK IN THE SENATE.
THE SENATE HAD FOUR MEMBERS OF THE COMMITTEE PRESENT, NOT A QUORUM.
THE HEARING WAS HELD, THE ONLY PERSON WHO SPOKE IN FAVOR OF IT WAS THE SPONSOR OF THE BILL AND THERE WAS LOTS OF OPPOSITION AND THERE HAS BEEN NOTHING HAPPENING IN COMMITTEE.
AGAIN, YOU'RE WILLING TO MAKE A CALL IN HOW THINGS ARE LOOKING, BUT IT DOESN'T APPEAR TO BE MOVING AT ALL.
>> AS OF MONDAY, THE OUTLOOK WAS THERE WAS NO APPETITE FOR THAT BILL IN THE SENATE.
IT SOUNDS LIKE BY TUESDAY, WEDNESDAY, THAT'S I CAME TO FRUITION.
>> THEY'RE GOING TO GO BACK TO THE ORIGINAL ONE OR THE WHOLE THING IS JUST, BYE-BYE.
>> IT APPEARS COMPLETELY DEAD.
MR. GIACOMO, I THINK THE STATE BOARD COMING OUT AS STRONG AS THEY DID, VERY STRONG.
THEN IT EVEN CAME UP IN THEIR BOARD MEETING THIS PAST TUESDAY WHERE THEY DISCUSSED IT.
I THINK IT WAS VERY CLEAR BY SOME BOARD MEMBERS WERE VERY CLEAR JUST HOW AGAINST IT THEY WOULD BE AND NOT WANTING TO OVERTURN A LOCAL BOARD'S DECISION AS IT RELATES TO CURRICULUM REGARDLESS OF WHAT THE CURRICULUM MAY BE OR THE CURRICULUM DECISION NOVEL OVERBOARD.
I WOULD BELIEVE IT WILL NOT MOVE AT ALL.
BUT I DO APPRECIATE THE BOARD'S RESPONSIVENESS ALSO AS QUICKLY AS MAYBE ASK FOR A LETTER.
JUST BEING RESPONSIVE TO REVIEW AND GET THAT THING OUT PRETTY QUICK.
>> IT CAUSED SO MUCH REACTION.
YOU ALMOST CAN PREDICT IT'S NOT COMING BACK NEXT YEAR.
IF IT COMES BACK NEXT YEAR, IT'S GOING TO NEED A TOTAL REWRITE AND THEN GO ON TO SAY WATER DOWN.
BUT SOMETHING THAT CLEARLY DOESN'T PRESENT THE THREAT THAT THIS PRESENTED TO EVERY BOARD ACROSS THE STATE OF MARYLAND.
ONE THING THERE ARE A LOT OF I'M NOT GOING TO SAY I DON'T KNOW.
A LOT OF GOOD WAY TO QUANTIFY IT, BUT THERE ARE QUITE A FEW EACH YEAR, DIFFERENT TYPES OF CURRICULUM BILLS AND THEY'RE INTERWOVEN.
MAYBE IT'S ALWAYS AN OPPOSITION OF THOSE TYPES OF BILLS, BUT THERE ARE A LOT OF THEM WE JUST THE.
I DON'T KNOW IF THEY'VE EVER TAKEN THE SHAPE AND FORM THAT THIS ONE TRANSFORMATIVE, I WOULD SAY NO.
>> IT'LL BE INTERESTING TO SEE WHERE IT GOES NEXT YEAR, BUT IT IS NOT SHOWING ANY SIGNS OF LIFE.
AFTER THE STRONG RESPONSE BY SEVERAL BOARDS AND THE STATE BOARD.
THE SECOND BILL, AND I WILL ASK THE BOARD TO DEFINITELY WANT TO KEEP AN EYE ON THIS ONE.
WE'RE EXPECTING SOME AMENDMENTS TO POSSIBLY COME, BUT WE'VE NOT SEEN THAT YET IN THIS BILL IS ONE.
IT'S HOUSE BILL 448 AND TEACHER PAY PARITY ACT.
WHAT IT ACTUALLY REFERS TO IS FOR TEACHERS IN NON-PUBLIC SCHOOLS THAT RESIDE WITHIN OUR SCHOOL DISTRICT, WITHIN OUR COUNTY.
FOR COUNTY LIKE CAROLINE, THIS WOULD BE THE BENEDICTINE SCHOOL.
WHEN THE BILL WAS ORIGINALLY WRITTEN.
IT WAS TO HAVE THE STATE PROVIDE MONEY TO
[01:45:01]
THE NON-PUBLIC SCHOOLS TO PAY THE TEACHERS AND THE NON-PUBLIC SCHOOLS THE SAME THING THAT THE TEACHERS MAKE IN THE PUBLIC SCHOOL.THE STATE WAS GOING TO FUND IT.
>> DO THEY NEED CERTIFICATION?
>> IF THEY MEET CERTIFICATION THAT ALL THINGS CONSIDERED, LIKE IF YOU HAD TWO EQUAL PEOPLE, THIS BILL WOULD SAY PAY ON THE SAME THING.
