I KNEW OFF TO A GREAT JOB WORKING WITH YOU GUYS.
WHEN I'M THERE, YOU'RE ANGRY JOB BEING AWESOME ROLE MODELS FOR ALL KIDS IN THE SCHOOL AND IT'S MUCH APPRECIATED.
WE GET A PICTURE FIRST. DID YOU GET YOUR PICTURE?
>> WE'LL DO A GROUP PICTURE AND WE ALSO HAVE A LITTLE SOMETHING FOR YOU ALSO FOR COMING OUT TONIGHT.
>> YOU ALREADY GOT YOUR RACE BETWEEN CAROLYN, YOU COULD'VE TOLD ME THAT. [OVERLAPPING] GOOD. [BACKGROUND]
>> HERE'S A LITTLE LITTLE PAMPHLET.
[00:05:02]
>> [BACKGROUND] MS. BARRY ARE WE GOOD?
>> THANK YOU TERRENCE. THANK YOU SO MUCH FOR BRINGING YOUR KIDS OUT TONIGHT.
REALLY YOU DO HAVE AWESOME STUDENTS.
I GET TO SEE THEM [NOISE] MORE REGULARLY [LAUGHTER] THAN OTHERS.
THEY REALLY DO A FANTASTIC JOB BEING EXCELLENT ROLE MODELS.
>> ENJOY YOUR SUMMER, EVERYONE.
>> WE GOT SOME COOKIES. [BACKGROUND]
>> YEAH DON'T FORGET THE COOKIES.
>> YEAH. WE DID THE PLEDGE OF ALLEGIANCE APPROVAL AGENDA.
WE HAVE AN AGENDA IN FRONT OF US AS [NOISE] SUBMITTED, DO WE HAVE ANY CORRECTIONS OR ADDITIONS OR DO I HAVE A MOTION TO APPROVE AGENDA AS PRESENTED?
>> I MOVE WE APPROVE THE AGENDA AS PRESENTED.
>> THEN A MOTION TO APPROVE THE AGENDA? SECOND TO APPROVE THE AGENDA? THANK YOU. ALL THOSE IN FAVOR?
NOW WE CAN MOVE THE BOARD MEMBER REPORTS.
[2. Reports]
MR. JONES IS RUNNING LATE FARMING WORK, BUT HE LOOKS LIKE HE HIT SOME CONCERTS, PLAYS AT BOTH HIGH SCHOOL BASEBALL GAME, SCHOLARSHIP NIGHTS AND GRADUATIONS IS REALLY THE KEY SPRING ACTIVITIES.[NOISE] MOVING ON, MR. BARTON, DO YOU HAVE TAKEAWAY OR SOMETHING YOU WANT TO POINT OUT?
>> THERE'S SO MUCH, SO MANY THINGS TO TALK ABOUT.
WE DON'T WANT TO LEAVE ANYBODY OUT.
I'LL JUST TALK ABOUT TWO THINGS IN PARTICULAR THAT ARE RELATED.
THAT WAS THE HIGH SCHOOL PERFORMANCES, THE SOUND OF MUSIC AND KERNEL PLAY, MURDER MAY I.
YOU DON'T NEED TO GO ANYWHERE TO SEE GREAT MOVIES.
TOP GUN MAVERICK WHATEVER, [LAUGHTER] GO TO SEE THIS INSTEAD, AND I WENT TO SEE TOP GUN MAVERICK, AND IT IT WAS GOOD.
I'LL TAKE EITHER OF THESE OVER THAT.
I'M NOT JUST SAYING THAT BECAUSE I'M UP HERE AT THIS BENCH.
TO SEE WHAT THOSE STUDENTS [NOISE] CAN DO AND THE LEADERS WHO GUIDE THEM.
WHEN I WENT IN THERE, I KNOW A LITTLE BIT ABOUT THAT MUSICAL AND I THOUGHT, "THIS IS GOING TO BE CHALLENGING.
HOW ARE THEY GOING TO DO THIS?" THEY DID.
JUST SEE SOME OF THESE YOUNG PEOPLE STANDING THERE IN THE SPOTLIGHT SOLO BASICALLY, IT'S JUST AMAZING AND THAT'S A LIFE-SKILL THEY'LL HAVE FOREVER TO BE ABLE TO DO THAT.
WHATEVER THEY'RE CALLED UPON IN A WORK WORLD, OR FURTHER IN THEIR EDUCATION TO BE ON THE STAGE, SO TO SPEAK, DURING A PRESENTATION TO BOSSES.
IF YOU CAN STAND THERE AND SING IN FRONT OF AN AUDIENCE OF PEOPLE THAT YOU CAN'T EVEN SEE WOW.
[00:10:02]
THEN KERNELS, MURDER MAY I [NOISE] HAD THE GREAT FORTUNE OF BEING IN THE ROW IN FRONT OF THE SUPERINTENDENT.I THOUGHT I WAS LAUGHING A LOT IT WAS MEANT TO BE FUNNY.
>> I KNOW SOMETHING ABOUT HIS SENSE OF HUMOR BECAUSE HE THOUGHT THE SAME THINGS I THOUGHT WERE HILARIOUS.
WE WERE BOTH JUST LOSING IT, IT WAS SO GOOD.
YOU CAN'T EVEN EXPLAIN BECAUSE YOU HAD TO BE THERE.
>> TO SEE THOSE. THEY DID AN AWESOME JOB, JUST AMAZING.
I DON'T KNOW HOW MUCH THEY WERE AD-LIBING.
[LAUGHTER] IN THE SOUND OF MUSIC, I KNEW THERE WAS MAD LIBING GOING ON AND I ASKED ONE OF THE TEACHERS WHO WAS INVOLVED LATER.
I'M PICKING UP ON THAT THE KIDS WERE SUPPOSED TO BE ON STAGE AND THEY WEREN'T AND THE TWO ACTORS OUT THERE WERE TRYING TO MAKE IT WORK.
WELL, THEN IN MURDER, MAY I? I DON'T KNOW HOW MANY TIMES.
WHAT WAS THAT SOUND AGAIN? [NOISE] [LAUGHTER] I'M SURE THERE WERE A LOT OF EXTRAS THROWN IN THERE.
[LAUGHTER] IT WAS REALLY TERRIFIC.
I COULD TELL BY GRADUATIONS A LOT OF THE PEOPLE TALK ABOUT, THEY'RE AMAZING, GREAT JOB BY BOTH SCHOOLS.
BUT I JUST WANTED TO TALK ABOUT THE PLAYS, THE STAND UPS.
EVERYTHING ELSE TIED TO THE PERFORMANCES, THE CONCERTS, WOW.
>> GOOD STUFF. MOVING DOWN, MRS. WAYMAN.
>> I HAVE [INAUDIBLE] THAT I ATTENDED THE GRADUATIONS AND THEY WERE BOTH ABSOLUTELY BEAUTIFUL.
IT WAS EXCITING TO BE A PART OF THEM.
JUST TO FEEL THE PRIDE OF THE STUDENTS FROM NORTH CAROLINE AND THE STUDENTS FROM COLONEL RICHARDSON, WHO I WAS JUST PROUD OF. THANK YOU.
>> I DECIDED NOT TO HAVE A LIFE.
[LAUGHTER] I DIDN'T REALIZE HOW BAD IT WAS BEFORE I STARTED WRITING.
BUT I FIGURED IT OUT, I WAS INSTRUMENTAL IN GETTING OVER 90,000 DOLLARS OF SCHOLARSHIPS.
IN THAT LAST MEETING, WE WERE THINKING ABOUT THAT MILLION DOLLARS IN BONUSES, I'M LIKE, "SWEET, I LIKE IT MORE WITH MONEY." [LAUGHTER]
>> ESPECIALLY IF IT WAS NOT YOURS.
>> I KNOW. BY THE WAY, IT WAS NOT MINE.
BUT I DID START A NEW SCHOLARSHIP, SO SOME OF IT WAS FINE. I DID THAT.
I DID A LOT OF DIFFERENT STUFF WITH THE LEO CLUB.
THE UNITY BIKE RIDE, I'VE TALKED ABOUT THIS IN THE PAST.
THIS WAS WHEN THE POLICE OFFICERS, PEOPLE RIDE FOR THE FALLEN.
EVERY YEAR, [INAUDIBLE] AND OUR CULINARY ARTS CENTER PROVIDES LUNCH FOR ALL.
I ACTUALLY BEGGED HIM, I GOT TO HELP, I WANT TO HELP BECAUSE IF YOU'VE GOT TO GO [INAUDIBLE].
TO SEE SIX AND 700 PEOPLE RIDING THE BIKE UP THERE, IT'S BEYOND WORDS.
USUALLY, THEY START OUT NEW JERSEY TO DRIVE TO DC.
THIS YEAR, THEY STARTED OUT AT [INAUDIBLE] TO COMMEMORATE THE 20TH ANNIVERSARY.
I ALSO SAW THE SOUND OF MUSIC AND THAT'S ONE OF MY FAVORITE MOVIES, SO I WAS NERVOUS, I GOT TO TELL YOU THE TRUTH.
THEN I WAS NERVOUS I WAS GOING TO START SINGING LOUD IN THE BACK.
LIKE THEY SAID, YOU JUST COULDN'T BEAT IT.
THE STUDENT RIGHT FAIR AT NCHS WAS AWESOME.
MRS. MCCORMICK WAS THERE TOO AND IT WAS A LOT OF COMMUNITY GROUPS BUT A LOT OF CLUBS AND THEY'RE STARTING A NEW CLUB ABOUT FEMALE RIGHTS AND THINGS LIKE THAT.
ONE OF THE BIG THINGS WAS NO MEANS NO AND IT STARTED OUT, NOT AS A FLUKE, BUT IT WASN'T GOING TO BE PERMANENT BUT NOW THEY'RE GOING TO MAKE IT A PERMANENT CLUB AND I JUST THOUGHT THAT WAS AWESOME.
THE SOFTBALL GAME AGAINST [INAUDIBLE].
[NOISE] WE WERE LOSING AND I GOT THERE AND BROUGHT MY MOJO, SO I PLAYED OUT THERE.
I WENT TO ALL THE SCHOLARSHIPS, ALL THE AWARDS, ALL THE GRADUATIONS, AND IT'S MOVING.
I WISH THAT WHEN I WAS THAT YOUNG I GOT IT BECAUSE THEY DON'T GET IT.
THEY PROBABLY SHOULDN'T GET IT BECAUSE THEY'RE JUST LIKE, "WE'RE GOING TO GROW UP." BUT TO ME, TO BE ABLE TO BE PART OF THAT, I'M SPEECHLESS.
FOR THEM TO ALLOW US IN AND TO BE THERE, IT WAS A VERY NICE THOUGHT.
I HAVE TO THANK THE STUDENTS AND STAFF.
I GUESS MY MAIN TAKEAWAY IS, AND I DON'T MEAN THIS IN A NEGATIVE WAY,
[00:15:03]
IT'S ALL GREAT THAT WE'RE ON BOARD AND IT'S ALL GREAT FOR PEOPLE THAT WORK IN THE CENTRAL OFFICE AND WHATNOT BUT THE ROCKSTARS ARE THE STUDENTS AND THE STAFF THAT'S BEEN MISUSED.THOSE ARE THE PEOPLE WE CANNOT DO WITHOUT.
AS MUCH AS I HATE [INAUDIBLE], IF I WAS GONE, IT WOULD STILL KEEP GOING BECAUSE OF ALL THE STAFF THERE.
I TRULY BELIEVE THE STUDENTS IN THIS COUNTY, THEY'RE THE BEST AND I'M JUST PROUD TO BE WORKING FOR YOU GUYS.
THANK YOU FOR ALLOWING ME TO DO THAT.
>> WELL, SAME. DITTO TO ALL THOSE EXCEPT I DID HAVE A LITTLE BIT DIFFERENT TAKE.
JUST SAY SITTING HERE LISTENING TO MY FELLOW BOARD MEMBERS, I'M REALLY FEELING FOR THE FAMILIES AND THE KIDS, THE STUDENTS AND THE FAMILIES IN THE PAST TWO YEARS.
I KNOW THIS SYSTEM AND ALL THE SYSTEMS DID AS MUCH AS THEY COULD TO DO THE BEST IN A BAD SITUATION BUT SEEING PLAYOFF TEAMS FINISH THEIR SEASON AND GO TO PLAYOFFS AND WIN OR LOSE OR JUST HAVE THOSE EXPERIENCES AND THE COMMUNITY COME TOGETHER TO SEE THE AMOUNT OF MONEY THAT GOES OUT TO THESE STUDENTS ON A SCHOLARSHIP AND TO SEE THE GRADUATIONS.
I APOLOGIZE, THESE KIDS DIDN'T CARE, BUT IT IS THE FIRST NORTH CAROLINE GRADUATION I'VE MISSED SINCE I'VE BEEN A BOARD MEMBER AND IT WAS BECAUSE I WAS FULLY APPRECIATING MY SENIOR AND MY SON BEING THERE.
IT'S VERY IRONIC THAT HE GRADUATED IN '19, THE LAST NORMAL GRADUATION IN THE UNITED STATES AND I'M VERY BLESSED THAT MY DAUGHTER GOT TO EXPERIENCE A NORMAL GRADUATION WITH ALL THE OTHER HIGH SCHOOL GRADUATES THIS YEAR AND I, AGAIN, APPRECIATE ALL THE STAFF AND COMMUNITY PEOPLE WHO MAKE THAT HAPPEN.
THIS YEAR, LET ALONE THE LAST TWO YEARS, IT'S BEEN THE BEST YOU COULD BUT I HOPE WE NEVER SEE ANYTHING LIKE WE'VE SEEN IN THE LAST TWO YEARS.
BUT I APPRECIATE EVERYBODY'S EFFORTS TO ALL THE PAST YEARS.
MOVING ON, SUPERINTENDENT'S REPORT.
DR. SIMMONS, I'M SURE YOU WERE UP TO MANY OF THE SIMILAR THINGS.
>> YES. THANK YOU, MR. NEWCOMB.
MAY FLIES BY IN A BLUR WITH ALL THE NIGHTS.
BEFORE I TALK ABOUT MY REPORT, I DO WANT TO THANK THE BOARD PUBLICLY FOR THEIR SUPPORT OF BEING AT SO MANY EVENTS IN THE MONTH OF MAY.
LITERALLY, THERE IS SOMETHING EVERY NIGHT IN THE MONTH OF MAY, I THINK EVERY NIGHT EXCEPT FOR SUNDAYS, AND OUR BOARD, OUR STAFF WAS OUT, OUR EXECUTIVE TEAM WAS OUT, OUR PRINCIPLES WERE OUT.
FOLKS WERE OUT SUPPORTING OUR STUDENTS, WHICH WAS GREAT AND IT'S CERTAINLY APPRECIATED AND NOT TAKEN FOR GRANTED.
MY REPORT'S GOING TO ECHO THE SAME SENTIMENT THAT YOU'VE HEARD FROM BOARD MEMBERS.
REALLY, GRADUATION IS THE HIGHLIGHT OF EVERYTHING THAT WE DO AND THE CULMINATION OF EVERYTHING THAT WE DO FROM OUR BIRTH PROGRAMS, OUR PRE-K PROGRAMS, ALL THE WAY THROUGH 12TH GRADE YEAR.
IT REALLY IS AN AWESOME EVENT AND I AGREE WITH MRS. DIGIACOMO, US GETTING TO EXPERIENCE THAT WITH KIDS REALLY IS A TREASURER AND BEING THERE AS PART OF THAT END OF SOMETHING THAT ALSO ACCOMMODATES SO MANY YEARS OF HARD WORK.
BUT IT WAS A GREAT EVENT. I WANT TO THANK MRS. DIGIACOMO AND MR. NEWCOMB FOR THEIR COMMENTS AT GRADUATION TO THE GRADUATES.
THANK THE PRINCIPLES FOR PUTTING ON AN OUTSTANDING CEREMONY, IT WAS GREAT.
MR. SPIKER, NEXT YEAR YOU CAN TRY TO ADJUST THE WEATHER A LITTLE BIT, IT WAS A LITTLE HOT.
HOT OUT THERE IN THE POLYESTER BUT IT ACTUALLY WAS BEAUTIFUL.
YOU GUYS DID A FANTASTIC JOB OF TRANSFORMING THE STADIUM AREA AND DR. VAUGHN AND BOSCH, THE KERNEL EVENT WAS JUST SO CLASSY AND WONDERFUL AND REALLY CAPTURED THE SMALL COMMUNITY FEEL IN THE EVENT, WHICH WAS GREAT.
WE DID HAVE 243 GRADUATES, NORTH CAROLINE HIGH SCHOOL, 170 COLONEL HIGH.
TO PUT THAT IN AND COMPLETE AND A LITTLE BIT SMALLER PICTURE, 350 KIDS GRADUATED AND WE TALKED ABOUT SENIOR AWARDS NIGHT.
BETWEEN THOSE 350 KIDS, THEY RECEIVED OVER A MILLION DOLLARS IN SCHOLARSHIPS.
BETWEEN THE TWO NIGHTS THAT WE HAD, OVER A MILLION DOLLARS OF LARGELY COMMUNITY-BASED SCHOLARSHIPS, THAT DOES NOT INCLUDE SCHOLARSHIPS THEY RECEIVED FROM THE SCHOOLS WHERE THEY'RE GOING.
SAY, THEY'RE GOING TO UNIVERSITY OF MARYLAND AND THEY GET A BIG PACKAGE THERE THAT'S NOT DISCUSSED THAT NIGHT.
LITERALLY, LOCAL FOLKS CONTRIBUTING OVER A MILLION DOLLARS, WHICH IS INCREDIBLE IN AND AMONGST ITSELF IN CAROLINE COUNTY AND OUR 350 KIDS PULLED IN OVER A MILLION DOLLARS TO GO TOWARDS THEIR THEIR EDUCATION, WHICH IS FANTASTIC.
