[00:00:03]
>> ALL RIGHT. GOOD EVENING EVERYONE.
WELCOME EVERYONE TO THE JUNE 8TH,
[1. Opening Items]

THEN IT WAS MOVED A MINUTE LATER, 5:05, A MOTION BY MR. BARTON, SECOND BY MR. GIACOMO WITH A VOTE OF 4-0 TO GO INTO CLOSED SESSION TO DISCUSS APPOINTMENT, EMPLOYMENT, ASSIGNMENT, PROMOTION, DISCIPLINE DEMOTION, COMPENSATION, REMOVAL, THESE PERSONNEL ISSUES RELATING TO STAFF, AND ALSO TO DISCUSS COLLECTIVE BARGAINING NEGOTIATIONS THAT ARE TAKING PLACE, SO WE CAN HAVE A CONTRACT WITH OUR UNION NEXT YEAR.
THAT BEING SAID, WE ARE NOW MOVING INTO OPENING SESSION AT 6:05, THIS TUESDAY EVENING, AND I'D LIKE TO MOTION TO RECONVENE IN OPEN SESSION.
ALL THERE'S A FAVOR? [OVERLAPPING]
>> AYE. ALL RIGHT. GOOD EVENING WHEN WE'RE BACK IN OPEN SESSION, AND WE'LL START WITH THE PLEDGE OF ALLEGIANCE.
>> ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA, AND TO THE REPUBLIC FOR WHICH IT STANDS.
ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
>> THANK YOU. [NOISE] ALL RIGHT. PLEDGE OF ALLEGIANCE.
MOVING ON TO APPROVAL OF AGENDA BOARD.
WE'VE BEEN SENT THE AGENDA OUT ON FRIDAY WITH ALL THE INFORMATION ATTACHED TO HAVE A MOTION FOR APPROVAL.
>> SECOND BY MS. WAYMAN. ALL THOSE IN FAVOR?
>> AYE. REMEMBER AS PART OF THAT AGENDA MINUTES FROM OUR MAY 4TH BOARD MEETING AND MAY 18TH WORK SESSION WERE PART OF THAT.
WHERE THERE ANY MISTAKES OR CORRECTIONS NEEDED? HEARING NONE. WE HAVE A MOTION TO ACCEPT AS PRESENTED.
>> SECOND BY MR. GIACOMO. ALL THOSE IN FAVOR?
[2. Consent Agenda]
MOVING ON TO THE CONSENT AGENDA.
WE HAVE JUST ONE ITEM OF PERSONNEL INFORMATION RELATING ALL THE CONSENT AGENDA.
>> GOOD EVENING [INAUDIBLE] BOARD MEETING WITH THE PERSONNEL AGENDA FOR YOUR CONSENT.
THERE IS AN ADDENDUM AS WELL, SO I'LL JUST READ THE TOTAL WE HAVE FOR ON THE PERSONAL ITEMS TWO LEAVE OF ABSENCES, THREE RETIREMENTS, EIGHT RESIGNATION, AND 12 APPOINTMENTS AS TEACHER REGULAR CONTRACT.
>> I SEE SOME CAROLINE COUNTY PEOPLE COMING BACK TO THE SYSTEM, WHICH IS GOOD.
ALONG WITH SOME OF OUR IMPORTS, WHICH ARE GOOD TOO.
BOARD MEMBERS, THIS IS THE ONLY ITEM ON THE CONSENT AGENDA AND IT IS PERSONNEL TO HAVE A MOTION TO ACCEPT?
ALL THOSE IN FAVOR? [OVERLAPPING]
>> AYE. ALL RIGHT. THANK YOU FOR BRINGING THAT TO US.
RECOGNITIONS 3.01, DR. SYMONS?
[3. Recognitions]
>> CERTAINLY. TONIGHT BRINGS ME GREAT PLEASURE.
TWO PEOPLE WE FINALLY GET TO SEE IN PERSON, [LAUGHTER] WHICH IS EXCITING.
I THOUGHT RACHEL WAS COMING BY TO SEE WHAT YOU GUYS LOOK LIKE IN PERSON FOR A SECOND.
[INAUDIBLE] TONIGHT, WITH US ARE OUR TWO STUDENTS WHO HAVE DONE AN INCREDIBLE JOB SERVING AS OUR STUDENT REPRESENTATIVE TO THE BOARD DURING AN INCREDIBLY TOUGH YEAR, AN UNUSUAL YEAR TO SERVE IN SAID CAPACITY.
I HAD THE PLEASURE OF MEETING WITH GILLIAN AND ZACH ABOUT A WEEK AGO TO TALK ABOUT THEIR EXPERIENCES AND WHAT WENT WELL.
WHAT ARE SOME THINGS WE COULD DO TO TRY TO ENHANCE THE EXPERIENCE GOING FORWARD? WE ARE DEFINITELY GOING TO MISS GILLIAN BEING WITH US WITH HER PERSPECTIVE COMING FROM CAROLINE HIGH AND WISH YOU NOTHING BUT THE ABSOLUTE BEST IN THE FUTURE, I KNOW WE'LL HEAR HOW THINGS ARE GOING FROM MUM AND DAD.
WE'VE GOT TO KEEP TABS, KNOW HOW THINGS ARE PROGRESSING.
ZACH HAD SO MUCH FUN, HE GETS TO COME BACK AND DO IT ALL OVER AGAIN NEXT YEAR, [LAUGHTER] SO ZACH, YOU GET THE SUMMER OFF, THAT'S IT, SO FOR YOU IT'S NOT GOODBYE BY ANY MEANS.
IT'S WE'LL SEE IT THIS SUMMER FOR A RETREAT AND THEN BACK AT IT AGAIN COME SEPTEMBER.
BUT THANK YOU GUYS SO MUCH FOR EVERYTHING YOU'VE DONE THIS YEAR FOR THE PERSPECTIVE.
AGAIN, HANGING IN THERE IN TOUGH SITUATIONS. THERE WERE SOME LONG MEETINGS.
[00:05:03]
[LAUGHTER] YOU GUYS HUNG IN ON ZOOM, WAITING YOUR TIME. [NOISE] BLESS YOU.YOU GUYS REPRESENTED THE SYSTEM AND YOUR SCHOOLS REALLY WELL.
MR. MURTON, DO YOU HAVE ANY COMMENTS?
>> YEAH, IT'S REALLY APPRECIATED.
IT'S GOOD TO SEE YOU. TOO BAD.
YOU COULDN'T BE HERE WITH US HAVING ALL THAT FUN [LAUGHTER] WITH AN EMPTY ROOM.
BUT IT IS, THE TECHNOLOGY IS AS MUCH AS WE WANT TO GET BACK TO NORMAL.
I THINK THE TECHNOLOGY HAS ALLOWED US TO REALIZE THAT YOU CAN PARTICIPATE AND LISTEN IN AND MULTITASK IN THIS WORLD AND NOT HAVE TO DRIVE, WHETHER IT'S FIVE MINUTES OR 15 MINUTES TO GET TO THAT EVENT.
HOPEFULLY NOW WE'VE NOTICED THAT WE HAVE A GOOD PARTICIPATION AND COMMITTEES FOR SPECIAL ED AND PARKS AND REC AND THINGS LIKE THAT.
HOPEFULLY SOME OF THESE THINGS WILL CONTINUE AS WE GO BACK TO BEING WITH EACH OTHER.
GOOD LUCK, BE SAFE THESE SUMMER AND BE CAREFUL. THANK YOU.
>> YOU WERE ELECTED PRESIDENT, CORRECT?
>> THE SENIOR CLASS. HE'S THE SENIOR CLASS PRESIDENT. [APPLAUSE]
>> YOU MIGHT BE TOO BUSY, MIGHT HAVE TO DELEGATE THIS?[LAUGHTER]
>> YES, I'M GOING TO [INAUDIBLE] COLLEGE.
>> WE DON'T HAVE CERTIFICATES?
>> WE DON'T HAVE CERTIFICATES.
GILLIAN DOES GET THE DISTINCTION OF GETTING TO KEEP THE ELECTRONIC DEVICE FOR HER, WHICH IS EXCITING. [APPLAUSE]
>> THAT'S BETTER THAN A PIECE OF PAPER.
>> YEAH, IT'S BETTER THAN A PAPER.
[LAUGHTER] THAT THE DOG CAN EAT OR WHATEVER ELSE, BUT KEEPING THE DEVICE IS AWESOME, ZACH, OBVIOUSLY, WE'LL KEEP HIS FOR NEXT YEAR AND THEN GOING FORWARD, I WILL BE ABLE TO KEEP HIS AS WELL.
YES, ZACH WILL, AS I SAID, WILL SERVE AS OUR REPRESENTATIVE FOR NEXT YEAR AND WE'RE EXCITED ABOUT THAT.
HE WILL BE JOINED BY [INAUDIBLE] HIGH SCHOOL STUDENT, ZAHID ASHRAF.
ZAHID COULD NOT BE HERE THIS EVENING AND COULDN'T MAKE IT ONLINE, BUT ZAHID WILL BE HERE AS WELL, I KNOW YOU GUYS WILL SERVE VERY WELL TOGETHER AND WE'LL GET TOGETHER THIS SUMMER FOR ORIENTATION.
BUT THEN ALSO TALK ABOUT SOME OF THE SUGGESTIONS YOU GUYS HAD TO STRENGTHEN THE STUDENT BOARD MEMBER POSITION. THANK YOU, GUYS.
>> I'LL JUST SAY WE ONLY HAVE FOUR OR FIVE HOURS MORE AND MORE WITH THE BUSINESS.
[LAUGHTER] BUT USUALLY YOU HAVE TO SIT THROUGH ALL THAT NONSENSE.
[LAUGHTER] BUT IF YOU WANT TO SLIP OUT, THAT'S FINE TOO.
MOVING ON TO INDIVIDUAL ACTION ITEMS. [LAUGHTER]
THANK YOU GUYS FOR [OVERLAPPING]
>> NO, THANK YOU GUYS. [OVERLAPPING] YES, THANK YOU.
>> GOOD TO HAVE PEOPLE IN HERE, THANKS.
>> SPREAD THE WORD. [LAUGHTER] INDIVIDUAL ACTION ITEMS,
[4. Individual Action Items]
ADMINISTRATIVE APPOINTMENTS, DR. SIMMONS.OUR FIRST ADMINISTRATIVE APPOINTMENT THIS EVENING ACTUALLY IS EXCITING.
WE HAD AN OPPORTUNITY IN OUR INSTRUCTIONAL DIVISION TO LOOK AT OUR DEPLOYMENT OF RESOURCES, AND WE WERE ABLE TO REARRANGE OR REALLOCATE RESOURCES AND CREATE A SUPERVISOR OF READING K-5 POSITION WHICH IS CERTAINLY NEEDED IN ANY SCHOOL SYSTEM, BUT IT'S A VITALLY IMPORTANT POSITION.
ONE OF THE MOST IMPORTANT INSTRUCTIONAL POSITIONS YOU ACTUALLY CAN HAVE IN A SYSTEM IS REALLY BUILDING THOSE FOUNDATIONAL SKILLS FOR OUR KIDS EARLY ON.
MRS. OWENS MCCORMICK LEAD AN INTERVIEW TEAM THROUGH A RIGOROUS PROCESS AND WITH MULTIPLE APPLICANTS, AND THE TOP CHOICE AND THE RECOMMENDATION TO THE BOARD OF EDUCATION TONIGHT FOR THE POSITION OF SUPERVISOR OF INSTRUCTION K-5 READING IS MRS. KATIE ALLIS-FISHER.
I BELIEVE KATIE IS WITH US ONLINE, CORRECT? VERY GOOD. [OVERLAPPING]
>> DON'T GET TOO EXCITED YET, THEY HAVEN'T VOTED.
[LAUGHTER] BUT, KATIE, [LAUGHTER] THANK YOU FOR JOINING US TONIGHT.
KATIE HAS SERVED SINCE AUGUST 2018 AS THE SPECIALISTS TO LITERACY INITIATIVES UNDER OUR STRIVING READERS PROGRAM.
PRIOR TO THAT, KATIE HAD BEEN AN ELEMENTARY SCHOOL CLASSROOM TEACHER FOR 11 YEARS AT RIDGELY ELEMENTARY SCHOOL, TEACHING KINDERGARTEN, 1ST, 3RD, AND 5TH GRADES.
ALL OF HER TIME HAS BEEN IN CAROLINE COUNTY AND SHE IS AN OUTSTANDING EXAMPLE REALLY OF SOMEONE DIGGING IN, FINDING THOSE EXPERIENCES, AND BUILDING UPON THOSE TO GIVE BACK EVEN MORE TO OUR SCHOOL SYSTEM.
>> KATIE, DOES THIS SOUND LIKE SOMETHING THAT YOU WILL WITHSTAND?
[00:10:02]
>> ABSOLUTELY, THIS IS MY DREAM JOB.
>> GREAT. GOOD TO HEAR. [LAUGHTER] WE'VE HAD SOME GOOD PEOPLE IN THAT POSITION, SO I'M SURE YOU'LL FILL THEIR SHOES RATHER NICELY.
BOARD MEMBERS, DO WE HAVE A MOTION TO ACCEPT THE RECOMMENDATION?
>> ABSOLUTELY, WE ACCEPT THE APPOINTMENT OF MS. KATIE ALLIS-FISHER AS SUPERVISOR OF INSTRUCTION.
>> THE MOTION BY MS. WAYMAN, SECONDED BY MR. GIACOMO.
ANY DISCUSSION? HEARING NONE. ALL THOSE IN FAVOR?
I WILL GIVE MY BEST ABSOLUTELY EVERYDAY TO THE STUDENTS AND STAFF OF CAROLINE COUNTY.
THIS HAS BEEN MY HOME FOR 14 YEARS AND I LOOK FORWARD TO IT BEING MY HOME FOR PROBABLY FOREVER TO COME BECAUSE I PROBABLY WILL NEVER RETIRE.
[LAUGHTER] I APPRECIATE AND I'M HUMBLED BY THE OPPORTUNITY AND I CANNOT THANK YOU ENOUGH.
>> GREAT. THANK YOU. GOOD LUCK. [OVERLAPPING]
>> THANK YOU, KATIE. CONGRATULATIONS. [APPLAUSE]
>> GOOD STUFF. MOVING ON TO THE NEXT ADMINISTRATIVE APPOINTMENT, DR. SIMMONS.
>> THANK YOU AGAIN. THE NEXT ADMINISTRATIVE APPOINTMENT THIS EVENING ACTUALLY INVOLVES THE REARRANGEMENT OF RESOURCES AS WELL, TO STRENGTHEN OUR SCHOOL SYSTEM FOR FUTURE ENDEAVORS.
WE CURRENTLY HAVE A PUBLIC RELATIONS COORDINATOR POSITION, WHICH IS A SUPPORT SERVICES POSITION, AND GIVEN THE HIGH LEVEL OF NEED AT IMPROVING AND BUILDING UPON COMMUNICATION SYSTEMS OR SCHOOL SYSTEM OF ROUGHLY 1,000 EMPLOYEES, 5,500 STUDENTS, 3,500 FAMILIES, 35,000 RESIDENTS IN THE COMMUNITY.
COMMUNICATIONS POSITION IS VITAL AND NECESSARY FOR OUR SCHOOL SYSTEM TO BE AS STRONG AS WE CAN BE.
IT IS ONE OF OUR GOALS WITHIN OUR STRATEGIC PLAN.
IT IS OUR FOURTH GOAL AND IS HIGHLY IMPORTANT, SO WE ARE RECOMMENDING MOVING THE POSITION OF PUBLIC RELATIONS COORDINATOR CURRENTLY HELD BY MS. SANDY BARRY TO THE POSITION OF COMMUNICATIONS OFFICER, WHICH MAKES IT A LEADERSHIP LEVEL POSITION WITHIN OUR LEADERSHIP STRUCTURE TO HELP BUILD OUT OUR EFFORTS GOING FORWARD.
THE RECOMMENDATION BEFORE YOU TONIGHT IS TO MOVE SANDY FROM THE PUBLIC RELATIONS COORDINATOR POSITION INTO THE COMMUNICATIONS OFFICER POSITION FOR THE NEXT SCHOOL YEAR.
>> SHE'S RIGHT BEHIND YOU. [LAUGHTER]
>> IT HAS BEEN A MULTITASKING HERE.
THAT POSITION WE HAVEN'T HAD THAT MANY YEARS. DID YOU MENTION THAT?
>> NO, I DID NOT, MR. NEWCOMB.
WE'VE HAD THE POSITION, I BELIEVE IT'S BEEN THREE YEARS.
>> THREE YEARS. AS WE'VE TALKED, EVERY TIME IT SEEMS LIKE COMMUNICATION SHOULD BE SO EASY NOW, BUT THERE'S SO MANY DIFFERENT WAYS TO COMMUNICATE THAN IT USED TO BE JUST THE WRITTEN WORD OR THE SPOKEN WORD.
NOW THERE'S ABOUT, I DON'T ONLY WANT TO TAKE A GUESS.
>> TRUE, EFFECTIVE COMMUNICATION.
THANK YOU FOR POINTING THAT OUT.
I NEED YOU TO DO SOME RESEARCH AND FIND OUT THE OTHER SYSTEMS THAT HAVE THIS TYPE OF POSITION.
>> YES, SEVERAL OTHER SYSTEMS HAVE A SIMILAR POSITIONS, AND THOSE POSITIONS DO EXIST AT THE LEADERSHIP LEVEL AS AN ADMINISTRATIVE POSITION WITHIN THE ORGANIZATIONAL STRUCTURE, THOSE ARE SIMILAR SIZE AND WORK.
AGAIN, GIVEN THE COMPLEX NATURE OF OUR SCHOOL SYSTEM AND OUR COMMUNICATION AND THE DIRECTION IT IS GOING, I THINK IT'S DULY VITAL THAT WE ELEVATE THAT POSITION IN THIS COUNTY TO MOVE FORWARD, GOOD WORK WE'RE TRYING TO DO.
>> WITH EMPHASIS ON, IT'S NOT JUST ABOUT THE PERSON, IT'S ABOUT THE POSITION AND THE IMPORTANCE OF THAT POSITION.
BUT THIS INDIVIDUAL MAKES IT LOOK EASY.
ALTHOUGH IT'S CERTAINLY NOT IN A CRISIS.
KIND OF THE THING WE'VE HAD A ROLE IN CRISIS OVER THE LAST 14 MONTHS, BUT IN AN EMERGING CRISIS WHICH THOSE HAPPENED TO, PROPER COMMUNICATIONS IS SO VITAL, AND SO YOU NEED THAT POSITION HAVING THAT ELEVATION, HAVING US TO SUPPORT IT FULLY.
AGAIN, NOT ABOUT THE INDIVIDUAL, EVEN THOUGH THOSE INDIVIDUALS VERY DESERVING.
IT'S ABOUT LONG-TERM STATUS AND POSITION IN YOUR ORGANIZATION AND GIVING IT THE PROPER STANDING IN THE ORGANIZATION, THAT'S A VERY GOOD STRATEGIC MOVE.
>> ONE MOMENT. DO I HAVE A MOTION TO APPROVE THE APPOINTMENT OF THE COMMUNICATION OFFICER TO THIS LEVEL?
>> WELL, CONSIDERING I JUST GAVE THAT SPEECH.
I'LL MAKE THE MOTION [LAUGHTER] TO SUPPORT THE RECOMMENDATION.
[00:15:01]
ANY ADDITIONAL QUESTIONS OR COMMENTS? ALL THOSE IN FAVOR?
>> AYE. UNANIMOUS. CONGRATULATIONS. [APPLAUSE]
>> I REALLY DO APPRECIATE THE OPPORTUNITY TO GROW AND STRENGTHEN THE POSITION FOR THE FUTURE.
WE'D LIKE TO JUST TAKE A POINT OF ORDER, AND GO BACK A LITTLE BIT ON THE AGENDA.
WE'VE HAD OUR NEW STUDENT REP FOR COLONEL RICHARDSON.
>> YES. THANK YOU, MR. NEWCOMB.
>> WE HAVE, JOINING US THIS EVENING, AND [INAUDIBLE] THE FIRST TIME I'VE MET ZAHID AS WELL.
OUR NEW BOARD REP FOR NEXT YEAR FOR COLONEL RICHARDSON HIGH SCHOOL IS GOING TO BE ZAHID ASHRAF, WHO DOES JOIN US TONIGHT.
THANK YOU FOR BEING HERE. YOU'RE GOING TO MAKE IT?
>> THAT'S OKAY. YOU'RE IN SAFE HANDS.
WE'RE STILL GETTING USED TO HAVING PEOPLE PRESENT IN THE SAME ROOM WITH US, SO KNOW YOU'RE GOOD.
BUT ZAHID WILL SERVE THE TERM FOR [INAUDIBLE] NEXT YEAR.
COLONEL HIGH GAVE YOU A VERY STRONG RECOMMENDATION WHEN I ACTUALLY SPOKE TO MISS NORTH YESTERDAY, SO WE'LL DEFINITELY ENJOY YOU BEING HERE, AND HAVE A LOT OF FUN TOGETHER THIS YEAR, BUT LOOKING FORWARD TO WORKING WITH YOU NEXT YEAR ZAHID AS THE WHOLE BOARD IS AS WELL, AND WE WILL HAVE A BOARD MEMBER ORIENTATION COMING IN THE MONTH OF JULY FOR STUDENT BOARD MEMBERS, AND THEN WE'LL HIT THE GROUND RUNNING AND BE READY TO GO.
WE'RE GLAD YOU'RE HERE, AND TO GET TO MEET THE WHOLE BOARD TONIGHT.
>> ZAHID, I'M JUST GOING TO GO AROUND AND FOR YOUR BENEFIT AND JUST PUT A FACE TO THE NAME.
IF WE CAN JUST INTRODUCE OURSELVES, AND MAYBE A WORD OR TWO.
NOW I'M ON THE BOARD, LOVE EDUCATION.
>> A SENIOR. WELL, GOOD LUCK IN YOUR SENIOR YEAR AND ENJOY IT.
