The members of the Caroline County Board of Education desire to hear the views and have the advice of interested citizens. The public comment session is held at each Board meeting for that purpose.
In-Person Public Comment - The time allotted for the Public Comment portion of the agenda is no more than 30 minutes total. The Board of Education does not engage in a discussion of the matter being brought to it but will, if appropriate, direct the Superintendent to respond at a later time.

Approval of an annual Special Education Staffing Plan is required in order for Caroline County Public Schools to access state and federal funds for special education. The plan consists of the procedures used throughout the year to determine appropriate funding and staffing needs to fulfill the educational needs of students with disabilities.

These textbooks align with the Maryland College and Career Ready standards for English Language Arts and are a key part of a comprehensive literacy program. The series includes significant print and digital literacy components such as high-interest, authentic texts that are both on and above grade level. It also includes daily opportunities for writing in response to text, an online lesson planning platform for teachers, speaking and listening activities, social-emotional learning (SEL) instructional videos and lessons, as well as a variety of instructional supports and scaffolds for special populations. Wonders 2023 also includes both end of unit and biweekly progress monitoring assessments to check for student understanding. In addition to the online platform for teachers, this series includes a robust and engaging online student website to access additional content materials and student supports to meet a range of needs. Wonders 2023 is also a fiscally responsible choice, as all consumable materials and digital subscriptions are provided for a term of six years without additional expense to Caroline County Public Schools. This anthology series, Wonders 2023: Grades K-2, will serve as a critical resource for both teachers and students in Kindergarten, First and Second grades, for years to come.

The Rules, Regulations, and Procedures for the Administration of the School Construction Program require each LEA to annually submit or amend its school system’s Educational Facilities Master Plan. The master plan is a planning tool that deals with the LEA’s projected facility needs. The analysis and conclusions therein assists in the development of the Capital Improvement Plan. The master plan must be submitted to the State by July 1, 2022.

This textbook aligns to the Maryland Framework for Modern World History, which is the basis of our World History course in high school for 11th grade students. The review committee chose this text due to its updated content and text features in the print form, as well as the simulations and interactive features in the online edition. This adoption allows for the purchase of 120 student texts (4 classroom sets) and 4 teacher editions, along with 120 student licenses for online access for a period of 6 years. Asynchronous professional development is included for the life of the adoption, as well as professional development for the Fall of 2022 for teachers to be introduced to the resource. The SAVVAS Realize platform also includes integration with Schoology, which will be our LMS starting in the Fall 2022 semester. This text replaces the current adoption, which is a Glencoe/McGraw Hill title with a copyright of 1999.

This adoption allows for the purchase of 60student texts (2 classroom sets) and 2 teacher editions, along with 60 student licenses for online access for a period of 6 years. Professional development is included for the life of the adoption. This text replaces our current adopted text, which has a copyright of 2005. The College Board recommends that all AP materials be updated every 10 years.

This adoption includes a student text (Research Companion) which is shared between grade levels, a student journal (Inquiry Journal) for each grade, 24 Maryland-specific modules (12 per grade level), and 7 years of online access. The base text is a general elementary school US History text, while the 24 Maryland-specific modules were written over the course of the last year to address the new scope and sequence of the Maryland Social Studies Framework for Grade 4 and Grade 5. This is one of only two publishers that have done this work to create Maryland-specific content.

As we are in the final month of the current fiscal year, detailed analysis shows that there will be funds available to purchase necessary one-time items. These funds are for the purchase of two new school buses to replace existing buses that must be taken out of service in accordance with State transportation laws. Financing for the purchase of these vehicles will be accomplished through this tax-exempt lease financing agreement. Funds for the estimated annual payment of $59,291.13 have been included in the FY23 operating budget.
