THE BOARD CALLED THE MEETING TO ORDER AT 5:01 WITH A MOTION BY MS. WAYMAN, A SECOND BY MR. BARTON 4-0 WAS THE VOTE, ONE ABSENT.

THEN A MINUTE LATER AT 5:02, MR. BARTON MADE EMOTION MOTION AND MS. WAYMAN MADE A SECOND AND VOTE 4-0 TO GO INTO CLOSED SESSION.

MR. MARK JONES JOINED THE MEETING 5:08, A FEW MINUTES LATER.

CLOSED SESSION MEETING WAS TO DISCUSS EMPLOYMENT, ASSIGNMENT, PROMOTION, ETC OF PERSONNEL.

THE CONSENT AGENDA WE'LL BE VOTING ON LATER, AS WELL AS THE PROCESS THAT IS NEGOTIATED, COLLECTIVE BARGAINING WITH OUR STAFF.

IN OUR NEIGHBORING COMMUNITY YOUNG LADY, JUST A YEAR OR TWO OUT OF HIGH SCHOOL, MS. KATHERINE PRATT FROM OUR NEIGHBORS IN TALBOT COUNTY, HER FRIENDS AND FAMILY ARE GOING THROUGH A LOT.

I JUST LIKE TO ASK FOR A MOMENT OF SILENCE FOR THEM.

WE'VE PARTNERED WITH THE LIBRARY AND OTHERS, A PARTNER AS WELL WITH DOLLY PARTON IMAGINATION LIBRARY FOR QUITE A NUMBER OF YEARS NOW.

IT'S OUTSTANDING PROGRAM THAT PROVIDES BOOKS IN THE HOMES OF YOUNG CHILDREN, A BOOK A MONTH UP THROUGH AGE 5.

FANTASTIC PROGRAM, IT'S FREE TO ANYONE OUT THERE WATCHING.

IF YOU HAVE KIDS AT THAT AGE, PLEASE SIGN UP AND DOES TAKE A GREAT EFFORT OF FUNDRAISING TO HELP SUPPORT THAT INITIATIVE AND TO KEEP IT GOING.

DUE TO OUR PARTNERSHIP, WE DO COLLECT FUNDS THROUGHOUT THE YEAR TO HELP SUPPORT IMAGINATION LIBRARY.

IN ADDITION, LAST YEAR WE STARTED A NEW TRADITION IN CAROLINE COUNTY, AND ON BEHALF ALSO OF EVERY ONE OF OUR RETIREES, WE DO A DONATION TO IMAGINATION LIBRARY AS WELL.

WE HAD 30 RETIREES, SO ON BEHALF OF THE RETIREES AND THE OTHER DONATIONS THAT WE HAD COME IN AND WE'RE HERE TO PRESENT MISS DEBBY BENNETT TONIGHT WITH A CHECK, NOT THE BULK, THE BIG CHECK FOR THE VISUAL, BUT WE WILL BE PROVIDING YOU WITH THE MONETARY CHECK IN THE AMOUNT OF $5,950. [APPLAUSE]

IT SAYS IN PARTNERSHIP WITH FAMILIES AND COMMUNITY, WE PREPARE ALL STUDENTS TO ACHIEVE COLLEGE CAREER AND LIFE READINESS, AND WE'RE CHALLENGING AND PROGRESSIVE EDUCATIONAL EXPERIENCE.

I THINK JUST NOT IN THE CLASSROOM, BUT LIKE WHAT YOU JUST DID SPEAKS TO THE PART OF THAT MISSION RIGHT THERE. JUST A LITTLE REMINDER.

IT WAS HOT EARLY MORNING, I DON'T THINK IT WAS 8 O'CLOCK YET, AND THEY WERE COOKING, SO TO SPEAK.

I MEAN, THEY WERE SO HOT ALREADY AND TRYING TO GET A JUMP-START ON THAT REALLY TOUGH DAY, BUT THEY WILL HAVE SO MANY DAYS TO GET THIS DONE BEFORE THE SCHOOL IS READY TO GO AND HOPEFULLY FINGERS CROSSED, THEY'LL GET IT DONE.

TO SERVE THE ACTIVITIES THERE AS LITTLE AS POSSIBLE.

