WE WENT INTO CLOSED SESSION TO DISCUSS PERSONNEL APPOINTMENTS AND DEVELOPMENT AND UPDATED EVALUATION FOR OUR NEW SUPERINTENDENT, AND ALSO TO DISCUSS THE NEGOTIATIONS AND THE UPDATED WITH THE UNION AND NEGOTIATED AGREEMENT WITH THE UNION.
WITH THAT, IT IS NOW SIX O'CLOCK EXACTLY.

EVERY YEAR WE COME IN TO RECOGNIZE OUR STUDENTS THAT HAVE [INAUDIBLE] PBIS EFFORTS TO GAIN RECOGNITION.
JUST WANT TO MAKE AN AMENDMENT THAT TRADITIONAL RECOGNITION PROCESS WAS SUSPENDED DURING THE 2020,2021 SCHOOL YEAR.
IF THE PBIS TEAM APPLIED FOR RECOGNITION DURING THOSE YEARS, DURING THE 2020 SCHOOL YEAR, AND RECEIVED BRONZE, SILVER OR GOLD LEVEL RECOGNITION, THEY WOULD MAINTAIN THAT STATUS.
WHAT THEY DID WAS, THEY WENT TO A BADGE-TYPE RECOGNITION.
SO THOSE SCHOOLS THAT WERE RECOGNIZED PREVIOUSLY AS GOLD, SILVER, BRONZE WILL MAINTAIN THAT, AND NOW THEY WILL EARN BADGES FOR THEIR EFFORTS.
LET ME TELL YOU A LITTLE BIT ABOUT THOSE BADGES.
THERE WERE SEVEN BADGES THAT THEY COULD APPLY FOR, AND THEY WOULD MEAN THEIR TOTAL TEAMWORK MAKES THE DREAM WORK AND THAT PROVIDES AN OPPORTUNITY TO HIGHLIGHT HOW THE PBIS TEAM, WHETHER IN EXISTING OR MODIFIED COMPOSITION CONTINUE WITH TEAM MEETINGS.
[INAUDIBLE] DURING THE COVID-19 PANDEMIC.
THE POWER OF TEACHING HIGHLIGHTS HOW THE PBIS TEAM WAS INNOVATIVE IN LEVERAGING TEACHING AND KNOWLEDGEMENT STRATEGIES TO SUPPORT STAFF AND STUDENTS DURING THE COVID PANDEMIC.
THE NEXT BADGE IS CALLED OUR CLASSROOM OR COMMUNITY, AND THIS PROVIDED THE PBIS TEAM TO HIGHLIGHT HOW TEACHERS AND STAFF WERE INNOVATIVE IN PIVOTING EFFECTIVE CLASSROOM PRACTICES AND PROCEDURES TO SUPPORT REMOTE, HYBRID, AND IN-PERSON LEARNING DURING THE COVID-19 PANDEMIC.
THE FOURTH BADGE IS COMMUNITY CONNECTIONS, AND THIS PROVIDED THE TEAMS THE OPPORTUNITY TO HIGHLIGHT HOW THE PBIS TEAM HAS INTENTIONALLY ENGAGED FAMILY, STUDENTS, COMMUNITY AND FACULTY IN THE DEVELOPMENT AND/OR MODIFICATIONS OF PBIS.
FIFTH BADGE IS INSTRUCTIONAL AND RESTORATIVE RESPONDING AND THIS BADGE GIVES THEM THE OPPORTUNITY TO

HIGHLIGHT HOW THE PBIS TEAM WAS INNOVATIVE IN THE USE OF PROACTIVE AND STRUCTURAL AND RESTORATIVE RESPONSES.THEN THE FINAL BADGE, OR THE SIXTH BADGE IS DATA ON MY MIND AND OF COURSE THIS BADGE HIGHLIGHTS HOW THE TEAM HAS CONTINUED TO REVIEW HIGH FIDELITY IMPLEMENTATION AND VALUED OUTCOMES DURING REMOTE, HYBRID AND IN-PERSON LEARNING DURING THE COVID PANDEMIC.
THE TIER 2 BADGE, THE FINAL BADGE, WHICH IS A LITTLE LIKE A BONUS, PROVIDES THE TEAMS OPPORTUNITY HOW THEY CONTINUE TO PROVIDE TIER 2 SUPPORT TO STUDENTS DURING THE SCHOOL YEAR.
WE HAVE ALL 10 SCHOOLS THAT ARE IMPLEMENTING PBIS STRATEGIES IN CAROLINE COUNTY.
HOWEVER, FIVE SCHOOLS WENT A LITTLE BIT ABOVE AND BEYOND, AND SO VERY HAPPY TO CALL THEM FORWARD.
THE FIRST SCHOOL I'D LIKE TO RECOGNIZE IS COLONEL RICHARDSON HIGH SCHOOL WHO GOT SIX OUT OF THE SEVEN BADGES.