HATS OFF TO THE KIDS FOR EVERYTHING THEY'VE DONE AND SCHOOL COUNSELORS FOR HELPING SUPPORT THAT EFFORT AND ANYBODY ELSE WHO HAD BEEN PART OF IT.
GRADUATION TRULY IS SPECIAL, IT'S THE ONE THING I ENJOY GOING TO, I DEFINITELY ENJOY GOING.
[00:20:01]
IT NEVER GETS OLD. IT'S JUST NEAT TO SEE THAT AND BE PART OF THAT EXPERIENCE. THANK YOU.BECAUSE WE REALLY BOOST THE HIGH SCHOOLS FOR THE GRADUATIONS AND THEY WERE ABSOLUTELY WONDERFUL BUT IT WAS JUST GREAT TO SEE THE SUPPORT OF THE MIDDLE AND HIGH SCHOOL ADMINISTRATORS BECAUSE WE KNOW THAT WITHOUT PRE-K AND KINDERGARTEN AND ALL, THEY WOULDN'T HAVE REACHED THAT GOAL.
WE'RE JUST GRATEFUL FOR ALL OF YOU FOR YOUR SUPPORT.
>> JUST TO COMMENT ABOUT THE GRADUATIONS.
I KNOW I'VE SAID IT TO OTHER BOARD MEMBERS THAT THE BEHAVIOR OF THE STUDENTS WAS JUST TERRIFIC.
YOU DON'T WANT TO TAKE THAT FOR GRANTED BECAUSE IT ONLY TAKES ONE STUDENT TO DO SOMETHING EMBARRASSING AND THAT'S HAPPENED OTHER YEARS.
NOT THIS GROUP, NOT EITHER SCHOOL.
THE KIDS WHO WERE SUPPOSED TO BE THE LEADERS SHOWED THAT LEADERSHIP.
THE KIDS THAT WEREN'T EVEN NECESSARILY SUPPOSED TO BE THE LEADERS STEPPED UP AND SHOWED LEADERSHIP, ALL OF THEM.
IN NORTH HIGH, THERE WERE PATIENT WITH THE HEAT AND JUST FIRST-CLASS AND AT COLONEL, MAYBE THEIR PATIENCE WAS A TECHNICAL PROBLEM THAT I THINK MIGHT HAVE BEEN CAUSED BY THE THUNDERSTORM, I DON'T KNOW.
BUT JUST THE WAY THEY CONDUCTED THEMSELVES, SURE YOU CAN GIVE CREDIT TO THE PRINCIPALS, TO THE STAFF AND SO ON, BUT AT THE END OF THE DAY, ALL THE STAFF CAN DO IS PUT THE KIDS IN A POSITION TO SUCCEED AND DO THE RIGHT THING AND THEY DID THE RIGHT THING.
REALLY, A SOURCE OF PRIDE TO SEE HOW THEY CONDUCTED THEMSELVES.
I JUST WANTED TO GIVE THAT SHOUT OUT TO THEM.
>> ALL RIGHT. NEXT UP IS DIRECTOR'S SPOTLIGHT.
>> I THINK THIS IS ONLY OUR SECOND TIME HAVING TO COME FORWARD TO THE PARTY.
GOOD EVENING PRESIDENT NEWCOMB, DR. SIMMONS, MEMBERS OF THE BOARD.
AS WE WIND DOWN THIS SCHOOL YEAR, WE WILL BE LOOKING AT END OF YEAR DATA AND LOOKING FOR OUR NEXT STEPS AS WE MOVE THROUGH INTO NEXT SCHOOL YEAR.
YOU SEE IN FRONT OF YOU HERE THIS SUMMER, ALL AREAS SCIENCE, FINE ARTS, LANGUAGE ARTS, SOCIAL STUDIES, AND MATH, I WILL SPEAK TO IN A SECOND.
BUT YOU SEE NUMEROUS DATES HERE WHERE TEACHERS AND STAFF WILL BE COMING TOGETHER TO WORK ON WRITING LESSONS, REVISING OUR SCOPE AND SEQUENCES, OFFERING PROFESSIONAL DEVELOPMENT ON NEW CURRICULUM, SO A LOT HAPPENING OVER THE SUMMER.
SOCIAL STUDIES WILL BE WORKING THROUGHOUT THE SUMMER AS NEEDED AS WELL.
IT'S JUST NOT SET DATES, SO HARD TO SHOW HERE, BUT THEY WILL BE WORKING ON CURRICULUM DEVELOPMENT AS WELL.
MATH IS CURRENTLY WORKING ON SCHEDULING DATES THAT WILL BE AVAILABLE TO TEACHERS BEFORE THEY GET OUT NEXT FRIDAY. THANK YOU.
>> LOOKS LIKE YOU'RE BUSY ALL SUMMER.
>> YOU KNOW, I'M GOING TO ADD TO THIS.
>> GOOD EVENING, PRESIDENT NEWCOMB, MEMBERS OF THE BOARD, DR. SIMMONS.
TO PICK YOU BACK ON MRS. MCCORMICK'S PROFESSIONAL DEVELOPMENT SPECIAL PROGRAMS AND STUDENT SERVICES IS GOING TO BE DOING THE SAME THING.
WE HAVE AN ARRAY OF PROFESSIONAL DEVELOPMENT THAT WE'RE GOING TO OFFER FROM EARLY JULY ALL THE WAY THROUGH AUGUST.
YOU CAN SEE THE FIRST TWO ARE GOING TO BE COMING OUT OF STUDENTS SERVICES, WHERE WE'RE GOING TO CONTINUE OUR YOUTH MENTAL HEALTH FIRST AID AND ALSO OUR ACES TRAINING AND BOTH OF THOSE WILL BE OFFERED TO ANY STAFF MEMBER THAT WOULD LIKE TO PARTICIPATE.
THEN WE MOVE INTO SPECIAL EDUCATION, AND THEN ALSO READING INTERVENTIONS, AND THEN OUR YOUNGEST POPULATION WHICH WOULD BE PRE-K AND WE'LL BE DOING OUR KINDERGARTEN READINESS ASSESSMENT REFRESHER.
>> GENERALLY, IT LOOKS LIKE A FULL SUMMER.
I NEED MY SUMMER TO SLOW DOWN.
GOOD EVENING PRESIDENT NEWCOMB, MEMBERS OF THE BOARD AND DR. SIMMONS.
OPERATION'S GOING TO HAVE A VERY BUSY SUMMER AGAIN.
AS I REVIEWED THIS LIST EARLIER TODAY, I REALIZED THAT MAN WE ARE DOING A LOT OF FLOORING PROJECTS.
I'M NOT GOING TO READ EVERYTHING LINE FOR LINE BECAUSE IT'S EXHAUSTING.
BUT I'M GOING TO HIGHLIGHT A COUPLE OF THINGS FROM EACH SCHOOL THAT WE'RE LOOKING TO DO.
SOME OF THESE PROJECTS HAVE ALREADY STARTED IN AUGUST A WEEK AGO, SOME ARE ALREADY COMPLETED AND SOME WILL NOT START UNTIL JULY OR AUGUST.
AT THE ES WE'RE LOOKING AT REDOING AND REPAIRING THE OUTSIDE PLAYGROUND AND CANOPY THAT GOT DAMAGED DURING THE JANUARY SECOND WINTER STORM.
WE HAVE NOT BEEN ABLE TO WORK ON THAT JUST BECAUSE WE NEED TO GET SOME HEAVY CORN BACK THERE AND THERE'S KIDS AROUND.
WE'RE GOING TO WAIT UNTIL THE DAY AFTER SCHOOL IS OUT AND START WORKING ON THAT.
[00:25:01]
THEY'RE ALSO GOING TO RECEIVE LVT AND CARPET SQUARES IN 26 ROOMS. A GOOD PORTION OF THE MEDIA CENTER ALREADY HAS BEEN COMPLETE, BUT I THINK TONIGHT THEY DO COMPLETE THAT PROJECT.WE'RE JUST FINISHING UP THE FINAL PUNCH LIST AND OUR NEXT BIG THING IS WE'RE GOING TO TRY AND FINISH JUNIOR CENTER.
I'M STILL ON DATE FOR AUGUST 15TH.
PRESTON ELEMENTARY, VERY LIMITED STUFF THERE THAT ARE REALLY IN GOOD SHAPE.
WE'RE LOOKING AT SOME SIDEWALK REPAIRS, WE'RE GOING TO PUT SOME BOTTLES STATIONS AND DO SOME TOUCH-UP PAINTING.
ORIGINALLY WE'RE LOOKING AT WE'VE GOT A COUPLE OF PORTABLE CLASSROOM PROBLEMS THAT WE NEED TO FIX AND RESOLVE.
WE'RE WORKING WITH ETHICS FOR MORE FLOORING AND THE THREADS AND THE RAMPS.
AGAIN, CARPETS, INSTALLING THE MEDIA CENTER.
THAT SHOULD BEGIN PROBABLY I THINK NEXT WEEK.
FEDERALSBURG, WE'RE LOOKING AT AGAIN DOING LVT CARPET INSTALLATION AT 23 ROOMS THERE.
WE'RE GOING TO DO SOME LOWER CEILING INSTALLATION OF PIPES, WHERE WE'VE HAD CONTINUOUS PIPE GROUPINGS.
WE'RE LOOKING AT THE CADAVER PROJECT ANOTHER WAY HERE PRETTY QUICKLY.
WE'RE ALSO LOOKING TO REPLACE THE UPSTAIRS BLINDS AND REPLACE THEM WITH TINTED WINDOWS.
WE CUT BACK ON THE SOLAR LOAD COMING DOWN.
KERNEL MIDDLE, WE'RE LOOKING TO DO THE GYM FLOOR IF WE HAVE THE NEXT FOUR SCHOOLS OR THREE SCHOOLS ARE GYM FLOOR ISSUES, WE GOT SOME DAMAGE THAT WE'VE EXPERIENCED FROM COVID.
WE HAD TO TURN TO THE GYMS IN THE CLASSROOMS AND PUT TAPE DOWN.
YOU PUT TAPE DOWN AND JUMP FOR ABOUT TWO DAYS.
BUT THERE WAS NINE MONTHS AND SO WE WENT TO PULL IT UP OR PUT A HUGE JUMPS OF PROTECTIVE COATING ON THE GYM FLOORS.
WHEN DO YOU GET THAT TAKEN CARE OF? LMS LOCKMAN THAT GYM FLOOR IS THE WORST OF ALL THREE, AND THAT WOULD DEFINITELY BE DONE FIRST.
WE'RE LOOKING TO GET THE PORTABLES OFF THE PROPERTY FINALLY.
THEY'VE BEEN OUT THERE FOR A COUPLE OF YEARS NOW I GUESS.
CORONAL RICHLAND HIGH SCHOOL, AGAIN TO GYM FLOOR.
WE'RE LOOKING TO GET THAT REFINISHED.
THE KERNEL NORTH AGAIN THE GYM FLOOR THERE IS GETTING REDONE.
WE'VE GOT I BELIEVE MR. MORTON TOLD ME TODAY THAT THE HIGH SCHOOL IS DONE WITH ALL THE LBT IN A CARPET SQUARES.
THEY'VE BEEN ABLE TO GET IN THERE EARLY.
TAKE ADVANTAGE OF THE EVENING, TAKE ADVANTAGE OF THE WEEKENDS, AND GET THESE PROJECTS DONE WHEN THERE'S NOBODY AROUND.
WE'RE GOING TO DO A PORTABLE CCTC AND PULL THAT FLOOR OPEN AND PUT LVT DOWN HERE TOO.
IF YOU GET A CHANCE IN YOUR TRAVELS, SOME OF THESE SCHOOLS ALREADY HAVE THEIR.
I WAS AT THE HIGH SCHOOL TODAY AND I SAW ONE COMPUTER LAB IT LOOKED PRETTY GOOD. I WAS LIKE, WOW.
THAT CAME UP FAST, THAT CAME UP GOOD.
IT'S MADE BUSY SUMMER AND THIS IS REALLY ONLY ONE OF FIVE LISTS I'M WORKING OFF OF.
IN SEPTEMBER, I'LL GIVE YOU A ROLL-UP OF EVERYTHING WE GOT DONE. THANK YOU.
>> THE PORTABLES AT LOCKMAN AND YOU SAID THAT INITIATES JUNE 20TH.
WHEN DO YOU THINK THAT WILL BE COMPLETED?
>> WELL THE PICKUP WINDOWS FROM JUNE 20TH TO JULY 11TH.
>> WE'RE LOOKING TO HAVE THEM PICKUP AND REMOVED AFTER 11PM TONIGHT. YEAH.
>> I'M SURE THEY'LL BE MISSED.
>> [OVERLAPPING] LET ME KNOW THAT.
>> I KNOW THE NEIGHBORS ARE LOOKING FORWARD TO IT.
>> YEAH. THANK YOU. MR. GROVES LARGE EYES NOTED ON THAT ONE.
>> GOOD STUFF. A LOT OF WORK ON THEM ON THIS SUMMER..
>> ALL RIGHT. MOVING ON, WE'RE UP TO THE FINANCE REPORT. MRS. MCCORMICK.
>> GOOD EVENING, PRESIDENT NEWCOMB, DR. SIMMONS, MEMBERS OF THE BOARD.
YOU HAVE BEFORE YOU THE FINANCE REPORT FOR THE PERIOD ENDING MAY 31ST.
WE'RE 11 MONTHS INTO THE FISCAL YEAR AND WE SPENT APPROXIMATELY 93 PERCENT OF OUR BUDGET.
WE ARE APPROACHING THE END OF THE FISCAL YEAR.
AS YOU WILL SEE, THERE ARE A FEW MORE AVERAGES AND THERE HAVE BEEN IN PRIOR MONTHS ESPECIALLY IN THE AREA OF FUEL AND ELECTRICITY.
GAS PRICES, EVERY TIME WE GET THE GAS BILL IS GOING UP AND UP.
BUT ANYWAY, OVERALL, WE'RE IN GOOD SHAPE FROM A FISCAL STANDPOINT AND WE HAVE BEEN LUCKY THIS YEAR BECAUSE WE'VE BEEN ABLE TO REDIRECT SOME OF OUR INSTRUCTIONAL AND TECHNOLOGY RELATED PURCHASES TO COVID GRANTS THAT WE HAVE RECEIVED.
OUR CARES GRANT ARE AMERICAN RESCUE PLAN, ASOR FUNDING.
WE ALSO RECEIVED A REOPENING GRANT.
THIS HAS FREED UP SOME MONEY IN OUR GENERAL OPERATING BUDGET AND I WILL BE COMING TO YOU LATER THIS EVENING BECAUSE BASED ON MY ANALYSIS AND PROJECTIONS, WE HAVE SOME YEAR-END MONEY.
LATER THIS EVENING, WE WILL BE GOING THROUGH THE LIST OF REQUESTED FISCAL YEAR-END PURCHASES.
>> MOVING ON TO THE CONSENT AGENDA, BOARD MEMBERS,
[3. Consent Agenda]

>> SNUCK UP ON ME. GOOD EVENING, PRESIDENT NEWCOMB, MEMBERS OF THE BOARD, DR. SIMMONS.
I'M HERE FOR THIS EVENING TO PRESENT THE PERSONNEL AGENDA FOR YOUR CONSIDERATION AND CONSENT, AND THAT IS VERY TINY FOR ME TO READ, BUT IT IS FIVE LEAVES OF ABSENCE, ONE SICK LEAVE WAIVER, FOUR RESIGNATIONS, AND THREE TEACHERS TO REGULAR CONTRACT.
>> THANK YOU. YOU'RE COMING TO THE END OF THE YEAR AND GETTING TEACHERS ON BOARD FOR NEXT YEAR, RIGHT?
>> BOARD MEMBERS. WITH THAT WE HAVE TWO SETS OF MINUTES FROM THE MAY 4TH MEETING OR MAY 17TH MEETING, IF THERE'S NO CORRECTIONS OR ADDITIONS DO I HAVE A MOTION TO ACCEPT THE CONSENT AGENDA?
>> SECOND BY MR. BARTON. ALL THOSE IN FAVOR.

>> SHE WAS WONDERING IF THERE WAS SOMETHING I DIDN'T KNOW BUT THANK YOU VERY MUCH.
>> GOOD EVENING MEMBERS OF THE BOARD PRESIDENT NEWCOMB AND DR. SIMMONS.
I COME BEFORE YOU TONIGHT TO REQUEST THE CURRICULUM ADOPTION OF AN ELEMENTARY ELA GRADES K-2 CURRICULUM.
IT IS MY RECOMMENDATION THAT THE CAROLINE COUNTY BOARD OF EDUCATION APPROVE THE FOLLOWING ANTHOLOGY PRINT AND DIGITAL TECH SERIES FOR CURRICULAR RESOURCES FOR K -2 ENGLISH LANGUAGE ARTS.
THAT'S WONDERS 2023 FOR GRADES K. IT WAS RELEASED IN SEPTEMBER OF 2021.
ALSO THE SAME WONDERS 2023 FOR GRADE 1 AND WONDERS 2023 FOR GRADE 2.
THIS CURRICULUM ALIGNS WITH THE MARYLAND COLLEGE AND CAREER READY STANDARDS FOR ENGLISH LANGUAGE ARTS AND THEY ARE KEY PART OF A COMPREHENSIVE LITERACY PROGRAM.
THE SERIES INCLUDES SIGNIFICANT PRINT AND DIGITAL LITERACY COMPONENTS SUCH AS HIGH INTERESTS, AUTHENTIC TEXTS THAT ARE BOTH ON AND ABOVE GRADE LEVEL.
IT ALSO INCLUDES DAILY OPPORTUNITIES FOR WRITING AND RESPONSE TO TEST AND ONLINE LESSON PLANNING PLATFORM FOR TEACHERS, SPEAKING AND LISTENING ACTIVITIES, SOCIAL-EMOTIONAL LEARNING OR SEL INSTRUCTIONAL VIDEOS AND LESSONS AS WELL AS A VARIETY OF INSTRUCTIONAL SUPPORTS AND SCAFFOLDS FOR SPECIAL POPULATIONS.