BUT I REALLY WAS WATCHING A VERY EFFICIENT OPERATION.

VERY IMPROMPTU, OF DOING WHAT I DO, TRAVEL AROUND THE COMMUNITY EARLY ON A SUNDAY MORNING.

NON MOTORIZED METHOD AND HAPPEN THROUGH THERE AND I'VE GOT TO WATCH THIS.

I'M SURE YOU'RE KEEPING YOUR EYE ON THEM TOO, BUT THEY WERE DOING A GREAT JOB AND THEY DIDN'T KNOW WHO I WAS.

I WAS JUST SOME GUY OUT THERE ON A BIKE ON THE STREET, BUT I WAS VERY IMPRESSED.

CONTRACT, IT LOOKS LIKE THEY KNOW WHAT THEY'RE DOING, KEEP OUR FINGERS CROSSED AGAIN, HOPE THEY REALLY DO.

WE'RE ALL THANKFUL FOR THOSE THAT PUT IN THE TIME THAT NEEDS TO BE DONE TO GET THE SCHOOLS READY FOR STUDENTS FOR NEXT YEAR, A LOT OF CLEANING AND ITS A LOT OF WORK.

BUT NOW I KNOW I CAN USE THAT AND JUST THE THINGS ABOUT TRYING TO HELP GUIDE OUR NEW SUPERINTENDENT AND HIS GOALS AND HIS VALUATION TO GUIDE THE SYSTEM TO REBUILD THE CAROLINE COUNTY THAT WE KNOW WE HAVE HERE AND THE TRUST AMONGST OURSELVES AND OUR STAFF AND OUR COMMUNITY IN THESE CHALLENGING TIMES SO YOU ALWAYS GET IN TO THINGS AT THE RETREAT SLASH IN-SERVICE AND LEARN.

THAT'S WHY WE DID THIS MONTH.

MOVING ON FROM THAT, WE'VE GOT THE SUPERINTENDENT'S REPORT.

>> THANK YOU, MR. NEWCOMB, I'M GOING TO TAKE A LITTLE BIT DIFFERENT APPROACH THIS MONTH AND WITH REPORT JUST GIVING THE RECENT WHAT'S DOMINATING THE NEWS HEADLINES.

[NOISE] REALLY TALKING ABOUT FISCAL OUTLOOK FOR CCPS NOT JUST WHERE WE CURRENTLY ARE, BUT WHEN WE LOOK AT THINGS LIKE YOU HEAR THE R-WORD RECESSION ARE WE ANYMORE ARE WE NOT DEPENDING ON WHICH NEWS AGENCY YOU WATCH, MAYBE.

BUT WE'RE ALREADY STARTING TO FEEL A QUESTIONS OF, HOW DOES THIS IMPACT THE SCHOOL SYSTEM, HOW DOES IT PROCESS THROUGH? I HAVE A FEW THINGS I DO WANT TO WALK THROUGH FOR EVERYBODY AND I WILL FOLLOW UP LATER WITH SOMETHING OUT TO ALL STAFF AS WELL FOR THOSE WHO ARE NOT WATCHING OR READING TONIGHT.

THE SHORT OF IT IS WHEN WE LOOK AT THE FISCAL, AND FINANCIAL STABILITY FOR THE SCHOOL SYSTEM IS VERY IMPORTANT, VERY SERIOUS MATTER THAT I TAKE VERY SERIOUSLY OUR BOARD TAKE SERIOUSLY IN ALL OF OUR STAFF DOES.

WE HAVE TO CONTINUE TO USE YOUR FUNDS IN THE MOST EFFICIENT AND EFFECTIVE WAYS TO MAXIMIZE OUTCOMES FOR OUR KIDS, WE HAVE TO ACHIEVE OUR MISSION.

THIS PAST BUDGET YEAR HAS BEEN DIFFICULT FOR SEVERAL REASONS, AND I WANT TO HIGHLIGHT SOME OF THOSE AS WE'RE MOVING INTO NEXT YEAR BECAUSE THERE'S A LOT OF PARALLELS WE'RE GOING TO SEE BETWEEN THIS YEAR AND POTENTIALLY NEXT.