INTERESTING THING IS IT'S TELLING A NON-PUBLIC WHAT THEY HAVE TO PAY.
THE REWRITE AND THE AMENDMENT TO THE BILL.
THIS IS WHY I'M BRINGING IT TO THE BOARD.
AGAIN, IT'S DEFINITELY IN A LOT OF DISCUSSION.
THE REWRITE NOW, NON-PUBLIC SCHOOL SHALL PAY ITS TEACHERS SALARIES EQUIVALENT TO THE LOCAL SCHOOL SALARIES AND NOT LATER THAN 30 DAYS BEFORE THE COUNTY BOARD OF ED.
THIS BODY IN WHICH THE NON-PUBLIC IS LOCATED, WE WOULD HAVE TO WORK AND PROVIDE FUNDING TO THE NON-PUBLIC SCHOOL TO RAISE THE SALARIES OF THEIR FOLKS, TO PUT THEM ON PAR WITH OUR TEACHERS. I SEE YOUR FACES.
>> WE HAVE TO RAISE THE MONEY.
>> IF THIS PASSES, WE WOULD HAVE TO TAKE IT OUT OF OUR LOCAL BUDGET.
>> FOR TEACHERS WHO ARE EXACT MATCHES, WE WOULD HAVE TO COVER THE SALARY DIFFERENCE WITH THE NON-PUBLIC WITHIN OUR JURISDICTION. YES.
>> IT'S NOT LOOKING GOOD, IS IT?
THERE'S A LOT OF MISINFORMATION ON THIS BILL.
FROM WHAT I'M GETTING EVEN TODAY ABOUT THREE HOURS FOR THE MEETING, I WAS WORKING ON GETTING A MOST RECENT UPDATE AND THERE'S HOPEFULLY SOME AMENDMENTS THAT WILL FIX WHAT GOT AMENDED INTO HERE.
BUT AGAIN, THIS STARTED OUT AS THE STATE WOULD PAY THE DIFFERENCE AND IT TURNED INTO THE STATE AND THE COUNTY WILL COVER THE DIFFERENCE.
BUT IT WOULD COME OUT OF OUR LOCAL BUDGET.
IT ONLY IMPACTS COUNTIES THAT HAVE A NON-PUBLIC WITHIN THEIR JURISDICTION.
BENEDICTINE IS A WONDERFUL SCHOOL, IT'S A WONDERFUL RESOURCE FOR IT WITHIN OUR COUNTY BORDERS.
WE WOULD BE STUCK COVERING THAT DIFFERENCE BECAUSE IT RESIDES IN CAROLINE WHERE THE MISSING ANYTHING NOT TO PUT YOU ON THE SPOT.
TALBOT COUNTY DOES NOT HAVE A NON-PUBLIC, CORRECT?
>> NO. THEY'RE A PRIVATE SCHOOL BUT NOT NON-PUBLIC.
>> TALBOT COUNTY WOULD NOT HAVE ANY BURDEN TO COVER DORCHESTER?
>> THEY USED TO BUT IT'S GONE. QUEEN ANNE.
>> SORRY, I DIDN'T MEAN TO CONTINUE PLAYING THE GAME.
IT JUST HELPS MAKE THE POINT THAT.
>> IT CAN'T DOESN'T OR KNOW WHAT?
>> RAPLIN IS NOT CONSIDERED A NON-PUBLIC AS THAT I UNDERSTAND [OVERLAPPING]BUT I KNOW THIS, SPECIALISTS EDUCATION.
>> NON-PUBLIC MEANS A NON-PUBLIC SCHOOL IN WHICH A CHILD WITH A DISABILITY IS PLACED UNDER ARTICLE 8406, NOT THAT YOU WOULD KNOW 8406 OFF TOP OF YOUR HEAD BUT.
>> USUALLY CONSIDER APPROVING NON-PUBLIC THROUGH MSDA.
>> THE CHILDREN IN BENEDICTINE ARE NOT ALL FROM CAROLINE COUNTY.
>>SOME ARE NOT EVEN FROM MARYLAND, CORRECT?
>> SOME ARE NOT EVEN FROM THE UNITED STATES.
>> SURE IT IS. THEY HAVE NEEDS, BUT, CAROLINE WOULD HAVE TO SAY THAT THEY HAVE NO AUTHORITY OVER THOSE TEACHERS IN ANY REGARD.
>> IF THEY NEED THE FUNDING THAT MEANS THEY HAVE TO [OVERLAPPING] NOT FROM CAROLINE COUNTY PUBLIC SCHOOLS BUDGET.
>> THIS ONE IS GETTING A LOT OF TRACTION OBVIOUSLY FROM SEVERAL GROUPS TRYING TO DELICATELY NOT SUPPORT IT BECAUSE YOU DON'T SUPPORT TEACHERS.
BUT PUTTING THE BURDEN ON LOCAL BOARDS OF ED IS UNFAIR.
>> THE WRONG SOURCE OF MONEY, NOT THE WRONG IDEA.