I'M NEW TO THIS BOARD TOO, AND SO ARE THREE OF US.
I STARTED IN DECEMBER, SO WE'LL BE ROOKIES TOGETHER, IF YOU WILL.
I THINK IT'LL BE A GREAT EXPERIENCE FOR YOU.
ONE OF THOSE RESUME BUILDERS, BUT ONE WHERE YOU REALLY GAIN SOMETHING AND BRING SOMETHING AS WELL.
AGAIN, THANKS FOR BEING HERE, AND DON'T WORRY ABOUT COMING IN THE DOOR A COUPLE OF MINUTES LATE.
>> ZAHID. I GRADUATED FROM COLONEL [BACKGROUND] [LAUGHTER] TWO YEARS AGO.
I MIGHT BE THE MOST IMMATURE HERE, BUT ABOUT THE MOST SENIOR BOARD MEMBERS.
>> THE COLONEL WAS STILL LIVING BACK THEN [LAUGHTER].
>> LOOKING FORWARD, YOU'LL SEE ME AROUND, NEAR MY DAUGHTER'S CLASS.
>> HI, ZAHID. MY NAME IS MICHELE WAYMAN, AND I'M THE NEW THIRD OF THE [LAUGHTER] THREE, SORRY TO NEW BOARD MEMBERS, BUT I REALLY LOOK FORWARD TO WORKING WITH YOU NEXT YEAR.
GOOD LUCK IN YOUR SENIOR YEAR, AND YOUR FUTURE PLANS.
>> GREAT. ZAHID, THANK YOU FOR JOINING US.
WE'RE GLAD YOU CAME OUT TONIGHT TO MEET EVERYBODY.
YOU'RE WELCOME TO STAY FOR THE REMAINING BUSINESS PORTIONS OF THE MEETING.
TYPICALLY AT THIS POINT, STUDENTS SAY THANK YOU, BUT NO THANKS, AND [LAUGHTER] HEAD OUT, GET SOMETHING TO EAT OR GO DO SOMETHING ELSE FOR MORE FUN.
BUT IT WAS NICE MEETING YOU, AND YOU'RE WELCOMED TO STAY OR GO, IT'S YOUR CHOICE.
>> IT WAS NICE MEETING YOU ALL.
WONDERFUL JUDGMENT [LAUGHTER] [OVERLAPPING].
THANK YOU FOR THAT INTERACTION WITH OUR NEW BOARD MEMBER.
MOVING ON WITH NEXT INDIVIDUAL ACTION ITEM 4.03, LOOKING AT THEM FORWARD TO THE MEETINGS, OUR BOARD MEETINGS, AND WORK SESSIONS FOR THE COMING YEAR.
>> YES. GOOD EVENING, PRESIDENT DUKE AND MEMBERS OF THE BOARD.
BEFORE YOU ARE THE PROPOSED SLATE OF MEETING DATES FOR NEXT YEAR, REPRESENT FIRST TUESDAY OF EVERY MONTH AS TYPICAL WORK SESSIONS TENTATIVELY SCHEDULED FOR THE THIRD TUESDAY OF EVERY MONTH.
WE HAVE THE JANUARY 18TH WORK SESSION, WHICH IS TRADITIONALLY WITH THE COUNTY COMMISSIONER, RELATED TO BUDGET.
THE DATES, WE HAVE DOUBLE AND TRIPLE CHECKED, THE OCTOBER DATE DOES NOT CONFLICT WITH THE MAIN, WHAT MAY BE A IN-PERSON CONFERENCE OR VIRTUAL, BUT IT DOESN'T CONFLICT WITH [INAUDIBLE] CONFERENCE.
THE LATER CONFERENCE DOES NOT CONFLICT WITH THE NATIONAL ASSOCIATION OF BOARDS OF ANY CONFERENCE.
WE SHOULD BE GOOD THERE, AND WE DID NOT KNOW ANY OTHER CALENDAR ISSUES THAT WE SAW.
>> BOARD MEMBERS, YOU'RE GOOD TO GO? I KNOW IT'S A WHOLE YEAR IN ADVANCE OF US, AND I THINK WE ALL DO A PRETTY GOOD JOB OF SETTING IT ASIDE,
[00:20:03]
BUT IF SOMETHING COMES UP, WE'LL MAKE IT WORK, ESPECIALLY IN TODAY'S WORLD OF ZOOM, AND WHATNOT.DO I HAVE A MOTION TO ACCEPT THESE DATES?
ALL THOSE IN ANY DISCUSSION? ALL THOSE IN FAVOR? THANK YOU. MOVING ON.
LOOKING AT CONTRACT 21-013, FINANCING FOR CCPS 2021 SCHOOL BUS PURCHASES, NEED TO KEEP THE BUSES ON THE ROAD. MR. NAGEL?
>> YES, SIR. PRESIDENT NICOLE, MEMBERS OF THE BOARD.
YOU HAVE BEFORE YOU TONIGHT A REQUEST FOR APPROVAL FOR THE FINANCING FOR THE PURCHASE OF THREE NEW SCHOOL BUSES FOR NEXT YEAR NECESSARY IN ORDER TO COMPLY WITH THE END OF SERVICE LIFE ASSOCIATED WITH BUSES CURRENTLY IN THE FLEET.
FOR NEW BOARD MEMBERS, WE HAVE, ALONG WITH ALL OF THE SYSTEMS ON THE SHORE, HAVE 15-YEAR LIFE ON THE SCHOOL BUSES.
WESTERN SHORE SYSTEMS, FOR THE MOST PART IS 12 YEARS, BUT WE GOT THE LAW CHANGED SEVERAL YEARS AGO TO ALLOW US TO GO TO 15 YEARS BECAUSE OF THE MORE RURALNESS OF OUR LANDSCAPE.
THE BUSES TEND TO, FOR THE MOST PART LAST LONGER.
WE HAVE A PROCESS IN PLACE THAT ONCE THEY HIT THAT 12TH YEAR, WE EVALUATE THEM EVERY YEAR, AND ALLOW IF IT'S CONTRACT OR OWNED.
IT'S A MUTUAL DECISION AS TO WHETHER OR NOT TO CONTINUE INTO THE 13TH YEAR, OR THE 14TH YEAR.
BUT FOR THE MOST PART, THE BUSES DO LAST THE 15 YEARS.
BUT WE DO HAVE THREE BUSES THAT NEED TO BE REPLACED, VERY ATTRACTIVE FINANCING FROM JPMORGAN CHASE.
THAT'S THE ACTION ITEM BEFORE YOU TONIGHT TO ACCEPT THE BID FROM THEM AND THE RATE OF 1.66 PERCENT.
WE'RE GOING TO OPT FOR FOUR PAYMENTS OVER A 48-MONTH PERIOD, WHICH WILL BE JUST ONE PAYMENT PER YEAR.
>> IT'S A GREAT RATE. ALL RIGHT, BOARD MEMBERS. ANY QUESTIONS? I HAVE A MOTION TO ACCEPT THIS RECOMMENDATION TO RECOMMEND AND FINANCING.
SECOND BY MS.WAYMAN, ANY ADDITIONAL DISCUSSION? HEARING? NONE. ALL THOSE IN FAVOR? AYE.
THANK YOU, MR. ANGLE AND YOU UP AS WELL ON THE NEXT ONE? YES, SIR.
OR CONTRACT 21-O104, FURNISHED AND INSTALL LBT FLOORS AT TWO SCHOOLS? YES, SIR. COMMISSIONER MCCONNELL, MEMBERS OF THE BOARD, IF YOU REMEMBER, FROM LAST MONTH, WE DID PRESENTATION ON THE CARES TO GRANT FEDERAL STIMULUS MONEY, AND SOME OF THE ALL THE DIFFERENT USES FOR THAT.
ONE OF THOSE WAS FOR, TO REMOVE CARPETING IN A TOTAL FOUR SCHOOLS OVER THE TWO SUMMERS, AND REPLACE THAT WITH LVT, WHICH STANDS FOR LUXURY VINYL TILE, IS A NEWER PRODUCT THAN THE TRADITIONAL VCT THAT NEEDS TO BE WAXED.
LVT HAS A LOT LOWER MAINTENANCE ASSOCIATED WITH IT, SO TOTAL COST OF OWNERSHIP IS A LITTLE BIT IS MUCH LESS THAN AND OTHERWISE.
A LOWER UPFRONT COST OF BASIC TALE.
THE UPFRONT COST OF LVT, IT'S A LITTLE BIT MORE EXPENSIVE, BUT OVER THE LIFE OF IT BECAUSE THE WAX FEATURE SO MUCH MORE ABOUT A PRODUCT THEY HAVE AND ACTUALLY FOR THE, BID DOCUMENT THAT'S ATTACHED AND YOU'LL SEE THAT THE VENDOR ADDED IN THAT SCRATCH RESISTANT SURFACING.
WELL, FORTUNATELY, INITIALLY WE HAD QUITE A FEW VENDORS.
THE THING THAT PRE-BID MEETING AT THE TWO SCHOOLS.
BUT THEN ONLY FOUR ACTUALLY SUBMITTED BIDS.
THREE OF THOSE BIDS HAD TO BE REJECTED, FOR FAILURE TO COMPLY WITH THE SPECIFICS OF THE BID DOCUMENT.
SPECIFICALLY, THERE WERE REASONS FOR REJECTING THE BIDS WERE FOR FAILURE TO EITHER PRODUCE A BILL TO COVER THE PROJECT, OR FAILURE TO COMPLY WITH THE REQUIREMENT THAT WE HAVE TO COMPLY WITH AND THAT'S ASSOCIATED WITH MINORITY BUSINESS ENTERPRISE PARTICIPATION.
THEY DIDN'T SUBMIT A COMPLAINT BID PACKAGE.
[00:25:03]
THERE WERE ELEMENTS OF THEIR BID PACKAGES THAT WERE MISSING.THAT'S VERY CLEAN CUT DRY, EXPLICITLY SPELLED OUT THAT YOU CAN'T SUBMIT A PARTIAL BID PACKAGE OWN BID DAY, JUST CAN'T SUBMIT A NUMBER.
YOU GOT TO SUBMIT ALL OF THE ATTACHMENTS WITH IT.
THERE'S NO EXCEPTIONS BECAUSE ONCE YOU START MAKING EXCEPTIONS, YOU'D BE ABLE TO BE CHASING IT ALL DAY LONG.
THE RESULTING VENDOR AS FITZ FLOORING HAS BEEN FULLY VETTED THIS SO WESTERN SHORE VENDOR BUT HAS DONE A LOT OF WORK WITH SCHOOL SYSTEMS ON THE WESTERN SHORE.
MR. PATRICK REACHED OUT TO CONTACT THOSE REFERENCES AND I SCHOOL SYSTEMS. THEY WERE ALL SPOKE VERY HIGHLY OF THEIR WORK ABILITY AND THEIR CAPABILITY TO DO THIS PROJECT, OVER THE COURSE OF THIS SUMMER, SHORTER AT TIMEFRAME.
THE PRODUCT THAT THE VENDORS USING IS ONE THAT WE'RE FAMILIAR WITH, THE SUPPLIER THAT WE'VE USED IN THE PAST AS WELL.
ALL THE T'S ACROSS [INAUDIBLE] DOTTED RECOMMENDATIONS AWARDED CONTRACT TO FITZ FLOORING, AND THE AMOUNT NOT TO EXCEED 240 THOUSAND, WHICH AND THE FINAL STATEMENT IS LESS THAN WHAT WE HAD PROJECTED INTO THAT SIGNIFICANTLY LESS SO IT WAS A GOOD BID.
YOU DOING BOTH SCHOOL THIS SUMMER? YES.
I'LL COMMENT THAT THE, REJECTION OF THE BIDS, SOME PEOPLE MIGHT NOT UNDERSTAND, I THINK ONCE THAT ACCEPTED, JUST WORK WITH THEM, HELP THEM GET IT DONE.
IT'S A TERRIBLE PRECEDENT TO START.
I'M JUST SAYING IT FOR ANYBODY WHO'S WATCHING US, THAT IT'S A REALLY BAD PRECEDENT BECAUSE IF YOU DO IT THIS TIME ON THIS DAY SITUATION, YOU NEED TO DO IT THE NEXT TIME AND THE TIME AFTER AND IT'S FOREVER, BECOMES THE PRACTICE.
IF YOU DON'T DO THAT, THEN IT REALLY BECOMES, AN UNFAIR PRACTICE [BACKGROUND].
THAT'S WHY THE BID PROCESSES IS IN PLACE THAT IT'S A LEVEL PLAYING FIELD FOR EVERYONE.
IF WE HAD A MADE ANY WAIVERS OR ACCOMMODATIONS? [NOISE] I WOULD NOT AT ALL SURPRISED THAT THE ONE VENDOR HERE THAT DID COMPLY, CHECK ALL THE BOXES.
FALLING APPEAL, WHICH WOULD HAVE DELAYED PROJECT AND POSSIBLY NOT ALLOWED IT TO BE DONE THIS SUMMER. [NOISE] YEAH. YOU JUST CAN'T MAKE THOSE EXCEPTIONS.
PEOPLE DON'T NECESSARILY UNDERSTAND IT.
IT'S NOT THE SAME AS GETTING PRICEY TO PUT FLOORING IN YOUR HOME, AND IF ONE CONTRACTOR ISN'T AS COMPLETE, AS THE OTHER, BUT YOU PREFER THEM IN YOUR HOME, SURE IT'S YOUR MONEY, PUBLIC MONEY HAS TO HAVE THAT PROCESS.
YEAH. I JUST HAVE TO BE CHECKED FOR ALL OUR AUDITS AND REVIEWS.
I THINK NOW I HOPE STUDENTS NOT WABTCHING I CAN'T REMEMBER HOW LONG SUZANNE'S BEEN WITH US NOW.
SUZANNE PHILIPS IS OUR COMING OPTIONS.
THIS JUST SPELLS TO EXACTLY WHAT SHE DOES AND IF WE DIDN'T HAVE HER IN THE SEAT WE'D HAVE BEEN, NOW WHAT ARE WE DOING? NINA SHE WAS ALL OVER IT AND HAD THE LETTER READY THE REJECTION LADDER, AND IT'S ALREADY COMMUNICATED TO THE OTHER BETTERS THAT SORRY.
VERY CUT AND DRY. SHE'S MORE THAN PREDICTOR FOR WORK.
HOPEFULLY THE COMPANY. IF THERE'S FUTURE PROJECTS, THEY COME BACK AND THEY GAIN FROM THIS EXPERIENCE, AND YOU'LL GET A COMPLETE BID THE NEXT TIME.
IF SOMEBODY CANNOT FILL THE BID CORRECTLY IT WOULD MAKE ME WONDER.
CAN THEY PERFORM THE WORK CORRECT? EXACTLY.
I MEAN, SOMETIMES IT HAPPENS TO COMPANIES, BUT THEY JUST DON'T HAVE THE [OVERLAPPING] RIGHT ADMINISTRATIVE PEOPLE IN PLACE OR THEY JUST MADE A MISTAKE.
I KNOW PEOPLE WHO HAVE DONE THAT AND THEY DO LEARN FROM IT, AND COME BACK AND THE NEXT TIME THEY WON THE BID, BECAUSE THEY DO IT RIGHT. YEAH. TOTALLY SUPPORT.
YEAH. I APPRECIATE ADDITIONAL DETAIL BECAUSE THE PURPOSE OF THE BID IS TO GET A COMPETITIVE RATE.
THE GOOD NEWS IS, FROM OUR PROJECTED ROUGH ESTIMATES THIS CAME IN UNDER ROUGH ESTIMATES. THAT'S GOOD.
OR ANY ADDITIONAL COMMENTS OR QUESTIONS? HEARING NONE, WE HAVE A MOTION TO ACCEPT THE BID AS RECOMMENDED TO FITZ FLOORING FOR THE LVT.
[OVERLAPPING]I VOTE THAT WE SUPPORT THE RECOMMENDATION.
SECONDED BY MRS. [INAUDIBLE] ALL THOSE IN FAVOR AYE. THANK YOU SO MUCH.
MOVING ON WE HAVE SOME TEXTBOOK ADOPTION HERE UNDER INDIVIDUAL ACTION ITEMS AND MRS. HASSAN YOU'RE GOING TO LEAD THE WAY ON AP ENGLISH LECTURE AND COMPOSITION.
[00:30:01]
YES PRESIDENT NEWCOMB, MEMBERS OF THE BOARD.I'M RENEE HASSAN AND I'M HERE ON BEHALF OF THE TEXTBOOK ADOPTION COMMITTEE THAT WORK TO, RECOMMENDED ENGLISH LANGUAGE AND COMPOSITION OR AP BOOK AND ALSO THE ENGLISH LITERATURE AND COMPOSITION BOOK.
BUT WE'LL DO THESE IN TWO SEPARATE.
THAT PRINT IS VERY SMALL, BUT I THINK WE'RE TALKING ABOUT LITERATURE FIRST [NOISE] [LAUGHTER].
WELL, THAT'S 12TH GRADE, SO I HAVE IT IN MY HEAD AS NUMBER 2 [LAUGHTER].
SORRY. BASICALLY, WE HAD A COMMITTEE OF TEACHERS AND ALSO MYSELF, PRINCIPAL, L INSTRUCTIONAL COACHES, AND PARENTS TO REVIEW THE AP LITERATURE AND COMP BOOK.
YOU'LL NOTICE THAT THIS ONE IS RATHER THIN, BUT THAT'S BECAUSE THIS IS THE TEST COPY IS ALSO ONE THAT YOU HAVE AVAILABLE TO YOU AND THEY HAD AVAILABLE TO THEM DIGITALLY AS WELL.
THEN IT WILL BE A FULL PRINT TEXT.
BOTH OF THE COPYRIGHT ALL THESE ARE 2021 UPDATES TO THIS ASSESSMENT WERE MADE BY COLLEGEBOARD IN 2019. WE WANTED TO HAVE THE BEST AND MOST PREPARATORY PIECE OF LITERATURE FOR OUR KIDS.
THIS BOOK WAS ONE THAT THE TEACHERS HAD REVIEWED AMONGST SEVERAL, INCLUDING OUR BEDFORD ADDITION.
BUT THIS ONE REALLY IS ONE THAT WE FELT FOLLOWED THE NEW STRUCTURE AND ORGANIZATION OF THE COURSE.
IT INCLUDES CLASSIC PIECES AS WELL AS MANY MODERN STORIES AND POEMS, ESPECIALLY BY MINORITY AUTHORS, WHICH IS THAT EQUITY LENS IS VERY IMPORTANT TO OUR TEAM.
THE TEXT IS ALSO USER-FRIENDLY, FOR STUDENTS AND GEARED TO PUSH OUR STUDENTS TO OBTAIN.
THOSE MOST IMPORTANT COMPONENTS REQUIRED FOR THE SUCCESS ON THE EXAM.
THE KEY CONCEPTS ARE LAYERED AND SCAFFOLD IT, SO IT DOESN'T JUST THROW ADVANCED PLACEMENT ALL AT ONCE.
THERE IS NOT ONLY THE PRINT EDITION, BUT INTERACTIVE, DIGITAL EDITION FOR TEACHERS, AND STUDENTS AS WELL.
YOU KNOW, AS WELL AS I DO, HOW IMPORTANT THAT IS.
NOW MORE THAN EVER, ESPECIALLY AS WE ARE MOVING TOWARD HAVING DEVICES IN THE HANDS OF OUR CHILDREN, FOR NEXT YEAR AS WELL.
I WOULD LIKE TO RECOMMEND THAT THE BOARD ADOPT AP ENGLISH, LITERATURE AND COMPOSITION FROM PERFECTION LEARNING.
BOARD MEMBERS, ANY QUESTIONS? I GUESS WHAT MICHELLE AND I HAVE ARE THOSE THIN ONES, YOU GUYS GOT THE NEXT ONE.
>> DO YOU WANT TO SEE THIS ONE?
>> I CAN READ FAST BUT NOT THAT FAST.
>> WELL, I THINK WE WOULD HAVE ALL LOVED TO HAVE TAUGHT FROM THIS EDITION, VERY HONESTLY.
>> MOTION BY MS. WAYMAN TO ACCEPT THAT RECOMMENDATION. DO I HEAR A SECOND?
ANY ADDITIONAL DISCUSSION OR COMMENTS, QUESTIONS? HEARING NONE, ALL THOSE IN FAVOR?
MOVING ON NEXT, WE HAVE THE TEXTBOOK ADOPTION FOR ADVANCED PLACEMENT ENGLISH LANGUAGE AND COMPOSITION.
>> THIS IS THE 11TH GRADE, OF COURSE.
A VERY SIMILAR PROCESS WE DID AT SOME DIFFERENT TEACHERS.
HERE ARE THE ONES WHO ARE TEACHING THAT COURSE AS WELL.
THE UNITS ARE ALIGNED IN SKILLS AND STRATEGIES, THEN YOU SELECTED RESPONSE QUESTIONS ON THE AP EXAM.
THAT'S VERY IMPORTANT THAT WE TEACH THE WAY THAT WE'RE GOING TO TEST.
THE LEARNING ACTIVITIES ARE EQUALLY SCAFFOLDED LIKE THE LITERATURE TEXTS, AND THE TEXT SELECTIONS ARE VERY DIVERSE.
THEY INCLUDE MODERN AND UPDATED TEXT ELECTIONS ALSO SHORT PASSAGES, WHICH IS THE DIRECTION THAT TEST IS TAKING.
IT ALSO INCLUDES THAT INTERACTIVE DIGITAL EDITION FOR TEACHERS AND FOR STUDENTS.
I WOULD LIKE TO RECOMMEND THAT THE BOARD ADOPT THE AP ENGLISH LANGUAGE AND COMPOSITION, BUT FROM PERFECTION LEARNING AS WELL.
>> REMEMBER, YOU'VE SEEN THE SURVEYS, WE'VE GOT A COUPLE OF COPIES OF THE BOOK.
ANY QUESTIONS OR COMMENTS FOR MS. HASSAN?
