IT'S THE CAMERA SYSTEM, IT'S THE CARD SYSTEM, THE PROXIMITY CARDS FOR AS FAR AS ACCESS TO BUILDINGS, IT'S MUCH MORE THAN JUST THE COMPUTERS.
IT'S A MUCH MORE BROADER DEPARTMENT AND JASON'S BACKGROUND AND HIS DEGREE AND NOW HIS EXPERIENCE OVER THE LAST FOUR YEARS WITH CAROLINE COUNTY PUBLIC SCHOOLS PUTS HIM IN A GREAT POSITION TO MANAGE THAT EVER EVOLVING AND GROWING RAPIDLY DEPARTMENT, THAT PRIOR TO JASON, WAYNE HAS BEEN THE ONLY SUPERVISOR OF TECHNOLOGY AND BEEN IN THAT CAPACITY SINCE IT WAS A DEPARTMENT OF ONE.
THAT WAS HIM AND IT'S EVOLVED TO WHERE IT IS NOW AND WE SEE IT'S CERTAINLY GOING TO BE EVOLVING EVEN MORE IN THE FUTURE.

THE LEO CLUB HELPED OUT WITH THE EGG HUNT AT THE RIDGELY PHARMACY ON THE WEEKEND BEFORE EASTER AND OVER 225 [NOISE] CHILDREN SHOWED UP.

THE PARENTS LOVED IT, THE KIDS LOVED IT.
WHAT WAS REALLY GREAT WAS SEEING SOME OF THE STUDENTS THERE, THEY WERE JUST SO TICKLED PINK.

THAT ART SCHOLARSHIP IS GOING TO BE ABLE TO HAVE COLONEL RICHARDSON HIGH SCHOOL PURCHASE, FRAME, AND HANG A COLONEL HIGH SCHOOL STUDENT'S ARTWORK, WHICH IS A REALLY NEAT OPPORTUNITY TO HOUSE IN OUR BUILDINGS FOR YEARS TO COME, ARTWORK OF OUR CURRENT STUDENTS.

I WANTED TO MENTION, 64 PERCENT OF OUR BUDGET SOUNDS RATHER LOW, BUT WE CURRENTLY HAVE $18.3 MILLION WORTH OF ENCUMBRANCES.
THESE ENCUMBRANCES INCLUDES: SALARY COSTS THROUGH THE REST OF THE FISCAL YEAR, AS WELL AS APRIL PURCHASE ORDERS FOR GOODS AND SERVICES THAT HAVE ALREADY BEEN PURCHASED.
IF THESE ENCUMBRANCES ARE TAKEN INTO ACCOUNT, WE'VE SPENT APPROXIMATELY 88 PERCENT OF OUR BUDGET.
APRIL IS THE TIME OF YEAR WHEN WE TRY TO WRAP UP OUR LOCAL BUDGETS SPENDING AS MUCH AS POSSIBLE, SO WE CAN START TO CRUNCH THE NUMBERS ENGAGED WHERE WE ARE WITH SPENDING FOR THE YEAR.
THAT WAY IF THERE'S ANY EXTRA MONEY OR A [INAUDIBLE] FUND BALANCE, WE HAVE TIME TO REDISTRIBUTE IT BASED ON THE NEEDS AND PRIORITIES OF THE SYSTEM.

LOCAL MONIES ARE OURS AND WE USE THAT TO BUILD OUR FUND BALANCE TO DEAL WITH UNEXPECTED EMERGENCIES, WHICH MAY HAPPEN FROM TIME TO TIME.
MOST RECENTLY, SEVERAL YEARS AGO, A ROOF FELL ON A WING AT PRESTON ELEMENTARY SCHOOL BEFORE THAT SCHOOL WAS RENOVATED.
IT DIDN'T QUALIFY FOR ANY STATE AID, AND WE WERE ABLE TO REPLACE THAT ROOF WITH FUND BALANCE WITHOUT HAVING TO GO ACROSS THE STREET TO THE COUNTY COMMISSIONERS AND ASK FOR A DIME.
THAT'S WHAT IT'S BEEN USED FOR. IT DEPENDS.
BUT WE WERE BLESSED, PART OF THE GOOD WORKING RELATIONSHIP WITH OUR COUNTY GOVERNMENT IS THAT THEY ALLOW US TO MAINTAIN THAT FUND BALANCE.
THEY HAVE A RIGHT TO ASK IT BACK IF THEY WANTED TO PUSH ON THAT.
THEY HAVE BEEN GOOD PARTNERS IN ALLOWING US TO KEEP THAT KNOWING THAT WE'RE NOT TIGHTENING THE BELT SO TIGHT THAT WE ARE GROWING THAT FUND BALANCE UNNECESSARILY, BUT IT'S HEALTHY, AND THERE IS A BOARD POLICY THAT GOVERNS WHAT THAT HEALTHY RANGE IS.

