MR. JONES WAS ABSENT AT THE TIME.

A MINUTE LATER, MOTION BY MRS. DIGIACOMO, SECOND BY MS. WAYMAN TO GO INTO CLOSE SESSION, THE VOTE WAS 4-0 WITH ONE ABSENT TO GO INTO CLOSED SESSION.

DISCUSS APPOINTMENT, EMPLOYMENT, ASSIGNMENT, PROMOTION, EVALUATION OF EMPLOYEES, AND DISCUSSION OF THE GOOD INITIATED NEGOTIATED [NOISE] AGREEMENT AND HAVE SOMETHING TO EAT.

I KNOW THE STATE HAS A NEW STATE SUPERINTENDENT, AND OBVIOUSLY A BOARD IT'S ALWAYS CHANGING AND MORPHING AND WE GOT AN OPPORTUNITY A FEW WEEKS AGO TO LINK IN BY THIS NEW TECHNOLOGY CALLED ZOOM OR NETSCAPE MEETINGS OR WHATEVER WHERE WE CAN SEE EACH OTHER'S FACE AND COMMUNICATE ABOUT DISCUSSIONS WITHOUT DRIVING TWO OR THREE HOURS.

ONE OF THE PLACES I WENT ON THE FIRST DAY OF SCHOOL WAS GREENSBORO ELEMENTARY SCHOOL.

NEEDLESS TO SAY, WATCHING THE CHILDREN COME AND THE TEACHERS WELCOMING THE STAFF.

IT'S SUCH AN INCREDIBLE FACILITY.

IT WAS AMAZING. IT WAS WONDERFUL.

ONE OF THE THINGS THAT REALLY IMPRESSED ME, WAS BY THE OLDEST PERSON IN THE ROOM, SO TO SPEAK DR.ORC [LAUGHTER] WHO WAS THERE.

HE WAS FULLY ENGAGED, WELCOMING KIDS, WELCOMING THE STAFF, JUST AS IF HE NEVER STOPPED WORKING THE CAROLINE COUNTY PUBLIC SCHOOL.

BUT I WANT TO EMPHASIZE HE WAS A VOLUNTEER.

HE WAS VOLUNTEERING AND YET HE LOOKED LIKE PRINCIPAL [LAUGHTER] HE'S JUST AN AMAZING MAN.

I HAD AN OPPORTUNITY TO SPEAK WITH THEM A LITTLE BIT, I ASKED HIM WHY HE WASN'T WEARING THE MASCOT COSTUME BECAUSE HE'S GOT EVERYTHING ELSE BUT THAT.

YOU PROBABLY HAVE DONE THAT TOO.

WHILE I COULD TALK ABOUT SO MANY OTHER THINGS.

AS THEY SAY A SHOUT-OUT TO DR. ORC IN BEING THERE TO VOLUNTEER.

IT'S IN HIS BLOOD AND IT JUST SAYS SO MUCH ABOUT THE SYSTEM, ABOUT HIM. THAT'S MY OBSERVATION.

IT'S A VERY EXCITING TIME OF THE YEAR.

IT'S VERY EXCITING TO SEE THE NEW FACES, AND ALSO IT'S ONE OF THE FIRST TIMES AFTER A COUPLE OF MONTHS THAT WE ALL GET TO SEE EACH OTHER.

WITHOUT NEW TEACHERS TO COME REPLACE THE OLDER TEACHERS WOULDN'T HAVE MUCH OF THE STAFF.

IT WAS JUST EXCITING TO SEE EVERYONE AGAIN, AND EXCITING TO SEE THE NEW FACES, SOME OF THEM STARTING OUT THEIR CAREER.

FOR THOSE WHO CHOOSE OUR SCHOOL SYSTEM TO START THEIR CAREER, THAT'S GOOD.

EVERYTHING ELSE WAS JUST GREAT.

>> I AGREE WITH EVERYTHING THAT'S BEEN SAID, BUT I'M GOING TO TALK ABOUT THE ALL-STAFF KICKOFF MEETING BECAUSE I THINK IT WAS JUST FANTASTIC.

I THINK THAT OUR SUPERINTENDENT DID A GREAT JOB PRESENTING TO ALL OF US WHO WERE IN ATTENDANCE.

I THINK THE TEACHERS WERE SO EXCITED, AND THEY SHOUTED AS EACH SCHOOL WAS NAMED.

I GOT TO MENTION COLONEL'S BAND, AND THE CHEERLEADERS, BECAUSE THEY WELCOMED US IN A FANTASTIC WAY.

I JUST WANT TO SAY KUDOS TO COLONEL HIGH SCHOOL FOR THE WELCOME YOU GAVE US, AND IT WAS A WONDERFUL EXPERIENCE.

I FELT LIKE GOING BACK TO SCHOOL, MYSELF.

THE TWO THINGS [LAUGHTER] I ATTENDED THE RIBBON CUTTING FOR CAROLINE PRIDE.

IT'S A NEW ORGANIZATION THAT IS HONORING DIVERSITY AND GIVING MORE OPPORTUNITIES FOR OUR STUDENTS.

I JUST THOUGHT THAT WAS AWESOME, THAT WE HAVE SOMETHING LIKE THAT.

THE OTHER THING IS I ALSO WENT TO THREE SCHOOLS, FOR THE FIRST DAY OF SCHOOL.

IT IS EXCITING, AND IT MAKES ME MISS TEACHING.

TO ME, IT JUST BLOWS MY MIND TO SEE THE DIFFERENCE AT THE ELEMENTARY SCHOOL VERSUS THE HIGH SCHOOL.

IT'S JUST LIKE WHAT THIS IS SO COOL.

AT THE ELEMENTARY THE KIDS ARE HUGGING EVERYBODY WHICH IS AWESOME.

BUT WHAT REALLY WON MY HEART WAS THAT AT THE HIGH SCHOOL, AT CCTC AND NCHS, THE HIGH-SCHOOL KIDS WERE JUST AS EXCITED TO BE THERE, AND THEY WERE HUGGING THEIR TEACHERS TOO, AND I'M GETTING GOOSEBUMPS.