>> THE PARENTS, WERE THESE TEACHERS OR ARE THEY JUST PARENTS?
>> WE HAVE THE PARENT FROM NORTH CAROLINA AS A PARENT AND THEN VALERIE BRAY IS ALSO A TEACHER, COLONEL HIGH.
>> MY QUESTION WAS PRETTY MUCH THE SAME.
I HAD MADE COMMENT EARLIER OR COUPLE MEETINGS EARLIER, MAKING AN EFFORT TO TRY TO PULL IN A PARENT WHO IS NOT A TEACHER.
>> ABSOLUTELY. WE'VE DONE A LOT OF ENGLISH TEXTBOOK ADOPTIONS AS WELL,
[00:35:01]
EVEN VIRTUALLY LAST SPRING AND I'M REALLY PROUD OF BEING ABLE TO REACH OUT TO THEM AGAIN. [OVERLAPPING] YEAH.>> MS. WAYMAN, I DO WANT TO MAKE NOTE THAT WE DID HEAR YOUR COMMENT.
THESE THREE TEXTBOOKS TONIGHT ALREADY HAD BEEN IN THE PROCESS OF HEARING DIFFERENT VENDORS, SO WE COULD NOT BRING IN ANY ADDITIONAL PARENTS OF THAT TYPE, BUT WE HAVE HEARD YOU AND WE'LL HAVE MADE NOTE FOR SURE.
DO WE HAVE A MOTION? DO WE MAKE A MOTION?
>> MOTION BY MS. WAYMAN. SECOND BY-
>> -MR. BARTON. ANY FINAL DISCUSSION OR QUESTIONS? HEARING NONE, ALL THOSE IN FAVOR?
>> ALL RIGHT. NOW THIS ONE, I DON'T KNOW.
I READ THOROUGHLY, THE SPANISH ONE.
SEE THERE ARE JUST TWO RIGHT THERE.
>> GET PAST SURVEYS AND I'M DONE.
>> OKAY. CAN YOU READ FROM THIS?
>> I CANNOT. PRESIDENT NEWCOMB, MEMBERS OF THE BOARD, MY NAME IS ROB WILBY AND I COME TO YOU TONIGHT BY MY CAPACITY OF SUPERVISOR OF WORLD LANGUAGES TO RECOMMEND ADOPTION OF TEMAS AP SPANISH LANGUAGE AND CULTURE AS OUR AP SPANISH TEXTBOOK.
WE ALSO GOT TOGETHER A COMMITTEE OF TEACHERS FROM BOTH HIGH SCHOOLS, AS WELL AS MYSELF AND PARENTS FROM BOTH HIGH SCHOOLS.
THE NORTH CAROLINA PARENT IS A PARENT WHO HAS HAD A STUDENT PREVIOUSLY TAKE AP SPANISH AND HAS ANOTHER STUDENT IN THE PIPELINE TO TAKE AP SPANISH.
AP SPANISH HAS NOT BEEN OFFERED AT COLONEL HIGH, BUT WE DID HAVE A PARENT OF A SPANISH STUDENT THAT SAT IN ON THE SELECTION PROCESS.
WE DID LOOK AT THREE DIFFERENT TITLES AND GOT PRESENTATIONS FOR THREE DIFFERENT TITLES.
WE DECIDED THAT TEMAS, WHICH IS SPANISH FOR THEMES, WAS NOT ONLY THE MOST CLOSELY ALIGNED TO THE COLLEGE BOARD CURRICULUM BECAUSE AP SPANISH IS DIVIDED INTO SIX THEMES THAT THEY GO THROUGH, BUT ALSO HAD THE MOST ROBUST ONLINE PLATFORM.
IN THAT WHEN YOU'RE TEACHING LANGUAGES, YOU'RE TEACHING NOT ONLY READING AND WRITING BUT ALSO SPEAKING AND LISTENING AND THERE WERE OPPORTUNITIES ONLINE FOR STUDENTS TO ENGAGE IN CONVERSATION, TO RESPOND TO PROMPTS THROUGH THEIR SPEAKING AND LISTENING ABILITIES.
WE ALSO RELY VERY HEAVILY ON MS. MITRO BRADNER AT NORTH CAROLINA HIGH SCHOOL, WHO HAS BEEN A VERY ACTIVE PART OF THE NATIONAL AP COMMUNITY.
SHE'S BEEN AN AP ADVOCATE AND HAS ATTENDED MANY AP CONFERENCES, AND FOR MANY OF OUR TEXTBOOK ADOPTION VENDOR MEETINGS KNEW THE PEOPLE THAT WERE PRESENTING, AND ALSO KNEW THE PEOPLE THAT THEY WERE GOING TO OFFER TO SEND FOR PROFESSIONAL DEVELOPMENT.
I WILL SAY WITH THIS TEXTBOOK ADOPTION, IT IS A SIX-YEAR SUBSCRIPTION AND FOR THE FIRST YEAR, THE SUBSCRIPTION WE WOULD HAVE TWO PROFESSIONAL DEVELOPMENT OPPORTUNITIES.
WE KNOW THE NATIONAL PRESENTER WHO WOULD COME AND DO THOSE PROFESSIONAL DEVELOPMENT OPPORTUNITIES AND THEN ONE OPPORTUNITY FOR EACH REMAINING YEAR OF THE CONTRACT AND THOSE OPPORTUNITIES CAN BE SET UP FOR VERTICAL ALIGNMENT SO THAT WE CAN PRESENT THAT TO ALL OF OUR SPANISH TEACHERS.
A STUDENT DOES NOT BECOME AN AP STUDENT WHEN THEY START AP SPANISH, THEY BECOME AN AP STUDENT WHEN THEY START SPANISH ONE.
VERY EXCITED FOR THAT OPPORTUNITY AS WELL.
I WOULD RECOMMEND TO YOU TEMAS, FOR OUR AP SPANISH TEXT.
>> YOU HAVE MENTIONED THAT THIS HAS NOT BEEN TAUGHT AT COLONEL BEFORE.
>> IS IT GOING TO BE A VIRTUAL OPPORTUNITY FOR COLONEL STUDENTS TO JOIN THE NORTH CAROLINA?
>> AS WE HAVE COURSE REQUESTS FOR IT, I THINK THIS YEAR HAS OPENED UP THAT POSSIBILITY AND IT IS SOMETHING THAT MRS. MCCORMICK AND I HAVE TALKED ABOUT, NOT JUST FOR AP SPANISH, BUT FOR SOME OTHER COURSES AS WELL, THAT TRADITIONALLY WE HAVEN'T GOTTEN THAT INTEREST AT COLONEL BUT WE HAVE HAD SOME, AND THAT IS SOMETHING THAT WE ARE LOOKING INTO. ABSOLUTELY.
>> THE PEOPLE THAT REVIEWED IT, THEY COULD ALL SPEAK SPANISH AND UNDERSTAND IT?
>> WELL, THE PRESENTATION WAS IN ENGLISH, EXCEPT FOR ONE.
THERE WAS ONE PRESENTATION THAT WE GOT, THAT WAS FOR THE TEACHERS THAT WAS IN SPANISH AND I HAD TO STOP HIM AND SAY, "HOLD ON, NOT EVERYBODY HERE SPEAKS SPANISH." BUT WE WERE ABLE TO SIT DOWN AND WE WERE ABLE TO GO THROUGH IT.
NO, I CAN'T SAY THAT EVERYONE THAT REVIEWED IT IS FLUENT IN SPANISH.
>> BUT YOU GOT A PRESENTATION IN IT.
>> BECAUSE IF I WERE TO APPROVE THIS, THAT WOULD BE LIKE WEIRD.
[00:40:01]
>> ABSOLUTELY. WE'RE ON THE SAME BOAT THERE.
>> OKAY. THEN ONE OTHER QUESTION.
I WAS REVIEWING THE FORMS THAT THE PEOPLE FILLED OUT AND THE ONE PARENT HAD SOME CONCERN ABOUT.
>> SHE ANSWERED THE QUESTIONS, I THINK VERY HONESTLY.
SHE HAD SOME QUESTIONS ABOUT READING LEVEL, BUT IT IS AN AP, IT IS A COLLEGE-LEVEL TEXT.
WHEN YOU ASK ABOUT, IS IT APPROPRIATE FOR THE GRADE LEVEL, IS IT APPROPRIATE FOR TWELFTH GRADE, PROBABLY NOT.
IS IT APPROPRIATE FOR COLLEGE-LEVEL? YES. I THINK SHE MADE NOTE OF THAT.
BUT THEN THERE WAS ALSO SOME CONVERSATION IN HER COMMENTS ABOUT VIEWPOINTS THROUGHOUT THE BOOK THAT ARE PRESENTED FROM THE TOPIC AND THERE'S LIKE ONE MAIN VIEWPOINT FEATURE FROM THE WRITER.
WHEN WE REVIEWED ALL THREE TEXT, THE VARIETY OF VIEWPOINTS WASN'T THERE IN ANY OF THEM, AND SO WE HAD THAT CONVERSATION AS A TEAM OF ALSO BRINGING IN OTHER SUPPLEMENTAL RESOURCES TO HELP MAKE SURE THAT IT IS WELL-ROUNDED.
BUT IN THAT REGARD, THERE WASN'T A PERFECT TEXT OUT THERE THAT WE REVIEWED.
>> NO, I APPRECIATE THAT. IT TELLS THAT THE PARENT ACTUALLY, REALLY PUT EFFORT INTO THIS, SO I APPRECIATE.
>> I WAS VERY PLEASED WITH THIS ENTIRE PROCESS AND THOUGHT THAT WE GOT A LOT OF REALLY GOOD FEEDBACK FROM IT.
>> DID YOU SPEND MUCH TIME ON THE DIGITAL PART?
>> YEAH. WE HAD I BELIEVE IT WAS THREE MONTHS SUBSCRIPTIONS ON TRIAL BASIS THAT WE WERE ABLE TO GO IN.
WE WERE TO TAKE A LOOK, TRY SOME THINGS OUT.
>> GOOD FEEDBACK. GOOD CONVERSATION. THANK YOU.
BOARD MEMBERS, DO WE HAVE A MOTION TO ACCEPT THE RECOMMENDATION TO IMPLEMENT TEMAS AP, SPANISH LANGUAGE AND CULTURE 2020?
>> SECOND BY MR. BARTON. ALL THOSE IN FAVOR.
>> THEMES. THE AP SPANISH CURRICULUM BY COLLEGE BOARD IS DIVIDED INTO SIX THEMES THAT THEY TEACH.
THAT BOOK IS DIVIDED INTO THOSE SAME SIX THEMES.
>> [OVERLAPPING] THANK YOU, MR. WILBY.
>> ALL RIGHT. MOVING ON TO REPORT, BOARD MEMBER REPORTS.
[5. Reports]
WE'RE ACTUALLY GETTING OUT AND ABOUT LEAVING THE HOUSE.I THINK WE'RE TRYING TO GET UP WITH RACHEL AND GET SOME ACTIVITIES THAT WE'RE ATTENDING TO AND TALK ABOUT A TAKEAWAY FOR THE MONTH.
MANY OF US MIGHT BE TALKING ABOUT THE SAME TAKEAWAY.
IF WE DON`T MIND, I WILL START WITH MS. WAYMAN.
>> OKAY. MY TAKEAWAY FOR THE MONTH WAS THE EXPERIENCE OF SPEAKING AT COLONEL RICHARDSON'S GRADUATION WAS EXCITING AND I HOPE THEY ENJOYED IT AS MUCH AS I DID.
>> MR BARTON. I'LL DO A BETTER JOB OF GETTING RACHEL MORE DETAILS ABOUT WHAT I'VE BEEN DOING.
BUT ONE OF MY [OVERLAPPING] FAVORITE THINGS FOR THE MONTH WAS [NOISE] IMPROMPTU VISIT WITH BUS DRIVERS.
IT'LL START OUT SOUND INTERVAL LOAD WAS ON MY BICYCLE.
NO, THEY DID NOT HIT ME WITH THEIR BUS.
[LAUGHTER] NO, I'VE NOT HAD A CLOSE ENCOUNTER WITH THE BUS DRIVER WHILE THEY'RE DRIVING.
BUT ALONG MY ROUTE AND I TEND TO GO BY THE SCHOOLS OCCASIONALLY AND TRY NOT TO GET IN THE WAY OF ANYBODY, BUT I NOTICED THAT ONE OF THE SCHOOLS WHERE I STOPPED BY, THE BUSES WERE THERE WAITING FOR PICKUP AT THE END OF THE DAY AND DRIVERS WERE OUT OF THEIR BUSES SITTING THERE ON SOME BENCHES.
I SAID, "YOU KNOW, IF THEY KNOW WHO I AM AND I DON'T GO TO SEE THEM, THAT'S A BAD THING." PLENTY OF MOTIVATION TO GO TALK TO THEM, JUST CHAT WITH THEM AND ASK WHAT THEIR LIFE HAS BEEN LIKE OVER THE PAST YEAR AND A FEW MONTHS.
I DON'T NEED TO TELL YOU HOW HARD IT'S BEEN, AND WHAT A GREAT JOB THEY'VE DONE.
IT'S JUST THANK YOU, IT'S NOT GOOD ENOUGH.
HOW CAN IT BE FOR ANYBODY, TEACHERS, STAFF, OR LEADERSHIP.
NOT THE BOARD SO MUCH, BUT [INAUDIBLE].
AGAIN, I REALLY GOT AN APPRECIATION FOR WHAT THEY DO, WHAT THEY DEAL WITH, AND I THINK THEY LIKED IT THAT I DIDN'T GIVE THEM ANY KIND OF SPEECH.
I JUST SAID, I TOLD THEM WHO I WAS AND I'M WEARING A BIKE OUTFIT.
THE FURTHER YOU GET FROM YOUR BIKE WHEN YOU WERE IN, THE FUNNY-LOOKING BIKE HAT, THE MORE FOOLISH YOU LOOK.
[LAUGHTER] BUT THEY SAID THEY APPRECIATE IT BECAUSE ALL I WANTED TO KNOW IS WHAT DID THEY HAVE TO SAY. WHAT DO YOU THINK? IF YOU HAVE ANYTHING YOU'D WANT THE BOARD TO KNOW.
[00:45:02]
THEY WERE REALLY GOOD AND REALLY GREAT AND VERY GRACIOUS.BUT THERE'S CERTAINLY THAT'S BEEN THROUGH IT.
WHAT A GREAT JOB THEY'VE DONE AND THE TOUGH CIRCUMSTANCES.
I GOT A TREMENDOUS APPRECIATION.
AGAIN, NOT AN ORGANIZED ACTIVITY, BUT ONE THAT IS REALLY ENLIGHTENING.
>> VERY GOOD STUFF. MS. GIACOMO.
>> THREE TAKEAWAYS, BUT I'LL KEEP IT QUICK.
THE ART SHOW AND PROJECT LEAD THE WAY AT KERNEL.
THE TALENT THAT WE HAVE IN THIS COUNTIES WITH THE SCHOOL, I MEAN, I'M PROUD TO LIVE IN THIS COUNTY, I'M PROUD TO WORK IN THE COUNTY, AND I WAS JUST BLOWN AWAY WITH THE ARTISTIC TALENT, AND THEN THE SCIENTIFIC ASPECT OF A PROJECT LEAD THE WAY.
THERE WERE THESE TWO PROJECTS THAT I WOULD LOVE TO GET IN FRONT OF THE BOARD.
IT WAS ABOUT CLEANING UP THESE RULES FOR COVID.
ANOTHER PERSON CAME UP WITH AN INHALER FOR ASTHMA THAT WOULD TELL YOU WHEN YOU NEED IT AND IF IT'S HELPING.
THE DIFFERENT PROJECT, I'M JUST TELLING YOU, IT'S JUST MIND-BOGGLING.
IF YOU EVER GET A CHANCE TO GO TO IT, GO TO IT.
I ALSO HELPED WITH THE POLICE UNITY BIKE RIDERS.
IT WAS JUST INCREDIBLE HOW THE WHOLE BIKE BREWSTER AND HER STAFF.
EVERY YEAR, THEY GO THERE AND THEY FEED THE BICYCLIST.
NORMALLY, IT'S LIKE 800-1,000.
THIS YEAR WAS MERE ABOUT 400 AND SOMETHING, BUT IT'S INCREDIBLE.
I BELIEVE YOU'VE GOT YOUR TOES PRETTY DIRTY.
IF YOU CAN EVER SEE THAT POLICE UNITY RIDE, I'M TELLING YOU.
>> CAN I COMMENT ON THAT? IF YOU DON'T MIND ME INTERRUPTING? LAW ENFORCEMENT UNITY RIDE, NOT TO STEAL YOUR THUNDER.
THERE'S CHAPTERS ALL OVER THE PLACE.
THAT RIDE FOR POLICE WEEK IN WASHINGTON.
THEY HAD WASHINGTON DC FOR POLICE WEEK.
IN THIS CHAPTER, I BELIEVE IT COMES OUT OF NEW JERSEY.
>> THIS IS OUR 2ND 100-MILE DAY OR 3RD, PERHAPS, I'M NOT EVEN SURE.
BUT THEY RIDE A LONG WAY AND THEY'RE DOING IT IN AN HOUR IN MEMORY OF THE POLICE OFFICERS WHO FALL.
BUT IT IS AN AMAZING THING TO SEE.
I ENCOURAGE ANYBODY THE NEXT TIME IT'S HERE AND IT'S THE SAME DATE EVERY YEAR TO BE INDENTED AND WATCH THEM COME IN, INTERACT WITH THEM, AND WATCH THEM GROW UP.
SORRY [INAUDIBLE]. [OVERLAPPING] THANKS FOR THAT.
IT'S REALLY AN AMAZING THING, A VERY IMPRESSIVE.
THEY'RE AMAZING PEOPLE IF YOU CAN INTERACT WITH THEM AND TALK TO THEM A BIT ABOUT WHAT THEY'RE DOING.
>> RIGHT. IT'S REWARDING TO GET TALKED TO THEM, AND THEN FROM NEW JERSEY.
IT'S REALLY INTERESTING TO TALK TO A LOT OF THE POLICE OFFICERS AND ONE OF THE WOMEN THAT HELPED DO IT.
IT WAS LIKE TWO TOWNS OVER FOUR WHEN I GREW UP.
THAT'S PRETTY AMAZING. THE LAST ONE, WE'LL OBVIOUSLY, I CAN'T LEAVE OUT IS THE GRADUATION.
REALLY LEFT ME SPEECHLESS, WHICH WAS FUNNY SINCE I HAD TO GIVE A SPEECH AND FUN.
WHEN BOTH SCHOOLS SEE THOSE KIDS WALKING OUT AND IT BRINGS GOOSEBUMPS, ALMOST MADE ME CRY, AND I'M JUST SO PROUD OF OUR STUDENTS AND ESPECIALLY KERNEL THAT WAS INSIDE, OUTSIDE, INSIDE, OUTSIDE, AND THEY PULLED IT OFF SEAMLESSLY.
NOT JUST KUDOS TO THE STUDENTS AT BOTH SCHOOLS, BUT TO STAFF.
I CAN'T SAY ENOUGH GOOD THINGS.
THEY WERE BOTH INCREDIBLE JOBS AND GETTING IT DONE IT.
HONESTLY, MAYBE I SHOULDN'T SAY THIS, BUT GOD WAS ON NORTH CAROLINE'S HIGH SCHOOL BECAUSE WE'RE JUST STAY OUT.
YOU COULD NOT HAVE ASKED FOR [INAUDIBLE] OR EVENING.
JUST THANK YOU TO EVERYBODY INVOLVED, AND GREAT MONTH FOR ME.
>> GOOD. THANK YOU, MS. GIACOMO.
I'LL FALL INTO THAT A LITTLE BIT AND JUST SAY, I'M GOING TO TAKE A HANDFUL OF ITEMS, BUT I'M GOING TO GROUP IT UNDER ONE ACTIVITIES.
JUST THE GRADUATIONS, THE ART EXHIBIT, THE PROJECT LEAD THE WAY, JUST GET INTO EVENTS AND SEEING KIDS, STUDENTS, BE STUDENTS AND PARENTS BE PROUD OF THEIR STUDENTS, BOTH GRADUATIONS AND EVERYTHING.
MY TAKEAWAY FOR THE MONTH WAS JUST, AND YOU REALLY AS AFTER LAST YEAR, HOW MUCH WE MISSED OF THAT WHEN IT COMES BACK THIS YEAR.
AGAIN, NORTH CAROLINE'S WAS PERFECT, KERNELS WAS PERFECT INSIDE BECAUSE OF THREATENING THUNDERSTORMS OUTSIDE.
BUT MY TAKEAWAY WHICH IS BEING WITH PEOPLE AND OUR STUDENTS AND OUR COMMUNITY CLOSER TO NORMAL, AND IT'S JUST GREAT TO SEE EVERYBODY OUT THERE.
THANK YOU TO ALL THE STAFF AND EVERYBODY BEHIND THE SCENES WHO DID SO MUCH TO MAKE ALL THOSE THINGS HAPPEN.
[00:50:02]
A LITTLE BIT MORE SPACE HERE, A LITTLE BIT MORE CHORDS THERE.IT'S AN IMMENSE AMOUNT OF WORK, SO THANK YOU.
GOOD STUFF. MOVING ON TO THE SUPERINTENDENT'S REPORT.
>> GOOD EVENING. RACHAEL, IF YOU DON'T MIND. THANK YOU.
FOR THE SUPERINTENDENT'S REPORT THIS MONTH, I HONESTLY SPENT A LITTLE TIME REFLECTING BACK ON THIS PAST YEAR.
AS OF FRIDAY, WE WILL CLOSE THE CHAPTER ON 2021 SCHOOL YEAR FOR STUDENTS.
IF YOU SIT BACK AND THINK ABOUT ALL THAT WE HAVE ACCOMPLISHED AND ALL THAT OUR KIDS HAVE ACCOMPLISHED, IT'S REALLY INCREDIBLE.
