WE ARE VERY MUCH SUPPORTED BY MRS. LAUREN AT GREENSBORO AND IT TAKES HIS INDUSTRY SUPPORT FOR THESE THINGS TO HAPPEN.

WE ARE VERY GRATEFUL FOR HER LEADERSHIP AND HER SUPPORT AND OUR COACHES CERTAINLY.

SOME OF THESE COACHES HAVE BEEN COACHES FOR A COUPLE OF YEARS DESPITE COVID, WE'RE VERY LUCKY AND FORTUNATE TO HAVE MR. NICHOLAS DRAWING OUR CREW THIS YEAR AND ALL FINE UPSTANDING CITIZENS OF OUR COMMUNITY.

BOARD MEMBERS, MICHELE WAS, LIKE I SAID AT THE EXECUTIVE SESSION, WASN'T ABLE TO STAY BUT SHE'S HAD SOME ACTIVITIES THERE.

[NOISE] SINCE MICHELE IS NOT HERE I HAD TO TAKE UP A MOMENT, I'LL JUST TAKE SEGMENT OF HER TIME BECAUSE I WAS GOING TO SAY THIS ANYWAY, BUT SHE DID MENTION ON AIR AND SHE DID A GREAT JOB OF WELCOMING THE STAKEHOLDER INTERVIEW COMMITTEE.

JUST AS A REMINDER, THERE HASN'T BEEN A STATEMENT FROM THE BOARD OF EDUCATION HERE LATELY, BUT WE DID WANT TO GIVE AN UPDATE ON OUR SUPERINTENDENT SEARCH FOR CAROLINE COUNTY PUBLIC SCHOOLS.

MS. LAYMAN WAS THERE SATURDAY TO WELCOME A SMALL GROUP OF 11 COMMUNITY AND STAFF STAKEHOLDERS THAT [NOISE] GOT TO MEET WITH OUR FINAL THREE FINALISTS FOR SUPERINTENDENT.

THE CAROLINE COUNTY BOARD OF EDUCATION IS CONTINUING THROUGH THE PROCESS OF HIRING THE NEXT SUPERINTENDENT IN THE SCHOOLS.

BY FAR, THIS IS THE MOST IMPORTANT JOB WE DO AS A BOARD, AND I'M HAPPY TO UPDATE STAFF AND COMMUNITY AS MUCH AS POSSIBLE ON OUR PROGRESS.

EARLIER THIS SCHOOL YEAR, THE BOARD THROUGH ITS SEARCH CONSULTANT, THE MARYLAND ASSOCIATION OF BOARDS OF EDUCATION, CONDUCTED A SURVEY FOR THE STAFF AND COMMUNITY THAT INQUIRED ABOUT THE CHARACTERISTICS THEY DESIRED IN A NEW SUPERINTENDENT.

ONCE THAT WAS COMPLETE, THE POSITION WAS ADVERTISED NATIONALLY AND THE BOARD REVIEWED A NUMBER OF APPLICATIONS FROM QUALITY CANDIDATES.

IN FEBRUARY AND MARCH, THE BOARD INTERVIEWED SELECTED CANDIDATES AND DETERMINED THREE OUTSTANDING FINALISTS.

THESE FINALIST NAMES ARE BEING KEPT CONFIDENTIAL SO THEY'RE HELD POSITIONS ARE NOT ADVERSELY AFFECTED.

HOWEVER, WE DID SOLICIT FEEDBACK FROM A REPRESENTATIVE STAKEHOLDER GROUP, WHICH I JUST MENTIONED AND THEY MET ON SATURDAY.

THEIR FEEDBACK ALONG WITH OUR INFORMATION FROM INTERVIEWS WILL BE INTEGRAL TO OUR FINAL DECISION.

ONCE THE BOARD HAS CHOSEN A CANDIDATE, WE WILL SEEK APPROVAL FROM THE MARYLAND STATE SUPERINTENDENT OF SCHOOLS AS PER MARYLAND LAW, AS WELL AS HAVE TO NEGOTIATE A CONTRACT TO PROTECT BOTH OUR SYSTEM AND THE PERSPECTIVE SUPERINTENDENT.

WE ANTICIPATE BEING ABLE TO MAKE THE NEW SUPERINTENDENT OF SCHOOL ANNOUNCEMENT NO LATER THAN THE END OF MARCH.