SUCCESS ISN'T ALWAYS MEASURED IN WINS AND LOSSES, BUT BY INFLUENCING OTHERS.

THEY ARE REALLY EXCITED, SUPER PROUD THAT CAN COUNT IN CAROLINE COUNTY TOOK ADVANTAGE OF THIS AND I'M THINKING I WON'T QUOTE THE NUMBERS EXACTLY FOR CAROLINE, BUT I THINK I HAVE THIS FACT CORRECT THAT THE Y HERE IN DENTON, THE CAROLINE COUNTY YMCA, BECAUSE OF THIS PROGRAM, THEIR MEMBERSHIP IS NOW HIGHER THAN IT'S EVER BEEN IN ITS EXISTENCE.
THE HIGHEST MEMBERSHIP THEY'VE EVER HAD AND THAT WAS CREATED BECAUSE OF NOT JUST THE EMPLOYEES, BUT THE EMPLOYEES' FAMILIES ALSO ARE PART OF THAT MEMBERSHIP, WHICH IT'S JUST A MEASURABLE VALUE OF THAT AND WHAT THAT CAN MEAN FOR PEOPLE.
I WANT TO TAKE A LONG TIME TO TALK ABOUT A GRID IS AN AMAZING THING. IT'S WONDERFUL.

MOVING ON, WE HAVE OUR SUPERINTENDENT'S REPORT.

WHAT I WANTED TO SHARE THIS MONTH, AND WE'VE TALKED BRIEFLY ABOUT IT AT DIFFERENT TIMES OVER THE LAST FEW MONTHS, BUT THAT SUPERINTENDENT OF THE SCHOOL SYSTEM, I SIT ON THE CAROLINE HUMAN SERVICES COUNCIL, WHICH IS OUR LOCAL MANAGEMENT BOARD THAT IN ESSENCE RECEIVES FUNDING FROM THE STATE TO DO THINGS TO TRY TO IMPACT YOUTH AND FAMILIES AND THIS PAST SUMMER, THE CAROLINE HUMAN SERVICES COUNCIL MADE A COMMITMENT WORKING WITH HEADS OF LOCAL ENTITIES LIKE US, DSS, DEPARTMENT JUVENILE SERVICES, HEALTH DEPARTMENT, CHOPTANK COMMUNITY HEALTH.
SEVERAL OF US REALLY COMING TO AN AGREEMENT THAT WE'VE GOT TO DO A BETTER JOB WORKING TOGETHER TO FIND SOLUTIONS TO THINGS THAT WE FACE IN OUR OWN COMMUNITY.
WE ALSO NEED TO DO IT IN A WAY THAT INVOLVES OUR COMMUNITY.
A LOT OF TIME SITTING IN ORGANIZATIONS SUCH AS THE SCHOOL SYSTEM OR OTHER PLACES, WE DO A LOT OF MONOPOLIZING THE CONVERSATION AND MONOPOLIZING THROUGH BUREAUCRACY THE DIRECTION THINGS MUST GO BECAUSE WE ALL HAVE OUR RULES, WE HAVE TO STICK WITH.
THOSE THINGS CAN SOMETIMES GET IN THE WAY OF WHERE YOU NEED TO GET TO REALLY HELP OUR FAMILIES AND HEALTHY OUTCOME DIRECTION WE'RE GOING.
WE'VE EMBARKED IN THIS EFFORT WITH THE HUMAN SERVICES COUNCIL.
I'M PART OF THE LEADERSHIP TEAM.
MRS. ANTHONY IS ACTUALLY PART OF THAT LEADERSHIP TEAM AS WELL AND SO THE CAROLINE COLLECTED IMPACT EFFORT IS MOVING FORWARD WITH CREATING A PLAN OF ACTION TO ADDRESS THE FIVE AREAS THAT YOU SEE ON THE SCREEN THAT WE'VE PUT OUT INTO OUR WORK IN THE WHEEL OF THE THINGS WE'RE HOPING TO ADDRESS OVER A PERIOD OF TIME.
WHERE WE'RE AT RIGHT NOW IN OUR WORK AND AGAIN, IT'S THROUGH THE HUMAN SERVICES COUNCIL.
THERE ARE A SERIES OF COMMUNITY MEETINGS THAT ARE BEING ESTABLISHED ALL AROUND CAROLINE COUNTY.
IT'S NOT BY THE SCHOOL SYSTEM, NOT BY THE HEALTH DEPARTMENT, BUT THEY'RE BEING CONVENED THERE.
THEY'VE HIRED A CONSULTANT TO LEAD THE EFFORTS WITH OUR COMMUNITY TO GET FEEDBACK FROM OUR TOWNS AND FROM OUR COMMUNITIES ABOUT WHAT THEY SEE THAT THEY NEED AS IT RELATES TO THESE AREAS.
ECONOMIC MOBILITY, WORKFORCE DEVELOPMENT, FAMILY AND WORKFORCE RESOURCES, EARLY CHILDHOOD DEVELOPMENT, AND EDUCATION. YOUTH DEVELOPMENT EDUCATION.