IT WAS SO GOOD.

EVERYBODY HAD A GREAT FEELING.

THANK YOU TO ALL THE TEACHERS, ALL THE STAFF, AND EVERYBODY BECAUSE IT WAS A GREAT, GREAT START TO THEIR YEAR. [INAUDIBLE] [LAUGHTER]

TO THE NEW TEACHERS IS ALWAYS A GREAT TIME.

BUT THE STAFF KICKOFF IN THE FIRST DAY OF SCHOOL, IT MADE ME REALIZE WE'VE GOT STAFF THAT STARTED LAST YEAR OR THE YEAR BEFORE, AND THEN THEY DIDN'T KNOW HOW A NEW SCHOOL YEAR REALLY STARTED ANYWHERE, LET ALONE WHAT WAS NORMAL TO CAROLINE COUNTY, AND FOR OUR COUNTY TO BE ABLE TO BRING BASICALLY ALL THEIR INSTRUCTIONAL STAFF INTO ONE AUDITORIUM AND HAVE A GOOD WELCOME IS UNHEARD OF.

DR. SIMMONS DID A GREAT JOB.

WE APPRECIATE THAT, BUT I JUST REALLY REALIZED THAT EXCITEMENT FROM THE HIGH SCHOOL STUDENTS TO THE ELEMENTARY SCHOOL STUDENTS THAT, WAIT A MINUTE, WE THOUGHT WE WERE GOING BACK TO SCHOOL NORMALLY EARLY AUGUST, AND THEN HALFWAY THROUGH THE MONTH, WE REALIZED WE WEREN'T.

THEN THE YEAR BEFORE THAT, WE KNEW WE WERE GOING BACK.

IT'S BEEN A WHILE. SO WHAT'S THAT, FALL OF 18?

>> MARCH 13TH, 2020 WAS THE SHUTDOWN.

I THINK EVERYBODY FELT THAT THIS, TEACHERS, THE STUDENTS, FAMILIES, EVERYBODY.

ONE CAR PULLED UP AND THE TEACHER OPEN THE DOOR TO WELCOME THE CHILD OUT BUT THE DOG WAS IN THE WAY.

[LAUGHTER] SHE WAS MULTITASKING, [LAUGHTER] PETTING THE DOG, BEING LEAKED ON THE FACE, AND HELPING THE CHILD OUT.

IT HAPPENED TO BE A CHILD THAT SHE HAD TAUGHT HERE BEFORE.

I WENT UP TO HER AND SAID, THAT'S IMPRESSIVE, I MEAN THAT'S FULL SERVANT.

PETTING THE DOG, HELPING THE STUDENT OUT, AND GETTING THE STUDENT ON THE WAY FOR THE DAY, IT'S AMAZING.

BEFORE I REALLY GET INTO IT, THE PICTURE ON THE TOP LEFT JUST ABSOLUTELY CRACKS ME UP.

THE UNOFFICIAL MASCOT AT GREENSBORO ELEMENTARY SCHOOL ENDED UP BEING A PARENT [LAUGHTER] WHO HAD THIS COSTUME THAT THOUGHT IT WOULD BE REALLY COOL TO SHOW UP.

I'M SURE HIS KIDS WERE THRILLED, BUT HE DIDN'T CARE.

HE ROCKED THE OUTFIT, WHICH WAS GREAT AND THEN JUST ENDED UP GETTING INTO ALL THE PICTURES AND EVERYTHING ELSE, MS. SWELLING THE SWELLING AND HOW MUCH FUN IT WAS.

DOCTOR ORDERS NEED TO PUT ON THE SUIT.

APPARENTLY, THE FATHER UP THERE WHO WAS THRILLED TO JUMP IN THAT THING ANYTIME IT'S ASKED. BUT WENT REALLY WELL.

HONESTLY. ABSOLUTELY BLESSED WITH THE START OF THE SCHOOL YEAR THAT WE'VE HAD TODAY MARKS DAY NUMBER 4 AND IT FEELS LIKE MAYBE IT'S THE NEWNESS OF WE HAVEN'T HAD A NORMAL STAR SINCE '19.

BUT IT HAS JUST BEEN AN AMAZING START TO THE SCHOOL YEAR.

IT'S FUNNY. NOBODY WANTED TO SAY ANYTHING ABOUT LAST WEEK.

IT WAS ALL LIKE [INAUDIBLE] IT MIGHT PRETEND TO BE A LITTLE SUPERSTITIOUS.

WE REALLY WOULDN'T BY FRIDAY AFTERNOON WE DECIDED WE WOULD OWN IT AND JUST START SAYING YOU KNOW WHAT, NO, IT'S BEEN A REALLY GOOD START.

JUST A COUPLE OF STATISTICS.

I THINK WE'RE INTERESTING IN TERMS OF HOW THE FIRST WEEK GOES AND HOW IT ROLLS.

WE DID WELCOME OVER 5,000 STUDENTS BACK ON THE FIRST DAY OF SCHOOL.

YOU'LL HEAR INFORMATION SHARE TONIGHT ABOUT OUR FIRST DAY ENROLLMENT COUNT.

WE'RE UP ABOUT 120 STUDENTS ON THE FIRST DAY FROM LAST YEAR AND WE'RE UP EVEN MORE THAN THAT FROM THE YEAR BEFORE SO IT'S A GOOD TREND ON THAT PIECE.

BUSING, TRANSPORTATION IS TOUGH.

IT'S NOT VERY ORGANIZED CHAOS.

IT'S VERY TOUGH THE FIRST FEW DAYS OF THE YEAR.

IT JUST IT IS.

WE HAVE LITTLE GUYS GETTING ON BUSES IN ELEMENTARY SCHOOLS TO GO HOME.

THEY DON'T KNOW THEIR ADDRESSES.

SO YOU MAKE SURE THEY GET ON THE RIGHT BUSES BEFORE THEY PULL OUT.

OUR BUS DRIVERS DO A PHENOMENAL JOB.