WOULD LOVE TO HAVE IT SOONER, BUT THERE IS A PROCESS OUTLINED AND WE'RE JUST TRYING TO DO THE BEST WE CAN.

HAVEN'T HAD AN UPDATE LATELY, I FELT LIKE THIS NEEDED TO COME OUT TONIGHT AT THE MEETING AND ALSO IT WILL BE GOING OUT THROUGH OUR PRESS CHANNELS TOMORROW TO THE GENERAL COMMUNITY.

BUT I DIDN'T WANT TO GET IN THE WAY OF THIS DAY VISITING CAROLINE COUNTY PUBLIC SCHOOLS THEN.

LAST THING ON MY LIST WAS SPECIAL OLYMPICS MARYLAND, WHICH OF COURSE IS NEAR AND DEAR TO MY HEART.

I GOT THIS MUG FOR BEING A SUPER PLUNGER.

I WAS AT COOL SCHOOLS AND THEY MADE THE MISTAKE OF PUTTING A MICROPHONE IN MY HAND, I WAS THE ANNOUNCER, WHICH MEANT I GOT TO TELL 3,000 STUDENTS TO GO INTO WATER.

AT 12:00 NOON ON MARCH 24TH, THEY WERE LUCKY IT WASN'T A BITTER COLD DAY, BUT I WILL TELL YOU THE WATER WAS STILL 40 DEGREES OR AT LEAST WAS THEN AND HAVE GONE IN IT 26 TIMES IN 24 HOURS, I CAN TELL YOU IT'S COLD.

THEY WERE A FEW DAYS LATER THAN THAT, BUT IT WAS REALLY GREAT THAT I GOT THE MICROPHONE BECAUSE I WAS ABLE TO SHOUT OUT FOR CAROLINE COUNTY PUBLIC SCHOOLS AND RECOGNIZE NORTH CAROLINE HIGH AND ALSO COLONEL, AND GOT SOME REACTION FROM THEM.

THEY WERE SHIVERING PRETTY GOOD.

BUT FOR A GREAT CAUSE, I KNOW THEY HAD A REALLY LARGE CONTINGENT, WHICH IS TERRIFIC, I DON'T KNOW THE EXACT NUMBERS, BUT AGAIN, VERY PROUD TO DO THAT.

I WILL FOLLOW THE SCRIPT. I'M SUPPOSED TO SAY THESE VARIOUS THINGS, IT DIDN'T SAY ANYTHING ON THERE ABOUT CAROLINE COUNTY PUBLIC SCHOOLS, THEY CAN FIRE ME OR CUT MY PAY IN HALF, WHICH WOULD BE 0 MINUS 0, WOULD BE 0.

THAT'S ENOUGH, I COULD TALK ABOUT IT FOREVER, BUT I'LL STOP.

THE MAIN THING IS I GOT TO ACTUALLY WORK WITH STUDENTS THIS PAST MONTH.

THE MARYLAND BUSINESS ROUNDTABLE FOR EDUCATION AT A CAREER DAY AT COLONEL RICHARDSON HIGH SCHOOL AND MOCK INTERVIEWS AT NORTH CAROLINA.

THAT WAS REALLY VERY INTERESTING TO DO THE MOCK INTERVIEWS WITH THE STUDENTS AND THEY ASK QUESTIONS AND YOU KIND OF THEM, GIVE THEM ADVICE.

TWO THINGS WAS HOW TO DO AN ANSWER.

BECAUSE WE HAVE FORGOTTEN OVER THE PAST TWO YEARS, AND THEN SOME PEOPLE HAVE WHAT I CALL THE DEAD FISH AND CAKE.

[INAUDIBLE] NEVER DO THAT, BUT DON'T KILL YOU EITHER WITH THE SHAPING AND I'VE ALWAYS, WHEN YOU GO FOR AN INTERVIEW THEY ALWAYS SAY, "WHY DO YOU WANT TO WORK HERE?" IT'S BECAUSE YOU WANT THE JOB BUT YOU NEVER SAY THAT.

LOOKUP THE COMPANY, TELL US SOMETHING GOOD ABOUT THE COMPANY.

THAT WAS INTERESTING.

THEN THE LEO CLUB WHICH IS THE JUNIOR VERSION OF THE LIONS CLUB.

WE TOOK, I BELIEVE FIVE NORTH CAROLINA HIGH-SCHOOL STUDENTS IN THE LEO CLUB RECEIVED LEADER GOLF AWARD REFERENCE PRESENTATION.

