The members of the Caroline County Board of Education desire to hear the views and have the advice of interested citizens. The public comment session is held at each Board meeting for that purpose.

In-Person Public Comment - The time allotted for the Public Comment portion of the agenda is no more than 30 minutes total. The Board of Education does not engage in a discussion of the matter being brought to it but will, if appropriate, direct the Superintendent to respond at a later time.

Individuals interested in participating during the Public Comment portion may sign up in advance by emailing publiccomment@ccpsstaff.org or by signing in at the podium prior to the beginning of the meeting. Individuals will be called to the podium in the order in which they registered by email or sign-in.

Individuals will be advised that:

  • Each person addressing the Board will have a five-minute time limit. Once the time limit has been reached, the speaker will be asked to finish their comments.
  • Employees who have concerns that are not work related and wish to appear before the Board of Education for public comment as parent and/or citizens may do so according to the procedures outlined in the policy.
  • Specific and personal references to students, employees or others associated with the Board of Education will not be permitted. Should someone wish to bring something to the attention of the Superintendent or the Board about a specific person or student, they may do so in writing to the Superintendent or the Board.
  • Rude, slanderous, or threatening remarks or other behavior that is disruptive or interferes with the order of the meeting is not permitted.
  • Individuals may not give their time to others on the list of speakers.

Approval of an annual Special Education Staffing Plan is required in order for Caroline County Public Schools to access state and federal funds for special education. The plan consists of the procedures used throughout the year to determine appropriate funding and staffing needs to fulfill the educational needs of students with disabilities.

These textbooks align with the Maryland College and Career Ready standards for English Language Arts and are a key part of a comprehensive literacy program. The series includes significant print and digital literacy components such as high-interest, authentic texts that are both on and above grade level. It also includes daily opportunities for writing in response to text, an online lesson planning platform for teachers, speaking and listening activities, social-emotional learning (SEL) instructional videos and lessons, as well as a variety of instructional supports and scaffolds for special populations. Wonders 2023 also includes both end of unit and biweekly progress monitoring assessments to check for student understanding.  In addition to the online platform for teachers, this series includes a robust and engaging online student website to access additional content materials and student supports to meet a range of needs. Wonders 2023 is also a fiscally responsible choice, as all consumable materials and digital subscriptions are provided for a term of six years without additional expense to Caroline County Public Schools.  This anthology series, Wonders 2023: Grades K-2, will serve as a critical resource for both teachers and students in Kindergarten, First and Second grades, for years to come.

That the Caroline County Board of Education approve the 2022 Educational Facilities Master Plan as required prior to its submittal to the Interagency Committee on School Construction (IAC).

The Rules, Regulations, and Procedures for the Administration of the School Construction Program require each LEA to annually submit or amend its school system’s Educational Facilities Master Plan.  The master plan is a planning tool that deals with the LEA’s projected facility needs.  The analysis and conclusions therein assists in the development of the Capital Improvement Plan.  The master plan must be submitted to the State by July 1, 2022.

That the Caroline County Board of Education approve the following textbook title for use in High School World History classes: Ellis, E. G., & Esler, A. (2021). World History: The Modern Era. SAVVAS/Pearson

This textbook aligns to the Maryland Framework for Modern World History, which is the basis of our World History course in high school for 11th grade students.  The review committee chose this text due to its updated content and text features in the print form, as well as the simulations and interactive features in the online edition.  This adoption allows for the purchase of 120 student texts (4 classroom sets) and 4 teacher editions, along with 120 student licenses for online access for a period of 6 years.  Asynchronous professional development is included for the life of the adoption, as well as professional development for the Fall of 2022 for teachers to be introduced to the resource.  The SAVVAS Realize platform also includes integration with Schoology, which will be our LMS starting in the Fall 2022 semester.  This text replaces the current adoption, which is a Glencoe/McGraw Hill title with a copyright of 1999.

This textbook aligns to the College Board’s Sample Curriculum for AP US Government and Politics, which is the basis of our course in high school for 10th grade students.  The review committee chose this text due to its updated content and organization as it follows the recommended units and scope and sequence, as well as interactive features in the online edition including AP Practice items.  This adoption allows for the purchase of 60student texts (2 classroom sets) and 2 teacher editions, along with 60 student licenses for online access for a period of 6 years.  Professional development is included for the life of the adoption.  This text replaces our current adopted text, which has a copyright of 2005.  The College Board recommends that all AP materials be updated every 10 years.

This adoption includes a student text (Research Companion) which is shared between grade levels, a student journal (Inquiry Journal) for each grade, 24 Maryland-specific modules (12 per grade level), and 7 years of online access.  The base text is a general elementary school US History text, while the 24 Maryland-specific modules were written over the course of the last year to address the new scope and sequence of the Maryland Social Studies Framework for Grade 4 and Grade 5.  This is one of only two publishers that have done this work to create Maryland-specific content.

The Superintendent recommends that the Caroline County Board of Education accept the bids as shown on the attached exhibit and enter into a tax-exempt lease financing agreement with Cogent Bank, at the rate of 2.98% for a tax-exempt lease financing not to exceed $226,236.00.

These funds are for the purchase of two new school buses to replace existing buses that must be taken out of service in accordance with State transportation laws. Financing for the purchase of these vehicles will be accomplished through this tax-exempt lease financing agreement. Funds for the estimated annual payment of $59,291.13 have been included in the FY23 operating budget.

 

The bid process and procedures complied with Board policy and applicable state laws and regulations.