I WOULD CHALLENGE US TO THINK ABOUT CHALLENGING MYSELF AS WE'RE LOOKING BACK ON IT.
OUR STUDENTS REALLY DIDN'T LOSE OUT, THEY DIDN'T.
OUR STUDENTS GAINED, THEY LEARNED A LOT ACADEMICALLY, BUT THEY REALLY LEARNED RESILIENCE, STICK WITH-IT-NESS, AND YES, IT'S A WORD, [LAUGHTER] AND THEY HAVE REALLY TURNED INTO OVERCOMERS.
THERE WAS NOTHING EASY ABOUT THIS YEAR FOR ANY ONE OF OUR STUDENTS.
EVERY ONE OF THEM, JUST ABOUT EVERY ONE OF THEM HAVE SUCCEEDED.
OUR ATTENDANCE RATES ARE NOT THAT ALL FROM WHERE THEY TRADITIONALLY HAD BEEN.
WE'RE STILL FINALIZING DATA, BUT THEY'RE NOT THAT FAR OFF THAN TRADITIONAL RATES.
IF YOU WERE TO ASK ME THAT, ACTUALLY SOME OF YOU DID ASK ME THAT BACK IN THE WINTER.
WE SAID NO WAY. NOT WITH WHAT WE WERE FACING, NOT WITH THE CHALLENGES WE WERE FACING.
WE DIDN'T JUST MAKE IT OVER LINE, WE TRULY SUCCEEDED WITH THAT OUTCOME.
WE WOULDN'T HAVE GOTTEN THERE WITHOUT DEDICATION OF EVERY SINGLE ONE OF OUR TEACHERS THAT HAD BEEN THROUGH IT THIS YEAR.
I'M SURE THEY HOPE THEY WILL NEVER HAVE TO HYBRID TEACH AGAIN IN THEIR LIFE. I APPRECIATE IT.
I READ A BOOK TO A THIRD GRADE CLASS THIS WEEK WHILE TRYING TO DO A HYBRID READING TO A THIRD GRADE CLASS WITH ABOUT 75 PERCENT OF THEM IN FRONT OF ME AND TURNING AND PIVOTING WITH THEM.
I SURVIVED, BOTH OF THE KIDS ARE BETTER OFF FOR IT OR NOT WORSE OFF FOR ME TRYING TO READ TO THEM.
WHAT THE TEACHERS HAVE DONE HAD BEEN INCREDIBLE.
OUR ADMINISTRATORS HAVE GIVEN MUCH OF THEMSELVES, NOT TAKING VACATION TIME LIKE THEY SHOULD HAVE AT DIFFERENT POINTS EVEN LAST SUMMER TO MAKE SURE THAT WE WERE READY AND TO SUPPORT OUR STAFF AS WE MOVE FORWARD.
OUR BUS DRIVERS, MR. MARTIN MENTIONED THEM TONIGHT.
THEY PROBABLY WEREN'T BEGGING FOR A THIRD RUN, BUT BY GOD, THEY DID A THIRD RUN AND REALLY GAVE OF THEMSELVES THEIR TIME, THEIR VEHICLES.
SOME OF THEM WHO OWN THEM, REALLY DEDICATED A LOT OF COMMITMENT TO GETTING OUR KIDS BACK AND FORTH.
THEY HANDLED THE JOY OF QUARANTINING AND SIX-FOOT DISTANCES ON A SCHOOL BUS AND ALL THE IMPACTS OF THOSE THINGS WHICH I KNOW WERE CHAOTIC AND CRAZY.
BUT THEY NOT ONLY SURVIVED, THEY HANDLED IT LIKE PROFESSIONALS, THEY MOVED FORTH. OUR CAFETERIA STAFF.
WE'VE SAID A LOT ABOUT THEM OVER THE YEAR, BUT IT GOES WITHOUT SAYING, DID AN INCREDIBLE JOB FEEDING NOT ONLY OUR KIDS, BUT OUR COMMUNITY, NONSTOP SINCE MARCH OF LAST YEAR, AND HAVE CONTINUED TO DO SO AND WILL CONTINUE TO FEED KIDS ALL THIS SUMMER.
THEY HAVE CONTINUED TO STEP UP TIME AND TIME AGAIN.
OUR INSTRUCTIONAL SUPPORT STAFF, THEY'VE GIVEN OF THEMSELVES, NOT ONLY SERVING AND THEIR NORMAL CAPACITY, BUT ALSO HELPED COVER CLASSROOMS WHEN WE'VE BEEN SHORT SUBS, ALTERNATE CAFETERIA DUTY, ALTERNATE MASK BREAK DUTY OUTSIDE, YOU NAME IT.
THEY STEPPED IN AND DONE IT, AND COUNTLESS OTHERS.
I KNOW I'M LEAVING OUT JOB APPLICATIONS THAT CUSTODIANS HAVE DONE A FANTASTIC JOB WITH BUILDINGS, MAKING SURE THAT THEY ARE AS HEALTHY AS CAN BE.
AGAIN, I'M GOING TO LEAVE SOMEBODY OUT.
>> TECH DEPARTMENT [LAUGHTER] THAT ROCKS OUR JOB THAT THEY DID.
THE EDUCATIONAL STRUCTURES WOULD NOT HAVE TAKEN PLACE MARK, WITHOUT THE TECH DEPARTMENT REALLY BEING ABLE TO ADJUST THE MOVING TO A ONE-TO-ONE MUCH FASTER THAN ANYBODY WOULD HAVE EVER WANTED OR PLAN TO MOVE THAT QUICK.
BUT THE BIG THING IS, AS WE DID IT BY STICKING TOGETHER AND WORKING TOGETHER ALL YEAR LONG. EVERYBODY DID.
I WANT TO THANK OUR FAMILIES AND COMMUNITIES, THOSE WHO MIGHT BE LISTENING AT HOME, I DON'T KNOW WHAT THE COUNT IS TONIGHT OR WHERE IT ENDS UP.
HOPEFULLY, THEY GOT BETTER THINGS TO DO BESIDES WATCH US.
BUT IF THEY AREN'T HANGING IN, REALLY OUR FAMILIES HAVE BEEN EXTREMELY SUPPORTIVE OF ANYTHING THAT WE'VE ASKED, THE CHANGING SCHEDULES, THEY REALLY HAVE HUNG IN.
WE ALL PROBABLY HAD MORE COVER IN OUR HAIR BEFORE THE YEAR STARTED.
BUT WE'VE ALL SURVIVED IT AND THRIVED THROUGH IT TOGETHER.
ON THE LAST NOTE AS WE DO CLOSE OUT THE SCHOOL YEAR.
JEN YOST, AND I HAVE BEEN TRACKING COVID CASES IN CAROLINE COUNTY SINCE THEY STARTED TRACKING COVID CASES IN CAROLINE COUNTY, LITERALLY EVERY DAY AT 10 O'CLOCK AND WE STILL LOOK AT THE DATA DROP.
[00:55:02]
I DON'T KNOW, WE DON'T NEED TO.I THINK IT'S SUCH A HABIT WE CAN'T STOP.
LITERALLY, I THINK AS OF TODAY IN THE LAST SEVEN DAYS, THERE'S BEEN FOUR COVID CASES IN ALL OF CAROLINE COUNTY, IT HAD DROPPED TO THREE A COUPLE OF DAYS AGO.
IT'S NOT SAYING IT'S OVER, BUT IT LEAVES ME WITH AN EXTREMELY HOPEFUL FEELING FOR NEXT SCHOOL YEAR.
I KNOW WE'VE SAID THE BOARD IS COMMITTED 180 DAYS IN-PERSON, 1,080 HOURS, WE ARE THERE WITH THE STATE BOARD COMMITMENT, BUT I'M JUST EXTREMELY HOPEFUL THAT WE WILL BE AS NORMAL AS NORMAL CAN BE TO START THE SCHOOL YEAR.
I HAD A REQUEST FROM A PRINCIPLE DE GUAN, DO YOU THINK WE'LL BE ABLE TO HAVE A TOURNAMENT OF BANDS ON SITE NEXT YEAR? THINKING, WAY THINGS LOOK RIGHT NOW, YEAH LET'S PLAN FOR IT AND SEE WHERE THINGS GO.
COVID WILLING, GOD WILLING, LET'S SEE, BUT IT'S TIME TO MOVE BACK.
BUT I REALLY JUST WANT TO STRESS THAT POINT FORWARD AS KIDS HAVEN'T LOST OUT.
THEY HAD DIFFERENT EXPERIENCES, BUT THEY HAVE REALLY LEARNED THAT RESILIENCE FACTOR THAT SO MANY OF OUR YOUNG PEOPLE NEED TO REALLY BE BETTER OFF IN THEIR FUTURE.
>> VERY GOOD. THANK YOU. ALL RIGHT.
MOVING ON, WE HAVE THE SUPERINTENDENT, DIRECTORS SNAPSHOT.
>> GOOD EVENING, NEW MEMBERS OF THE BOARD.
FIRST SLIDE IS ABOUT INSTRUCTION.
I'M NOT GOING TO READ EVERYTHING ON THE SCREEN, BUT I DO WANT TO HIGHLIGHT TWO PARTNERSHIPS THAT WE HAVE MOVING FORWARD.
THE BLENDED VIRTUAL PROGRAM, OUR PARTNERSHIP WITH AZMAC, THE EASTERN SHORE, NINE COUNTIES, AND THAT IS WHAT WE PRESENTED AT THE BOARD WORK SESSION WAS THE BLENDED VIRTUAL PROGRAM.
THERE IS AN INFORMATION NIGHT ON JUNE 10TH FOR FAMILIES, EITHER INTERESTED FAMILIES OR FAMILIES WHO HAVE ALREADY APPLIED.
THOSE NINE FAMILIES THAT HAVE APPLIED FOR SECONDARY HAVE ALREADY RECEIVED THE INFORMATION, AS WELL AS THE ELEMENTARY FAMILY.
THE INFORMATION NIGHT IS GOING TO BE FOR SECONDARY INFORMATION.
HOWEVER, ALL THAT INFORMATION IS ON OUR WEBSITE.
I ALSO WANTED TO HIGHLIGHT OUR PARTNERSHIP WITH CAROLINE COUNTY RECREATION AND PARKS FOR OUR ELEMENTARY SUMMER PROGRAM FOR THIS SUMMER.
WE ARE UP TO 650 STUDENTS ENROLLED IN OUR SUMMER SCHOOL PROGRAM CAMP WITH PARKS, INTERACT OR REC PARKS, WE HAVE 45 TEACHERS WHO HAVE COMMITTED THEMSELVES TO CONTINUING TO WORK THIS SUMMER.
WE HAVE INSTRUCTIONAL ASSISTANTS WHO HAVE SAID, I KNOW THE CHILD THAT I CURRENTLY WORK WITH IS ATTENDING AND I WANT TO CONTINUE WORKING WITH THEM THROUGH THE SUMMER.
WE JUST HAVE AN IMMENSE COMMITMENT FROM OUR STAFF, WHICH WAS SOMETHING I WAS CONCERNED WITH BECAUSE WE KNOW IT'S BEEN THAT TOUGH YEAR AND THEIR MENTAL HEALTH IS IMPORTANT THAN THEIR TIME AND THEIR SUMMER BREAK.
BUT THEY'RE FULLY COMMITTED TO ENHANCING THE LEARNING OF OUR 650 STUDENTS.
>> WE DIDN'T EXPECT THAT NUMBER.
>> IT IS NOT AS LARGE AS RECREATION IN PARKS AS DONE IN THE PAST.
WE ARE NOW ABLE TO HOUSE IT OR HAVE IT FOUR OR FIVE SCHOOLS, GREENSBORO WILL BE HOUSED AT DENTON.
BUT WITH THAT BEING SAID, WE DID NOT HIT OUR MAXIMUM CAPACITY.
ALTHOUGH ENROLLMENT IS CLOSED DUE TO HAVING TO PLAN TRANSPORTATION AND FOOD SERVICES, IT IS CLOSED.
>> YES. MIDDLE-SCHOOL. YOU SEE, WE CURRENTLY ONLY HAVE 30 STUDENTS ENROLLED.
REALLY A HARD TIME TO GET SOME OF THOSE STUDENTS TO WANT TO COME IN IN THE SUMMER, AND HIGH SCHOOL, THAT NUMBER HAS DRASTICALLY CHANGED SINCE I PUT IT UP THERE.
WE ARE UP TO 120 HIGH SCHOOL STUDENTS WHO HAVE REGISTERED FOR CREDIT RECOVERY.
I JUST WANTED TO HIGHLIGHT FROM INSTRUCTION THE TWO MAIN THINGS WE'VE BEEN WORKING ON HAVE BEEN OUR PARTNERSHIPS WITH AZMAC AND CAROLINE COUNTY ROCKS IN PART.
>> I HAVE A QUESTION. THE BLENDED VIRTUAL PROGRAM, WHAT WAS THE DEADLINE AGAIN?
>> I ACTUALLY MEANT TO SAY THAT.
I DID RECEIVE AN EMAIL TODAY, THAT THE DEADLINE HAS BEEN CHANGED TO JUNE 30TH.
OTHER EASTERN SHORE COUNTIES ASKED FOR ADDITIONAL TIME AND APEX WAS ABLE TO ALLOW FOR THAT SO IT WILL BE NOW IN JUNE 30TH.
>> SUMMER PROGRAM ENROLLMENT IS CLOSED.
[01:00:04]
>> IT WAS A TARGETED POPULATION OF STUDENTS, AND DUE TO TRANSPORTATION.
>> THAT BLENDED VIRTUAL PROGRAM INFORMATION NIGHT, IS THAT VIRTUAL?
>> IT IS VIRTUAL, AND THERE IS A LINK ON OUR WEBSITE.
>> DO YOU THINK, AND THEN I DON'T KNOW, DO YOU THINK YOU'RE GOING TO GET MORE INTERESTED IN THIS?
>> THE BLENDED VIRTUAL PROGRAM? HONESTLY, I'M NOT SURE.
WE DID SEND HOME LETTERS TO HOME-SCHOOL FAMILIES AND IT IS KIND OF EXCITING THAT FAMILIES WANT THEIR CHILDREN BACK IN THE SCHOOL BUILDING.
THIS IS AN OPPORTUNITY IF THAT IS NOT SOMETHING THAT THEY'RE INTERESTED IN.
BUT AS OF NOW, WE HAVEN'T HAD ANY OTHERS.
>> BECAUSE THIS IS GOOD, BECAUSE THIS IS UNDER A LOT OF IT, CORRECT?
>> MS. ANTHONY WAS NOT ABLE TO BE HERE TONIGHT.
I TOLD HER I WOULD SHARE HER INFORMATION, BUT I WILL NOT DO IT THE JUSTICE THAT SHE WOULD IF SHE WAS PRESENT. I'M SURE.
THE REPORT AT A SPECIAL PROGRAMS SHE WANTED TO HIGHLIGHT, ORTON GILLINGHAM PLUS TRAINING WHICH HER STAFF HAD COMPLETED, WHICH IS A MULTI-SENSORY READING ACQUISITION TRAINING.
YOUR STAFF HAD BEEN WORKING THROUGH THE OG TRAINING THROUGHOUT THE COURSE OF THE SCHOOL YEAR, AND THE REALLY INTERESTING PIECE THAT I WOULD ASK YOU TO DRAW YOUR ATTENTION TO REALLY IS THE BAR GRAPH THERE, WHICH IS THE AS A RESULT.
WE REALLY FEEL THAT THIS IS WHAT HAD ONE OF THE MOST SIGNIFICANT IMPACTS.
THE ASSESSMENTS, OUR STUDENTS TAKE ON THE I-READY INSTRUCTION ASSESSMENTS, AND ON THE I-READY READING END OF YOUR READING ASSESSMENT, READING SCORES FOR STUDENTS IDENTIFIED WITH DISABILITIES IN GRADES THREE TO FIVE INCREASED BY 11 PERCENT FROM WHERE THEY STARTED ON AVERAGE, AND WHEN COMPARED TO OUR GENERAL EDUCATION STUDENTS, THEY HAD A NINE PERCENT GAIN.
REALLY THE BIG TAKEAWAY ON THAT IS OG PLUS REALLY HELPED CLOSE THE GAP.
OR TO START NARROWING AND CLOSING THE GAP EVEN IN A YEAR LIKE THIS YEAR.
ACCELERATING LEARNING FOR THE STUDENTS WHO NEED IT THE MOST TO BRING THEM UP TO THE GRATE LEVEL EXPECTATIONS.
>> [NOISE] A LOT GOING ON AS USUAL IN FOOD SERVICES AND BETH AND HER STAFF CONTINUE TO BE RECOGNIZED FOR THE JUST OVER THE TOP EFFORT THAT THEY HAVE DONE DURING THIS PAST 15 OR 16 MONTHS, AND THOSE PUBLICATIONS AND ORGANIZATIONS ARE REFERENCED THERE, AND SO THEY STAY STAND ON THEIR OWN AND JUST RECOGNITION THAT'S SO WELL-DESERVED AS ARTICULATED EARLIER BY DR. SIMONS IS RELATED TO THE EFFORTS THAT THEY'VE DONE DAY IN AND DAY OUT. NEVER MISSED A DAY.
THEY'RE ARE ALWAYS ON OUR SNAPSHOT.
>> FINALLY, FROM OUR PERSPECTIVE AND FACILITIES, WE HAVE COMPLETED THE SOLAR PROJECT AT THE SPORTS SERVICE CENTER.
IF YOU'VE HAD AN OPPORTUNITY TO DRIVE BY THERE, YOU'LL SEE THAT THE NEW WAREHOUSE SAYS SOLAR PANELS, AND THERE'S A SIGN OUT THERE ON THE FENCE ALONG WITH A HUGE BANNER SOLICITING ANY INTERESTED APPLICANTS TO APPLY AND COME DRIVE FOR US.
COUPLE OF GREAT PICTURES OF CURRENT BUS DRIVERS ASSOCIATED WITH THAT BANNER.
SANDY BARRY HAS GOTTEN THE COMMENT ABOUT WHERE DID YOU FIND WORDS THAT CLIP ART AND THAT'S NOT CLIP ART THAT ARE FALL PHOTOS, THOSE ARE OUR DRIVERS AND I'M VERY PROUD OF WHAT THEY DO.
I TOUTED ALL THE TIME WHEN I'M TRAVELING AROUND THE STATE AT THE TREMENDOUS SAFETY RECORD THAT OUR BUS DRIVERS HAVE SPEAKS TO THE LEVEL OF CARE AND THAT THEY DO IS PROVIDING THAT SERVICE DAY IN AND DAY OUT.
THEN THE THREE PICTURES UP IN THE UPPER RIGHT ARE PICTURES OF THE CURRENT STATUS OF THE NEW GREENSBORO ELEMENTARY SCHOOL.
IT'S IN THE FINAL STAGES, WE'RE LESS THAN FIVE PERCENT REMAINING ON THE PROJECT, 95 PERCENT COMPLETION SCHEDULED FOR THE RIBBON CUTTING ON THE 23R WILL OCCUR AS SCHEDULED.
ACTUALLY, NEXT WEEK IS SHUT DOWN WEEK.
ANYTHING THAT'S IS NOT DONE, WHICH IN ALL HONESTY, THERE WILL BE WORKERS THERE THROUGH THE FALL DOING BOUNCING AND TESTING OF SYSTEMS.
[01:05:04]
EVEN WHAT SCHOOLS BACK IN SESSION, NOT TO ANY DEGREE OF MORE THAN A HANDFUL, BUT THERE WILL BE PUNCH LIST ITEMS AND THINGS WELL INTO THE FALL.BUT THEY FULLY ANTICIPATE RECEIVING OCCUPANCY PERMITS SOMETIME NEXT WEEK.
ALSO THE DIFFERENT TYPES OF INSPECTIONS GOING ON NOW BY THIRD PARTIES.
BUT THE TOP LEFT PHOTO THERE, THAT'S THE COURTYARD, A VERY BEAUTIFUL COURTYARD THERE IN THE CENTER OF THE BUILDING, AND TOP RIGHT IS THE STAIRCASE AND READING NUKE IN THE ATRIUM WHEN YOU COME IN THE MAIN DOORS AND OBVIOUSLY THE VIEW FROM THE ROAD, BOTTOM RIGHT-HAND PICTURE SO HOPE THAT BOARD MEMBERS ARE ABLE TO ATTEND THE RIBBON-CUTTING ON THE 23RD AND TAKE A TOUR OF THE BUILDING.
IT'S GOING TO BE AN ASSET THAT WILL SERVE THE CITIZENS FOR THIS COUNTY WELL FOR DECADES TO COME
>> YES, IT WILL. HOPEFULLY WE WON'T HAVE TO WORRY ABOUT THE PITCHED ROOF.
>> THERE IS ONE FLAT ROOF ON THIS PROJECT AND THAT'S OVER THE ATRIUM.
IT'S JUST A MATTER OF OUR DESIGN WISE.
IT'S JUST NOT POSSIBLE, BUT ITS SLOPE PRETTY GOOD.
IT'S NOT UNOCCUPIED SPACE ANYWAY.
IF IT LEAKS ONE DAY [LAUGHTER].
>> WELL, I KNOW IT'S ALWAYS BEEN A CONVERSATION PIECE.
>> THE BUILDING HAS A BIG STATUS, I MEAN, PHYSICAL APPEARANCE, BUT IT'S BECAUSE OF THE PITCH.
IT LOOKS A LOT BIGGER, THE FIRST TO BUILT THE TWO SECTIONS TO THE LEFT THAT ARE THE MORE TRADITIONAL BRICK.
THOSE ARE OPEN STRUCTURE OPEN ALL THE WAY TO THE ROOF AND CLASSROOM WINGS, WHICH ARE THE TWO SECTIONS TO THE RIGHT.
THOSE ARE TWO-STORY CLASSROOMS, BUT THERE ARE ACTUALLY THREE STORE BUILDING, ALL THE MECHANICAL EQUIPMENT'S IN THE THIRD FLOOR, AND THAT IS A TREMENDOUS DESIGN FEATURE BECAUSE MECHANICAL EQUIPMENT THAT CAN BE CONTAINED INSIDE HAS A LONGER LIFE THAN MECHANICAL EQUIPMENT THAT SITS OUTSIDE EITHER ON THE ROOT OR ON THE GROUND.