WONDERS 2023 ALSO INCLUDES BOTH END OF UNIT AND BY WEEKLY PROGRESS MONITORING ASSESSMENTS TO CHECK FOR STUDENT UNDERSTANDING.
IN ADDITION TO THE ONLINE PLATFORM FOR TEACHERS THIS SERIES INCLUDES A ROBUST AND ENGAGING ONLINE STUDENT WEBSITE TO ACCESS ADDITIONAL CONTENT MATERIALS AND STUDENTS SUPPORTS TO MEET A RANGE OF NEEDS.
WONDERS 2023 IS ALSO A FISCALLY RESPONSIBLE DECISION AS ALL CONSUMABLE MATERIALS AND DIGITAL SUBSCRIPTIONS ARE PROVIDED FOR A TERM OF SIX YEARS WITHOUT ADDITIONAL EXPENSE TO CAROLINE COUNTY PUBLIC SCHOOLS.
THIS ANTHOLOGY SERIES WONDERS 2023 GRADES K-2 WILL SERVE AS A CRITICAL RESOURCE FOR BOTH TEACHERS AND STUDENTS IN KINDERGARTEN, FIRST, AND SECOND GRADES FOR YEARS TO COME.
WE HAD OVER 20 TEACHERS ON THE CURRICULUM REVIEW COMMITTEE, A VARIETY OF GENERAL EDUCATION AND TEACHERS HAVE SPECIAL POPULATIONS SUCH AS EL AND SPECIAL EDUCATION, AS WELL AS THE SUPERVISORS OF SPECIAL EDUCATION, ENGLISH LANGUAGE LEARNERS, AND ALL OF OUR READING RESOURCE TEACHERS.
ARE THERE ANY QUESTIONS THAT I CAN ANSWER?
>> MS. ALLIS I JUST WANT TO SAY BEFORE ANY QUESTIONS I WANT TO COMMEND THE EFFORT.
THE DEPTH THAT YOU AND THE GROUP WENT THROUGH TO PILOT THIS AND ANOTHER CURRICULUM AS WELL AS TO REALLY GET STAKEHOLDER INPUT, TO REALLY TEST IT BECAUSE ALLOCATION TO HAVE FINANCIAL RESOURCES FOR
[00:45:03]
OUR DISTRICT OF OUR SIZE AND YES WE'RE USING FEDERAL MONEY WHICH IS GREAT BUT AGAIN, WE'VE GOT TO BE VERY GOOD STEWARDS AND WE REALLY ROAD-TESTED THIS THROUGH AND THROUGH.I HAD THE ABILITY TO SEE SOME IMPLEMENTATION.
AND AGAIN YOU GUYS DID A GREAT JOB OF GETTING FEEDBACK FROM EVERYBODY TO REALLY MAKE SURE IT'S THE BEST FIT FOR US AND IT MATCHES IF YOU GUYS REMEMBER THE PRESENTATION THAT MS. ALLIS FISCHER DID BACK IN OCTOBER AROUND THE SCIENCE OF READING IT MATCHES VERY CLOSELY WITH BASICALLY AT ALL THE BRAIN RESEARCH ON HOW FOLKS READ AND IS VERY WELL DONE. SO THANK YOU.
>> THANK YOU VERY MUCH. YES 100 PERCENT OF THE TEACHERS THAT PILOTED THIS RECOMMENDED IT WITHOUT RESERVATION.
OUR OTHER OPTION HAD A RECOMMENDATION RATE OF 33 PERCENT AND THAT WAS WITH RESERVATION.
SO I THINK THE RESOUNDING YES BY OUR TEACHER SPEAKS VOLUMES.
>> YES I WAS JUST SPEAKING TO THE EDUCATORS ON IT.
>> PROBABLY NEXT STEP THREE WAS LIKE.
>> HOW DO YOU ARGUE WITH THAT.
>> THAT WAS MY HOPE [LAUGHTER].
>> BUT IT ALSO I THINK IN PREVIOUS RECALL, WE HAVEN'T HAD A LIST OF THAT COMPLETE CURRICULUM ADOPTION.
>> YEAH, THAT IS GOOD AND IT SOUNDS LIKE A BUTTON.
>> AND YOU HIT ALL THE SCHOOLS.
>> BOARD MEMBERS, ANY FURTHER QUESTIONS? HEARING NONE, DO WE HAVE A MOTION TO ACCEPT THE RECOMMENDATION TO SUPPORT THIS CURRICULUM ADOPTION?
>>MOTION BY MS. LAYMAN, SECONDED BY MR. BARTON. ALL THOSE IN FAVOR.
>> THANK YOU FOR YOUR TIME YOU PUT INTO IT.
NEXT, WE HAVE SOME MORE ADDITION INTERESTING READING [LAUGHTER] THE FACILITIES MASTER PLAN.
>> YEAH. WOW, YOU HAVE A 100-PAGE PLUS DOCUMENT IN FRONT OF YOU.
GOOD EVENING ONCE AGAIN, AND I HOPE YOU'VE HAD A CHANCE TO READ THAT.
I GAVE YOU LITTLE MORE TIME THIS TIME AROUND THAN I DID THE CIP LAST FALL AND HE HAD LIKE TWO DAYS.
I STAND BEFORE YOU TO PRESENT, TO DISCUSS AND SEEK APPROVAL OF 2022 EDUCATIONAL FACILITIES MASTER PLAN.
THIS IS GOING TO BE A COMBINATION OF ACTION ITEM, THE PRESENTATION, AND I'LL REALLY TRY AND KEEP IT AS SHORT AS POSSIBLE.
BUT IT'S GOING TO BE A COMBINATION OF BOTH.
SO IT'S KNOWN AS THE EFMP AND IT PROVIDES A FOUNDATION FOR LONG-RANGE FACILITIES PLANNING.
IT EASES THE DEVELOPMENT OF THE ANNUAL CAPITAL IMPROVEMENT PROGRAM, THE CIP, WHICH I'LL COME TO YOU LATER IN THE FALL AND UPDATING THE BOARD ON THAT AS WE ADVANCE THROUGH THAT.
THE EFMP IS A REQUIRED DOCUMENT AT THE MARYLAND DEPARTMENT OF PLANNING.
IT IS CONSISTENT WITH THE ADOPTED CAROLINE COUNTY 2022 COMPREHENSIVE PLAN.
THERE'S THREE SYSTEMATIC FACTORS THAT ARE USED IN LONG-RANGE PLANNING AND THEY INCLUDE COMMUNITY ANALYSIS OF NEIGHBORHOODS, AVAILABLE HOUSING, POPULATION TRENDS AND SOME ASPECTS THAT MANY OF US DON'T CONSIDER LIKE WATER PLANS, SEWER PLANS, TRANSPORTATION PLANS, AND EMPLOYMENT PATTERNS.
THE SECOND SYSTEMATIC FACTORS IS A DETAILED DISCUSSION WITH THE INTER-AGENCY COMMISSION KNOWN AS THE IAC OF SCHOOL CONSTRUCTION AND THE MARYLAND DEPARTMENT OF PLANNING.
THOSE CONVERSATIONS WILL BE HELD IN REGARDS TO WHAT SCHOOL RATED CAPACITY MIGHT HAVE TO BE AT, THE SYSTEM-WIDE FACILITIES, INVENTORY OF BUILDING A PROPERTY LAYOUTS, SCHOOL UTILIZATION PERCENTAGES, AND THE DECISION ON FACULTY IMPROVEMENTS BASICALLY, IS THIS A PRIORITY OR IS THIS A NEED? SO REALLY COMES DOWN AFTER THAT IS BASICALLY THREE QUESTIONS.
DO WE BUILD, DO WE EXPAND OR DO WE DO NEITHER? THEN THE THIRD SYSTEMIC FACTOR IS THE IMPACT OF STUDENT ENROLLMENT FROM HISTORICAL SCHOOL SYSTEM ENROLLMENTS IN THE PAST, THE INFLUENCE OF PRIVATE OR HOMESCHOOLING, WHICH YOU'VE HAD A LITTLE EXPERIENCE WITH THAT IN THE PAST COUPLE OF YEARS WITH COVID, AND THEN THE ENROLLMENT PROJECTIONS.
THEN WE'LL TALK BRIEFLY ABOUT THAT TOWARDS THE END.
IN THE EFMP, YOU'VE PROBABLY NOTICED THAT SOME OF THE CHARTS AND GRAPHS, ONLY ONE OF THE 2010 AND THIS IS 2022.
SIMPLY PUT, WE HAVE NOT RECEIVED THE DATA YET FROM 2020 CENSUS.
ONCE WE GET THAT, HOPEFULLY WE'LL BE ABLE TO LOOK AT THAT BEFORE NEXT YEAR AND THOSE GRAPHS AND CHARTS WILL BE UPDATED.
I THINK YOU'LL SEE A HUGE CHANGE IN THE NUMBERS ONCE WE GET THAT DATA.
WHEN REVIEWING THE DATA FROM 2010, WE STILL SAW GROWTH IN THE CENTRAL PART OF THE COUNTY.
NORTH COUNTY SHOWED LIMITED GROWTH.
SOUTH COUNTY SHOWED FLAT AND VERY LITTLE GROWTH.
[00:50:01]
WE EXPECT THE 2020 DATA TO REFLECT A DIFFERENT STORY.WE EXPECT TO SEE INCREASED GROWTH SHIFTS TO NORTH COUNTY.
OBVIOUSLY, WE JUST PUT A STAR THERE.
BUT SOUTH AND CENTRAL PARTS OF THE COUNTY WILL HAVE EXPERIENCED FLATTENED MINIMAL GROWTH.
AS OF DECEMBER 2020 WE ONLY HAD THE UPDATED AGGREGATE CAROLINE COUNTY POPULATION OR JURISDICTION DATA FOR HISTORICAL PROJECTED CAROLINE COUNTY POPULATION.
[BACKGROUND] I JUST SAW THAT WASHINGTON.
THEY GIVE YOU THOSE IN FIVE-YEAR BLOCKS.
I'M ONLY GOING TO LOOK AT 50-YEAR PERIOD FOR FIVE-YEAR BLOCKS FROM 2020 TO 2035 TO GIVE YOU AN IDEA OF WHERE WE'RE AT NOW AND WHERE THE COUNTY BELIEVES THE POPULATION GROWTH IS GOING TO GO.
FROM 2020 - 2025, THEY'RE PROJECTING 1.1 PERCENT GROWTH, 2025 - 2030, THEY'RE LOOKING A LITTLE BIT HIGHER, BUT NOT MUCH, 1.18 PERCENT GROWTH.
2030- 2035 ALMOST MIRRORS THE PREVIOUS AT 1.19 PERCENT GROWTH.
THEY'RE SLOW GROWTH RATES WHEN YOU THINK ABOUT IT.
HOWEVER, I'M GOING TO NOTE TO YOU GUYS TO THE BOARD THAT CAROLINE COUNTY HAD THE HIGHEST PROJECTED GROWTH RATES WITHIN THE UPPER EASTERN SHORT COUNTY REGION, WHICH INCLUDES CAROLINE, CECIL, TALBOT, QUEEN ANNE'S AND KENT.
THAT PERCENTAGE MIGHT BE SOMETHING TO WATCH GOING FORWARD A LITTLE BIT.
I WAS A LITTLE SURPRISED TO SEE THE GROWTH RATES SO LOW ON THOSE COUNTIES.
>> HOW DO YOU DETERMINE THE GROWTH RATE TEN YEARS FROM NOW?
>> AS I WILL GO INTO IT, THE STUDENT ENROLLMENTS, IT'S VERY SIMILAR.
IT IS INCREDIBLE MATRICES THAT ARE BUILT-IN PROGRAMMING.
THEY TAKE DIFFERENT NUMBERS FROM HERE AND OTHERS FROM THERE, BRING THEM TOGETHER, IT HASHED OUT ANOTHER PERCENTAGE.
THEY PUT THAT TO A FORMULA AND THEN EVERYTHING SELF POPULATES.
>> IF YOU TRY TO LOOK AT BIRTH RATES, DEATH RATES, TRANS RATES, AVAILABLE HOUSING RATES AND CAROLINE INTERESTING PERSPECTIVE FROM THE TIME I COULDN'T SAY NO AND IT UP FROM THE PLANNING COMMISSION.
THE PLANNING AND ZONING CODES IN THIS COUNTY ARE VERY TIGHT, DIRECTING GROWTH TO CERTAIN AREAS.
WHAT'S AVAILABLE HOUSING, WHAT'S AVAILABLE, BUILD UPON AND PUT THAT INTO A BIG, MASSIVE FORMULA TO TRY TO PROVE IT.
BUT I THINK IT'S SHOT IN THE DARK.
BECAUSE IF SOMETHING CHANGES IN THE LANDSCAPE WITH THE PLANNING, PLANNING CODES AND COUNTING ALL OF A SUDDEN THE ALLOW GROWTH AT A HIGHER RATE OR OUTSIDE OF THE RECEIVING AREAS OF WIDTH SET UP NOW OR OUTSIDE OF THE TOWN AREAS THAN ALL ALL BETS ARE OFF IN AVERAGE AGE.
>> OKAY. I'M GOING TRANSITION A LITTLE BIT NOW INTO THE ENROLLMENT PROJECTIONS PORTION OF THIS.
BECAUSE YOU CAN'T COMPLETE THE EFMP WITHOUT THE ENROLLMENT PROJECTIONS.
IT'S A VERY IMPORTANT PART OF THE WHOLE PROCESS.
ANNUALLY, THE COUNTYWIDE ENROLLMENT PROJECTS OR PROJECTIONS CALCULATION IS REQUIRED TO BE PREPARED BY THE MARYLAND DEPARTMENT OF PLANNING, KNOWN AS MDP.
THEN IT MUST BE APPROVED BY THE BOARD OF EDUCATION AND THEN THAT'S BEFORE WHICH SENT BACK TO MDP FOR FINAL APPROVAL.
THEY PROVIDE 10 YEARS OF FUTURE ENROLLMENT PROJECTIONS BASED ON STATE WIDE DATA AND DEMOGRAPHICS AVAILABLE TO THEM.
THE LEA, WHICH IN OUR CASE CASES CAROLINE COUNTY PUBLIC SCHOOLS, MUST VERIFY THAT OUR BASELINE ENROLLMENT PROJECTION NUMBERS ARE WITHIN 5 PERCENT OF THE NDP.
THESE CALCULATIONS ARE VERY METICULOUS.
THEY'RE VERY COMPREHENSIVE, VERY DETAILED.
THIS IS ACCOMPLISHED BY USING COMBINATION OF ABOUT SEVEN PAGES WITH THE CHARTS AND GRAPHS AND PERCENTAGES THAT EXTEND OUT FIVE DECIMAL PLACES, WHICH I THINK IS WHAT, A 100,000, IT'S VERY INTERESTING.
THEN THEY ENTER THOSE INTO MULTIPLE SHEETS ARE FILLED WITH EXCEL FORMULAS AND WHILE OUT WE HAVE A PERCENTAGE.
I'M REALLY HAPPY TO REPORT TO YOU IS THAT CAROLINE COUNTY PUBLIC SCHOOLS ENROLLMENT NUMBERS ARE CALCULATED WITHIN THE RANGE OF NEGATIVE 1.2 PERCENT TO 1.2PERCENT.
WE ARE WELL WITHIN AN UNDERNEATH THE 5 PERCENT FROM THE NDP.
>> I HAVE A QUESTION CONCERNING THE ENROLLMENT. IF YOU CAN EXPLAIN IT.
>> ON PAGE 12, OF THIS DOCUMENT, [NOISE] IT SAYS FOR THE 2021/'22 SCHOOL YEAR THAT GREENSBORO AND LOCKERMAN HAD ENROLLMENT CURRENTLY OR PROJECTED IN THE NEAR FUTURE TO BE MORE THAN 95 PERCENT OF THE STATE RATED CAPACITY.
CAN YOU TALK ABOUT THAT BECAUSE I KNOW GREENSBORO HAS A NEW BUILDING AND HOPEFULLY WILL ACCOMMODATE, BUT LOCKERMAN REALLY IS.
>> I'M GOING TO SCRAPE INTO THAT A LITTLE BIT LATER.
[00:55:01]
WHAT YOU'RE LEARNING FROM THESE ENROLLMENT PROJECTIONS.BUT BASICALLY, THERE ARE LARGE GROUPS OF CERTAIN AGE STUDENTS GOING THROUGH OUR SCHOOL SYSTEMS AT DIFFERENT TIMES.
LOCKERMAN HAS THEIR LARGE GROUP.
RIGHT NOW, THEIR 8TH GRADE CLASS MOVES ON, THEN THAT HOLE, WE CALL IT THE BULGE, SHIFTS TO NORTH CAROLINE HIGH SCHOOL.
IT'S GOING TO GET CLOSE TO A 100 PERCENT, BUT I THINK IT'S SUPPOSED TO HIT A 100 PERCENT IN ONE YEAR, IN ABOUT FOUR YEARS, AND THEN IT'LL START DECREASING A LITTLE BIT.
>> THIS IDEA WHERE LOCKERMAN IS SEEING A BUBBLE AND THEN PROJECTION WISE SHOULD GO BACK DOWN A LITTLE, BUT GREENSBORO IS GOING TO HIT STATE RATED CAPACITY AND THEN COME BACK BELOW A LITTLE BIT.
IF MR. REUBEN WAS HERE AT THE TIME, WHEN YOU GET FUNDED FOR A PROJECT, YOU GET IT FUNDED BASED OFF OF THE CALCULATIONS AT THAT POINT IN TIME WHEN YOU'RE DOING THE FUNDING PROJECT.
BUT YOU GET FUNDED BASED OFF OF YOUR NUMBERS WHERE THEY ARE.