BUT OUR BUS DRIVERS EVERY DAY TRAVEL MORE THAN 5,600 MILES ACROSS THE COUNTY, JUST ABOUT CALIFORNIA AND BACK.

OUR BUSES DO EVERY DAY IN THE COUNTY.

IT'S 56 BUSES GETTING OUR KIDS HOME AND THEY DID A FANTASTIC JOB LAST WEEK.

AND THEN YOUR NEW CELL WITH VERY MINIMAL THINGS TO WORK THROUGH IN THE FIRST WEEK, I BELIEVE MS. MILLIGAN CARMEN, OVER OUR TRANSPORTATION OFFICE SHARED LAST WEEK.

IT'S MAYBE ONE OF THE SMOOTHEST OPENING SHE'S HAVING HER 40 PLUS YEARS IN THE COUNTY FROM THE TRANSPORTATION FRONT.

THAT'S AWESOME AND EXCITING NEWS FOR THEIR HARD WORK. FOOD SERVICES.

WE HAVE 50 FOOD SERVICE EMPLOYEES AND ALREADY STARTING THE SCHOOL YEAR, ARE STARTING LAST WEEK.

THEY'RE SERVING ABOUT 7,600 MEALS A DAY, 3,800 BREAKFAST, 3,800 LAUNCHES PER DAY.

SO THEY'RE AVERAGING ABOUT 7,600 PER DAY. OUR TECH DEPARTMENT.

TECH DEPARTMENT HAS DEPLOYED OVER 5,700 STUDENT DEVICES OUT TO THE BUILDINGS WITH THAT, AND WE TAKE A LITTLE BIT DIFFERENT APPROACH WITH TECH SUPPORT BEING ACTUALLY PLACED IN THE SCHOOL BUILDINGS THIS YEAR.

THEY'VE ALREADY BEEN ABLE TO COMPLETE, AS OF TODAY, A 176 TECH SERVICE TICKETS BETWEEN THE FOLKS WHO ARE OUT IN THE BUILDINGS, WHICH IS A VERY RAPID TURNAROUND TIME.

PREVIOUSLY THEY WOULD COME TO THE SCHOOL, PICKUP SET DEVICES, WORK ON THEM, BRING THEM BACK SO CHANGE IN DEPLOYMENT IS REALLY HELPING WITH THAT, THERE'S A LOT OF GREAT THINGS HAPPENING ON TOP OF THE ROUGHLY 450 TEACHERS WHO ARE MAKING THE MAGIC HAPPEN EVERY DAY WITH THE KIDS COMING BACK IN.

BUT IT'S BEEN AN EXCITING START OF THE SCHOOL YEAR.

WE ARE THRILLED HOW IT'S GOING.

WE'VE GOT A STRONG START.

NOW THE TRICK IS JUST KEEPING IT STRONG GOING FORWARD, KEEP MOVING IN THE RIGHT DIRECTION.

BUT IT HAS BEEN A PHENOMENAL START TO THE SCHOOL YEAR.

ONE LAST PIECE.

WITH THE START OF THE YEAR, WE HAD THE OPPORTUNITY TO BE INTERVIEWED BY CHANNEL 16 LAST WEEK.

WAS INTERESTING INTERVIEW TO START WITH BECAUSE THEY WERE REACHING OUT ABOUT THE TEACHER SHORTAGE AND IT STARTED WITH THE CONVERSATION OF OKAY, SO HOW'S IT GOING? WE'RE HEARING A LOT OF PEOPLE ARE REALLY STRUGGLING AND SO WE HAVE ONE OPENING, BUT WE WERE STARTING THE YEAR WITH ONE OF WHICH IS EXCITING, I'LL BE HONEST. I WISH WE DIDN'T HAVE ONE.

THE ONE WAS A LITTLE BIT OF A SELF-INFLICTED WOUND BECAUSE WE PROMOTED SOMEONE OUT OF A TEACHING POSITION TO AN ADMINISTRATIVE POSITION AT A SCHOOL TO BE AN ASSISTANT PRINCIPAL, WHICH WAS A GREAT CHOICE.

THAT SCHOOLS ROCK AND DOING A GREAT JOB.

I MEAN, WE DID CAUSE OUR OWN PAIN ON THAT IN AUGUST.

BUT WE'RE DOING REALLY WELL AND IT MIGHT HAVE BEEN ONE OF THE FIRST TIMES I THINK THAT CAROLINE COUNTY PUBLIC SCHOOLS, WHICH IS ONE OF THE FOUR SYSTEMS IN THE STATE, WAS COMPARED TO WORCESTER COUNTY PUBLIC SCHOOLS IS ONE OF THE WEALTHIEST AND THE STATE ABOUT THERE NOT BEING A TEACHER SHORTAGE WALKING INTO THE SCHOOL YEAR COMPARED TO OTHERS.

THAT WAS AN ABSOLUTE KIND OF A HIGHLIGHT FIELD MOVING INTO THE START OF THE YEAR AS WELL.

WE HAVE THE OPPORTUNITY TO OFFER PROFESSIONAL DEVELOPMENT TO THE JUDY CENTERS AND THE FAMILY SUPPORT CENTER TEACHERS WITH THE SCIENCE OF READING.

[LAUGHTER] AS WE AS WE HAVE SPOKEN BEFORE, WE ARE AND HAVE SHIFTED TO SCIENCE OF READING AND MS. KATIE ALICE FISHER HAS BEEN PRESENTED BEFORE.

SHE HAD THE OPPORTUNITY TO PRESENT TO THE JUDY CENTERS AND FAMILY SUPPORT CENTER TEACHERS.

WE ALSO DID SOME IN-DEPTH DATA ANALYSIS TO IDENTIFY STRENGTHS, OPPORTUNITIES, AND EVIDENCE-BASED PRACTICES WITH THE CCTC STAFF.

I KNOW MS. ANTHONY, WE'LL TALK A LITTLE BIT MORE ABOUT THE THIRD BULLET, SO I'M NOT GOING TO SAY TOO MUCH ABOUT THAT.

WE DID AN AWFUL LOT OF PROFESSIONAL DEVELOPMENT AS IT RELATES TO SCHOOLOGY.