AS MOST PEOPLE ARE AWARE OF, WE'VE BEEN IN CAROLINE COUNTY FOR A LONG TIME, MOST OF OUR REVENUE COMES FROM THE STATE.

THAT FUNDING IS BASED ON A COMPLEX BUDGET FORMULA THAT BASICALLY RANKS ALL COUNTIES ACCORDING TO THEIR INCREASE OR DECREASE IN WEALTH OVER THE PAST YEAR SO IT'S A WEALTH-ACTUALIZED FORMULA.

IN MANY YEARS THIS CAN CREATE A BETTER FUNDING PICTURE FOR LESS WEALTHY COUNTIES SUCH AS CAROLINE.

HOWEVER, THIS PAST YEAR WE DID NOT.

COUPLE OF REASONS WHY THE STATE'S ECONOMY WAS HIT VERY HARD BY THE IMPACTS OF COVID.

WE GO BACK TO WHERE WE WERE ABOUT A YEAR-AND-A-HALF AGO, WE SAW SHUTDOWNS AND MAJOR SEGMENTS OF THE ECONOMY ACROSS THE STATE.

THE SHUTDOWN HAD A MUCH MORE SIGNIFICANT IMPACT ON THE WEALTHIER COUNTIES AND JURISDICTIONS, AND PARTICULARLY THOSE IN MORE URBAN AREAS THAT IT DID ON MORE OF THE RURAL COUNTIES, ESPECIALLY THOSE WHO ARE LESS WEALTHY TO BEGIN WITH.

FOR LESS WEALTHY JURISDICTIONS LIKE US, WE HAD LESS FAR TO FALL IS THE WAY THAT I TEND TO THINK ABOUT IF THE ECONOMY GOES DOWN AND WE'RE ALREADY LESS WEALTHY, WE DON'T MOVE TOO MUCH FURTHER DOWN.

FIVE-MINUTE LARGER COUNTY WITH LOTS OF SAME WORKERS IN THE SERVICE INDUSTRY WHEN ALL THOSE INDUSTRIES SHUT DOWN, THAT'S A LOT OF PEOPLE ON UNEMPLOYMENT AND A LOT OF HOUSES THAT BASICALLY THEY'RE NOT BEING PAID FOR, THINGS FALL FURTHER.

WE FELT LESS.

THAT LESS FALLING IS WHAT IMPACTS OUR FORMULA FOR THE AMOUNT OF MONEY WE GET FROM THE STATE.

OTHER FACTORS CONTRIBUTED TO A DIFFICULT YEAR FOR US.

THE STATE'S FUNDING FORMULA FOR LOCAL FUNDING MAINTENANCE OF EFFORT IS HOW WE ALL THINK ABOUT IT, WHICH IS THE REQUIRED AMOUNT THAT THE COUNTY COMMISSIONERS HAVE TO PROVIDE TO US, DID ONLY INCREASE BY 0.72 PERCENT.

WHAT THAT EQUATES TO IN REAL DOLLARS IS ROUGHLY A $115,000 IS WHAT THE INCREASE WAS FROM THE COUNTY COMMISSIONERS, IS NOT TO OUR COMMISSIONERS WHO HAVE A TOUGH JOB TO DO WITH FUNDING.

DURING THE LAST BUDGET CYCLE, LOCAL SCHOOL SYSTEMS ALSO HAD TO MAKE UP THE STATE RETIREMENT SHORTFALL SO

THE STATE RETIREMENT AGENCY CREATES FORECASTING FOR WHAT THEY EXPECT, THEIR RETURN ON OUR RETIREMENT MONEY AND THAT GETS INVESTED.

THEY INVEST ON OUR BEHALF.

THEY EXPECTED A MUCH HIGHER RATE OF RETURN THAN WHAT CAME IN.

THE STATE'S ANSWER WHEN THAT HAPPENS, WHEN THEY HAVE A SHORTFALL IS LOCAL SCHOOL SYSTEMS HAVE TO INCREASE THEIR CONTRIBUTION TO MAKE UP THE SHORTFALL.

THAT FOR CAROLINE COUNTY WAS $330,000, IS WHAT OUR OWN RETIREMENT INCREASES WANT TO BE BECAUSE OF THAT SHORTFALL IN ONE YEAR.

