THIS EVENING, WE HAVE WITH US MR. BILL MANGO AND MR. RICO CASOLLI, AND PART OF OUR DISCUSSIONS THE SUMMER AND SETTING IN THE BOARD AGENDA, I WANTED TO GIVE A REVIEW OF SCHOOL SAFETY AND SECURITY AND SOME OF THE WORK THAT WE'VE BEEN DOING AS IT RELATES TO THAT.

MR. CASOLLI, RETIRED OFFICER CASOLLI IS OUR SCHOOL SAFETY OFFICER, SCHOOL SAFETY COORDINATOR FOR CAROLINE COUNTY PUBLIC SCHOOLS.

SINCE THAT POSITION CAME INTO FRUITION, HE'S DONE A GREAT JOB.

THIS REALLY BE RICO'S PRESENTATION TONIGHT, GOING THROUGH INFORMATION WITH YOU GUYS, WHERE WE ARE WITH SCHOOL SAFETY WITH HIM AND MR. MANGO, AND OF COURSE, WE'LL ENTERTAIN ANY QUESTIONS THE BOARD HAS.

RICO HAS DONE A GOOD JOB OF TRYING TO GIVE AN OVERVIEW OF WHAT WE'VE BEEN WORKING ON AND WHERE WE'RE GOING, AND SCHOOL SECURITY EACH ONE OF THOSE, WE WILL KEEP WORKING ON ALL THE TIME.

THERE'S ALWAYS ENHANCEMENTS AND IMPROVEMENTS WE CAN DO.

I THOUGHT IT'D BE IMPORTANT, ESPECIALLY WITH A LOT OF THE MEMBERS OF THE BOARD COMING ON AFTER, MAYBE NOT NECESSARILY KNOWING EXACTLY WHAT THE POSITION ENTAILS.

[NOISE] I THOUGHT IT'D BE A GOOD TIME TO OVERVIEW THAT AND GO OVER SOME OF THAT.

FIRST AND FOREMOST, THE MARYLAND CENTER FOR SCHOOL SAFETY IS ACTUALLY THE ONES THAT INITIATED THE WHOLE SCHOOL SAFETY COORDINATOR POSITION.

THE MARYLAND CENTER FOR SCHOOL SAFETY WAS ACTUALLY ESTABLISHED IN 2013.

IF YOU NOTICED, IT WASN'T UNTIL 2018 WHEN THEY ACTUALLY WANTED THE SAFE TO LEARN ACT OF 2018 CAME ABOUT.

AT THAT TIME IS WHEN THEY DECIDED THAT EACH DISTRICT SHOULD HAVE A SCHOOL SAFETY COORDINATOR.

IN DOING SO, MARYLAND CENTER FOR SCHOOL SAFETY IS ALSO PROVIDING GRANTS, TRAINING, AND SUPPORT TO THE PUBLIC AS A RESULT OF THIS WHOLE SAFE TO LEARN ACT OF 2018.

I THOUGHT I DEFINE SOME OF THE POSITIONS WITHIN THE SCHOOL SAFETY SPECTRUM, IF YOU WILL.

THE SCHOOL RESOURCE OFFICER,

WHAT EXACTLY IS IT? ACCORDING TO [NOISE] ARTICLE 3101E OF THE PUBLIC SAFETY ARTICLE, IT IS IN ACCORDANCE WITH MEMORANDUM A LAW ENFORCEMENT OFFICER WHO IN ACCORDANCE WITH THAT MOU, WHICH WE DO HAVE AT CAROLINE COUNTY WITH CAROLINE COUNTY SHERIFF'S OFFICE, AND THE PUBLIC ARTICLE WITH THE LOCAL EDUCATION AGENCY.

THIS WAS DURING THE SUMMER AND CHUCK AND CHARMAINE ARE SEASONAL, IF YOU WILL.

THERE ARE ONLY TEN MONTHS, SO THEY ONLY STAY FOR THE TEN MONTHS AND THEN THEY'RE OFF FOR THE SUMMERTIME.

SCHOOL SAFETY EMPLOYEES.

THIS IS SOMETHING THAT THE STATE ALSO ALLOWS EACH INDIVIDUAL JURISDICTION OR SCHOOL DISTRICT CAN ALSO HAVE SCHOOL SECURITY EMPLOYEES WITHIN THE DISTRICT, AND THEY WOULD FALL UNDER THE MARYLAND CENTER FOR SEUSS SCHOOL SAFETY AS WELL.

THE BIG THING HERE IS THAT IT'S NOT A SCHOOL RESOURCE OFFICER, BUT THEY ARE EMPLOYED BY THE LOCAL SCHOOL SYSTEM.