OR THEY CAN FORECAST IT TO THE BEST OF THEIR ABILITY AND IF YOUR AREA SEES GROWTH ABOVE THE TREND OR GROWTH ANY HIGHER THEN, IF YOU WANT TO BUILD BIGGER THAN WHAT THE STATE IS ALLOCATING THEIR FUNDING FOR YOU GOT TO PONY UP FROM THE LOCAL TO BUILD BIGGER THAN WHAT THE STATE RATED CAPACITY NUMBERS ARE AT THE TIME IN THEIR FUNDING FORMULAS.
WE BUILT IT TO WHAT WAS THE FUNDING FORMULA AT THE TIME.
IT'S SOMETHING WE HAVE TO CONTINUE TO KEEP AN EYE ON FOR CAPACITIES AT OUR SCHOOLS.
>> TAKING THAT ONE STEP FURTHER, NORTH CAROLINE, IS AT THE ROAD CLOSE TO THE OVERRIDE, BUT THEY'RE CROWDED.
THEN COLONEL, MUST HAVE [INAUDIBLE].
TAKING THEM TO PUT THEM THERE, AND THEY'VE GOT CLIFFS SIZES THIS BIG AND NORTH CAROLINE HAS THIS BIG.
I WOULD HATE TO RUIN THE ATMOSPHERE.
I REALLY TRULY WOULD, BUT IT'S NOT RIGHT.
>> FROM MR. MINGLES, WE'LL BE LOOKING AT ENROLLMENT CAPACITY HENCE LOOKING AT STAFFING CAPACITY.
WE LOOK AT STAFFING ALL THE TIME.
ONE OF THE PRIORITIES THAT THE BOARD WOULD NEED TO CONSIDER ABOUT STAFFING AT BOTH HIGH SCHOOLS IS DO WE WANT TO ENGAGE? WE WOULD NEED TO LOOK AT, IF WE'RE DECREASING THE NUMBER OF STAFF, SAY, ACKNOWLEDGES IN HIGH SCHOOL, HAVING SCHEDULED THAT BUILDING IN THE PAST.
IF WE WANT TO HAVE THE SAME OFFERINGS OF COURSES AT BOTH SCHOOLS, THERE'S NOT MUCH LOWER WE CAN GO STAFF-WISE TO OFFER THE SAME OFFERINGS OF IN-PERSON LEARNING FOR THE DEPTH OF THE COURSE CATALOG WE OFFER.
THE ONLY WAY TO DECREASE THAT WOULD BE TO REDUCE OFFERINGS IN ORDER TO TRANSITION STAFF IN ONE OF THE OTHER.
>> I'M NOT TALKING ABOUT LOWERING OR TAKING AWAY ANYTHING FROM COLONEL.
I'M MORE OR LESS TALKING ABOUT MOVING SOME OF NORTH CAROLINE TO COLONEL.
YOUR TALKING ABOUT [OVERLAPPING].
SOME PEOPLE FREAK OUT AT IT BUT IT'S THE REALITY.
MS. JACQUELINE, I APPRECIATE YOU BRINGING THAT UP AND THAT'S BEEN BROUGHT UP REGULARLY, I GUESS.
I'LL JUST SAY IN THE LAST 5-6 YEARS, IF NOT LONGER.
I THINK IT IS SOMETHING THAT MIGHT HAVE TO BE DISCUSSED AT SOME POINT.
PAGE 14 ON THE PDF AND SHOWS IT MOST CLEARLY AND MR. MANGO CAN SPEAK TO IT TOO, BECAUSE THE REALITY THOUGH IS TO MOVE THAT PINK LINE UP IS WHAT YOU'RE TALKING ABOUT, TO PUT MORE KIDS INTO COLONEL RICHARDSON HIGH SCHOOL, SCHOOL DISTRICT.
TO DO THAT IN THE FIRST INCH OR TWO OF THE PITCH CALL IT, THERE IS NOT A LOT OF POPULATION HERE.
WE HAVE DISCUSSED IT BECAUSE THAT'S ALL MORE RURAL CAROLINE COUNTY.
BASICALLY, YOU'LL BE PUTTING IT INTO DEBT, WHICH WOULD THEN BE TAKEN IN.
IT'S NOT THAT IT CAN'T BE DONE.
FROM A COMMUNITY, IT'S JUST A TOUGH DISCUSSION TO HAVE WHEN YOU HAVE DEBT IN ELEMENTARY SCHOOL STUDENTS.
THEY SAID THEY WANTED THE OTHER SIDE OF TOWN GOING 15 MINUTES SOUTH TO COLONEL.
BUT IF AND WHEN THE NUMBERS GET TOO SKEWED.
>> THEY'RE PRETTY SKEWED NOW. I KNOW IT'S THE CASE WITH EVERYBODY.
WHATEVER YOU WANT CALL IT, BUT THE NUMBER, THEY'RE SKEWED RIGHT NOW.
I THINK THAT AT SOME POINT YOU NEED TO SAY WHEN IS ENOUGH GOING TO BE ENOUGH AND WHEN ARE WE GOING TO AT LEAST TALK ABOUT IT.
BECAUSE THIS IS WHERE HERE THEY'VE GOT CLASSES 10 OR 12, SOMETIMES, AND THEN THEY GOT CLASSES 30-35.
>>I'M NOT PICKING ON YOU. I'M REALLY NOT.
>> YEAH, NO IT'S A BALANCING ACT.
>> THAT'S PART WITH THE BEAUTY OF YOUR SCHOOL IS.
[01:00:03]
IS IT IS SUCH A SMALL COMMUNITY.BUT IS IT FAIR TO NORTH CAROLINE BECAUSE [NOISE].
>> WE WILL PAY AND THAT'S A GOOD QUESTION.
BUT THE POINT IS THAT WE'RE ON PAGE 12.
IT'S POINTED OUT SPECIFICALLY, GREENSBORO AND LOCKERMAN ARE AT 95 PERCENT OR MORE.
>> HERE'S PROBABLY ON A PAGE ON HERE SOMEWHERE, NORTH CAROLINE IS LESS THAN 95.
I KNOW COLONEL IS UNDER-POPULATED. THAT'S DEFINITELY.
BUT THERE'S PROBABLY A PAGE ON HERE.
>> NORTH CAROLINE IS LESS THAN 95 PERCENT CAPACITY.
>> WE HAVE IT IN HERE. I'M LOOKING AT IT.
>> NORTH CAROLINE HIGH SCHOOL RIGHT NOW IS 93 PERCENT.
NOW AS THEY GET THEIR BUBBLE OF KIDS COMING IN, THEY'RE GOING TO HIT 99 IN 2024, BUT THEY'LL DROP TO 89 PERCENT CAPACITY IN 2028.
THEY'RE HITTING THAT LOCKERMAN BUBBLE THAT'S GOING TO BE THERE FOR A COUPLE OF YEARS AND THEN IT'S PROJECTED TO GO BACK DOWN. [OVERLAPPING]
>>THE SCARY THING IS, MR. JACK, I THINK YOUR ORIGINAL QUESTION ALLUDED TO AND AS THE WORLD CHANGES TOO, NOW, IT'S A PART OF THE NOT SILVER LINING.
WE'VE GOT MORE KIDS THAT HAVE THE ABILITY.
YOU DON'T HAVE TO SEND KIDS BACK AND FORTH TO DIFFERENT SCHOOLS IF YOU CAN DO SOMETHING ONLINE.
THERE'S COURSE OFFERINGS, DR. SIMMONS MENTIONED.
IF THEY CAN SIT IN ONE SCHOOL AND NOT HAVE TO GO TO THE OTHER SCHOOL AND GET THE SAME TECHNOLOGY OF SAME SCHOOL, BUT WITH WORK FROM HOME, FROM COVID AND NOW WE HAVE AN UNDER-UTILIZED DEVELOPMENT AROUND REGIONALLY WITH FIBER OPTICS, I MEAN, ABRACADABRA, ALL THIS IS OUT THE WINDOW.
IF A LOT OF PEOPLE DECIDE, I CAN GET NEW JERSEYS, SALARIES, AND SIT IN RIDGELY, MARYLAND, AND WORK ONLINE, AND ALL OF THESE CALCULATIONS GET RIGHT OUT THE WINDOW.
>> I THOUGHT WE WERE MOVING AWAY FROM ONLINE PUBLIC SCHOOL.
>> MR. NEWTON, ARE YOU TALKING ABOUT BASICALLY AS FIBER MOVES INTO THE COUNTY [OVERLAPPING]
>> I THINK YOU'RE NOT GOING TO PUT JIMMY BACK IN THE BOX ON EDUCATION ONLINE.
MARYLAND MIGHT BE TRYING TO BE DOING IT IN DIFFERENT THINGS, BUT AGAIN, OTHER STATES HAVE BEEN DOING IT.
BEFORE I PUT A KID IN A CAR TO DRIVE THEM, OR A SCHOOL BUS TO DRIVE THEM IN 20 MINUTES, A DIESEL PRICE IS AT SIX DOLLARS A GALLON SO THEY CAN GET A HORSE OFFERING AT A DIFFERENT HIGH SCHOOL, WHY NOT SIT IN THE CLASSROOM YOU'RE AT BEHIND YOUR COMPUTER AND TAKE THAT COURSE OFFERING IS ONE POINT I WAS MAKING.
THE OTHER POINT I WAS MAKING IS I THINK ONLINE WORK IS STILL GOING TO IMPACT RURAL COMMUNITIES WITH GOOD INTERNET WITH LOW PROPERTY VALUES MORE THAN IT IS HIGH VALUE OR PROPERTY VALUES WITH THE SAME INTERNET CONNECTIVITY.
>> THAT GETS TO THE POINT THAT WE'RE WORKING ON PURVIEW HERE OFF 2010 NUMBERS.
CLOSE YOUR EYES AND THROW A DART [LAUGHTER] ON THE WALL.
WE DIDN'T GET TO REACH OUT 2020 NUMBERS. NOT YOUR FAULT.
ONCE THOSE NUMBERS COME, WE'LL BEGIN TO FEED SOME TRENDS, AND COVID AFFECTED SOME OF THESE THINGS WHEN I WANTED TO POINT IT OUT, MR. NEWTON, AND I'M SEEING THIS HAPPENING AT PEOPLE WHO LIVE IN THE METROPOLITAN AREAS, PICK THE METROPOLITAN TOWN OF YOUR CHOICE.
THEIR JOB NOW IS 100 PERCENT REMOTE.
THEY CAN LIVE ANYWHERE, AND WHY WOULDN'T [NOISE] YOU MOVE FOR THE PROPERTY VALUES WHICH ARE EASIER? FOR EXAMPLE, WASHINGTON DC, A VERY MODEST HOME IS GOING TO COST YOU A MILLION DOLLARS.
IN CAROLINE COUNTY, THAT HOME WILL COST 220.
IF YOUR JOB IS REMOTE, WHY WOULD YOU COME HERE? YOU COME HERE, NOW YOUR SCHOOL-AGED CHILDREN, THAT'S GOING TO AFFECT OUR ENROLLING.
WE HAVEN'T SEEN THAT HERE YET.
[OVERLAPPING] IN THE 2020 NUMBERS, AREN'T NECESSARILY GOING TO REFLECT THAT.
THIS IS REALLY, I WILL CALL IT A GUESS.
THEIR ENROLLMENT NUMBER IS THE BEST PROFESSIONAL ESTIMATE YOU CAN COME UP WITH IT.
BUT WORKING OFF 2010 NUMBERS, GOSH, THAT'S LIKE WALKING THROUGH A DARK ROOM WITH YOUR EYES COVERED. GOOD LUCK.
BUT THAT'S WHAT YOU'VE GOT TO WORK WITH AND YOU'VE GOT TO MAKE YOUR PLANS ON HOW YOU'RE GOING TO EVEN OPERATE BASED ON THAT.
I THINK THE COMMENTS ABOUT PERHAPS SHIFTING CHILDREN TO DIFFERENT SCHOOLS BASED ON SIZE AND ENROLLMENT THAT'S GOT A [NOISE] VALID POINT.
THAT'S GOT TO BE CONSIDERED AS WELL.
FIRST, WE HAVE TO SEE WHAT THE NUMBER REALLY ARE.
[01:05:01]
I THINK 2010 NUMBERS SERVE YOU VERY WELL.I APPRECIATE THE QUESTIONS. MR. MANGO.
>> TO FINISH UP, GREAT DISCUSSION.
WE HIT SOME OF MY FINALE SERIES.
WHAT DID WE LEARN? [LAUGHTER] WE LEARNED IN THE NEXT 10 YEARS, THE BASELINE ENROLLMENT PROJECTIONS, CCPS SHOULD SEE A PROJECTED STEADY INCREASE OF 250 PLUS KINDERGARTENS WITH K-5 ELEMENTARY SCHOOLS.
[LAUGHTER] THEY SHOULD SEE A PROJECTED DECREASE OF 100 PLUS SIXTH OR EIGHTH-GRADE MIDDLE SCHOOL STUDENTS BEFORE IT INCREASES AGAIN TO NEARLY 200 PLUS AT THE END OF THAT 10-YEAR PERIOD.
LIKE WE'RE JUST TALKING ABOUT THE HIGHEST WITH NORTH HIGH.
RIGHT NOW, THEY'RE AT VERY HIGH LEVELS.
WE'RE GOING TO SEE A PROJECTED INCREASE IN STUDENT POPULATION LEVELS AT THE HIGH SCHOOL FOR THE NEXT THREE YEARS.
THEN STUDENT POPULATIONS ARE PROJECTED TO DECREASE BY NEARLY 200 PLUS STUDENTS AND THEN REMAIN FLAT FOR THE FIVE YEARS.
THE BUBBLE IS GOING THROUGH THE HIGH SCHOOL NOW.
IT'S GOING TO DROP QUICKLY AND THAT'S BECAUSE THE PROJECTIONS, THEN IT'S GOING TO REMAIN FLAT AFTER THAT.
MR. SPIKER, IT MIGHT BE AROUND 1,100.
>> YEAH. THERE'S ANOTHER POINT THERE.
I DO WANT TO MAKE A NOTE THAT THE ENROLLMENT PROJECTIONS FROM MDP DOES NOT INCLUDE PRE-K ENROLLMENT, STRICTLY K-12.
I WOULDN'T BE SURPRISED TO SEE IF THERE'S GOING TO BE A SPIKE IN KINDERGARTEN ENROLLMENTS FOR THE NEXT THREE YEARS DUE TO COVID.
WE HAVE TO BRACE OURSELVES WITH THAT AS WELL.
>> THE GOOD NEWS AND BAD NEWS.
THE BAD NEWS, WE'VE LIVED THROUGH SOME FUNDING BASIS.
WE ARE BELOW WHERE WE WERE FROM PRE-COVID ENROLLMENTS. WE ARE BELOW.
FROM OUR COUNTY'S PERSPECTIVE, WE STILL HAVE SOME GROWTH WE CAN GET NOW.
WE COULD ALSO BRING KIDS BACK IN WHO LEFT FOR HOME-SCHOOL OR PRIVATE SCHOOLS.
THERE'S STILL AN OPPORTUNITY. THEY'RE STILL OUT THERE.
THEY COULD RECOVER SOME OF THOSE STUDENTS AND BRING THEM BACK INTO PUBLIC ED.
BUT WE ARE STILL DOWN 200 KIDS ROUGHLY FROM WHERE WE WERE PRE-COVID.
SO THERE'S SOME CUSHION WE CAN ABSORB IF IT'S IN THE RIGHT SPOTS.
NOW, IF MR. SPIKER HAS 60 KIDS SHELTON NORTH ISLAND ROLL NEXT YEAR THAT WE'RE NOT ANTICIPATING, IT MAKES IT TIGHT.
IT WOULD HAVE BEEN FOR MR. RHOE THIS YEAR IF YOU HAD THAT MANY SHELVES TO LOOK ON.
AGAIN, NOT TO BEAT A HORSE, BUT THE PLANNING COMPONENTS THAT EXIST IN THE COUNTY AND THE WAY THE COUNTY IS DESIGNED AND SET UP AND WITH THE AMOUNT OF LAND AND PRESERVATION, DEVELOPMENT REALLY IS TIED IN OUR COUNTY LARGELY TO THE INCORPORATED AREAS.
TOWNS OF [INAUDIBLE] GREEN ROCK, ROCK BY LAND AND ART PRESERVATION SO THEY CAN'T GROW ANYMORE.
[INAUDIBLE] WATER IS AT CAPACITY OR VERY CLOSE, SO THEY CAN'T GROW EVEN IF THEY HAD THE LAND TO GROW ON.
IT'S TAILORED REALLY TO DENTON.
ORIGINALLY IN SOME DEBRIS TARGETED TO CERTAIN SPECIFIC AREAS WHERE GROWTH COULD COME.
THE WAY CODE IS WRITTEN NOW, IF SOMEONE WAS LOOKING TO INVITE IN MORE DEVELOPMENT, THAT'S WHERE WE WOULD SEE IT IS IN THE NORTH END AND THE COUNTY HAD SOME FORESIGHT ON THIS BACK IN 06, 07 PROBABLY BY WRITING SOME THINGS INTO COUNTY CODE, THAT DEVELOPMENTS THAT COME IN.
THERE ARE SOME OFFSETTING FEES THAT HELP SCHOOL SYSTEMS NAVIGATE THAT ONE.
THE TOUGH PART IS GETTING INTO SOME OF THE MUNICIPALITIES THAT DON'T HAVE THE SAME LANGUAGE COMPONENTS AND THEN THOSE CAN CAUSE STRAINS ON THE SYSTEM WHERE THERE'S SOME INFILL ACTION.
JUST SOMETHING FOR, NOT TONIGHT TO CONSIDER, BUT FOR THE BOARD TO CONSIDER FUTURE AS TOWNS LOOK TO GROW.