GO BACK TO WE GOT TO A $115,000 EXTRA LOCALLY.

THE FULL LOCAL EQUALED HALF OF THE RETIREMENT PIECE THAT WE HAD TO PICK UP.

THE OTHER PART, INFLATION.

THIS LITERALLY HIT ME WHEN PUTTING THIS TOGETHER.

THE RATE OF INFLATION IN THE MONTH OF JUNE AND I BELIEVE JULY HELD THE SAME AS ABOVE, ROUGHLY ABOUT 9.1 PERCENT RATE OF INFLATION FOR GOODS AND SERVICES.

THIS MIGHT BE THE FIRST TIME THE HEALTH INSURANCE INCREASE WAS LESS THAN THE RATE OF INFLATION.

OUR HEALTH INSURANCE WAS EIGHT PERCENT, WHICH WAS REALLY HIGH, IT'S STILL IS HIGH.

BUT INFLATION AT NINE PERCENT IMPACTS EVERYTHING.

IT IMPACTS EACH ONE OF US AT HOME WITH FAMILIES SAME CLASS, IMPACTS THE RISING FUEL COSTS IMPACTS FOOD, YOU NAME IT, WE FEEL THE SAME PINCH, JUST AS IF WE DO IN OUR HOMES.

SMALLER PORTION COMES FROM OUR BUDGET, AS I SAID, FROM LOCAL DOLLARS AND THE COMMISSIONERS HAVE ALWAYS BEEN SUPPORTIVE OF CAROLINE COUNTY PUBLIC SCHOOLS IN MY 22 YEARS IN THE SYSTEM AND IT HASN'T CHANGED.

BUT THEY REALLY DO FACE THE SAME ECONOMIC CHALLENGES THAT THEY CAN'T.

THEY HAVE TWO LEVERS BY WHICH TO GENERATE FUNDS, INCOME TAX AND PROPERTY TAX.

INCOME TAX IS ALREADY AT THE HIGHEST LEVEL THAT CAN BE IN THE COUNTY.

WE CAN'T RAISE ANYMORE.

NOBODY WANTS TO RAISE PROPERTY TAX, JUST SAYING.

I'M NOT AN ECONOMIST.

I'M NOT TRYING TO PLAY ONE AT A BOARD MEETING BY ANY MEANS, BUT I DO PAY CLOSE ATTENTION TO A LOT OF GOVERNMENT ENTITIES AND PRIVATE SECTOR ECONOMISTS AND WHAT THEY'RE FORECASTING FOR OUR CURRENT ECONOMIC CLIMATE.

AGAIN, ARE WE IN ONE, ARE WE NOT IN ONE? WHO KNOWS? PICK YOUR NEWS CHANNEL, BUT WHAT EVERYONE SEEMS TO AGREE TO AND THOSE IN THE PRIVATE SECTOR AS WELL, IS THAT WHETHER WE ARE OR ARE NOT RIGHT NOW, ISN'T WHAT MATTERS.

WHAT MATTERS IS ALMOST UNIVERSALLY THEY ARE ALL SAME.

WE WILL BE IN A RECESSION BY THE TIME WINTER HITS.

THEY'RE ALL IN AGREEMENT AT LEAST [NOISE] ON THAT PIECE IT SEEMS. AGAIN, THE ECONOMY SLOWS DOWN, LESS WEALTHY JURISDICTIONS HAVE LESS PART FALL.

WHERE WE'RE SITTING RIGHT NOW LOOKING AT GOING INTO FUTURE BUDGET DEVELOPMENTS.

MY CONCERN AS WE MOVE INTO NEXT YEAR AND WE WILL CONTINUE THIS PROCESS AND WE'LL CONTINUE LOOKING AND REFINING.

OUR WORK IS, RIGHT NOW THE PICTURE IS NOT WONDERFUL THAT WE WILL SEE A DRAMATIC INCREASE IN STATE DOLLARS OR LOCAL REVENUES.

SO IT MEANS WE HAVE TO CONTINUE TO BE SMART.