MUCH EASIER SERVICE AND MAINTAIN, AND ACTUALLY, THAT ONE, WE CAN OPEN UP A BOWLING ALLEY UP THEIR [LAUGHTER].
>> THEY'LL TAKE PARKS AND WRECK, WRECKING PARKS [LAUGHTER].
>> TODAY WAS THE LAST DAY [INAUDIBLE] TEACHERS FOR PRIVATE STUDENTS.
>> AT GREENSBORO. THE FUN BEGINS, THERE'S GOING TO BE A TREMENDOUS AMOUNT OF ACTIVITY AT THAT SCHOOL.
THE MOVERS COME, ARE THEY COME NEXT WEEK? MOVERS START NEXT WEEK, THEY'LL HAVE TWO WEEKS, AND THE TECH DEPARTMENT FALLS IN THERE TOMORROW.
WE'VE RENDERED THE TRUCK FOR THEM BECAUSE OF THE AMOUNT AND OUR MAINTENANCE GUYS FALL IN THERE TOMORROW, START PULLING OUT THINGS THAT WE CAN REPURPOSE AND REDISTRIBUTE TO OTHER SCHOOLS.
I THINK IT'S 13 SPLIT SYSTEMS IN THAT SCHOOL, BECAUSE THEY'VE TURNED CLOSETS IN TO OFFICES AND CLASSROOMS, AND SO THOSE CLOSETS NEVER HAD HVACS SYSTEMS, SO WE HAD TO PUT IT IN MANY SPLITS AND THERE'S, I THINK 13 THAT ARE COMING OUT THAT WE CAN REDEPLOY OR PUT IT IN THE INVENTORY FOR THOSE BACKUP.
>> IT'S GOING TO BE A VERY BUSY SUMMER
>> YEAH, THE NEXT SLIDE ACTUALLY COMES VERY NICELY AFTER THE FACILITY DISCUSSION OF THE NEW GREENSBORO SCHOOL.
THE GREENSBORO ELEMENTARY SCHOOL, HOSTED AN EVENING EVENT, I BELIEVE IT WAS MAY 25TH.
IT WAS A NIGHT TO REMEMBER, AND IT WAS AN INCREDIBLE EVENING WHERE THEY WELCOME BACK FORMER TEACHERS AND ADMINISTRATORS FROM GREENSBORO ELEMENTARY SCHOOL FROM THAT BUILDING TO COME OUT REFLECT, THEY HAD PICTURES OUT DATING BACK WHEN IT OPENED ALL THE WAY UP THROUGH THE DECADES, AND A GREAT OPPORTUNITY TO REALLY SHARE MEMORIES FOR ME TO HEAR STORIES OF SEVERAL FOLKS OVER THE YEARS OF HOW GREENSBORO HAS CHANGED.
BUT YET THE COMMUNITY AND CULTURE HAS REMAINED THE SAME.
THAT WAS REALLY THE THEME THROUGHOUT THE NIGHT.
REGARDLESS OF THE ADMINISTRATORS, ACTUALLY HAD ONE LADY THERE IT WAS INCREDIBLE.
SHE HAD I BELIEVE, STARTED TEACHING IN THE OLDER GREENSBORO SCHOOL IN THE TOWN OF GREENSBORO IN 1937,
[01:10:01]
I BELIEVE [INAUDIBLE] WAS WHEN SHE STARTED TEACHING THERE.IT WAS INCREDIBLE TO JUST, AGAIN HEAR THE STORIES AND REALLY TALK ABOUT HOW, WHAT THAT BUILDING IN BEING THERE MEANT SO MUCH TO THE STAFF AND THE ADMINISTRATOR.
IT WAS AN INCREDIBLE EVENING AND THEY DID A GREAT JOB PUTTING THAT ON.
AGAIN, EACH OF YOU GUYS HAVE SPOKEN ABOUT THIS, BUT GRADUATION WAS AWFULLY SPECIAL THIS YEAR.
IT'S INCREDIBLE WHAT WE WERE ABLE TO PULL OFF FOR THE STUDENTS AND FAMILIES. THANK GOD.
YOU SAID IT RIGHT ABOUT HOW BEAUTIFUL NIGHT WAS IN NORTH CAROLINE HIGH SCHOOL.
EVERYTHING JUST CAME TOGETHER BEAUTIFULLY.
IT WAS AN ABSOLUTELY INCREDIBLE CLASSY EVENT.
THANK YOU TO EVERYTHING, FROM THE OPERATION SIDE TO HELP PULL IT OFF.
THE LIGHTING PEOPLE, THE SOUND FOLKS, EVERYBODY COMING TOGETHER WAS INCREDIBLE.
THE STAFF, AT BOTH BUILDINGS, JUST PULLED TOGETHER TO MAKE SURE THAT IT HAPPENED, AND IT HAPPENED RIGHT.
PARENTS WERE WONDERFUL. KIDS WERE WONDERFUL.
IT JUST COULD NOT HAVE BEEN ANY BETTER.
NOW, THE ASK AT NORTH CAROLINE HIGH SCHOOL CAME FIVE MINUTES AFTER GRADUATION ENDED.
NOW, THE OFFICIAL ASK HAS COME BY A HIGH SCHOOL ADMINISTRATION WHO WENT, "OKAY, SO WHAT ABOUT NEXT YEAR?" [LAUGHTER] WELL, WE'LL MEET AND TALK, AND WE'LL FIGURE OUT WHAT OPTIONS LOOK LIKE.
JUST IN GENERAL, THOSE THINGS GOING FORWARD.
BUT IT WAS ABSOLUTELY WONDERFUL, AND I APPRECIATE EVERYBODY'S SUPPORT TO PULL THAT OFF.
>> DR. SIMMONS, AT THE GRADUATION, DID YOU OR ANYBODY THERE, HEARD A THEME THAT BOTH OF THEM WITHOUT IT BEING A WEIGHT ON ANYBODY'S BACK WAS COMMENTARY ABOUT WHAT THEY'VE ALL BEEN THROUGH WITH COVID PANDEMIC AND THE CHANGES AND SO FORTH, BUT THE THEME WASN'T WHAT HAVE WE ENDURED AS MUCH AS WHAT HAVE WE OVERCOME AND HOW THEY'RE STRONGER FOR IT AND HOW THEY'RE BETTER FOR IT.
THAT POSITIVE TONE WAS THE THEME OF BOTH SCHOOLS WITHOUT IT OVERWHELMING THE THEME OF CELEBRATION AND ACCOMPLISHMENT AND JOY AND BEING TOGETHER.
AGAIN, I'M NOT SAYING ANYTHING YOU DON'T KNOW, BUT I JUST WANT TO HIGHLIGHT THAT THEY, BEFORE YOU WERE SAYING WHAT A SUCCESSFUL YEAR IT WAS, ADMIT ALL OF THOSE, IN SPITE OF THOSE AND THE STUDENTS WERE SAYING, WHICH IS JUST TREMENDOUS.
IT REALLY IS PART OF WHAT MADE IT SUCH A WONDERFUL AND SPECIAL OCCASION IN BOTH SCHOOLS.
THE FINAL ONE UNDER REPORTS IS THE FINANCE REPORT. MS. THORNTON?
>> GOOD EVENING, PRESIDENT NEWCOMB, DR. SIMMONS, AND MEMBERS OF THE BOARD.
YOU HAVE BEFORE YOU THE FINANCE REPORT AS OF MAY 31ST.
WE ARE 11 MONTHS INTO THE FISCAL YEAR, AND WE SPENT APPROXIMATELY 81 PERCENT OF OUR BUDGET.
WE CURRENTLY HAVE $10.4 MILLION WORTH OF ENCUMBRANCES.
ENCUMBRANCES INCLUDES SALARY COSTS FOR THE REMAINDER OF THE FISCAL YEAR AS WELL AS OPEN PURCHASE ORDERS FOR GOODS AND SERVICES.
IF THESE ENCUMBRANCES ARE TAKEN INTO ACCOUNT, WE SPENT APPROXIMATELY 94 PERCENT OF OUR BUDGET.
SINCE WE ARE NEAR THE END OF THE FISCAL YEAR, YOU WILL NOTICE THAT THERE ARE OVERAGES IN A FEW OF THE LINE ITEMS, BUT THIS IS OFFSET BY SAVINGS AND OTHER LINE ITEMS. ONE OF THE MAIN LINE ITEMS THAT WE'VE HAD SAVINGS IN IS SALARIES AND WAGES.
THIS IS DUE TO VACANT POSITIONS THAT CONTINUE TO BE FROZEN AS WELL AS SAVINGS AND SUBSTITUTE COSTS AND SALARY LAPSE.
ANOTHER AREA WHERE WE'VE HAD SIGNIFICANT SAVINGS IS TRANSPORTATION, AND THIS IS DUE TO THE LIMITED ATHLETIC TRIPS AND FIELD TRIPS FOR THE YEAR AS WELL AS THE COST OF OUR THIRD BUS RUN, WHICH WAS ABSORBED BY SEVERAL OF OUR CARES GRANTS, SO THE LOCAL BUDGET DID NOT HAVE TO PICK UP THE COST OF THE THIRD BUS RUN.
OTHER LINE ITEMS WHICH HAVE SAVINGS ARE TRAVEL, MEETINGS AND CONFERENCES, AND COMMUNICATIONS.
I DON'T THINK I'VE MENTIONED THIS ONE BEFORE, BUT THE TECHNOLOGY DEPARTMENT HAS BID OUR INTERNET COSTS, SO THOSE COSTS HAVE GONE DOWN, AS WELL AS THEY'VE REPLACED OUR PHONE LINES WITH VOICE OVER IP SYSTEM, WHICH IS SIGNIFICANTLY CHEAPER.
OVERALL, WE ARE IN GREAT FISCAL SHAPE GOING INTO THE LAST MONTH OF THE FISCAL YEAR. DOES ANYBODY HAVE ANY QUESTIONS?
>> SOME OF THOSE COSTS, THOSE NEGATIVES, IT'S PRETTY EASY TO SEE THAT THAT CONNECTS WITH WHAT HAD TO
[01:15:03]
BE DONE TO DEAL WITH THE ADJUSTMENTS FOR COVID.>> BUT THEN OTHER AREAS THAT YOU POINTED OUT, THERE'RE SAVINGS IN OTHER PLACES.
TO GET THIS FAR INTO A YEAR AND THE KIND OF YEAR THAT OCCURRED, GOOD GRIEF TO BE THAT CLOSE, MEANING NOT UNDERSPENDING, NOT OVERSPENDING.
[LAUGHTER] THAT'S QUITE AN ACHIEVEMENT.
>> IT'S BEEN A CRAZY YEAR BECAUSE WE'VE HAD OVERAGES IN, SAY, POSTAGE.
WE'VE HAD TO MAIL REPORT CARDS THAT WE DON'T NORMALLY HAVE TO MAIL, WE NORMALLY HAND THEM TO THE KIDS.
CERTAIN LINE ITEMS YOU'RE SEEING GO OVER, BUT OTHER LINE ITEMS HAVE SAVINGS, BUT WE CAN'T REALLY ADJUST FOR THAT BECAUSE NEXT YEAR, HOPEFULLY, THINGS WILL BE BACK TO NORMAL, AND WE'LL BE BACK TO THE [INAUDIBLE] THIS YEAR.
>> NEXT YEAR IT'S GOING TO BE EASY, RIGHT? [LAUGHTER]
>> HOPEFULLY, NEXT YEAR, YOU WON'T SEE AS MANY NEGATIVES.
>> TO SEE SOME OF THOSE LARGE, NEGATIVE NUMBERS, AND THEN YOU GO TO THE BOTTOM, THEN WE'RE FINE.
>> THAT'S REALLY GREAT MANAGEMENT.
>> SOME PEOPLE MIGHT SAY, "OH, THAT'S HORRIBLE MANAGEMENT TO SEE ALL THOSE BIG, NEGATIVE NUMBERS." NO, IT MEANS YOU DID WHAT YOU HAD TO DO TO MAKE THIS WORK IN THE MOST.
MAYBE IT WON'T BE THE MOST INCREDIBLE YEAR WE EVER HAVE, BUT IT'S THE MOST INCREDIBLE YEAR IN THE MEMORY OF ANYBODY IN THIS ROOM OR IN YOUR PROFESSIONAL MEMORY.
IT'S PRETTY REMARKABLE. I CAN KEEP GOING ON, BUT I WON'T, BUT IT'S PRETTY REMARKABLE.
>> THANK YOU. I'M ONE TO BEAT UP THE STATE AND THE FEDS, IF THE SPECIAL PROVISION MONEY DIDN'T COME OUT, IT WOULD HAVE BEEN VERY SAD STATE AROUND HERE.
[NOISE] MOVING ON TO REPORTS AND PRESENTATIONS.
[6. Reports and Presentations]
WE HAVE MS. SUZANNE JONES.SHE'S GOING TO TALK TO US ABOUT ENROLLMENT PROJECTIONS.
>> WE'RE GOING TO HAVE A GREAT TIME, MAN. [LAUGHTER]
>> PRESIDENT NEWCOMB, MEMBERS OF THE BOARD.
HI, MICHELLE, NICE SEEING YOU BACK HERE.
DR. SIMMONS. OF COURSE, MY FAVORITE BOSS, MR. NAGEL.
[LAUGHTER] I'M GLAD ERIN CAME BEFORE ME BECAUSE THERE WAS SO MANY PRETTY PICTURES IN ALL THE OTHER PRESENTATIONS, AND I'VE GOT BORING CHARTS.
BUT THANK YOU, ERIN, FOR HAVING A CHART BEFORE MY CHART.
[LAUGHTER] THIS PROCESS, I'VE BEEN DOING FOR 10 YEARS.
I WAS MENTORED BY MR. ALAN VISINTAINER, FOR THOSE OF YOU WHO KNOW.
MR. VISINTAINER DID AN AMAZING JOB [NOISE] GETTING THESE NUMBERS AND CALCULATIONS AND COMPILATIONS TOGETHER AND TOOK IT VERY, VERY SERIOUSLY.
HE WORKED WITH ME PROBABLY LONGER THAN HE WANTED TO TO PASS THE TORCH.
I'VE BEEN DOING THIS ENROLLMENT PROJECTION.
IT STARTS BY A LETTER THAT COMES TO OUR SUPERINTENDENT.
IN THE PAST YEAR, THE FIRST OF APRIL LAST YEAR WAS MID-MAY, THIS YEAR WAS, I THINK, APRIL 30TH THAT WE GET A LETTER FROM THE MARYLAND DEPARTMENT OF PLANNING WITH CHARTS AND NUMBERS OF WHAT THEIR PROJECTION IS BASED ON OUR OFFICIAL SEPTEMBER 30TH ENROLLMENT.
FROM THAT, WE PLUG IN BIRTH RATES, GRADE SUCCESSION RATES.
THERE'S AN ACTUAL ESTIMATION FOR CAROLINE COUNTY BIRTH.
THERE'S ACTUALLY THE REAL BIRTHS IN CAROLINE COUNTY, BUT AS WE KNOW, WE HAVE A LOT OF TRANSITIONAL STUDENTS IN AND OUT OF CAROLINE COUNTY, SO THAT'S THE ONLY THING THE STATE CAN GO ON THE DATA.
RACHEL, DO YOU LIKE TO OPEN THE FIRST ONE? THAT IS THE DOCUMENT FIRST IS THE LOTS OF NUMBERS AND LOTS OF LITTLE NUMBERS FOR THOSE WHO ARE LOOKING AT THE ATTACHMENTS, BUT EACH SCHOOL HAS THERE, BASED ON THE BIRTH RATE, THE GRADE SUCCESSION, AND OF COURSE, OUR CURRENT 2020 ENROLLMENT, WHICH FOR THOSE OF YOU WHO KNOW, BACK IN OCTOBER, WE REPORTED A 321 DEFICIT THIS YEAR.
EIGHTY-EIGHT PERCENT OF THAT DEFICIT FOR THIS SCHOOL YEAR WAS ELEMENTARY.
THAT DOES AFFECT OUR ELEMENTARY LOOKING AHEAD AT 10 YEARS.
IT'S HARD TO PREDICT WHAT'S GOING TO HAPPEN TO BIRTH RATES BY YEAR 2020.
I'D LIKE TO BE AROUND TO SEE HOW, OR 2030 RATHER, AND SEE HOW OUR KINDERGARTEN KIDS ARE GOING TO COME IN AND JUST RARING TO GO, DOUBLING OUR NUMBERS OF DR. SIMMONS, [LAUGHTER] AND BE PREPARED.
I THINK THE MASTER PLAN IS GOING TO COME IN PLAY NEXT MONTH'S BOARD MEETING, AND THAT WILL, OF COURSE, SPEAK TO THE PROJECTIONS AS WELL FOR OUR MASTER PLAN AND BUILDING PROJECTIONS.
I KNOW THE BOARD HAS PROBABLY GONE THROUGH LINE BY LINE, PAGE BY PAGE, ALL THESE WONDERFUL, GORGEOUS CHARTS.
[01:20:03]
[LAUGHTER]>> IT'S BETTER THAN NO [INAUDIBLE] [LAUGHTER]
>> THE BOTTOM LINE IS DOCUMENT 2, WHICH WAS US HAVING TO DO OUR LITTLE NUMBER CRUNCHING AND DO SOME COMPARISON WITH THE STATE.
THIS IS THE REPORT THAT LOOKS BACK.
IF WE GO ABOVE FIVE PERCENT IN ANY OF THOSE LEVELS, AND THEN EACH YEAR WE HAVE TO ANSWER TO SOMEBODY UNLESS WE MOVE AND WE HAVE TO HAVE AN EXPLANATION OF WHY OUR LOCAL PROJECTION IS GREATER THAN THE STATE OR LESS THAN STATE'S, THAT FIVE PERCENT.
YOU CAN SEE THAT OVERALL, WE WERE UNDER THAT FIVE PERCENT RATIO OR THAT THEY GAVE US THE THRESHOLD AND THEY ALLOWED US TO BE DIFFERENT.
IT WAS VERY, VERY COMPARABLE TO OUR STATE PROJECTION.
THEY ACCEPTED RECOMMENDATION FOR OUR CAROLINE COUNTY ENROLLMENT PROJECTION GOING FORWARD FOR THE NEXT 10 YEARS.
>> EVERYBODY THINKS WE'RE GOING TO HAVE A SPIKE IN FIVE YEARS.
HOWEVER, [LAUGHTER] I TALKED TO SOME STEM IN OUR OFFICE THAT HAVE BEEN DOING THE VIRTUAL LEARNING FROM HOME AND THEY SAID, "NO MORE KIDS FOR SURE." [LAUGHTER]
>> SO YOU GOT THE OPPOSITE. WE WANT TO BE JUST SICK OF EACH OTHER AND THEN WE'LL LOOK AT EACH OTHER. [LAUGHTER]
>> OR WE MIGHT HAVE A SPIKE [OVERLAPPING] IN FIVE YEARS.
>> THAT'S WHY I SAID I WON'T COME BACK IN 10 YEARS [LAUGHTER] AND SEE WHAT THESE NUMBERS LOOK LIKE.
>> DON'T YOU LOOK AT ME? [LAUGHTER]
>> ALSO THEN THE PROJECTION GOES INTO THE FTE RATES OF ACTUALLY THE BUILDING STATE RATED CAPACITY.
YOU'LL SEE ON THE THIRD LINE, THE GREENSBORO ELEMENTARY SCHOOL, I THINK IT'S VERY INTERESTING BECAUSE THIS WILL BE THE YEAR, AS YOU SAW IN THE EARLIER SLIDE, THAT GREENSBORO STATE RATED CAPACITY WENT UP TO 818.
YOU CAN SEE THE GROWTH OF GREENSBORO AND THE RATE PROJECTED FOR GREENSBORO IN 10 YEARS, WERE 100 PERCENT.
[BACKGROUND] WITH THAT NEW STATE RATED CAPACITY, WHEN THE OLD NUMBER WAS IN THERE DIDN'T LOOK SO GOOD, WE WERE BUSTED UP WITH THE THEMES.
>> THIS IS GOOD. THIS IS NOT BAD [INAUDIBLE].
>> WHICH HAS HAPPENED IN SOME SCHOOL DISTRICTS.
>> THAT'S GOOD THE NEIGHBORING SCHOOL OPENED A HIGH SCHOOL 15 YEARS AGO AND THE FIRST YEAR TO OPEN IT [INAUDIBLE]
>> THAT'S WHAT WE'RE MISSING. [LAUGHTER]
>> FOR WATER PROJECT, YOU DON'T SEE A LOT OF COUNTY DEVELOPMENT HERE AT CAROLINE COUNTY.
DOESN'T MEAN IT'S NOT GOING TO CHANGE IT TWO, THREE OR FOUR, VERY HARD TO PROJECT THAT.
>> BUT THE REALITY ALSO BACK TO THE BIRTHS WHICH GETS PLUGGED IN, OF COURSE, AT THE ELEMENTARY THAT DOES THAT GRADE SUCCESSION RATE, THE ACTUAL BIRTHS WENT DOWN IN CAROLINE COUNTY BY 30.
CAROLINE SAW A DECREASE OF 60 IN CAROLINE COUNTY ZIP CODES OF REGISTERED BIRTH.
>> I RECALL REVISITING AND REVIEWING THOSE WHEN I WORKED FOR THE COUNTY LEVY, IT WAS CERTAINLY VERY WELL.
IT WAS AT A TIME WHEN PRE-RECESSION BEFORE THE 2009 RECESSION, HOUSING BOOM GOING ON IN THIS COUNTY AND SO WE'VE TRIED TO DO PROJECTIONS AROUND THAT AND I CAME TO A SCREECHING HALT. [OVERLAPPING]
>> EVEN PLACES WHERE THE PLANS WERE IN PLACE, THE WATER AND SEWER ALLOCATION WERE IN PLACE, DEVELOPMENT DIDN'T HAPPEN.