CURRENTLY, THE ONLY SCHOOL SAFETY EMPLOYEE CAROLINE COUNTY HAD WOULD BE ME AND MY PROFESSOR.

THE SCHOOL SAFETY COORDINATOR, THAT'D BE ME.

THE LOCAL SCHOOL SYSTEM MUST APPOINT A SCHOOL SAFETY COORDINATOR AND IS MANDATED TO CERTIFIES UPON THEIR COMPLETION OF TRAINING.

THE TRAINING THAT WE'VE RECEIVED IS THE SAME TRAINING THAT EACH SRO [NOISE] SECURITY EMPLOYEE HAS TO TAKE TO DATE THAT IS TWO WEEKS OF 80 HOUR TRAINING WITHIN THE MARYLAND CENTER FOR SOME SAFETY PROVIDES THAT TRAINING.

THEN YOU ALSO, AS A SCHOOL SAFETY COORDINATOR, REQUIRED TO DO THE ICS 100, 200, 700, AND 800 AND THEN REQUIRED TO DO FOUR MORE HOURS OF IN-SERVICE TRAINING THROUGHOUT EACH YEAR.

>> ARE THOSE HOURS TWO 40-HOUR WEEKS, ARE THEY BROKEN UP THROUGH?

>> WHEN I WENT THROUGH AT THE TIME IN 2018, I WAS STILL AN SRO AT THE TIME WHEN I WENT THROUGH THE TRAINING.

IT HAS CHANGED SINCE THEN.

IT IS TWO 40-HOUR WEEKS, BUT THE FIRST WEEK IS ONLINE.

YOU HAVE TO APPEAR IN PERSON FOR THE NEXT 40 HOURS.

BUT ULTIMATELY WHAT IT IS IS A LIAISON BETWEEN THE SCHOOL SYSTEM, THE MARYLAND CENTER FOR STUDENTS SAFETY, AND THE LOCAL LAW ENFORCEMENT [INAUDIBLE].

MARYLAND CENTER FOR SCHOOL SAFETY SAYS, WE'RE GOING TO START PUTTING LAW ENFORCEMENT IN THE SCHOOL.

THEY HAD LIKE I SAID, THE ACTUAL CENTER HAD BEEN DEVELOPED IN 2013 AND THEN THEY STARTED DOING THESE MANDATES AT 2018.

WHAT THEY FOUND WAS THAT SOME OF THE CHALLENGES WERE, OF COURSE, HAVING LAW ENFORCEMENT INSIDE OF THE SCHOOLS.

WE KNEW THIS GOING AHEAD.

LOOKING BACK BECAUSE EVEN PRIOR TO 2013, OTHER STATES DID HAVE SROS WITHIN THEIR SCHOOL SYSTEMS. BUT WHAT THE MARYLAND CENTER FOR SCHOOL SAFETY SAID WAS, WE NEED TO FOCUS ON PUTTING THE RIGHT PERSON INSIDE THOSE GROUPS.

THE ADMINISTRATION THEY NOTICED THERE WERE SOME CHALLENGES OF COURSE, ONE BEING DOES ADMINISTRATORS OR PRINCIPALS KNOW EXACTLY HOW TO USE THAT LAW ENFORCEMENT OFFICER WITHIN THE SCHOOL DISTRICT OR IN THE SCHOOL BUILDING? [NOISE] UNDERSTANDING THE ELEMENTS OF A CRIME, FOR INSTANCE, OR THE DEFINITION OF A SCHOOL RESOURCE OFFICER OR A SCHOOL SAFETY.

THE OTHER CHALLENGE WAS LAW ENFORCEMENT OFFICERS WHO THEY WERE GOING TO TAKE AND PUT INTO THE SCHOOL SYSTEM.

THIS WASN'T A PLACE THAT WE WANT US TO JUST SAID SOMEONE THAT MAYBE WASN'T PERFORMING WELL AS A DISCIPLINARY LET'S HIDE THIS PERSON WAY.

THAT WAS SOME OF THE CHALLENGES AS WELL OF COURSE CODE.

TRAINING. WHEN MARYLAND CENTER FOR SCHOOL SAFETY DECIDED THAT, HEY, WE'RE GOING TO START PUTTING THESE OFFICERS UNIT AND WE'RE GOING TO TRAIN THEM.

YOU'LL SEE THE BLUE HIGHLIGHTED FIVE AREAS TOPICS.

THOSE WERE THE ACTUAL FIVE THAT THEY WANTED TO CONCENTRATE ON.

