EDUCATION MEETING TUESDAY, MARCH 7, 2023.THIS YEAR JUST KEEPS LITERALLY MARCHING RIGHT ALONG.
WE'LL CALL THE MEETING TO ORDER.
WE DID HAVE A CLOSE SESSION AND BEGAN AT 4:00 O'CLOCK TODAY.
ACTUALLY, THE EXACT TIME WAS 4:10.
WHERE WE OPENED THE MEETING AND THEN MOVED INTO CLOSED SESSION AT 4:11.
THE PURPOSE OF THE CLOSED SESSION WAS TO DISCUSS PERFORMANCE OF EMPLOYEES WITH PERSONNEL MATTERS, ALSO DISCUSSING AND NEGOTIATING STRATEGY THAT WOULD INCLUDE CONTRACTS AND LEASES, LEGAL MATTERS, AND THEN COLLECTED BARGAINING, NEGOTIATIONS, ALL CLOSED SESSION MATTERS.
THE BOARD DID VOTE BY AN ANIMUS 5-0 DECISION TO PURSUE AND NEGOTIATION AND NEGOTIATIONS OF LEGAL AND LEASING MATTERS.
THESE ARE THINGS THAT WHEN THEY REACH A LEVEL WHERE THEY'RE NO LONGER IN A NEGOTIATION POSITION WHERE DECISIONS HAVE OCCURRED AND THINGS ARE THEN MOVING FORWARD, THEN WE WILL BE TALKING ABOUT THOSE EXACT THINGS IN AN OPEN SESSION.
BUT IN CLOSED SESSION, YOU REALLY NEED TO TALK ABOUT THINGS THAT ARE BEING NEGOTIATED.
THERE ARE LEGAL MATTERS AND LEASE MATTERS AND THOSE THINGS.
YOU NEED TO DO THOSE IN CLOSED SESSION SIMPLY BECAUSE IF YOU'RE TALKING ABOUT A NEGOTIATION IN AN OPEN SESSION, WHOEVER YOU'RE NEGOTIATING WITH KNOWS EXACTLY THE POSITION YOU'RE COMING FROM AND IT'S NOT THE BEST WAY TO DO THAT.
AGAIN, WE DON'T WANT TO MAKE THOSE VOTES FROM CLOSED SESSION, BUT YOU HAVE TO SO THAT YOU CAN ACTUALLY WORK IN THE BEST INTERESTS OF THE COUNTY AT THAT POINT, AND THE SCHOOLS.

THE MISSION OF CAROLINE COUNTY PUBLIC SCHOOLS, IN PARTNERSHIP WITH FAMILIES AND COMMUNITY, WE PREPARE ALL STUDENTS TO ACHIEVE COLLEGE CAREER AND LIFE READINESS THROUGH A CHALLENGING AND PROGRESSIVE EDUCATIONAL EXPERIENCE.

I THINK EVERY KID IN THERE WAS ABOUT OUT OF THEIR MIND FOR

THIS HAMSTER AND JUST THE WAY TO WORK THAT TO GET ALL THESE KIDS INTERESTED IN READING.I THINK THEY'RE STILL GOING THROUGH IT. REALLY NEAT.
MY KIDS HAVE CAME HOME BEING EXCITED ABOUT, THEY'RE GOING TO GET 30 MINUTES OF HUMPHREY TIME IN THEIR CLASS.
WHICH HUMPHREY IS THE REAL LIFE HAMSTER WHO'S LIVING AT THE SCHOOL.
THAT'S A REALLY NEAT WAY TO GET KIDS TO WANT TO READ SOMETHING.
THE DAY WAS A LOT OF FUN AND IT'S A REALLY GOOD PURPOSE. THAT WAS FUN.
>> WOW. IT WAS A BUSY MONTH FOR A LOT THAT WENT ON.
I HAVE TO SAY I REALLY ENJOYED READING ALOUD TO THE STUDENTS.
A FIRST GRADE CLASS AND THEN LAST FRIDAY, I THINK IT WAS THURSDAY OR FRIDAY TO FOUR CLASSES AT DENTON ELEMENTARY AND THAT WAS LOADS OF FUN.
BUT I ALSO HAVE TO GIVE KUDOS TO THE PROGRAM THAT FACES IN THE MARYLAND ARTS COUNCIL, HELD.
THAT WAS A VERY WONDERFUL PROGRAM AND MS. FISHER HAD A LOT TO DO WITH GETTING THAT ORGANIZED.
I THINK IT WAS THE FIRST ONE IN THE COUNTY AND THAT WAS REALLY A GOOD PROGRAM.
I DON'T KNOW, I ENJOYED A LOT.
I ENJOYED THE FIFTH GRADE ASSEMBLING IT AT FEDERALSBURG WITH THE BUFFALO SOLDIERS, THAT WAS A LOT OF FUN.
I THINK THE STUDENTS LEARNED ABOUT THE SOLDIERS AND TEACHERS AS WELL, AND I JUST HAD AN EXCITING MONTH.

