BUT, YOU KNOW, I WAS TENTATIVELY WATCHING AND WHEN I GOT TO KNOW MR. PLUTSCHAK, HEARD HE PUT HIS NAME IN AND IT JUST MADE IT EASY THAT THERE WAS SOMEBODY THAT HAD THE BEST OF INTENTIONS STEPPING IN.

SO, AND WITH THESE GOOD PEOPLE SITTING HERE, YOU KNOW, I KNOW THEY'RE GOING TO BE, YOU KNOW, ONE OF THOSE BOARDS THAT ARE ASKED THE TOUGH QUESTIONS THAT SOMETIMES YOU CAN HAVE A NICE GROUP OF PEOPLE, BUT YOU CAN'T BE TOO SHY TO ASK A TOUGH QUESTION.

AND I KNOW THIS BOARD'S THOSE TYPE OF PEOPLE THAT'LL WORK WELL WITH YOU.

SO IT'S REALLY, REALLY A GOOD TIME TO STEP AWAY AND TAKE A BREATHER.

[2.01 Approval of Modifications to the Negotiated Agreement Between the Caroline County Board of Education and the Caroline County Educators’ Association.]

APPROVAL OF THE MODIFICATION TO THE NEGOTIATED AGREEMENT BETWEEN THE CAROLINE COUNTY BOARD OF EDUCATION AND THE CAROLINE COUNTY EDUCATORS ASSOCIATION.

SO I'M GOING TO PASS THIS TO DR.

ROB WILLOUGHBY, OUR SUPERVISOR OF HUMAN RESOURCES, TO GO THROUGH THE AGREEMENTS, THROUGH THE CONTRACT AND EXPLAIN KIND OF WHERE WE ARE AND SEEK THE BOARD'S APPROVAL TONIGHT.

PRESIDENT NEWCOMB, MEMBERS OF THE BOARD, I'M VERY HAPPY TO BE HERE.

AND [INAUDIBLE], AS THE VICE PRESIDENT OF CCA IS ALSO HERE TONIGHT.

SO AS I'M GOING THROUGH, PLEASE JUMP IN, BECAUSE THIS HAS BEEN A PROCESS THAT REALLY STARTED LAST FEBRUARY AND WE'VE BEEN WORKING ON THIS FOR QUITE A WHILE. AND SO I'M VERY HAPPY TO BE HERE TONIGHT WITH AN AGREEMENT FOR YOUR SIGNATURE AND YOUR APPROVAL.

OUR NEGOTIATION PROCESS, AS I SAID, STARTED LAST FEBRUARY IN EARNEST, AND WE MADE A GREAT DEAL OF PROGRESS THROUGH THAT WHEN YOU REALLY LOOK AT IT, YES, WE ENDED AN IMPASSE, BUT WE ENDED AN IMPASSE ON SALARY AND NOT ON A HOST OF OTHER THINGS THAT WE DID HAVE TABLE AGREEMENTS AS OF JULY.

SO IN THIS AGREEMENT, PLANNING TIME, WHICH HAS BEEN AN ASK, A REGULAR ASK, GOES TO 60 MINUTES OF INDIVIDUAL PLANNING TIME A DAY WITH A BLOCK OF NO LESS THAN 45.

AND IT WASN'T 45 MINUTES A DAY.

JUST SO YOU GUYS, A WEEKLY NUMBER THAT EQUALED OUT TO THAT.

IN THAT WE DID REMOVE THE LANGUAGE ABOUT RECESS SUPERVISION AND ELEMENTARY PRINCIPALS HAVE BEEN ABLE TO PROVIDE THAT PLANNING TIME WITHOUT THE RECESS SUPERVISION THAT IS IN THERE CURRENTLY.

WE DID ADD AS FAR AS SPECIAL EDUCATION TEACHERS REALLY PUTTING INTO THE CONTRACT A PRACTICE THAT HAD BEEN IN PLACE IN MANY, IF NOT ALL, OF OUR BUILDINGS, WHERE AT TIMES WHEN THERE ARE CERTAIN DEMANDS OF PAPERWORK AND ASSESSMENT TAKING, BEING ABLE TO TAKE SOME TIME AWAY FROM TEACHING RESPONSIBILITIES TO COMPLETE THAT PAPERWORK WITH AN APPROVAL PROCESS.