DENTON OFFSET SOME OF THOSE PINCHES LIKE COULD COME, SAY IF DENTON HAD A LARGE-SCALE DEVELOPMENT HAPPENED WITH THE COUNTY LIMITS, JUST BE SOMETHING THAT WE WOULD NEED TO REALLY KEEP AN EYE ON AND HAD THE FORESIGHT.
>> YOU GUYS HAD A GREAT DISCUSSION.
THAT'S PRETTY MUCH MY PRESENTATION'S LAST ACTION ITEM.
DO YOU GUYS HAVE ANY OTHER QUESTIONS YOU'D LIKE TO DISCUSS OR BRING FORWARD?
>> IT IS A LONG DOCUMENT, BUT IT ALWAYS GENERATES A LOT OF DISCUSSIONS BECAUSE IT'S GOT A LOT OF GOOD INFORMATION IN IT.
GOOD NUMBERS AND SHOT IN THE DARK NUMBERS AND A LOT OF VARIABLES THERE. NO FURTHER QUESTIONS.
BOARD, DO I HAVE A MOTION TO APPROVE THE EDUCATION FACILITIES MASTER PLAN DRAFT AS SUBMITTED?
>> I MOVE. WE APPROVE THE PLAN AS SUBMITTED.
[01:10:01]
>> MOTION BY MR. BARTON, SECOND BY MS. LAYMAN. ALL THOSE IN FAVOR?
>> I REALLY ENJOYED YOUR NOVEL BY THE WAY.
I THINK YOU SHOULD GIVE US SOME PHOTOGRAPH COPIES.
>> [LAUGHTER] I CAN DO THAT IF YOU LIKE. SEE ME AFTER THE MEETING, PLEASE.
>> GOOD STUFF. A LOT OF TOUGH DISCUSSIONS AND DECISIONS COMING UP.
MOVING ON TO 6.4 BOARD OF EDUCATION PUBLIC MEETING DATES, AS THIS YEAR OF 2022, STARTING IN JULY.
FIRST QUESTION I SAW AS I WAS SURPRISED THAT JULY 5TH IS THERE. IS THAT?
>> WHO ELSE? BECAUSE JULY 4TH FALLS ON A MONDAY, SO WE OBSERVE THE 4TH AS OUR HOLIDAY.
THE 5TH, I JUST KNOW THAT [LAUGHTER] SOMETIMES THAT'S BEEN ADJUSTED.
ANYWAY, BUT BOARD MEMBERS, ANY OTHER OR DR. SIMMONS, YOU'RE GOING TO PRESENT THIS?
>> SURE. WHAT WE BASICALLY DID WAS ROLL THE CALENDAR FORWARD, ASSUMING AND AGAIN, THE BOARD HAS THE PURVIEW WITH THE WORK SESSION DATES.
TRADITIONALLY, WE'VE NOT HELD THE JULY WORK SESSION, BUT WE POSTED TODAY AS ONE THAT POTENTIALLY HOLD AT LEAST AS A PLACEHOLDER IN THE CALENDAR WHAT WOULD BE ABSENT FROM THAT SET OF DATES FOR OUR TYPICAL REGULAR MEETINGS AND WORK SESSION DATES.
THE ANNUAL AWARD RETREAT IS MISSING AS WELL.
WE'LL WORK TO SEE WHEN BOTH HITS, BUT DID NOT NEED TO BE IN THE APPROVAL FOR TONIGHT.
BUT AGAIN, WE START WITH FIRST TUESDAY.
THIRD TUESDAY, THERE WERE NO CONFLICTS WITH THE MAIN CONFERENCE WHICH OCCURS IN OCTOBER.
THERE WERE NO CONFLICTS WITH NSBA FOR THOSE WHO CHOOSE TO GO TO NFBA.
WE HAVE MEETINGS ON TUESDAY, BUT IT'S NOT ACROSS THE COUNTRY.
I BELIEVE IT WAS, AND WE DIDN'T SEE ANY OTHER CONFLICTS WITH OTHER DATES OF THINGS THAT SCHOOL SYSTEM HAD GOING.
AGAIN, THE PACE BY WHICH THE BOARD WISHES THE WHOLE WORK SESSIONS.
WE USUALLY WORK TOGETHER ON THAT FOR HOW MANY WE NEED TO HAVE THROUGHOUT THE COURSE OF THE YEAR AND TRY TO BRING PLANS, SOME OF THOSE TO KNOW WHERE THEY FALL.
>> TO DECEMBER 20TH, LAST YEAR WAS THE 21ST, AND AT THE LAST MINUTE, WE DECIDED IT WAS TOO CLOSE TO CHRISTMAS.
THAT TOO MANY PEOPLE HAD STUFF TO DO, IS THAT SOMETHING WE'D RATHER LOOK AT CHANGING NOW THAN WAIT TILL THE LAST MINUTE?
>> PRIOR TO THIS PAST YEAR HISTORICALLY TO DECEMBER 1, HAD ALSO BEEN ONE THAT WE CANCELED BECAUSE THE MONTH OF DECEMBER ENDS UP [OVERLAPPING] BEING VERY BUSY AS WHAT PRETTY HAPPENED IN MAY.
DECEMBER ENDS UP BEING THAT WAY AS WELL, BEING PRETTY HOPPING.
SO THAT ONE TENDS TO BE CANCELED.
BUT AS A BOARD, WE CAN LOOK TO MOVE IT, THEY CAN HOLD IT, OR WE COULD DECIDE NOT TO.
>> YEAH BECAUSE WE NEVER KNOW IF SOMETHING MAY COME UP THAT WE DIDN'T NEED TO MEET FOR.
>> RIGHT. I THINK WHAT WE DID LAST YEAR WAS MOVED IN.
>> WE MOVED IN AROUND THE HOLIDAY CONCERTS, I BELIEVE.
>> RIGHT, WHEN WE DID THE [INAUDIBLE]
>> DECEMBER 6TH, PRETTY IMPORTANT TO BE SWORN IN A NEW BOARD MEMBER.
>> MAKE SURE HE KNOWS THAT [OVERLAPPING] DECEMBER SIX, THE NEW BOARD MEMBER WILL BE SWORN IN.
>> HE SITTING THERE ON [LAUGHTER] NO PROBLEM.
>> BOARD MEMBERS, ANY OTHER QUESTIONS OR DISCUSSION ABOUT THE PROPOSED MEETING DATES FOR REGULAR AND WORK SESSIONS.
>> SEPTEMBER, AM I LOOKING AT THE RIGHT MONTH HERE, WRONG HERE.
JUST LOOKING AT WHEN LABOR DAY FALL. [OVERLAPPING]
>> NAMED AFTER LABOR DAY. IT SHOULD BE THE DAY AFTER.
>> NO, I'M ON THE WRONG HERE [INAUDIBLE] [OVERLAPPING]
>> WE HAVE ABOUT FOUR PEOPLE LOOK AT THE DATES. [LAUGHTER]
>> OF COURSE, LABOR DAY IS A DAY BEFORE SCHOOL STARTS, THURSDAY BEFORE WEDNESDAY.
>> WEDNESDAY, I THINK IT'S THREE DAYS.
>> BOARD MEMBERS TO MOVE THE MOTION EXCEPT THE DATES AS PRESENTED.
SECONDED BY MR. JONES, ALWAYS THOSE IN FAVOR, I.
THAT'S SOME TEXTBOOKS UP HERE ON OUR TABLE.
FIRST, WE'VE GOT TEXTBOOK ADOPTION, HIGH SCHOOL WORLD HISTORY, DR. WILLOUGHBY.
>> MR. NEWCOMB, DR. SIMMONS, MEMBERS OF THE BOARD, I COME THROUGH THE NIGHT ASKING FOR YOUR APPROVAL OF WORLD HISTORY,
[01:15:04]
THE MODERN ERA, BY SERVICE LEARNING.THAT IS THE THICKER OF THE THREE THAT ARE UP THERE.
OUR CURRENT WORLD HISTORY TEXTBOOK FOR HIGH SCHOOL IS A COPYRIGHT 1999 GLENCOE MCGRAW HILL TEXT.
WE HAVE SUPPLEMENTED OVER THE LAST COUPLE OF YEARS WITH A SUBSCRIPTION TO TCI, BUT IT IS BEYOND TIME TO ADOPT A NEW TEXTBOOK FOR WORLD HISTORY.
THE COMMITTEE LOOKED AT THREE CANDIDATE TEXTS.
SERVICE IS A COMPANY THAT WE HAVE WORKED WITH BEFORE AND CAROLINE COUNTY AND WHAT REALLY SETS THE SERVICE OUT FROM THE OTHER CANDIDATES WAS THE ONLINE RESOURCES AND SIMULATIONS THAT YOU COULD GO THROUGH, IF YOU THINK ABOUT WORLD HISTORY, SOME OF THE AREAS OF WORLD HISTORY, NOT A LOT OF PICTURES CAN'T REALLY SEE IT.
BUT THEY HAVE BUILT SIMULATIONS TO LET KIDS WALK THROUGH DIFFERENT PARTS OF IT THAT WE REALLY NEED.
THIS IS THE RECOMMENDATION AND THIS IS GOING TO BE YEAR END MONEY THAT MRS. THOR WE'LL TALK ABOUT IN JUST A LITTLE WHILE.
>> SO THIS WILL REPLACE THE BOOK WITH THAT THING?
>> YES, THEY WILL, YES [INAUDIBLE] GETTING [LAUGHTER] NO. I KNOW YOU'RE NOT.
>> THIS IS GOING AROUND FOR AWHILE.
>> YOU GUYS ARE LEARNED, THANK YOU.
>> THIS ERA, IS NOT FOR THE COUNTY.
>> BOARD MEMBERS, YOU'RE LOOKING AT THE REVIEW SHEETS, CHECK SURVEYS ON THE BOOK, TEXTBOOKS OVER HERE.
>> YOU'D GET TO US HISTORY DOWN HERE.
>> GOOD STUFF SOUNDS LIKE IT'S GOT SOME GOOD ONLINE SIMULATIONS.
>>WE HAD TO USE YOUR IMAGINATION, THAT'S WHAT THEY TOLD US. WHAT'S IT LOOK LIKE TO YOU?
>> BUT ANYWAY, ANY OTHER QUESTIONS, COMMENTS.
>> THE MARYLAND CURRICULUM FOR WORLD HISTORY STARTS AROUND 1250 AND THEN GOES INTO MODERN ERA, TO CONTEMPORARY. EXCUSE ME SIR.
>> AMERICAN GOVERNMENT BUSINESS BRING US UP TO DATE?
>> THIS ONE IS, THE WARRANT HISTORY THAT BRINGS US.
>> STILL CARTOON CHARACTER THAT.
>> I STILL SAY IT IS [LAUGHTER] [OVERLAPPING] IT IS.
>> BECAUSE IT GOT COVID IN IT.
>> THE BOOK GOT COVID THOUGH, [LAUGHTER].
>> WE'RE NOT GOING THERE. [OVERLAPPING].
>> CAN'T BE TRANSMITTED. EVERYBODY SHOULD REMEMBER THAT RECENT HISTORY.
ALRIGHT, BOARD MEMBERS, DO WE HAVE A MOTION TO ACCEPT THE TEXTBOOK ADOPTION RECOMMENDED FOR HIGH SCHOOL WORLD HISTORY MOTION BY MR. OR MRS. DOCUMENT. THE SECOND.
SECOND BY MR. BARTON ALL THOSE IN FAVOR, I.
ALREADY GOT HIGH SCHOOL WORLD HISTORY CHECK.
>> KEVIN ON THE AP, US GOVERNMENT POLITICS.
>> MR. NICK, I'M DR. SIMMONS, MEMBERS OF THE BOARD, I'M BRINGING TO YOU TONIGHT AN AP US GOVERNMENT AND POLITICS TEXTS FOR ADOPTION.
THIS TEXTBOOK, AMERICAN STORIES, IS A RECOMMENDED TEXTS FROM THE COLLEGE BOARD, DOES ALIGN TO THE COLLEGE BOARD SAMPLE CURRICULUM FOR AP US GOVERNMENT AND IT IS IN THE ORDER OF THE FIVE UNITS AND THE ORDER IN WHICH THEY SHOULD BE TAUGHT.
OUR CURRENT TEXTBOOK RIGHT NOW, GOVERNMENT AND AMERICA IS A 2005 COPYRIGHT.
IT WAS BOUGHT WHEN WE STARTED TEACHING AP US GOVERNMENT AND POLITICS BACK IN 2005.
THE COLLEGE BOARD DOES RECOMMEND THAT WE UPDATE AP MATERIALS EVERY TEN YEARS.
SO WE'RE A LITTLE BEHIND THAT SCHEDULE.
AGAIN, THIS HAS AN ONLINE COMPONENT,
[01:20:01]
A LOT OF AP PRACTICE TESTS, THAT'S SOMETHING THAT OUR CURRENT TEXTS DOES NOT HAVE.THIS WAS THE RECOMMENDATION, AGAIN, THERE WERE THREE TEXTS THAT WERE LOOKED AT ALL FROM THE RECOMMENDED TEXTS LIST FROM THE COLLEGE BOARD.
>> GOOD ONLINE CONTENT FOR ACCESSIBILITY.
>> PROPOSED THE WORLD HISTORY THAT YOU JUST SAW, AS WELL AS THIS TEXTBOOK, BECAUSE OF THE AID OF THE TEXTBOOK, THERE IS NO ONLINE ACCESSIBILITY NOW.
SO THE FACT THAT WE'RE GOING TO HAVE A TEXTBOOK WITH ONLINE ACCESSIBILITY IS A HUGE PLUS FOR OUR TEACHERS.
>> THE AGE OF THE CURRENT BOOK.
>> I'M GLAD TO SEE THEM BOTH CONSTITUTES PRINCIPLES OBSERVED AND EVALUATED ON THESE BOOKS. JUST A THOUGHT. WHAT IF I HAD GRADUATES LOOK AT THESE BOOKS OR STUDENTS?
>> JUST A THOUGHT. WE CAN LOOK AT IT AND IT LOOKS GOOD BUT THERE'S PEOPLE ACTUALLY USING IT.
>> FOR COLLEGE STUDENTS TO BE ABLE TO SAY, YEAH, THIS HELPED ME OR THIS DIDN'T.
>> MIKE, LET'S MOVE [INAUDIBLE].
>> BOARD MEMBERS, TEXTBOOK ADOPTION, AP US GOVERNMENT, AND POLITICS RECOMMENDATION.
ANY FINAL QUESTIONS OR COMMENTS?
>> I'M SORRY. CAN I SEE THE BOOK? [NOISE]
>> I SEE A GREAT GROUP OF PEOPLE LISTED HERE BESIDES DR. OLIVY, OF OUR PRINCIPLES, BUT THE PERSON THAT IMPRESSES ME THE MOST AND JUST HAVE TO SAY IS GARY B. I'M JUST TEASING ME ABOUT THAT BECAUSE I KNOW THE LITTLE GUY.
BUT IT'S REALLY, THE ONLY QUESTION I HAVE IS HOW DO YOU SELECT A PARENT? HOW DOES THAT COME ABOUT?
>> WHAT WE DID IN THIS CASE WAS I ASKED MR. IRELAND AND MR. B FOR A PARENT OF A STUDENT IN THEIR CLASS.
MR. IRELAND AND COLONEL TEACHES AP US GOVERNMENT IN THE FALL.
MR. B TEACHES IT IN THE SPRING.
THEY EACH SELECTED A PARENT FROM A STUDENT THAT EITHER HAD TAKEN IT IN THE FALL OR WAS CURRENTLY TAKING IT NOW TO BE ABLE TO REVIEW THE BOOK.
IF THIS GROUP OF PEOPLE RECOMMEND THESE BOOKS, I'LL JUST SPEAK FOR MYSELF, WHO AM I TO SECOND GUESS YOU BOTH, YOU KNOW WHAT YOU'RE DOING.
>> I APPRECIATE IT, I THINK YOU SOUNDS LIKE YOU'RE DOING A LITTLE MORE EXTRA EFFORT TO GET PARENTS WHO ARE NOT PART OF THE SYSTEM.
>> THIS ALSO I'M SORRY, WOULD BE A YEAR-END PURCHASE THAT MS. THORNTON WILL BRING TO YOU IN JUST A COUPLE MINUTES.
>> SHE SAYS WE HAVE LOADS OF MONEY.
>> THAT'S WHY I'M BRINGING THIS TO YOU.
>> WELL, WE HAVE TO BUY THE BOOK TO THE [INAUDIBLE].
[OVERLAPPING] CERTAINLY AN UPGRADE.
THE OLDER I GET, THE MORE I LIKE HISTORY.
>> WE'VE SEEN MORE OF IT [OVERLAPPING]. [LAUGHTER].
>> BUT YOU KNOW I'M GETTING ALL BUSY ALTERNATIVE, SO BRING THEM ON.
>> BOARD MEMBERS. WE HAVE A RECOMMENDATION FOR THE AP US GOVERNMENT AND POLITICS TEXTBOOK ADOPTION, WE'VE DISCUSSED.
DO WE HAVE A MOTION TO ACCEPT AS RECOMMENDED BY MR. GIACOMO? SECOND BY MR. JONES, ALL THOSE IN FAVOR.
>> THANK YOU. NEXT, WE HAVE ANOTHER TEXTBOOK ADOPTION FOR 4TH AND 5TH GRADE SOCIAL STUDIES.
>> MR. GIACOMO SAID SHE LIKED GIVING AWAY MONEY THAT WASN'T HERS LAST MONTH, AND SO I'M JUST TRYING TO SPEND AS MUCH [LAUGHTER] AS I POSSIBLY CAN TONIGHT.
>> I APPRECIATE ANY BOOK WITHOUT DUCKTAPE.
>> WE'RE VERY FORTUNATE TO BE ABLE TO HAVE THE OPPORTUNITY TO BUY THESE BOOKS THAT YOU SEE.
SOME OF THEM DO HAVE SOME AGE ON.