>> I WAS ABLE TO ATTEND A FEW SPORTING EVENTS AND LOOKING FORWARD TO A SPRING SPORTS THAT ARE COMING OUT AS WELL.
I WAS ABLE TO TAKE THE [INAUDIBLE] MEETINGS ACT TRAINING THE OTHER DAY THAT MICHELLE WAS ON THERE AS WELL.
DEFINITELY HAVE TO GO BACK AND READ THE SLIDES AND THEY'D DONE BECAUSE IT WAS A LOT TO TAKE IN. THERE'S A LOT TO IT.
THEN I WAS ABLE TO HAVE A BUNCH OF WORKSHOP, AARON AND GERBER EVERYTHING AND FIGURING OUT THE BUDGET AND HOPEFULLY SHE HELPED ME OUT AND READ THAT A LITTLE BIT BETTER THAN WHAT IT WAS AND SEE HOW LARGE IT IS.
>> I DID A LOT OF INTERESTING THINGS, JUST TO BACKTRACK BINGO FUNDRAISER WAS FOR THE BACKPACK PROGRAM, FOOD FOR STUDENTS, AND IT RAISED OVER 26,000.
>> OVER 26,000 IS THE LARGEST WE'VE EVER DONE.
I WAS A MYSTERY READER AT THE ELEMENTARY SCHOOL AND IT IS ALWAYS FUN TO BE WITH THOSE LITTLE KIDS.
THEY GOT SO EXCITED ABOUT THE CATERPILLAR.
I THINK THAT MR. BARTON, HE ALSO WENT LAST NIGHT TO THE [INAUDIBLE] ELITE INDUCTIONS.
AND THAT WAS FROM BARTON, FOR ME, THE UNITY FAIR AT NORTH CAROLINA HIGH-SCHOOL WAS JUST INCREDIBLE.
MRS. PICA, DO YOU REMEMBER HOW MANY, I LOST COUNT OF HOW MANY BOOTHS THEY HAD, DO YOU KNOW?
>> DIFFERENT CLUBS AND EACH BOOTH HAD LIKE 4, 5, 6 STUDENTS ADDED AND THEIR ADVISORS WERE ADDED.
SO IT WAS REALLY NEAT BECAUSE THEY WERE ALL GOING TO EACH OTHER'S GROUP BUT FELT THAT WAS REALLY GOOD.
THEY WEREN'T JUST STUCK IN THEIR LITTLE CLIP, BUT THEY WERE CHECKING OUT EVERYBODY ELSE'S.
THE MAIN THEME WAS ABOUT BEING A BETTER PERSON.
HOW YOU CAN MAKE THINGS BETTER, DIVERSITY AND ALL OF THAT.
ALL THE DIFFERENT DIVERSE CLUBS WAS AWESOME.
TO SEE THE TEACHERS THERE, MOST OF THE TEACHERS WERE PUTTING A LOT OF THEIR OWN MONEY INTO THIS UNITY FAIR.
WHICH I THINK IT'S GREAT, BUT I'VE SAID THIS BEFORE.
WE'RE GOING TO REQUIRE A PBS PROGRAM.
I THINK WE NEED TO FUND THE PBS PROGRAM.
IT'S THE TEACHERS ARE GIVING THEIR TIME, THEY'RE GIVING THEIR MONEY.
THE STUDENTS ARE GIVING THEIR MONEY, WHICH IS ALL GREAT, BUT I THINK WE NEED TO DO A LITTLE BETTER HELPING THEM AND PROMOTING THEM.
FOR THE PEOPLE WHO MISSED IT, IF THEY DO IT AGAIN, YOU SHOULD DEFINITELY TRY TO GO.
I WOULD LOVE TO SEE COLONEL DO SOMETHING LIKE THAT.