MOST OF YOU KNOW LIONS CLUB IS BIG ON VISION AND THEY ACTUALLY SUPPLY THE GUIDE DOGS TO PEOPLE AT NO COST TO THE PEOPLE.

[NOISE] THOSE DOGS ARE WORTH $42,000 WITH THE TRAINING AND THE VET, AND USED TO BE THE PEOPLE WHO WOULD GO TO THEM TO LEARN, BUT WE'VE CHOSE THAT THEY WILL ACTUALLY GO TO THE PEOPLE.

EVERY YEAR, THEY HAVE [NOISE] A PERSON WHO HAS RECEIVED A FULLY MILLION DOG TO COME AND TALK ABOUT THE EXPERIENCE AND HOW MUCH IT MEANT TO THEM AND IT WAS JUST INCREDIBLE.

THE WOMAN THIS YEAR WAS JUST SO FLABBERGASTED THAT THERE WERE STUDENTS THERE AND STUDENTS WHO CARE, AND STUDENTS THAT DO THE LEO CLUB AND RAISE MONEY FOR THOSE DOGS.

IT WAS TOUCHING.

IT WAS REALLY FOR ME A VERY MOVING EXPERIENCE JUST TO BE ABLE TO WORK WITH THE KIDS AGAIN THIS MONTH.

WE HAD ATTENDED A SESSION ON A BOARD SELF-EVALUATION AND ON A SUPERINTENDENT EVALUATION PROCESSES THAT ARE USED, SPECIFICALLY, CAPE KENNEDY [NOISE] SCHOOL DISTRICT PRESENTED ON THEIRS WHICH IS A HIGHLY RENOWNED OR SOMETHING THAT PEOPLE REALLY WANTED TO LEARN ABOUT, WHICH WAS INTERESTING.

ATTENDED A SESSION ON BOARD COMMUNICATION.

SOME OF THAT WAS ABOUT COMMUNICATION DIFFERENCES BETWEEN OUR GENERATIONS.

THE FACT THAT OUR STUDENTS NOW ARE ONE OF THE FIRST-GENERATION'S TO GROW UP WITH ALL THE ANSWERS AT THEIR FINGERTIPS TO EVERY QUESTION.

VERY MUCH IMAGINABLE IN THEIR OWN FUNDS.

THE CHALLENGE IS COMMUNICATING ACROSS THE GENERATIONS FROM OUR GRANDPARENTS DOWN TO OUR STUDENTS.

I DID LEARN A LOT I CAN SAY THAT.

GOT TO THINK A LOT ABOUT WHAT I LEARNED AND TOOK A LOT OF NOTES AND I WAS HAPPY TO BRING BACK SOME THINGS PERSONALLY AND SOME THINGS THAT I THINK WILL BE HELPFUL.

IT WAS A USEFUL TRIP AT THE END OF IT, I WAS GLAD TO BE ON THE WAY BACK.

IT WAS JUST THE RIGHT AMOUNT OF TIME I THINK [NOISE].

AM JUST FIGURING THAT'S HAPPENING EVERYWHERE AND A LOT OF PEOPLE ARE NOT DOING A LOT OF GOOD THINGS, DON'T GET ME WRONG.

BUT WHEN YOU SEE SOMEBODY FROM ANOTHER PART OF THE STATE, FROM ANOTHER ORGANIZATION SAY, ''WELL LOOK, I INTERACT WITH ALL THE SCHOOL FOOD SERVICE ORGANIZATIONS IN THE STATE AND I DIDN'T SEE ANYBODY DOING WHAT YOU GUYS WERE DOING." I MEAN, IT DOES AND THAT'S RELATED TO FOOD SERVICE ON THAT DAY, BUT IT ALSO RELATES TO A LOT OF DIFFERENT, WHETHER IT'S LEO CLUB, OR THE HR DEPARTMENTS OR WHATEVER IT IS IN OUR TEACHERS, IN OUR PRINCIPALS IN OUR SCHOOLS.

IT REALLY DOES SPEAK TO CAROLINE COUNTY, SO I JUST HAD TO GO DOWN THAT ROAD A LITTLE BIT.

BUT I'D LIKE TO THANK [NOISE] THE BOARD AND THE SYSTEM AND THE COMMUNITY FOR ALLOWING BOARD MEMBERS LIKE MYSELF TO GO TO A STATE IN NATIONAL TRAININGS ONCE IN A WHILE.