>> I COULD ALSO SEE IT, SO THE MAJOR PROBLEM WITH THE BILL IS WE HAVE TO TAKE THE MONEY OUT OF OUR LOCAL BUDGET.
I CAN SAY A FIXED FOR THE BILL BEING WE HAVE TO TAKE IT OUT.
SOMEHOW THE STATE IS ACTUALLY INCREASING OUR BUDGET BY THE AMOUNT TO TAKE IT OUT.
ALTHOUGH THE PROBLEM THAT I FEEL LIKE THAT WOULD CREATE IS WE'RE STILL THE ONES IN THE MIDDLE.
NOW WE'RE IN THE MIDDLE OF THIS TRANSACTION.
>> THIS WORK HAS NOW BEEN SHIFTED DOWN TO US.
>> THAT'S ONE MORE THING SHE HAS TO FOOL WITH.
>> EXACTLY, THAT'S WHAT I WAS SAYING.
>> IN LINE NOW YOU DON'T WANT THAT [OVERLAPPING].
>> I WOULD BE CAUTIOUS OF A POTENTIAL FIX FOR THAT.
DOES THAT FIX STILL CREATE MORE WORK FOR CAROLINE COUNTY PUBLIC SCHOOLS?
[01:50:02]
>> WHEN THERE'S A BUDGET PROBLEM OR REVENUE PROBLEM SOMETIMES THE STATE WILL MAKE A CUT JUST FOR FUND LIKE THAT WITHOUT THE REQUIREMENT BEING CUT.
WE MIGHT NOT GET AS MUCH PASTURE MONEY AND WE WOULD BE.
>> THEY'RE USING US TO BE THE PERSON TO ASSURE THAT THEIR MONEY IS BEING SPENT PROPERLY BY A PRIVATE ENTITY AT THAT POINT, WE ARE THERE.
>> TRYING TO ALMOST HAVE MUSCLES LIKE A SEMI FISCAL AGENT OR PURVEYOR.
WHICH PUTS US IN JUST AN INTERESTING POSITION.
THE WAY IT'S WRITTEN IN THE INTENT, THE ORIGINAL INTENT WAS NOT FROM MY UNDERSTANDING, NON-PUBLIC HAVE BEEN TALKING ABOUT THE FACT THAT AS BLUEPRINT INCREASES THE SALARIES OF PUBLIC EDUCATION, NON-PUBLICS ARE LOSING TEACHERS TO PUBLIC ED.
BUT THEIR FIX NOT REALLY AFFECTS.
>> TRADITIONAL NON-PUBLIC SCHOOLS DON'T NEED THE SAME CERTIFICATION DO THEY?
>> THAT I DON'T KNOW THE QUESTION OF I'D HAVE [OVERLAPPING].
>> ONE OF THOSE TEACHERS AND IF YOU'RE NOT, THEN IT WOULD BE A CONDITIONAL CERTIFICATION, JUST LIKE WHAT WE WOULD DO IF WE HIRED SOMEBODY TRYING TO GET THEM DONE.
I DON'T KNOW IF YOU'RE AWARE OF THIS.
AND THAT IS ONE OF THE REGULATIONS REQUIRES THE COUNTY WHERE THE NON-PUBLIC IS TO CASE MANAGE ALL THE STUDENTS THAT ATTEND THAT SCHOOL.
IF THEY LIVE THERE AND WE HAVE A GREAT PARTNERSHIP WITH BENEDICTINE.
BUT WE DO WE CASE MANAGE A LOT OF THIS FILES AND THERE WILL BE FISCAL IMPACT BECAUSE ANOTHER PERSON HAS TO DO THAT.
I MEAN, WE'VE ALL READY IN A SENSE TAKEN THAT ON, HE SAYS.
>> LIKE A COUNTY LIKE EASTERN THAT HAS THE SCHOOL THERE.
BUT THERE'S A GOOD CHANCE STUDENTS FROM EASTERN GO TO THAT SCHOOL.
>> OR ANYWHERE IN TALBOT FOR THAT MATTER.
>> WELL, I'M AT TALBOT COUNTY I DON'T THINK I NEED TO SAY MORE THAN THAT.
HOW MANY COUNTIES DOES THIS AFFECT?
>> ON THE SHORE? I'M JUST TAKING ONSHORE FIRST, DOWN AS MOVE MY HEAD ON THE SHORE, YOU'VE GOT DEFINITELY ONE WITH US.
WE GOT MAYBE KENT DEPENDING ON HOW RADCLIFF IS WHAT'S STUDENTS? WHAT'S REASON THAT DON'T HAVE A NON-PUBLIC BLACKOUT OR SOMERSET DOES NOT.
THEY DON'T ANYMORE. I DON'T THINK.
>> THEY USED TO BUT THEY DON'T ANYMORE [OVERLAPPING].
>> FOR STUDENTS WITH DISABILITIES.
>> BUT THEY NO LONGER HAVE THE NON-PUBLIC ON THE SHORE.