IT'S REALLY GOOD BECAUSE IT GOT THE KIDS ALL, [NOISE] AND I SAY THIS EVERY MONTH, BUT IT'S TRUE.WE HAVE THE BEST STUDENTS IN THE WORLD. I STICK BY THAT.
TO ME I'M HONORED TO BE ABLE TO GO TO ALL OF THE DIFFERENT EVENTS.
THAT TO ME IS ALWAYS THE HIGHLIGHT OF BEING ON BOARD IS WORKING WITH OUR STUDENTS.

I DON'T EVEN HAVE WORDS TO DESCRIBE HOW IMPRESSIVE THAT WAS.

I COULD JUST TALK ABOUT IT FOREVER, WHICH I WON'T BECAUSE WE HAVE A FEW OTHER THINGS TO TALK ABOUT TONIGHT, BUT JUST SO WELL PUT TOGETHER AND HONORING MR. POTTER WAS SUCH A HIGHLIGHT, HONORING PEOPLE AT THOSE KINDS OF EVENTS SAID A LOT.
THE NUMBER OF PEOPLE, STUDENTS AND PEOPLE WHO HAVE MOVED ON THROUGH THEIR LIVES.
THE NUMBER OF PEOPLE, NOT JUST A NUMBER, THE WAY HE HAS INFLUENCED YOUNG PEOPLE. JUST INCREDIBLE.
CERTAINLY, I WOULD THINK MANY TEACHERS WILL BE THE SAME KIND OF MESSAGE.
ALL THESE CHILDREN THAT ARE TOUCHED.
I THINK THAT THAT'S WHAT HE WAS THINKING TOO.
THAT'S WHAT WE HEARD LAST NIGHT AT THE PROGRAM FOR THE STUDENTS WHO WERE MOVING INTO THE ELITE STATUS WITH PRISMA, THE RIDGE.
WHAT MUSIC DOES FOR YOU AND MR. POTTER HAS USED THAT AS A TOOL TO HELP CHANGE THE MINDSET, THE CHARACTER, THE BEHAVIOR FOR THE BETTER, CERTAINLY CHANGE AND IMPROVE THE LIVES OF STUDENTS.
THAT'S JUST AMAZING. I DON'T KNOW HOW HE WASN'T JUST A BOWL OF JELLY WHEN [LAUGHTER] SCOOPED DONALD BECAUSE THIS IS HIS LIFE'S WORK.
AGAIN, FOR MANY PEOPLE, THE PEOPLE IN THIS ROOM, THE PEOPLE YOU'VE TOUCHED AND THE DIFFERENCE YOU MAKE.
I KNOW ANY TEACHER THEN ALSO COACHES THIS HAPPENS THAT YOU RUN INTO PEOPLE LATER IN THEIR LIVES WHO WE MIGHT NOT EVEN RECOGNIZE BECAUSE THEY'VE CHANGED SO MUCH IF HE HADN'T SEEN HIM IN A LONG TIME, BUT SO FOR MR. POTTER TO DO THAT AND TO DO IT AT THAT PARTICULAR PROGRAM, WE JUST SAW PRESENCE.

WE HAD OUR STEERING COMMITTEE MEETING LAST NIGHT AND BASICALLY WENT OVER WHERE WE ARE IN OUR PROCESS.OUR SURVEY IS OUT FOR STAKEHOLDERS.
I DO ENCOURAGE PEOPLE TO CONTINUE TO LOOK AT IT.