JONES, HAD BEEN MAKING TIME AND HIS EFFORT AND HIS SCHEDULED TO GO BECAUSE YOU CAN'T SIT THROUGH IT AND YOU DO TAKE THINGS AWAY THAT HOPEFULLY BENEFIT OUR SCHOOL SYSTEM AND OUR BOARD AS A WHOLE.

YOU HEARD WHAT HE SAID BRILLIANT, AND I ALSO WENT THERE AND SAT THROUGH BOARD SELF-EVALUATIONS, CREATING A WINNING BOARD CULTURE HABITAT, SEVEN HABITS OF PEAK PERFORMING SCHOOLS, AND THEN NAVIGATING LEGAL ISSUES.

IT'S A SAD ONE OF RELATING TO SCHOOLS, AND I SAT THERE AT THE END GOING THROUGH THE NAVIGATING LEGAL ISSUES WITH THE SCHOOLS.

FIRST AND FOREMOST EVENT THAT I WAS ABLE TO PARTICIPATE IN AND DIDN'T KNOW WHAT I WAS PARTICIPATING IN AT FIRST, AND THAT IS A FEDERALSBURG ELEMENTARY SCHOOL.

THEIR SCHOOL RESOURCE OFFICER, CHUCK BIELFIELD GOT A MESSAGE TO ME ON A MONDAY OF THE WEEK THAT THIS WAS TO HAPPEN AND JUST SAID, "HEY, I NEED A HAM WITH THE WATER CHALLENGE.

ARE YOU AVAILABLE THURSDAY AT ONE O'CLOCK?" I'VE KNOWN OFFICER BELLFIELD FOR QUITE A WHILE AND IT WAS WHEN HE ASKED ME IF I'M AVAILABLE THURSDAY AT ONE O'CLOCK, I LITERALLY LOOKED AT MY CALENDAR I WAS LIKE, "YEAH, I CAN BE AT FEDERALSBURG AT ONE O'CLOCK. WATER CHALLENGE.

THE HEAD CUSTODIAN AT THE BUILDING, MR. JAMES DID A FANTASTIC JOB OF MAKING SURE THAT WE HAD THE EXACT FEELING THAT OUR KIDS PROBABLY DID IT AT SANDY POINT BY KEEPING THE BUCKETS OF WATER IN THE FREEZER FOR THE BETTER PART OF THE DAY UNTIL WE STARTED.

BUT IT REALLY WAS A GREAT GRAND PRIX.

THE KIDS AT FEDERALSBURG DID A GREAT JOB.

EVERYBODY CAME OUT FRONT AND WASHED US AS WE LIVED THROUGH IT. THIS IS MYSELF, MR. HERRING IS IN THE MIDDLE, THE NEW PHYS-ED TEACHER AT FEDERALSBURG AND THEN THERE WAS ALSO CHUCK, OFFICER ULCER BELLFIELD ON THE LEFT. BUT IT WAS A GREAT EVENT.

I DIDN'T KNOW WHAT I WAS GETTING INTO, BUT THRILLED THAT I HAD THAT OPPORTUNITY TO PARTICIPATE.

OTHER ITEM I JUST WANTED TO SHARE OUT.

THREE YEARS AGO, OUR SCHOOL SYSTEM AT THE BOARD RECOMMENDATION, STARTED AN ANNUAL STAFF SURVEY AND ENGAGEMENT SURVEY.

WE'VE JUST COMPLETED THE THIRD OF THOSE SURVEYS, IT CLOSED ON MARCH 28TH.

WE HAD A 73 PERCENT PARTICIPATION RATE, 686 RESPONSES, IT'S A LITTLE BIT LOWER THAN WHERE WE WERE LAST YEAR.

I BELIEVE LAST YEAR WAS AT A 77 PERCENT I BELIEVE.

BUT WHEN YOU'RE HITTING IN THE 70S, THAT'S STILL EXTREMELY HIGH FOR ANY ORGANIZATION AND ESPECIALLY ONE OF OUR SIZE WITH OVER WITH RIGHT AROUND 1,000 REGULAR EMPLOYEES.