IT JUST CHANGED EVERYTHING AND HAD TO RETOOL.
IT'S A VERY HARD THING TO DO AND WATCH THIS HAPPEN HERE IN THE LAST YEAR.
HERE THAT CHANGES THE DYNAMIC, PRETTY HARD TO PROJECT THOSE.
>> WHEN I GAVE THIS REPORT LAST MAY, IT WAS DOOM AND GLOOM, KNOWING WHAT WE WERE GOING TO BE HIT WITH THIS SEPTEMBER AND IT BECAME TRUE.
BUT THEY TOLD US WE'RE COMING BACK STRONG.
>> WHEN PROJECTING IS GOING ON WITH ECONOMISTS AND NOT CERTAINLY JUST HERE, BUT BECAUSE OF THE GROWTH IN REMOTE WORKING [OVERLAPPING] FOR ADMINISTRATIVE PERSONNEL THAT PEOPLE ARE RELOCATING AND GOING TO PLACES THEY'D RATHER LIVE BECAUSE THEY CAN WORK REMOTELY DOING THEIR JOB
[01:25:05]
AND WITH THIS RURAL COMMUNITY WHERE MAYBE PRICES ARE CHEAPER OR LAND OR WHAT HAVE YOU.>> THAT MIGHT BE A TARGET OF OPPORTUNITY FOR PEOPLE FOR RESIDENTIAL RELOCATION FROM WASHINGTON DC OR WHEREVER.
HARD TO PROJECT THAT BUT THAT'S ONE OF THE TRENDS THAT ECONOMISTS ARE TALKING ABOUT THAT REMOTE WORKING HERE TO STAY FOR SOME PEOPLE.
PEOPLE WANT TO STAY LIVING WHERE IT'S EXPENSIVE OR WHERE THEY MAYBE DON'T WANT TO LIVE ANYMORE OR THEY'RE GOING TO RELOCATE TO WHEREVER.
>> I KNOW MY EMPLOYER HAVE HAD THREE EMPLOYEES OUT OF 15 PEOPLE HAD RELOCATED AND ARE NOT REPORTING TO OUR OFFICE ANYMORE.
MULTIPLY TIMES WHATEVER NUMBER FOR ALL THESE OTHER BUSINESS WE HAD GOOD LUCK PROJECTING THAT.
>> WELL, EVERY YEAR, THESE 10-YEAR THINGS LIKE HE SAID, THAT THOSE THINGS CHANGE.
REALLY YOU'RE LOOKING AT A COUPLE OF YEARS OUT, REALLY TO TRY TO PLAN AND WORK ON THESE WITH THE NEW GREENSBORO ELEMENTARY FROM WHAT I'VE SEEN, ALL OUR SCHOOLS ARE IN PRETTY GOOD SHAPE WITH POPULATION.
WE'RE REALLY LUCKY AS SLOW AS OUR NUMBERS MOVE.
IT'S NOT WHAT HAPPENED IN NEIGHBORING DISTRICT OR I KNOW IN BALTIMORE COUNTY SAME THING HAPPENED.
THEY BUILT A SCHOOL, THAT YEAR IT WAS OVERPOPULATED.
BUT WHERE I SEE IS STILL LOCKERMAN STILL UP THERE IS PRETTY FULL.
I KNOW WE'VE HEARD THAT FROM THAT.
THERE'S TEACHERS BEFORE AND NORTH CAROLINA.
>> SPEAKING OF WHICH WE ARE MOVING [INAUDIBLE] THIS SUMMER ARE ACTUALLY ALWAYS [INAUDIBLE].
>> WE HAVE TO GET THEM OUT OF THE WAY OF THE BOARD OF CURRENT SCHOOL, NOR FOR THE DEMO OF THE CURRENT SCHOOL TO OCCUR.
THEN PLAN IS TO WORK SCHOOL YEAR CONFIGURATION OF THEM IN A CLOSE TOGETHER ON THE BACK SECTION OF THAT TRACK AND IT'S GOING TO INVOLVE WATER AND SEWER.
BUT TO HELP ALLEVIATE SOME OF THE PRESSURE THERE IN LOCKERMAN.
THERE'S REALLY NO OTHER PLACE ON THAT PROPERTY TO PUT PORTABLES AND POWER PLANT [INAUDIBLE] MINIMIZING FOR NEXT SUMMER TO PUT THEM TOGETHER AND CONNECT ALL THE ALARM SYSTEMS, INTERCOM SYSTEM, PORTABLES SO STAFF AND STUDENTS DON'T HAVE TO COME BACK AND FORTH TO USE REST ROOMS.
>> IF YOU'RE LOOKING AT SOME OF THE PROJECTIONS, LET'S SAY IN 10 YEARS, COLONEL MIDDLE WILL BE 70 PERCENT, LOCK THEM WILL BE 101 AND COLONEL HIGH 54, NORTH CAROLINA 88.
IS IT POSSIBLE THAT YOU REDISTRIBUTE SOME OF THE STUDENTS OVER PRIVATE SCHOOL INTO THE ONE THAT HAS ROOM?
ACTUALLY, THE PROCESSING THAT YOU'D HAVE TO GO THROUGH BEFORE YOU CAN DO ANY ADDITION OR A NEW SCHOOL IS THAT YOU HAVE TO LOOK AT SURROUNDING ATTENDANT'S AREAS TO SEE FIRST OF ALL, AND YOU HAVE TO MAKE AN ARGUMENT.
WE'LL JUST USE THE HIGH SCHOOLS SINCE WE ONLY HAVE TWO.
IN FIVE YEARS, IF THE BOARD WOULD HAVE TRIED TO MOVE FORWARD WITH AN ADDITION PROJECT FOR NORTH CAROLINA HIGH SCHOOL, WE HAD ANOTHER ADDITION, THEY WOULD HAVE TO PROVE THAT REDISTRICTING IS NOT AN OPTION TO THE OTHER HIGH SCHOOL WHERE YOU HAVE CAPACITY.
[NOISE] WHEN WE APPLY FOR GREENSBORO MUCH [INAUDIBLE] THAN WHAT WE CURRENTLY HAVE, WE HAVE TO GO THROUGH THAT [INAUDIBLE] WHAT YOU FIND AT ALL LEVELS IS THAT THE POPULATION DOESN'T EXIST IN THE RURAL AREAS.
THE POPULATION EXISTS IN THE MUNICIPALITY.
TO PICK UP THE NUMBERS THAT WE NEED BEFORE WE MAKE A REDISTRICT FOR A WHILE,
[01:30:06]
YOU WOULD END UP IN THAT CASE OF HIGH SCHOOL, TRANSPORT IS FROM THAT TOWN, GOOD LUCK WITH THE SELLING MAP TO THE RESIDENTS.THAT WOULD BE AN IMPACT TO BUY THAT.
IT WOULDN'T BE GOING UP TO WATER'S CREEK FOR INSTANCE.
BECAUSE IT'S JUST NOT ENOUGH BUYERS.
THAT SPEAKS TO THIS TOWN AND ITS RURAL.
IN FACT, THE COUNTY HAS TAKEN A LOT OF EFFORT OVER THE YEARS TO PUT AS MUCH LAND AND ADD PRESERVATION AS POSSIBLE, ESPECIALLY CREATING GREEN BELTS AROUND TOWNS TO LIMIT THE GROWTH, SO TO SPEAK.
THEY KEEP IT CONTAINED THERE AND NOT HAVE OCCURRED WHAT'S HAPPENED IN OTHER COUNTIES HERE ON THE SHORE WHERE YOU SEE 304 SUBDIVISIONS POP UP IN A 500-ACRE FARM.
YOU JUST DON'T SEE THAT IN CAROLINE COUNTY, AND YOU WON'T SEE THAT IN CAROLINE COUNTY.
WHILE THAT DISPARITY EXISTS THAT YOU POINTED OUT, THAT'S NOT A REMEDY THAT I THINK IN SHORT-TERM OR ANYTIME.
>> I UNDERSTAND WHAT YOU'RE SAYING.
>> IF YOU PROVE THAT, THEN THEY SAY, OKAY, YOU DON'T HAVE TO DO THIS.
>> IF YOU SAY TO THE STATE WE'D HAVE TO GO FROM THERE TO THERE, THEY WOULD BUY THAT?
THEY DID THAT WITH GREENSBORO.
WE USED OUR TRANSPORTATION ROUTING SOFTWARE AND WE CAN LASSO THE DOTS ON THE MAP THAT SHOW WHERE ALL THE KIDS LIVE.
WE ACTUALLY SAID, "COME DOWN, DUDE.
LET'S GO ON A FIELD TRIP." FIRST OF ALL, LET'S DRIVE AROUND THE COUNTRY SO THAT YOU CAN SEE HOW ROLL WE ARE.
LET'S GO IN THE OFFICE AND WE PUT IT UP ON THE BIG SCREEN AND SAID, LOOK, WE CAN LASSO THE AREA BETWEEN GREENSBORO AND RIDGELY PROPER AND WE PICK 40 KIDS.
YOU HAVE TO ACTUALLY GO INTO THE TOWN OF RIDGELY AND PICK ENOUGH STUDENTS TO MAKE THE REDISTRICTING WORTHWHILE.
>> THAT'S COME UP SEVERAL TIMES OVER THE YEARS AND I THINK IT'S SOMETHING TO KEEP IN MIND.
I GUESS IF THE OFFSET GOT, FOR THE LACK OF A BETTER WORD, OBTRUSIVE ENOUGH OR OBNOXIOUS ENOUGH, I MEAN, THAT HAS HAPPENED IN OTHER DISTRICTS WHERE THE LINES RIGHT UP THERE AND IT'S A TOUGH DISCUSSION.
BUT WHEN THAT DISCUSSION HAS TO BE MADE AND WE MAKE IT FOR THE RIGHT REASONS, THAT'S ALSO WHERE YOU GET IN THE COMMUNITY.
THE KIDS ON THE NORTH SOUTH SIDE OF THAT AND HAVE TO GO A HALF HOUR SOUTH INSTEAD OF GOING FIVE MINUTES NORTH.
BUT IT'S SOMETHING WE HAVE TO CONSIDER.
SOME OF THOSE MAPS TOO ARE INTERESTING IN THE MASTER FACILITY PLAN.
THE THINGS THAT WE'LL TALK ABOUT, COULDN'T QUITE GET IT ON THIS MONTHS THIS NIGHT, BUT IT'LL BE ON NEXT MONTH'S MEETING.
>> BECAUSE AS SUZANNE MENTIONED, WE HAD LATER AND LATER BECAUSE OF COVID, I GUESS, BECAUSE OF THE PANDEMIC, GETTING THE DATA TO RESPOND TO FROM THE STATE, WE HAVEN'T GOTTEN OUR ACCEPTANCE LETTER YET.
>> UNLESS YOU GOT IT YOU CAN GIVE IT TO ME.
>> [LAUGHTER] BUT THAT'S ONE OF THE COMPONENTS OF THE FACILITY MASTER PLAN.
THEN THE OTHER COMPONENT THAT WE'RE STILL WAITING ON IS SOME DEMOGRAPHIC DATA FROM SOME OF THE TOWNS HERE IN THE COUNTY.
THE COMPONENTS THAT WE CAN CONTROL WERE READY FOR THE ACTION ITEMS TONIGHT.
THE COMPONENTS WE DON'T CONTROL WEREN'T QUITE READY AND SO WE HAVE TIME.
IT'S DUE TO THE STATE BY JULY 1.
WE'RE COMFORTABLE WE'LL HAVE IT AT THE WORK SELECTION FOR ACTION.
>> MS. JOHNS, WHAT ARE WE MISSING?
>> WE HAVE QUESTIONS ON THERE, YOU WANT TO GO HOME AT NIGHT AND READ A LITTLE BIT MORE.
EMAIL ME IF YOU HAVE ANY MORE QUESTION.
>> IT IS INTERESTING. I FIND IT INTERESTING.
THE PROJECTIONS 10 YEARS OUT OBVIOUSLY AREN'T AS CLOSE AS THE JACKSONS FOR NEXT YEAR OR TWO, BUT SEEING THE PERCENTAGE OF SCHOOLS AND SOME OF THE ISSUES WE HEAR AND YOU'VE SEEN THE NUMBERS FROM THE VERBAL TESTIMONY YOU HEAR IN THE COMMUNITY I MEAN, IT'S RIGHT HERE.
>> I WANT TO PUBLICLY THANK MR. ALLEN [INAUDIBLE].
FOR THOSE OF YOU WHO KNOW HIS HISTORY, HE TOOK THIS VERY SERIOUSLY AND HE WAS A GREAT MENTOR AND SHARING HIS CREATION OF ALL THESE WONDERFUL EXCEL FORMULAS WITH ME AND TRUSTED ME.
I APPRECIATE HIS TRUST IN ME TO PASS THE BATON AND IF I MESS IT UP THEN HOPEFULLY YOU CAN FIX IT OR SOMETHING.
>> YOU DID A GREAT PRESENTATION.
>> I GUESS ALLEN, BEING AN ENGINEER, PUT AN ENGINEERS TOUCH TO IT.
>> EVERY YEAR, I THREATEN HIM AND PUT SOME REALLY CUTE PICTURES THAT
[01:35:02]
I'VE HAD OF A LITTLE GIRL ROBBING SOMEBODY BUT FOLLOWING HER AND WITH HER CHARTS WAS HELPFUL. [LAUGHTER]>> A COUPLE OF YOU, THIS IS PROBABLY THIS IS THE FIRST TIME, MAYBE THE FIRST TIME YOU'VE MET SUZANNE.
BUT SUZANNE IS RETIRING, IS ONE OF OUR RETIREES AT THE END OF THIS MONTH, AFTER A REALLY LONG CAREER IN EDUCATION.
>> I STARTED WHEN I WAS 10. I GOT 45 YEARS.
>> BUT TO SPEAK TO THAT BRIEFLY, TAKE 30 SECONDS, SPEAK TO THE HISTORY OF THE COLLABORATION BETWEEN SYSTEMS SUZANNE USED TO WORK IN TALBOT COUNTY PUBLIC SCHOOLS AND WE SHARED THE DATA SYSTEM WITH TALBOT COUNTY.
TALBOT COUNTY ACTUALLY RAN ALL OF OUR PAYROLL AND FINANCE REPORTS AND WE SEND A COURIER OVER ONCE A WEEK TO PICK UP VOUCHER CHECKS, THE MAIL NOW, AND EVERY PAY PERIOD WE SEND A COURIER OVER TO PICK UP PAYROLL CHECKS.
SHE DID ALL THAT WORK ALONG WITH ANOTHER GENTLEMAN, GOD REST HIS SOUL, MY FRIEND WHO HAS LEFT US NOT TOO LONG AGO.
BUT WHEN WE BUILT THIS BUILDING, THE SCHOOL SYSTEM MADE THE DECISION TO SEVER THAT SERVICE AND THAT THEY BECOME COMPLEX AND OFTEN WE'D WANTED TO DO THINGS A LITTLE BIT DIFFERENTLY THAN WHAT TALBOT WAS DOING.
SUZANNE HAD LEFT TALBOT COUNTY PUBLIC SCHOOLS, TO GO INTO PRIVATE INDUSTRY.
WE HAD TO COERCE HER AWAY FROM PRIVATE INDUSTRY.
I SAY THIS ALL THE TIME BECAUSE SHE REMINDS ME LITERALLY THAT SUZANNE WASN'T MY FIRST CHOICE FOR THE POSITION.
>> SOMETIMES SECOND CHOICE IS THE BEST CHOICE.
>> I ATE THAT CROW ALL THE TIME BECAUSE SHE'S BEEN A GODSEND TO THE SCHOOL SYSTEM FOR OVER 20 YEARS NOW IN CAROLINE COUNTY.
JUST SO THRILLED ABOUT THE OPPORTUNITY TO WORK WITH HER, AND JUST BASED ON WHAT YOU SEE, IT'S JUST A SMALL PIECE OF WHAT SHE DOES ON A DAILY BASIS FOR STAFF AND STUDENTS HERE IN CAROLINE COUNTY.
>> THANK YOU. LIKE ALLEN, IN 10 YEARS I'LL BE BACK TO SEE [OVERLAPPING].
>> THANK YOU FOR YOUR SERVICE AND I HOPE YOU MENTORED SOMEONE REALLY WELL. WE'RE WORKING ON THAT.
>> IT'LL BE ALLEN [INAUDIBLE] [LAUGHTER] [BACKGROUND].
>> IT MIGHT BE SUZANNE TO PUT THEM BACK TOGETHER.
>> GOOD STUFF. I KEEP TRACK OF OUR KIDS AND HOW MANY ARE WHERE.
NEXT, REPORT AND PRESENTATION.
JUNIOR ACHIEVEMENT. MR. ROB WILLOUGHBY.
>> PRESIDENT NEWCOMB, MEMBERS OF THE BOARD.
THANK YOU AGAIN FOR THE OPPORTUNITY TONIGHT TO COME AND TALK TO YOU JUST A LITTLE BIT ABOUT OUR PARTNERSHIP WITH JUNIOR ACHIEVEMENT OF THE EASTERN SHORE.
TONIGHT WE ARE JOINED VIRTUALLY BY THREE GUESTS.
ONE, OF COURSE, IS VERY FAMILIAR TO YOU, AND THAT IS MR. TOLBERT RAUL, WHO IS A BOARD MEMBER FOR THE CAROLINE AND TOLBERT BOARD FOR JUNIOR ACHIEVEMENT.
WE'RE ALSO JOINED BY THE PRESIDENT OF JUNIOR ACHIEVEMENT EASTERN SHORE, MS. JAMIE HAYES, AS WELL AS THE VICE PRESIDENT MS. KATE BLAYLE.
AT THIS POINT, I'M GOING TO TURN THE PRESENTATION OVER TO JAMIE AND KATE TO GO THROUGH THE SLIDES.
HI JAMIE. HI KATE. HOW ARE YOU GUYS DOING TONIGHT?
>> [BACKGROUND] THANKS FOR HAVING US.
>> THANK YOU. WE'RE EXCITED TO BE HERE TONIGHT.
WE WANTED TO SHARE A LITTLE BIT OF A RECAP FOR THIS SCHOOL YEAR AND THE STUDENT IMPACT THAT WE'VE BEEN ABLE TO HAVE.
BUT I ALSO WANTED TO JUST SHARE A LITTLE BIT ABOUT JUNIOR ACHIEVEMENT IN GENERAL FOR THOSE WHO AREN'T AS FAMILIAR.
WE ARE A NON-PROFIT ORGANIZATION.
WE SERVE SEVEN SCHOOL DISTRICTS HERE ON THE EASTERN SHORE.
WE PARTNER WITH THESE DISTRICTS AS A LIAISON BETWEEN THE SCHOOLS AND THE BUSINESS COMMUNITY.
WE NORMALLY BRING VOLUNTEERS INTO THE CLASSROOM TO HELP TEACH OUR CURRICULUM THAT IS BASED OFF OF CONTENT STANDARDS AND REALLY FOCUSES ON FINANCIAL LITERACY, WORK READINESS, AND ENTREPRENEURSHIP.
AS YOU CAN SEE, WHEN SCHOOLS STARTED TO MAKE THAT SHIFT TO VIRTUAL AND HYBRID LEARNING, WE KNEW WE HAD TO DO THAT AS WELL.
[01:40:04]
LIVE PROGRAMS ON SOCIAL MEDIA LAST SPRING AND OVER THE SUMMER.THEN AS THE SCHOOL YEAR APPROACHED, WORKING WITH OUR DISTRICT PARTNERS, WE REALLY DECIDED WE WANTED TO TAKE OUR PROGRAMS WHICH ARE NORMALLY KIT-BASED WITH PAPER, VOLUNTEER GUIDES, AND MATERIALS FOR THE STUDENTS TO USE AND PLAY GAMES WITH.
WE CONVERTED THAT ALL TO VIRTUAL PROGRAM SITES.
EACH GRADE LEVEL HAD ITS OWN PROGRAM SITE.
WHILE IT IS DIGITAL, IT INCLUDED INTERACTIVE GAMES AND VIDEOS, AND IT ALLOWED FOR OUR VOLUNTEERS TO RECORD VIDEOS.
WHILE THEY WEREN'T COMING INTO THE CLASSROOM TO DELIVER LESSONS, SORRY, THEY COULD STILL TEACH AND BE ENGAGED WITH THE STUDENTS.
RACHEL, IF YOU DON'T MIND GOING TO THE NEXT SLIDE, PLEASE.
WORKING WITH ROB, WE HAD THE OPPORTUNITY TO IMPLEMENT THREE GRADE LEVELS THIS YEAR.
AS YOU CAN SEE, WE HAD THIRD, FOURTH, AND EIGHTH GRADE.
NEXT YEAR, THAT NUMBER WILL GROW TO FOUR GRADE LEVELS, INCLUDING SEVENTH GRADE WHICH WE'VE TAUGHT IN THE PAST, AND THAT'S OUR FINANCE FOR OUR PROGRAM.
IN TOTAL, WE WERE ABLE TO TEACH 1,252 STUDENTS.
I'M GOING TO SPEAK A LITTLE BIT ABOUT EACH OF OUR INDIVIDUAL PROGRAMS IF WE CAN GO TO THE NEXT SLIDE.
JA OUR CITY IS ONE OF MY PERSONAL FAVORITES, BUT ONE OF THE REALLY FINANCIAL LITERACY FOCUSED ELEMENTARY PROGRAMS. AS YOU CAN SEE, THAT FUN LITTLE BAND IN THE CORNER OF THE SLIDE THERE, THAT'S THE CHA-CHING BAND, AND THEY HAVE MUSIC VIDEOS THROUGHOUT THE PROGRAM THAT TEACHES STUDENTS ABOUT THEIR MONEY CHOICES, LEARNING TO EARN, AND SAVES, SPEND OR DONATE.
THEY ALSO GET TO LEARN ABOUT DIFFERENT TYPES OF PAYMENT.
