WELCOME TO OUR JULY BOARD OF EDUCATION MEETING COMMUNITY.

THOSE IN ATTENDANCE, THE BOARD CAME TOGETHER AT 4:34 WITH A MOTION BY MRS. WAYMAN, AND A SECOND BY MR. BARTON TO MOVE INTO OPEN SESSION.

THAT VOTE PASSED 5-0.

A FEW SECONDS LATER WITH A MOTION BY MRS. DIGIACOMO AND A SECOND BY MR. JONES.

THE BOARD MOVED TO GO INTO CLOSED SESSION WITH A VOTE OF 5-0 TO DISCUSS THE APPOINTMENT, EMPLOYMENT ASSIGNMENT, PROMOTION, TO DISCUSS THE NEGOTIATED AGREEMENT, OTHER PERSONNEL ISSUES, AND THE BOARD'S PAY CYCLE [NOISE] OUR BIG STIPEND WE GET COME TO FIND OUT WHEN IT STARTED.

MY FIRST APPOINTMENT WAS IN AUGUST WHICH ALIGNED WITH THE END OF THE FISCAL YEAR AND GETTING PAID TO THE END OF THE NEXT YEAR.

WELL, NOW THE BOARD CYCLES ARE ELECTED IN NOVEMBER STARTING DECEMBER, SO THERE'S A LITTLE BIT OF SIX-MONTH HIATUS THERE, SO THAT'S A CLOSED SESSION, BUT IT IS WHAT IT IS, SO WE'RE GOING TO ADJUST THAT IT SOUNDS LIKE.

IT'S A SUMMER MONTH WHERE WE HAVE SOME INTERESTING THINGS TO DO.

MS. WAYMAN, DO YOU MIND IF WE START WITH YOU?

>> I'M READY. THE SESSION THAT I ATTENDED AT CHESAPEAKE COLLEGE WITH THE SUPERINTENDENT AND BOARD MEMBERS OF THE EASTERN SHORE.

THAT WAS A VERY VALUABLE, VERY INFORMATIONAL RETREAT TO SEE THE NEW LOOK THAT'S GOING TO BE TAKEN AT POVERTY AND HOW IT WILL AFFECT CAROLINE COUNTY ACTUALLY, AS FAR AS FUNDING GOES IN A POSITIVE WAY DOWN THE ROAD.

THAT WAS VERY WORTHWHILE, AND OF COURSE, THE MONTHLY BOARD MEETINGS.

BUT THE MOST IMPORTANT THING WAS READING ALOUD IN MS. BOWDEN'S CLASS, WHICH I FORGOT TO GIVE YOU.

>> YES. I READ, MALCOLM, WHO WILL YOU BE? WHICH IS A BOOK THAT MY DAUGHTER WROTE, AND SO I WAS REALLY TICKLED TO SHARE IT WITH HER, AND THE STUDENTS WERE EXCITED.

ACTUALLY, TOWARDS THE END OF THE BOOK, WHEN IT TALKS ABOUT THE PEOPLE WHO ARE IN THE BOOK, THEY RECOGNIZE SEVERAL OTHER NAMES.

IT WAS A GREAT DISCUSSION THAT WE HAD, SO THAT WAS THE HIGHLIGHTS FOR ME. THANK YOU.

IN FACT, IT WAS DR. SIMMONS, WHO TALKED ABOUT THE CHARTS THAT COULD SHOW JUST HOW POOR CAROLINE COUNTY IS AS OPPOSED TO OTHER SCHOOL SYSTEMS. YET, WE HAVE TO KEEP UP WITH THE GEORGIAS THAT WAS QUITE INTERESTING.

I READ ABOUT THE TEAM RABBIT.

[NOISE] THEN I'VE GOT THOSE STUFF, LITTLE RABBITS THAT THEY GOT AFTER THE READING OF THE BOOK.

I LOVED THAT SHE DOES THAT. [NOISE]

>> I MIGHT ADD THAT THAT WAS MY FIRST TIME MEETING SUPERINTENDENT CHAUDRY AND HE GAVE A VERY THOROUGH PRESENTATION.

>> [NOISE] SEE, I'LL START WITH THE NSG ROUNDTABLE THAT MR. NEWCOMEN AND I PARTICIPATED IN [BACKGROUND] WE WERE THINKING IN ADVANCE THAT WE MIGHT FEEL ARRAY OF DIFFERENT TOPICS AND SUBJECTS, AND MR. NEWCOMEN HAD CONVERSED THE BOARD TO GET IDEAS OF THINGS TO PRESENT.

WE DIDN'T REALLY HAVE THAT OPPORTUNITY WITH MORE, I DON'T WANT TO CALL IT SCRIPTED,

BUT THEY HAD POINTS THAT THEY WANT TO TALK ABOUT AND THEY DID A GOOD JOB.