I'LL GIVE A LITTLE BACKGROUND TO THIS PARTICULAR REQUEST.
IN SEPTEMBER OF 2020, THE MARYLAND STATE DEPARTMENT OF EDUCATION ADOPTED NEW FRAMEWORKS FOR K THROUGH FIVE SOCIAL STUDIES.
THE FRAMEWORKS DID REPRESENT SOME PRETTY SIGNIFICANT INSTRUCTIONAL SHIFTS.
FOR THOSE OF YOU GUYS THAT HAVE BEEN FAMILIAR WITH ELEMENTARY SOCIAL STUDIES FOR A WHILE, 4TH GRADE WAS ALWAYS MARYLAND HISTORY.
WE ALWAYS TAUGHT MARYLAND HISTORY.
WE DID MARYLAND HISTORY, PLAYS, AND EVERYTHING ELSE.
THAT SHIFTED IN THIS TO WHERE 4TH AND 5TH TOGETHER BECAME A SURVEY OF ALL UNITED STATES HISTORY, FROM EXPLORATION TO RECONSTRUCTION.
IN 5TH GRADE, THEY ACTUALLY HAVE SOME UNITS AT THE END THAT BRING THEM INTO THE PRESENT.
BUT THOSE UNITS ARE LESS CHRONOLOGICAL AND MORE THEMATIC, SO LIKE LOOKING AT THE EXPANSION OF RIGHTS AND THINGS LIKE THAT.
THAT WAS, LIKE I SAID, A PRETTY SIGNIFICANT INSTRUCTIONAL SHIFT.
[01:25:04]
THE CAVEAT IN THOSE FRAMEWORKS, ESPECIALLY FOR 4TH AND 5TH, BUT ALL THE WAY THROUGH KINDERGARTEN, IS YOU ARE SUPPOSED TO HIGHLIGHT MARYLAND'S CONTRIBUTION AS YOU GO THROUGH US HISTORY.THE LAST PEOPLE TO SEE THESE FRAMEWORKS AFTER MSDE APPROVES THEM ARE TEXTBOOK PUBLISHERS.
AS WE MADE A PLAN, AND I'LL BE VERY HONEST WITH YOU, MY PLAN DID NOT INCLUDE TRANSITIONING IN SEPTEMBER OF 2020.
YOU MAY REMEMBER THAT WAS A LITTLE BIT OF A DIFFICULT TIME AND IT WAS NOT THE RIGHT TIME TO TRY TO TRANSITION INTO A NEW FRAMEWORK FOR ANY TEACHER, LET ALONE OUR ELEMENTARY TEACHERS.
BUT WE DID COME UP WITH A TWO-YEAR PHASE IN.
LAST SUMMER WE STARTED WRITING LESSONS FOR GRADES 3, 4, AND 5.
BUT WE DID THAT LARGELY WITHOUT A SET RESOURCE OR A SET HOME BASE BECAUSE IT DIDN'T EXIST.
WE COULD GO OUT AND WE COULD BUY A US HISTORY BOOK WRITTEN AT THE ELEMENTARY LEVEL, BUT THAT WASN'T GOING TO HELP US WITH THE MARYLAND SPECIFIC CONTENT THAT WAS PEPPERED THROUGHOUT.
FAST FORWARD TO THIS YEAR, AND I'LL SAY VERY LATE THIS YEAR.
MCGRAW HILL HAS TAKEN THEIR BOOK.
THEY ARE THE ONLY PUBLISHER THAT HAS DONE THIS.
THEY HAVE TAKEN A COPY OF THE MARYLAND FRAMEWORK AND THEY HAVE LOOKED AT THE INDICATORS OVER GRADES 4 AND 5 THAT ARE MARYLAND SPECIFIC, AND THEY HAVE WRITTEN 24 MARYLAND SPECIFIC MODULES THAT INSERT IN TO THEIR US HISTORY TEXTBOOK.
THE REQUEST TONIGHT IS WHAT YOU HAVE IN FRONT OF YOU IS THE US HISTORY TEXTBOOK THAT WOULD BE USED FOR GRADES 4 AND 5.
I WILL SAY 100 PERCENT, WHAT YOU DON'T HAVE IT IN FRONT OF YOU TONIGHT IS WHAT THOSE MODULES LOOK LIKE THAT GO INSIDE.
BECAUSE QUITE FRANKLY, IF THEY SENT ME PDFS OF THEM, I WOULDN'T NEED TO BUY THEIR PRODUCT.
I'M JUST GOING [LAUGHTER] TO BE VERY HONEST WITH YOU.
I DO HAVE A LIST OF THOSE MODULES.
JUST TO GIVE YOU AN EXAMPLE BY WHAT I MEAN BY THAT.
IF WE TALK ABOUT A TOPIC, FOR EXAMPLE, ONE OF THE ONES THAT WAS A BIG HEAVY LIFT FOR US THIS YEAR, IT'S THE 10TH LEARNING TARGET IN GRADE 5.
IT'S THE DEBATE OVER RATIFICATION OF THE CONSTITUTION, FEDERALISTS AND ANTI-FEDERALISTS, IF YOU GO BACK TO HIGH SCHOOL HISTORY.
WHAT MOST PEOPLE DON'T REALIZE BECAUSE WE DON'T REALLY TEACH IT, IS IN OUR OWN DELEGATION FROM MARYLAND, WE SENT PEOPLE TO PHILADELPHIA WHO CAME BACK, WHO SOME VOTED FOR IT AND SOME DIDN'T.
AS OUR 5TH GRADE TEACHERS WERE TEACHING, NOT EVERYBODY AGREED WITH IT AND THEY WERE FEDERALISTS AND ANTI-FEDERALISTS.
THEY WERE ASKED TO ACTUALLY LOOK AT THESE GUYS FROM MARYLAND AND LOOK AT THEIR VIEWPOINT AND THEIR WRITINGS.
THAT'S REALLY AN INSTRUCTIONAL CHANGE FROM WHERE WE HAVE BEEN.
WE WROTE LESSONS THAT DID THAT.
WE WENT TO THE CONSTITUTION CENTER AND FOUND THEIR BIOGRAPHIES AND WE DID THINGS WE NEEDED TO DO.
BUT THIS IS REALLY GOING TO HELP US WITH THAT.
JUST AS THEY HAVE A WHOLE CONNECT TO MARYLAND DEBATE OVER RATIFICATION IN MARYLAND MODULE, WHERE THEY HAVE GONE AND THEY HAVE DONE THAT WORK FOR US.
OUR TEACHERS HAVE DONE A TREMENDOUS JOB.
THEY'VE WRITTEN LEARNING TARGETS, SUCCESS CRITERIA.
THEY'VE GONE OUT AND THEY'VE FOUND TASKS.
THEY'VE PIECED THINGS TOGETHER WITH RESOURCES THAT WE DID HAVE.
SIMPLY BECAUSE THIS WASN'T AVAILABLE WHEN WE NEEDED TO MAKE THAT TRANSITION.
IT HAS JUST VERY RECENTLY BECOME AVAILABLE.
LIKE I SAID, THE 24, THAT INCLUDES THREE THAT ARE ON FREE SPEECH, DOMESTIC POLICY, AND FOREIGN POLICY, WHICH ARE THE THREE THEMES AT THE END OF UNIT 3 AT 5TH GRADE THAT BRING US UP TO CONTEMPORARY TIMES.
BUT GOES ALL THE WAY BACK TO FIRST PEOPLE AT MARYLAND.
LOOKING AT AMERICAN INDIANS HERE IN THE STATE OF MARYLAND, WHAT WE NOW SEE AS THE STATE OF MARYLAND.
WE WERE ABLE TO GET FIVE REVIEW COPIES OF THIS TEXTBOOK.
A REVIEW COPY WAS SENT TO EVERY 4TH GRADE TEAM IN EVERY ELEMENTARY SCHOOL FOR TEACHERS TO TAKE A LOOK AT AND THEN PASS ON TO THEIR 5TH GRADE TEAM.
I WILL SAY THE ONE THING THAT COMES UP WHEN WE TALK IS THAT TEXTBOOK DOESN'T DO ANYTHING WITH MARYLAND AND NO, IT DOESN'T BECAUSE WE CAN'T SEE THE 24 THINGS THAT THEY'VE WRITTEN, WHICH IS THE REASON WHY WE'RE TRYING TO BUY IT.
BUT AGAIN, THEY ARE THE ONLY PUBLISHER THAT HAS TAKEN OUR FRAMEWORK AND TAILORED THEIR PRODUCT TO IT.
THERE IS NO OTHER PRODUCTS OUT THERE THAT DOES THIS. YES, MA'AM.
>> ARE YOU SAYING THAT THERE'S GOING TO BE, JUST FOR CLARIFICATION, [OVERLAPPING] THE TEXTBOOK THAT INCLUDES THOSE 24 ALONG WITH EVERYTHING ELSE, OR ARE WE TALKING ABOUT 24 [OVERLAPPING]
[01:30:01]
>> THOSE 24 [OVERLAPPING] GET TABBED INTO THE TEXTBOOK AND ARE PART OF ALSO THE ONLINE RESOURCES AS WELL.
>> PRUDENT EXPLANATION. APPRECIATE YOU. HELPFUL.
>> THIS IS THANKS TO MS. LINDSAY MCCORMICK.
WHEN I WENT TO HER AND SAID, LOOK, I DON'T KNOW IF WE GOT THE MONEY.
[LAUGHTER] BUT THIS IS WHAT OUR TEACHERS HAVE BEEN ASKING FOR THAT JUST LITERALLY DIDN'T EXIST.
LINDSAY WAS ABLE TO RAISE SOME FUNDS USING TITLE IV TO WHERE WE DO HAVE THE MONEY TO DO THIS AND TO PAY FOR A SEVEN-YEAR SUBSCRIPTION TO IT.
IT INCLUDES, WHAT YOU SEE IS WHAT'S CALLED THE RESEARCH COMPANION.
FOURTH AND FIFTH WOULD HAVE SEPARATE, WHAT THEY CALL INQUIRY JOURNALS.
THERE WOULD BE THE MARYLAND SPECIFIC CONTENT AS WELL PLUS SEVEN YEARS OF ONLINE CONTENT.
IT'S A VERY NICE PACKAGE AT A PRETTY COMPETITIVE PRICE EVEN THOUGH THEY'RE THE ONLY GAME IN TOWN.
>> I'VE WATCHED KIDS TODAY LITERALLY SITTING IN THE FIFTH GRADE SOCIAL-BASED CLASSROOM WITH THE OLD MARYLAND ADVENTURE.
IS THE QUINTESSENTIAL MARYLAND TEXTBOOK, THE OLD ONE WE STILL HAVE.
WITH THAT IN ONE LAP, PAPERS AND ANOTHER LAP, AND THEIR LAPTOP, THE KIDS DOING A GREAT JOB NAVIGATING ALL THREE, BUT THEY'RE LITERALLY NAVIGATING MULTIPLE THINGS TO BE ABLE TO DO SOMETHING.
>> THAT'S NOT A CAROLINE COUNTY.
LAST WEEK I WAS IN A SUPERVISOR'S MEETING WITH MSDE.
WE'RE ALL STRUGGLING ACROSS THE STATE TO FIND THESE RESOURCES TO THE POINT TO WHERE THERE'S A NEW SIXTH AND SEVENTH GRADE FRAMEWORK THAT'S GOING TO BE BE RELEASED NEXT SPRING.
WE HAVE SAID, "PLEASE, GIVE US A TWO-YEAR GRACE PERIOD TO IMPLEMENT THIS WITH PUBLISHER INPUT, WELL, AS RESOURCES ARE DEVELOPED AND THINGS LIKE THAT." THERE'S THAT CONVERSATION GOING ON BUT THIS IS SOMETHING THAT I REALLY THINK OUR TEACHERS WOULD BENEFIT FROM AND WOULDN'T REALLY HELP OUR KIDS BECAUSE IT IS A LOT OF NEW LEARNING.
>> I ACTUALLY HATE TO ASK YOU TO DO THIS BUT I WOULD LOVE TO HEAR THE 24 MARYLAND TOPICS.
>> YES, MA'AM. FIRST PEOPLE OF MARYLAND, CONTACT WITH EUROPEANS IN MARYLAND, COLONIZATION'S EFFECT ON MARYLAND NATIVE AMERICANS, ST. MARY'S MARYLAND'S FIRST SETTLEMENT, RELIGIOUS CONFLICT AND COLONIAL MARYLAND, COLONIAL MARYLAND GROWS, LIFE IN COLONIAL MARYLAND, SLAVERY IN COLONIAL MARYLAND, RESISTANCE IN COLONIAL MARYLAND, DIVISIONS IN REVOLUTIONARY IN MARYLAND, THE BURNING OF THE PEGGY STEWART, WOMEN IN MARYLAND DURING THE REVOLUTION, AFRICAN AMERICANS IN MARYLAND DURING THE REVOLUTION, THE GOVERNMENT AFTER THE REVOLUTION WHY WE NEEDED A CONSTITUTION.
THAT WOULD BE THE FOURTH GRADE.
FIFTH GRADE WOULD BE WHO WAS AND WASN'T IN THE ROOM? THAT'S TALKING ABOUT THE CONSTITUTIONAL CONVENTION BECAUSE THE TARGET IS ABOUT COMPROMISE AND HOW WE NEEDED TO DO TO GET IT RATIFIED.
>> I THOUGHT IT WAS TALKING ABOUT THE EASTERN SHORE.
>> AT THE TIME, MR. NEWCOMB, THE EASTERN SHORE WAS NOT A POLITICAL POWERHOUSE IN MARYLAND.
>> THE BLUEPRINT IS JUST [LAUGHTER] [INAUDIBLE] THAT TRADITION.
>> STATE GOVERNMENT IN MARYLAND DEBATE OVER RATIFICATION OF MARYLAND INDUSTRY AND GROWTH IN MARYLAND, THE GROWTH OF BALTIMORE IMMIGRATION IN MARYLAND, THE POLITICAL BALANCE IN MARYLAND, THE CIVIL WAR IN MARYLAND, HISTORICALLY BLACK COLLEGES AND UNIVERSITIES IN MARYLAND, CIVIL RIGHTS IN MARYLAND, AND THEN THE CONSTITUTION TODAY: FREE SPEECH, DOMESTIC POLICY, AND FOREIGN POLICY.
>> GOOD LIST THERE. INTERESTING.
>> IT WOULD BE INTERESTING HE'D GET ALL THAT AND ALL THIS [LAUGHTER].
>> ACTUALLY IT'S NOT EVEN ONE OF THOSE TWO, WHERE IS THE OTHER ONE?
>> MR. JONES IS TRYING TO TAKE TAKE THAT AWAY FROM YOU.
>> IT'S OKAY. IT'S A LITTLE LIGHT READING.
>> ANYTHING ELSE, DR. WILLOUGHBY?
>> FOR MEMBERS, ANY OTHER QUESTIONS?
>> GOOD TO GET UPDATED INFORMATION INTO THE HANDS OF OUR TEACHERS AND STUDENTS.
HEARING NONE, DO I HAVE A MOTION TO APPROVE THE TEXTBOOK ADOPTION FOR FOURTH AND FIFTH GRADE SOCIAL STUDIES AS PRESENTED BY DR. WILLOUGHBY?
ALL THOSE IN FAVOR? AYE. THANK YOU.
>> JUST A QUICK COMMENT. A FEW TIMES TONIGHT, TALKED ABOUT SPENDING MONEY.
I THINK THERE'S MORE COMING HERE SHORTLY TO TALK ABOUT SPENDING MONEY.
I DON'T THINK ANY OF THE TAXPAYER WOULD OBJECT TO MONEY BEING SPENT ON GOOD THINGS, PROPERLY SPENT.
IT'S WASTED MONEY THAT PEOPLE CAN'T STAND OR MYSTERY EXPENDITURES THAT I THINK I CAN'T SPEAK FOR ALL TAXPAYERS,
[01:35:01]
BUT I THINK THAT'S WHAT REALLY BOTHERED US.THESE BOOKS ARE CHEAP BUT SPENDING MONEY ON GOOD BOOKS THAT WERE PROPERLY RESEARCHED, AND A LOT OF EFFORT PUT IN TO SELECTING THESE BOOKS, THAT'S GOOD USE OF TAXPAYER MONEY.
TONIGHT, THE THINGS WE'VE TALKED ABOUT, THEIR EXPENDITURES OF MONEY ARE GOOD USE.
THOSE KIDDING BILL ABOUT THE TEXTBOOK HE WROTE AND THAT PLAN, THAT AND PRIOR THINGS, SPECIAL ED.
PLAN AND ON AND ON, THE CURRICULUM INFORMATION.
THAT'S GOOD USE OF TAXPAYER'S MONEY, IS DOCUMENTING HOW THE MONEY IS BEING SPENT AND I THINK PEOPLE APPRECIATE THAT.
THE PEOPLE WHO ARE RIGHT THINKING, I GUESS.
I THINK LIKE ME, BUT SERIOUSLY, PEOPLE WHO SEE THEIR MONEY BEING SPENT THOUGHTFULLY.
THAT MEANS SOMETHING AND SO GETTING THESE REPORTS, AS I SAID BEFORE, HOW DO I KNOW TO TELL YOU THAT TEXTBOOK, IS NOT THE RIGHT ONE? YOU'RE DOING YOUR DILIGENCE AND IT'S TELLING ALL THE PEOPLE WATCHING OR WHO WILL WATCH LATER THAT THEIR TAX DOLLARS ARE BEING SPENT WISELY.
JUST WANTED TO TAKE A MOMENT AND SAY THAT.
>> THANK YOU, MR. BARTON, FOR POINTING THAT OUT.
IT'S HARD IN A BIG BUDGET OF AS BIG AS A SYSTEM BUT THE NEXT ITEM ON THE AGENDA IS 6.08 REQUESTS END OF THE YEAR FISCAL YEAR-END PURCHASES, AND STORE IT AND THEN SHE'S GOT SOME DOLLAR FIGURES ON THERE.