>> YES. IF CECIL'S WAS THE SHORE OR NOT TODAY OR WHATEVER, BUT YOU'RE RIGHT.
ONLY IS SHORE NINE [NOISE] , THERE'S THREE COUNTIES, AND TWO OF THEM ARE QUITE SMALL.
THEN YOU GET ACROSS THE BRIDGE AND RUNDLE DEFINITELY YOU KNOW THE URBAN AREAS DEFINITELY PROBABLY ALL DO AND GETTING OUT WEST.
I WOULDN'T EVEN KNOW THAT WEST, TO BE HONEST.
THEY HAVE A TON OF NON-PUBLIC SCHOOLS.
>> I WOULD ASSUME A VERY LARGE THIS ONE WOULD PREVENT.
I'M SURE MR. JONES BE HEARING FROM ME, AND AS THEY'RE WORKING THROUGH THIS AS WELL AND SAM IS KEEPING A REALLY CLOSE EYE ON THIS ONE, TRYING TO HELP CLARIFY MISCONCEPTIONS BECAUSE THERE SEEMS TO BE A LOT OF MISCONCEPTIONS ABOUT WHAT THE BILL DOES AND DOESN'T DO AND HOW IT'S PAID.
THEY'RE TRYING TO CLARIFY SOME OF THOSE THINGS BECAUSE IT'S AN UNDUE BURDEN AT A TIME WHERE IT'S HARD FOR US TO CARRY THIS ONE.
[OVERLAPPING] IT'S UNDUE BURDENS THE SMALL PEOPLE.
>> IT LOOKS LIKE IT'S IN THE SENATE AND THEY HAD A COMMITTEE HEARING.
>> YES. I BELIEVE THERE'S ANOTHER COMMITTEE HEARING COMING SOON.
THERE'S A LOT OF EFFORT BEING DONE PRIOR TO THAT TO EITHER AMEND OR HOPEFULLY.
>> IF IT'S AT THE COMMITTEE, IT COULD PASS.
>> THERE'S A LOT OF EFFORT HAPPENING ON THAT FRONT.
BUT IT'S ONE THAT DEFINITELY KEEP AN EYE ON.
LITERALLY, IT WASN'T ONE THAT WAS GETTING A LOT OF TRACTION AT FIRST BECAUSE ALL THAT STATES WE HAVE MORE MONEY.
THEN A TWEAK HERE, A TWEAK THERE, AND ALL OF A SUDDEN WITH OR WITHOUT.
LAST BILL I HAVE EVER MET MARK AND I TALKED ABOUT SENATE BILL 610.
[01:55:01]
IT WAS ONE OF THREE BILLS WE TALKED ABOUT LAST MONTH FOR VIRTUAL SCHOOLS BILLS.SINCE THE LAST BOARD MEETING AND THIS BOARD MEETING, THE SENATE MET AND MUSHED THEM ALL TOGETHER INTO ONE BILL.
TO SPARE YOU ALL THE BORING DETAILS, IT IS IN ESSENCE THE SAME BILL THAT WAS PASSED LAST YEAR THAT WAS VETOED BY GOVERNOR HOGAN.
WHAT DOES THAT MEAN FOR US? THERE'S A SUB-COMMITTEE MEETING TOMORROW THAT I'M GOING TO TRY TO LISTEN IN ON AND MAYBE BE ABLE TO ANSWER SOME QUESTIONS ABOUT THE EASTERN SHORE PROGRAM.
IT CONTINUES, IT ALLOWS THINGS FOR SURE TO CONTINUE THE BLENDED VIRTUAL PROGRAM, WHICH WE HAVE ROUGHLY 30 KIDS IN 14 MORE YEARS.
THE BEEF WITH THE BLENDED VIRTUAL PROGRAM, THE ISSUE THAT THE COMMITTEE HAS WITH THE PROGRAM IS ONE.
THE EASTERN SHORE EDUCATIONAL CONSORTIUM HAS HIRED A FOR-PROFIT VENDOR, APEX LEARNING.
THEY WERE BOUGHT OUT BY THEM, BUT WE USE APEX TO PROVIDE THE PROGRAM.
THEY ARE ALL MARYLAND-CERTIFIED TEACHERS, BUT IT IS A FOR-PROFIT COMPANY.
THE BILL STATES IT SHOULD BE A NON-PROFIT COMPANY OR NON-PROFIT ENTITY.
THAT'S ONE CHANGE THAT WE WOULD NOT BE IN COMPLIANCE WITH.
IT'S WHY IT ONLY HAS TWO YEARS LEFT.
THE OTHER PIECES, BECAUSE THEY ARE ALL EMPLOYEES HIRED BY A MENTOR.
THEY'RE NOT EMPLOYEES OF THE LOCAL BARGAINING UNIT, WHICH IS ANOTHER CONCERN OF THE BILL FOR THE ESMEC BLENDED VIRTUAL PROGRAM PERIOD.
THE OTHER THINGS THAT ARE IN THERE AND THEY WERE IN LAST YEAR'S. THEY WERE THERE.