THEY SAID IT AND I THOUGHT IT WAS SINCERE.

THAT THIS WILL BE SOMETHING THAT THEY DO PERIODICALLY TO TRY TO HEAR WHAT DIFFERENT BOARDS THROUGHOUT THE DIFFERENT DISTRICTS, THROUGHOUT THE STATE WERE THINKING.

THAT WAS GOOD. I ALSO WANT TO COMMENT ABOUT THE RETIREMENT CELEBRATION, WHICH WAS VERY COOL.

THAT'S THE WORD WE'RE USING EARLIER, AND NOT COLD, VERY WARM [LAUGHTER] IT WAS A WARM DAY BUT WARM HEARTS AND HEARING THEIR REFLECTIONS OF PEOPLE SAYING GOODBYE TO A LONG-TERM EMPLOYEE, IT WAS VERY NICE.

I ALSO REMEMBER THE ORGANIZATION HAD THAT SAME CONNECTION AND LONG-TERM CAREER DEVOTION, AND HEAR DR. AURORA TALKING ABOUT HIS REFLECTIONS FOR THOSE INDIVIDUALS.

FOR THE MOST PART, THE PEOPLE WHO WERE THERE BEING HONORED WERE VERY SHY ABOUT IT AND DID NOT WANT TO TAKE CENTER STAGE.

I'VE SEEN OTHER PEOPLE, THEY DO EVERYTHING BUT GET UP THERE AND SING OPERA [LAUGHTER].

THAT'S WHAT I'M SAYING. [LAUGHTER] IT WAS VERY NICE.

I ALSO WANT TO COMMENT ABOUT THE LAST DAY OF SCHOOL.

I GOT TO VISIT TWO SCHOOLS THAT DAY, AND IT WAS TERRIFIC.

ONE SCHOOL WAS JUST DURING THE DAY AND IT WASN'T AN OFFICIAL VISIT, I JUST STOPPED BY.

THEN THE SECOND ONE WAS THE SAME THING I TRIED TO DO THIS AND I TIMED IT PERFECTLY.

GOT TO GREENSBORO JUST AS THE KIDS WERE COMING OUT, AND THEY'RE NOT THE ONLY ONES WHO DO THIS, BUT WHAT THEY DID WAS TERRIFIC.

THEY HAD A GAUNTLET, BASICALLY.

IF YOU KNOW WHAT THAT IS. GAUNTLETS ARE NICE, BUT THIS WAS WONDERFUL [LAUGHTER] IT WAS A GREAT GAUNTLET.

THE TEACHERS AND STAFF WERE ALL LINED UP ON THAT LONG SIDEWALK IN FRONT OF THE SCHOOL, AND WHEN THOSE KIDS CAME OUT, THEY WERE CHEERING ON AND APPLAUDING THEM, AND THERE WERE PLENTY OF PEOPLE WITH TEARS IN THEIR EYES.

I WAS JUST WATCHING AND THEN WENT UP TO THE PRINCIPAL AFTERWARD AND I SAID, I TOLD DON, I JUST SAID, IT GETS YOU HERE. IT REALLY DOES.

AS A STUDENT, I ALWAYS LIKED THE LAST DAY OF SCHOOL BEST.

[LAUGHTER] I PROBABLY STILL DO.

FIRST DAY OF SCHOOL IS TERRIFIC, LAST DAY OF SCHOOL IS JUST AS GOOD.

THEY MADE IT THAT GOOD.

MR. BARTON DID SOMETHING ELSE SPECIAL THIS WEEK OR LAST WEEK.

I THINK YOU SHOULD PROBABLY JUST TELL US A LITTLE BIT ABOUT HIS BICYCLE RIDE.

USE SOME OF MY TIME FOR THAT.

I'VE HAD A GOAL FOR A COUPLE OF YEARS TO RIDE FROM A PLACE.

I HAD TO PLAY IT OUT OF COURSE ROUTE, BUT I DIDN'T WANT TO BE ON ROUTE 113.

I DIDN'T WANT TO BE ON ROUTE 13.

I DIDN'T WANT TO BE ON ROUTE 44 ANY MORE THAN NECESSARY.

AS IT TURNED OUT, I STARTED IN FENWICK LAST THURSDAY AND MADE IT TO DENTON ABOUT 64 MILES, WHICH I THOUGHT WOULD BE ABOUT 54.

THEN REALIZED THE ROUTE I'VE TAKEN WAS A LITTLE LONGER.

THEN WHEN I WAS OUT THERE AND CALCULATING, IT ENDED UP BEING ABOUT FIVE MILES LONGER THAN I THOUGHT IT WAS GOING TO BE WITH GOLF.