WE WILL BE GOING THROUGH THOSE SURVEY RESULTS AS THEY'RE BEING CALCULATED BY OUR THIRD-PARTY VENDOR TO PROVIDE THAT INFORMATION TO MYSELF AND THEN IT WILL BE SHARED WITH THE BOARD IN CLOSED SESSION IN APRIL AND THEN REPORTED OUT TO THE COMMUNITY AT THE MAY BOARD MEETING.

WE'RE LOOKING FORWARD TO DIGGING INTO THAT INFORMATION TO HELP US

MR. CHOUDHURY IS DOING AN INTERESTING THING AS THE STATE SUPERINTENDENT, HE'S VISITING ALL 24 SCHOOL SYSTEMS. SPENDING HALF A DAY SHADOWING A STUDENT AND THE SECOND HALF OF THE DAY SHADOWING THE SUPERINTENDED.

HE DOES PLAN ON RETURNING BACK TO ALL 24 SCHOOL SYSTEMS NEXT TIME TO SHADOW PERHAPS A DIFFERENT STUDENT.

TO SHADOW A SCHOOL-BASED ADMINISTRATOR FOR A DAY.

REALLY TRYING TO GET A GOOD UNDERSTANDING OF THE DIVERSE LANDSCAPE ACROSS THE STATE.

THINGS IN CAROLINA OR NOT LIKE THEY ARE IN MONTGOMERY.

THERE'S DIFFERENCES ACROSS SCHOOL SYSTEMS, DIFFERENCES ACROSS GEOGRAPHIC LOCATIONS.

HE'S TRYING TO GET A GOOD UNDERSTANDING OF WHAT IT FEELS LIKE LOOKS LIKE WITHIN OUR SYSTEMS TO HELP HIM IN LEADING THE STATE SYSTEM FORWARD.

THEN HE SPENT THE AFTERNOON WITH MYSELF, HAD A COMMUNITY LEVEL MEETING THAT WE HAD THAT WE WERE TALKING ABOUT, THE SHORT OF IT WITHOUT BORING THE ENTIRE GROUP HERE, REALLY IS THE MESSAGE MR. NEWCOMB TALKED ABOUT EARLIER ABOUT IN CAROLINE COUNTY, WE JUST TEND TO ALL WORK TOGETHER.

WE'RE TRYING TO HARNESS THAT IN A BIGGER CAPACITY TO REALLY GET OUTSIDE OF JUST US LOOKING AT THINGS FROM A SCHOOL LENS, TO REALLY WORKING WITH OTHER ENTITIES REALLY SPECIFICALLY ON THINGS TO IMPROVE OUR COUNTY SAY OVER THE NEXT 10, 15, 20 YEARS BEYOND ANYONE PERSONALITY SITTING IN THE ROOM.

BUT TO SHARE IDEAS AND ALSO TO BE HONEST.

THE BIG CHALLENGE THIS YEAR HAS BEEN CLOSING GAPS AND REMEDIATING STUDENTS WHILE CONTINUING TO OFFER GRADE LEVEL INSTRUCTION.

IT'S NOT ENOUGH IF I HAVE A THIRD GRADER TO DELAY, BUT THEY MISSED IN FIRST GRADE, I ALSO NEED TO GIVE THEM ALL THAT THEY'RE SUPPOSED TO HAVING SECOND GRADE, SO THEY GO INTO THIRD GRADE GRAY.

THERE ARE FACTORS HERE, AND THIS IS A GRAY LEVEL PICTURE.

SOME INDIVIDUAL CLASSROOMS MIGHT HAVE HIGH PERFORMANCE, SO IT'S NOT ACROSS THE BOARD, BUT IT'S NOT ALL STUDENTS ARE MOVING IN THAT DIRECTION.

THE OTHER PIECE IS TEACHER EFFECTIVENESS.

A HIGH CONCERN FOR ME ARE, AND I'LL TALK ABOUT MIDDLE SCHOOL IN A SECOND, BUT FIRST SECOND GRADE ARE TRULY WHERE I HAVE THE HIGHEST CONCERN.

THOSE WERE THE GRADES WHERE WE HAD LESS THAN AVERAGE GROWTH.

THAT'S WHERE WE SEE, I THINK IT'S THE BIGGEST CHALLENGE FOR TEACHERS TO KEEP THE BAR HIGH AS FAR AS GETTING GRADE LEVEL STANDARDS.