SO THAT WAS ADDED. WE ALSO ADDED LANGUAGE AROUND NATIONAL BOARD CERTIFICATION, WHICH IS IN ACCORDANCE TO THE BLUEPRINT.

AND WE ALL KNOW THAT THERE IS A DEFINITION OF TEACHER IN THE BLUEPRINT.

AND IF YOU MEET THAT DEFINITION OF TEACHER AND YOU HOLD A NATIONAL BOARD CERTIFICATION, YOU RECEIVE AN EXTRA $10,000 ACCORDING TO THE LEGISLATION.

WHAT WE PUT IN HERE WAS THAT FOR OUR FOLKS THAT DO THAT BUT MIGHT NOT MEET THAT DEFINITION OF TEACHER, THERE WAS PREVIOUS LANGUAGE THAT ENHANCED THEIR SALARY BY $2,000 AND WE KEPT THAT IN. SO IF YOU MEET THE DEFINITION, YOU GET THE 10.

IF YOU DON'T MEET THE DEFINITION, WE'RE STILL GOING TO GIVE THE TWO.

AND IT REALLY IS THE DIFFERENCE OF THE STATE MATCH.

IF YOU'RE WHY THAT DIFFERENCE? IT REALLY IS THE DIFFERENCE OF THE STATE MATCH AND WHAT THE LOCAL FUNDING GOING THERE.

A COUPLE OF YEARS AGO, AN ATTENDANCE INCENTIVE WAS PUT INTO OUR CONTRACT AND THEN WE ENDED UP WITH THE 100 YEAR PANDEMIC.

SO NOT THE GREATEST TIME TO PUT AN ATTENDANCE INCENTIVE IN.

SO WE DID TAKE THAT LANGUAGE OUT AND GO BACK TO A WELLNESS INCENTIVE.

WE HAD PREVIOUSLY WITH A COMMITMENT THAT WE WOULD TAKE THIS YEAR AND WRITE THAT WELLNESS INCENTIVE.

AND I'LL COME BACK TO THAT IN JUST A SECOND BECAUSE THAT WAS PART OF SALARY THAT WE'LL TALK ABOUT IN A MINUTE.

FOR POSTING OF PROMOTION OPPORTUNITIES.

WE HAD A POSTING REQUIREMENT THAT THEY NEED TO BE POSTED FOR 21 DAYS AND HONESTLY, IT'S OLDER LANGUAGE.

SO IN THE WORLD OF EMAIL AND ELECTRONIC COMMUNICATION, WE BACK THAT UP TO 14 DAYS.

IT ALSO KEEPS US A LITTLE BIT MORE RESPONSIVE AND ABLE TO FILL POSITIONS QUICKER IN OUR WORLD.

TUITION WAIVER, SIMPLY CLARIFYING LANGUAGE THAT IT IS FOR FOLKS THAT ARE IN ANOTHER MARYLAND COUNTY AND NOT NECESSARILY OUT OF STATE.

WE SIGNED A MOU TO CREATE A WORKLOAD COMMITTEE TO LOOK AT TEACHER WORKLOAD.

WE ALSO SIGNED AN MOU TO CREATE A BLUEPRINT WORK GROUP.

CAN YOU EXPLAIN WHAT A MOU IS? A MEMORANDUM OF UNDERSTANDING.

JUST A ONE YEAR AGREEMENT THAT WE WOULD HAVE THOSE COMMITTEES FOR THIS COMING YEAR.

AND THEN THROUGH THE PROCESS OF MEDIATION, WHICH I DON'T KNOW THAT ANYBODY WANTED TO GO THERE, BUT AT THE SAME TIME IT WAS A POSITIVE.

IT ENDED AS A POSITIVE EXPERIENCE.

WE CAME TO AN AGREEMENT, BOTH SIDES IN THE SAME ROOM SIGNED THE AGREEMENT.

SO IT WAS A POSITIVE EXPERIENCE.

AND I'LL JUST SPEAK, YOU KNOW, I FELT LIKE WE WERE PUSHED IN SOME WAYS TO THINK A LITTLE BIT OUTSIDE THE BOX, WHICH I FOUND HELPFUL.

AND AS WE START TO, AS MR. NEWCOMB SAID, FORGE A NEW RELATIONSHIP WITH NEW FOLKS ON THE BOARD SIDE, NEW FOLKS ON THE ASSOCIATION SIDE, THAT SORT OF OUTSIDE THE BOX THINKING, IT IS HELPFUL.