WHICH IS OUR LEARNING MANAGEMENT SYSTEM, WHICH IS REPLACING GOOGLE CLASSROOM.

WE DID START THAT PROFESSIONAL DEVELOPMENT BACK IN APRIL.

WE STARTED WITH OUR STAFF THAT WAS WITH US LAST YEAR DOING SNIPPETS AT APRIL, MAY, AND JUNE STAFF MEETINGS.

OFFERED SESSIONS THROUGHOUT THE SUMMER FOR DROP-IN, OPTIONAL OPPORTUNITIES, OFFERED A LOT OF ASYNCHRONOUS OPPORTUNITIES FOR OUR TEACHERS, AND THEN REALLY BOTH THROUGH BUILDING BASED PROFESSIONAL DEVELOPMENT AND CONTENT-BASED PROFESSIONAL DEVELOPMENT, OFFERED A LOT MORE SCHOOLOGY THIS FALL.

ALL IN ALL, THE ROLLOUT HAS GONE EXTREMELY WELL WITH EVERYTHING NEW.

THERE ARE SOME BUMPS AND WE ARE LEARNING.

HOWEVER, I DO BELIEVE EVERY TEACHER HAS BEEN ABLE TO LOG ON AND GET THEIR STUDENTS ON.

I THINK YOU ALL CAN SAY YOU'VE BEEN ON SCHOOLOGY.

THAT'S WHAT WE'VE BEEN UP TO FOR A MONTH.

WE HAD OUR TRAINER COME DOWN.

WE HAVE ALL KINDS OF ACTIVITIES THAT TOOK PLACE DURING THE CONSCIOUS DISCIPLINE KICKOFF.

BUT I'LL TELL YOU WHAT WAS SO EXCITING ABOUT ALL OF IT WAS VOLUNTARY.

WE HAD 120 STAFF MEMBERS SHOW UP, VERY INTERESTED.

SOME OF THE THINGS THAT WE WORKED ON WERE THE UNDERSTANDING BEHAVIOR AS A FORM OF COMMUNICATION, WIRING THE BRAIN FOR INTEGRATION AND SUCCESS, THE POWER OF ATTENTION, SKILL OF ASSERTIVENESS.

THEN WE ALSO LEARNED A LOT STRUCTURES THAT WE COULD PUT IN PLACE INSIDE THE CLASSROOMS. THEN WHERE IT GETS REALLY EXCITING WAS ON THE FIRST DAY OF SCHOOL WHEN WE WENT TO THE ELEMENTARY SCHOOLS, EVERY SINGLE ELEMENTARY SCHOOL I WENT IN, SOMEBODY GRABBED ME AND SAID, YOU'VE GOT TO COME SEE THIS.

I WANT THE ONE AT PRESTON, THE MEDIA SPECIALISTS ASKED ME TO COME IN AND SHE SAYS, I WANT YOU TO HEAR ABOUT THE COMMITMENTS OF THAT THE KIDS ARE MAKING AND SOMEONE MAKING.

WE GOT MOST OF THEM COMPLETED, BUT WE STILL HAVE A COUPLE STRAGGLERS AND YOU SEE THE LIST ON THE RIGHT-HAND SIDE.

I STARTED LAST YEAR ON AUGUST 30TH AND I FELT THE PUSH BRIEF.

THE SCHOOL STARTED LIKE THREE DAYS AFTER THAT, BUT I FELT THE PUSH OF GES GETTING THAT BEHEMOTH UP RUNNING IN A LINE, GETTING READY FOR THE KIDS.

WHAT WE'VE DISCOVERED THROUGHOUT THE YEAR WAS THAT WE MISSED OUT A LOT OF OUR PREVENTIVE MAINTENANCE PRACTICES THAT WE NORMALLY DO.

WE MISSED OUT A LOT OF OTHER THINGS THAT CAME AT THE EXPENSE OF THE OTHER BUILDINGS NOT BEING TOTALLY READY, NOT LOOKING AS GOOD AS THEY COULD HAVE BEEN.

THAT WAS ONE OF THE GOALS I MET WITH THE MAINTENANCE STAFF AND THE STUDY STAFF BACK IN MAY IS THAT WE'RE GOING TO FOCUS ON THAT STUFF, BUT WE'RE ALSO GOT TO TAKE IT BACK TO WHERE WE WERE WITH COVID TWO SUMMERS AGO WHEN WE WERE DOING ALL THIS STUFF.

AS I MENTIONED BEFORE, FEDERAL ELEMENTARY SCHOOL BECAME A FREE FLOORING FOR US, THAT MORGAN WAS ABLE TO MEET SOME PEOPLE TO [INAUDIBLE] AND THEN THEY SAID, HE WILL COME TO YOUR [INAUDIBLE] , CHECK US OUT, WE'RE DOING GREAT.

WE'VE GOT A FREEBIE ON THAT.

THE ONE WE DIDN'T GET DONE WAS UNFORTUNATE ONE THAT PROBABLY NEEDED THE MOST AND THAT WAS [INAUDIBLE] MIDDLE SCHOOL.

THAT, WE JUST SIMPLY RAN OUT OF TIME.

THE MONEY GOT APPROVED IN THE JUNE BOARD MEETING.

UNFORTUNATELY, GYM FLOORS HAVE TO BE ORDERED AND SET ON THE SCHEDULE IN MARCH AND SO US COMING TO HIM IN JUNE SAY, "HEY, WE GOT THE FUNDING CAN YOU.

THERE WAS EVERYTHING I COULD DO JUST TO GET THOSE BOTH HIGH SCHOOLS IN THE MIDDLE SCHOOL AT COLONEL COMPLETED.

TEACHERS AND ADMINISTRATORS COULDN'T SEE OUT THE WINDOWS BECAUSE THEY'RE HANGING DOWN SO LOW.

WE SPENT A LOT OF TIME GETTING THOSE TREES.

THEY CALL RAISING BASICALLY, THINKING ABOUT 10 FEET OF LIMBS OFF, GETTING THOSE SHRUBS UNDER CONTROL AND EVERYTHING TIGHTEN UP, MAKES IT LOOK MUCH BETTER.