ONE REMEDY OR AT LEAST A VARIABLE I WANT TO REMOVE IS, IS IT THE TIER 1 INSTRUCTION? IS IT OUR CORE CURRICULUM THAT'S HINDERING TEACHERS? THEY'VE GOT THE PLAN, THE TIER 2 AND TIER 3, THOSE SPORTS AND THEY'RE DOING A WONDERFUL JOB WITH THAT.

I WANT TO GIVE THEM AN EASY BUTTON FOR THEIR TIER 1 SO THAT THEY CAN PUSH THE GROWTH SO THAT WE GET THE KIDS MOVING IN THE RIGHT DIRECTION.

UNFORTUNATELY, WE ALSO HAVE TURNOVER AND WE HAVE LESS THAN SKILLED.

WE HAVE NOVICE TEACHERS.

THEY DON'T HAVE THE TOOLS IN THEIR TOOLBOX TO PLAN CORE INSTRUCTION, PLAN TIER 2, PLAN SEL SUPPORTS.

BUT WE NEED TO FIND A BETTER VEHICLE THAT HELPS RECOGNIZE WHERE THEY ARE AND MOVE ALL KIDS AT A BETTER CURRICULUM THAT'S MATCHED TO WHERE THEY ARE RIGHT NOW TO GET THEM TO THE STANDARD.

BECAUSE EVERYBODY IS WORKING REALLY HARD, BUT MAINTAINING THAT PACE OVER SEVERAL YEARS IS GOING TO BE A REAL CHALLENGE IF WE DON'T LOOK AT THE TOOLKIT WE'RE GIVING THEM ON DAILY BASIS TO HELP GET THEM THERE.

WE'VE GOT TO RECOGNIZE THAT AND LOOK AT IT IN THE SAME WAY WE'RE DOING WITH ELEMENTARY READING.

WE'VE REALLY GOT TO SIT DOWN AND LOOK TO SEE, WHERE ARE OUR KIDS? AN HONEST CONVERSATION OF WHERE THEY ARE AND WHAT'S THE BEST MATCH TO HELP MOVE ALL OF OUR KIDS FORWARD?

THE PROBLEM IS THAT IF YOU'RE A NEW TEACHER, IT IS OVERWHELMING BECAUSE AS MUCH AS WE'VE PUT TOGETHER, YOU STILL HAVE TO HAVE SOME EXPERTISE TO UNPACK IT AND USE IT.

THIS YEAR, BECAUSE OF ALL OF THE GAPS, OUR MATH RESOURCE TEACHERS, THE MRTS OF THE ELEMENTARY, THEY ARE PUSHING IN AND THEY'RE TEACHING INTERVENTIONS.

THE COACHING THAT THEY DO IS AROUND DATA AND HELPING TEACHERS PLAN SMALL INSTRUCTION, IT'S NOT ABOUT UNPACKING AND WRITING FIRST OUR CORE LESSONS.

I WANT TO FREE UP THEIR TIME TO BE WITH KIDS AND MOVE THAT BOTTOM-UP AND GIVE TEACHERS THE TOOLS TO MAKE MORE KIDS GREEN.

I HAVE THREE OPTIONS; I CAN BUY SOMETHING THAT'S ALREADY ALIGNED, I CAN HAVE MSDE COME IN AND GET WHAT WE'VE DONE, OR WE CAN PAY SOMEONE TO DO IT FOR US.

WE DO A REALLY GOOD JOB.

OUR CURRICULUM FOR ELEMENTARY HAS NUMBER 1 AND NUMBER 2.

IT HAS FOCUS AND RIGOR, IT HAS COHERENCE.

WE DON'T OFFER A WHOLE LOT WITH SCAFFOLDS AND DIFFERENTIATION AND THAT COMMON ERRORS AND MISCONCEPTIONS, THAT'S WHAT HELPS A TEACHER, ESPECIALLY A NOVICE TEACHER.

THEY LOOK AT STUDENTS' WORK, IT HELPS THEM TO DIAGNOSE WHAT'S THE MISUNDERSTANDING IN MATHEMATICS.

THAT'LL BE VERY HELPFUL TO PARENTS BECAUSE IF YOUR CHILD SAYS THIS AND IT SAYS THAT, THEN YOU CAN SAY BUT THE TEACHER THAT'S WHAT HE SAID AND IT LOOKS LIKE THIS, SO GO FIX THAT.

THERE'S ENOUGH COMPETITION OUT THERE TO MAKE THE VENDORS REALLY HAVE TO PRODUCE GOOD PRODUCTS.