YOU'LL BE SURPRISED HOW MANY OF THEM THINK THAT CREDIT OR DEBIT CARD IS JUST SOME MAGIC CARD THAT YOU PUT IN A MACHINE AND THE MONEY EITHER COMES OUT LIKE AN ATM OR THEY'RE JUST SWIPING IT AND HAVE NO IDEA WHERE THAT PAYMENT'S COMING FROM.
THEY'RE LEARNING AS EARLY AS THIRD-GRADE WHAT, HOW ALL OF THOSE THINGS WORK.
THEY GET TO TALK ABOUT THE IMPORTANCE OF MONEY, HOW MONEY HELPS IN A COMMUNITY AND IN A CITY.
THEY TALK ABOUT NEEDS VERSUS WANTS, AND HOW THAT AFFECTS THE CITIZENS IN A COMMUNITY, HOW BUSINESSES FILL THOSE NEEDS OF WHAT WE HAVE.
PERFORMING SERVICES LIKE WORKING ON CARS AND THINGS LIKE THAT.
BUT ALSO THE ONES DOING FUN THINGS LIKE GOING TO PLAY MINI GOAL FOUR, GOING TO WRITE GO CARTS, AND THINGS LIKE THAT.
THAT'S HOW JA OUR CITY FOR THIRD GRADERS.
YOU CAN SEE ALSO ONE OF THE GAMES THERE THAT THEY PLAY, IT'S AN EARN, SAVE, SPEND, AND DONATE.
IT'S NORMALLY SOMETHING WHERE THEY'D GET TO ROLL THE DIE IN A CLASSROOM, BUT THEY GOT TO DO THAT VIRTUALLY THIS YEAR.
THE NEXT PROGRAM IS JA OUR REGION, AND THIS IS A FOURTH-GRADE PROGRAM THAT FOCUSES A LOT ON ENTREPRENEURSHIP AS WELL AS RESOURCES IN OUR REGION AND TEACHING STUDENTS HOW A SUPPLY CHAIN WORKS.
THEY BEGIN TO UNDERSTAND HOW ONE THING EARLY ON IN THE SUPPLY CHAIN CAN AFFECT THE VERY END OF THE SUPPLY CHAIN.
THEY GET TO LEARN ABOUT THE DIFFERENT REGIONS IN OUR COUNTRY AND WHAT THE RESOURCES ARE THERE.
THEY MIGHT TALK ABOUT CHICKENS, AND GRAINS, AND THINGS LIKE THAT FOR THE EASTERN SHORE.
BUT VERY SPECIFIC TO THE DIFFERENT REGIONS THROUGHOUT OUR COUNTRY.
THEY LEARN ABOUT ENTREPRENEURIAL SKILLS, SO EVEN THINKING ABOUT THEMSELVES AT THAT YOUNG AGE, WHAT SKILLS DO THEY HAVE THAT COULD MAKE THEM AN ENTREPRENEUR, OR WHAT SKILLS MIGHT THEY WANT TO HAVE AS THEY GET OLDER, MOVE INTO THEIR ADULTHOOD.
RECOGNIZING HOW THOSE RESOURCES ARE USED.
YES, [INAUDIBLE] THE NEXT SLIDE, I'M SORRY.
AGRICULTURE DAY IS ACTUALLY SOMETHING THAT CAME OUT OF WORKING WITH OUR COMMUNITY PARTNERS.
WE HAVE COMMUNITY PARTNERS AND VOLUNTEERS FROM ALL DIFFERENT INDUSTRIES, AND ONE OF THE THINGS WE HEARD OVER THE PAST FEW YEARS WAS THAT STUDENTS AREN'T INTERESTED IN THE AGRICULTURE INDUSTRY OR THEY HAVE MISCONCEPTIONS ABOUT IT.
SO AGRICULTURE DAY WAS ADDED TO THE FOURTH GRADE PROGRAM REALLY IS TO GET STUDENTS INTERESTED, TO GET THEM ENGAGED, AND LEARNING ABOUT AGRICULTURE THAT SURROUNDS THEM.
RIGHT HERE ON THE SHORE, WHAT'S RIGHT IN YOUR BACKYARD OR YOU DRIVE PAST IT EVERY DAY, BUT YOU DON'T UNDERSTAND HOW IT WORKS OR HOW IT THEN TURNS INTO A SNACK THAT YOU'RE EATING AT SCHOOL.
WE TALK A LOT ABOUT CAREERS, AND ENTREPRENEURSHIP, INNOVATION, AND THE IMPACT THAT ALL HAS ON OUR COMMUNITY WITH OUR RESOURCES.
[01:45:02]
AS YOU CAN SEE, IT'S JUST A SNAPSHOT OF OUR AGRICULTURE DAY WEBSITE SPONSORED BY SOME OF OUR GREAT LOCAL PARTNERS.ALL OF THOSE PARTNERS CREATED VIDEOS FOR US, AS WELL AS AN ABUNDANCE OF OTHERS THAT TAUGHT STUDENTS ABOUT THOSE DIFFERENT TOPICS, ALLOWED THEM TO THEN COMPLETE DIFFERENT ACTIVITIES THAT THEY WERE GIVEN BASED ON THE INFORMATION IN THE VIDEOS.
I KNOW SOME OF THE STAFF, AND ROB KIM SPEAK TO IT AS HAVING BEEN IN PERSON WHEN WE'VE DONE IT ALL TOGETHER.
BUT THIS IS NORMALLY A VERY LARGE IN-PERSON EVENT, HANDS-ON SO STUDENTS CAN ACTUALLY EXPLORE CAREERS, GETTING TO TEST OUT DIFFERENT PARTS OF THAT CAREER, MAYBE PUTTING SOMETHING TOGETHER OR BUILDING A WALL FOR MASONRY, ALL DIFFERENT TYPES OF THINGS.
THIS YEAR IT OBVIOUSLY HAD TO GO VIRTUAL, BUT WE MADE SURE THAT WE INCLUDED JUST AS MANY BUSINESSES, TRADE, SCHOOLS, COLLEGES, AND CAREERS TO GIVE STUDENTS OPTIONS.
NOW, THE IDEA OF HAVING IT IN EIGHTH GRADE IS PREPARING THEM TO MAKE THOSE HIGH SCHOOL COURSEWORK SCHEDULES.
THEY'RE GETTING READY TO CHOOSE DIFFERENT PROGRAMS, DIFFERENT CLASSES THAT THEY TAKE.
TEACHING THEM IN EIGHTH GRADE ABOUT ALL THESE DIFFERENT CAREERS, GETTING THEM TO EXPLORE AND LEARN FROM LOCAL BUSINESSES GIVES THEM THAT OPPORTUNITY TO REALLY START TO LEARN AND UNDERSTAND WHAT IT IS THEY MIGHT WANT TO DO.
THEN THE OPPORTUNITIES THAT ARE AVAILABLE BUT TO THEM RIGHT HERE IN OUR REGION.
YOU CAN SEE WE USED A PLATFORM THAT LOOKS VERY MUCH LIKE A CONVENTION CENTER.
THEY HAD THE OPPORTUNITY AND THE PEOPLE ACTUALLY MOVED WHEN THEY WENT IN TO EXPLORE WITH THEIR AVATAR AND THINGS LIKE THAT.
BUT WE WERE VERY THRILLED WITH THE SUPPORT OF THE COMMUNITY THAT IS ON BOARD TO HELP OUR STUDENTS LEARN AND PREPARE THEM FOR THEIR FUTURES.
WE DO HAVE ONE OTHER EXCITING ANNOUNCEMENT THAT I'M GOING TO LET JAMIE SHARE ABOUT OUR NEW JA CENTER.
>> AWESOME. THANK YOU SO MUCH, KATE.
OUR TEAM, KUDOS TO THEM, THAT WAS A LOT OF ADJUSTING, MAKING ALL OF OUR PROGRAMS INTO THESE WEBSITES WHERE STUDENTS COULD PARTICIPATE.
THEY EVEN DID VOICE-OVERS FOR STUDENTS THAT PERHAPS COULD READ OR KEEP UP AS QUICKLY.
THEY DID VOICEOVERS AND WALKED THEM THROUGH THE WEBSITES.
IF THEY WERE ASYNCHRONOUS, THEY WERE ABLE TO ACCOMPLISH ALL OF THAT.
I DID WANT TO GIVE YOU GUYS AN UPDATE.
ONE OF THE PROGRAMS THAT DREW TOLBERT TO COME AND MEET WITH US SO EARLY ON WAS OUR FINITE VIRTUAL PROGRAM, WHICH IS A PROGRAM WHERE STUDENTS RECEIVE A LIFE SCENARIOS SUCH AS YOU'RE 32 YEARS OLD, YOU MAKE $28,000 A YEAR, YOU HAVE TWO KIDS, AND GOOD LUCK.
THE VIRTUAL PROGRAM, THEY HAVE TO BUY A HOUSE, GET A CAR, GET INSURANCE, THEY HAVE TO PAY TAXES, ALL THE FANTASTIC THINGS WE DO AS ADULTS IN A VIRTUAL SIMULATION.
WELL, WHAT YOU WILL HEAR NEXT MONTH, IT'S AN ANNOUNCEMENT FOR A $5.5 MILLION CAPITAL CAMPAIGN FOR 25,000 SQUARE FOOT, SO VERY LARGE EXPERIENTIAL LEARNING FOR FACILITY.
WE ACTUALLY, DURING COVID, PRE-COVID HAD STARTED THIS PROCESS AND WE WERE DECIDING WHERE WE WERE IN THE PROCESS AND THE RICHARD HANSEN FOUNDATION AND THE PURDUE FOUNDATION ACTUALLY REACHED OUT TO US.
THEY JUMPED ON THIS OPPORTUNITY.
THEY FEEL IT IS GOING TO CHANGE EDUCATION FOR THE ENTIRE EASTERN SHORE.
NEVER HAVE TWO OF THE MOST INFLUENTIAL GENTLEMEN ON THE SHORE NAMED A BUILDING COLLECTIVELY.
SO WE'RE VERY EXCITED ABOUT THAT.
WE'RE ABOUT $3.5 MILLION IN ALREADY, THAT'S ABOUT 65 PERCENT.
THE ANNOUNCEMENT WILL BE LATER IN JULY.
THIS EXPERIENTIAL LEARNING FACILITY WILL HAVE MULTIPLE COMPONENTS.
THERE WILL BE A LOT OF IN CLASSROOM CURRICULUM JUST LIKE THEY GET WITH FINANCE PART VIRTUAL NOW.
BUT INSTEAD OF LOGGING ON, THEY'LL ACTUALLY ARRIVE AT A SIMULATED CITY WITHIN THAT 25,000 SQUARE FOOT BUILDING.
THERE ALSO BE WORKFORCE READINESS AND CAREER EXPLORATION AND OTHER THINGS THAT WE'LL HAVE GOING ON THERE.
WE'RE VERY EXCITED ABOUT THAT.
THE COMPTROLLER AND THE GOVERNOR ARE VERY EXCITED AND VERY INTERESTED IN THIS PROJECT BEING ON THE EASTERN SHORE.
THERE ARE THREE OTHERS IN STATE OF MARYLAND, PG COUNTY, MONTGOMERY COUNTY, AND BALTIMORE CITY.
WE FEEL IT'S TIME THAT THE EASTERN SHORE IS JUST AS WELL DESERVING AND WE SHOULD HAVE ONE HERE ON THE SHORE, AND 3.5 MILLION IN WITHOUT EVEN MAKING AN ANNOUNCEMENT, I'D SAY THE COMMUNITY WANTS IT, SO WE'RE VERY EXCITED.
WE HOPE TO OPEN IN THE SCHOOL YEAR OF 2024.
WE DON'T HAVE A TON OF DETAILS.
[01:50:03]
AGAIN, WE HAVEN'T MADE A PUBLIC ANNOUNCEMENT, BUT WE WILL CONTINUE TO WORK WITH DEREK, WHO HAS BEEN EXTREMELY SUPPORTIVE FROM THE VERY BEGINNING.HE SERVED ON OUR BOARD AND ASSIST US WITH ALL OF OUR PROGRAMS. SO WE'RE EXCITED TO CONTINUE TO WORK WITH DEREK AND WITH ROB AND KEEPING Y'ALL UPDATED AS THOSE UPDATES BECOME AVAILABLE. EXCITING STUFF.
I KNOW TOLBERT IS EXCITED AND WE'RE VERY APPRECIATIVE OF HIS SUPPORT.
I'M NOT SURE IF HE WANTS TO SAY ANYTHING, TOLBERT DOESN'T REALLY LIKE TO TALK VERY MUCH.
>> WELL, OBVIOUSLY, I'M DOWN AT THE BALLPARK.
I'M WATCHING A PHENOMENAL BASEBALL GAME, MY OLDEST GRANDSON'S LAST GAME OF THE SEASON.
JAMIE, I JUST WANT TO THANK YOU IN FRONT OF EVERYBODY FOR ALL THE HARD WORK THAT EVERYBODY'S DONE.
THIS IS JUST A PHENOMENAL ORGANIZATION, I WOULD COMMEND IT TO ANYBODY AND KEEP YOUR EAR TO THE GROUND BECAUSE AS YOU CAN SEE, IT'S ALL OVER THE PLACE.
FOR THOSE OF YOU THAT KNOW ME, THE FINANCIAL LITERACY PART WAS ALWAYS VERY IMPORTANT TO ME, AND JA JUST HELPS FILL OUT THE WHOLE MENU OF EXPERIENCES THAT WE CAN OFFER TO OUR CHILDREN DURING THEIR EDUCATION.
KUDOS TO JAMIE AND HER WHOLE TEAM AND EVERYBODY THAT'S MADE ALL THIS HAPPEN.
I WAS SO EXCITED TO BE A PART OF IT AND I THANK YOU VERY MUCH.
>> THANK YOU, TOLBERT. IF I COULD JUST ECHO WHAT HAS BEEN SAID.
WE HAD A BOARD MEETING TODAY, I KNOW IT WAS SAID THAT THE WORDS, HYBRID, VIRTUAL, AND PIVOT ARE WORDS THAT WE'RE TIRED OF USING THIS YEAR [LAUGHTER] BECAUSE WE'VE USED THEM SO MUCH, BUT THIS IS A PARTNERSHIP THAT NEVER STOPPED.
IT DIDN'T MATTER WHETHER WE'RE VIRTUAL, IT DIDN'T MATTER WHETHER WE WERE IN-PERSON, JA WAS ABLE TO TAKE THEIR PROGRAMMING, WAS ABLE TO PIVOT, WE CAN USE IT ONE MORE TIME, [LAUGHTER] TO AN ONLINE AND VIRTUAL PLATFORM.
OUR KIDS, AS DR. SIMON SAID EARLIER, THEY DIDN'T MISS OUT ON ANYTHING.
AS A MIDDLE SCHOOL PRINCIPAL LAST YEAR, OUR 8TH GRADERS WENT IN PERSON TO OCEAN CITY CONVENTION CENTER AND TOOK PART IN JA INSPIRE.
THIS YEAR, THEY WERE IN A CONVENTION CENTER, IT WAS JUST ON THEIR LAPTOP.
IT LOOKED JUST LIKE IT, THE EXPERIENCE WAS JUST LIKE IT.
WE ARE EXCITED THAT THIS YEAR WE WERE ABLE TO ADD 4TH GRADE, NEXT YEAR WE WILL BRING BACK 7TH GRADE.
THIS IS A VITAL PARTNERSHIP THAT HELPS US SATISFY SOME OF THE FINANCIAL LITERACY STANDARDS THAT ARE IN EACH GRADE BAND, ELEMENTARY, MIDDLE, AND HIGH, PUT OUT BY MSDE, AND JUST HELPS OUR STUDENTS LEARN.
AS I KNOW, TOLBERT, HAS BEEN AN ADVOCATE FOR A NUMBER OF YEARS, HIS CRITICAL SKILLS ON HOW TO REALLY BE AN ADULT IN THE REAL WORLD AND MANAGE YOUR FINANCES IN AN APPROPRIATE WAY.
THIS HAS BEEN A GREAT PARTNERSHIP AND WE JUST WANTED TO BRING THIS TO THE BOARD, MAKE YOU AWARE THAT IT IS SOMETHING THAT NOT ONLY ARE WE, AGAIN, CELEBRATING OUR 4TH YEAR, BUT THIS YEAR HAS BEEN JUST AS STRONG AS ANY OTHER YEAR BECAUSE OF THE TENACITY OF THE ORGANIZATION.
THANK YOU AGAIN, KATE, AND JAMIE, AND TOLBERT, FOR ALL OF YOUR SUPPORT FOR OUR STUDENTS IN CAROLINE COUNTY.
>> THANK YOU, AND THANKS FOR HAVING US.
>> IS THE JA INSPIRE [INAUDIBLE] , A SINGLE-DAY EVENT, ORDINARILY? [OVERLAPPING].
>> IT WAS A SINGLE-DAY EVENT LAST YEAR WHEN IT WAS LIVE.
THIS YEAR THERE WAS A WINDOW OF TIME WHERE OUR STUDENTS COULD LOG ON AND EXPERIENCE IT.
>> OKAY. LOOKING FORWARD TO IT. IT MIGHT BE SOMETHING THAT I HAVE LIVE ON THAT WAY.
>> THAT WAS A LITTLE BIT OF A CONVERSATION WE HAD [OVERLAPPING] TODAY ABOUT WHAT NEXT YEAR IS GOING TO LOOK LIKE.
>> ROB, AND AT LEAST JIM FOR KATE, AND JAMIE, AND FROM OUR CURRENT BOARD PERSPECTIVE, I KNOW THERE'S BEEN A LOT OF GREAT THINGS HAPPEN THIS YEAR, A LOT OF CHALLENGES THIS YEAR, LET ALONE FOR THE SCHOOL SYSTEM.
LIKE WE SAID, WE'VE GOT A LOT OF CARES, MONEY, AND ALL THESE OTHER ACRONYMS, THAT HELP GET US THROUGH THE YEAR, A LOT OF OUR BUSINESSES HAVE BEEN HURT DRASTICALLY.
I KNOW JA WAS ORIGINALLY TRYING TO BE SELF-SUFFICIENT AND SUSTAINING WITH BUSINESS SUPPORT.
I KNOW WE FELT LIKE IT WAS IMPORTANT ENOUGH HERE IN CAROLINE COUNTY TO INITIATE THAT, TO HELP KICK-START THAT A LITTLE BIT.
WHERE ARE WE ON THAT, AND AFTER A CHALLENGING YEAR WITH COVID, WHAT'S OUR PLANS?
>> YES, OUR MODEL IS ABSOLUTELY TO BE FREE TO THE SCHOOLS.
WE DO SUFFICE, AS DEREK SAID, A LOT OF THE MSDE REQUIREMENTS.
I KNOW WE IDEALLY SAVED THE SCHOOL SOME MONEY.
PROGRAMS LIKE JA INSPIRED, THAT WAS $200,000 TO PUT ON, SO SOME OF THESE EXPERIENCES ARE VERY EXPENSIVE.
WE'VE BEEN WORKING HARD, I THINK THIS PAST YEAR WE'RE AT $54-$55,000,
[01:55:02]
THAT WE'VE RAISED THROUGH THE COMMUNITY, INCLUDING YOUR CONTRIBUTION.I FEEL LIKE YOU'RE RIGHT, THIS WAS A TOUGH YEAR, BUT PEOPLE STILL SUPPORTED THE PROJECT, SO WE'RE DEFINITELY GETTING A LOT MORE MOMENTUM.
I'M HOPING THAT BY TIME WE GET OVER THIS NEXT YEAR, WE'LL BE ABLE TO SEE BETTER WHERE WE ARE IN TERMS OF COMMUNITY SUPPORT.
>> I CAN TELL YOU, [INAUDIBLE] , THAT I HAD THE PLEASURE OF DOING JUNIOR ACHIEVEMENT ONE YEAR WITH 3RD GRADE ORIGINALLY WAS ABOUT [LAUGHTER] 10 AND IT WAS SO MUCH FUN.
THEN I CAN CELEBRATE WITH KEY [INAUDIBLE] AT LAW FOR MIDDLE, WE DID A LOT MORE IMPORTANT TO THEM OR TO SEND IMPORT TAXES IN A LOT OF SCENARIOS.
THAT'S A BRIEF PROGRAM, I ENJOYED TEACHING IT.
>> WHEN I WAS IN HIGH SCHOOL A LONG TIME AGO, WHEN DINOSAURS WERE HERE, [LAUGHTER] I WAS IN JUNIOR ACHIEVEMENT, AND IT WAS TOTALLY DIFFERENT THAN THIS.
IT WAS FOR THE BUSINESS COMMUNITY, HAD BUSINESSMEN AND YOU MET AFTER SCHOOL IN A BUILDING AND YOU CREATED A PRODUCT AND WENT THROUGH THAT WHOLE PROCESS.
>> DO YOU STILL HAVE THAT PROGRAM TODAY, THE JA COMPANY PROGRAM?
>> WE OFFER IT. BECAUSE I WAS LOOKING AT SCHOOL-WIDE, IT'S TOTALLY DIFFERENT.
WE [OVERLAPPING] COULD ACTUALLY BRING IN THE HIGH SCHOOL.
>> YEAH. THAT PROGRAM IS STILL AROUND [OVERLAPPING] AND WE'VE ADDED ON SOME [INAUDIBLE] WE'RE NOW K-12, SO WE HAVE A PROGRAM, AGE APPROPRIATE CURRICULUM FOR EACH GRADE LEVEL.
>> PART OF THE JA INSPIRE THAT THIS YEAR WAS ADDED WAS AN OPPORTUNITY FOR HIGH SCHOOL STUDENTS TO BE ABLE TO ATTEND JA INSPIRE AND REALLY LOOK AT JOB OPPORTUNITIES THAT ARE AVAILABLE TO THE LOCAL ECONOMY AS WELL, AND THAT'S SOMETHING WE HOPE CONTINUES.