IT WAS DESIGNED TO PROMOTE HEALTHY EATING, PHYSICAL ACTIVITY, AND ENROLL WELLNESS WITH THE GOAL OF HELPING OUR STUDENTS REACH THEIR FULL ACADEMIC POTENTIAL AND INSTILL LIFELONG WELL BEING.
TO TAG ON TO THAT, TO GIVE A LITTLE HISTORY IN 2010 THERE WAS A FEDERAL ACT THAT WAS PASSED CALLED THE HEALTHY HUNGER FREE KIDS ACT OF 2010.
THAT APPLIES TO ALL SCHOOL SYSTEMS WHO PARTICIPATE IN FEDERAL CHILD AND NUTRITION PROGRAMS. THOSE SCHOOLS THAT RECEIVE BREAKFAST AND LUNCH PROGRAMS. IT REQUIRES US TO REVIEW AND UPDATE OUR WELLNESS POLICY AT LEAST EVERY THREE YEARS THEY ALSO CALL IT THE TRIENNIAL ASSESSMENT AND WE'RE SUPPOSED TO PROVIDE AN UPDATE ON THE IMPLEMENTATION OF OUR POLICY.
TO GO ALONG WITH THAT TO HELP WITH THE REVIEW OF OUR POLICY, WE PARTNERED WITH THE MARYLAND WELLNESS POLICIES AND PRACTICES PROJECT, WHICH WAS A STATE WIDE INITIATIVE THAT WAS PROVIDED TO ALL OF OUR COUNTIES.
IT WAS A COLLABORATIVE EFFORT BETWEEN THE UNIVERSITY OF MARYLAND SCHOOL OF MEDICINE, MSDE, THE MARYLAND DEPARTMENT OF HEALTH, AND ALSO THE UNIVERSITY OF MARYLAND EXTENSION.
THEY PROVIDED A SURVEY THAT WE COMPLETED AT THE DISTRICT LEVEL AND THEN ALSO AT EACH SCHOOL.
IT WAS A PRETTY IN DEPTH SURVEY THEY WERE 50 QUESTIONS THAT MYSELF THAT I HAD TO CONSULT WITH AMY AND BETH TO GET ANSWERS.
BECAUSE IT COVERED NUTRITION, THAT HEALTH AND PE CURRICULUM ALL THINGS THAT I WOULDN'T NECESSARILY KNOW ALL THE ANSWERS TO SO WE WORK TOGETHER TO ANSWER THE SURVEY.