PEOPLE SAID, HOW WAS IT HARD, BUT WONDERFUL [LAUGHTER].

JONES, CHECK. IT'S ALL ABOUT FITNESS.

THAT'S REALLY ALL ABOUT THEM.

SUPERINTENDENTS ALL CHOLERAE, WHICH I WAS DISAPPOINTED AT IT SOUND LIKE IT WAS A GOOD PRESENTATION.

BUT YOU NEVER KNOW WHO ELSE IS GOING TO SHOW UP.

DR. MALIK MOHAMMAD WAS THERE AND JUST TALKING VERY INTERESTING STORY.

HE HAS HIS PERSONAL STORY.

LOOK IT UP SOME TIME BECAUSE HE'S TALKING ABOUT HIMSELF,

BUT NOW HE'S TRAVELING THE WORLD, TRAINING PEOPLE, AND TALKING ABOUT, WE HAVE TO HAVE CONNECTIONS WITH OUR STUDENTS AND OTHERS TO MOVE ANYTHING FORWARD.

WHEN YOU HAVE HIGH CONNECTIONS, YOU CAN MEET HIGH CHALLENGES, AND IF YOU HAVE LOW CONNECTIONS, IT'S HARDER TO GET TO WHERE YOU WANT TO BE, SO HE'S TALKING ABOUT CONNECTIONS.

BUT IT WAS VERY INTERESTING AND I'M GLAD WE GOT TO HEAR IT.

THEN AS IT WAS MENTIONED, THE STATE ROUNDTABLE.

IT WAS 90 MINUTES.

IT WAS ABOUT 20 BOARD MEMBERS ON THERE FROM ACROSS THE STATE.

I WANTED TO GO UNPREPARED, AND I WANTED TO MAKE SURE OUR BOARD WAS REPRESENTED.

WE GOT A COUPLE OF PAGE FULL OF THOUGHTS OF THINGS DOING WELL AND HOW THE STATE BOARD AND THE STATE WAS DOING AND THINGS WE HAD QUESTIONS ABOUT.

WE WERE ABLE TO ADD L1 FOR SOME COMMENTS AND HOPEFULLY AREAS THAT WE WANT TO HAVE CONTINUED DISCUSSIONS ON.

THAT WILL HELP US EDUCATE OUR CHILDREN IN THIS COUNTY LOCALLY.

BUT THE BIGGEST THING THOUGHT I HAD WHILE I WAS SITTING THERE AND IT'S BEEN EVEN TOUGHER WITH COVID, BUT AT THE SAME TIME, THIS CALL BECAME AVAILABLE BECAUSE OF ZOOM.

WE DIDN'T HAVE TO TRAVEL ANYWHERE.

THE STATE BOARD IN MY HISTORY.

I DON'T KNOW THAT IT'S EVER REACHED OUT.

THAT COMMENT RANG TRUE THROUGH MULTIPLE COUNTIES.

THE STATE BOARD, THE STATE SUPERINTENDENT, THEY HADN'T DONE IT IN THE LAST 10-15 YEARS THAT ANYBODY COULD THINK OF HAS NEVER DONE ANYTHING LIKE THIS. THEY'RE HOPING TO DO IT.

THEY'RE TALKING ABOUT THEIR STATEWIDE COMMUNICATION PLAN AND THEIR STATEWIDE STRATEGIC PLAN.

BUT WHAT IT REALLY GLARINGLY MADE ME REALIZE AND WHETHER IT'S THROUGH ZOOM CALLS OR IT'S WORTH A TRIP TO BALTIMORE OR ANNAPOLIS OR EVEN WASHINGTON, AND SOMETIMES IF YOU HAVE TO GO.

IT'S A JOB AS A BOARD MEMBER TO BE HERE AND BE IN THIS ROOM AND HAVE DISCUSSIONS.

BUT WE NEED TO BE JUST AS ENGAGED AT THE STATE LEVEL.

FEDERAL'S EVEN TOUGHER, BUT WE GOT TO BE AT THE STATE LEVEL, WHETHER IT'S A LEGISLATIVE COMMITTEE OR CONVERSATIONS WITH OUR STATE BOARD OF EDUCATION MEMBERS.

WHEN GIVEN THE OPPORTUNITY, AS MAC EVEN DECIDABLE UP TO MR. CHARLES RYRIE AND PUT A FACE WITH A NAME AND LET THEM KNOW.

SOMETHING WE HADN'T CAROLINE COUNTY.

WE'VE GOT TO DO IT BECAUSE, WHEN YOU TALK TO THEM AND THEY REALIZE SOME OF THEIR INTENT, JUST LIKE THE INTENT OF THE REGULATION, ISN'T ALWAYS THE WAY IT'S IMPLEMENTED.