AND SO I DON'T KNOW THAT I WOULD NECESSARILY WISH ON ANYONE TO GO THROUGH THAT PROCESS TO GET TO THAT OUTSIDE OF THE BOX THINKING, BUT WE ARE BETTER OFF FOR IT AT THE END.

SO IN TERMS OF SALARY, WHICH WAS THE THE TOPIC THAT WAS PART OF THE MEDIATION, STARTING EFFECTIVE FEBRUARY 1, WE WILL HAVE A MIDYEAR 4.5% COLA INCREASE FOR TEACHERS.

IT WILL START SHOWING IN THEIR FEBRUARY 15TH PAY, BUT IT WILL BE THE DOLLAR AMOUNT OF A MID-YEAR 4.5.

WE HAVE 10 MONTH TEACHERS, 10 1/2 MONTH, 11 MONTH, 12 MONTH.

EVERYBODY'S GOT A DIFFERENT START POINT.

FEBRUARY 1, YOU WILL START TO SEE IT IN THAT FEBRUARY 15TH PAY.

THE CALCULATION WILL BE DONE BEHIND THE SCENES.

WE KNOW THAT A $1,500 RETENTION BONUS IS BEING PAID THROUGH LEADS MONEY IN THE PAYCHECK ON NOVEMBER 30TH.

SO THAT IS COMING UP. AND BECAUSE WE ARE SO LATE INTO THE YEAR OF THAT WELLNESS COMMITMENT THAT WE HAD, BY DECEMBER 31ST, WE ARE JUST GOING TO PAY EVERY EMPLOYEE A $200 WELLNESS BENEFIT, JUST PAY IT UP FRONT.

THERE'S NOT ENOUGH TIME TO CREATE THE PROGRAM, PUT THE PROGRAM OUT, HAVE FOLKS EARN POINTS TOWARDS THE PROGRAM.

SO WE HAD SOME MONEY BUDGETED FOR THAT.

SO WE'RE GOING TO PAY THAT BY DECEMBER 31ST.

WE ALSO COMMITTED TO LANGUAGE THAT SAYS THAT IN NEXT YEAR'S NEGOTIATIONS, SO NEGOTIATIONS THAT TAKE PLACE IN 2324, WE WILL NEGOTIATE A NEW PAY SCALE THAT SEEKS TO MAKE IT EASIER TO FIND YOUR PLACE ON THE SCALE AND ALSO TO SORT OF CLEAR UP SOME THINGS WHERE WE'VE HAD SOME MISSTEPS AND RESTORATIVE STEPS AND OTHER PLACEMENT ISSUES THAT HAVE BEEN THERE.

SO WE'VE COMMITTED OURSELVES TO NEGOTIATE THAT ON 23-24, AND THAT WILL GO INTO EFFECT IN 24-25.

SO WHAT'S NOT IN THIS AGREEMENT THAT I ALSO THINK IS WORTH SAYING IS TO REMEMBER THAT OUR SUPPORT STAFF HAVE A ME TOO PLUS ONE. SO STARTING JULY ONE, ALL SUPPORT STAFF SAW A 1% INCREASE BECAUSE THEY GET WHATEVER THE TEACHERS GET PLUS ONE.

SO WE WENT AHEAD AND PAID THEM THEIR 1% STARTING JULY ONE.

BUT ALL SUPPORT STAFF WILL ALSO HAVE THAT MID-YEAR SALARY ENHANCEMENT STARTING FEBRUARY 1ST, ABOUT AN ADDITIONAL FOUR AND ONE HALF PERCENT.

SO A TOTAL FOR OUR SUPPORT STAFF, ABOUT FIVE AND ONE HALF PERCENT COLA THIS YEAR, WHICH IS THIS BENEFITS EVERYBODY.

AND SO WE SUBMIT IT FOR YOUR APPROVAL AND SIGNATURE BOARD MEMBERS.

AND I APPRECIATE THE FACT THAT IN THE END WE DID COME UP WITH A GOOD AGREEMENT.

ABSOLUTELY. AND AS FAR AS THE END RESULT, I THINK WHAT I LIKE ABOUT IT IS YOU COMPROMISE AND THAT'S SOMETHING THAT'S SORELY MISSING IN THE WORLD TODAY.

EVERYBODY WANTS THEIR OWN WAY.