IT TOOK ME A SECOND AS A CULTURE SHOCK, I'LL BE HONEST, WALKING THROUGH SOME OF OUR MATH CLASSROOMS, ESPECIALLY AT THE ELEMENTARY LEVEL, AND SEEING THE PROCESSING GOING ON BY KIDS USING DIFFERENT STRATEGIES TO GET THE RIGHT ANSWER, AND THE CRAZY THING IS, TO ME, HAVING LEARNED A VERY DIFFERENT WAY, THERE'S ONE WAY, AND LITERALLY THERE WAS ONE SIMPLE PROBLEM.

THERE WERE PROBABLY SEVEN DIFFERENT CORRECT ANSWERS AND WAYS TO GET THERE.

THE KIDS ALL GOT THE ANSWER IN THE SAME AMOUNT OF TIME.

VERY DIFFERENT APPROACHES.

BUT IT WAS HOW THEY GOT THERE AND THEN EXPLAINING HOW THEY GOT THERE.

THIS IS THE BILL THAT ORIGINALLY HAD A LOT OF CHEMICALS ATTACHED TO THE SCHOOL SYSTEM REQUIRING ALL NEW BUILDS TO HAVE SOLAR INSTALLATIONS ON THE ROOF.

ORIGINALLY, THERE WAS THINGS IN HERE.

SCHOOLS WOULD NOT BE ABLE TO REPLACE OIL FIRE BOILERS.

IF ONE WENT UP, YOU COULDN'T REPLACE IT, YOU HAD TO USE GRILL TECHNOLOGY.

THOSE THINGS HAVE BEEN AMENDED OUT OF IT AND WHERE THE BILL FINALLY LANDED WITH SCHOOLS.

THERE'S BIGGER PARTS FOR ANYBODY WHO'S INTERESTED.

I'LL JUST STICK TO THE SCHOOL PIECE FOR SCHOOLS, FOR A NEW CONSTRUCTION PROJECTS.

IF WE WERE TO GO BUILD A NEW SCHOOL OR RENOVATE A NEW SCHOOL, OUR COUNTY WOULD BE ELIGIBLE FOR A FIVE PERCENT INCREASE IN STATE FUNDING IF THE PROJECT WAS A NET ZERO CARBON EMISSION SCHOOL.

IF YOU DECIDE TO GO THAT ROUTE, YOU GET FIVE PERCENT MORE IN STATE FUNDING.

CAN LIVE WITH THAT FROM WHERE IT WAS REQUIRING SOLAR AND REQUIRING A LOT OF OTHER PIECES THAT WOULD'VE BEEN VERY EXPENSIVE.

BUT THERE'S A LOT OF PROVISIONS THAT THE INFRASTRUCTURE HAS TO BE DEVELOPED WITHIN YOUR AREA TO BE ABLE TO PURCHASE THOSE BUSES AND EVERYTHING THAT I KNOW I'VE HEARD AND I BELIEVE MR. JONES HAS HEARD IT'S NOT LIKELY RURAL COUNTIES.

BUT THAT IS ONE WHERE IT GOT AMENDED DOWN VERY WELL.

I THINK FOR SCHOOL SYSTEMS, FOR BUDGETING PURPOSES.

FRANKLY, I KNOW WE WERE NOT LOOKING AT IT COLLECTIVELY AS A PRESENT GROUP AND SOME OTHER ENTITIES, AND ACTUALLY IT'S ONE THAT IMPACTS EVERY EMPLOYER IN THE STATE OF MARYLAND IF THE GOVERNOR SIGNS IT INTO LAW.

IT HAS PASSED BOTH HOUSES AS WAITING AT THE GOVERNOR.

I DON'T BELIEVE IT GOT TO THE GOVERNOR IN TIME THAT THERE'LL BE A VETO OVERRIDE THIS YEAR.

BUT I'M NOT 100 PERCENT SURE AND CERTAIN ON THAT ONE.

THAT IS SENATE BILL 275, I BELIEVE.

IT IS A LABOR AND EMPLOYMENT BILL.

IT ESTABLISHES THE FAMILY AND MEDICAL LEAVE INSURANCE PROGRAM.

IT'S CALLED THE TIME TO CARE ACT, THE 2022.

ALL EMPLOYERS WITH 15 OR MORE EMPLOYEES STARTING IN OCTOBER OF 2023 MUST CONTRIBUTE TO THE FAMILY MEDICAL LEAVE INSURANCE PROGRAM FUND.