WE HAVE TO CONTINUE TO REFINE AND WE HAVE TO CONTINUE TO LOOK AT EVERY OPPORTUNITY TO REUSE FUNDING AND TO MAKE THE BEST OF IT IN ORDER TO ACHIEVE OUR OUTCOME FOR OUR STUDENTS.

WITH THAT SAID, WE WILL CONTINUE TO BE AGGRESSIVE WITH GRANTS.

CAROLINE COUNTY HAS A LONG TRACK RECORD OF BEING VERY SUCCESSFUL AT GETTING GRANT MONEY.

GRANT MONIES ARE WONDERFUL.

HOWEVER, GRANT MONIES CAN ALSO CAUSE YOUR GRAY HAIR BECAUSE THERE'S LOTS OF VERY SPECIFIC ROLES AND VARIOUS SPECIFIC TIMELINES, SO WE HAVE TO BE SMART ABOUT WHEN WE GET THOSE GRANTS, HOW WE USE THEM.

WE WILL CONTINUE TO USE THOSE GRANT FUNDS WHEN POSSIBLE, SUCH AS THE AMERICAN RESCUE PLAN AND CARES, LEADS THOSE OPPORTUNITIES TO UPDATE CURRICULUM, IMPROVE TECHNOLOGY, IMPROVE EFFICIENCY IN BUILDINGS, AND ALSO TO RECOGNIZE THEIR STAFF, THROUGH RETENTION BONUSES WHEN WE CAN.

ALL OF THESE ARE ONETIME COSTS THAT ARE GREAT OPPORTUNITIES FOR US TO USE THIS MONEY WISELY AND SMARTLY BECAUSE THEY DON'T TIE US TO FUTURE RECURRING COSTS.

THAT'S THE BEAUTY OF A GRANT OR ONETIME COST, ONE-TIME PURCHASES, AND DONE SMARTLY, IT DOESN'T BIND US IN THE FUTURE IN A WAY THAT WE CAN'T AFFORD.

I DO WANT TO GO BACK TO JUST A VERY SIMPLE PIECE THAT I TRIED TO THINK ABOUT AS BUDGETING FOR THE SCHOOL SYSTEM WHILE YES, IT'S ABOUT A $90 MILLION BUDGET WHEN YOU TAKE OUT THE COMPONENTS OF FEDERAL GRANTS THAT WE'VE JUST RECEIVED THROUGH COVID.

WE GO THROUGH THE SAME PROCESS ANY OF US WOULD AT HOME, IF WE SEE THAT THINGS ARE GETTING TIGHT AND WE'RE IN A POSITION WHERE WE CAN'T RAISE INCOME, SCHOOL SYSTEMS CAN'T RAISE INCOME OR INCOME IN THE STATE OF MARYLAND.

WE GO THROUGH THE SAME PIECE OF WE TIGHTEN OUR BELT.

WE LOOK TO FIND WAYS THAT WE CAN REDUCE EXPENSES.

WE LOOK TO FIND WAYS THAT WE CAN RE-PURPOSE.

IT'S NO DIFFERENT THAN WE WOULD DO AT HOME, AND THAT'S THE PIECE OF APPROACH THAT ALL OF US WILL

AS WE LOOK AT SUSTAINABILITY OF OUR TECHNOLOGY PLAN, WE MADE A DECISION TO START LOOKING AT IT FROM A CHROMEBOOK PERSPECTIVE JUST BECAUSE IT REALLY IS BETTER USE OF THE FISCAL DOLLARS SINCE WE HAVE SO MANY DEVICES OUT THERE NOW IN THE HANDS OF KIDS.

THIS REQUIRED SOME UPDATES, TITLE CHANGE, DIFFERENT THINGS LIKE THAT, AND ALSO MADE SURE THAT WE TALKED ABOUT HOW WE SOURCE OUR ENERGY, HOW WE CAN SERVE OUR ENERGY, AND GOALS THAT WE NEED TO SET IN ORDER TO MAKE SURE THAT WE ARE MEETING CERTAIN STANDARDS THAT ARE THERE.

THE POLICY THAT IS BEFORE YOU, WITH THE EXCEPTION OF ONE PIECE, IS EXACTLY THE MODEL POLICY FROM MSDE WHICH WAS INCLUDED IN THAT BILL.