AND I THINK THIS WAS A VERY GOOD COMPROMISE.

AND THE PART THAT I THINK IS THE BEST PART AND SOME PEOPLE DON'T REALIZE THIS IS, LIKE YOU SAID, NEXT CONTRACT, YOU'RE GOING TO LOOK AT THE PAY SCALE, COME UP WITH SOMETHING THAT DOESN'T TAKE A ROCKET SCIENCE TO FIGURE OUT, AND THAT PUTS TEACHERS WHERE THEY BELONG AND MAKES IT EQUITABLE.

SO EVERYBODY WITH TEN YEARS OF SERVICE IS WHERE THEY BELONG.

AND THAT TO ME IS HUGE BECAUSE THIS ISSUE HAS BEEN GOING ON FOR OVER A DECADE.

SO I LOVE THE FACT THAT WE'RE GOING TO FINALLY PUT THAT TO REST.

SO JUST AGAIN, THANK YOU FOR YOUR HARD WORK.

AND I THINK IT WAS A GOOD CONTRACT.

AND THE OTHER THING JUST FOR INFORMATION IS WE'RE UNDER A LEGISLATIVE MANDATE FROM HOUSE BILL 1300 TO SHOW AN INCREASE IN TEACHER SALARIES OF 10% FROM FISCAL. YEAR 19 TO FISCAL YEAR 24, WE FOUND OURSELVES ENTERING THIS NEGOTIATION FOUR AND ONE HALF PERCENT TO GO THIS FOUR AND ONE HALF PERCENT.

AND WE TALKED ABOUT THIS SATISFIES THAT DEMONSTRATION OF 10%.

SO WE'VE BEEN ABLE TO DO THAT A YEAR EARLY, AND THAT'S NO SMALL FEAT FOR A COUNTY LIKE CAROLINE, WHERE THE BUDGET IS ALWAYS VERY TIGHT TO BE ABLE TO SATISFY THAT LEGISLATIVE MANDATE A YEAR EARLY IS WE CAN TAKE ABOUT 4 SECONDS AND CELEBRATE.

WE STILL HAVE TO GET THE 60,000.

SO THAT'S THE NEXT JOB.

BUT WE DID THIS AND WE DID IT A YEAR EARLY.

SO THAT, AGAIN, IS SOMETHING TO MAKE SURE PEOPLE ARE AWARE OF DR.

[INAUDIBLE] THAT WAS THE ONLY OTHER THING THAT I WAS GOING TO ADD.

I HAVE NO IDEA ABOUT OTHER COUNTIES AND WHAT THEIR GOALS ARE.

SO THAT KIND OF IS BEHIND US NOW WE CAN MOVE ON TO THE NEXT TACKLE WHICH IS THAT 60 MILES.

YEAH. SO HOPEFULLY WE HAD SOME NEW A NEW GOVERNOR.

MAYBE THAT FUNDING CAN CHANGE.

SO THE FIRST MEETING LAST WEEK, WE SHARED ALL THIS DOCUMENTATION AND CREATED FOLDERS TO HELP START TO GATHER THE DATA.

AND EACH WORKGROUP CHAIR IS RESPONSIBLE FOR WORKING ON THEIR PIECE OF THE PLAN, AND WE'LL ALL BE WORKING TOGETHER.

THEY'VE GOT TO HAVE MOST OF IT DRAFTED IN TIME TO GET FEEDBACK FROM THE STAKEHOLDERS FOR MARCH.

AND IN ORDER TO BE ABLE TO COME TO THE BOARD TO SHARE WHAT IT IS IN MARCH BEFORE IT GOES TO THE STATE.

SO I JUST GIVE THAT AS JUST A THIS IS JUST THE REALITY OF WHERE WE ARE AND THEY'RE GOING TO WORK THROUGH IT.

AND WE'RE STILL WORKING THROUGH WHAT THAT PROCESS COULD BE BECAUSE AGAIN, WE'RE TALKING ABOUT TAKING A 90 PAGE PLAN AND MAKING IT DIGESTIBLE FOR NORMAL PEOPLE IN A WAY THAT YOU CAN GET SOME FEEDBACK.

SO WE'RE WORKING THROUGH WHAT THAT COULD LOOK LIKE IN ORDER TO TRY TO GET SOME STAKEHOLDER FEEDBACK, WHETHER WE DO IT BY PILLAR, KIND OF CHUNK IT BY TOPIC WITHIN IT.