IT'S FOR ALL EMPLOYEES TO BE ELIGIBLE FAMILY MEDICAL LEAVE INSURANCE OF THE 12 WEEKS, 24 WEEKS IN CERTAIN CIRCUMSTANCES.

IT'S A STATE FUND THAT'S CONTROLLED BY DEPARTMENT OF LABOR AND IT'S AN ADDITIONAL COST.

IT'S A COST SHARE STRUCTURE THAT WILL BE SET BY DEPARTMENT OF LABOR.

IT WAS ORIGINALLY CODIFIED, AMENDED DOWN TO BE SET BY DEPARTMENT OF LABOR DOING THEIR RESEARCH TO BE ADJUSTED EVERY TWO YEARS.

THEY HAVE IDENTIFIED SEVEN HIGH YIELD STRATEGIES THAT IF A SCHOOL SYSTEM WISHES TO GO AFTER THESE GRANT FUNDS, YOU MUST PICK AT LEAST TWO HIGH YIELD STRATEGIES FROM THEIR LIST.

THERE'S GOT TO BE A BETTER WAY.

WE JUST NEED THAT OPPORTUNITY TO LOOK AT IT THROUGH A BETTER LENS.

IF WE GO DOWN TO EVEN UP TO ELEMENTARY, THERE'S ALSO GOT TO BE A BETTER WAY FOR US TO ADDRESS LEARNING FOR ALL KIDS THERE.

SO AS A RESULT, IT'S APRIL 6TH AND WE STILL HAVE TWO SCENARIOS. [LAUGHTER]

>> UNBELIEVABLE THAT WE'RE AT THIS POINT AND NOBODY KNOWS WHAT THE MAINTENANCE OF OUR EFFORT IS GOING TO BE.

BUT IT LOOKS LIKE SCENARIO 1 IS GOING TO BE THE WINNER BECAUSE HOUSE BILL 1450 HAS PASSED BOTH THE HOUSE AND SENATE, AND IT'S JUST WAITING FOR THE GOVERNOR TO ACT.

ASSUMING THE GOVERNOR DOES SIGN THIS LEGISLATION, THIS BILL WILL ACTUALLY ESTABLISH THE FY23 MAINTENANCE OF EFFORT LEVEL IN STATUTE.

THE NUMBER THAT IS HARD-CODED IN THIS LEGISLATION FOR CAROLINE COUNTY IS $16,080,832, WHICH IS A SLIGHTLY OVER $100,000 INCREASE IN MAINTENANCE OF EFFORT.

SO THE BLUEPRINT BILL THAT WE THOUGHT WAS GOING TO BRING US ALL THIS NEW MONEY IN YEAR 1, WE'RE TALKING $100,000 COMING FROM THE COUNTY.

SO WE'LL SEE WHAT IT BRINGS IN YEARS TO COME, BUT FOR RIGHT NOW, NOT MUCH NEW MONEY.

MOVING ALONG, I'VE HIGHLIGHTED [NOISE] THE NUMBERS THAT HAVE CHANGED SINCE THE WORK SESSION A FEW WEEKS AGO.

THE SECOND NUMBER THAT HAS CHANGED IS OUR OTHER REVENUE.

AT THE WORK SESSION, I WAS PROJECTING TO REDUCE THIS LINE ITEM BY 20,000 BASED ON THE INTEREST REVENUE DECREASING.

BUT THE MORE I LOOKED AT IT AND DID SOME ANALYSIS BETWEEN FY21 ACTUALS AND WHAT WE'RE LOOKING AT FOR FY22, WE NEED TO REDUCE THIS LINE ITEM EVEN MORE BECAUSE THE MISCELLANEOUS REVENUE IS NOT COMING IN LIKE IT USED TO BE.

SO WE NEED TO TRUE THINGS UP, OTHERWISE, WE WON'T BE IN A GOOD PHYSICAL SITUATION NEXT YEAR.

NOW, THE NEXT ITEM IS A POSITIVE.

WE HAVE BEEN ABLE TO IDENTIFY SOME MORE POSITIONS WHERE WE CAN HAVE ADDITIONAL SAVINGS.

THESE ARE AREAS WHERE WE ARE OVERSTAFFED, AND DUE TO RETIREMENTS AND RESIGNATIONS, WE'RE JUST GOING TO REALIGN AND REDESIGN.