THE SCHOOLS OVER HERE WITH THAT DONE, WHICH A LOT OF THEM HAD SOME IMPACT ON IT, REALLY LOOKED GOOD.

WE WERE ALSO ABLE TO DO A LOT OF POWER WASHING WE WERE UNABLE TO DO LAST YEAR.

WE WE'RE ABLE TO HIT LIKE THE BRICK WALLS, THE BRICK PILLARS ON THE SIDEWALKS, REALLY BIG GUM UP, THAT'S TWO YEARS OF GUM THAT WAS ON THAT SIDEWALK. WE WE'RE ABLE TO GET THAT UP.

THAT LOOKS REALLY GOOD.

THESE THINGS WE'RE HOPING THAT WE GET BACK ON TRACK, DO PMS ON NEXT SUMMER.

THE OTHER THING THAT I REALLY WANT TO HELP OUT, AS YOU SEE THE PICTURE ON THE FAR RIGHT.

THAT IS A RAMP AT RIDGELY ELEMENTARY SCHOOL.

THIS WAS SUPPOSED TO BE ABOUT TWO-WEEK PROJECT.

WE'RE HOPING JUST TO TAKE THE TREADS OFF OF THOSE RAMPS, RETREAD THEM AND GO FROM THERE.

THE CARPENTER, JASON FISHER REALIZED THAT WE TOOK THE TREADS OFF, THE STRINGERS UNDERNEATH WERE IN SUCH POOR SHAPE THAT SOMEWHERE THAT REALLY HELD TOGETHER BY THE TREADS ON TOP AND SO WE HAD TO REALLY BUILD ALL OF THEM FROM THE GROUND UP, THE TWO PROJECT TOOK ABOUT SEVEN WEEKS.

I'M HAPPY TO SAY THAT THOSE RAMPS THEY'RE ALL NEW, THEY LOOK GREAT, STURDY AS ANYTHING.

THAT WOULD BE GOOD TO GO FOR A LONG TIME.

THE BIG PUSH FOR THIS YEAR WAS REALLY JUST GETTING BACK THE PMS, AND I THINK WE ACCOMPLISHED A LOT OF THAT.

ONE OF THE THINGS THAT YOU SEE ON THE RIGHT-HAND SIDE THAT WOULD HAVE NOT GOTTEN COMPLETE THAT I TALK A LOT ABOUT WITH A BOTTLE OF WATER STATIONS IN THE SCHOOLS.

WE'RE TRYING TO GET ABOUT AN AVERAGE OF TWO STATIONS PER SCHOOL.

WE WANT TO GET THAT PROJECT GOING, SO WE REALIZE THERE'S ABOUT SIX MONTH LAG ON THOSE PROJECTS.

WHAT WE BASICALLY HAVE GATHERED.

YOU CAN ASSUME A 100 MILES, YOU CAN GET UP TO A 125, IT DEPENDS ON DRIVING CONDITIONS, LOT OF STOPS START WITH THE BUS.

OUR BUSES ALL DO MORE THAN ALMOST EVERYWHERE BUSES DOES MORE THAN A 100 MILES IN A ROUTE EVERY DAY.

THEN THE AMOUNT OF TIME YOU NEED THE CHARGE THE BUS IF IT'S DOWN TO LOW.

I BELIEVE IT WAS FOUR TO FIVE HOURS OF CHARGING TIME TO GET IT WALK BACK UP.

WE DON'T HAVE THAT MUCH TIME IN THE WAY THE CHARGERS ARE SET UP NOT TO GET US OFF ON A TANGENT WITHOUT AN ESSENCE.

EACH CHARGING STATIONS PROBABLY GATHER CAN CHARGE FOUR BUSES.

HOWEVER, THE CHARGING STATION CAN ONLY DELIVER A FULL CHARGE TO ONE BUS AT A TIME FOR FOUR HOURS AND IT HAS TO BE SWITCHED TO A TRIPLE CHARGE.

THEN YOU TURN NEXT BUS THE DIAL TO GO TO THE NEXT BUS TO CHARGE IT FOR A FULL FOUR, AND THEN TRIPLE CHARGED THE NEXT ONE.

AGAIN, YOU CAN GET FOUR OFF ONE STATION BUT IT NEEDS 12 HOURS TO GET ALL OF THEM BROUGHT UP AND WE DON'T HAVE THAT.

RIGHT NOW, I BELIEVE THE ONLY PLACE AROUND THAT DOES MAINTENANCE ON THEM IS ANNAPOLIS.

THERE'S JUST A LOT OF THINGS THAT HAVE TO BE WORKED OUT BEFORE IT BECOMES MORE FEASIBLE, I WOULD SAY BEFORE A RURAL COUNTY JUMPS ON BOARD WITH IT.

THERE ARE SOME WHO ARE TRYING IT, BUT YEAH, THERE'S A LOT OF AND INFRASTRUCTURE FOR ONE.

NOT ONLY WAS IT A GREAT WAY FOR THEM TO START TO BUILD THOSE RELATIONSHIPS WITH THE TEACHERS AND STUDENTS THEY'RE GOING TO BE SPENDING THE NEXT FOUR YEARS WITH, BUT IT WAS REALLY A GREAT WAY TO HELP LESSEN SOME OF THAT ANXIETY THAT COMES WITH GOING TO A NEW SCHOOL.

WHEN I STARTED MY FRESHMAN YEAR, EVERYTHING WAS ON ZOOM.

BUT EVEN THEN, I CAN'T IMAGINE HOW THEY FEEL GOING TO A NEW SCHOOL WHERE YOU DON'T KNOW WHERE ANY OF THE CLASSES ARE, YOU'RE SHARING THE HALLWAYS WITH SENIORS, PEOPLE WHO ARE ABOUT TO GO TO COLLEGE.

I LOVE THAT THEY HAD THAT OPPORTUNITY.

I AND SO MANY OTHER MY PEERS WOULD HAVE LOVED SOMETHING LIKE THAT.