THE THEMES THAT REALLY HAVE SHOWN UP SO FAR.
IN THERE THERE'S A LOT OF COMMENTS CONCERNING THE WEIGHTINESS OF THE BLUEPRINT, AND SOME CONCERNS OVER THE BLUEPRINT IN GENERAL, NOT SO MUCH CCP'S PLAN, BUT BLUEPRINT IN GENERAL.
BUT THERE IS ALSO A GENERAL CONCERN ABOUT WHAT WILL THE BLUEPRINT BRING TO ALREADY FULL PLATES OF STAFF, I THINKS THAT'S A VALID CONCERN.
THERE WERE ALSO SOME THEMES AROUND PILLAR TWO WHICH DEALS WITH HIGH-QUALITY TEACHERS AND CONCERNS AROUND WHERE WILL WE END UP WITH THINGS LIKE THE CAREER LADDER, WHICH IS VERY UNCERTAIN FOR US RIGHT NOW.
WE'RE WORKING THROUGH THAT PIECE.
SO THOSE WERE SOME THEMES THAT WE NOTED SO FAR IN THE RESPONSES.
AS WE GET RESPONSES IN, THE PILLAR CHAIRS WILL RECEIVE THOSE IF WE NEED TO MAKE ANY ADJUSTMENTS IN OUR PLAN BEFORE IT GOES IN.
BUT WE'RE FINISHING UP FINAL EDITS TOMORROW NIGHT FOR OUR SCHOOL SYSTEM IMPROVEMENT COUNCIL AND CITIZENS ADVISORY COMMITTEE.
THEY WILL HAVE A JOINT MEETING TOMORROW EVENING IN THIS ROOM AND THEY WILL GET A PRESENTATION SUMMARIZING THE BLUEPRINT WHERE WE ARE AND ALSO GET FEEDBACK FROM THAT GROUP, AS WE CLOSE THIS OUT.
IT'S DUE BY THE 15TH, BUT WE'RE DETERMINED TO GET IT IN BEFORE THAT.
THEY HAVE IT. WE ARE ANTICIPATING FEEDBACK ON THE SUBMISSION.
PROBABLY NOT UNTIL JUNE, JULY.
THEY'RE GOING TO GET 24 PLANS.
I REALIZED THIS THE OTHER DAY SITTING IN ANOTHER STATE COMMITTEE THAT I'M ON.
THAT COMMITTEE OF ITSELF HAS A COUPLE OF REPORTS THAT ARE ALL DUE ON THE 15TH AS WELL THAT ARE PRETTY LATE.
[NOISE] SO THEY'VE GOT NOT JUST THE 24 SCHOOL SYSTEMS, BUT THEY'VE GOT SEVERAL OTHER ENTITIES THAT HAVE REPORTS ALL DUE THE SAME TIME THAT ALL NEED FEEDBACK FROM THE AIB AND MSD.
SO IT'LL BE A LITTLE OFF WHEN WE GET FEEDBACK.
BUT ONCE WE GET IT, WE WILL REVISE AND GO FROM THERE.
THE WORK OF THE BLUEPRINT WON'T STOP.
BUT DEVELOPING THE PLAN AND TRYING TO GET THIS THING OUT THE DOOR, OBVIOUSLY, WE ARE RIGHT THERE AT THE FINISH LINE.
SO HEARTS OFF TO EVERYBODY WHO'S BEEN PART OF IT.
THE INCREDIBLE WORK THAT EVERYBODY HAS PUT INTO IT OVER THE LAST SEVERAL MONTHS REALLY IS A HUGE TESTAMENT TO THEIR ABILITIES AND THEIR STIFF WILLINGNESS FOR SURE.

STUDENTS DID A PHENOMENAL JOB IN FEBRUARY AND REALLY IMPRESSED US WITH THEIR BEHAVIOR AT THE PEP RALLY.
LAST MONTH THE POWER PLAYER PEP RALLY THEME WITH STAFF VERSUS STUDENTS, AND THE STAFF ACTUALLY WON.
THEY WON THE TROPHY, BUT A REMATCH IS PLANNED FOR LATE SPRING.
IT SOUNDS LIKE THE STUDENTS WEREN'T HAPPY THAT THE STAFF ONE, UNDERSTANDABLY.
THEY'RE ALSO GOING TO HAVE A POWERING THROUGH THE WINTER SPIRIT WEEK.
THE EIGHTH GRADERS WILL TRAVEL TO THE JUNIOR ACHIEVEMENT WORKSHOP AT THE SALISBURY CIVIC CENTER AND THE CMS SYNTHETIC OR SYNTHETIC THEATER RESIDENCY.

IN ADDITION TO THESE BUILDINGS WHERE UPGRADED FIREWALL HARDWARE WILL BE LOCATED 11 ADDITIONAL CCPS BUILDINGS WILL SERVE AS CONTENT FILTERING, ISP, AND LOCAL LAND ROUTERS, AND GENERAL INBOUND AND OUTBOUND FIREWALLS VIA PRIVATE CCPS FIBER 1.