THAT WAS WHAT WAS MANDATED, IF YOU WILL.

THE MARYLAND CENTER FOR SCHOOL SAFETY SAID, WELL, WE WANT TO DO ALL 23 OF THESE DIFFERENT TOPICS AS WELL BECAUSE AND THAT'S WHAT MADE THE COURSE ULTIMATELY GO TO 80 HOURS AS OPPOSED TO 40-HOUR CLASS.

SOME OF THOSE THINGS INCLUDE THE ACTUAL INTRODUCTION TO THE SAFE TO LEARN ACT, ANOTHER ACRONYM DOWN AT THE BOTTOM WAS SO ROUGH OVERVIEW, THAT'S A SINGLE OFFICER RESPONSE TO ACTIVE THREATS.

THE GOOD THING WITH MARK HOPKINS WAS HE WAS AN SRO, SO WHO'S ALREADY CERTIFIED.

BUT THEY COULD CERTAINLY PUT SOMEBODY IN THE SCHOOL SYSTEM OR IN THE SCHOOL BUILDING UNTIL THAT TIME IN WHICH THEY CAN GET TRAINING.

[BACKGROUND] WHAT THEY SAID WAS, YOU GET YOUR SCHOOL SAFETY COORDINATOR IN, YOU GET ALL YOUR SROS TRAINED AND THIS IS THE MANDATED DATA THAT WE WANT COLLECTED THROUGHOUT THE YEAR.

EACH SCHOOL HAS [NOISE] TO DO EMERGENCY PLANS WHICH THEY HAD DONE IN THE PAST ANYWAY BUT THEY WENT A LITTLE BIT MORE IN DETAIL SINCE 2018, AND THEN EVERY YEAR THEY WANTED THEM UPDATED.

I DON'T WANT TO SAY IT WAS A COOKIE CUTTER THROUGHOUT THE COUNTY, BUT WE NOTICED THAT SOME SCHOOL BUILDINGS MAY BE DIFFERENT THAN OTHER SCHOOL BUILDINGS AND CHANGES NEEDED TO BE MADE WHERE THEY FIT THAT PARTICULAR BUILDING.

THE EMERGENCY PLAN PERFORMANCE SUMMARY, THAT IS AT THE END OF THE SCHOOL YEAR, WE GO OVER THEM.

THROUGHOUT THE YEAR THEY'RE CONSTANTLY UPDATING THESE EMERGENCY PLANS.

AT THE END OF THE YEAR, THEY DO A SUMMARY JUST TO MAKE SURE THAT EVERYTHING THAT YOU HAVE IN EMERGENCY PLANS ARE WORKING.

DID THEY WORK OR NOT? SRO ADEQUATE COVERAGE.

WE ALSO HAVE TO PROVIDE WHO IS IN OUR SCHOOLS AS FAR AS THE SRO.

WHO THAT SRO IS, IF THEY ARE CERTIFIED AND THEN IF YOU'RE NOT GOING TO HAVE AN SRO FOR EXAMPLE COLONEL RICHARDSON HAVING ONE DEPUTY FOR THE CAMPUS AND NOT AT BOTH SCHOOLS, YOU HAVE TO DOCUMENT WHY THAT IS.

THEY WANT TO MAKE SURE THAT THESE DRILLS ARE WORKING.

WHAT WENT WRONG, WHAT DID YOU LEARN FROM IT, AND HOW CAN WE IMPROVE IT? THAT HAS TO BE REPORTED AS WELL.

THE CRITICAL LIFE-THREATENING INCIDENT SUBMISSION, THAT'S IF YOUR JURISDICTION HAS ANY INCIDENTS WITHIN THE COUNTY AFTER ACTIONS REPORT HAS TO BE DONE BACK THEN.

WE DON'T THAT.

WE HAVE NOT SUBMITTED THEM AND I WOULD BE TOTALLY HAPPY IF WE DON'T SUBMIT IT.

WHAT ARE THOSE GRANTS THAT THE MARYLAND CENTER FOR SCHOOL SAFETY OFFERED? THE SCHOOL SAFETY GRANT, THE SAFE SCHOOL [NOISE] FUND GRANT, AND THE SRO ADEQUATE COVERAGE GRANT.

JUST TO GIVE YOU AN IDEA OF WHAT THOSE ARE OR WHAT THEY DIDN'T USE FOR IN THE PAST.

THE SCHOOL SAFETY GRANT PROGRAM WAS PART OF THE MORNINGS THAT THEY WERE ABLE TO PUT THE VESTIBULES IN WHEN THEY STARTED DOING THAT BACK IN 2017, 2018 SCHOOL YEAR.