A GREAT THING FOR PARENTS TOO, BECAUSE I KNOW A LOT OF PARENTS WORRY ABOUT THEIR STUDENT AND GOING TO HIGH SCHOOL BECAUSE IT'S JUST SUCH A BIG INCREASE IN WORK AND YOU'RE SPENDING YOUR TIME AND EFFORT ON.

I LOVE THAT THEY HAD THAT OPPORTUNITY.

THEN WITH CCTC, BASICALLY, THEY'RE REALLY GLAD TO SEE THAT STUDENTS WERE COMING BACK TO THE CCTC PROGRAMS. I KNOW THAT IN SOME YEARS THERE'S A TREND OF STUDENTS DROPPING THEIR PROGRAM.

IT WAS GREAT THAT THE MAJORITY OF STUDENTS DECIDED TO RETURN THIS YEAR INSTEAD OF DROPPING THE PROGRAM.

BECAUSE I KNOW THAT A LOT OF THE PROGRAMS LIKE, I BELIEVE THE COSMETOLOGY PROGRAM, AND AUTO MECHANIC, THAT'S A WAY FOR STUDENTS TO ACTUALLY GET CERTIFIED IN SOMETHING THAT CAN HELP THEM ONCE THEY GRADUATE.

TONIGHT I WILL SHARE INFORMATION ABOUT OUR SUMMER PROGRAMS THAT OCCURRED IN SUMMER OF 2022.

FIRST, I WANT TO START OFF WITH SOME ELEMENTARY.

OUR ELEMENTARY PROGRAM IS IN COLLABORATION WITH CAROLINE COUNTY RECREATION AND PARKS.

FOR MANY YEARS, WE'VE HAD A WONDERFUL RELATIONSHIP WITH THEM AS IT RELATES TO NOT ONLY SUMMER PROGRAMMING, BUT OUR AFTER-SCHOOL PROGRAMMING AS WELL.

DANNY MITCHEL WAS REALLY THE LEAD FROM RECREATION AND PARKS, SO I WANT TO DEFINITELY FORMALLY THANK HIM FOR HIS EFFORTS, AS WELL AS DEJA THOMPSON, WHO IS OUR CAROLINE COUNTY AFTER-SCHOOL/SUMMER SCHOOL COORDINATOR.

WE HIRED HER IN THE MIDDLE OF THIS PAST SCHOOL YEAR WITH ARP/ESSR FUNDS TO REALLY COORDINATE SUMMER PROGRAMMING AND AFTER-SCHOOL PROGRAMMING.

THAT WAS DEFINITELY A GREAT ADDITION TO OUR SUMMER PROGRAMS. YOU SEE THAT WE HIRED OVER 40 CERTIFIED TEACHERS AND NINE INSTRUCTIONAL ASSISTANTS JUST FROM CAROLINE COUNTY PUBLIC SCHOOLS.

WE ALSO THIS YEAR INTRODUCED SITE COORDINATORS, WHICH WERE SOME OF OUR ASPIRING LEADERS WHO ARE TEACHERS DURING THE YEAR AND ARE LOOKING TO GET INTO LEADERSHIP ROLES, SO THEY DECIDED TO BE SITE COORDINATORS AT EACH OF THE FOUR ELEMENTARY BUILDINGS THIS YEAR.

THEY WORKED IN COLLABORATION WITH THE RECREATION AND PARKS STAFF WHO HAD OVER 80 RECREATION STAFF, WHICH INCLUDED LEADERS IN TRAINING, WHICH ARE HIGH SCHOOL STUDENTS, WHO WERE LED BY 11 DIRECTORS.

WE HAD 693 ELEMENTARY STUDENTS PARTICIPATE.

THEY PARTICIPATED IN 19 DAYS OF PROGRAM, AND ON AVERAGE, STUDENTS ATTENDED 14 DAYS.

VERY TYPICAL FOR FAMILIES TO MAYBE TAKE A WEEKS VACATION.

FOR THEM TO BE THERE 14 OF THE 19 DAYS ON AVERAGE WAS REALLY GOOD.

YOU CAN SEE WE HAD A BREAKDOWN OF APPROXIMATELY 50 PERCENT MALE AND 50 PERCENT FEMALE PARTICIPANTS.

IN THE WAY THE DAY WORKED WAS, IN THE MORNING, IS WHEN CAROLINE COUNTY PUBLIC SCHOOLS STAFF WERE PRESENT ALONG WITH RECREATION AND PARKS STAFF AND THEN THE CERTIFIED STAFF WOULD LEAVE HALFWAY THROUGH AND RECREATION WOULD CONTINUE FOR THE REMAINDER OF THE DAY.

IN THE MORNING, THEY DID THINGS SUCH AS READING EGGS AND MOVING WITH MATH.

FIFTH GRADERS DID AGILE MIND MATH, AND THEN AGAIN IN THE AFTERNOON THEY WERE GUIDED THROUGH ENRICHMENT ACTIVITIES.

IN PRE-K, 79 PRE-K STUDENTS PARTICIPATED IN SUMMER PROGRAMMING, AND THEY JUST CONTINUED RIGHT ONE WITH THEIR FROG STREET CURRICULUM AND WERE GIVEN THE EARLY LEARNING ASSESSMENT TO ASSESS WHERE THEY WERE WITH THEIR SKILLS, AND THEY HAD THE SAME SITUATION WHERE THEY DID ACADEMICS IN THE MORNING AND RECREATION IN THE AFTERNOON.

YOU CAN SEE THAT WE HAD A TOTAL OF, AND THIS IS BETWEEN ELEMENTARY AND SECONDARY, ABOUT 98 STUDENTS WITH DISABILITIES, WHICH IS 19 PERCENT OF OUR SPECIAL EDUCATION STUDENTS, PARTICIPATED IN OUR SUMMER PROGRAMMING.

THE GREAT THING IS THEY WERE ABLE TO PARTICIPATE IN

OUR GENERAL EDUCATION PROGRAM WITH THEIR PEERS AND PARTICIPATED IN THE FULL DAY OF SUMMER PROGRAMMING.