OF COURSE, WE HAVE OUR FINANCIAL LITERACY PERSONAL FINANCE CLASS IN HIGH SCHOOL, BUT JA IS A GREAT COMPONENT TO THAT AS WELL.
>> RIGHT. I MEAN, IS THERE ANYTHING I COULD DO TO HELP?
>> THAT BE GREAT BECAUSE I THOUGHT WE MADE ONE OF THE YEARS I WAS IN IT, WE MADE HANGERS, AND THEY WERE NICE, THICK HANGERS.
I HAVE THOSE HANGERS TO THIS DAY.
[LAUGHTER] IT IS JUST SOMETHING I REMEMBER HOW MUCH I REALLY LEARNED AND GOT OUT OF JUNIOR ACHIEVEMENT, AND IT'S A GREAT ORGANIZATION, YEAH.
>> THAT IS SO WONDERFUL TO HEAR.
WE HAD THE CEO OF THE HGH HOSPITAL, MR. [INAUDIBLE].
HE HAD A COMPANY PROGRAM AS WELL, AND HE MADE LITTLE FISHING LAWYERS AND DROPPED HIM OFF AT OUR OFFICE.
HE SAID HIS GRANDMOTHER AND MOTHER HAD KEPT EVERY SINGLE FISHING WORK BECAUSE THEY HAD TO BUY ALL OF THEM BEFORE THEY WENT BANKRUPT.
[LAUGHTER] SOME OF THE GREAT PROGRAM.
>> JAMIE AND KATE, I JUST WANT TO SAY THANK YOU GUYS FOR EVERYTHING YOU'VE DONE TO HELP LAUNCH THE PROGRAM HERE IN CAROLINE.
SEVERAL YEARS AGO, WE FIRST MET TRYING TO FIGURE OUT HOW WE WERE GOING TO MAKE IT HAPPEN AND HOW WE WERE GOING TO WORK TO BUILD THE SUPPORTNESS.
MR. NEWCOMB SAID, WE'RE MAKING SOME HEADWAY, COVID DISRUPTED THAT A LITTLE BIT WITH GROWING THAT BUILDING, SO THAT OUR COMMUNITY SUPPORT, I KNOW I'VE SPOKEN WITH ROB ABOUT IT AS WELL, AND I KNOW THERE'S THAT COMMITMENT AND I KNOW IT EXISTS IN CAROLINE.
AS WE START TO SEE A LITTLE BIT OF RECOVERY AND BOUNCE BACK, WE KNOW WE'LL SEE THAT GROWTH COME IN.
ALSO VERY EXCITED TO HEAR THE NEWS THAT I'LL HEAR MORE ABOUT LATER THIS WEEK.
FINANCE PARK IS AN INCREDIBLE OPPORTUNITY.
I'VE HAD THE OPPORTUNITY TO PARTAKE IN THE ONE IN PRINCE GEORGE'S COUNTY AT A PROFESSIONAL DEVELOPMENT.
IT WAS HOUSED THERE AND THEY LET US GO THROUGH IT.
I DON'T KNOW THAT I DID REAL WELL.
HOPEFULLY, I LEARNED SOME THINGS.
BUT IT WAS AN INCREDIBLE OPPORTUNITY THAT WE JUST KEPT THINKING, HOW DID WE GET OUR KIDS TO THIS? BECAUSE BUS RIDE FROM HERE TO WHERE IT WAS, WHICH IS BY REDSKIN STADIUM IT'S A HIKE.
YES, YOU'RE RIGHT. THANK YOU FOR THAT WASHINGTON TEAM.
>> BUT THE HIKE GETTING OVER THERE WAS JUST UNREAL, TO THINK ABOUT HOW WE CAN GET OUR KIDS TO IT.
I KNOW THIS HAS BEEN A LONGTIME IN THE WORKS AND I APPRECIATE THE TENACITY THAT YOU GUYS HAVE HAD TO HELP BRING THIS TOGETHER AND AGAIN, I CAN'T WAIT TO HEAR MORE ABOUT THIS OPPORTUNITY.
>> AWESOME. THANK YOU SO MUCH.
WE APPRECIATE YOU-ALL AS WELL.
>> MOVING ON TO PUBLIC COMMENTS.
DO WE HAVE ANY PUBLIC COMMENT? BOARD ACTION, WE HAVE THE BUDGET SUMMARY.
[8. Discussion of Items for Future Board Action]
AGAIN, WE CONTINUE TO TWEAK AS WE GET NEW INFORMATION. MR. NAGEL.[02:00:03]
>> PRESIDENT [INAUDIBLE] , MEMBERS OF THE BOARD, THE DOCUMENT THAT YOU'VE BEEN PROVIDED, HAS JUST A FEW HIGHLIGHTED AREAS.
WE DID GET AN UPDATE FROM THE STATE.
>> [LAUGHTER]. STATE REVENUE NUMBERS ARE A LOT MORE SOLID, AND I THINK THEY'RE ACTUALLY THE SOLIDS ARE GOING TO GET, SO THEY DID TWEAK A LITTLE BIT, A FEW DOLLARS MORE IN STATE UNRESTRICTED REVENUE.
THE GENERAL ASSEMBLY CHANGED SIGNIFICANTLY HOW MAINTENANCE OF EFFORT IS CALCULATION AS RESULT OF THE COVID PANDEMIC AND FINAL INTERPRETATION OF THAT LAW WAS RELEASED JUST A WEEK OR SO AGO FROM MSTE AND I'M PLEASED TO SAY THAT OUR PREVIOUS ESTIMATE OF HOW THAT WAS TO BE CALCULATED WAS SIGNIFICANTLY LESS THAN WHAT IT ENDED UP BEING BUT MUCH CLOSER TO WHAT THE ACOUNTING THOUGHT WAS GOING TO BE.
THEY HAD BUDGETED A LITTLE BIT MORE THAN WHAT YOU SEE THERE, THE 389,420, BUT THAT IS MAINTENANCE OF EFFORT NUMBER FOR NEXT YEAR FROM ACCOUNTING.
WE DID PICK UP A LITTLE BIT OF ADDITIONAL REVENUE AS A RESULT OF THAT AND ABOUT A LITTLE LESS THAN 200,000 ADDITIONAL REVENUE AND THE ONLY OTHER CHANGES ARE ASSOCIATED WITH BUDGETING FOR SALARY LAPS DOWN UNDER LINE 23 OF THE EXPENDITURE PORTION IN AN EFFORT TO PROVIDE ADDITIONAL ALLOCATION AND SALARY ENHANCEMENT FOR ALL EMPLOYEES.
WE HAVE CONCLUDED NEGOTIATIONS WITH OUR TEACHERS ASSOCIATION AND THAT TABLE AGREEMENT IS OUT FOR RATIFICATION.
AT THIS POINT TIME I WON'T SPEAK TO THE SPECIFICS OF IT TO ALLOW THE PROCESS TO BE CONDUCTED IN A FAIR MANNER BY ASSOCIATION REPRESENTATION.
BUT THAT NUMBER DOES REPRESENT THE 1,664,000 THAT'S REPRESENT WHAT HAS BEEN AGREED TO THAT TABLE AND THEN THE CORRESPONDING AMOUNTS THAT ARE REQUIRED FOR SUPPORT SERVICE EMPLOYEES AND NAS.
BARRING ANY CHANGES, [INAUDIBLE] ARE WORKING HARD ON FINALIZING THE MONSTER DOCUMENT, THE 100 PAGE FULL DOCUMENT WILL HAVE THAT TO YOU IN ADVANCE OF THE [INAUDIBLE] 22ND FOR YOUR APPROVAL, SO THAT WE CAN BEGIN WITH FISCAL YEAR WITH A CLEAN BUDGET.
>> MR. NAGEL, I'M JUST CURIOUS.
I MAY NOT KNOW OFF THE TOP YOUR HEAD BUT WHEN WAS THE LAST TIME, IF ANY, HAVE WE EVER USED SALARY LAPS?
>> IT'S BEEN A FEW YEARS. WE HAVE DONE IN THE PAST.
>> NO, IT'S NOT A REGULAR PRACTICE.
I DON'T RECOMMEND IT ANNUALLY BUT THIS IS ABOUT AS LEAN OF A BUDGET THAT WE HAD IN A LONG TIME.
>> EVEN WITH THAT HELP, WE WERE TALKING ABOUT FROM THE FEDS?
>> THE HELP FROM THE FEDS SAVED ALLOWED US TO [OVERLAPPING] SUCCESSFULLY THE ONE TO ONE AND WE JUST RECOVERED A TREMENDOUS AMOUNT OF COST.
WE WOULD HAVE BEEN COMING TO YOU REQUESTING TO USE THE FUND BALANCE TO HELP COVER COSTS LIKE FOR THE THIRD [INAUDIBLE] AND ALL THINGS IF IT WON'T FOR THE FEDERAL MONEY.
YOU CAN SEE, THE ACTIONS THAT WERE TAKEN EARLY ON IN THE PANDEMIC ANTICIPATING A MIDYEAR CUT, THIS CURRENT FISCAL YEAR FROM THE STATE.
[NOISE] MANY OF THOSE STAYED IN PLACE. [OVERLAPPING]
>> HELPING US BALANCE THIS OUT.
>> TO HELP US CONTINUE TO MOVE IN THE NEXT YEAR AND DEAL WITH COSTS AND WHICH WE DON'T HAVE ANY CONTROL OVER, SUCH AS HEALTH INSURANCE INCREASES AND OTHER CONTRACTUAL REQUIREMENTS WITH VARIETY OF DIFFERENT VENDORS, AS WELL AS CONTINUE TO KEEP OUR FOLKS IN A COMPETITIVE SALARY MARKET WITH OUR SURROUNDING TOWNS SCHOOL SYSTEMS BECAUSE CALLS CONTINUE TO RISE FOR THE SCHOOL SYSTEM, THEY CONTINUE TO RISE IN EVERYBODY'S PERSONAL LIFE.
>> IT'S A LOT OF MONEY, TOTAL OVERALL BUDGET,
[02:05:02]
BUT SOME OF IT STILL CONTROLLED, BUT UNLESS ANYBODY THINK IT'S EASY DECISION, THESE POSITIONS HAVE BEEN FROZEN FOR A PANDEMIC.LUCKILY, WE DIDN'T NEED TO KEEP THEM FROZEN, BUT WE KEPT THEM FROZEN, AND IT'S BALANCING OUR BUDGET FOR THIS COMING BUDGET, WE'RE USING SALARY LAPS AND I DON'T KNOW HOW MUCH AND WHERE THE LINE ITEM IS.
I MEAN, WE JUST SAW GREAT PRESENTATION AND HEARD SOME GREAT ACCOLADES ON HOW GREAT JUNIOR ACHIEVEMENT IS.
[NOISE] BUT WE DIDN'T PUT SEED MONEY IN THERE.
>> IT'S STILL THERE. IT'S JUST THESE TOUGH DECISIONS TO SAY, IS THAT THERE? DO WE NEED TO KEEP THAT THEIR? INITIALLY, THAT WAS SUPPOSED TO BE PRIVATE BUSINESS SUPPORTING THAT PROGRAM FOR WHAT I UNDERSTAND AND WE'RE NOT ABLE TO HAVE TEA AND I LIKED THE PROGRAM AND I'VE PARTICIPATE IN IT.
HONESTLY, AND I THINK ALL OF THESE ACCOLADES WE'VE HAD ABOUT IT.
BUT IT'S JUST THIS DECISIONS THAT IT'S A NICE SUMMARY AND IT'S SOMETIMES MAYBE WE DON'T TALK ABOUT IT ENOUGH, BUT WE'RE SITTING HERE SAYING, WELL, WE'RE NOT GOING TO FUND THESE TEACHERS AND THIS COUNSELOR AND THAT ASSISTANT PRINCIPAL.
WELL, WE'RE KEEPING THIS OR WE'RE KEEPING THAT, WE CAN'T DO EVERYTHING.
>> I WOULDN'T ENCOURAGE YOU AND YOUR FELLOW BOARD MEMBERS NEXT YEAR OR EARLY ON IN THE BUDGET DEVELOPMENT PROCESS TO, OF COURSE, THE LANDSCAPE IS GOING TO CHANGE SIGNIFICANTLY BECAUSE OF FIRST-YEAR, TO OCCUR WHEN FUNDING IS COMING DOWN THE PIKE.
WE DON'T REALLY KNOW WHAT ALL THAT LOOKS LIKE YET.
WE STILL DON'T HAVE DEFINITION FOR SOME OF THE ONE-TIME MONEY THAT'S COMING FROM THE STATE FOR NEXT YEAR, DO WE? WE DON'T HAVE ANY DEFINITIVE GUIDES YET ON SOME OF THOSE BUCKETS OF MONEY THAT I SHARED LAST MONTH.
TO YOUR POINT, THE DECISION-MAKERS MADE THIS YEAR TO DISCONTINUE THE NORTH VECTOR.
THAT'S ONE OF THE CUTS UP THING.
>> WE'VE HAD A DECADE OF PLUS OF THANK YOU'S AND ACCOLADES AND VALUABLE EXPERIENCES THAT SOME OF OUR KIDS WOULD NEVER EXPERIENCE OTHERWISE.
>> THE NOT KNOW AND HOW QUICKLY WE RECOVER FROM THIS PANDEMIC AND HOW COMFORTABLE MOMS AND DADS ARE GOING TO BE SENDING THEIR CHILDREN NEXT SCHOOL YEAR, SOMETIMES THEY'LL WAIT LONG.
>> ASK THEM TODAY, THEY MIGHT BE READY NEXT WEEK.
[LAUGHTER] TRUE THAT. [LAUGHTER] WE HEARD THAT EARLIER, SO THANKS [LAUGHTER] THE OTHER THING IS WE KEEP A HISTORICAL FILE ELECTRONICALLY OF THESE CUTS, SO IT'S NOT LIKE THIS SHEET WILL THEN DISAPPEAR, IT'S A MULTI LAYERED EXCEL FILE THAT WILL SHOW STAFF AS DR. SIMMONS LEADERSHIP, BUT HIS NEXT YEAR BUDGETING AND STARTED TO LOOK AT, WHAT DO YOU HAVE TO CHANGE AND NOT DO WITHOUT THAT WE MIGHT WANT TO LOOK AT FIRST PUTTING BACK IN, AS WELL AS WHAT WERE SOME OF THE THINGS THAT FELL BELOW THE LINE AND DIDN'T GET FUNDED, THAT STILL NEED TO BE CONSIDERED NEXT YEAR.
PRINCIPLES AND PROGRAM DEPARTMENT, SUPERVISOR WILL BE FIRST IN LINE TO KNOCKING ON THAT DOOR TO SAY, ''' HEY, I HAD I HAD A GUIDANCE COUNSELOR, I REALLY NEED THAT THAT GUIDANCE COUNSELOR BACK'' AND RIGHTFULLY SO, THEY'LL ADVOCATE FOR THEMSELVES, FOR WHAT THEY FEEL THEY NEED.
RESPECTFULLY. MEMBERS, ANY QUESTIONS, COMMENTS, DISCUSSION? I DON'T THINK WITH THIS PAGE SUMMARY IS GOOD.
THE PAGE SUMMARY I LIKE IN THE BIGGER BUDGET TOO IS LIKE PAGE 4 OR 5.
BUT THINK ABOUT JUST TO KEEP BRINGING BACK IN OUR DISCUSSIONS FOR THOSE WHO ARE TUNING IN AND ONCE IN AWHILE.
THESE 62 PERCENT OF OUR BUDGET IS SALARY, THAT'S WHAT THIS TABLE SUMMARIZES; 62 PERCENT.
IT'S LIKE 47 MILLION IS SALARY AND WITH 40 PERCENT OF THAT GOING JUST INSTRUCTIONAL SALARIES.
IT'S EVEN LARGER THAN THAT BECAUSE THE OTHER PIECE OF THE PIE THAT BY DEFINITION BY KUMAR AND INTERPRETATION OF KUMAR BY MSDE, THE RELATED COSTS ASSOCIATED WITH SALARY.
BECAUSE THAT PIECE OF THE PIE THAT YOU REFERRED TO, IT'S JUST SALARY.
[OVERLAPPING] IT'S NOT SOCIAL SECURITY, RETIREMENT, HEALTH INSURANCE, [OVERLAPPING] UNEMPLOYMENT INSURANCE, WORKMAN'S COMP, ALL THOSE FALL UNDER THAT SECOND BIGGEST PIECE OF THE PIE, [OVERLAPPING] CALLED OTHER CHARGES.
IF YOU'RE LOOKING AT THE PIE CHART.
>> YOU'RE LOOKING AT THE TABLE.
IF YOU FLIP A COUPLE OF PAGES, PAGE 9,
[02:10:03]
THAT DOCUMENT, LOOK AT THAT NICE GRAY SCALE PIE CHART.[LAUGHTER] IT'S AS BORING AS A [LAUGHTER], YOU'LL SEE OTHER CHARGES.
MAJORITY OF THAT ARE THOSE THOSE COSTS THAT GO ALONG WITH EVERY DOLLAR OF PAYROLL THAT YOU HAVE TO PAY.
>> SIXTY-TWO AND SIX, THAT'S 68 PERCENT.
>> WELL,62 AND ROUGHLY, I ALWAYS SAY IN ROUND NUMBERS, 8 PERCENT $0.80 OF EVERY DOLLAR SPENT IS ON PEOPLE, STAFF.
WHEN YOU CARVE OFF, THEN WHAT'S LEFT, 20 PERCENT.
NEXT BIGGEST CHUNKS ARE UTILITIES.
THE HEAT IN CORE BUILDINGS AND TRANSPORTATION COSTS TO GET STUDENTS TO AND FROM SCHOOL.
FOOD SERVICES, THAT'S AN AMENITY, THAT WOULD BE THE OTHER BIG COMPONENT, BUT IT'S AN ENTERPRISE FUND, STANDS ON IT'S OWN.
THEN IT'S ALL GONE, THERE'S NOT A WHOLE LOT OF DOLLARS [LAUGHTER] TO SPEND.
[BACKGROUND] GOOD STUFF. BOARD MEMBERS, ANY QUESTIONS, DISCUSSION [OVERLAPPING].
>> GOOD SUMMARY, GOOD WORK [OVERLAPPING]. ALMOST THERE.
BOARD MEMBERS, MOVING ON TO UPCOMING MEETINGS AND EVENTS.
[9. Upcoming Meetings and Events]
GREENSBORO TRANSITIONS, LAST DAY FOR THEM TODAY SO THEY CAN GET THEIR NEW BUILDING, AND LAST WEEK OF SCHOOL.I WANTED TO ASK, IS ANYBODY RSVP FOR THE GREENSBORO RETIREMENT CELEBRATION FRIDAY FROM THE BOARD? I DON'T THINK WE GOT A FORMAL REQUEST OR ANYTHING, BUT I JUST DIDN'T KNOW IF ANYBODY HAD THE TIME, MAYBE NICE TO STOP IN AND SAY THANK YOU.
BUT THEY PROBABLY DON'T WANT US HANGING AROUND.
>> I THINK THERE'S ALSO A COST TO IT.
>> YEAH, THAT'S WHY. SINCE WE DIDN'T PAY, JUST TO STOP IN AND SAY THANK YOU, [LAUGHTER] I'M NOT LOOKING FOR A FREE MEAL. [OVERLAPPING]
>> STOP IN AND WRITE A CHECK [LAUGHTER].
>> YOU NEED SOMEBODY TO JUST SHOW UP?
>> I DON'T KNOW. IT'S ON OUR CALENDAR BUT NONE OF US RSVP, BUT IF ANYBODY WAS IN THE NEIGHBORHOOD AND SAID THANK YOU FOR THEIR SERVICE AND THEN GET THE HECK OUT SO THEY CAN ENJOY THEIR EVENING.
BUT ANYWAY, JUST A THOUGHT [OVERLAPPING].
>> LET'S JUST TALK ABOUT THAT AMONGST OURSELVES [OVERLAPPING].
>> WHAT TIME THOUGH? LET ME GO THERE WHEN [OVERLAPPING] THEY START.
LIKE RACHEL SAID, I THINK THERE WAS A CHARGE FOR A MEAL.
BUT SINCE WE DIDN'T PAY, WE SHOULD PROBABLY JUST [BACKGROUND] WISH THEM WELL AND HEAD OUT.
CENTRAL OFFICE RETIREMENT, IF ANYBODY WAS RSVPING TO THAT, I'LL BE THERE.
GREENSBORO DEDICATION SERVICE ON THE 23RD AND WE SET OUR WORK SESSION FOR [OVERLAPPING] 22ND.
PLEASE MAKE SURE IT'S ON MY CALENDAR.
>> IT'S GOING TO BE 5:00 OR 6:00? I KNOW 6:00 USUALLY, BUT IS THIS ONE GOING TO BE 5:00?
>> 6:00 IS THE MEETING. BOARD'S GOING TO MEET IN EXECUTIVE SESSION, CLOSED SESSION PRIOR TO THAT, SO LET'S DO 5:00.
[OVERLAPPING] YOU'LL BE ZOOMED, AND ONLY SANDWICHES.
>> YOU'RE GOING TO- [OVERLAPPING]
>> I WAS JUST SAYING YOU NEED A ZOOM INVITATION?
>> ALL RIGHT. NEXT BOARD MEETING, THAT'LL BE THE 22ND.
AS A WORK SESSION SLASH WE HAVE TO VOTE ON SOME THINGS [BACKGROUND] FOR JULY 1 AND THEN OUR NORMAL JULY MEETING WILL BE THE 6TH.
THAT'S WHAT THIS SAYS. BOARD MEMBERS, ANYTHING ELSE FOR THE GOOD OF COURSE? IF NOT, DO I HEAR A MOTION TO ADJOURN? CAN I ASK FOR A MOTION TO ADJOURN INTO CLOSED SESSION TO DISCUSS [NOISE] PERSONNEL WITH THE SUPERINTENDENT OR EVALUATIONS.
>> SECOND BY MS. WAYMAN. ALL THOSE IN FAVOR.
>> TO ADJOURN AND TO CLOSE SESSION. THANK YOU.