THEY HAD A AN ACTUAL CHEVY TAHOE THAT HAD A WRAP AROUND IT BECAUSE THEY WERE THE INTERNATIONAL CHAMPIONS FOR ROBOTICS.

THEY DID THIS HUGE PRESENTATION ON THIS DEVICE THAT THEIR STUDENTS HAD CREATED AND THEY SHARED IT WITH US AND THAT WAS REALLY A GREAT DEAL OF FUN.

WE HAD THAT OPPORTUNITY BESIDES THE TOURING IN SOME OF THE OTHER THINGS BUT IT WAS A JAM-PACKED FULL DAYS.

WE HAD ONE FULL DAY AND THEN WE HAD, OF COURSE, THE NIGHT BEFORE AND THEN THE NIGHT AFTER THAT AND THEN WE WENT HOME BACK TO OUR LITTLE AREAS.

BUT RACHEL, IF YOU CAN AND AGAIN, I WON'T AD NAUSEUM GO THROUGH THIS, BUT THERE ARE 12 REQUIREMENTS THAT LOCAL SCHOOL SYSTEMS HAVE TO HAVE IN THEIR REOPENING PLAN.

REALLY DO WISH THEY WOULD CALL IT SOMETHING DIFFERENT FROM REOPENING, BUT WE'RE JUST STUCK WITH THAT NAME.

THOSE 12 ITEMS ARE LISTED THERE AS THE BOARD MAY RECALL, LAST AUGUST WHEN WE COMPLETED THIS.

REQUIREMENT TWO AROUND EQUITY REOPENING PLAN MUST REFLECT OUR EQUITY PLAN.

WE SENT OUT THE DRAFT RECOVERY PLAN.

WE SENT A COPY OF THE REOPENING PLAN DRAFT, NOT JUST THE POWERPOINT, BUT THE ACTUAL PLAN TO OUR SCHOOL SYSTEM IMPROVEMENT COUNCIL, WHICH IS MADE UP LARGELY OF SCHOOL SYSTEMS AND SCHOOL SYSTEMS STAFF, THE CITIZENS ADVISORY COMMITTEE, THE CAC, AND WE SENT IT OUT TO THEM AS WELL AND TO OUR EQUITY COMMITTEE.

ALL THE FEEDBACK WE'VE RECEIVED ON THE PLAN, WAS GO AHEAD.

THEY SUPPORTED THE PLAN AND FELT IT WILL MEET THE NEEDS OF THE SCHOOL SYSTEM.

NO COMMENTS WERE LISTED ABOUT ANY MODIFICATIONS OR CHANGES TO THE PLAN.

WE DID GET THE FEEDBACK, WHICH WAS WONDERFUL.

WE HAD GOOD PARTICIPATION RATE.

REQUIREMENT 4, IS STUDENT ASSESSMENT.

WE TALKED ABOUT THIS AT THE BOARD RETREAT IN TERMS OF LOOKING AT ACADEMIC PERFORMANCE DATA OF STUDENTS AND SETTING GOALS COMING INTO THE COMING YEAR, BUT UPDATED AS THE BOARD AS WELL AWARE, ALL STUDENTS WERE ASSESSED EARLY IN THE SCHOOL YEAR LAST YEAR TO FIGURE OUT WHAT THIS PANDEMIC GAPS WERE, AND WE CONTINUED ASSESSING THROUGHOUT THE YEAR TO IDENTIFY THESE GAPS AND PUT INSTRUCTIONAL PLANS IN PLACE TO HELP CLOSE THOSE GAPS FOR OUR STUDENTS AND THEN ACCELERATE.

WE DO KNOW IT'S GOING TO TAKE A LITTLE WHILE TO MAKE UP THOSE GAPS FROM THE SHUTDOWN, IT'S GOING TO TAKE A LITTLE MORE TIME.

WE WILL CONTINUE TO ADDRESS THE LEARNING GAPS.

THEN PUTTING PLANS IN PLACE TO HELP OUR STUDENTS MEET THOSE NEEDS AS WELL AS OUR EL STUDENTS AND OUR SECTION 5 OR 4 STUDENTS.