NINE OF THOSE STUDENTS WITH DISABILITIES WHO WERE ELIGIBLE ACTUALLY RECEIVED THEIR ESY SERVICES AND OR COMPENSATORY RECOVERY SERVICES DURING PROGRAMMING.

YOU SEE OUR ENGLISH LANGUAGE LEARNER BREAKDOWN BY SCHOOL, WHICH TOTAL OF 116 ENGLISH LEARNERS PARTICIPATED IN OUR PROGRAMMING, AGAIN, RIGHT ALONGSIDE THEIR PEERS, BUT WE'RE ALSO ABLE TO HAVE SMALL GROUP INTERVENTIONS TO MEET PARTICULAR NEEDS OF THEIRS AS WELL.

YOU'LL HEAR A LITTLE BIT MORE ABOUT MIDDLE-SCHOOL IN A MINUTE.

BUT MOVING ON TO HIGH SCHOOL, WE HAD 147 STUDENTS BETWEEN BOTH HIGH SCHOOLS IN CREDIT RECOVERY THIS SUMMER.

THEY WERE ABLE TO COMPLETE PASSING 151 COURSES, AND 42 OF THOSE STUDENTS EITHER HAD AN IEP, 504 OR WERE AN [INAUDIBLE] STUDENT.

YOU CAN SEE THE VARYING SUBJECTS THAT WERE COMPLETED IN CREDIT RECOVERY.

>> SOME STUDENTS HAD TO HAVE MORE THAN ONE CLASS?

THEN A LITTLE BIT INTO THE OPERATIONS SIDE.

NOT ONLY DID WE EMPLOY CERTIFIED STAFF AND INSTRUCTIONAL ASSISTANTS, WE HAD SIX HEALTH ROOM STAFFED WITH NURSES AND HEALTH ASSISTANTS.

WE HAD SCHOOL-BASED WELLNESS CENTERS OPENED AT ALL CAMPS.

YOU CAN SEE THE NUMBER OF ELEMENTARY AND SECONDARY MEALS THAT WERE PROVIDED BY OUR FOOD SERVICES, AND WE HAD 20 BUSES ON THE ROAD WITH 26 STAFF MEMBERS.

AN INCREDIBLY BUSY 19 DAYS WITH A LOT OF DIFFERENT SERVICES COMING TOGETHER TO PROVIDE GREAT PROGRAMMING FOR MANY OF OUR STUDENTS.

BUT WITH EVERYTHING, YOU DEBRIEF AND YOU SEE WHERE THERE IS ROOM FOR IMPROVEMENT.

SOME THINGS THAT WE SAID, IF YOU REMEMBER LAST SUMMER WE HAD 24 DAYS OF PROGRAMMING AND WE HAD AGREED THAT THAT JUST WAS TOO MUCH.

NOT ONLY WAS IT TOO MUCH FOR OUR CERTIFIED STAFF, IT WAS TOO MUCH FOR OUR OPERATIONS IN ORDER TO PREPARE THE BUILDINGS FOR THE START OF THE NEW SCHOOL YEAR.

THIS YEAR, THE FEEDBACK WE RECEIVED WAS 19 DAYS WAS PERFECT IN ALL ASPECTS.

NEXT SCHOOL YEAR OR NEXT SUMMER WE'LL CONTINUE WITH 19 DAYS.

ONE THING THAT WE HAVE LEARNED IS WE WOULD LIKE TO DO A LITTLE BIT MORE TRAINING AND PROFESSIONAL DEVELOPMENT WITH OUR INSTRUCTIONAL ASSISTANTS.

IF THEY HAD WORKED WITH THE INDIVIDUAL STUDENT THAT THEY WORKED WITH OVER THE SUMMER, THEY HAD ALL OF THE INFORMATION THAT THEY NEEDED.

IF THEY WERE WORKING WITH NEW STUDENTS OR IN A DIFFERENT SETTING, THEY NEEDED A LITTLE BIT MORE PROFESSIONAL DEVELOPMENT.

THIS IS WHERE MIDDLE-SCHOOL COMES IN.

WE HAD AN EXTREMELY LOW TURNOUT OF MIDDLE-SCHOOL STUDENTS THIS SUMMER.

OUR PLAN, AND DEJA HAS ALREADY STARTED INVESTIGATING AND RESEARCHING WHAT CAN WE DO WITH SOME STEM OPPORTUNITIES AND SOME MORE CAMP-LIKE VERSUS SCHOOL-LIKE SUMMER OPPORTUNITIES FOR OUR MIDDLE SCHOOL STUDENT.

WE OBVIOUSLY WILL CONTINUE HER POSITION THROUGH THE ARP/ESSR FUNDING.

THEN ONE VERY EXCITING THING IS THROUGH THE MARYLAND LEADS GRANT.

ONE OF THE THIRD PARTY VENDORS IS FOURPOINT, AND WE HAVE ALLOCATED SOME OF OUR MARYLAND LEADS GRANT FUNDING TO WORK WITH FOURPOINT IN ORDER TO ANALYZE, REVIEW, AND IMPROVE ALL OF OUR OUT-OF-SCHOOL TIME PROGRAMMING.

NOT JUST SUMMER PROGRAMMING, BUT OUR AFTER-SCHOOL PROGRAMMING AS WELL.

THEN THE LAST SLIDE JUST SIMPLY HAVE SOME OF OUR STAFF FEEDBACK.

THEY REALLY ENJOYED BEING ABLE TO PREPARE STUDENTS AND REVIEW SKILLS FROM LAST YEAR FOR THE UPCOMING YEAR.

THEY ENJOYED BEING ABLE TO HAVE SOME FUN, BUT ALSO KEEPING THAT ACADEMICS IN FOCUS.

AGAIN, THEY LOVED THE FIVE-WEEK SCHEDULE AND SPENDING EXTRA TIME WITH THEIR STUDENTS.

