The Caroline County Board of Education will meet in Closed Session pursuant to state government guidelines under the Open Meetings Act(General Provisions Article 3-305) for the following reasons:
(1) To discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; any other personnel matter that affects one or more specific individuals.
(9) To conduct collective bargaining negotiations or consider matters that relate to the negotiations

The development of the 2021-2022 school calendar was accomplished through the efforts of the School System Improvement Council and Citizens Advisory Council. Three draft calendars were developed for consideration. Those calendar options were shared with the community and survey was deployed to solicit feedback to inform the board's decision. The survey asked for respondents to rank order the calendar options by preference. Sixty-seven percent of respondents ranked calendar option "1" as their preference.

The budget reflects a slight increase from the Caroline County Commissioners. While our official enrollment has decreased by one hundred and eighty (180) students due to the pandemic, state law requires that next year’s local county government appropriation exceed the current years in order to receive a one-time hold harmless grant in the amount of $3,042,226. Projected State revenue reflects unofficial and preliminary data. When the official data is reflected in the State aid calculations, the actual revenue for next year will change. The attached summary document reflects the fact that the hold harmless State grant results in an increase of State revenue of $99,886.

This award provides all labor, materials, equipment and services necessary for, and incidental to, providing Cloud Managed LAN Switches. These LAN Switches are manageable by the ExtremeCloud management system, which is CCPS’ current web-based management system to monitor, configure, and maintain the CCPS’ LAN WIFI Access Point services. CCPS intends to seek E-Rate reimbursement for all E-Rate eligible products and services provided under this contract. The funds associated with this project are provided for in the unrestricted operating budget.
The bid process and procedures complied with Board policy and applicable state laws and regulations.

Due to one-time savings associated with several cost-cutting measures implemented as a result of the COVID pandemic, funds exist to provide employees with a budgetary savings payment.The attached spreadsheet contains the specifics of the payment. The goal is for the Board to pay all of the applicable payroll taxes (social security, federal and state income tax) and provide an approximate net payroll payment of $500 for all permanent employees. This budgetary savings payment will not be considered part of annual compensation for negotiations purposes, nor be considered part of annual salary for retirement purposes. In addition, no payment will be paid for those classified as occasional/temporary or substitute.

Board members will highlight one activity for the month of January 2021.
The Superintendent will report on events and activities that she attended/participated in during the month of January 2021 and make a special presentation to Caroline County Public Library Staff for the Dolly Parton Imagination Library project. Dr. Saelens will also provide an update to the Recovery Plan.

2021 LEGISLATIVE SESSION
The Maryland General Assembly convened in Annapolis, Maryland beginning January 13, 2021 and will run the traditional 90 days. Dr. Saelens will highlight the Maryland Association of Boards of Education (MABE) 2020 Top Priorities for the 2021 Legislative Session.
Dr. Saelens, Superintendent of Schools will give a brief overview of our oganziations chart and chain of command.
Dr. Saelens, Superintendent of Schools, will give a presentation on employee relations.
Ms. Morgan Cox, NGS Program Coordinator, will provide an annual update.
Ms. Debbie Siachos, Supervisor of Human Resources will give an update on our recruiting efforts for the upcoming school year.
The members of the Caroline County Board of Education desire to hear the views and have the advice of interested citizens. The public comment session is held at each Board meeting for that purpose.