WHEN YOU REALLY LOOK AT SOME OF THESE ITEMS THAT SHE'S GETTING READY, GO OVER INTO MR. BARTON'S POINT ON THE MONEY PUT TOWARDS THAT VERSUS THE MONEY THAT JUST TO MAINTAIN THINGS.
THE COST OF MAINTAINING THINGS THESE DAYS AND THE COST OF FUEL WHICH IT'S GONE, IT'S GONE, BUT IT'S NEEDED.
>> GOOD EVENING, PRESIDENT NEWCOMB, DR. SIMMONS, MEMBERS OF THE BOARD.
AS I MENTIONED EARLIER DURING THE FINANCE REPORT, WE'RE FORTUNATE ENOUGH THIS YEAR TO BE ABLE TO MOVE SOME OF OUR EXPENSES INTO THE COVID FUNDING THAT WE RECEIVED, WHICH FREED UP SOME MONEY AND OUR GENERAL OPERATING BUDGET.
AS A RESULT, I'M ABLE TO COME BEFORE YOU TONIGHT WITH A LIST OF REQUESTED FISCAL YEAR-END PURCHASES TO USE UP SOME OF THIS MONEY THAT WE HAVE AVAILABLE.
THE FIRST, I'LL JUST BRIEFLY GO THROUGH THE LIST AND IF YOU HAVE ANY QUESTIONS, FEEL FREE TO STOP ME AS WE GO ALONG.
THE FIRST FOUR ITEMS, MR. MANGLE MENTIONED EARLIER, WE NEED TO RESURFACE GYM FLOORS OF FOUR OF OUR SCHOOLS.
THIS IS A RESULT OF COVID, FOR SOCIAL DISTANCING PURPOSES, WE HAD STUDENTS IN THE GYMS AND THE TAPE THAT WE PUT DOWN CAUSED THE FINISHED APPEAL.
IT'S JUST THE LENGTH OF TIME THAT THE TAPE WAS ON THE FLOOR AND SO AS A [OVERLAPPING]
>> BECAUSE LMS IS GOING TO GET A COOL STRIP DOWN OF DIRTIES.
THERE'S A STRIP DOWN OF FREE PAINT, STRIP DOWN OF CEMENT FLOORS.
>> THEIR FLOOR IS DETERIORATING. [OVERLAPPING]
THIS IS A LOOK-END THING, YOU COULD DO THREE [BACKGROUND].
>> AS MR. MANGLE THINK, YOU WALK ACROSS LOCKER ROOM'S FLOOR AND YOU CAN FEEL THE COMPANY ON THE WOOD.
>> HE SAID BUT BY FAR THAT'S OUR WORST SCHOOLS.
>> ITEMS NUMBER FIVE AND SIX, AS DR. WILLOUGHBY JUST MENTIONED, WE ARE IN DESPERATE NEED.
I DID NOT REALIZE WE HAD TEXTBOOKS OUT THERE BEING HELD TOGETHER BY TAPE.
GLAD TO SEE THAT WE CAN PUT SOME YEAR-END FUNDING INTO THE TEXTBOOKS, IF YOU GUYS APPROVE THIS.
>> WE CAN DO THAT ALL FOR 30000?
>>THAT'S NOT FOR [OVERLAPPING] THE FIFTH GRADE.
>> FIFTH GRADES IS A DIFFERENT SOURCE OF MONEY NOT AT THE [INAUDIBLE].
>> THAT'S GRANT FUNDING FOR THE THIRD TEXTBOOK ACTION ITEM THAT YOU HAVE? [BACKGROUND] [LAUGHTER].
SINCE NEXT YEAR'S BUDGET IS GOING TO BE TIGHT AND WE DON'T KNOW WHAT'S GOING TO HAPPEN WITH PRICES.
>> WE'RE MAKING THE RECOMMENDATION TO GO AHEAD AND TAP OFF ALL OF OUR FUEL OIL TANKS SO THAT WE'RE IN A GOOD SITUATION GOING INTO NEXT FISCAL YEAR.
THE NEXT FEW ITEMS DEAL WITH TECHNOLOGY, AND THESE ARE REQUESTS THAT WERE MADE BY THE TECH DEPARTMENT DURING OUR FY2013 BUDGET DEVELOPMENT PROCESS, BUT WE DID NOT HAVE THE FUNDING TO ADD THESE AS ADDITIONAL LINE ITEMS IN OUR BUDGET.
THE BULK OF THE COST IS A ONETIME PURCHASE AND THE FIRE ALARM SYSTEM.
AS YOU KNOW WE'VE MADE SIGNIFICANT INVESTMENTS IN TECHNOLOGY OVER THE PAST SEVERAL YEARS AND WE DO NOT HAVE A FIRE ALARM SYSTEM TO MONITOR THIS EQUIPMENT.
>> NO BUILDING YET. BECAUSE IT'S AN OLD BUILDING, YES.
[01:40:03]
>> [LAUGHTER] BUT THAT'S ALSO WHY IT NEEDS IT.
>> WE ALSO DON'T HAVE ANYTHING TO PROTECT OUR CRITICAL DATA AND EQUIPMENT FROM A POWER OUTAGE.
>> IT'S ONE OF OUR OWN BUILDING WITHOUT A GENERATOR.
>> THEN LINE ITEM NUMBER 10, THIS IS EQUIPMENT THAT IS NEEDED TO REPAIR, TEST, AND DIAGNOSE OUR DATA AND TELEPHONE NETWORKS.
THIS WOULD ULTIMATELY SAVE US MONEY.
WE WOULD NOT HAVE TO CALL IN AN OUTSIDE SOURCE TO COME IN AND DIAGNOSE, WE COULD DIAGNOSE THESE PROBLEMS ON OUR OWN.
THE REST OF THE ITEMS ARE PRETTY MUCH SELF-EXPLANATORY, AND THESE ARE ALSO ITEMS THAT CAME IN DURING THE FY23 BUDGET DEVELOPMENT PROCESS.
THE ONE OUTLIER THAT DID NOT COME IN DURING THE BUDGET DEVELOPMENT PROCESS WAS THE SOFTBALL DUGOUT RENOVATION.
WE HAVE A COMMUNITY MEMBER WHO HAS VOLUNTEERED TO DONATE THE SUPPLIES FOR ONE OF THE DUGOUTS AT NORTH HIGH.
IF THE BOARD OF ED PICKS UP THE COST OF THE SUPPLIES FOR THE OTHER DUGOUT.
THEN THEY WILL ALSO DONATE ALL OF THEIR LABOR.
THEY'RE DONATING ALL THEIR LABOR AND THEN DONATING THE MATERIALS FOR ONE DUGOUT.
>> IT'S LIKE QUALITY FOR BOTH?
>> YOU'RE NOT REPLACING ALL THE LOCKERS FOR THAT IT'S JUST THE BAD LOCKERS?
>> CORRECT. IT'S JUST CERTAIN BANKS OF LOCKERS.
>> YEAH. [INAUDIBLE] THE ADJUSTED LOCKERS [INAUDIBLE] IS INTERROGATING [INAUDIBLE].
BUT LOCKERS [INAUDIBLE] DESPITE TODAY, WE WALKED OUT ONE HALLWAY AND THERE'S SOME LOCKERS THAT WORKS PRETTY GOOD AND A LOT THAT DON'T SO [INAUDIBLE].
>> LOCKER IS CLEARLY [INAUDIBLE] AS WELL AS MR. MENDELSON WORKING WITH MR. BROWN LOOKING AT THAT [INAUDIBLE].
>> ANYTHING WITH BATHROOM DOORS ON THE [INAUDIBLE].
>> THERE WOULDN'T BE IF THEY ALL WORKED.
NO ONE USES LOCKERS IN THIS YEAR, THOUGH.
BECAUSE THERE'S NOTHING TO CORRECT.
THERE'S NOT ENOUGH WORKING LOCKERS.
>> SO THIS WILL MAKE THEM ALL WORK. THEORETICALLY.
>> THEORETICALLY, AS FAR AS WE KNOW.
>> WHEN THE ATTENDANT THERE USED TO COMPLAIN THAT HE COULDN'T GET TO HIS LOCKER BECAUSE THE PERSON ON EACH SIDE WERE BIG PEOPLE AND HE COULDN'T SQUEEZE BETWEEN THEM TO GET TO HIS LOCKER.
SO WHEN I WAS THERE FOR THIS [INAUDIBLE] CONCERT, I TOOK A PICTURE OF THE LOCKER AND SENT IT TO HIM.
>> GOOD TO HEAR. HE'LL BE HAPPY TO HEAR THAT WORK IS BEING DONE IN SCHOOL LOCKERS.
[LAUGHTER] PROBABLY IS A NEVER-ENDING NEED OR BACK. IT'S A GOOD LIFT.
>> IT IS. EVERYTHING ON THERE APPEARS TO BE DEFINITELY A NEED.
>> NEVER ENDING. BOARD MEMBERS, ANY ADDITIONAL QUESTIONS? HEARING NONE.
DO WE HAVE A MOTION TO APPROVE THE REQUESTED YEAR-END FINANCIAL PURCHASES, ONETIME PURCHASES.
>> SECOND BY MR. JONES AND MS. LAYMAN. ALL THOSE IN FAVOR?
>> WHAT DID I SAY, MR. JONES AND MS. LAYMAN?
>> THAT'S OKAY. BUT THEN YOU SAID TWO PEOPLE SECONDED.
>> WELL, I HEARD TWO PEOPLE SAME TIME AND I THOUGHT IT WAS MS. LAYMAN, AND I APOLOGIZE.
MOVING ON TO ADMINISTRATIVE APPOINTMENT 6.09.
>> GOOD EVENING, MEMBERS OF THE BOARD.
AS TO THE AUDIENCE, BRINGS ME GREAT PLEASURE TO COME TONIGHT TO RECOMMEND THE BOARD AN APPOINTMENT FOR PRINCIPAL AT THALSBERG ELEMENTARY SCHOOL.
WE CONDUCTED FULL INTERVIEWS FEW WEEKS AGO.
THE INTERVIEW COMMITTEE SELECTED ONE OF THE CANDIDATES, ONE OF THE CANDIDATES THAT WAS SELECTED WAS STEPHANIE BROHAWN,
[01:45:04]
WHO'S CURRENTLY A SYSTEM PRINCIPLE IN DORCHESTER COUNTY, HAD THE OPPORTUNITY TO MEET WITH MRS. BROHAWN AND TALK ABOUT HER VISION FOR BEING A PRINCIPAL AT THALSBERG ELEMENTARY SCHOOL, HAD A GREAT CONVERSATION AND FOLLOW-UP CONVERSATION SINCE THEN.MRS. BROHAWN HAS SERVED 14 YEARS AS A TEACHER AND A LEADER IN DORCHESTER COUNTY.
SHE'S CURRENTLY FINISHING THE MARYLAND PROMISING PRINCIPLES ACADEMY, AND SHE HAS COMPLETED THE SALISBURY UNIVERSITY ACADEMY OF LEADERSHIP.
BRINGS ME GREAT PLEASURE TO ASK THE BOARD TO APPOINT MRS. BROHAWN AS THE PRINCIPLE OF THALSBERG ELEMENTARY SCHOOL FOR NEXT SCHOOL YEAR.
I REALLY THINK SHE WILL BE A WONDERFUL ADDITION TO MAKE THE FALCON SOAR HIGHER AND REALLY ADD SOME STRONG CONNECTIONS WITH THE COMMUNITY DOWN THERE, BRING THAT BACK INTO THE SCHOOL.
>> GOOD TO HEAR. SOUNDS LIKE SHE'S BUSY CLOSING OUT THE YEAR?
>> BUSY CLOSING OUT THE YEAR WHERE SHE IS RIGHT NOW IN DORCHESTER COUNTY.
>> AGAIN, WE ARE VERY THRILLED TO BE ABLE TO HAVE EVERYONE TO BE HERE IN CAROLINE WITH US.
SOUNDS LIKE YOU HAD A GOOD INTERVIEW.
>> I HAVE A MOTION TO ACCEPT DR. SIMMONS RECOMMENDATION TO A POINT, MS. STEPHANIE BROHAWN AS PRINCIPAL OF THE ELEMENTARY SCHOOL?
>> SECOND BY MR. JONES. ALL THOSE IN FAVOR?
>> CONGRATULATIONS, MS. BROHAWN LOOKING FORWARD TO MEETING YOU. ALL RIGHT.
GETTING DOWN TO THE LAST ITEM HERE, CONTRACT 22-020, FINANCING FOR 2022 SCHOOL BUS PURCHASES.
AS YOU'VE SEEN IN THE BUDGET SUMMARY, NEXT YEAR, WE NEED TO PURCHASE TWO NEW SCHOOL BUSES BECAUSE WE HAVE TWO THAT HAVE TO BE TAKEN OUT OF SERVICE BY LAW.
THE TOTAL COST OF THESE TWO BUSES, WE PUT IT OUT TO BID A FEW MONTHS AGO.
THE TOTAL COST CAME IN AT $226,000.
AS YOU ARE AWARE, OUR BUDGET FOR NEXT YEAR CANNOT SUPPORT THE FULL COST.
SO WE'RE GOING TO FINANCE THESE BUSES.
WE'RE GOING TO ENTER INTO TAX-EXEMPT LEASE FINANCING OVER A FOUR-YEAR TIME PERIOD.
THE REASON WHY WE'RE DOING A FOUR-YEAR TIME PERIOD IS JUST BECAUSE ALL OF THE OTHER BUS FINANCING THAT WE'VE DONE IN THE PAST, HAS BEEN OVER FOUR YEARS.
SO I JUST WANT TO KEEP IT ON THE SAME SCHEDULE INSTEAD OF SWITCHING IT UP AND GOING TO A THREE YEAR OR FIVE.
SO WHEN WE PUT THIS FINANCING OUT TO BID, WE REQUESTED TWO DIFFERENT PAYMENT OPTIONS.
WE REQUESTED THAT THEY GIVE US PRICING BASED ON MAKING ONE ANNUAL PAYMENT OR MAKING SEMI-ANNUAL PAYMENTS.
TO US, IT DOESN'T REALLY MATTER IF WE'RE CUTTING ONE CHECK OR CUTTING TWO CHECKS, IT'S WHATEVER'S CHEAPEST.
SO THIS IS A FAIRLY SIMPLE, STRAIGHTFORWARD BID.
I WAS SURPRISED THAT ONLY THREE, WE ONLY HAD THREE BANKS CHOOSE TO BID ON THIS.
THE LOWEST RATE WAS 2.98 PERCENT.
I KNOW THERE'S A LOT OF NUMBERS ON THIS PAGE, BUT PROBABLY THE COLUMNS THAT YOU WANT TO PAY ATTENTION TO AFTER THE PERCENTAGE RATES, ARE THE THE TOTAL INTERESTS, WHICH IS THE FIRST COLUMN AND THEN THE TOTAL INTERESTS ON AN ANNUAL BASIS WHICH IS THE FIRST COLUMN AND THE TOTAL INTEREST ON A SEMI-ANNUAL BASIS WHICH IS THE SECOND COLUMN.
SO OF COURSE, IT'S PRETTY CUT AND DRY.
WE WENT WITH WHAT THE LOWEST INTEREST AMOUNT IS OVER THE TERM OF THE FINANCING, WHICH IS THE $10,928.52. THIS MAKES OUR PAYMENT $59,300 AND THIS AMOUNT HAS BEEN BUDGETED FOR IN OUR BUDGET SUMMARY.
JUST TO MENTION, I SPENT SOME TIME CRUNCHING THE NUMBERS WHEN I TRIED TO FIGURE OUT WHAT PLACEHOLDER I NEED TO PUT IN THERE AND WE'VE TALKED ABOUT THIS BEFORE, PLACEHOLDERS AND SOMETIMES YOU DON'T KNOW.
YOU GIVE IT YOUR BEST GUESS AT THE TIME AND THE PLACEHOLDER THAT I HAD IN FOR THIS FINANCING WAS $62,500 SO WE WERE ACTUALLY ABLE TO REDUCE THAT LINE ITEM AND DROP IT DOWN TO 59,300.
A LITTLE BIT OF SAVINGS. NOT MUCH.
THE RECOMMENDATION IS THAT WE GO WITH COGENT BANK, WHO I'VE NEVER HEARD OF BEFORE, BUT OUR PURCHASING AGENTS SUSAN PHILLIPS HAS DONE HER DUE DILIGENCE AND VETTED THIS BANK.
THEY'RE OUT OF FLORIDA AND EVERYTHING CHECKS OUT.
>> VERY GOOD. BOARD MEMBERS, ANY QUESTIONS?
[01:50:04]
HEARING NONE, DO I HAVE A MOTION TO ACCEPT THE RECOMMENDATION TO APPROVE THE CONTRACT OF FINANCING THESE SCHOOL BUSES TO COGENT BANK? [LAUGHTER] MOTION BY MR. GIACOMO.>> SECOND BY MR. BARTON'S. ALL THOSE IN FAVOR.
>> THANK YOU. MOVING DOWN REPORTS AND PRESENTATIONS MIGHT AS WELL STAY UP THERE FOR BUDGET SUMMARY.
[8. Discussion of Items for Future Board Action]
WE DON'T HAVE MANY CHANGES THIS MONTH.
PUT ON GLASSES ON TO READ THAT ONE.
WHAT DID CHANGE? WE WERE ABLE TO IDENTIFY A LITTLE BIT OF HELPS, SOME MORE SAVINGS BY SOME POSITIONS THAT ARE BEING REDESIGNED BASED ON THE NEW ORGANIZATIONAL STRUCTURE FOR NEXT YEAR.
THAT NUMBER, THE SAVINGS HAS INCREASED.