THE GREENSBORO JUDY CENTER PROJECT CONSISTS OF APPROXIMATELY 7,375 SQUARE FEET NEW BUILD SERVING THE ROLES IN BOTH EARLY CHILDCARE AS WELL AS EDUCATIONAL ADULT EDUCATION LOCATED IN CAROLINE COUNTY.

JUDY CENTER IS GOING TO CONSIST OF INFANTS AND H2 CLASSROOMS, MULTIPURPOSE ROOMS, CONFERENCE ROOMS, ADMINISTRATIVE SPACES, KITCHEN, AND SITE WORK IMPROVEMENTS SUCH AS THE SHADED PLAYGROUND, WHICH IS LOCATED BEHIND THE CENTER, AND THE PICTURES UP [LAUGHTER], YOU'LL SEE THAT.

WHAT YOU SEE IN THE TOP TWO PICTURES, BASICALLY THAT WAS THE OLD CANOPY FROM GREENSBORO ELEMENTARY SCHOOL SEVERAL YEARS BACK.

SUPPORTED BY THE NATIONAL FIRE PROTECTION ASSOCIATION, A 13 HEAD SPRINKLER SYSTEM WILL BE UTILIZED ALONG WITH THE VARIOUS UPGRADED MECHANICAL, ELECTRICAL, AND PLUMBING SYSTEMS. WE ARE OVER 90% CONSTRUCTION COMPLETE IN THIS PROJECT [NOISE].

COST OF THIS PROJECT IS 3.7 MILLION. BUDGET IS TIGHT.

WE'RE UNDER BUDGET. AS LONG AS THERE ISN'T ANY UNFORESEEN COSTS THAT COME UP IN THE NEXT THREE TO FOUR WEEKS, WE WILL REMAIN UNDER BUDGET.

SUBSTANTIAL COMPLETION IS A BIG WORD IN CONSTRUCTION.

IT'S A TRIGGER THAT ALLOWS YOU TO GO AND DO THE FINAL INSPECTIONS.

IT'S ONE LITTLE ALUMINUM BOX WITH ALL THESE CONNECTIONS AND THAT WAS GOING TO HOLD US UP.

WE'RE HOPING TO GET THAT IN HERE VERY SHORTLY.

IT'S CUSTOM-MADE. WE CAN'T GO AND USE WITH COMPETITORS.

WE CAN'T GO USE THE LESSER BRAND.

IT HAS TO FIT FOR THIS PARTICULAR APPLICATION.

ONCE SUBSTANTIAL COMPLETION IS ACHIEVED, THEN WE'LL HIT THE FINAL BUILDING INSPECTION, THE HEALTH DEPARTMENT INSPECTION, THE FIRE MARSHAL INSPECTION, THE MARYLAND STATE LICENSING INSPECTION WILL TAKE PLACE AT THAT POINT.

THEN WE START TO PUNCH LIST PHASE.

THE TARGET COMPLETION DATE IS THIS IS TENTATIVE, OCTOBER 30TH.

WE'RE HOPING WE CAN ACTUALLY GET IN THERE MAYBE TWO WEEKS EARLIER, BY MID-OCTOBER.

I DO WANT TO COME OUT AND SAY THAT THIS HAS BEEN A VERY SAFE BUILT.

WE BROKE GROUND BACK IN DECEMBER AND THEY'VE ONLY HAD ONE INCIDENT AND IT DID NOT REQUIRE ANY TIME AWAY FROM THE FROM THE PROJECT.

THIS IS THE 57,175 SQUARE FOOT ROOF, THAT WASN'T FAIR TO POOR CONDITION AT BEST.

IT WAS A CONSISTENT LEAKER THROUGH MOST RAINSTORMS FOR THE PAST SEVERAL YEARS.

IN NINE WEEKS, THE CREW WAS ABLE TO STRIP AND FULLY REMOVE THE OLD ROOF AND REPLACE IT WITH THE NEW ROOF.

WHAT YOU SEE ON THE LEFT IS PROBABLY WEEK 2, WHAT YOU SEE ON THE RIGHT THERE IS WEEK 9.

AS OF THIS MOMENT, THE ROOF IS OVER 90 PERCENT FULLY COMPLETE, IT IS WATERPROOF AND SEAL.

IT WAS TESTED DURING LAST WEEK'S THUNDERSTORMS THAT IMPACTED THE RIDGELY AREA.

[LAUGHTER] DID WELL, NO LEAKS.

THIS MORNING'S LITTLE RAIN EVENT WE HAD TWO LITTLE LEAKS.

I'M NOT CONVINCED THAT'S ROOF RELATED.

THE REASON WHY I SAID IT BECAUSE WE ARE WAITING ON GETTING ANOTHER SUPPLY CHAIN ISSUE.

IT WAS TO VERY SMALL LEAKS THAT HAPPENED THIS MORNING.

IT WASN'T ANY GUSHERS THAT WE'VE DEALT WITH SO I BELIEVE THE ROOF IS HOLDING UP.

THERE STILL NEEDS TO BE A FINAL TAR BASED LAYER POLY SEAL THAT HAS TO GO ON TOP OF THIS AND IF YOU SEE, IT'S HARD TO SEE.

BUT ON THE RIGHT-HAND SIDE, THOSE LINES, THOSE ARE ALL CANS OF TAR.

THEY WILL HEAT THOSE UP AND THEY WILL SPREAD THEM ACROSS THE WHOLE ROOF AND THEN THEY WILL LAY DOWN THE GRAVEL.

AT THAT POINT, THE ROOF WILL BE DONE.

THEY GOT TO DO THAT, THE STONE AND THEN THEY'RE GOING TO GO AROUND, THEY'RE GOING TO PAINT THE WHITE TILES ON THE LEFT-HAND SIDE.

ON THE OTHER SIDE OF THE ROOF THERE.

THOSE WIDE TILES, THEY GO THE WHOLE WAY AROUND THE PERIMETER OF THE BUILDING.

THEY'RE PROJECTING BEING DONE BY SEPTEMBER 30TH, WHICH HERE WE ARE, ONE WEEK IN SEPTEMBER ALREADY.

THEY SHOULD HAVE IT DONE BY SEPTEMBER 30TH.