ONE, IT DOES REQUIRE US TO KEEP ON THE SHELF A ROBUST PLAN THAT IF WE EVER HAVE A PANDEMIC AGAIN, THAT THE PLAN HAS TO BE ON THE SHELF, READY TO GO UPDATED EVERY TWO YEARS, APPROVED BY MSDE.
THAT IF WE EVER HAVE A PANDEMIC AGAIN, HERE'S EVERYTHING WE WILL DO THAT GOES INTO OUR PREPAREDNESS, WHICH LOOKS A LITTLE INTENSE, BUT AGAIN, IT'S THE SAME WORDING AS LAST YEAR.
THE BIGGER THING THAT MAY BE A DISAPPOINTMENT TO SOME.
IT CLEARLY DELINEATES THAT VIRTUAL INCLEMENT WEATHER DAYS CAN STILL BE A THING.
BUT VIRTUAL INCREMENT WEATHER DAYS CAN ONLY BE A THING ONCE YOU'VE USED EVERY ONE OF YOUR SNOW DAYS.
ONLY IF YOU HAVE AT LEAST FOUR HOURS OF SYNCHRONOUS INSTRUCTION AND AN ASYNCHRONOUS COMPONENT ON THOSE DAYS IN WHICH YOU WILL BE USING VIRTUAL WEATHER DAYS.
THIS YEAR MSDE ALLOWED US TO JUST HAVE AN ASYNCHRONOUS DAY SO YOU COULD SEND WORK HOME WITH KIDS FOR THEM TO WORK ON THROUGHOUT THE DAY.
IF THIS PASSES, THERE WILL NEED TO BE FOUR HOURS OF LIVE SCREEN TIME WITH TEACHER AND KID, ON THE DAY IF WE'RE GOING TO COUNT IT AS ANY WEATHER DAY.
DOING THAT AFTER WE USE UP THIS YEAR, WE'VE HAD TO USE ALL FOUR OF THESE.
THERE HAVE BEEN SOME MISCONCEPTIONS THAT I'VE HEARD ON THE COMMITTEE HEARINGS ABOUT THE EASTERN SHORE PROGRAM.
THERE'S AN ASK OF SOME OF THE EASTERN SHORE FOLKS TO BE ON THE SUBCOMMITTEE DOESN'T MEAN WE WILL BE CALLED ON.
BUT IF WE'RE IN THERE, IT COULD BE DEFERRED TO US TO ANSWER THERE SOME MISCONCEPTIONS ABOUT HOW WELL STUDENTS ARE DOING OR NOT DOING IN THE PROGRAM.
OUR STUDENTS ARE DOING QUITE WELL ON THE PROGRAM.
IT HAS GOTTEN BETTER, BUT THEY ARE DOING QUITE WELL.
WE DO HAVE TO REPORT TO MSDE REGULARLY HOW OUR STUDENTS ARE DOING, THEY'RE MONITORING ALL VIRTUAL PROGRAMS. THERE'S MISCONCEPTIONS ABOUT THE LENGTH OF TIME STUDENTS ARE GETTING SYNCHRONOUS, WE'RE MEETING ALL STATE REQUIREMENTS.
THOUGH I HEARD ON THE MOST RECENT HEARING, A PERSON WAS SAYING WE'RE NOT MEETING THE REQUIREMENTS, BUT WE ALL ARE.
WE'RE BEING ASKED TO BE THERE TO HELP CLARIFY ANY MISCONCEPTIONS ABOUT THE EASTERN SHORE.
I THINK WHAT THEY ASK IS GOING TO BE AS A CARVE-OUT TO GRANDFATHER, THE EASTERN SHORE BLENDED VIRTUAL PROGRAM INTO THE BILL, NOT JUST TWO YEARS AND KILL IT, BUT AS LONG AS MSDE SEES THAT OUR STUDENTS ARE PERFORMING TO LET IT STAY.
I THINK THAT'S WHAT THE ASK IS REALLY WORKING TOWARDS TO TRY TO KEEP ALIVE WHAT WE HAVE.
LIKE I SAID, WE'VE GOT ABOUT 30 KIDS IN THE PROGRAM BETWEEN 6-12, IS WHERE IT SITS, ACROSS EASTERN SHORE'S PROBABLY ABOUT 200 KIDS.
SORRY LASTLY, THERE WAS PROBABLY A PLOT.
IF WE DIDN'T HAVE THE ESMEC BLENDED VIRTUAL PROGRAM, THERE IS NO WAY WE CAN FUND A VIRTUAL OPTION FOR OUR KIDS.
BECAUSE IN THE VIRTUAL BILL, YOU CANNOT DO BOTH.
IT'S HARD TO DO BOTH SUCCESSFUL.
ANYWAY TO TEACH IN FRONT OF PEOPLE AND TEACH PEOPLE ONLINE IN THE BILL YOU CAN'T DO THAT.
[02:00:02]
WE DON'T JUST HAVE TEACHERS SITTING AROUND MIDDLE-CLASS BOYS AND WE'RE NOT LARGE ENOUGH FOR LARGER COUNTIES.THAT'S ONE WAY HOW THEY'VE AVOIDED LAYOFFS.