SO IT MAKES ITSELF.

THE FACT THAT WE'RE ALREADY KIND OF DRIVING THE BUS IN THESE AREAS, WE CAN CREATE SOME ALIGNMENT AND THERE'S ALREADY SOME WORKING SMARTER, NOT HARDER ASPECTS TO WHAT WE'RE DOING.

SO CONTINUING TO KEEP THIS AT THE FOREFRONT, I THINK IS GOING TO HELP US NOT COMPLETELY DISINTEGRATE BECAUSE IT'S GOING TO BE TIMES WE'RE PROBABLY GOING TO WANT TO.

THERE IS A DESIRE TO BE RESPONSIVE TO STAKEHOLDERS.

AND THOUGH THE COMPOSITION OF THE AIB IS NOT SMALL SYSTEM FRIENDLY IN TERMS OF IT'S LARGELY FOLKS JUST FROM THE METROPOLITAN AREA.

AGAIN, I'LL GIVE CREDIT WHERE CREDIT IS DUE.

THEY HAVE BEEN TRYING TO BE VERY RECEPTIVE TO PUBLIC COMMENT AND STAKEHOLDER FEEDBACK.

THERE SEEMS TO BE AN UNDERSTANDING OF THE CHALLENGE IT PUTS ON SCHOOL SYSTEMS. I DON'T WANT TO SAY THEY WOULD LOVE TO CHANGE IT.

THEY UNDERSTAND THE CHALLENGE, BUT THAT IS SPECIFICALLY WRITTEN IN THE LEGISLATION.

SO THEY WOULD NEED ANNAPOLIS TO DO SOMETHING.

JANUARY BASICALLY, IF THERE WAS GOING TO BE AN OPPORTUNITY TO EXTEND THAT A LITTLE BIT.

BUT THERE DOES SEEM TO BE A WILLINGNESS OF.

KIND OF KEEPING A LIST OF THINGS IN THE LEGISLATION THAT MAY NEED TO BE MASSAGED.

THEY SEEM TO BE KEEPING THAT LIST.

AND THEN THAT'S WHERE I WOULD TO COUPLE ON JIM'S RESPONSE ABOUT THE IMPORTANCE OF MAIB.

AND I KNOW THAT MAIB WORKS VERY CLOSELY WITH OTHER EDUCATION ENTITIES THROUGHOUT THE STATE, SO THEY TRY TO FIGURE OUT AND WORK TOGETHER.

WE SEE IT THIS WAY. WE SEE THIS WHERE CAN WE COME TOGETHER TO TRY TO PUSH TOGETHER TO GET CHANGE SO WE'RE ALL NOT BUTTING HEADS OVER SMALL THINGS.

AND TARA MENTIONED IT A LITTLE BIT, THE BLUEPRINT FORMULA.

AND I KNOW YOU GUYS ARE AWARE BECAUSE WE TALKED ABOUT IT, BUT FOR ANYBODY WHO WOULD BE WATCHING, THE FORMULA WAS DESIGNED ASSUMING A 2% INFLATION YEAR OVER YEAR FLU THAT WE'RE LIVING, THAT'S BLOWN UP.

SO THAT NEEDS TO BE ADJUSTED.

IT IS NOT POSSIBLE TO TAX PEOPLE WHO ARE LESS WEALTHY TO GET TO CLOSE THE GAP.

IT JUST DOESN'T.

TO PLAY CATCH UP. WE'RE ALSO ASKING THEM TO WORK TO WORK ON ALL THIS AND GET ALL THIS TOGETHER.

CORRECT. THEY'VE GOT TO BE BEING PULLED AWAY FROM SOME OF THAT.

IF A HIGH SCHOOL COUPLE GOT OUT OF COLLEGE TOGETHER AND STARTED IN THE SCHOOL SYSTEM TOGETHER, AND WE'RE MAKING $120,000 OR JUST LIKE, YOU KNOW, 50,000 APIECE, 100,000 IN CAROLINE COUNTY, THEY'RE LIVING LARGE OR, YOU KNOW, THEY'VE GOT A GOOD FOOT, THEY'VE GOT A GOOD START.

AND THAT'S LOST SOMETIMES.

AND THERE'S DISCUSSIONS VERSUS THAT SAME COUPLE IN HOWARD COUNTY OR OTHER COUNTIES.