WE CURRENTLY HAVE WELLNESS COMMITTEES IN ALL OF OUR SCHOOLS, WHICH ARE CHAIRED BY A WELLNESS CHAIRPERSON AND THEY'RE CURRENTLY REPRESENTED STRONGLY BY TEACHERS, INCLUDING THE PE TEACHERS, ADMINISTRATORS.
THEY WANT US TO EXPAND THOSE COMMITTEES AND INCLUDE NURSING STAFF ON THEIR FOOD SERVICES, INCLUDE PARENTS, COUNSELORS SO IT'S A BROADER REPRESENTATION OF THOSE ON THOSE COMMITTEES.
THEN THEY ALSO IDENTIFIED STRENGTHS THAT WE HAVE.
LIKE I SAID, WE CURRENTLY HAVE WELLNESS COMMITTEES AT ALL 10 OF OUR SCHOOLS THAT HAVE A CHAIRPERSON LEADING THE EFFORT.
THEY'RE ACTIVE, THEY HAVE CERTAIN RESPONSIBILITIES THAT THEY CARRY OUT AS PART OF THEIR CONTRACT.
THEY MEET AT LEAST FOUR TIMES A YEAR.
SOME OF THEM EVEN MEET MONTHLY.
WE'VE HAD A STRONG EMPLOYEE WELLNESS PROGRAM OVER THE YEARS, EXCEPT THIS YEAR CHANGED, BUT YEARS PRIOR, WE HAD OUR EMPLOYEE WELLNESS PROGRAM WHICH HAD INCENTIVES.
THIS YEAR WE DIDN'T DO THAT, BUT OUR WELLNESS CHAIRPERSONS WERE STILL ACTIVE AND ENGAGING OUR STAFF, ESPECIALLY WITH COVID AND NOT BEING ABLE TO MEET AND GATHER, THEY FOUND OTHER WAYS TO ENGAGE OUR STAFF VIA ZOOM MEETINGS, VIRTUAL WELLNESS CHALLENGES.
THAT'S BEEN A REALLY GOOD EFFORT THIS YEAR.
THEY ALSO HIGHLIGHTED THAT OUR FOOD AND BEVERAGES SERVED MEET STATE STANDARDS.
BETH AND HER GROUP HAVE BEEN REALLY GOOD AT PROVIDING HEALTHY FOOD OPTIONS FOR OUR STUDENTS, LIKE FRUIT INFUSED WATER, THEY PROVIDE UNLIMITED FRUITS AND VEGETABLES FOR OUR STUDENTS.
THEY PROVIDE TASTE TESTINGS TO ALLOW OUR STUDENTS TO TRY FOODS THAT THEY NORMALLY WOULDN'T GET A CHANCE TO TASTE, AND OUR STUDENTS HAVE ACCESS TO WATER THROUGHOUT THE DAY, SO IT'S UNLIMITED.
GOING FORWARD, WHAT DO WE LEARN FROM THIS? WITH OUR NEXT STEPS, WE'VE BEEN WORKING WITH SANDY TO EXPAND OUR WEBSITE.

THE GRANT PROJECT MANAGER STANLEY COBURN, AND WE'RE FINALIZING OUR FAMILY NAVIGATOR, WHICH WILL BE A PERSON THAT WORKS ALONGSIDE KARA TO HELP LINE UP OUR FAMILIES, WORK ALONG OUR PPW.
SO WHEN A FAMILY NEEDS TO ACCESS SERVICES.
ONE OF THE HARDEST THINGS THAT I'VE REALIZED AND LEARNED, IT'S AMAZINGLY DIFFICULT TO NAVIGATE ACCESS TO BEHAVIORAL HEALTH SERVICES, MENTAL HEALTH SERVICES WHEN YOU NEED IT.

WE HAVE INFORMATION ON ALL GROUPS, BUT REALLY, IT'S REALLY TEACHER DATA.
I PUT THE ESMEC INFORMATION IN TERMS OF RETENTION IN ALL GROUPS.

WE USE THE NUMBER OF APPROXIMATELY 490 TEACHERS FOR THIS DATA, AND PENNY WAS ABLE TO CORRECT ME ON THAT AND TAKE A LOOK AT THAT.
WHAT YOU'LL SEE IN INFORMATION TO COME IS THAT WE HAVE AND, AGAIN, I USE GENERAL TERMS. AS MUCH AS I LOVED TO BE A STATISTICIAN, I'M NOT.

THEN AGAIN, THE OTHER EIGHT POSITIONS THAT LEFT FOR WHATEVER REASON THOSE FIVE-YEARS COULD HAVE BEEN RETIREES, BUT LEFT NOT IN OFFICIAL RETIREMENT CAPACITY, IF YOU WILL.
DIDN'T MEET THE 30 YEARS OF MSE REQUIREMENT.
IT WAS CONSIDERED A RESIGNATION.
I THINK THERE'S INTERESTING DATA HERE I'M INTRIGUED BY THIS YEAR THE FY21.
I THINK THE ELEPHANT IN THE ROOM WE'LL TALK ABOUT, THE PANDEMIC BUT AGAIN, THOSE NUMBERS ARE FROM 7/1 OF THIS YEAR GOING NOW AND MOSTLY HALF OF THE TOTAL HAVE BEEN FOLKS WHO'VE MOVE BACK HOME.