WHEN THE COVID NUMBERS WENT DOWN.
LARGER COUNTIES LIKE WAKAMOKO AND CECIL WERE ABLE TO PULL PEOPLE TO FILL A CLASS PERIOD HERE OR A FULL SCHEDULE AND MAKE THOSE HAPPEN.
WE'RE JUST NOT BIG ENOUGH TO BE ABLE TO DO THAT.
BUT I WILL LET THE BOARD KNOW HOW THOSE MEETINGS GO BECAUSE LITERALLY NEXT WEEK IT ALL ENDS.
>> THAT'S WHEN THE FLURRY OF ACTIVITY HAPPENS AND YOU JUST HOPE SOMETHING DOESN'T PULL A BALTIMORE COLTS.
LAST MINUTE, SOMETHING COMES THROUGH AND ALL OF A SUDDEN YOU'RE GOING WHAT JUST HAPPENED? YOU JUST HOPE THAT THAT DOESN'T GET YOU AT THE VERY END.
>> THAT'S PART OF WHAT WE'RE TALKING ABOUT SIGNY DIE.
THAT'S PART OF WHAT GOES ON THAT DAY.
THERE'S A LOT OF SCRAMBLING AROUND AND PASSAGE.
SOMETIMES THEY PUT IT IN AN AMENDMENT, THEY SEND IT BACK OVER TO THE OTHER CHAMBER, AND THEY MOVE THIS STUFF SO FAST.
THEY ALL OF A SUDDEN YOU HEAR ABOUT SOME BILL THAT PEOPLE REALLY DIDN'T GET A CHANCE TO REACT TO AND IT'S CHANGED.
YOU NEED TO GET PASSED AND NOT A LOT OF KNOWLEDGE OUT THERE.
THAT DOESN'T HAPPEN ALL THAT OFTEN, OR NOT THAT NUMEROUS.
THERE AREN'T THAT MANY BILLS, BUT EVERY YEAR, SOMETHING LIKE THAT HAPPENS.
>> I'M GOING TO IT'S NOT AN EDUCATION.
>> IF YOU GET THERE, YOU GET TO WATCH ALL THAT SCRAMBLING AROUND.
>> SOMETIMES YOU JUST DON'T WANT TO KNOW HOW SCRAMBLES MAKE.
THAT'S A REALLY GOOD ANALOGY FOR THAT DAY.
THOSE ARE THE MAIN THREE RIGHT NOW THAT WE'RE REALLY FOCUSING IN ON THINGS COME TO AHEAD.
OTHER THINGS THAT ARE JUST INTERESTING AND WE'RE REALLY BUILT TO TALK BECAUSE THERE'S NOT A LOT OF DISCUSSION GOING ON, BUT A GOVERNOR'S PRIORITY FOR HIS TEACHER SHORTAGE ACT IS STILL MOVING ALONG.
A LOT OF GOOD DISCUSSION WE BELIEVE IT'S GOING TO PASS IN SOME FORM OF FASHION AND THERE'S SOME REALLY GOOD THINGS COMING OUT.
I KNOW WE TEND TO JUST TALK ABOUT THINGS REALLY BE CONCERNED ABOUT.
BUT THERE ARE SOME REALLY GOOD THINGS COMING THROUGH FOR PUBLIC AS WELL.
>> THAT'S ALL WE HAVE TO TALK ABOUT THE NEXT TIME.
>> ALL THE GOOD THINGS. [OVERLAPPING]
>> JUST REALIZED IT WAS PRETTY DOING GOOD WHEN IT COMES TO THESE [LAUGHTER] THINGS MOST MONTHS.
>> WHAT THEY ENDED ON, ON A GOOD NOTE.
>> THIS TIME I THINK IT'S AN EASIER ACT TO FOLLOW, RIGHT?
>> THIS IS A LITTLE BIT EASIER TO FOLLOW, THAN EARLIER.
[8. Discussion of Items for Future Board Action]
>> GOOD EVENING, PRESIDENT BARTON, MEMBERS OF THE BOARD, DR. SIMMONS.
YOU HAVE BEFORE YOU, WHEN RACHEL GETS IT UP, THE MOST RECENT VERSION OF OUR FY21 BUDGET SUMMARY, AND AS YOU LOOK DOWN, YOU'LL SEE THAT THERE AREN'T THAT MANY CHANGES SINCE LAST MONTH.
WE'RE STILL WAITING FOR SESSION TO END SO THAT WE CAN GET OUR FINAL REVENUE NUMBERS.
WE'RE ALSO WAITING FOR OUR FINAL HEALTH INSURANCE RATE INCREASED FROM OUR ACTUARY.
THAT'S STILL TO BE DETERMINED AND AS YOU KNOW, THAT'S ONE OF THE BIGGEST TICKET LINE ITEMS ON THIS BUDGET SUMMARY.
THE CHANGES SINCE LAST MONTH ARE HIGHLIGHTED IN YELLOW.