SOME OF THOSE TIMES YOU HAVE TO HAVE THOSE CONVERSATIONS FOR THE LIGHT BULB TO GO ON.

I JUST ENCOURAGE MY FELLOW BOARD MEMBERS MOVING FORWARD TO STAY ENGAGED IN THOSE OPPORTUNITIES.

I CALLED MSD THE DAY AFTER THE ESMAC MEETING WITH THE BOARD MEMBERS AS WELL, TO FOLLOW UP WITH SOME QUESTIONS AROUND THE POVERTY INFORMATION THAT BOWDEN WAYMAN AND MS. DIGIACOMO TALKED ABOUT.

LITERALLY, THE PERSON I SPOKE TO ON THE PHONE WAS DR. SIMMONS.

CAROLINE. HOW ARE YOU DOING? YOU'RE ONE BOARD MEMBER.

SHE SAID SOMETHING THAT STUCK TO ME AND I'LL NEVER FORGET IT.

WHAT THEY'VE SET UP, OUR SUBGROUPS.

BASICALLY, MEETINGS WHERE YOU CAN LEARN MORE ABOUT EACH PILLAR.

THERE'S NOT A LOT OF WORK HAPPENING AT THE COUNTY LEVEL AT THIS POINT IN TIME IN ANY COUNTY FOR THE MOST PART, BECAUSE WE ARE WAITING FOR ONCE THE ACCOUNTABILITY IMPLEMENTATION BOARD GETS DONE WITH THEIR PIECE THIS SUMMER.

THEY WILL BE WORKING WITH MSD TO CREATE THEIR PLAN, THAT THEN WE'LL HAVE TO CREATE SUBMIT TO THEM IN THE SPRING.

BLUEPRINT IS STILL THERE.

NOT A LOT MOVING RIGHT NOW, A LITTLE BIT OF LAW IN THEM GETTING STARTED, BUT ONCE WE GET INTO THE FALL TIME, THINGS WILL REALLY PICKING UP ONCE THEY GET THEIR FEEDBACK.

BUT IT'S BEEN INTERESTING TO HEAR THOSE CONVERSATIONS.

WE CURRENTLY ARE WITH THEM, INCLUDES 34 WASTE CONTAINERS AT 17 LOCATIONS WITHIN CCPS, INCLUDES THE NEW FRIDGE FOR JUDY CENTER IN THAT BID.

OUR RECOMMENDATION IS TO GO WITH REPUBLIC WASTE SERVICES AT DELMAR WHO WE CURRENTLY UTILIZED.

WE'RE ADDING THAT COMPONENT BACK IN TO THE ADMINISTRATORS' MOU AS WELL, PRIORITIZING EMPLOYEE HEALTH AND WELLNESS.

WE USED TO HAVE A WELLNESS PROGRAM IN PLACE WHERE WE HAD MONETARY INCENTIVES WEEKS FROM THOSE GOALS, POINT WAS TO INCENTIVIZE HEALTHIER LIVING.

[INAUDIBLE] HELPS HOPEFULLY CONTAIN HEALTH INSURANCE COSTS, AND DID SHOW SOME GAINS FOR US FOR A WHILE.

THE ADMINISTRATORS ASSOCIATION HAS AGREED TO THAT COMPONENT AS WELL.

WE ARE CHANGING SOME LANGUAGE AROUND OUR CELL PHONE STIPENDS.

WE'RE OFFERING A STIPEND ALONG WITH THAT FOR THE PHONES.

THE CHALLENGES THAT WE'VE HAD, PARTICULARLY THROUGH COVID, WITH CONNECTING CONSISTENTLY AND EASILY IN A TIMELY MANNER, HAVE BEEN LANGUAGE BARRIERS, CONTACT INFORMATION.

WE HAVE MULTIPLE CHANNELS OF COMMUNICATION THAT WE PUSH OUT IN DIFFERENT WAYS, AND CERTAINLY ADA ACCESSIBILITY, WHICH IS THE VISUAL, AUDITORY, MOTOR, AND COGNITIVE.

THEY ARE YOUNGER ADULTS, THEY'RE LOW-INCOME AMERICANS THERE.

FOLKS THAT HAVE DIFFICULTY ACCESSING BROADBAND, NOT ONLY BECAUSE OF THE AREA THEY'RE IN, BUT BECAUSE OF THE COST INVOLVED WITH IT.

WHILE IT MAY COST MONEY TO BUY A SMARTPHONE, IT IS CERTAINLY LESS MONEY THAN TRYING TO DEAL WITH SETUP IN THE MODEM AND ALL THE THINGS THAT COME WITH BROADBAND IF YOU HAVE ACCESS TO IT.

THE LAST LITTLE NUGGET WAS REALLY INTERESTING.