IS IT FOLKS ARE LEAVING THE PROFESSION AT A HIGHER RATE? IS IT OUR NEWBIES WHO ARE GOING AND WE SEE THAT IN SOME OF THE OTHER INFORMATION? WE HAD SOME OF OUR FOLKS ACTUALLY HIGHLIGHTED IN SOME OF THOSE PUBLICATIONS.
I REMEMBER STEPH GARY WAS ONE, TEACHER COLONEL HIGH WAS HIGHLIGHTED IN ONE OF THEM.
THERE'S A TREND ACROSS THE STATE OF THAT CHANGES AS WELL.
AGAIN, LOOKING AT IT FROM OUR DATA POINT, REALLY THE WHY IS WHAT GETS TO BE THE REALLY IMPORTANT PIECE.
YOU CAN'T SOLVE THE ISSUE WITHOUT KNOWING THE UNDERLYING CURRENT OF WHY THE FOLKS ARE LEAVING OR IS IT A PUSH OR PULL FACTOR AND TRYING TO GET TO THE BOTTOM THAT REALLY WILL HELP.

BUT THEY'RE JUST NOT A HR PROFESSIONAL.
THEN I THINK THERE WAS A PERIOD OF TIME WHERE WE ALSO DIDN'T HAVE AN HR SPECIFIC PERSON IN THAT POSITION, YOUR STUDENT [INAUDIBLE] AND SOME OF THE EXIT SURVEY, SOME OF THE WHY IT WAS THE GRAINS OF SAND IT'S SLIP BETWEEN THE CRAFT THAT FELL THROUGH.
I BELIEVE I'M SPEAKING PROPERLY A CERTIFIED HR PERSON [BACKGROUND] IN THE POSITION.

IT'S NOT REPLACING, IT'S PROVIDING ANOTHER OPTION FOR FAMILIES, POTENTIALLY THROUGH A PILOT.
AGAIN, THE STATE WAS GRACIOUS ENOUGH TO GIVE THESE OPPORTUNITY TO TRY IT OUT, TO SEE IF THIS IS THE DIRECTION THAT THE STATES WANTS TO GO POTENTIALLY, FURTHER ALLOW MORE SYSTEMS TO GO.

NOW IT'S MORE LIKE 85, 15 BUT WHEN WE FACTOR IN THE ELEMENTS THAT THE STATE DOES NOT SUPPORT, THE SOFT COSTS, A UP-FRONT ARCHITECTURAL ENGINEERING FEES, MOVABLE EQUIPMENT, AND SOME SITE WORK DOLLAR, IT ENDS UP BEING MORE LIKE 60, 40.
BOTH CAROLINES ARE WHAT, LESS THAN EIGHT YEARS?

WELL, THIS YEAR, HE CUT IT BACK.
IT'S NOT 250 MILLION FOR THE OTHER SEVENTEEN SCHOOL SYSTEMS TO DIVVY UP, IT'S NOW 210 MILLION.
PROJECTS THAT ORIGINALLY THE IAC WAS FUNDING AT ONE LEVEL BACK IN JANUARY.
NOW, THEY SCALED BACK AND SAID, "YOU'RE NOT GETTING AS MUCH MONEY AS WE ORIGINALLY TOLD YOU," OR, "YOU'RE NOT GETTING THAT PROJECT AT ALL NEXT YEAR BECAUSE THAT 250 MILLION THAT THE GOVERNOR HAD BEEN PUTTING IN YEAR-OVER-YEAR ISN'T THERE." THEN ON TOP OF THAT, THE STATE PROCURED A CONTRACT, A NATIONAL COMPANY, THAT IS IN THE MIDDLE OF CONDUCTING A FACILITY ASSESSMENT STUDY AT ALL 1,500, PLUS OR MINUS, PUBLIC SCHOOL BUILDINGS IN THE STATE OF MARYLAND.
THEY'RE IN CAROLINE COUNTY RIGHT NOW.
THEY STARTED TODAY AT COLONEL RICHARDSON HIGH SCHOOL.
OVER THE NEXT TWO WEEKS, THERE WILL BE TWO PEOPLE IN EVERY BUILDING EVERY DAY DOING A FACILITY ASSESSMENT SURVEY, THE RESULTS OF WHICH WILL BE COMPILED AND EVERY PUBLIC SCHOOL IN THE STATE OF MARYLAND WILL BE RANKED FROM BEST IN THE STATE TO WORST IN THE STATE.