WE HAD A REQUEST FROM MRS. GIACOMO AND IT WAS A TOPIC OF DISCUSSION TO ADD THE MONEY FOR A PBIS ALLOTMENT.
WE CURRENTLY HAVE A PLACEHOLDER OF $3 PER STUDENT TIMES OUR SEPTEMBER 30TH ENROLLMENT, WHICH COMES TO APPROXIMATELY $16,000, AND THE INTENT IS FOR THIS MONEY TO BE DISTRIBUTED TO THE SCHOOLS AS PART OF WHAT WE CALL THEIR BLOCK GRANT ALLOCATION.
WE DON'T HOLD THIS MONEY UP HERE, IT'S FOR THE SCHOOLS TO SPEND AT THEIR DISCRETION.
IN THE PAST I THINK THE PBIS, WE HAD A LITTLE BIT OF MONEY IN THE PEOPLE SERVICES BUDGET AND IT WAS UP HERE, THEY TRIED TO CONTROL IT.
THE INTENT IS FOR THIS MONEY TO GET DISTRIBUTED TO THE SCHOOLS WITH THEIR BLOCK GRANT ALLOCATION ON A PER PUPIL BASIS.
>> YES, CORRECT. IT'S GOING TO BE [OVERLAPPING] ITS OWN SEPARATE LINE ITEM WITH ITS OWN SEPARATE CATEGORIES AND THEY GO INTO THE PUPIL SERVICES CATEGORIES, SO IT'S SPECIAL ED.
IT'S NOT GOING TO GET ROLLED INTO THE MATERIALS AND INSTRUCTION OR ANYTHING LIKE THAT.
IT'S GOING TO BE CARVED OUT SEPARATELY.
>> IN ORDER TO INCREASE THAT LINE ITEM, WE HAD TO DECREASE THE PLACEHOLDER FOR THE SALARY AND BENEFIT ENHANCEMENTS.
BUT THIS IS STILL A FLUID DOCUMENT SUBJECT TO CHANGE.
THE HOPE IS THAT THE HEALTH INSURANCE THAT THAT RATE WILL GO DOWN AND THAT WILL FREE UP SOME MONEY, UNLESS WE HAVE SOME BIG TICKET COST OF DOING BUSINESS LINE ITEMS COME IN,
[02:05:03]
IN THE NEXT MONTH OR SO.THIS IS THE TIME OF YEAR WHERE WE START HEARING ABOUT RATE INCREASES LEFT AND RIGHT.
EVERY TIME I OPEN MY E-MAIL, SOMETHING ELSE HAS INCREASED, SO WE MIGHT HAVE A FEW MORE COST OF DOING BUSINESS INCREASES NEXT MONTH.
BUT ARE THERE ANY ADDITIONAL LINE ITEMS THAT YOU WOULD LIKE ME TO LOOK INTO, THAT YOU WOULD LIKE TO SEE ON THIS BUDGET SUMMARY FOR FUTURE DISCUSSION? WE STILL HAVE PLENTY OF TIME BEFORE FINAL BUDGET APPROVAL.
>> WE WILL HAVE TIME ON THE APRIL WORK SESSION FOR BUDGET LOOKING AT RACHEL TO MAKE SURE I HAVE THAT CORRECTLY IN MY HEAD.
APRIL WORK SESSION [OVERLAPPING] ONE OF OUR DISCUSSION ITEMS IN APRIL IS LITERALLY SPENDING TIME GOING THROUGH THIS PIECE AND TALKING WITH THE WORD ABOUT IF THINGS NEED TO MOVE PRIORITY WISE, ONCE WE START GETTING THOSE FINAL DOLLAR AMOUNTS.
WE ARE HOPEFUL, CAN'T GUARANTEE, WE WILL HAVE THOSE GOING INTO OUR WORK SESSION [INAUDIBLE] IN THE NEXT WEEK, GIVES US A LITTLE BIT OF TIME.
>> WE ARE NOW ONTO UPCOMING MEETINGS AND EVENTS.
[10. Upcoming Meetings and Events]
WELL, WE HAVE NOTHING ON THE UNFINISHED BUSINESS.I THINK MOST OF WHAT WE'RE TALKING ABOUT ARE UPCOMING MEETINGS AND EVENTS.
THERE'S A LOT OF THINGS UP THERE.
>> THAT'S REALLY NOT ALL OF THEM.
>> SEEMS LIKE EVERY DAY WE'RE GETTING MORE TO ADD ON.
IT'S A BUSY TIME OF YEAR, WHICH IS A GOOD THING IT'S BUSY TIME OF YEAR.
>> [OVERLAPPING] KEEP CHECKING. ANY QUESTIONS OR COMMENTS ABOUT THE LIST? I'M SKIPPING DOWN THERE TO THE KERNEL PLACE
>> KERNEL HIGH OR KERNEL MIDDLE?
>> KERNEL MIDDLES IS AND I'M GOING TO BOTCH THE NAME, WHILE DAUGHTER IS NOT GOING TO WATCH ANOTHER BOARD MEETING.