I BELIEVE SHE WANTS TO BUILD A COMMUNITY GARDEN WITH THE HELP OF HER SPANISH CLUB.
I HAVE A MEETING WITH HER SINCE I CAN'T WAIT TO SEE HOW THEY'RE GOING TO GO ABOUT THAT.
I JUST LOVE THE CONCEPTS OF COMMUNITY GARDENS.

FOR THIS SCHOOL YEAR OF 23, THERE'S GOING TO BE A SIX CENT INCREASE TAKEN UP THE 94 CENTS PER MILE.
FOR YEAR 24, IT WILL BE A FIVE CENT INCREASE TAKEN UP TO 99 CENT PER MILE.
FY25, THERE'LL BE A TWO-YEAR INCREASE, TAKING IT TO 101 PER MILE.
THEN FY YEARS OF 26 AND 27 THERE'LL BE A TWO CENT INCREASE FOR EACH YEAR, ENDING ON THAT FIFTH YEAR A DOLLAR FIVE PER MILE RESPECTIVELY.
LAST YEAR, THE END OF THAT 2760.
HERE WE HAD A LITTLE BIT OF NEGOTIATION WE HAD TO GO THROUGH.
THEY WANT TO GO LITTLE HIGHER, WE WENT A LITTLE LOW, SO WE END UP JUST MEETING IN THE MIDDLE, COMPROMISING AND JUST DOING A DANCE THAT AND WE CAME OUT WITH A DOLLAR 90 INCREASE PER HOUR, WHICH COMES OUT TO 2,950 PER HOUR, BUT THOUGH THAT THIS CONTRACT WILL START NOW.
THE NEXT YEAR, FY24 THERE'LL BE 1.5 PERCENT INCREASE.
THEN THE FOLLOWING YEAR A ONE-PERCENT INCREASE.
WE'RE GOING TO ADDRESS THE IMPACT OF INFLATION IN THREE YEARS.
WE WILL RECONVENE AND IT'S REALLY GOING TO COME DOWN BASED ON THE CPI NUMBERS REPRESENTED THE BALTIMORE REGION.
IF THE INFLATION IS STILL ABOVE 9.1 PERCENT, WE WILL WORK AND NEGOTIATE OF FURTHER WAGE INCREASE TO HELP PROTECT AGAINST THAT INFLATIONARY MEASURE, WHATEVER IT MAY BE.
CONVERSELY, IF INFLATION IS LOWER THAN THE RATES FOR FY26 AND FY 27 WOULD REMAIN AT ONE PERCENT ANNUALLY AND THEN WE'LL GO INTO NEGOTIATIONS FOR ANOTHER FIVE-YEAR CONTRACT FOLLOWING SUCH.

I'M WORRIED ABOUT THE INTEGRITY OF THE ROOF OVER THE NEXT FOUR OR FIVE YEARS BECAUSE IF YOU REMEMBER FROM LAST YEAR THAT ROOF IS NEVER GOING TO BE ON THE LIST FOR THE NEXT TEN YEARS.
WE HAVE TO GET THROUGH THIS OTHER PROJECT BEFORE WE GET THAT.
I DON'T FEEL COMFORTABLE WITH THAT ROOF IS GOING TO HOLD OUT FOR TEN YEARS.
IT IS LIKE WALKING ON THE MOON A BIT.

ONCE I TOLD HIM BASICALLY WHAT I JUST TOLD YOU, THEY ARE FULL ACCEPTANCE WITH THE PLAN, EVERYTHING.