THE NEXT LINE ITEM HIGHLIGHTED IN ORANGE IS WHAT I JUST REVIEWED, THAT'S THE BUS FINANCING THAT WAS PREVIOUSLY SLATED AS 62,500 AND IT'S DROPPED DOWN TO 59,300.
THE NEXT TWO LINE ITEMS, THESE ARE OUR RUNAWAY TRAIN LINE ITEMS. I'M GOING TO BE HONEST.
I DON'T THINK WE HAVE ENOUGH IN THERE FOR BUS FUEL OR FOR ELECTRICITY FOR NEXT YEAR BUT THIS IS OUR BEST GUESS AT THIS TIME AND I DID BUMP THESE UP FROM LAST MONTH JUST BECAUSE I'M TRYING TO GET THEM CLOSER TO WHERE THEY SHOULD BE SO THAT WE DON'T GET OURSELVES INTO A TIGHT SITUATION AND I DON'T WANT BE TOO FAR OVER.
>> GET BACK TO US. IF IT'S PUT YOU ON THE SPOT I APOLOGIZE BUT UNTIL YOU JUST SAID THAT WITH ALL THE SOLAR WE'VE PUT IN, I KNOW WE DON'T TECHNICALLY USE THE ELECTRICITY PAR SE, ON SOME OF THESE THINGS, BUT DIDN'T WE LOCK IN ELECTRICITY PRICE FOR 10 TO 20 YEARS AS PART OF THOSE SOLAR OR LEASE PURCHASES?
>> MR. MINGLE COULD PROBABLY [OVERLAPPING]
>> NOT THAT I'M AWARE OF [INAUDIBLE]
>> LET'S TIME OUT ON THAT SO I DON'T DISTRACT IT, BUT I THINK WE NEED TO HEAR MORE ABOUT THAT BECAUSE I KNOW WE'VE DONE A LOT OF WORK TO MAKE OUR NUMEROUS SCHOOLS THAT WE'VE INVESTED IN MORE RENEWAL, WHETHER IT WAS A GEOTHERMAL AND THE SOLAR AND I SPECIFICALLY RECALL AND FOR THE BENEFIT OF THIS BOARD TOO, THE VERY FIRST SOLAR WE PUT IN, I THINK IT WAS AT GREENSBORO, WHICH NOW WE'VE DUG UP AND REUSED OR UTILIZE, WHICH IS GOOD.
BUT I REMEMBER HAVING A CONVERSATION THAT WE LOCKED IN.
MAYBE IT WAS JUST FOR A CERTAIN SET OF KILOWATT-HOURS AND [OVERLAPPING] MAYBE IT'S NOT 100 PERCENT OF A KILOWATT-HOURS AND THAT MIGHT BE PART OF THE CONVERSATION.
BUT THEN WHEN WE DID PRESTON AND WE DID THE KERNELS AND ETC.
I'M JUST WONDERING WHERE WE ARE ON THAT IN RELATION TO THE INCREASE IN ELECTRICITY COSTS IN THE NEXT FEW YEARS I'M JUST CURIOUS.
>>THE INFORMATION WE'RE GETTING FROM THE SEISMIC ENERGY TRUST IS THAT OUR BILLING RATE PER KILOWATT-HOUR IS GOING FROM 0.057 TO 0.078, WHICH IS A SUBSTANTIAL INCREASE.
>> IF THAT'S ON 40 PERCENT OF OUR KILOWATT-HOURS, BUT 60 ARE LOCKED IN.
THEY WERE TALKING ABOUT IF I WERE TO 10 TO 15 TO 20 YEARS, I MEAN, SANDY, YOU WERE PART OF SOME OF THESE CONVERSATIONS EARLY ON, BUT I THOUGHT WE WERE GETTING LIKE A 20-YEAR LOCK ON A CERTAIN RATE PERSONALLY, BUT JUST CURIOUS.
>> WE CAN DO SOME INVESTIGATION.
I CAN TRY TO GET MY HANDS ON THOSE FILES AND READ WHAT'S IN.
>> YES. THAT WAS A GOOD QUESTION.
>> BUT WE WERE TALKING ABOUT INCREASED FUEL AND ELECTRICITY.
>> THEN MOVING ON DOWN THE LIST, THE LAST ITEM THAT HAS CHANGED SINCE LAST MONTH, WE DID HAVE A LINE ITEM FOR A BLUEPRINT IMPLEMENTATION COORDINATOR, WHICH IS A NON-FUNDED MANDATE.
IT'S A POSITION THAT WE HAVE TO HAVE BY LAW.
WE CURRENTLY HAVE A CONSULTANT THAT WE HAVE CONTRACTED WITH AND THE INTENT IS THAT AS THE BLUEPRINT'S GETTING RAMPED UP, WE NEED TO ACTUALLY HAVE OUR OWN STAFF MEMBER HERE ON BOARD WITH US.
THE BLUEPRINT IMPLEMENTATION COORDINATE OUR RESPONSIBILITIES ARE GOING TO BE ASSUMED BY THE ASSISTANT SUPERINTENDENT OF INSTRUCTION.
[01:55:03]
THE BLUEPRINT IMPLEMENTATION COORDINATE CAME OFF THE ASSISTANT SUPERINTENDENT OF INSTRUCTION POSITION CAME ON.>> AS ALL WE KNOW DR. SIMMONS' MENTIONED TO US AND I KNOW THIS BOARD IS SUPPORTIVE OF.
UNLIKE MANY LINE ITEMS, I'M ASSUMING THAT'S JUST A BLENDED PLACEHOLDER.
>>PLACEHOLDER BASED ON THE PAY SCALE AND GOING MID-SCALE WITH AN ENHANCEMENT FORE-INSTANCE ASSISTANT SUPERINTENDENT ROLE IT'S LITERALLY MADE TO SCALE.
>> BUT DEPENDING ON AND PLEASE DON'T ANYBODY READ ANYTHING INTO THIS NUMBER BECAUSE THE PERSON WOULD BE PLACED BASED ON THEIR EXPERIENCE AND WHERE THEY FALL ON THIS SCALE.
>> SUPERVISORS SPECIAL EDUCATION AS WELL.
WHAT'S A PLACEHOLDER DEPENDING ON THE EXPERIENCE OF THE INDIVIDUAL [INAUDIBLE]
>> [INAUDIBLE] EIGHT PERCENT [INAUDIBLE]
>> YES, THAT'S THE FINAL NUMBER.
>> THAT IS ACTUALLY LOWER THAN WE [OVERLAPPING]
>> THAN THE ORIGINAL. I'M GOING TO SPEND TIME LOOKING INTO THIS NEXT YEAR BECAUSE WE ARE ONE OF THE HIGHER COMPARED TO OTHER COUNTIES, AND I KNOW IT'S BASED ON OUR CONSULTANTS, BOLTON PARTNERS.
THEY'VE SAID IT'S BASED ON USAGE, BUT WHY ARE WE TRULY SO MUCH HIGHER THAN, SAY, KENT COUNTY, THAT'S AT FOUR PERCENT.
WHY IS OURS DOUBLE WHAT THEIRS IS? THAT IS SOMETHING [OVERLAPPING]
>> IT'S A SERVICE THAT'S GONE DOWN, THAT MUCH I CAN TELL YOU.
TRYING TO GET IN TO SEE A DOCTOR IS RIDICULOUS.
TRYING TO GET THEM TO SPEND MORE THAN TWO SECONDS WITH YOU IS EVEN MORE RIDICULOUS.
>> WITH SOME GRANT FUNDING THAT WE HAVE AVAILABLE, WE'RE GOING TO PUT MORE MONEY INTO WELLNESS INITIATIVES FOR OUR STAFF AND AS WELL AS OUR [OVERLAPPING]
>> WE SAW GOOD GAINS WHEN WE FIRST HEARD ABOUT IT A FEW YEARS BACK.
WE SAW INSURANCE USAGE FOR BIGGER THINGS GO DOWN.
WE HAD EMPLOYEES TALKING ABOUT HOW THEIR BLOOD PRESSURE WENT DOWN.
SOME OF THE MAINTENANCE MEDICATIONS THEY WERE ON LITERALLY REDUCED, WHICH WAS THE WHOLE PURPOSE OF THE WELLNESS THING WHEN THEY STARTED IT.
WE'RE HOPING THAT ONLY LEAD TO A HEALTHIER STAFF, BUT FROM A FISCAL STANDPOINT, YOU HOPE YOU CAN CONTROL THAT HEALTH INSURANCE INFLATION PIECE MORE.
>> IT'S A GOOD THING TO INVESTIGATE BECAUSE AS YOU KNOW, THE CLAIM IS HOW MANY CLAIMS THEY PUT IN OR HOW MUCH THE EMPLOYEES ARE USING THE SYSTEM.
BUT WHY KENT COUNTY, FOUR PERCENT, CAROLINE EIGHT PERCENT.
BUT SOMETIMES DEPENDING ON THE SIZE OF THE WORKFORCE, A FEW EMPLOYEES WHO HAVE SEVERE HEALTH ISSUES CAN CAUSE YOU TO GO UP [OVERLAPPING]
>> THAT'S CORRECT. ALL IT TAKES IS A HANDFUL [OVERLAPPING]
>> [OVERLAPPING] SOME PERCENTAGE REALLY HAVE MADE HIGH CLAIMS THAT CAN SKEW YOUR UPWARDS.
IT'S A GOOD THING YOU PURSUE THAT.
I ALSO THINK YOU DID A GOOD JOB OF STARTING HIGH.
OF COURSE, YOU'RE GOING BY WHAT YOU WERE BEING TOLD.
IT'S BETTER TO START HIGH AND WORK DOWN THAN TO BE HOPEFUL LOW AND THEN [LAUGHTER] THAT'S JUST GOOD DECISION-MAKING AND MANAGEMENT.
>> I'M INTERESTED IN THAT INVESTIGATION.
I PROBABLY WON'T HEAR THE RESULTS OF IT, BUT I HAVE HEARD FROM OUR SURROUNDING COUNTIES AND I CAN'T PUT EMPLOYEES I DON'T KNOW WHERE THEY WISH THEY HAD WORKED OR STARTED THEIR CAREER IN CAROLINE BECAUSE CAROLINE'S BENEFITS ARE BETTER.
IF CAROLINE'S BENEFITS ARE BETTER THAN OUR NEIGHBORING COUNTY AND MAYBE OUR INSURANCE INCREASES, AND BY HEARSAY, I GUESS I'M SAYING.
>> [OVERLAPPING]NO THAT'S A GOOD THING TO FIGURE OUT.
>> BUT I'VE HEARD NEIGHBORING COUNTIES SAY IF I DIDN'T HAVE 12 YEARS IN ALREADY, I'D START OVER JUST BECAUSE OF THIS, AND I DON'T KNOW WHAT THIS IS BECAUSE I'M NOT AN EMPLOYEE.
BUT DO ALL SYSTEMS ALSO ALLOW THEIR RETIRED EMPLOYEES AFTER SO MANY YEARS TO STAY IN PART OF THEIR HEALTH BENEFIT SYSTEM? DO WE KNOW THAT?
I KNOW ONE OF OUR NEIGHBORING COUNTIES DOES.
>> I DON'T KNOW. IT'LL BE INTERESTING.
>> I KNOW OTHER COUNTIES DO, BUT IT'S AT A DIFFERENT LEVEL THAN WHAT WE PROVIDE.
>> YES. THE LEVELS ARE DIFFERENT.
>> DID WE HAVE ONE IN COVID CASES OR SOMETHING?
>> [OVERLAPPING] AS A COUNTY WE DIDN'T HAVE AS MANY, AT LEAST ACCORDING TO THE DATA, [OVERLAPPING] WE'VE BEEN LOOKING AT AS MANY HOSPITALIZATIONS THAN SOME OTHERS AROUND US.
[02:00:03]
IT REALLY IS ONE OF THOSE THAT'S WORTH THE DEEPER DIVE AND LOOK INTO. [OVERLAPPING]>> IT IS. BECAUSE IT'S SUCH A BIG-TICKET LINE ITEM.
I KNOW ITS USAGE AND UTILIZATION DRIVING THIS RIGHT, BUT I WANT TO TRULY UNDERSTAND THE INS AND OUTS OF IT.
>> AND A BENEFIT ANALYSIS COUNTY TO COUNTY BECAUSE CONTRIBUTION RATES ARE DIFFERENT ACROSS THE MID-SHORE COUNTIES, WHICH BECOMES A RECRUITMENT TOOL.
WE'RE RECRUITING HUNDREDS DEPENDING ON WHICH COUNTY, ITS CONTRIBUTION RATES, LEVEL OF SERVICE RATE, ALL THOSE KINDS OF THINGS WE KNOW THAT WE'VE TALKED ABOUT WHICH WILL BE PART OF THAT DEEPER DIVE TO MAKE SURE WE'RE MAXIMIZING AND ALSO PROTECTING OUR SERVICES AS BEST WE CAN.
>> SOMETIMES JUST THE POINT OF INVESTIGATING LETS THEM KNOW LIKE, HEY, REALLY?
>> YOUR SALARY ENHANCEMENTS THING, YOU'RE INCLUDING WORKMAN'S COMPETENT TICKET AND ALL THAT WHERE IT USED NOT TO BE?
>> YES. I'M TRYING TO TRUE IT UP TO INCLUDE THE BENEFITS PIECE AS WELL.
>> I APPRECIATE THAT. THAT NUMBER 19 EMPLOYER HERE, TEACHER PENSION COST, WOULD THAT EVENTUALLY BE PART OF THE SALARY ENHANCEMENT? HOW ARE WE DIFFERENT? NUMBER 19?
[OVERLAPPING] BECAUSE FOR EVERY ADDITIONAL DOLLAR THAT WE PUT INTO THE SALARIES, THE RETIREMENT COST ALSO PIGGYBACKS.
>> RIGHT, AND THEN THE STATE INCREASED WHAT YOU HAD TO PUT IN?
>> BECAUSE THEY CHANGED THE [OVERLAPPING]
>> YEAH. THEY TOTALLY MISJUDGED THE RETURN ON INVESTMENT BY SEVERAL PERCENT.
>> THEN PUSHED IT OFF ON [OVERLAPPING]
THEY WERE OFF BY [OVERLAPPING] IT WAS LIKE 72 MILLION OR SOMETHING CRAZY, THEY WERE OFF.
I DON'T KNOW. THEY WERE EXPECTING LIKE A SEVEN PERCENT RETURN ON INVESTMENTS AND OBVIOUSLY, THEY DIDN'T HIT IT.
>> THEY SLID THAT ONE IN THERE.
[OVERLAPPING] WELL, OF COURSE, THEY'RE NOT GOING TO SEND OUT A PRESS RELEASE, BUT [OVERLAPPING]
>> EVERY TIME, THEY STILL SLIDE IT IN.
>> I MEAN, THIS IS NEW. LIKE THE GAS.
YESTERDAY I PASSED THE GAS STATION, IT WAS $4.79.
LITERALLY AN HOUR HALF LATER, IT WAS $4.99.
NOW I HAVE $0.20 AND YOU KNOW THEY DIDN'T GET NEW GAS IN THAT HOUR-AND-A-HALF.
>> ALL RIGHT. ERIN, DID WE GET YOU OFF TRACK OR YOU STILL GOT ANYTHING TO SAY ANYTHING [OVERLAPPING]
>> NO. [LAUGHTER] [OVERLAPPING]
>> SHE'S A MONEY PERSON. [OVERLAPPING]
>> IF YOU HAVE ANY MORE QUESTIONS, FEEL FREE TO ASK.
BUT I JUST WANTED TO HIGHLIGHT THOSE ITEMS THAT WE'RE ON THE PEACH COLOR, THE CHANGES SINCE LAST MONTH.
>> THANK YOU. I REALLY APPRECIATE THE WAY YOU DO IT.
MAKES A LOT OF SENSE, SO THANK YOU FOR DOING THAT.
>> YES. THANK YOU. ALL RIGHT, BOARD MEMBERS, NOTHING LEFT ON UNFINISHED BUSINESS.
I'M SURE WE'LL COME UP WITH SOMETHING. DR. SIMMONS.
[10. Upcoming Meetings and Events]
>> NO, JUST A REMINDER. NEXT BOARD MEETING CHANGE THAT.
>> YEAH. MARK, SINCE YOU'RE HERE NOW, AND HE CAME IN RIGHT ON TIME, 6:30 FOR THE MINUTES, RIGHT ON DOT.
[LAUGHTER] WE ARE PUSHING OUR NORMAL JUNE WORK SESSION FROM THE THIRD TUESDAY TO THE FOURTH TUESDAY JUST TO MAKE SURE WE HAVE [OVERLAPPING] AT 3:30 AND SHOULD BE HOPEFULLY DONE BY 5:30 THE LATEST.
JUST TO DISCUSS, MAKE SURE WE GET OUR BUDGET APPROVED.
I MAY NEGOTIATE AN AGREEMENT APPROVED AND THEN THE OTHER LOOSE ENDS FOR THE END OF THE FISCAL YEAR.
ALL RIGHT, BOARD MEMBERS, ANYTHING? DR. SIMMONS, ANYTHING FOR THE GOOD OF THE CAUSE?
>> NO. APPRECIATE YOUR DILIGENCE AS WE WENT THROUGH THE FIRST BOARD MEETING.
I DON'T THINK I'VE EVER EVEN SAT IN ON WHERE THEY WERE 10 ACTION ITEMS TO GET THROUGH IN ONE MEETING.
BUT THANK YOU ALL FOR YOUR PATIENCE AND PERSISTENCE.
>> OH, YEAH, AND 4:30 [INAUDIBLE]
>> THAT BEING SAID, BOARD MEMBERS, WE HAVE A MOTION TO DISMISS.
>> THANK YOU. MOTION BY MR. GIACOMO, SECOND BY MR. JONES.
>> SORRY ABOUT THAT [LAUGHTER].
[02:05:01]
[OVERLAPPING] THANK YOU, EVERYONE.>> GOOD JOB, EVERYBODY.