>> SHOULD I BE REALLY SHOCKED. [LAUGHTER] IT IS, I CAN'T RECALL THE TITLE.
IT'S PLAY ABOUT BASICALLY HOW TO SURVIVE MIDDLE SCHOOL BY MIDDLE SCHOOLERS, BASICALLY HOW TO SURVIVE MIDDLE-SCHOOL AND NOT GET STUFFED IN A LOCKER.
THAT'S REALLY A BAD VERSION OF THE TITLE, BUT IT'S SOMETHING REALLY [OVERLAPPING]
BUT I MIGHT BE BRAGGING, BUT IT SHOULD BE GOOD FUN.
>> [OVERLAPPING] IT'D BE GOOD.
>> I GUESS YOU'RE IMPLYING THAT IF YOU WERE GOING TO PUNISH YOUR DAUGHTER, YOU'D MAKE OR WATCH THIS MEETING.
>> NEVER MENTIONED BARTON. I WOULDN'T SAY THAT AT ALL BECAUSE I KNOW I GET RIDICULED AND WHEN I GET HOME ABOUT HOW I LOOKED OR WHATEVER I SAID, OR THERE'LL BE SOME PICTURE OF ME MOVING THAT, WELL, WE ALL KNOW HOW OUR KIDS ARE.
MR. BUCEK AND MR. JONES CAN DEFINITELY ATTEST WITH KIDS IN THE SAME AGE GROUP HERE.
KERNEL HIGHS PLAY IS SOME MUSICAL.
THEY'RE DOING ZANADU. BRING HIM BACK THE LATE 70S, EARLY 80S, SCI-FI, FANTASY.
>> I BELIEVE THEY'RE DOING ZANADU AND NORTH CAROLINA HIGH SCHOOL.
>> NORTH HIGHS DOING MUSICAL AS WELL.
>> YOU MEAN THE ADDAMS FAMILY.
>> THANK YOU. [OVERLAPPING] I WAS LIKE I KNEW IT.
[OVERLAPPING] LOTS OF GREAT FUN THIS TIME OF YEAR.
>> I WONDER WHO GIVES TO IF YOU KNOW THE ADAMS FAMILY, THE WHO PLAYS THING.
[LAUGHTER] THING IS JUST A HAND, OR WHATEVER?
>> CAUSING IT WITH ALL THE HAIR.
>> THAT OUGHT TO BE ENTERTAINING.
GOOD. THANK YOU. OUR NEXT MEETING IS THE WORK SESSION ON APRIL 18TH.
I ALSO WANTED TO BRING UP JUST FOR QUICKLY FOR DISCUSSION, WE DON'T HAVE TO DECIDE AT THIS MOMENT I DON T THINK, BUT THE MAY 2ND MEETING I CAN NOT BE HERE.
I HAVE A WORK OBLIGATION THAT I HAVE NO CHOICE.
MY EMPLOYER PUTS ON A CONFERENCE EVERY TWO YEARS.
THERE'LL BE 500 PEOPLE FROM AROUND THE WORLD IN BALTIMORE, THAT IS THE 6:00 PM THAT EVENING IS THE OPENING SESSION.
I'M GOING TO BE AT THE PODIUM.
I DON'T THINK I CAN BE THERE AND HERE,
[02:10:04]
AND THAT IS REALLY A MUST DO I HAVE TO DO THAT.WE HAVE CHATTED ABOUT IT A LITTLE BIT, POSSIBLY MOVING TO THE FOLLOWING TUESDAY, BUT I KNOW MR. BUCEK THAT COULD AFFECT YOUR SCHEDULE.
WE CERTAINLY DON'T HAVE TO DECIDE RIGHT NOW, BUT I KNOW WE'RE GOING TO NEED TO GET OUR NOTICE OUT TO THE PUBLIC ABOUT WHAT WE DECIDE TO DO.
AGAIN, JUST WANT TO PUT IT OUT THERE AND OPEN DISCUSSION.
THAT'S WHY I WOULDN'T BE HERE.
IF WE WANT TO CHAT ABOUT IT, WE CAN, BUT WE CERTAINLY CAN MAKE THAT DECISION IN THE INTERIM.
>> I'LL MAKE MYSELF AVAILABLE EITHER WAY SO WHATEVER WORKS FOR THE REMAINDER OF THE BOARD, THAT'LL BE GOOD
TROY, YOU AND I CAN TALK ABOUT WHAT [OVERLAPPING] I DON'T KNOW IF IT WORKS FOR YOU, BUT WE'LL SEE.
>> WE'LL SEE. OF COURSE, IF I CAN'T BE THERE ON THE 2ND, THEN WE HAVE A VERY ABLE VICE PRESIDENT OF THE BOARD WHO CAN TAKE OVER.
ANYTHING ELSE? ANYBODY? WELL, WE'D HAVE TO AMEND OUR AGENDA IF WE ADD SOMETHING ELSE.
WE ALREADY APPROVED IT. I CAN'T DO THAT.
>> THERE WE GO. THANK YOU.