THINGS JUST TO KEEP ON THE BOARD'S RADAR, THEN WE HAVE A SERIES OF BILLS, I WANT TO UPDATE THE BOARD ON AS WE HAVE THE ESMAC BLENDED VIRTUAL PROGRAM FOR VIRTUAL SCHOOLS AND WANT TO TALK ABOUT THE POTENTIAL IMPACT OF THESE BILLS COULD HAVE.
WE'RE GOING TO ADD ONE, WHICH IS AMENDMENTS THAT WERE DONE TO HOUSE BILL 119.
BUT WE'LL GET TO THAT ONE AFTER WE TALK ABOUT THE OTHERS.
FIRST BILL AND I'LL TAKE THIS ONE, IT'S TIME TO CARE ACT REVISIONS.
TIME TO CARE ACT WAS PASSED LAST YEAR, WHICH WAS THE PAID FAMILY MEDICAL LEAVE IN THE STATE OF MARYLAND WAS PASSED.
THERE WERE SOME THINGS IN THE ORIGINAL LEGISLATION THAT WERE JUST LEFT OPEN FOR INTERPRETATION ABOUT RATES THAT WOULD BE SET, STUDIES THAT WILL BE DONE BY THE DEPARTMENT OF LABOR OR SECRETARY OF LABOR AND THEN RATES COULD POSSIBLY CHANGE OVER TIME.
SOME PROVISIONS HAVE BEEN CHANGED AND PUT FORTH IN THIS BILL TO MOVE FORWARD.
A COUPLE OF THE CHANGES THAT ARE SUBSTANTIAL OR COULD BE THE ORIGINAL BILL WHEN IT PASSED.
WE HAVE ABOUT ANOTHER YEAR BEFORE THIS KICKS IN FOR US AND MS. THORNTON'S BEEN DILIGENTLY ON TOP OF THIS WITH OUR OTHER FOLKS AROUND THE STATE, MAKING SURE WE UNDERSTAND ALL PARTS OF IT.

AS AN EMPLOYER OF OUR SIZE, THE CONTRIBUTION RATE WOULD BE 25% FROM THE COUNTY, FROM THE EMPLOYER FROM US, AND 75% FROM THE INDIVIDUAL IS WHAT THIS SETS AT.
IT DOES SET A STATIC RATE WHERE BEFORE IT WAS VERY OPEN AND LOOSE.
THIS BILL IS CONTINUING TO MOVE THROUGH AND WE WILL KEEP AN EYE ON IT BECAUSE THERE COULD BE FISCAL IMPACTS FOR THE SYSTEM.
AGAIN, I WANT TO KEEP IN MIND THIS HAS ALREADY PASSED.

THEY'RE GOING TO ASK HIGHER ED TO SET RECRUITMENT GOALS FOR TEACHER CANDIDATES.
FOR THEM TO TRY TO GET STUDENTS TO COME TO SCHOOL TO BECOME EDUCATORS AND THEN GRADUATE.
RIGHT NOW, THAT'S NOT PART OF THE STRUCTURE THAT'S IN PLACE.
THEY'RE GOING TO REQUIRE THE STATE TO CREATE

BECAUSE MOST PEOPLE, WHEN YOU'RE DOING YOUR INTERNSHIP TO BECOME A TEACHER, YOU'RE NOT WORKING AND THAT ALSO HAS BEEN A MAJOR ROADBLOCK FOR SECOND CAREER FOLKS OR FOR OUR SUPPORT STAFF.

BECAUSE OUR BLENDED VIRTUAL PROGRAM USES A CONTRACT WITH APEX AND NOW IT'S AT MENTAL SAME PROGRAM.
BUT WE DON'T HAVE THE CAPACITY TO PROVIDE A VIRTUAL PROGRAM INTERNALLY WITHIN OURSELVES.
WE DON'T HAVE ENOUGH STAFF, MOST PEOPLE IN EASTERN SHORE DO NOT

YOU WILL NOT FIND ANYWHERE IN THE NEW WRITTEN BILL ANYTHING ABOUT THE HEALTH EDUCATION FRAMEWORKS BECAUSE IT'S NOT ABOUT THE HEALTH EDUCATION FRAMEWORKS.
PROBABLY ONE TO BEGIN WITH, BUT I DIGRESS.

WE LOST A LITTLE OVER A MILLION DOLLARS COMPARED TO THE FIRST SET OF NUMBERS THAT YOU SAW LAST MONTH.
MSD HAD THREE STATE A BRIEFINGS WITH THE SUPERINTENDENTS AND THE CFOS TO GO OVER THESE REVISED NUMBERS AND TRY TO EXPLAIN THE REASON FOR THESE DIFFERENCES.
IT WASN'T JUST CAROLINE COUNTY THAT WAS IMPACTED.
IT WAS STATEWIDE. THERE WERE LARGE, MASSIVE SWINGS FROM THE FIRST ROUND OF NUMBERS. IT WAS INCREDIBLE.
